The history of the discovery. and successful development of the offshore Gippsland Basin oil and gas fields has been well docu- mented in contemporarary and more recent industry and profes- sional literature. The various articles, papers and books record fairly balanced views and comments as to the nature and results of the explora- tion effort, and factual data concerning the subsequent develop- ment of the fields and facilities concerned with petroleum production in the Bass Strait and Gippsland environment. The paper describes some of the economic and human factors associated with haulroads on Mount Whaleback, a large open pit iron ore mine. These factors have combined to encourage formation of a specialised road maintenance crew which caters for haulroad construction and maintenance. Techniques used for design, construction, operation and management of haulroads are then described. Future developments are expected to effectively lower construction costs leading to an even wider application of the techniques described and consequent improvement in temp- orary roads and overall truck performance. INTRODUCTION Mount Whaleback is a large truck/shovel open pit iron ore mine located in the Pilbara region of north Western Australia. Annual production capacity exceeds 100 million tonnes per annum of waste and ore. The truck haulage fleet comprises WABCO 120 52 WABCO 3200 22 74 of which approximately 45 are operating at one time.

The exercise of preparing this paper has been both enjoyable and thought provoking.In carrying out the research I have spoken and written to many people. Without exception they have been eager to help, all have spoken of the high regard in which they held Dr Williams, not only as a metallurgist but also as a person.Review of GK's life reveals an enormous impact on the industry in which he worked and the people with whom he associated. Consideration of this impact inevitably leads to the question "what can we learn from his life and the way he went about his work?"

In this paper, we introduce a methodology to optimise mining equipment operation in terms of the conflicting concerns of productivity and availability. We also introduce the concept of damage points and equipment dutymeters. These provide the mine management with tools to monitor the success of such optimisation. Since we have quoted the results of an on-going Australian Coal Association Research Program (ACARP) project, the apparent focus of this article is on draglines. However, the concept is equally applicable to other equipment. Mining is the type of business that requires a large investment in capital infrastructure and equipment to produce a product that is sold at a relatively low unit cost. In such a business, the key to competitiveness lies in achieving the full realisation of capital investment ie sustained production at high levels. Some of the concepts outlined in this paper are essential components of this picture.

A critical concern of any mining company today is its relationship with the different stakeholder groups impacted by the operational activity û communities, unions, vendors, local partners and competitors, local and federal governments, interest groups and non-government organisations. What ten years ago would have gone unnoticed, now, and even more so in the future, can drastically impact the profitability and even existence of a mining operation. This paper describes the development and delivery of a new paradigm for creating effective external stakeholder relationships. We report on the actual measurable results of an integrated and highly complex initiative led by Lonmin Plc (Lonmin) and Landmark Education Business Development (LEBD) that significantly altered the nature of the relationship with the stakeholders. Given the nature of the long-term investment required in a mining operation, any breakdowns or surprises in its relationship with external stakeholders brings with it the potential for major loss. The transformation of executive and senior management and community leadership was required to enable them to be effective in managing this complex set of circumstances.

The effect of various methods of conditioning on subsequent flotation performance was reviewed, where complex interactions involving attrition, aggregation, dispersion and surface cleaning were discussed. The present study focussed on the influences of standard laboratory cell conditioning, ultrasonic dispersion and high intensity conditioning on copper mineral flotation characteristics. The effect of substituting demineralised water for the WMC plant water was also examined. It was found that higher copper concentrate grades were often obtained using demineralised water, however the use of high intensity conditioning in mill water gave the highest copper recovery and highest flotation rate constant. This process should be considered if copper grade and recovery in this section of the plant drops, especially if the drop is due to surface oxidation of the copper minerals. Other methods of conditioning (cell and ultrasonic techniques) improved the rate of copper flotation above that obtained in the virtual absence of conditioning, showing the importance of conditioning on subsequent flotation operations.

The evaluation of risk is becoming more important in the siting of mining operations in the United States as well as the rest of the world. The determination of environmental, economic, as well as health and safety risks is an important step in the planning of any mining operation. Hydrogeology plays an important role in pre-mine planning and in the determination of these risks. The mine operators must determine if ground water would inhibit mining in any way. Factors which are important to consider include mine dewatering economics, slope stability, and other adverse hydrologic impacts. This paper presents methodologies for the characterization of hydrogeological risks for a mining operation. First of all, the term risk analysis is defined and its utility is addressed. Then, stepwise methods for performing a typical risk analysis are presented. Finally, the application of risk analysis to hydrogeology in mining is given. With slight modification, it is believed that these methodologies can be used to evaluate the hydrogeological risks for any mining operation.

My early experience with the coal industry was in the latter half of the 1970s, where attention to only ones own æaccidentsÆ and concentration on behaviour controls were impeding the introduction of effective engineering controls such as ROPS, FOPS, roof support and residual current devices. Lack of the broad picture of personal damage and of relevant veridical (true saying) knowledge and data had to be overcome to achieve progress in reducing fatalities. Thirty years on, it is again necessary to take stock. How good is our knowledge, our data, our information on which we make decisions. Despite Australian all industry 1992-93 data showing 80.5 per cent of costs came from occurrences which permanently altered peopleÆs lives, New South Wales is still the only state reporting permanent disabilities. In 1991 - 1992, the rate of permanent disability per 1000 wage and salary earners was two. In 2000 - 2001, it was over four û more than doubled. Also strongly motivating is the huge cost. Industry carried 25 per cent of the $34.3 billion costs for 2000 - 2001, up ten per cent of 82.8 billion if the costs of pain, suffering and early death are included.

The Accha-Yanque zinc belt in southernPeru is a major zinc-lead rich metallogenic province. In the belt are comprised several non-sulfide-type occurrences, extending on the periphery of the Yauri-Apurfmac batholith (Oligocene-Miocene). Zinc mineralisation at Accha (almost fully oxidised) occurs in breccias of sedimentary and tectonic origin in the limestone of the Ferrobamba Fm (Middle to Upper Cretaceous). Non-sulfide association consists mainly of smithsonite and hemimorphite replacing both primary ore minerals and carbonate host rocks. Mn(hydr)oxides and Zn-clays (sauconite), can be locally very abundant. Differences in mineralogy of the ore and gangue minerals, as well as the composition of the host rock can have a profound impact on zinc recovery and reagent consumption, and therefore on the economic value of the deposit. In the economic evaluation of any Australian mining project, changes in taxation can significantly affect viability. Australian tax laws, particularly in the period since early 1973, have undergone many changes which have led to shifts in the profitability of mining companies. This paper examines the sensitivity of a selected, broadly based sample of Australian mining companies to the changes that have occurred, or are reasonably likely to occur, in taxation legislation. In the past, tax systems have been altered for a variety of reasons, such as 1. reduction'in the impact of inflation 2. neutralization of incidence between different sections of the economy 3. as an incentive to encourage expansion and growth in a particular industry or area, and 4. increase in the real "take" of government. In this paper, conventional rate of return analyses are applied in a study of how profitability is affected under various taxation systems.

Computer programs for the storage, retrieval and use of basic thermodynamic and physical property data for chemical substances are described. Methods are presented for the collection, critical assessment and pre- processing of source data for files containing enthalpy, entropy and heat capacity data for 3000 compounds, enthalpy and excess entropy for 200 dilute solutions and critical propert- ies and vapour pressure for 600 compounds. Retrieval programs are discussed which allow the tabulation or plotting of many basic and derived thermodynamic properties for chemical substances or balanced reactions. Examples are given of the use of such data to infer the stability or corrosion resistance of materials and the feasibility, yield and heat release of reactions. A general purpose calculation program is discussed which allows the equilibrium compos- ition to be found for complex systems with many species and phases, using the method of Gibbs energy minimization. Methods of correction for non-ideal behaviour in these systems are discussed, as well as methods for fixing, maximizing or minimizing any desired property of the system. Examples are given of the simulation of various laboratory Experiments and industrial processes by this method.

The capital cost of major items of mining equipment is very high. The operating cost of such equipment is also high. It is therefore important that such expensive equipment is used productively. To this end mine management uses production data systems and management accounting systems to monitor events and provide data for analysis to enable management to make operating and business optimisation decisions. This could be done better if there was an understanding of productivity in terms of its utilisation and efficiency components. What has been missing has been a methodology to properly account for the productivity of equipment in terms of its contribution in dollars to the costs and profit of the mine. An explanation of the Productivity Accounting methodology will be given. It will then be shown that productivity has two components, that of capacity utilisation and efficiency. These are defined and the dollar contribution of each to costs and profit shown. The efficiency component tracks the effect of proportional changes in input cost quantities used in the mining process as mining production changes. The capacity utilisation component tracks the effect of step changes in the input cost quantities used in the mining process as mining production changes.

The underwater test is now being used routinely to characterise explosives and initiators. However, several outstanding issues regarding the role of confinement and the usefulness of the test results in predicting expected blasting performance require further elucidation. This paper reviews the underlying principles governing the test, and highlights its relative advantages and disadvantages in product development and applications. It deals with topics of energy release, energy partitioning, confinement and efficiency, supported by illustrative examples from tests with various products and geometries. The results are analysed in terms of both the detonation parameters measured and their extension to predicting blasting performance in the field. It is emphasised, that just as with other performance tests, the results and conclusions are only valid under the particular test conditions employed, and over-generalisation of these results can lead to erroneous conclusions.

Exploration requires a lot of skill, technical knowhow, and money; the money is usually less painfully available when provided by a profitable cash flow of an existing organisation that has income against which exploration cost is deductible. Planning the financing for development of a proven resource should begin at the earliest stages even while the mining plan is being formed up. The character of the participants has a bearing on the nature of the financing "package" and the structure that is to be selected for the venture. The security for borrowers in a remote mining resource is no better than the capacity of the participants to bring that resource to profitability in line with the findings of a thorough feasibility study. Taxation considerations related to the structure selected and the timing of the cash flow are of vital importance. Sales contracts have generally been a basic requirement of institutions financing mineral mining projects. Clauses relating to price, price escalation, and currency var- iations, are key factors in those contracts. Initial contracts have generally been required to cover initial overall costs.

The past year has been a difficult one for the mining industry in this country, but an active and successful one for the Branch. Membership has continued to increase, albeit at a slower rate than last year, and with the increase almost all from student membership. I dwelt at some length last year on the continued increase in student membership, which I ascribed largely to deliberate policies adopted by the Branch to foster this area of membership. I don't propose to reiterate these, suffice it to say that as usual, the Otago School of Mines has been a prolific source of student members, and it will be a pity if this source dries up û more on this subject later. In fact, students form just on 29 per cent of the Branch's total membership û a far higher percentage than for any other Branch in the Institute, whose membership as a whole comprises only ten per cent students.

Data from ball mills of a wide range of sizes are analysed using detailed mathematical models and non-linear least squares fitting techniques. In this way model parameters are obtained describing the behaviour of ball mills over a wide range of mill sizes and operating conditions. These parameters define the flow and breakage of each size fraction of ore in the mill. Flow of coarse particles through the mill is found to depend on the proportion of coarse particles present. The breakage rates of coarse particles are found to decrease markedly with mill diameter for mills over 3 m in diameter.Simulation of grinding circuit throughput at constant productsizing for different mill diameters shows that throughput is proportional to theoretical mill power consumption for mills up to about 3 m in diameter. Thereafter the throughput gradually falls below that indicated by power consumption, the decrease becoming quite significant for large diameter mills. Simple qualitative physical arguments are presented to explain this behaviour. The models developed have applications to ball mill scale up. Work on their further development is continuing.

In recent years there have been a number of excellent towns built for mining communities in remote parts of Australia. Planning has been thorough, and very large capital expenditures have been made by companies to provide high standards of accommodation, services and amenities. But so often the phrase 'company town' comes to be applied, expressing the frustrations of the residents, working for a single employer who dominates their lives, and of the company, which would prefer not to have to build and operate a town. The much-vaunted early success of some iron ore, bauxite and coal projects has led to a belief that the success of all mining projects is assured. Those holding this belief ignore the vagaries of mineral deposits and of markets, and the need to amortise large high-risk capital expenditures, much of which is spent on social and industrial infrastruc- ture. Mining and petroleum continue to be the two most vita components of our nation's development, says Sir Julius Char in the Australian Journal of Mining (Nov-Dec 1996). In fact the} account for 71.6% of export earnings, and 21.2% of Gros; Domestic Product in Papua New Guinea. The Misima and Porger, Mines, along with the Kutubu oil project, have essentially rescues PNG's economic viability since the loss of income from Panguna Though the industry cannot create employment in the manner o. intensive industries such as agriculture, it does provid( opportunities to local communities in terms of jobs, financia compensation, and infrastructure. Many ventures take many years and enormous capital investment to set up. There are three phases: exploration, feasibility, an( operations. The operations phase sees a massive development o infrastructure, or the actual `building' of the mine. For mining companies to commit to such lengthy time frames and high level: of investment, without returns, requires confidence and a degree of commitment from government on a number of levels - legislative stability, monitoring social development, and the provision o social infrastructure.

The mining industry maintains a ælove-hateÆ relationship with water. Dewatering, aquifer, water disposal, irrigation, process water, tailings water, run-off water, seepage, leachate and sumps are all terms that are used on a daily basis in the mining industry, highlighting the numerous water usages on site and their associated quality. According to the Australian Bureau of Statistics (2001), each year the mining industry consumes over 530 000 ML of water. The increasing recognition of water as a limited and valuable commodity, and the associated environmental concerns with the management of water disposal to the environment has led the industry into improving on-site water management. Progressively, water balance models and water reuse strategies are being developed, incorporating more sophisticated water treatment processes. By way of example, membrane technologies, once restricted to industries such as the pharmaceutical industry or the drinking water industry, are now entering the mining world with the aim of producing clean water of suitable quality for ore processing or for advanced treatment prior to release to the environment. This paper will provide a review of the threats and opportunities linked to water use and recovery/reuse in the mining industry in Australia. It will open with an overview of current water usage and associated quality for various mineral industries and continue with identifying the threats and limitations associated with the quality of available water. It will then present how newly developed water treatment technologies and assessment tools can be incorporated into the system to enhance the recovery and reuse of water on site, reduce the risks associated with securing long-term water supply and further improve production, environment and safety (health risk control).

Organic complexing agents have received special attention over the past few decades in the search for reagents for improved flotation separation of minerals, especially non-sulphides. The majority of such reagents that have been proposed over the past few decades have remained largely a laboratory curiosity, except perhaps alkyl hydroxamates, because their selection is seldom based on commercial viability. In this regard, the choice of complexing agents such as oximes may be more realistic because of their widespread use in solvent extraction of copper. Our earlier studies have confirmed that they are also effective as collectors for copper oxide minerals, including chrysocolla which is the most difficult copper mineral to beneficiate. The flotation behaviour of chrysocolla for several structurally-related hydroxyoximes were studied as a function of pH and oxime concentration and the role of structural features examined. The structural changes studied included substitutions in both chelating and non-chelating parts of the molecule. The results indicated that, contrary to expectations, many of the structural changes in the basic molecule, salicylaldoxime, do not have a positive effect on collector efficiency. The reduction in collector efficiency is rationalised on the basis of possible steric factors affecting complexation and packing of the collector species on the mineral surface as well as effects due to changes in electron density brought about by substituents. Introduction of alkyl substituents on the oximic carbon of salicylaldoxime yielded the highest collector efficiency.
