Environmental information is an essential part of successful mine design and approval. In order to be most effective in its application and availability, this information needs to be collected in programmes with defined objectives and deadlines. Applied Geology Associates have established a methodology to facilitate the structured collection of environmental data, which provides for the diverse needs of both engineering design and applications for statutory and non-statutory approvals. Principal aspects of this methodology are the scope, timing and management of the environmental studies within the overall project planning framework.

Periodic dilute sulphuric acid treatment ofstill, batch-fed, molassesenriched, microaerobic, manganese-dioxide-Ieaching microbial cultures led to marked improvements over untreated cultures. Percentage Mn++ recoveries increased (7X), rate of Mn++ formation improved (3X) and yields of Mn++ per molasses use were more economical (5 X). The yield in terms of molasses used improved with decreasing sugar used (eg 1.17 g Mn++/gram molasses at 0.2 per cent molasses (w/v) feed and 24 per cent (w/v) pulp density MnO2 tailings). The most effective Mn++ leaching in terms ofpercentage recovery (97 per cent) and rate ofleaching (46 mg Mn++/day) was at 0.5 per cent molasses (w/v) and 14 per cent pulp density (w/v) MnO2 tailings.

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

Some 50 miles of tunnel have been driven in the Snowy Mountains Area since tunnelling commenced in 1951. Hates have improved progressively due to the know-how of American supervision and use of large matched equipment of modern design.The work has been carried out by contractors, working almost exclusively under schedule of rates contracts. The Authority has maintained active research into tunnelling problems, especially that of support, and this has resulted in considerable economies and improved rates of progress. The contractors also have sought economies both by management and equipment techniques. Ammonium nitrate came into favour as an explosive essentially because of its lower cost, and handling techniques have improved progressively. Rock conditions preclude use of the "Mole" type equipment in its present stage of development, but one contractor introduced the "sliding floor" and this could exert a great influence on future tunnelling methods.Examination of tunnels that have been in service for some time confirmed the quality of the work and endorsed the policy of continued research and development.GENEHALThe Snowy Mountains Scheme provides for the diversion of the Snowy and Eucumbene waters through two transmountain tunnels to the western river systems. These diversions, together with additional regulations provided for waters already flowing inland, will provide an average additional discharge of 1,818,000 ac it per year for irrigation.Furthermore, approximately 6,000 million kWh of electrical energy will be generated annually in power stations with a total installed capacity of some 3,000,000 kW (Fig. 1.).INVESTIGATIONThe aim of investigation work is firstly to collect sufficient information to allow the overall scheme to be planned and then to follow up with detailed information on eachproject. The location of seismic events in mines is traditionally calculated based on the arrival times of P- and S-waves for a given velocity model (homogeneous or heterogeneous). This technique is successful when the sources of seismic events are sudden and localised (eg episodes of fracturing in solid rock or dynamic slip along a plane of weakness) and thus the radiated seismic waves have clear arrivals. In massive mining operations such as block caves, strong seismic signals often originate from the movement of loose rocks on the perimeter of the fracture zone. These signals are easily recordable but do not contain easily identifiable direct P- and S-waves, making the estimation of location through traditional methods more complicated. This problem has been approached by using a ‘brightness’ location method that estimates the origin of seismic waves based on travel times of envelopes of seismic energy. This tool is extended to be applicable in a heterogeneous velocity environment that now accounts for the presence of a cave or other strong velocity perturbations. THE successful establishment of iron blast-furnace plants at Newcastle and Lithgow naturally invites attention to the economic utilization of the various products and by-products arising out of the industry.The general similarity in composition between Portland cement and iron blast-furnace slag very early attracted attention both in, the cement and iron-smelting industries. Probably the first use made of blast-furnace slag in the cementindustry was not of an honourable nature-viz, to use an almost worthless and cumbersome by-product as a not readily detectable adulterant in Portland cement, which was at that time very costly to manufacture.The astonishing discovery was made that in many cases the adulterated cement was stronger than the original unadulterated article. It was found that chilled blast-furnace slag introduced in moderate quantity and finely ground with the cement clinkerdid not injure, but usually improved, the quality of the resulting cement. This mode of, manufacture is recognized, especially in Germany, as a legitimate branch of the cement making industry.The use of slag for the manufacture of both slag cement and Portland cement has assumed very large proportions heth in USA and Europe so much so that in the former country plants not well situated and equipped for cheaply making cement from clay and limestone are being forced to close down. Slags from other than iron blast-furnaces, together with some of the latter, are not suitable for cement-making. Reliable and discriminating small, laboratory scale methods of study have been developed and used successfully in the critical evaluation and interpretation of the carbonization characteristics of a wide range of raw and prepared materials, the variable factors in the coking process, and' the mechanical properties of the carbonized products. The simple and highly economic technologies have been successfully and effectively integrated with detailed surface and subsurface geological exploration programmes (particularly in the coalfields of the .Central Bowen Basin of Queensland) as well as with quality and utilization studies of a nUII!ber of representative Australian and Japanese coals. Previously, only the results of comparatively large, laboratory scale studies have provided information reasonably indicative of those to be anticipated hi industrial practice, but these suffer serious disadvantages in terms of economy of material, time and resources; they have been difficult or even impossible to use as an essential part of any normal or comprehensive exploration programme. On the other hand, although previously developed smaller scale laboratory methods derive considerable advantage from their flexibility, amenity to critical control and inherent potential for speed and economy, they have hitherto permitted no effective or direct comparison with the results of industrial practice or full scale assessment. Comprehensive study results achieved through technologies developed recently at the University 'of Sydney demonstrate that carefully controlled small laboratory scale methods of evaluation quite suitable for use in exploration and, other programmes may be used to predict with considerable accuracy and reliability (in some cases exceedingthat of pilot scale study) the principal strength index of one of the established and internationally recognized full sc:ale tests-the Japanese Industrial-Standard Drum Test. It is probable that further study may establish satisfactory correlations with the results of other standard industrial procedures.

Traditionally, the blast furnace (BF) has maintained a dominant position as the primary source of iron units. Notwithstanding the efficient nature of the process in respect of its material and energy consumption, the conventional blast furnace route is faced with limitations such as stringent quality metallurgical coke, high capital investment, etc. While BF will continue to retain its predominant position as the foremost ironmaking technology, the alternate processes may also have a role to play. Direct Reduced Iron (DRI) or sponge iron industry is all set to take a firm root in India as one important solution to the problems of shortage of metallurgical coal and ferrous scrap and high investment costs faced by the country's steel industry. The commercial proven DR processes coupled with electric arc furnace (EAF) steelmaking have also offered a viable alternative to the blast furnace - basic oxygen furnace (BF - BOF) route for the installation of integrated plants under specific local conditions. The performance and efficiency of DRI processes mainly depend upon the chemical and physical behaviour of the raw materials especially the iron bearing materials. Iron oxide pellet and sized lump ore constitute the oxide feed stock, while pellets form an ideal feed stock for direct reduction, use of lump ore is economically advantageous because of its lower price. National Mineral Development Corporation Limited (NMDC), being one of the major producer of iron ore in the country since last four decades, has established technology and developed process flowsheets for production of suitable calibrated lump ore for DRI production, besides supplying the natural lump ore for conventional blast furnace requirements. In addition to the above, extensive pilot plant tests have been carried out at the R&D Centre of NMDC for preparation of iron ore concentrates suitable both for direct reduction and blast furnace grade pellet feed using the iron ore fines from its own mines and as well as from the other iron ore mines in the country. For utilisation of the huge quantity of slimes generated in its ore processing plants, NMDC has planned to set up the first commercial plant adopting the smelt reduction process (ROMELT Process) for production of pig iron from Bailadila slimes. The paper mainly deals with various beneficiation techniques adopted for production of DRBF grade pellet feed from iron ore fines. Also presented in the paper, the extensive work carried out at R&D Centre on preparation and evaluation of calibrated lump ore (Natural Pellets), based on which, suitable modifications are incorporated in the ore processing plants of NMDC for production and supply of the same to sponge iron industries.

The Golden Cross Gold Mine is located at the head of the Waite kauri Ri ver, 8 km northwest of Waihi near the southern end of the Coromandel Range. The mine produces gold and silver from epithermal veins hosted by Miocene andesitic flows and pyroclastics of the Coromandel Group. Golden Cross is owned in joint venture by Coeur Gold NZ Ltd (80 per cent) and Viking Mining Company Ltd (20 per cent). Mining is by open pit and underground methods. Mineralisation in a near-surface sheeted/stockworked vein zone is mined from the open pit. The deeper Empire Vein System is mined from underground where higher grade mineralisation is restricted to generally discrete veins. The open pit stockwork zone is west of and offset from the updip trend of the Empire Vein System. The Empire (hangingwall) Vein strikes generally north-northeast and dips steeply west. Dips become subvertical at greater depth. The hangingwall vein is a well developed, generally continuous structure with relatively high gold grades. A complex footwall vein system forms shallow west-dipping offshoots to the hangingwall vein. Structure and gold grades become increasingly erratic away from the hangingwall vein. The better developed footwall veins carry economic grades and high 'spot' grades over 50 g/t Au are not uncommon. Highest gold grades are associated with tightly crustiform banded sections of quartz veins and with dark fine grained siliceous breccias. The main hangingwall vein occupies a major north-northeast trending fault structure, the Empire Fault. Footwall veining forms within subordinate splinter fault zones. There has been extensive multidirectional pre-, syn- and post-mineralisation faulting. Fault manifestation is highly dependent on host rock characteristics. The central part of the hangingwall vein and surrounding silicified country rock has been shattered by a major fault structure, the West Mine Fault, forming a poorly consolidated, blocky quartz-breccia ore zone. Away from the more brittle ore zones and associated silicified envelope, wide clay-filled shears mark the major fault trends. Development of the deposit is considered to have occurred in two distinct stages related to separate episodes of dilational jog movement on the Empire Fault. The first phase reactivated the pre-existing Empire Fault as a dilational fissure with subordinate splinters on the footwall side. The Empire Vein System (hangingwall and associated footwall veining) formed during this phase. A second phase of renewed movement with further dilation resulted in more extensive fracturing of the Empire Vein and surrounding country rock and formed the sheeted/stockwork veining of the open pit. An upwards/westward migration of the hydrothermal system is assumed but fluid pathways between underground and open pit veining are unclear. Ore extraction and mining geology methods have responded to improved understanding of the grade and structural variability, and changing ground conditions inherent in the vein system. The underground mine produces ore from flatback cut and fill, post-pillar and bench stopes. Open pit and underground ores are campaign milled through a conventional CIP plant.

Before presenting this address I desire to express my appreciation of the honour which has been conferred on me by my election as iPresident of The Australasian Institute of Mining and Metallurgy. At this stage it might not be out of place to recall that Broken Hill was the birthplace of The Australasian Institute of Mining and Metallurgy, originally formed as the Australasian Institute of Mining Engineers in 1893.In selecting for my address the topic of "The Broken Hill Mining Industry and its Contribution to the Economy of Australia" I realise it is impossible to cover fully every aspect of the nation's economy which owes all or part of its origin to the Broken Hill field. Nevertheless, I feel that some attempt should be made to give credit to the Broken Hill mining industry for its part in the progress which Australia has made over the past seventy years.. If we care to reflect for a moment it soon becomes apparent that, not only is the Broken Hill mining industry an important producer of base metals for domestic and overseas consumption, but its profits have provided the means whereby many of Australia's leading secondary industries have been established or built up. Examples which come to mind are the founding of the iron and steel industry by the Broken Hill Proprietary Company; the establishment of plants at Port Pirie in South Australia, and at Risdon in Tasmania, for the production of metallic lead and zinc; and also at Port Kembla for the smelting of copper ores. THE nature of the ore deposit of the Broken Hill line of lode is such that it can be broadly divided into two the calcitic and siliceous ore bodies. The principal minerals occurring in these ores are: Galena, sphalerite, pyrite, arsenopyrite, chalcopyrite, pyrrhotite, calcite, rhodonite, garnets, feldspar, fluospar, quartz.Whilst these minerals persist in both classes of ore, the following typical analyses of Broken Hill South Limited ore bodies will give some indication of the disposition with regard to each:

There are no large rivers in Western Australia capable of supplying water for processing magnetite ores. If sea water is used there are severe corrosion issues and the requirement to wash the concentrates with potable water. If groundwater is used there is a need to treat the water and sustainability is an issue for large projects because of potential drawdown of the aquifer.If sea water is desalinated the cost of the water is high because of the power requirement. At the same time the necessity to conserve water has lead to flow sheets where all of the tailings have to be filtered to minimise the water requirement.Managing the various water qualities and optimising water recovery and quality has resulted in optimising the water balance and issues meeting environmental obligations. Reverse flotation is a critical final step in reducing the silica level in the final concentrate and requires good quality water.

Gold mines produce unique water treatment requirements. This paper focuses on case studies of innovative processes used for treatment of water resulting from gold mining and processing. The case studies include treatment of mine dewatering water for beneficial application from an Australian gold mine, Bendigo Mining, as well as treatment for arsenic removal of tailings water from mining and processing at Goldcorp mines in Canada. Gold mining can often require dewatering to prevent groundwater seeping into and flooding the mine workings. Gold mining and processing often accumulate wastewaters in a tailings dam. The mine water can contain contaminants such as dissolved salts, iron, arsenic, manganese, heavy metals and odorous sulfates. Environmental discharge requirements as well as community needs for water drive mine operators to consider the most appropriate water treatment process. Treatment of gold mine water can require processes including oxidation, pH adjustment, coagulation, flocculation, clarification, further oxidation/adsorption of specific metals such as manganese, filtration, salt reduction utilising reverse osmosis, brine minimisation and other innovative technologies. These processes are discussed through the case studies with examination of the specific treatment process that is required. This paper uses real case studies of gold water treatment processes to explain and examine the technology and the reasons for designing specific processes. The focus is toward explaining innovative processes where the water is used for sustainable environmental discharge or treatment to a quality that can be beneficially used by the local community.

A 24,300 tonnes per year state of the art Silicon smelter is being constructed for Barrack Silicon Pty Ltd at Kemerton, 20 kilometres north of the City of Bunbury in Western Australia. The plant is designed for the reduction of high purity quartzite lump to metallic silicon in two 27MVa Demag submerged arc electric furnaces. The primary reductant, a high purity charcoal, will be manufactured at the plant from locally sourced jarrah wood waste (Eucalyptus Marginata). Close spatial relationships between the deposits of the Etheridge Goldfield (23 000 kg of bullion) and various regional geological and geophysical features suggest that genesis of the ore deposits was a multi-stage process that started with magmatic and metamorphic stages in the mid-Proterozoic, climaxed with structural and hydrothermal stages in the late Palaeozoic and terminated with an oxidation enrichment stage in the Cainozoic.This hypothesis permits classification of the Georgetown region into areas likely to contain deposits of the Etheridge type and those unlikely to do so; it is concluded that there is little scope for the discovery of extensions of this field.However, the stratigraphic interval between the postulated source rocks of the Etheridge field and stratigraphically higher host rocks of the Croydon field may contain disseminated replacement gold deposits of the Carlin type. The potential host (Pyritic carbonaceous, and locally dolomitic siltstone of the Candlow Formation) is locally faulted and cut by granitoids and the extension of a mineralised, long-standing zone of structural weakness.
