I stand here as a financial advisor who has been particularly close to the whole concept of reporting, independence and all the issues that are brought together in Release 149. However, I was asked to introduce this session by dealing with matters of Prospectuses, Part B's, 3J3's, 12G's and other requirements to report. Now I find it very interesting that one of the keynote issues is whether or not one should have a panel from which one chooses the so-called expert, and this is to deal with the question of independence.

In those days no one worried - there were plenty of other things to do. But in'these days it is different. Everyone worries- and. because there is so much worry, emotion has entered the picture. And, worse than that, capital is being made in political circles. People who were quite unaware, five years ago, that any problem existed, have now become experts on the subject, and shout to high heaven that something should be done - and yet they go on using the leaded high octane petrol they deplore so much. And even scientists, who should know better, adduce only such evidence as fits the argument in hand. And the Press is not without blame - some of its reportings is open to serious question, whatever may be the excellence of its motives. The point is made that one should know what one is talking about. And make sure that the evidence quoted is fact - and make sure too, that all the evidence is used, not only that which suita the argument.

Today, coal production accounts for about 65 per cent of the nationÆs gross energy in China. By the year 2010, the output of coal is planned to increase to 1.65 billion tonnes and by the year 2020 to 1.9 - 2.0 billion tonnes. To meet these energy needs the Chinese coal industry is developing underground coal production on a massive scale. The new drive introduced by using direct torque control (DTC) is now proven technology for mine shaft hoisting. The drive offers unequalled speed and torque control performance as well as a low impact on the supply network by controlling the power factor to unity with a minimum of harmonics distortion.

Nelsen, Porter and Wilson (1996) provided some preliminary concepts for the design of the Melbourne City Link tunnels. At that time, the City Link project was in the early design phase whereas now it is nearing completion. This paper provides details of the actual design adopted for the various sections of the tunnels as well as some commentary on the design process. The tunnels form a critical element of the project and the design of both driven and cut and cover tunnel sections is a significant factor contributing to successful project execution. Geology, hydrogeology, site constraints, traffic management and program were important design inputs. Design for the cut and cover sections in particular varied significantly in response to these differing inputs.

Electronic detonators bring a fundamental and radical change to the potential of rockbreaking operations. The immense technical challenge of safely merging electronic systems with explosives has been largely overcome, but a surprisingly difficult obstacle has been to convert users to the much more capable electronic systems, in routine as opposed to exotic applications. Unit cost is probably the main point of resistance. For years papers have confirmed significant improvements in blasting results, feeding through to enhanced bottom line value for the whole operation: much reduced environmental impact, and improved control over fragmentation, muckpile shape and overbreak. In Africa, a number of operations have been employing the technology for sufficient time to see enduring improvements in throughput, control and cost structure, and these improvements have fed through to the planning process: both the cost and the benefits are part of the plan. This has essentially rendered very unattractive the option of reverting to pyrotechnic systems and incurring the penalties previously unseen but now understood to be avoidable. Examples given are of improved throughput at opencast and underground mines, and greatly extended life at an urban quarry. The general experience of management in implementing the technology is that it over-delivers: adopted to solve one particular problem, significant other issues are also addressed. These extra benefits were quite logical, but not at all obvious prior to implementation. Exploring this reality is essential for harvesting the benefits of the technology sooner rather than later.

It has been repeatedly emphasised that this growth in the mineral industry will form the basis of future economic development. Currently the mining and mineral processing industries use some 32% of the annual primary energy consumption in Australia. This share, although large even now, will increase with the realisation of the 1980's production expansions to 40% by 1985. Two metal industries dominate the energy scenario; iron and steel and aluminium. Major expansions in the local industry will be dominated by the aluminium industry. This highly energy intensive industry has planned major increases in metal production throughout the eighties. For hot mines, the use of mechanical refrigeration machines has become an essential feature of ventilation and cooling systems. Over the last 30 years, considerable effort has been made in developing refrigeration strategies and equipment to provide cooling that is cost-effective, reliable and energy efficient. In addition to these general design requirements it is necessary to take into account project specific factors such as long term mine cooling needs, operating strategy and installation time. This paper examines a number of actual mine cooling installations which illustrate how these features have influenced the design and installations. For many mines, it is known how the cooling requirements will increase as the mine develops, based on the life of mine plan. The design of the cooling installation must cater for both short- and long-term needs. The initial installation (to meet short-term requirements) must form an integral part of the ultimate cooling installation and as additional equipment and refrigeration machines are installed, it is necessary to ensure that the system remains cost-effective, reliable and energy efficient at all stages. For many mines, refrigeration machines are installed on surface and either operated near-continuously, or for the summer months only. Different maintenance strategies and policies with regard to standby equipment are highlighted for three mine installations. In spite of developments in cooling strategy, the cost of providing refrigeration remains expensive and many mines delay the introduction of refrigeration, as long as possible. When it is finally accepted that refrigeration is absolutely necessary, it is frequently necessary to æfast trackÆ the installation. To minimise site erection time and meet installation deadlines, factory pre-assembly and standardised modular equipment are widely used.

In 2004, the Western Australian Department of Industry and ResourcesÆ Burrup Rock Art Management Committee commissioned a number of independent scientific studies to evaluate the condition of rock art in the Burrup Peninsula near Karratha (Western Australia). These studies are evaluating the physico-chemical aspects of the effect of environmental modification on the visible appearance of the rock art. Because of the cultural significance of the sites, the research approach has been to employ non-destructive testing strategies and work in the field has progressed with respect for the importance of the area. This paper only reports the spectral mineralogy monitoring at each of the sites to evaluate whether changes in mineralogy are observed on rock surfaces. Reflectance spectroscopy is a non-destructive, in situ materials characterisation technique that provides information about the mineralogy. The minerals detected include haematite, kaolinite, chlorite, goethite, gibbsite and manganese oxides. Current results indicate that the surface mineralogy of the rock art has not changed in the last four years.

The performance of 460 stope surfaces at WMC ResourcesÆ Olympic Dam Operation (ODO) has been used to investigate the confidence that can be placed in the Stability Graph Method for design of stope dimensions. A detailed database of stope performance and ground condition information was established for each stope. The database contains all the required stability graph information as well as other factors thought to influence stability, such as discrete major structures, poor shape and exposure time. The performance of each stope surface was quantified by calculating Equivalent Linear Overbreak/Slough (ELOS). The performance of stope walls and crowns was plotted on the supported and unsupported case history stability graphs. Based on this information an ODO design limit of HR = 3.3 x NÆ0.33 has been suggested for stope walls. Walls that plotted above this line were 80 per cent stable, 20 per cent unstable and zero per cent failed. Below the line 60 per cent were stable, 30 per cent unstable and ten per cent failed. Supported crowns that are flat or arched in shape and are not within the influence of major structures can be designed in the stability graphÆs æstable zoneÆ with a strong likelihood of stability. The Stability Graph Method did not reliably predict the performance of unsupported crowns at ODO.

Mineral resource estimation is commonly based on the accumulation of a series of local estimates. At times, the distribution of these grade estimates is not appropriate to the grade distribution of the data on which the estimates are based. Mineral resource grade estimation has an increased potential of being in error as the grade variability increases. As the mineral commodity value increases, greater grade variability within the mineral resource is tolerated. This paper directs its attention to mineral properties where the data average grade is 20 per cent or more than the data median grade at a specific cut-off grade. A mineral resource estimate is enhanced if it is supported by graphs which demonstrate that the sample data have been separated into appropriate geological domains. Each geological domain has a unique grade distribution signature, which can be graphically demonstrated simply and objectively. This signature will usually be evident well before the Indicated mineral resource estimates are available. The paper looks at the use of the log probability and MedAve plots to assess how effective domaining has been. It further outlines how the MedAve plot can be used to assess the integrity of the mineral resource grade estimate within a geological domain with the data on which it is based. The paper suggests that the overall grade of a mineral resource at any cut-off grade will be closer to the data median grade rather than the data average grade. Tips are provided to ensure that the odds reflected in the data grade distribution are not ignored and hence the risk that the project is affected by unrealistic estimates of the overall mineral resource grade is reduced.

The mine planner's requirements of a geological model and the elements of and requirements of a computerised mine planning system are all discussed. The use of "support" software for mine planning is considered and general rules for its development are given. The Mount Lyell Company's concentrating mill is situated about a quarter of a mile westward of the portal of the North Lyell tunnel, which serves the North Lyell, Royal Tharsis and Crown Lyell mines, being on the 1100-ft. level of the first named. The Comstock mine is connected with the tram system at this level by five and a half miles of steam tramway, two-foot gauge being standard throughout.The plant is well placed with regard to all essential services and has an excellent water-supply from a series of three dams on the West Queen river.MILLING ORESThe mill feed is a mixture of the outputs from the foUr mines mentioned, each of which has its characteristic ore, but, generally speaking, about half of the ore consists of siliceous schists and the other half of hard grey quartzite. The schisty ores are easy to crush, but, on grinding, while the schist slimes readily, the quartz granules are hard, resulting in the handling of heavy loads on the secondary classifiers. The quartzite ores are both hard to crush and difficultto grind.The principal sulphide materials are bornite, chalcopyrite, and pyrite, chalcopyrite being the main copper-bearing mineral.The crystallization is coarse in the schisty ores, but it has been shown that even the 200 mesh (Tyler) material contains included sulphide particles. At the present time the sizing of the final tailing averages 80% through 200 mesh.

The inauguration of a geological department for the mines of North Broken Hill Limited necessitated the provision of accurate plans and sections upon which geological facts and projections might be plotted.Unfortunately, the basic data were very inadequate. For the British Section, sill survey plans were available, but no regular stope plans. Filling surveys had been preserved for many stopes, but on innumerable pieces of tracing linen, without heights of any kind, and not altogether reliable (as indicated by the finding of very inconsistent duplicates). For the bulk of the old stopes no plans exist at all. The expenditure of much time and patience has resulted in the co-ordination of most of the existing stope data, but the British Section must for the rest of its life continue to have surprises in store, as has been the case for many years past. Manufacture and preservation of stope records has, of course, been on a sound footing during recent years. No reliable cross-sections of the British Section were available.The Marsh, Junction, and Junction North Sections have for the most part very poor data. In the North Section, level plans were fairly reliable, and cross sections of the lode made for ore reserve purposes have been preserved for quite a few years. No floor plans of stopes were kept, however, until a couple of years ago.Diamond Drill records vary in quality. Practically none exist for the Junction and Junction North Sections. Australia has a high level of research and development capabilities in government, industry and tertiary institutions. In the- remote sensing fields, we have developed a range of applications in geology, agriculture, infrastructure and environmental monitoring which are very cost effective and applicable to projects in the Asian and Pacific region. Support by the Department of Science through the Scientific Industries Steering Committee has enabled rapid penetration of this technological capability into projects with significant economic and financial benefits. It has also led to the opportunity for development of new sensors and processing systems, through collaborative projects with regional countries, which. will have applications in cloud covered, rainforest, and coastal tropical regions for geological and resource applications.

The passage of a vast array of new State and Federal environmental legislation over the last couple of years has required many mine operators to sharpen their focus on environmental requirements. Established requirements, such as environmental impact assessment, minimising disturbance and rehabilitation must now be complemented by mine environmental management plans. These may not only require regular monitoring of mine operations and detailed forward planning to prevent or reduce environmental harm caused during mine operation, but annual updating. It is likely that in future these plans will be required to incorporate general principles such as pollution prevention, sustainable development, waste minimisation and conservation of biodiversity and ecological integrity.

The curbing of expansion in tertiary level education in Australia and the question- ing of its objectives which are now occurring are likely to have important effects on mining and metallurgical education. Student enrol- ments are low but the serious shortage of specialised minerals industry graduates pre- dicted during the boom of the late 60's has not eventuated. Other manning problems of a less quantitative but possibly equally import- ant kind have been identified. They point to a need for a full and deep review of the education and training programmes available to Australian graduates planning to enter product- ion areas of the minerals industry. An alter- native educational structure providing greater flexibility is suggested.

In the mid-1990s, after a long period of antipathy between the company and its detractors, Rio Tinto embarked upon an ambitious cultural change program that sought to transform the fundamental basis of its relationship with global, national and local stakeholders. This has evolved into a broader pursuit of positive cultural change within Rio Tinto as part of the mining industryÆs Sustainable Development initiative. Initially driven from the top down, the communities component of this program comprises an architecture of policies, value statements, social research and verification systems. The commitment to better community relationships is best exemplified in Australia by the scope and scale of the GroupÆs Aboriginal land access agreements, community development programs and the work of the Rio Tinto Aboriginal Foundation. While collectively these form the core elements of an evolving set of internal social competencies, development of second-tier competencies is required to organically embed a culture of sustainable relationships with local and regional communities. Second-tier competencies will include appreciation of social dynamics, social science and diversity at middle management level; rigorous social research that properly informs development options for companies and host communities; career paths and recognition within the mining industry for young professionals both generally and from stakeholder communities; proper community-needs assessments, research into such things as purchasing power and other economics data, and inventories of public goods such as land-carrying capacity and water availability. Without this information it is difficult to gain an appreciation of and to alert people to the consequences of change brought on by a mine. The next decade will see second-tier social competencies promoted within successful mining companies. Measures to achieve this include a range of Human Resource (HR) incentives such as recruitment and career advancement based on broad competencies rather than narrow technical proficiency, humanities training for mining professionals and performance rewards that recognise social competence. A sustainable future for mining in a globally connected social landscape requires selection of people who can listen, relate and act in an open social system. The challenge for the mining industry, its professional organisations and educational institutions is to acknowledge this and develop these new aspects of mining industry professionalism. This cannot be left to individual companies if the industry is to have a sustainable future.
