Grinding is probably the single unit operation that requires the largest capital investment and operating costs in an ore beneficiation plant. Because of that, a great deal of research has been concentrated in the theory, design and operation of grinding equipment, in particular ball mills. To-date, the models developed to describe grinding in tubular mills are macrophenomenological and can be divided into two categories: energetic and kinetic models. This paper presents a new approach to modelling ball mill grinding: The Operational Model. The theoretical aspects of the model as well as a comparison with existing ones are discussed. The concepts of the model, summarised in easy-to-operate PC programs, permit the calculation and design of new ball mills, and a critical evaluation and optimising of mills in operation.

Late Palaeozoic and Late Mesozoic phases of widespread overprinting have obliterated most of the primary magnetization signature of the Tasman Fold Belt. Palaeomagnetic programs of a regional extent offer best prospects for identification and interpretation of such secondary magnetizations and for isolation of any remaining primary magnetization. In 1983 the BMR initiated a regionally oriented palaeomagnetic study of the Tasman Fold Belt to obtain palaeomagnetic constraints on the tectogenesis of the fold belt. Particular attention is being paid to the analysis of possible differential movements between suspect or- tectonostratigraphic terranes within the Tasman Fold Belt and the respect to cratonic Australia. Work has concentrated so far on the Cowra Trough-Molong High region of the Lachlan Fold Belt and the New England region. Pilot sampling has been carried out in the Gympie region. In addition Palaeozoic sequences are being studied from the Amadeus Basin and the Ngalia Basin to refine the palaeomagnetic reference frame of cratonic Australia.

Mining companies in Australia have grown in size and complexity over the past 20 years. The same period has seen exten- sive changes in the operating environment, with greater competition and intensified in- dustrial and social pressures placing new demands 'on mining activity. The new condi- tions require a management approach that emphasises strategic planning rather than operational efficiency. Strategic management evolves through four distinct phases, namely, financial planning, forecast-based planning, externally oriented planning and 'true' stra- tegic management. The most difficult transi- tion to make is from Phase 2 (forecast-based planning) to Phase 3 (externally oriented plan- ning) since management is often too involved in operations to find time to develop and main- tain a strategic orientation towards the mar- ket and competitors. Reorganisation of re- sponsibility for operations and improved op- erational processes enable management to concentrate on external opportunities.

In recent decades the awareness of environmental issues by the general public has developed at an accelerat- ing rate. This is the result of a number of factors including more scientific knowledge of environments and of the impacts of modern society upon them, higher levels of education, the opportunity for people to travel more, and the success of the various communication media in bringing in- formation to the communities of the world about such environmental crises or threats as the smogs of Los Angeles and London, the Torrey Canyon and Santa Barbara oilspills, Minamata disease in Japan, the spread of the Crown of Thorns starfish, the disposal of toxic industrial wastes into the Upper Rhine, the discovery of high mercury and zinc contents in marine foods in southern Australian waters, and the proposal to mine limestone at Precipitous Bluff in Tasmania.

As the gold price, and consequently ore reserves, improved in the late 1970's, a programme of upgrading the gold recovery circuit at the Phoenix treatment plant at Central Norseman was initiated. The introduction of oxidised ore with a high clay content from the North Royal open cut caused a reduction in thickening and filtering capacities, which in turn restricted plant throughput and increased gold losses in the residue solutions. Test work into alternative washing facilities showed that the installation of a five stage counter current decantation system would restore throughput and reduce soluble gold losses. Installation of the system achieved the objectives of increased plant tonnage, increased proportions of the high grade oxidised ore in the mill feed and decreased gold losses in the residue waters.

Success for underground coal mine operators in the 1990's and beyond will be dependent upon better understanding of the dynamics of their operating environment, and extension of emerging technologies to reach new levels of output and productivity. The Collieries Division of B.H.P. Steel International Group clearly identifies with the concept of business/product life cycles - and the need to adopt strategies that can drive the business successfully into the future. Three main thrusts within BHP Collieries Division relate to: 1) Detailed assessment of current mines to determine: a) The real output potential of the current facilities. b) What factors now inhibit the full potential from being realised. c) Opportunities that exist to enhance overall mine performance. 2) Based upon the findings of these studies, putting into place cost effective strategies and systems for the ongoing "tuning" of the mine. 3) of new/improved technology primarily in areas of: a) Coal cutting and underground coal clearance. b) Controlling the overall mine gas Regime.

On 23 May 1977 the Hon Mr George Gair announced an amalgamation of the present Ministry of Energy Resources, the New Zealand Electricity Department and the Mines Department. Hopefully it will prove to be the solution of many national problems in energy planning and policy making, in energy distribution and use, and energy discovery and production. The name of this new giant is the Ministry of Energy which gives a firm indication of its future direction. For those amongst us involved with mineral energy resources the establishment of this new department must be encouraging. For those amongst us who are involved in non-energy side of the mineral industry it is the very opposite. The loss of the Mines Department a year short of its centenary is a loss for the mineral industry without a doubt - but how much of a loss?

The Endeavor Mine, located to the north of Cobar, New South Wales, was purchased by CBH Resources Pty Ltd in September 2003. The operation has been producing lead and zinc concentrate continuously for over twenty-three years. In 2004, a water management program was instigated to improve the raw water use efficiency of the mining operation. The water management program involved the establishment of a Water Management Committee, a review and quantification of water use across the site, investigation and implementation of efficient water use practices, and workforce awareness training. The program has seen the amount of water used per tonne of ore milled reduced from an average of 1.08 kL/t in the March 2004 quarter, to 0.68 kL/t in the March 2005 quarter. This paper outlines the Endeavor Mine water management program and may serve as a model for other operations that are planning to improve their water use efficiency.

The mining industry has a well deserved reputation earned over the years for innovation, engineering, management and the quick application to mining of emerging technology. The cumulative result is the economic exploitation of lower grade resources. The developments during the last decade have done nothing to tarnish the reputation. There are many that come easily to mind: the use of contractors for both surface and underground operations, a trend toward mine management contracts, the increasing recognition of the economic potential of ground support, and the development of physical measures to achieve it, - sophisticated measures to analyse blasting , and thus improve fragmentation, - instrumentation to assist geotechnical appraisal, - the development and application of the powerful and flexible, excavator, - the evolution of measures to improve grade control, - massive improvements in equipment productivity and reliability built largely around the application of hydraulics, - the development of powerful computer packages for orebody modelling, mine design and extraction, - simple "dense" fill systems, - maintenance management techniques including the greater use of off-site maintenance of exchange components, - the utilisation of communication systems for data transfer.

A number of small copper deposits occur in the Pernatty Lagoon-Mt. Gunson area. Textural and mineralogical differences distinguished the lagoon sulphide deposits, which occur in a water filled basin of permeable bedrock immediately under the lagoon floor, from the largely oxidized deposits which occur in the low hills adjacent to the lagoon deposits.Groundwaters are carrying copper, and to a lesser extent zinc, downstream to the lagoon. Several species of sulphate-reducing bacteria are widespread in the groundwaters and lagoon muds.It is suggested that copper sulphides were first deposited at the same time as, or soon after, the host Proterozoic sediments, and that during the present cycle of erosion the lagoon deposits may have been enriched, or largely formed, by bacterial precipitation of copper sulphides from laterally migrating cupriferous groundwaters.

The energy crisis and the general increase in fuel prices have changed the position of coal in the world. Countries need to review their policies on coal, depending on available reserves and their accessibility. On the demand side, a distinction should be made between the steel industry's specific demand for coking coal and the needs of power stations where coal is used in competition with other sources of energy. Coal consumption in these two sectors is expected to increase considerably over the foreseable future. Some countries have sufficient coal of their own to meet this increased demand but others will have to rely on imports. As a result, the tonnage of coal transported by sea may double by 1985. The coal industry lacks flexibility. The opening of new mines and the construction of a transport system to ship the coal takes time. This time-lag, coupled with the enormous expenditure involved, makes long-term contracts between producers and consumers essential.

Depending upon the probability one assigns to project go-ahead, up to $10 billion (1978 figures) could be required for resource based projects in Australia in the next decade. In the past major resource projects were readily financeable against sales contracts. In the future the complexities imposed by such matters as political risk, inflation, currency movements and environmental and other socio- economic considerations on project development costs and returns may require a different approach. This paper addresses itself to the ramifications of providing development finance for resource based projects in the future - and in particular examines such factors as project completion guarantees, sales contracts, protection against exchange rate fluctuations, interest rate structures and debt/equity ratios as each relates to the provision of finance. As this Seminar is on "Progress - Mining and the Environment", I am taking the liberty of extending my address beyond the scope implied by the subject, "Rehabilitation of Mined Land", with a preliminary discussion on broader economic issues relevant to "Progress and Mining in Western Australia" before discussing its effect on the Environments Western Australia is nearly one million square miles in area and has a population density of approzimately one person per square mile. Because of its vastness it has wider climatic variations than any other Australian State. The north is tropical and the south is in the temperate zone. The major portion of the State is an arid plateau with less than 10 inches of mean annual rainfall. The climate, rainfall and soil conditions of the South-West region are more favourable to agriculture than any other part of the State and consequently was settled first. The immediate need of the colonists being food and shelter, the early economy was based on farming and forest products.

I am honoured, deeply honoured, that so distinguished a group has assembled to acknowledge the signifi- cance of the work of my Melbourne flotation research laboratory, to review progress since Principles of Flotation (Wark, 1938) was published, to highlight the present state of knowledge, and to point the way for future research. The flotation research which began in 1929 was sponsored by a group of mining companies2 at the instigation of Harry Hey of the Electrolytic Zinc Company of Australasia Limited. There were never more than three of us work- ing in rather cramped conditions in a laboratory made available by the Department of Chemistry at the Uni- versity of Melbourne, but what we lacked in space was more than offset by a freedom unparalleled in indus- trial research in Australia at that time. I pay special tribute to my first colleague, Alwyn Cox; to my wife who worked with us for several years; and to Keith Sutherland who followed Cox in 1936. They were my sole colleagues up to 1938 when Principles of Flo- tation (Wark, 1938) was published.

In making any attempts to determine the depositional environments in which coal seams accumulated it would be useful to establish whether there is a pattern, or patterns, of development which the majority of the seams have followed. To this end, the distribution of types of coal seam sequences found in the standard petrographic profiles of about a hundred Australian coal seams of Permian and Triassic age has been examined statistically, using the "chi square test" with the limiting probability set at O·Gl.Results indicate that non-random conditions have probably prevailed during the deposition of most of the seams. More samples are needed for conclusive results.The plants, or some other internal feature of the swamp environment, have been the important controlling factor in the development of the seam sequences.Comparison has been made with some British Carboniferous coals.

This paper quotes the results of many years of experiments and observations concerning ore drawing from mining blocks in major ore deposits mined by bulk induced caving of ore and country rock. Numerous laboratory and commercial test results of Russian, Ukrainian and Kazakh mines have been used and processed. Over 35 per cent of all ferrous, non-ferrous and other ore mined in the Russian Federation by the underground method is drawn underneath overlying caved rock (including ore drawing after bulk caving of pillars). The complexity of the process denies a logical or engineering calculation answer to many commercial production questions. Hence the massive research of ore drawing issues targeted at ore recovery forecasts in specific instances in order to assess an engineering solution or to define the design or planned ore draw performance. At first, the conditions were pictured as ideal. Subsequently, it was attempted to take into account the side contacts of ore with the country rock and the caved barren rock, the small size stuff in the caved rock, the unevenly loosening ore, end draw, and so on. The ore draw information available provides ample qualitative characteristics of the phenomena and only approximated and partially quantitative characteristics for individual cases. Many specific situations require individual studies of subject specific models.

A good blending system is one that ensures that a plant can cope with the amount of grade variation that it will encounter. Prediction of amounts of variation that will be encountered on time or tonnage scales that are important should be regarded as an essential part of the planning of mines and plants. In some cases, the natural amount of grade variation when ore is mined and handled in the cheapest way will be acceptable. In other cases, it is necessary to understand the effects that various ore-handling processes have on amounts of grade variation at various scales and to design a blending system with considerable care. Blending tends to matter more when plants are sensitive to many aspects of grade. It can be very difficult to find the best compromise between capital cost and the amount of grade variation. In these cases it is important that ore blending options be considered carefully as part of the planning of mines and plants. Failure to make plans that consider likely amounts of variation can be very expensive.

It is now recognised that rotary sample division is by far the best laboratory tool for extracting subsamples from a lot of material. In terms of sampling theory, rotary division, by virtue of the fact that it can extract many increments from the lot during the division process, radically reduces the variance due to distributional heterogeneity in the sample being divided. There are a number of occasions in sample preparation when it is necessary to extract a subsample of a target mass. To do this with rotary dividers taking a fixed fraction of the starting mass is a tedious task. In response to this problem, a variable split sample divider has been designed and built for the mineral industry. This paper discusses the utility of the device and presents test data showing that the machine is capable of making accurate mass split while overcoming segregation in the material being divided.

The critical role of representative sampling is featured and illustrated by selected examples from the geosciences and beyond. As there already are many demonstrations of the potential (and potentially large) economic consequences of ignoring proper standards with respect to representativity, eg for mining and minerals processing companies, which æstand to lose millions of dollars by failing to optimise exploitation of their mineral resourcesÆ, such need no further iteration here.This keynote lecture, rather, takes a point of departure from the opposite perspective: what is to be gained by a scrupulous stand for representativity? In 1992 environmental audits were carried out at seven coal mines operated by Oakbridge Limited in the Hunter Valley and Lithgow areas of NSW. The audit reports recommended a course of action designed to improve the environmental management system already in operation at the mines. This program started with training in environmental awareness for the Board of Directors, and the development and authorisation of an environmental policy. On-going programs at each mine were expanded to include environmental awareness training for all 2000 employees at the mines, and the development of a 20-module environmental training program which included air, water, soil and noise management, oil and chemical handling, sampling and monitoring, rehabilitation techniques and many more. Environmental incident reporting was introduced, and a system of reporting from the coal face through individual mine site environmental committees, to a Corporate Environmental Committee and up to the Board Environmental Committee became an effective part of a due diligence program. The Board resolved to undertake external independent environmental audits every two years, with internal reviews in the alternate years. An Environmental Management Group was formed, consisting of four internal environmental personnel and Oakbridge's appointed environmental consultant, to effectively resolve many of the environmental issues facing the Group. This program is continuing to evolve as an industry leader in environmental management Practice.
