The drilling and evaluation of bore cores provides the best available statistical basis for characterizing a coal prospect. Important, long-term decisions by management frequently must be based on the results. The majority of coal mined presently is used for steam raising or the production of metallurgical coke. Common bore core tests and analyses appropriate to this usage can be cate- gorized as non-destructive, chemical, physical, petrographic, caking/plastometric and propert- ies of non-coal material. The major tests within each category are described. Certain specific information from the bore cores is required by the coal geologist, mining engineer, coal preparation engineer and the user, either individually or as a group. The optimal bore core evaluation test pro- gramme is the one which satisfies the needs of all the professional disciplines with the grtatest speed and at minimal cost. The principal steps in such a programme are listed. There is an urgent need for a bold new Australian standard to provide the necessary guidelines to an industry which at present lacks uniformity in its approach to the task.

FINANCE FOR EXPLORATION Two factors have basic importance in relation to the availability of finance: the apparent success of continuing exploration activity and tax concessions. It is not proposed to discuss the effect of existing tax incentives, as these have already been outlined and are generally accepted as being reasonably attractive; certainly not a deterrent to possible investors. However, it is obvious that the greater the tax incentives, the greater the amount of money that will be attracted, and the wider the number of people who can be brought into the pool. If, as is suggested, the chance of discovery is related to expenditure and effort, then the more money attracted, the better the prospects of significant finds. It is probably correct to assume that the largest expenditure in mining will come from, or be induced by, people expert in the field, people who are fully aware of the risks and benefits and perhaps making conservative decisions because of this awareness. Insofar as the general public is concerned, while in the first burst of enthusiasm it will frequently follow any promoter, in the long run it too will become more sophisticated and will strongly support only those promoters and companies of good repute and proven record.

At the Risdon plant of the Electrolytic Zinc Company of Australasia Limited, impurities toxic to the electrolytic production of zinc metal, notably arsenic and antimony, have traditionally been coprecipitated when precipitating iron as ferric hydroxide. With the development of a new lead/zinc mine at Elura, New South Wales, it was anticipated that the concentration of impurities, particularly arsenic, in the zinc sulphide concentrates treated at Risdon would increase. This suggested that an increase in the capacity of the iron purification step in the Risdon plant would be required to cope with the higher input of these impurities.Laboratory investigations showed that the additional capacity would be achieved, either by a massive increase in the amount of iron used as the "collector" in the process, or by a two-stage process. The latter approach was preferred as an increase in the amount of iron precipitated would lead to much higher operating costs and overloading of the existing equipment.

This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

An experienced and reliable knowledge of fire fighting procedures is necessary for mine emergency situations. Since experts in this area are scarce the technology of expert systems lends itself as a suitable component in the decision making process. This paper describes an expert system that is being developed for this purpose. The expert system. RESCUE. is a knowledge-based computer programme which incorporates the judgement, experience, rules of thumb. mine environmental conditions as well as human intuitions in the mine rescue operation. RESCUE makes decisions such as whether or not the affected area should be sealed.' whether or not rescuemen should be withdrawn, and which fire fighting agent is most appropriate for the situation. The IF..... THEN rules written in the VP-EXPERT shell contains antecedents and conclusions based on environmental as well as other conditions prevailing in the mine. For example, the CO/Oz deficiency ratio indicates the progress of heating; explosibility trends are given by varying flammable gases C CH4,H2,CO) in relation to oxygen concentration, and barometric pressure falls may affect explosibility by increasing CH4 content in workings. The interaction of such numeric-based rules with others rules reflecting the experience and judgement of the experts assist the system to arrive at its conclusions and subsequent course of action.

For decades strip mining with discon tinuously operating 'draglines and shovels has been the most economical operation method in the shallow hard coal opencast mines of Aust- ralia, North-America and some other countries. Continuously operating equipment such as bucket chain excavators and bucket wheel excavators in combination with conveyor belt systems, conveyor bridges and stackers had been deve- loped in Germany; during the last 25 years this type of equipment has been further developed in order to allow a high degree of rationaliza= tion as to opencast mines in unconsolidated overburden in Germany, in many European couh- tries, in India and in Victoria. The differing compactness of the layers to be mined, the increasing mining depth, the adverse over- burden to coal ratio and geotechnical con- ditions account for the combined use of con- tinuously and discontinuously operating equip- ment and systems. When Australian voters elected a Labor Government in March 1983 the value of the Jabiluka uranium deposit as an asset of Pancontinental Mining Limited effectively evaporated overnight. The day before the election, Jabiluka was Pancon's principal asset, with the Company's 65% stake in the deposit having a market value of the order of $US1 billion. This value had been set by an agreement reached with a potential customer, who was prepared to pay $US150 million for 10% of Jabiluka. The months before the election had been the culmination of ten years of unremitting effort to bring what was then the world's largest reserve of high'grade uranium ore into production. These efforts had included two and a half years of negotiations with the local aborigines, as well as exhaustive environmental studies and conceptual mine planning. All domestic approvals required to develop the Jabiluka deposit had been given to Pancontinental and marketing efforts had successfully placed about 50% of the expected uranium production with overseas utilities. It appeared that Jabiluka was about to emerge as one of the world's great mining enterprises. The election of a government with an anti-uranium policy stopped Jabiluka dead in its tracks. Pancontinental's largest asset had effectively become worthless and the Company appeared to be facing a bleak future.

The torsion test is considered as the best test used when the part is subjected to static or dynamic torque. Many published papers have investigated the torsion of non-heat treated metals. However, very few published papers dealt with the torsion behaviour of heat treated metals. The aim of this work was to study the effect of heat treatment on the torsion behaviour of steel alloy (AISI 01), which can be used for manufacturing small and medium drills, taps and reamers. The diameter of specimens used was 15 mm. The metal used was heat treated under different conditions, then torsionally tested. The results of torsion test were divided into two groups: results obtained during elastic limit from which the shear stress, shear strain and modulus of rigidity were calculated, while from the results obtained during plastic limit the plastic depth was calculated by applying derived equation when the angle of twist was more than yield value. The results obtained indicated that the value of hardness alone is not sufficient to establish heat treatment conditions. Rather, it was found that the determination of plastic depth together with hardness can help in the establishing of the optimum condition which was hardening temperature of 820¦C, hardening time 20 minutes and tempering temperature 220¦C. This condition produces hardness of 60 HRc and plastic depth of 2.5 mm.

Hong Kong continues to display a remarkable enthusiasm for undertaking ambitious tunnelling schemes despite apparent recessions in the Asian economy. This paper provides an outline of tunnel projects currently under construction, those recently tendered and a glimpse of the extent of forthcoming projects which, according to Government sources, carry a price tag of HK$ 200B. Committed works will cost about HK$ 15B and involve a variety of TBM and drill and blast tunnels. These include the recently tendered works for KCRCÆs West Rail and MTRCÆs Tseung Kwan O railway extension, together with five no retendered TBM drives for the Strategic Sewage Disposal Scheme (SSDS) following forfeiture of the works by the Campenon Bernard-Maeda JV in mid-1997. The JV claimed unreasonable specifications leading to unacceptable levels of water inflow and dangerous working conditions. Key technical issues that are now arising in Hong Kong are:the general use of design and build contracts for bored tunnel contracts;a trend to accept TBM options for relatively short drives in urban areas;the use of æfixed-priceÆ contracts which in the current competitive market, can encourage tenderers to take contractors to take very high risks; andthe difficulty of predicting and managing water inflows in rock tunnels.This paper also includes a new empirical method of predicting water inflows in rock tunnels, and makes recommendations for managing these on-site.

A fundamental error of sampling occurs when a sample is extracted from a larger mass of ore or lot. The act of sampling requires that all particles belonging to the lot have an equal chance of being extracted. This type of sampling is called unbiased sampling. The sampling equipment (herein referred to as the sampler) should be constructed with some additional mechanical characteristics to guarantee that the samples will be unbiased. Samplers, extracting increments from a continuous flow, such as a conveyor belt, collect aliquots at regular time intervals. These time intervals relate to the number of aliquots extracted from a given mass of lot, whilst passing through the continuous flow. The frequency of extractions will influence the precision or the error of the sample (integration error). Further, the ore variability influences the amount collected from the continuous flow. Normally, the sampling protocol utilised is designed for the extractions obtained from the conveyor belt, omitting any error committed during this operation, ie the error of extracting from the continuous flow. This study aims to analyse the error of sampling a continuous flow by using a variogram with added on auxiliary functions. Each different piece of material passing through the flow will exhibit a distinct temporal variogram, which should influence the frequency of the samples being extracted for each chosen sampling error. The methodology used is presented in the form of a case study from a coal processing plant.

As companies drive these projects to development, production and positive operating cash flow, their Boards and CEOs are confronting important questions:Having achieved initial success, what is our longer term purpose as a company? Does the purpose originally described in the Initial Public Offering to raise equity remain wholly relevant? Given that purpose, how do we understand the available sets of opportunities and related risks? Should we be acquiring new assets or other companies, or developing the existing portfolio? What commodity sectors and geographies should we focus on? Or should we be conserving funds until asset prices or project costs provide greater assurance of value to shareholders? Zinc produced by pyrometallurgical processing techniques suffers the disadvantage of restricted market potential because of its impurity contents, typically lead and cadmium. Market zinc to the Special High Grade (SHG) standard can only be produced by reflux distillation refining, which is costly in terms of energy and equipment, and potentially capacity limiting. Recent published laboratory work suggested that molten salt electrorefining of zinc metal is a potentially much cheaper alternative to the reflux distillation refining. The extrapolation of the laboratory results to an industrial configuration, however, resulted in an estimated power consumption for electrorefining and associated costs offering no advantage over current reflux distillation practice. A review of this estimate now shows that a serious error in calculation was made, and that the energy consumption for the electrorefining of molten zinc would be an order of magnitude lower than that for reflux distillation refining. While this is a promising indication, further research is required before development towards an industrial scale operation is warranted. This would particularly relate to the extent to which adverse electrolyte deterioration may take place and its potential effect on the anode and cathode efficiencies of the process. This paper considers the laboratory investigations required to explore the industrial potential of the molten salt electrorefining of zinc and foreshadows some of the practical problems to be solved in further development.

While there is reasonable agreement on the basic chemistry of the slag fuming process, there has been an on-going debate for nearly 50 years as to the nature of the rate controlling factors in its industrial application. There have been advocates in the technical literature for thermodynamic limitations on the one hand or kinetic limitations on the other. The different viewpoints result in very different predictions as to the technical and commercial potential of the process. A resolution of the debate becomes of importance as pyrometallurgical processes are advocated as a means of extracting environmentally deleterious elements from metallurgical wastes. The present paper reviews the arguments in favour of both equilibrium and kinetic control and puts forward the view that much of the evidence for limitation of the process by kinetic factors under all conditions is unconvincing. It is maintained that the process can approach thermodynamic equilibrium under industrial conditions and that this determines the ultimate limitation on its technical performance. It is acknowledged, however, that kinetic considerations may cause the batch process to fall well short of performance predicted on thermodynamic grounds. The strong process limitation arising from the influence of chemical thermodynamics on the likely outcome of a hypothetical continuous fuming process is contrasted with optimistic forecasts resulting from the extrapolation of process models based only on kinetic considerations.

The objective, of the Diesel Emissions Evaluation Program (DEEP)-sponsored project at IncoÆs Stobie mine, was to conduct a long-term field evaluation of selected diesel particulate filter (DPF) systems, available to the underground mining industry. Nine state-of-the-art DPF systems were retrofitted to heavy-duty and light-duty vehicles and were subjected to extensive long-term in-mine evaluation. Periodic efficiency tests were conducted at various stages of the study (in 2001, 2002 and 2004) to establish in-use efficiencies and durabilities of the tested DPF systems. During efficiency tests, the vehicles/engines were operated over several steady-state operating conditions. Various instruments were used to measure particulate and gaseous emissions upstream and downstream of the filter systems. The results were used to assess the effects of the filter systems on the concentrations of diesel particulate matter (DPM), nitric oxide, nitrogen dioxide and carbon monoxide in the vehicle exhaust. Experience with the operational issues related to deployment of the filter systems on underground mining vehicles, coupled with the assessment of the filtration efficiencies, were the primary objectives of the study. The variety of filtration systems and regeneration concepts used in this study offered the opportunity to investigate the advantages and disadvantages of the various types. Some of the major issues studied were criteria for selecting the filter media, means of regeneration, the long-term operational reliability, and the occurrence of unwanted secondary emissions.

Over the last five years Solid Energy New Zealand (SENZ) has gone through a series of changes in response to both external and internal factors. These changes have included corporate reorganisation and funding restructure, as well as modifications to medium and long term business objectives. The nature and size of its coal reserves and markets requires SENZ to continue developing new mines as existing mines are depleted. As well, there are opportunities to develop new mines as coal markets change or to realise value from existing coal resources. To assist in this process, a set of mine project assessment guidelines which are relevant to the size and scale of anticipated mine developments have been developed for SENZ. These project guidelines are structured to operate from the early stages of project or resource review through to final feasibility study stage. The guidelines provide both a basis for planning and budgeting, and a control mechanism within the company. They also enable clear understanding of the status of individual projects and provide a framework for comparison between projects. SENZ now has a defined method to plan, monitor and control this important aspect of its business. The paper explains the development and structure of the guidelines, as well as providing examples of their application. and use. It demonstrates how SENZ integrates its long term planning, five year planning, annual planning, project planning and risk management to maximise the value of individual projects, business units and the company overall in a consistent manner.

Single-addition and sequential net acid generation (NAG) experiments were carried out on natural and prepared samples with varying contents of organic matter and pyritic S. Results show that carbonaceous matter can produce significant quantities of organic acids during peroxide oxidation in the NAG test, which leads to overestimation of acid-forming capacity and misclassification of benign samples as potentially acid forming (PAF). Organic matter effects were most pronounced in samples with low S (less than 0.5 per cent) and total organic carbon (TOC) contents of greater than seven per cent. The single-addition NAG test will tend to overestimate acid potential in samples with little or no pyrite and high organic matter content, potentially leading to sample misclassification. High pyritic sulfur samples tend to show little difference in single-addition NAG acidities with increasing organic matter, and it appears that pyrite is preferentially oxidised by peroxide when present in significant concentrations (greater than one per cent pyritic S). In sequential NAG tests overestimation was greatest in samples with little or no pyrite, but highly carbonaceous (>20 per cent TOC) pyritic samples were affected in later stages as the pyrite was depleted. A modified NAG method is proposed to account for the relative proportions of pyrite derived acidity and organic acidity in a given NAG solution.

Two blasthole density logging programmes have been conducted on the Mt Whaleback iron ore mine to evaluate the use of this type of logging as an aid to blast pattern design. The first programme also involved the setting up of a Density Test facility with which to calibrate the density probe. The programmes indicated that about 22-23 blastholes can be consistently logged per day at a cost of $1.30 per metre. Even though this is only half the rate required to log the average number of blastholes drilled daily on Mt Whaleback, testwork indicated that no significant loss of accuracy results if only half the holes in a pattern are logged. The major results of the programmes were: 1. The density range for black pyritic Shale is 2.2-2,9 g/cc. 2. The density range for soft to medium hard BIF is 2.1-3.0 g/cc. 3. The density range for hard BIF is 3.0-3.6 g/cc. 4. The front row blastholes show consistently lower densities than the main body holes due to blast damage. 5. A low density zone extending to a maximum depth of 6 m occurs at the top of most blastholes and results from blast damage from the bench above. University education in Australia is changing, driven by greater market orientation, reduced funding available per student, especially in the higher-cost minerals industry disciplines, and the call for more flexible delivery of subjects and courses to meet changing lifestyles and expectations. The opportunity exists for a true partnership to develop between industry, government and academia that will reshape minerals education in Australia and secure the future supply of the specialists industry needs to maintain international competitiveness. If this partnership does not emerge, it is anticipated that AustraliaÆs somewhat fragmented and unstable higher education system, especially in the disciplines of particular relevance to the minerals industry, will be put under further pressure so decreasing its effectiveness to produce quality graduates. The Minerals Council of Australia in 1998 published æBack from the BrinkÆ, a discussion paper which proposed strategies to build a world class minerals tertiary education system in Australia. Those strategies are now being implemented collaboratively with principal emphasis on the disciplines of mining engineering, metallurgy and earth science and as far as process is concerned, on the necessity to æcooperate to competeÆ. For metallurgy, the challenge is to integrate more closely undergraduate teaching with the existing world-class research centres and to link the tertiary institutions in such a manner that the strengths of all components are harnessed and then made available nationally in major population centres and at remote sites where appropriate. For industry the challenge is to build effective partnerships with the academic community that will enable and assist the agreed course of action to take place.

Before proceeding to the main portion of the above subject, a few remarks as to the general question of our mill slimes seem called for, and, with this in view, it is intended to briefly refer to the salient, points connected with their production, treatment and disposal at the mills.It is well known that, owing to the inticate mixture of the constituents of our sulphide ore, 'a very great deal of crushing and grinding is required to detach the particles of galena from the zinc blende and gangue of the ore, and it will be readily understood that, in this operation, a considerable amount of the material is converted into a slime which consists of minute, but ,(as can be see~ under a glass) well definied particles of all the constituents· 6f the ore arid combinations thereof, the relative proportions of which depend on the dual characteristics of hardness and abundance of the different constituents. The Luzon arc extends for about 900 km from Taiwan to the island of Mindoro (central Philippines); in this area late Tertiary to Recent volcanism is considered to be the result of eastward subduction along the Manila Trench. The arc is composed of five segments, all of which have individual characteristics with respect to tectonic setting and magma chemistry (Defant et al., 1989). From the north to the south these are (Fig. 1): (1) the eastern Coast Ranges of Taiwan and the islands Lan-Hsu and Lu-Tao (Taiwan Segment), (2) the islands off the north coast of Luzon (Babuyan Segment), (3) the Northern Luzon Segment, (4) the Bataan Segment, and (5) the Mindoro Segment. Defant et al. (1988) suggest that the Bataan and Mindoro segments of the arc, both of which are characterized by different isotopic compositions and levels of large ion lithophile element (LILE) enrichment in the lavas, are separated by a 'pull-apart' zone, the Macolod Corridor.We are currently studying the mineralogy and petrochemistry of Late-Miocene to Pliocene volcanism in the Northern Luzon Segment (NLS), which comprises the geographic area of the Cordillera Central. This area has so far received limited attention, inspite of its wealth of porphyry copper, skarn and epithermal gold deposits. In this contribution we report the first results of our study of igneous rocks from the Mankayan Mineral District (MMD) which is located in the centre of the arc segment under consideration.
