The areas of concern lay in the processing of, and the subsequent hearing into, Waihi Gold's resource consent applications to extend Martha Mine. The proposed amendments to the Resource Management Act 1991 might see the introduction of contestability in the processing of applications - which would have assisted Waihi Gold; and the use of commissioners to hear the applications, with a right of appeal to the Environment Court on points of law only. It is also proposed to have major applications heard directly by the Environment Court. If Waihi Gold's applications had been heard at first instance by the Court, the delays in time and associated costs would have been reduced. However a hearing by commissioners only would not have been satisfactory, there being no right of appeal against the conditions of consent, which if implemented as granted by the Councils would have had a significant impact on the costs associated with the extended project.

At Waiuta near Reefton there is a remarkable vein of quartz <1 m thick which, apart from small offsets on late-stage faults, is a sheet like body essentially continuous down-dip and along-strike for> 1 km. The vein strikes NNE and dips steeply west (032/78¦W). From 1906-1951 the Blackwater mine produced 740,404 ounces of gold from the vein, called the æBirthday ReefÆ, which was one third of the total production from Reefton Goldfield and the fourth largest gold mine in New Zealand. Within the mine the vein is disrupted into a series of northeast-plunging shoots by late-stage faults. Similar faults, but with larger displacements, were thought in the past to truncate the vein at the northern and southern ends of the mine. The implication of this fault dissection model is that offset remnants of the vein await discovery. This study investigated the geometry of the vein and its relationship to host-rock structures and late-stage faults. A new model considers folding and lithological variation in the host-rocks to be fundamental in controlling the scale and geometry of veining, but does not rule out the possibility of some late-stage fault dissection. The Birthday Reef truncates 200-400 m wavelength folds in Greenland Group host-rocks at c.10¦ angle, that results in variation in the structural properties of host-rocks along strike every ~1350-2500 m. The spacing of fold hinges in the wall-rock veins is equivalent to the strike length of historic mining, implying that the Birthday Reef is probably hosted in a single limb of a fold. Similar relationships between mineralisation and host-rock folds appear to be present elsewhere in the Reefton Goldfield (e.g. Capleston and Murray Creek group of mines). Exploration targets are located one fold wavelength (c.1350-2500 m) further along strike from the Blackwater mine and relatively barren rock is expected in between the mine and target areas. Refining the location of folds and different host rock lithologies, using geophysical data and quality geological mapping, is the key to reducing exploration risks and discovering further resources.

"The innate ability of microorganisms to adapt to changing or inhospitable environments has often been exploited for industrial purposes and forms the basis of many current biotechnological processes. The ability of bacteria to adapt and adhere to specific mineral surfaces ensures that the energetic or nutritional requirements of the cell are met and often serves as a survival mechanism under unfavourable?growth conditions or conditions of stress. In this process, cells may rearrange or modify the macromolecules expressed on the cell surface itself or produce extracellular molecules, modifying mineral surfaces to render them more suitable for growth. The modifications that these molecules produce on mineral surfaces may result in changes to the surface charge and hydrophobicity of a mineral. As a result, these biomolecules may have some potential application as flotation collectors or modifiers.In this work, the effect of long-term exposure of Paenibacillus taiwanensis to goethite and common gangue minerals associated with Australian iron ores on the differential expression of membrane and extracellular proteins was determined. Both groups of proteins play a role in cell adherence to mineral particles. Cells were adapted to grow in the presence of each mineral over time. The proteins expressed on the cell membrane and the extracellular proteins excreted by the cell were isolated and analysed by two-dimensional polyacrylamide gel electrophoresis (2D gel PAGE). The application of cost updating with the aid of cost indices is reviewed with particular regard to the mining industry. Examples of applicable cost index series are included with values given for the last ten years. The compilation of the indices is discussed with consideration given to the possible sources of error inherent in their application to specific mining cost problems.

Common brattice cloths in use in Australian coal mines are compared by permeability measurements. The respective advantages of twill weave and tarpauling* weave cloths are listed, and the improvements to be obtained in the ventilation of a mine by using tarpauling cloths instead of the commonly used twill cloths are stressed. Plastic cloths are widely used overseas and are briefly discussed.INTRODUCTIONThe onset of extensive full-scale mechanization in Australian coal mines during the past few years has increased attention given to the ventilation of working places. Many inadequacies of the present system have been brought to light and not the least of these is connected with the use of brattice cloth, both in directing the flow of air around the face and in acting as a temporary sealing mechanism. A well-constructed line of brattice will only provide fair ventilation for a distance of 100 ft. Beyond this point the volume or air reaching the face falls off rapidly.Some of the shortcomings associated' with the use of brattice cloths are:1. Hurried installation, necessitated by a rapid advance, often results in poor workmanship with, consequently, an excessively high leakage rate.2. The Bayswater seam of the Singleton Coal Measures is discussed in relation to its field occurrence and related li~hotype profiles. The seam is correlated throughout widely separated areas of the Hunter Valley with the Farrells Creek seam at Howick, Broke seam at Broke, and Saddlers Creek seam at Mt. Arthur. The unusual features of composition of the seam in relation to adjacent seams is dealt with in terms of the seam environment, particular attention being given to the sandstone at the base of .the seam. Petrographic and other data are used to support the arguments submitted.

An accurate measure of the earth's magnetic field can be made in a few seconds with the portable proton precession magnetometer. Such an instrument increases the applicability of the long successful method of magnetic prospecting for minerals. As an example of the usefulness of the proton magnetometer, a survey over volcanic rocks near Apsley (Tas.) was made.INTRODUCTIONA completely portable magnetometer whose operation is based on the free precession of polarized protons in the earth's magnetic field, is now available on the market at a price competitive with magnetometers based on the classical physical principles. The ease, accuracy, rapidity, and reliability with which measurements of the earth's total magnetic field can be made with the proton precession magnetometer, led to the try-out of the instrument in an actual field problem so as to evaluate fully the capabilities of the instrument. Such evaluation is important, because the history of magnetic prospecting has shown that whenever significantly improved instrumentation has been introduced, prospecting costs have been substantially cut and many areas in which the prospecting costs were formerly considered excessive in relation to probable returns, have become economic mineral prospects. Two remediation strategies have been considered to reduce the levels of acidity and dissolved metals in acid mine drainage discharging from Sullivan Mine, West Coast, New Zealand. The oxidising strategy involves adding alkalinity and dissolved oxygen (DO) resulting in the precipitation of metallic oxides and decreased acidity. The reducing strategy involves removing DO, resulting in the precipitation of metallic sulfides, followed by addition of alkalinity to decrease acidity. Field remediation trials indicate a reducing system may be more effective for this site than an oxidising system. A residence time of only two hours in the limestone layer of a successive alkalinity producing system (SAPS) is sufficient to reduce acidity by 100 per cent, iron by 71 per cent, aluminium by 59 per cent, nickel by 38 per cent and manganese by 26 per cent. The proposed remediation plan will likely include a series of SAPS, followed by an anoxic limestone drain, and settling ponds to capture any remaining precipitates.

A summary of a proposal to develop a 20 000 tpa underground gold operation in a Forest Park. The environmental constraints are severe and affected the mine development planning and choice of mining method. The mine will use trackless methods to access the narrow 1.5 m ore shoots, and to mine ore by cut and fill methods. The use of Microscoop and CT 1700 HE electric LHDs for mucking, together with special drilling attachments for drilling, is central to efficiency and small Kubota diesel haulers will be used for carrying ore to surface.

The Autogenous Fine Grinding Kelsey Axial Displacement (KAD) Mill The marginal improvements which continue to be made to fine grinding practices have exposed the limits of conventional technologies and highlighted the need for a radically new approach. The patented autogenous Kelsey Axial Displacement (KAD) Mill design consists of a rotating spherical grinding chamber, which shares the same spherical centre as the shaft-mounted counter-rotating disc assembly. The axis of the disc assembly can be inclined to the axis of the spherical grinding chamber by pivoting the disc shaft about the common spherical centre. The inter-particle energy transfer required for breakage results from particle velocity differentials created by the discs intercepting the rotating mass. Particle size reduction is concentrated in high shear zones, which envelop the outer surface and periphery of the discs. This paper traces the development of the KAD Mill from pilot to commercial scale. Pilot work covers a range of minerals including magnetite, calcite, dolomite, barite, limestone and talc. Test results include open and closed circuit operation in wet and dry modes. Conventional milling constraints and energy consumption issues are addressed while new dimensions are added to the feed size range acceptable for wet and dry grinding to fine and ultra-fine sizes.

The district specially referred to in this paper comprises the very gently sloping country extending from the western shores of Port Phillip from the mouth of the Yarra to Footscray along the Bacchus Marsh railway to near that town thence in a southerly direction to the Little River, and along that river to the coast, 1 as may be seen on the accompanying map. Almost the whole of this area is covered by volcanic rocks, consisting of pumerous sheets of basalt, which have been poured out of various volcanic hills in the districts, such as Mts. Atkinson and Cotteril, near Melton; Mt. Maryand Bald Hill, 12 and 16 miles respectively N.W. of Werribee; and vents in different parts of the parishes of Tarneit, Mouyong, Mooradoranook, Pyweitjorrk, and Derrimut. These volcanoes were in an active state of eruption during a late period of the earth's historyprobably the late Pliocenll, or still younger Pleistocene.Occupying a narrow strip of country, for most of the distance along the coast from Williamstown to past the mouth of the Little River, there occur deposits of still younger age, belonging to the Recent period. As it is probable that a large proportion of the members of the Institute attending this meeting are connected with the metalliferous side of mining, the writer thought that, as coal and coke are required for various purposes in considerable quantities by their companies, some particulars of the coal industry might be of interest, especially when visiting such an important coal-mining centre as Newcastle. It is proposed to deal with the matter from the mining and economic point of view, as the geology has been so well and exhaustively dealt with in various publications referred to in the bibliography at the end of this paper. In the immediate vicinity of the city of Newcastle the collieries are gradually being abandoned, and during the past few years the Wickham and Bullock Island, Stockton, Hetton, Newcastle Coal Mining Company's "B," and the Australian Agricultural Co's Sea pit, have disappeared from the coal-producing list of collieries. AIl of these collieries worked the Borehole seam, from which, up to date, the largest quantity of coal has been produced in the northern district.It is the bottom seam of any present commercial value in the Upper or Newcastle coal-measures, and although the coal-in this seam has not been entirely 'exhausted in the collieries referred to, they have been abandoned for various reasons. The Karangahake deposit was the second largest producer of gold-silver bullion in the Hauraki Goldfield, New Zealand. New mapping of a 2 + 3 km (6 km2) area demonstrates that hydrothermal alteration surrounds productive veins. Wallrocks proximal to veins are intensely altered and alteration decreases toward the margin of the system.   At Karangahake, distinct zonation of adularia, calcite, epidote, illite and illite-smectite surrounds gold-bearing lodes with unaltered rocks containing magnetite and plagioclase occurring on the margins. Adularia, illite, illite-smectite, and calcite zonation defines hydrothermal alteration extending 2 km to the east of productive lodes. Epidote and adularia zonation occurs proximal to veins. The adularia zone compares well to potassium/thorium studies conducted in the area. Illite zonation is well developed to the east of the veins grading into interstratified illite-smectite containing 5 to 40 per cent smectite 1.5 km from the Maria Lode. Calcite is restricted to the east of the study area occurring in 18 per cent off surface samples. Less altered rocks containing plagioclase and magnetite occur distal to veins. The magnetite occurrence compares well to aeromagnetic studies conducted in the area.   Adularia and coexisting adularia and albite indicate the host rocks were highly permeable. Epidote, illite, illite-smectite and previous fluid inclusion evidence implies temperatures graded from >240¦C in the core of the system to approximately 150¦C on the periphery. The alteration association of quartz, adularia, calcite, pyrite, chlorite, illite and illite-smectite reflects a near-neutral to weakly alkaline water. Calcite occurrence and the absence of zeolite imply the fluid contained significant dissolved CO2.

As far as is known at the present time, important ore occurrences at Mount Isa are restricted to the Urquhart Shale. These occur at Mount Isa itself, and some 13 miles north along strike at the Northern Leases.The primary silver-lead-zinc and copper orebodies occur as adjacent but discretc entities in lithologieally distinct host rocks. The copper orebodies occur in an envelope of "Silica Dolomite", whereas the silver-lead zinc orebodies occur in shale typical of the Urquhart Shale in general.At both Mount Isa and the Northern Leases, secondary lead orebodies occur at thc surface representing primary stratiform silver-lead-zinc sulphide accumulations in the fresh rocks at depth.Secondary copper orebodies are known only at Mount Isa, where they have formed in favourable environments, but unlike the secondary lead orebodies, not in the positions of the former primary mineralization that gave rise to them. The secondary copper is localized in shale remote from the point where the copper was released into solution by weathering. It was derived from very low grade fracture fillings and disseminations of chalcopyrite in the outcropping or suboutcropping crest of the "Silica Dolomite".Primary silver-lead-zinc orebodies arc oxidized without significant transport or secondary enrichment, but secondary copper orebodies arc characterized by considerable transport and extreme secondary enrichment.The original water table stood at approximately 1,150 ft (mine datum) and for the majority of the mine area controlled the base of complete oxidation fairly closely.An oxidized zone approximately 175 ft deep is general in the Urquhart Shale.Structures affecting ground conditions have influenced oxidation and leaching of the silver-lcad-zinc orebodies, and have had effects vital to the formation of secondary copper orebodies.

Operating experience with the pilot Lurgi carbonization plant at Morwell showed that under conventional operating conditions, although the thermal efficiency of the plant was very' high, the physical quality of the char produced was extremely poor. By variation of operating conditions to produce the slow drying rate developed by the laboratory research at the University of Melbourne, an improvement in the size of the char was achieved. A similar approach in the carbonization stage where severe breakage of the briquettes still occurred was not possible due to insufficient control over the heating in this stage. Theoretical analysis of the heat exchange process has shown that severe heating of the briquettes entering the carbonizer is a characteristic of the Lurgi system and cannot be controlled by modified operation. The plant has been closed down for reconstruction of the heating system to enable it to be used to produce hard char.INTRODUCTIONAn experimental carbonization plant was operated at the Morwell Works of the 'Gas and Fuel Corporation from November 1958 until July 1959. This plant was built as a pilot plant by the Corporation to designs supplied by the Lurgi Gesellschaft fur Warmetechnik and had the nominal capacity to carbonize 25 tons of brown coal briquettes and to produce 11 tons of char per day. The briquettes were supplied from the· normal production of the Yallourn briquette factory and the 2t in. The environmental impact of mining and evolving environmentallegislation has received increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental regulatory agencies and members of the public. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. There is thus the need to increase the base of knowledge on the existing practices of spoil dump design and rehabilitation. Efficient engineering design and systematic economic evaluation of spoil dump reshaping techniques for mine rehabilitation assists in maintaining the expected standards of environmental compliance. As part of the overall approach for effective engineering design ofspoil dumps, a comprehensive, computational and efficient tool isrequired for assessing the economics and productivity of existing spoil dump reshaping practices for efficient mine rehabilitation. Such a design tool is useful in linking current spoil dump environmental management practices with engineering design planning and economic impact evaluation. This paper identifies the processes for the economic impact evaluation for existing spoil dump reshaping practices and proposed final site dump designs. Selection of an efficient spoil dump design at optimum costs will ensure operational efficiency. A case study is presented identifying economic impact evaluation in earthmoving equipment selection and the costs involved for the reshaping of spoil dumps to that of varying final site designs.

The Ernest Henry mine is a transverse sublevel cave (SLC), which is relatively unique due to the 45 degree inclination of the orebody. To economically recover ore, each sublevel is horizontally offset from the previous level by around 25 m, depending on the orebody geometry. Mine development, slotting and initial production within this zone occurs in a high stress abutment that increases in magnitude at depth. These areas are seismically active and close to the hanging wall where cave propagation is yet to initiate. High stress conditions and the close proximity to the cave seismogenic zone results in challenging geotechnical conditions in the step out zone of each level and requires management of hazards including stress driven rockfalls, rock bursts and pillar failure.This paper outlines how these hazards were forecast using numerical modelling and geotechnical monitoring. Risk management techniques included dynamic ground support design, development of a new mine layout and extraction sequence as well as delayed re-entry into seismically active areas. Ongoing monitoring, instrumentation measurements and field observations were used to track the effectiveness of the controls.Future production levels are forecast to experience increasing stress and seismicity, which will increase demand on excavations and installed ground support.
