æConventional wisdomÆ believes that fine particles have low flotation recoveries. Plant size û recovery graphs often have the classic æhillÆ shape û high recovery in the mid sizes and low recovery at the fine and coarse ends. Yet if mineral liberation is poor, low fines recovery may be because you don't grind fine enough! This apparent paradox is explained by the old concept of æsand/slimesÆ circuits, which recognises the different flotation needs of fine and coarse particles. This concept is overlooked in the push for simpler circuits and larger equipment. Most plants now treat all particles together in a wide size-distribution. Reagent conditions are set for the dominant coarser particles, so fines are starved of collector. Worse still if there are significant midsized composites û often these have to be rejected in cleaning to achieve target concentrate grade. But the conditions which reject mid-size composites û collector starvation and high depressants û also reject fine liberated particles. In fact, fines flotation can be excellent when flotation chemistry is tailored to fines.

Mining industry sees a comprehensive future in optimisation and process control. High resource utilisation is a starting platform when lower operational costs with higher rate of return are the target. Simulation is quickly penetrating the mining industry as a planning tool. A discrete event simulation helps to visualise the reality of a mine and the various mining processes, which typically include a fair degree of complexity. What-if scenarios can help to determine the impact of occurring changes to production. Understanding of critical points in the layout and resource allocation at an early stage can help to optimise the material flow. The obtained information may then be used as proposal or confirmation of the system applicability and economy. Simulation is a way to fine-tune and optimise the resources within. It helps to predict system sensitivity to various aspects. Although simulation today is used typically in a feasibility stage, there is an opportunity to continue using simulation for further process enhancement. In the future simulation will without doubt be used increasingly as a dynamic simulation and continuous improvement tool. This paper discusses the use of OptimineÖ simulation tool in resource optimisation. Some examples describe the way the tool operates and how it helps to view the technology, mine layout and operational data.

The reality is that in today's world almost half of nearly six billion people on the planet do not have access to commercial energy and the services it brings. Based on UN projections, in 30 years time there are likely to be nearly three billion more people in the world, over 90 per cent of them in countries which are already economically poor. The World Energy Council (WEC), through its 102 member countries, monitors trends and developments and projects future trends. WEC is a non-governmental international body representing all forms of energy and is committed to the sustainable use of energy for all mankind. This paper is based on WEC studies and papers presented at its many conferences and congresses worldwide. Primary energy demand growth is dominated by the developing countries over the next 30 years. The world energy mix is projected to change very little over the next 30 years. Fossil fuel supplies (ie coal, oil and gas) are likely to decline from 77 per cent to 73 per cent, nuclear energy may grow from five per cent to six per cent and renewable energy sources (eg hydro, solar, geothermal, wind, tidal and biomass) could increase from 18 per cent to 21 per cent. World energy consumption is expected to grow by over 50 per cent over the next 30 years. The paper reviews changes in energy demand in the world, particularly in the Asia/Pacific region. Environmental issues are covered, as are developments such as solar energy from space and the status of renewable energy forms. Agendas for action to achieve change are also reviewed.

The distribution of a contaminant in a bulk mass greatly influences the effectiveness of sampling procedures. Most currently used sampling guidelines for genetically modified organisms (GMO) testing have stringent distribution requirements. Specifically, all these protocols are based upon the assumption that GM material, if present, is randomly distributed. Yet, assuming randomness is risky because the applied sampling plan may not provide an accurate estimate of the content of the contaminant. Despite the general consensus that an evaluation of the possibility of non-random distribution of GM materials within lots is a pre-requisite for the definition of effective sampling protocols, no experimental data on the distribution of GMOs in kernel lots are available anywhere in the world. Additionally, to date there is no distribution-free statistical model to estimate sampling errors, thus making the theoretical definition of optimal sampling technique impossible when randomness cannot be assumed. Here we present preliminary results of the KeLDA project, which is the first study investigating the distribution of GM materials in large soybean lots imported within the European Union. The extensive variability of GM content, observable both within and among soybean lots, indicates that heterogeneity issues cannot be overlooked when defining sampling strategies for large lots of particulate material and that randomness cannot be assumed a priori. A new statistical model free from any distribution assumptions, developed in order to estimate the sampling error associated with different sampling protocols together with the risk of false-negative results, is also presented. The new model, which is applicable to any consignment of particulate material with respect to any kind of contamination, presents two novelties: first, freedom from any distribution assumption; second, the possibility of estimating the magnitude of the sampling error associated with different sampling protocols as a function of specific distributional properties.

An investigation was performed to determine the sequence of events which caused the 1987 surface subsidence and related damage to several homes in Walker County, Alabama, USA (see Figure 1). Surface affects compared to mine maps indicated the subsidence to be mine related. However, two coal seams had been worked under this area. The upper seam, the American seam ranged from 250 to 280 feet beneath the surface in the area in question. It was mined-out before 1955 by room-and-pillar method leaving in place narrow-long pillars to support the overburden strata, and abandoned in 1955. The lower seam, the Mary Lee seam, ranged from 650 to 700 feet beneath the surface. The Mary Lee seam had been abandoned in 1966 and subsequently became flooded. The dewatering of the Mary Lee seam workings in 1986 caused the submerged pillars to be exposed to the atmosphere. Due to multiple seam mining and the fact that workings had been inundated then dewatered, a subsurface investigation ensued to determine the sequence and ultimate cause of surface subsidence. Core sample tests with fracture analysis in conjunction with "down-the-hole" TV camera inspections provided necessary information to determine that the subsidence started in the lower seam and progressed through the upper coal seam to the surface. Evidence from the investigation program established that dewatering of the lower seam workings caused the marginally stable support pillars and the roof to collapse. This failure triggered additional subsidence in the upper seam which broadened the area of the influence at the surface.

The Closure Risk model was developed as a new tool to aid decision makers in the complex area of mine closure. It uses a simple analytical technique that allows the decision maker to simplify what is often a complex mine closure process into more easily managed sub components. This systematic approach ensures that critical factors in the closure process are not overlooked. It also allows the most important issues to be highlighted. The model can also be used to produce quantitative estimates of risk by weighting and prioritising the issues to produce the Closure Risk Factor (CRF). Field trials at several mine sites in the Northern Territory of Australia in 2001 tested the model. The trials confirmed that the model has significant potential as a tool for decision-makers to assess in a structured, systematic manner, the major closure risks at individual mine sites. The risks include not only environmental impacts but safety and health, community, legal, financial, technical and other issues. The trials confirmed the value of a team-based approach and the inputs of key staff including environmental, production, mine planning, and community liaison personnel as well as mine management. Although the usefulness of the qualitative component of the model was established, it was found that, due to the influence of subjectivity, the utility of the prototype model to determine quantitative risk was of limited value. Using a continuous improvement approach, improvements to the model were sought. A refined model, incorporating the Australian Standard 4360 definition of risk and facilitated in-house risk assessment sessions was developed and tested against the data obtained in the field trial. This model, while maintaining the qualitative strengths of the original, allows more accurate absolute and relative quantitative scores to be calculated. This in turn facilitates comparisons between the issues at a single site as well as between different mines.

The ability of the Australian minerals industry to successfully manage the changes and challenges that face it in the 21st century depends ultimately on the quality of its human resources. Mining engineers have a vital role in this regard. The education and training that universities are currently giving to mining engineers is under challenge and needs to be reassessed in the light of industry directions for the 21st century. At one extreme is a push for a `finished product' graduate, up and running in `the flavour of the month' issues. At the other extreme are moves to reduce face-to-face university teaching hours and return to the time honoured university concept of `reading' for a degree. The lessons of Mourn make it apparent that neither approach is appropriate to the industry's future needs (Windridge, 1996). Basic knowledge gets rusty with time and new skills need to be learned. In order to conduct mining operations safely, productively and competitively, mining engineers must now accept the need to be prepared for continuing professional development as a career imperative. The concept of being professionally or statutorily qualified for life is no longer valid. This calls into question the purpose, content, structure and mode of delivery of university courses, all of which need to engender the principle and facilitate the cause of continuing professional development. This paper presents a model which aims to deliver a quality assured university education for mining engineers for the 21st century at undergraduate, postgraduate and professional level. The model extends beyond traditional university boundaries to match industry requirements to international best practice. It is based on collaborative alliances and innovative presentation modes which will provide industry access to undergraduate and postgraduate course elements presented by a broad range of national and international academic and industry authorities. It offers the prospect for preserving the best of university ideals in higher education, for developing and maintaining programs of direct relevance to industry needs and for a structured involvement in the continuing professional development of mining engineers.

Reliable sampling practices are the key to optimising the market value of a mining or chemical companyÆs stock. As a result, reliable sampling standards are needed. However, current standards on sampling present the æuniversalÆ Pierre GyÆs Sampling Theory in an ambiguous way. For example, the Total Sampling Error is divided into its basic components only in informative annexes, when it should clearly be the main body of the standard. Sampling standards are presently loaded with statistical concepts that actually belong in the annexes. Furthermore, many non-probabilistic sampling procedures are still mentioned which do not belong in a standard. The objective is not to criticise existing sampling standards, but to suggest better ones. Sections on the Sampling Theory should divide the Total Sampling Error into a sum of its nine basic components. Then, and only then, should they be addressed one at the time. Sections for establishing a sampling protocol should address the in situ Nugget Effect, the Fundamental Error, the Grouping and Segregation Error, the Long Range Quality Fluctuation Error, and the Periodic Quality Fluctuation Error. Sections for sampling methods, mechanical sampling, manual sampling, grab sampling, sampling of trucks, railroad cars, bags, and drums should be part of the critically important practical implementation of a recommended sampling protocol, called Sampling Correctness. It includes the increment Delimitation Error, the increment Extraction Error, the Weighting Error, and the Preparation Errors. Unless these errors are addressed one at a time, in an unambiguous way, the standard will remain ineffective in solving sampling problems for the industry. Therefore, a strategy is needed to create better standards required at the early stages of new projects, both by manufacturers of sampling equipment and by engineering firms. A logical sequence of important points that cannot be ignored in any sampling standard is presented. An analysis of the practical use of the words sampling uncertainty versus sampling error is recalled. Finally, as a practical example, an in-depth analysis of the correctness of cross-belt samplers is presented, and emphasis is placed on the correct ways to perform bias-tests for mechanical sampling systems.

Felspar occurs in association with quartz in the Broken Hill lode pegmatites and is brilliant green, greenish white, and white in colour. The pegmatites occur mainly in the walls in sporadic patches, parallel to the general dip of the ore deposit. The occurrences are of no economic value.Deposits of marketable felspar occur in pegmatite in a number of localities around Broken Hill, New South Wales.The majority of these are in the form of an irregular outcrop, usually of tapering length and depth. The maximum depth of any deposit yet worked in the district is about 40 ft. The felspar is occasionally contaminated by "blows" of quartz, mica and beryl, but the two latter are profitably marketable when separated.Felspars vary in colour from pink, through grey to snow white, and the colour is not indicative of the mineral content. The largest deposit at present being worked is the Egebeck quarry, about 14 miles south of Cockburn. It is a prominent outcrop, roughly circular and about 150 ft. in diameter, covered by one to three feet of overburden.The felspar is mainly massive, but contains some cleavage planes at approximately 90°. Intrusions of quartz and mica occur in patches, but the deposit appears likely to improve in size, regularity and quality below the present working floor.COMMERCIAL USES.Commercial felspars are mainly used in the ceramic industry, for which a high-grade potash felspar is required.The dental industry requires limited amounts of soda felspar with a very low Fe20s content. The need to provide a sufficient quality and quantity of backfill continues to increase in South Africa, particularly as related to the increasing depth of mining. More and more applications require well designed fill systems either as classified or cemented backfill, and in some applications even tailings/aggregate based backfills. The paper discusses developments in backfill technology in South Africa with special emphasis on reliable system designs and operations, particularly as related to the preparation and hydraulic transportation aspects. Approaches for the alleviation of previous problems associated with premature pipe failures in vertical shaft columns for the distribution of tailings based backfills are discussed. Resulting from CSIRÆs developmental work, reliable full-flow systems, which can operate at low system pressures, have become a common practice, provided that backfill flowrates and internal pipe sizes are well matched. This aspect is reviewed. With regard to the tailings/aggregate based backfills the paper reviews some of the results of comprehensive in situ monitoring and the development of such systems. It is shown that a thorough understanding of the effects of aggregate top size, fines content and slurry relative density is required in order to ensure the restartability of temporarily shut-down pipelines. Some innovative technologies for the comminution of development waste underground to yield aggregate products potentially suitable or hydraulic transportation and backfilling, are briefly discussed.

Air movement and associated oxygen transport through waste rock dumps has the potential to significantly enhance the rate of oxidation of pyrite-bearing material. While this is a desired outcome for most heap leach operations, airflow in waste rock storage facilities can result in significant increases in generation and acceleration of acid rock drainage. Hence, a good understanding of internal airflow through waste rock dumps is required to control ARD and minimise any associated liability. The principal mechanisms contributing to airflow and oxygen transport in a waste rock pile include: diffusion; advection due to a thermal gradient (chimney effect) and/or wind pressure gradients; and advection due to barometric pumping. While diffusion is typically limited to a near-surface zone of a few meters depth, advection and barometric pumping have the potential to move air (and oxygen) to much greater depths into the pile. In general, the more permeable the waste rock material, and the greater the height-to-width ratio of the waste rock pile, the greater is the potential for advective air movement. The reactivity of the waste rock material as well as the coarseness (hence air permeability), and the spatial variability of these properties within a pile, have a strong influence on the magnitude of thermally induced advection. In contrast, air movement due to barometric pumping is controlled by the waste rock porosity, changes in ambient air pressure and the heterogeneity of air permeability of the waste rock dump. Results of field monitoring and numerical modelling using TOUGH AMD are presented to illustrate the concepts on air movement in waste rock piles discussed in this paper. During the design and construction phase, airflow can be controlled by judicious placement of reactive waste rock and use of selective placement techniques to control the internal structure of the waste rock facility (eg introduction of horizontal layering, prevention of inclined, high-permeability, channels (æchimneysÆ)). Several closure measures are available to minimise airflow including: placement of a low-permeability cover to reduce air entry; and placement of a non-reactive cover material to isolate reactive material from the zone of active airflow and/or regrading of the waste rock pile to obtain a geometry and internal structure less susceptible to advective airflow.

It is well known that some sinkholes or subsidence take place from time to time in the areas where abandoned room and pillar type mines exist. The authors have been involved with the stability of abandoned mines beneath urbanized residential areas in Tokai region and there is a great concern about the stability of these abandoned mines during large earthquakes as well as in long term. The 2003 Miyagi Hokubu and 2011 Great East Japan earthquakes caused great damage to abandoned mines and resulted in many collapses. Particularly the effect of the quality of backfilling of abandoned mine below the urbanized areas is very important under static and dynamic conditions. The authors present the effect of the quality of backfilling on the ground subsidence associated with abandoned lignite mines under static and dynamic conditions and discuss its implications on the urbanized areas above abandoned lignite mines in this study. In May 1991, AZSA commissioned a new conventional Cell House. This paper focuses on the major improvements introduced in the design and the construction of the equipment, machinery and control. An effective control system together with good reporting and routine operation has resulted in quality control of the Cell House at the highest possible level. Consequently the monthly current efficiency consistently averages above 93 per cent with a total energy usage of 3000 AC kWh/t of cathode zinc. The new concept for the year 2000 and beyond is introduced.

The Beverley uranium mine û now in production in the remote north of South Australia at1000 tonnes per annum û was established to meet a projected, but little-recognised shortfallin primary supply of uranium for the nuclear industry in the early part of the 21 st century. Inthe context of AustraliaÆs lack of bi-partisan support for uranium mining and the nuclearindustry, a four to five year window of opportunity existed from 1996 to establish the mine.During this period, Beverley achieved a number of firsts including: the first ISL mine inAustralia; the largest ISL mine in the world and the first to produce more than 500 tonnes ofuranium in its first year; the first to be established under a new Native Title regime in SouthAustralia; and the first to be established under a revised South Australian Mining Act.Beverley was brought into production against the background of: hostile opposition fromanti-nuclear activists; a suspicious and at-times hostile media; a regulatory and politicalcommunity that was unfamiliar with ISL mining; commercially unsophisticated Aboriginalgroups; an inexperienced engineering industry; and the vagaries of development in a remote,semi-arid location with neither population nor infrastructure. The lessons that can be learnedfrom Beverley showed that û like much in life û flexibility and timing are crucial.

Average annual growth in consumption of primary energy in Australia over the past 10 years has been 5·5 per cent compared to a world average of 4·1 per cent.Over the next 10 years growth rate is expected to increase to 6 per cent per annum due largely to the rapid development in the mineral processing industry.By the end of the 19705 natural gas is expected to supply more than 9 per cent of Australia's primary energy market. Coal will supply 40 per cent and petroleum products 47 per cent. Nuclear energy will make its appearance but will make only a small contribution in the period.Australia has adequate reserves of natural gas and coal to supply its needs in the 1970s and beyond. However the newly developed reserves of crude oil, while supplying 60-70 per cent of requirements in the initialyears, will need regular and sizable additions if they are to keep pace with the expanding consumption. For Australia to become self sufficient in the period 1970-1990 it is estimated that new discoveries will need to approximate ten times the volume of recoverable reserves found in Australia to date.

This paper describes the design of the steel fibre reinforced precast concrete (SFRC) segmental lining for the intake and discharge tunnels for the Gold Coast desalination plant in Queensland. In addition, the key design requirements and design methods for the lining of these 2 km long, 2.8 m internal diameter tunnels, including structural, durability and maintenance requirements are discussed. Details of the segment configuration and erection process are presented along with information on the manufacture and trial testing of the concrete for the segments. The paper also gives a brief introduction to steel fibre reinforced concrete behaviour. Construction of the tunnels commenced in April 2007, and the authors believe this is the first application of this technology in Australia.

The topic for my address is Sharemarket Floats - Issues for Expert Valuers. I've decided to focus on three areas where current practice in the preparation of prospectus valuation reports for resource companies might be improved. My central theme is that the valuer for a float should augment the usual assessments of the value of the company or its assets, with some input on the way the share market might value the company's shares when they are listed. I will then look at the valuer's role in relation to vendor consideration, last I will look at his role in providing investors with some input on the risk dimensions of the new company.

Due primarily to the publication of the Fitzgerald Report the impact of taxation on the mining industry and the amount of taxes actual- ly paid by the industry have become items of intense debate. However, the discussion has been governed more by impassioned rhetoric than considered logic. It is equally as wasteful to the economy for the mining industry as a low cost efficient export earner to be punitively taxed, as it is for the industry to be given excessive taxation assistance. A comparison of the effect of five tax- ation policies on the cash flow of a capital intensive mining project is presented. The policies considered are Liberal 1969, Liberal 1976 with and without the coal levy, Labor 1975 and Labor 1976. The mining project used in the analysis is modelled on published estimates for the proposed Nebo coal project. The analysis is equally applicable to any large mining or petroleum development.

Consulting Engineers have been used in the mining and metallurgical industries for many years. The traditional role of the consultant overseas has been one of assisting with conceptual design right through to con- struction and commissioning as well as on occasion acting solely in specialist fields. This role developed because mining companies wished to concentrate on building up the permanent organisation they require to operate their mines and treatment plants without the traumas of increasing staff for the design and construction period and reducing it on completion. In Australia where there have been few individual minerals projects of magnitude (until recently) companies have looked after their own detailed engineering and construct- ion management employing consultants mainly in specialised fields.
