The State Electricity Commission of Victoria (SECV) has been con- tinuously involved in the extraction of brown coal from open cut mines in Victoria's Latrobe Valley for over 60 years, but have not completed a major mine. Detailed consideration for rehabilitation at this stage has only been able to be given to overburden disposal areas. Increasing interest in rehabilitation in the 1980's led the SECV to review its existing policies and practices and to embark in 1985 on a public consultation process to establish an agreed and accepted policy. This was extended in 1986 to the consultation process for the rehabilitation planning for the Mor- well Open Cut External Overburden Dump. This paper covers the con- sultative process developed and the lessons learned by the participants.

As a number of underground fires have unfortunately happened in the Broken Hill mining district, the writer trusts that a paper dealing with such a subject may prove of interest. To simplify matters, the subject is classed under three mainheadings- I Origin of fires; II Methods of subduing them; III Precautions to minimize the risk of their occurrence.Underground fires may be started in three ways - arson, spontaneous combustion, or carelessness.With regard to the first-mentioned cause, direct evidence is usually lacking to prove that any fire has been caused maliciously; Though definite proof of spontaneous combustion having been the cause of a mine fire has not been brought forward, nevertheless it should be considered, especially in the case of sulphide ore bodies of a more or less friable nature. Preventing injuries and fatalities related to conveyor system use in the mining industry is important and increases uptime while decreasing lost time. The research presented here is funded by the National Institute for Occupational Safety and Health (NIOSH), and intended to accomplish this prevention by the use virtual environments (VEs) to improve training and help miners better understand the hazards of working around conveyor systems. Two conveyor system VEs designed to teach miners about hazards and to safely complete tasks around conveyor systems were developed for this project. The first conveyor system VE, called the instructional tour, gives the miner a semi-automated tour of a conveyor system and teaches the miner about possible hazards (eg, missing guarding) and how to safely fix conveyor problems (eg, a stuck idler) using lock-out, tag-out procedures. The second, called the virtual shift, allows the miner to freely navigate around a conveyor system to detect and avoid hazards. The miner is presented with equipment failures that need to be safely repaired during the virtual shift. If the miner fails to identify and avoid a hazard or fix a failure in a safe manner, an animation of the consequences is shown to the miner, who must start the virtual shift over. The models for the conveyor system VEs were created using 3DS Max. Desktop versions of the VEs were then created using Deep CreatorÖ, an authoring application for creating interactive 3D environments. Later, more realistic versions of the VEs were created for CAVEÖ, a room-sized visualisation system, using DIVERSE, an application programming interface. In initial evaluations of the conveyor system VEs, mining colleagues have indicated great interest in such training tools. According to their feedback, these and similar VEs would provide excellent alternatives to normal classroom training and serve as positive precursors to hands-on experience. These VEs provide new miners a chance to experience hazards associated with working around conveyor systems without being in possible danger.

The central thickened discharge system of tailings disposal takes advantage of the natural beach slope formed by sub-aerially discharged tailings, and the non-segregating properties of thickened tailings, to create a homogeneous conical stack. The need for containing embankments can be largely avoided leading to capital and operating cost savings. Methods for estimating beach slopes and tailings density, essential parameters for the design of such a system, are described. Case histories from three mining operations are used to illustrate the application of the technique, There are also seen to be potential advantages in the areas of water management, seepage, and rehabilitation. Laboratory and in-situ testing enable parameters to be determined.

The Australian Constitution specifies certain powers of the Commonwealth Government to be used in its capacity as the national government. Certain of these broad powers result in the Com- monwealth having a facility to play an important part in the development of the mining industry. The State Governments, however, by virtue of their wide powers to regulate matters within the boundaries of a particular State, are more directly involved in the day to day administration and standards of activities of mining operations. In this respect the Common- wealth has something of a dual role because of its "State-like" responsibilities for the mainland Terri- tories. The components of the role that the Common- wealth Government discharges in relation to the mining industry are qualified to varying extents at particular times by the political persuasion of the Government. In absolute terms the components are as follows. 1. Economic management. The Commonwealth's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Commonwealth Government is of direct importance to economic decision-makers in the mining industry. 2. International matters. International trade and commodity matters are, more and more, becoming an everyday part of the conduct of a nation's foreign affairs. 3. Exports. The Commonwealth Government, via the constitutional powers over overseas trade, have exercised varying degrees of control over mineral exports to achieve particular objectives. 4. Foreign capital and investment. Australia in general, and the mining industry in particular, is and will continue to be a net importer of capital. There appears to be bipartisan political agreement in Australia that foreign investment policy must be enunciated to ensure that investors. are in no doubt that Australia welcomes beneficial investment and technology from overseas. 5. Environment and Aborigines. Governments, both Commonwealth and State, have in recent years become more involved in these areas in response to their interpretations of community aspirations. 6. Energy. Access to assured supplies of energy is now viewed, by Governments worldwide, as a desirable asset to ensure the well-being of a nation's people and industries.

"Pierre Gy showed in his early works that the results in estimating the variance of the mean value of continuous lots depends on sampling mode (random, stratified or systematic), except in the theoretical case that the measurand is randomly distributed in the lot. The experimental variance estimate calculated from samples taken from the lot is independent of sampling mode but depends on sample size and the type of the lot heterogeneity. Variography can be used to estimate the variance of the lot mean for different sampling modes.Gy also defined weighting error, which is made if a simple average is calculated from the assays of samples taken from a continuous object (eg from a process stream) where the flow rate varies with time and is correlated with the concentration of the analyte in the stream.The effect on sampling uncertainty of the three sampling modes and their interaction with the following factors in estimating the uncertainty of the mean concentration is studied using simulated lots, and lots having heterogeneity patterns similar to those of real data sets, including the effect of: the type of heterogeneity (random, grading and clustered heterogeneity patterns) increment size and number employing composite sampling weighting error. In recent times many groups have indicated that they would like ore reserve estimation to be numeric and objective. Whilst sampling, geological, mining and mathematical principles may be used to analyse the data, all ore reserve methods require the use of experience factors and as such are value j ddgment statements.

"It is well known that from time-to-time a vehicle will interact with a bund or windrow and often the barrier is insufficient to safely arrest that vehicle. The result of such an incident is often catastrophic. Regulations around the requirement for edge protection near pit edges vary between jurisdictions. Generally in Australia regulations tend to be around placing the responsibility on the mine operator to provide ‘adequate’ or ‘appropriate’ edge protection. Guidelines often place a minimum height of bund at between half and two-thirds the diameter of the largest tyre on-site.Safescape has identified the opportunity to improve safety in open pit edge protection and is currently developing the Edge Protector (EP) product. The EP is designed to create a vertical front face to a conventional broken rock safety bund. The fundamental premise of the product is that by creating a vertical front face to the bund, trucks cannot easily drive up over the bund and instead have to push through the rock to get to the other side.In addition to providing a safer system for arresting vehicles, the vertical front face also means that extra space is made available in the haul road. This can either be used to facilitate larger trucks or when designing a new mine, with an increase in overall pit slope.This paper outlines the research and development of a new edge protection product. The New MetroRail City Project was completed in 2007 in Perth, Western Australia. The project included construction of two underground stations, twin bored rail tunnels of 1.4 km combined length and cut-and- cover tunnels and dive structures of about 1 km total length. It is the first major underground construction project within the Perth central business district (CBD). This paper provides an introduction to the project and describes the geology and hydrogeology of the area. Ground conditions varied significantly along the alignment from soft estuarine muds in an area of reclamation to very dense cemented sands and very stiff to hard clays. Deep foundations for the project extend down into the bedrock below the CBD, a Tertiary siltstone/sandstone. Key geotechnical hazards encountered during the project are discussed. The building protection methodology on the project is described, including damage assessment, condition surveys, monitoring and protection of key structures.

One of the biggest drawbacks of deciding upon a heap leach method of treating gold ore is the risk associated with the full-scale production heaps not performing as predicted by the testwork. This paper examines the key decisions that are taken in the design of a heap leach project, and suggests ways in which exposure to these risks can be minimised. It also looks at monitoring techniques to give early warning of problems and possible remedial actions.

Computer software is an integral part of mining operations today with many sites using six or more software packages on a daily basis. However, the use of these different programs generates the need for substantial staff training. The current trend toward large integrated packages to solve this problem is counter-productive because the relatively small companies producing specialised mining software do not have the resources to develop quality software with all the required features. Software standards are being proposed by various parties but recent history indicates these will be unsuccessful. An alternative approach is suggested using the various standards which have been developed for the Windows operating system.

This paper describes the use of modelling and simulation techniques in the analysis of the heavy medium plant at the Lead/Zinc Concentrator of Mount Isa Mines Limited. The objective of the study is to determine how to increase heavy medium plant recovery at a higher than current rejection rate in order to achieve the desired throughput through the grinding and flotation sections of the concentrator. Three options were considered: 1. Install smaller aperture preparation on screen to enable the cyclones to be fed finer materials. Install smaller diameter cyclones. 3. Maintain low viscosity medium.

Long Shaft was initially developed using a rail haulage system on every working level comprising battery electric locomotives and granby trucks loaded by rail mounted rocker shovels. Production was commenced using conventional hand held cut and fill mining methods. In an effort to improve productivity and reduce operating costs a mechanised cut and fill stoping method evolved to suit the wider sections of the orebody. To further improve productivity and reduce costs the mechanised levels of the mine are progressively being redeveloped to enable the use of trackless diesel haulage equipment. An added benefit of trackless haulage equipment will be the ability to place development mullock into stopes as Fill.

Like almost any other 19th century mining area, the West Coast saw its 20th century scrapping era when machinery which had been installed in seemingly inaccessible places was somehow dragged out again. Fortunately there were some spots so remote that they defied even the most zealous of these pioneering recyclers. One of these was Big River, a mining locality in a rugged landscape straddling the headwaters of the Grey and Inangahua rivers. As a result there remains an internationally important collection of mining equipment including a poppet head, two steam winding engines, a pair of boilers, part of an aerial cableway with its loading system, and remnants of a stamp battery along with its associated gold smelter, cyanide tanks and zinc boxes. There are also assorted building remains associated with 60 years of mining and settlement. Since their abandonment in 1942, these relics have all somehow survived a further half century in a far from favourable climate with two or three metres of rain a year, frequent snowfalls and hot summer temperatures. The rate of decay during the past few years has been alarming.

Powercoal Pty Ltd operates eight underground coal mines in New South Wales and produces coal for both domestic power stations and the export market. Approximately 40% of total production is from continuous miners. Over the past five years, place change mining methods have been introduced to improve productivity from continuous miners. This has involved utilising the existing coal clearance system from the continuous miner to the ratio feeder using trailing cable shuttle cars.By late 1996 average productivity at Cooranbong Colliery using this system had plateaued at 800 tonnes per eight hour shift. A number of factors were identified to increase average productivity to 1500 tonnes per eight hour shift. An improved coal clearance system was one of the factors identified.

The quartzite added at the blast furnace for the purpose of adjusting the chemistry of the burden inputs is shown to have a disproportionate impact on both the level and the variability of the hot metal silicon (HMSi). This conclusion is supported not only by direct correlation involving data from five blast furnaces, but also by mass balances. In one case the R2 correlation coefficient was 0.96 and the mass balance was accurate to within five per cent for a wide range of quartzite additions. The results indicate that as much as 43 per cent of the silicon in the added quartzite reports directly to the hot metal. Indeed, silicon from quartzite was found to be much more likely to report to the hot metal compared to silicon from regular sources (eg coke and sinter), reflecting differences in the activity of the silicon source.

This paper focuses on a case study at a base metal mine located in a tropical semi-arid area of Western Australia (WA). It is demonstrated that understanding the geochemical nature of the mine tailings forms an integral part of innovative management strategies developed throughout the life-of-mine (LOM) when planning for mine closure. The tailings are currently stored at an above-ground valley fill tailings storage facility (TSF) and one option for long-term management under consideration is leaving the tailings in situ at mine closure and covering using the concept of an enhanced æstore and releaseÆ cover system.Extensive geochemical and mineralogical studies have found that the geochemical behaviour of the tailings in the TSF is significantly more benign than initially predicted. The sulfide content of the tailings is primarily pyrrhotite, which can be acid-forming, acid-neutral or acid-consuming depending on a number of factors including redox conditions. Tailings pore water at depth is pH neutral with excess alkalinity, low concentrations of dissolved metals and elevated sulfate concentration.Recent geochemical tests on tailings samples indicate that a reduction in the acid potential and a corresponding increase in the neutralising potential of the tailings, through partial removal of pyrrhotite at the ore processing stage, has the potential to further reduce the long-term risk of potential impact to the environment from any TSF seepage. The current work program investigates whether partial removal of pyrrhotite is feasible and secondly, whether this approach is necessary to produce a significantly better outcome at mine closure.CITATION:Robertson, A M, Kawashima, N, Smart, R St C and Schumann, R, 2012. The paper describes a system for providing mine management with a continuous indication of the effectivness of longwall coalface powered supports in controlling roof-to-floor convergence. The system comprises on-face instrumentation monitoring convergence and support leg circuit pressures, a means of transmitting the output of that instrumentation to the surface for collection, and software which presents both a condensed analysis for rapid review of the current state, and extended analyses from which remedial action can be recommended if a problem is identified. The results of a field trial are presented showing that meaningful results can be obtained.

In the hard rocks of the Nordic countries of Norway, Sweden and Finland underground works have a long tradition. Today the subsurface has been taken into use for a wide variety of purposes. In this paper only the more uncon- ventional examples are described such as caverns for drinking water, sand bunkers, molasses silos, wine and liquor stores, cold stores, heat storage, waste disposal and state archives. The particular use of unlined high pressure tunnels and socalled air-cushions for hydropower schemes is discussed. The dual use of subsurface air-raid shelters for sports activities seems to be a special Nordic tradition. Some cost figures are given and the advantages of using the underground is Discussed.
