"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? The decision making check-list and hierarchy of information for process and plant design is generally wide-ranging and complex. The nature of grades, mineralisation and ore types in an ore body, its mine development sequence, and the body of results from metallurgical and physical test work present complex and competing influences on flowsheet development, values for design, equipment selection, plant efficiencies and operating strategy. The challenge is how to manage all these variables, to understand their impacts on performance, and how best to provide a cost-effective plant design and robust process that meets daily/weekly/monthly operating objectives. Throughput, production and grade or product specifications need to be met. The ore body is not average; its range of metallurgical and physical characteristics may be moderately to highly variable. This paper assesses some of the key competing influences and conflicting issues in design and equipment selection, and their effect on production and performance expectations.

The Ambuklao hydroelectric dam was originally constructed in the 1950s in the remote and mountainous region of the northern Philippines. Following its construction the dam has suffered heavily due to siltation and a partial collapse of the intake structure due to a 7.8 magnitude earthquake that struck the region in 1990. Between the years 1990 and 1999 the power station progressively lost its capacity to generate power. In 1999 the owner took the power station out of commission. The power station remained idle over the next 12 years. In 2008 the power station was sold to a new owner who commissioned the rehabilitation works.The rehabilitation project restored the operating status of the power station in June 2011 and increased its capacity from 75 MW to 105 MW. The civil contract of the rehabilitation project required the construction of a new intake structure behind an in situ rock coffer dam on the edge of the existing reservoir, new 6.2?m diameter × 124?m deep blind sunk shaft behind the intake structure, which connects to a new 6.8?m horseshoe profile headrace tunnel that ultimately connected onto the existing vertical penstocks which feed three No 35 MW Horizontal Turbines rated at 155?m head.The unique challenge in rehabilitating this existing hydropower station involved finding solutions that would conclusively deal with the challenging geological and hydrogeological conditions associated with excavating new tunnels and a drop shaft beneath a live dam.McConnell Dowell was awarded the civil works package for the rehabilitation works in August 2008. The Ambuklao rehabilitation program took 33 months to complete.Over 600?m of tunnels were excavated in highly weathered and often challenging geotechnical conditions via drill and blast with the extensive use of high-pressure fissure grouting to control groundwater ingress that was surcharged by the dam.This paper focuses on the use of high-pressure fissure grouting that took place to enable the excavation of the new waterway system and intake structure.CITATION:Bowskill, A and Harrison, C, 2014. High-accuracy, solid-state digital reference barometers have proven to be well suited to conducting underground barometric pressure surveys. The only problem is their expense; at least A$4000 each. For this reason, and because barometric pressure surveys are not a routine undertaking, very few mines have been able to justify the purchase of suitable instruments. The author knows of only three Australian metalliferous mines that own them.However, this may soon change given the recent development of low-cost, mass-produced miniature barometric pressure transducers. These transducers were developed to provide an altimeter function in the latest generation of smartphones. The main purpose of the inbuilt altimeter function is to allow the smartphone to be aware of its altitude when the global positioning system satellite signal is lost.This paper describes a prototype barometer that was constructed using one of the most accurate of the latest generation of piezo-resistive smartphone barometric pressure transducers. The prototype instrument was constructed for less than five per cent of the cost of a commercially available digital reference barometer. The prototype was subsequently tested against a reference barometer at the University of Queensland’s Experimental Mine to verify its accuracy and suitability for measuring pressure differences between underground survey stations.It is expected that the instrument’s low cost will pave the way for barometric pressure surveys to become more commonly used in mines. In turn, the resulting improvement in knowledge of major underground pressure losses should allow mine ventilation officers and engineers to optimise their ventilation systems and potentially reduce overall operating costs.An alternative option would be to use a barometer-equipped smartphone as a survey instrument, provided that its inbuilt barometer module is sufficiently accurate.CITATION:Derrington, A S, 2015. "Segregation of conveyor roadways is a ventilation practice that is being increasingly applied in Australia. It is largely driven by the legislated requirements in Queensland pertaining to separation of escapeways from the mine. This legal requirement was based on a recommendation from the Moura No. 2 WardenÆs Inquiry (Windridge, 1996) into the mine disaster that claimed 11 lives. The report recommended: ... the introduction of a requirement for all underground mines to have one intake airway that is completely segregated from other parallel intake airways so as to provide two separate means of egress from the mine via an intake airway.This recommendation seeks to assist mine workers in escape from a mine after a fire by providing them with an airway that is free from smoke or contaminants.The concept of an airway being æcompletely segregatedÆ is an ideal that is challenging to implement in practice when considering the effect of leakage. The practice of belt segregation is concerned with the potential for fires in the belt roadway although there are numerous other potential fire sources in underground coal mines. A review of segregation practices has been conducted applying ventilation engineering principles. Four different scenarios have been analysed with regard to the effectiveness of the segregation stoppings in preventing potential fire contaminants migrating to other parts of the mine. The results show that in some cases the benefits of segregation to a person evacuating a mine in the event of a fire range from beneficial to detrimental. This is influenced by many factors including the location of that individual in that particular mine. There is room for improvement in the design and implementation of escapeways in underground coal mines. Escapeways need to be planned and designated with regard to the potential sources of fire, pressure differentials between escapeways and the operational practicalities of maintaining the pressure differential between them.CITATION:Olsen, M, 2013. Standards in the public reporting of resources and reserves in Australia have dramatically improved since the implementation of the Australasian Code for Reporting of Mineral Resources and Ore Reserves (The JORC Code) in 1989. Whilst the JORC Code states clearly that Mineral Resources and Ore Reserves are imprecise calculations and should be treated as estimates, there is strong evidence that many people regard them as fact, including some accountants, directors, auditors and investors. Mineral Resources and Ore Reserves are key inputs in the valuation of a mining company and the determination of financial performance. Geological knowledge is the foundation upon which Mineral Resources, Ore Reserves and investment decisions are made, however this information carries with it substantial uncertainty. Case studies and company reports have established that errors derived from inadequate geological inputs have led to reduced profitability in operating mines and in extreme cases the premature closure of mine operations. Whilst there are many causes of mine closure and reduced profitability, including commodity prices and exchange rates, the cumulative effect of all geological uncertainty contributes significantly to the erosion of the credibility of mining within the investment community. There are a number of methods used to characterise and model uncertainty in Mineral Resource and Ore Reserve estimation. Empirical mining indexes, sensitivity analyses, Monte Carlo simulations and Conditional simulations are used to identify and estimate geological uncertainty, notably the quantification of uncertainty in grade and tonnage estimates. These techniques have not generally been applied to estimating geological uncertainty associated with key Ore Reserve inputs such as appropriate mining technique, equipment selection, production rate, mining dilution, stability requirements, materials handling, metallurgical processing, product quality and waste storage. New software tools are needed to model the entire mining process with all its geological and other interdependencies, enabling all uncertainties to be separately identified and estimated. By its very nature, mining involves the assumption of significant technical, financial, political, environmental and social risk. Success comes by understanding and managing these risks and consequently the mining industry will never choose to reduce the level of geological uncertainty to nil. The ultimate aim of improved identification and estimation of geological uncertainty is to quantify inputs into the Ore Reserve process, allowing a company to assess the risks and manage these accordingly. This approach is relevant to feasibility studies for new projects as well as life-of-mine planning through to the weekly schedule at existing mines.

Nickel sulphide precipitated from waste liquors at the Yabulu plant of Queensland Nickel Pty Ltd was pressure leached under various conditions. Leaching at 130¦C and 700 kPa of air dissolved 95 per cent of the nickel as the sulphate in less than 2 h. Leaching at 130¦C and 350 kPa of oxygen dis- solved 95 per cent of the nickel in less than 1 h. Dissolution was faster with oxygen than with the equivalent pressure of air. Crystallization of hydrated nickel sul- phate from the resulting clarified leachate is readily achieved. Because the sulphide pre- cipitate also contains minor amounts of iron, copper and cobalt, the crystallization product contains these metals in excess of the amounts required for electrolytic-grade nickel sul- phate. This grade of product could only be produced if the contaminants were removed prior to crystallization. Alternatively, the "crude" nickel sulphate could find a market as a feed for the electrolytic production of Ni-Fe coatings.

"The Chesney deposit, located 4 km south-east of Cobar consists of three copper-gold rich shoots that lie within a larger, copper dominant lode. A fourth gold rich shoot is located adjacent to the main deposit. The deposit exhibits a strong structural control on mineralisation, as brittle deformation during subvertical extension provided the requisite structural traps to precipitate sulfides from solution. It is postulated that the Great Chesney Fault acted as a fluid conduit, conveying fluids to the site of orebody formation. The continual supply of fluids resulted in cyclic brittle deformation when the fluid pressure exceeded the lithostatic pressure and the tensile strength of the Great Cobar Slate.Evidence supports the hypothesis that ore deposit formation was controlled by: a supply of mineralised fluids transported along the Great Chesney Faulta suitable location for the mineralised fluids to accumulate, accommodated by vertical extension and dilation in certain locationsthe creation of suitable structural traps to capture the sulfides. These traps formed as a result of fault-valve behaviour. The MMG Century mine, which is the largest zinc/lead mine in Australia, began operating in 1999 and ceased mining from the open pit in July 2015, with processing completed in early 2016. Closure plans were developed from 2006, and detailed planning for closure commenced in early 2011 with the appointment of a dedicated closure planning resource. The site will continue to be managed during the active and passive closure phases to complete rehabilitation commitments and demonstrate that closure completion criteria have been achieved.Completion of the mining/processing phase of the project provides an opportunity to reflect on successes, missed opportunities and lessons learnt with respect to planning and execution of mine closure. This paper highlights examples of success at Century and also identifies key learnings and areas for improvement in progressive closure outcomes. Specific examples examine mine planning and execution involving bulk movement of waste rock and construction of permanent waste encapsulation landforms. The paper also provides recommendations for other sites that are planning for closure.Decisions made during the operational phase of the project life can result in a significant increase in closure liability and reduce the likelihood of achieving lease relinquishment. In flotation cells, especially in large flotation units, froth management is a crucial variable that should be considered during the design phase or optimised to improve the performance of existing flotation circuits. This paper presents a simulation evaluation of the effect of launder design on the metallurgical performance of an industrial flotation circuit consisting of five TankCell® e630 (630 m3 ) cells in a Cu rougher duty. This analysis was carried out using a new industrial simulator, which was built on a wide database collected from many industrial concentrators. This tool is currently incorporated into HSC Chemistry® software and allows evaluation of the effect of launder design on mineral froth recovery, water recovery, entrainment, and other variables to be quantified. The industrial flotation circuit was evaluated under different launder design scenarios, considering an actual flotation circuit that includes TankCell® e630 cells for calibration and as a reference (baseline). Firstly, two different designs were evaluated in the full circuit: a standard launder design and a new launder technology. It was found that the new launder technology enabled improvement of the mineral recovery along the circuit, mainly for coarse particles, due to the improvement in froth mineral recovery. Next, the partial upgrade of the launder design along the circuit was analysed. Thus, the new launder technology was evaluated in the first and the last two cells of the bank. The results showed that upgrading the launders in different cells along the circuit delivered an increase in the final recovery with respect to the baseline, with a partial impact on the concentrate grade. However, these changes are less than those when evaluating the full upgrade scenario. A partial launder upgrade either in the first or last two cells of the bank showed similar final recoveries, but the latter enabled a slightly higher concentrate grade (about 1 per cent higher) to be achieved. Finally, the evaluation of launder design using the industrial simulator made it possible to estimate its effect on variables that are not commonly obtained from plant surveys, including froth recovery per particle size, collection recovery per particle size and liberation, gangue entrainment and bubble loading grade.

Increasing global demand for commodity metals and capital and the greater operating costs of mining and metal production present significant challenges for the metals mining industry. Current conventional technologies may not be feasible for processing deposits of declining grade, challenging mineralogy or those that occur at increasingly greater depths. To overcome these issues, the development of a step-change technology such as in situ recovery (ISR), which reduces mining and avoids milling costs, may be vital in ensuring future economic metal production. ISR has been used extensively to treat porous soft rock deposits such as the water-soluble salts, sylvite and halite. Although ISR has typically been used for mining conventionally uneconomic uranium ores, it has also been used less frequently for the treatment of other restricted permeability hard rock deposits, such as those containing copper and gold. The reason for the limited uptake of the technology for hard rock mineralisations is primarily due to low natural rock porosity and permeability and hence poor response to available lixiviant. However, additional challenges include solution containment, management of groundwater and regulatory, ecological and societal requirements and expectations. CSIRO has focused on understanding the challenges of hard rock ISR and identifying global capabilities that can contribute to developing the essential enabling technical areas required to realise ISR. Specific focus areas include geochemistry and advanced resource characterisation; drilling and controlled rock-breaking technologies; solution chemistry and environmentally benign lixiviant systems; lixiviant delivery systems and ‘subsurface mixing’; subsurface hydrology and reactive transport mechanisms and models; downstream processing options; legal, social and environmental aspects; and techno-economic modelling. The sublevel caving (SLC) mining method is becoming more widely adopted as an underground mining method as mines become deeper and target lower grade mineralisation. SLC has been successfully adopted in increasingly complex and wide-ranging conditions in the past 10–20 years, demonstrating the flexibility of the method. Various challenges encountered at SLC mines around the world have led to significant differences in operating practices, mine performance and mine productivity. Unfortunately, aspects related to productivity, operational performance and best practice are not widely published and remain with individual companies. Limited information is publicly available to compare operational performance of SLC mines in the various conditions where the mining method is now being applied. To overcome this shortcoming, a global review of SLC operations was undertaken over a three-year period as part of the Cave Mining 2040 research consortium. The purpose of the review was to document technical and operational practices, hazard management strategies and key benchmarking metrics at SLC mines around the world. A total of 21 mines spread over four continents and 17 different mining companies were included in the project. The main outcome of the project was a manual of operational and technical practices, benchmarking of key metrics and documentation of the current state-of-the-art for each aspect of SLC mining. This paper describes the main findings from the benchmark in terms of mine productivity, including mine development, production and mining costs. The implications of mine scale, depth and ground conditions on operational performance at each of the benchmarked mines is described and charts are provided comparing key productivity metrics.

Viscosity of multicomponent slags is one of the crucial physicochemical properties for many industrial processes and technologies. While the viscosity-temperature relationship of completely molten slags can well be described by an Arrhenian-type law, the compositional dependence of viscosity is still not fully understood, especially in compositional regions with the lack of experimental data (eg at the glass-former concentration of 90 molar per cent or higher). In the present work major compositional relationships of the activation energy of viscous flow have been revised for numerous binary and ternary slag systems on the basis of experimental data collected and stored in the viscosity database OxiVis. For example, it has been found that the activation energy relevant to the polymerisation effect in binary systems of the MO-GFO type, where MO is the modifier oxide (ie monovalent K2O, Na2O, Li2O and bivalent CaO, MgO, BaO, MnO, PbO etc) and GFO is the glass-forming oxide (SiO2 or B2O3) is not always proportional to the third power of XGFO (contrary to the Urbain formalism) and can vary significantly dependent on the slag system. Also, the activation energy of the charge compensation effect has been revised for ternary systems of the AO-MO-GFO and AO-MO type, where AO is the amphoteric oxide (Al2O3, Fe2O3 or other). A simple polynomial model has been proposed on the basis of the carried-out analysis for estimation of viscosities of multicomponent slag systems. The model has been optimised against the experimental viscosities in the selected binary, ternary, and higher-order oxide systems and has been shown reasonable agreement with the experimental data.

Occupational exposure limits for diesel particular matter (DPM) are progressively being adopted in a number of countries. Many of these follow the lead of the US Mine Safety and Health Administration initiated in 2008. In line with adoption of best practice it is accepted that all exposures should be reduced to as low as reasonably achievable. The management of diesel emissions and occupational exposures to those emissions requires an integrated strategy incorporating efforts from all key departments on a mine, including management, production, maintenance, supply and occupational health and safety.Australian coalmine longwall moves rely on the use of high-powered diesel equipment such as chariots and other machines that produce exhaust pollutants of gases and DPM. To reduce mine personnel’s exposure levels to DPM a hierarchy of controls can be followed. Minimising the use of diesel equipment, better operator positioning in relation to exposure source, using efficient engineering methods and adopting better ventilation to reduce concentrations through dilution are some of the controls that can eliminate exposures. Approaches generally adopted in Australian longwall mines currently rely on a combination of strategies such as optimisation of ventilation, use of diesel particulate filters and use of diesel tag boards that minimise the number of vehicles through recording entry and exit into working panels.A study has been undertaken into the mine ventilation systems currently in use during longwall moves within Australian modern longwall extraction mines. This paper reviews current longwall section ventilation systems and discusses evolving changes being adopted to address the more complex problems in dealing with section DPM during phases of the operational moves. The effects of DPM on crew members as well as the diesel equipment operators within a longwall section are examined. The use of cemented rock fill (CRF) for support of open stope walls has increased in the Australian underground mines operations over the last five years due in part to its low capital cost. In open stoping the exposed CRF masses require adequate strength and stiffness, in order to resist the forces and to limit the displacement associated with movements in the rock mass surrounding the excavations. The CRF material preparation often involves the use of large particles, either from crushed rock or from development mining waste sometimes up to 1 m in diameter. However, the use of waste rock, which has a poorly graded particle size distribution may not achieve the required minimum target strength due to segregation and large air voids within the fill mass. This paper describes the optimisation of CRF strength by either crushing the waste rock or the addition of sand to the mix. Both methods increase the level of fines in the mix design. Cylindrical samples having 400 mm diameter and 800 mm heights were prepared for uniaxial compressive strength (UCS) testing. The UCS test was determined using the Western Australian School of Mines (WASM) large-scale static test frame. The laboratory results were compared with a database of large-scale CRF strength mixed without sand from a number of mine sites around Australia. The comparison shows a significant strength development in the CRF mixing with addition of sand for a given cement percentage. Due to the higher strengths achieved by the addition of sand and the crushing of the waste material these CRF types require less cement to achieve the same strength. The purpose of this paper is to discuss the efficient operation of a tailings dewatering circuit comprising a thickener and filter press through proper control and automation. It is common to see thickeners and filter press circuits each with their own control systems. This can cause multiple issues when trying to increase efficiency and reliability of the tailings management process. By automating the thickener and filter press controls, you are eliminating any delays and inconsistencies caused by human error and process variations. When done properly the system can maintain a consistent product as the feed characteristics change. Previously, operators would have to monitor the process parameters and adjust the system accordingly. This can now be accomplished using state of the art process control equipment that continuously monitors and adjusts critical variables using Programmable Logic Controllers (PLC) and Proportional Integral Derivative (PID) loops. Recent developments in geophysical borehole log analysis using the Geophysical Strata Rating (GSR) are now routinely used in a number Australian coal mining operations. This allows development of 3D geotechnical strata characterisation models for a range of purposes. The availability of this data provides a means to identify relationships between ground conditions and ground behaviour. As a result, several new design methods have been developed to assist in the strata management process such as roof support, longwall shield design and shaft stability assessment. Grade control is a process that requires the interaction between many components of the mining operation and successful grade control is only realised through good data, robust systems, and a well-trained, motivated and disciplined workforce.The Mt Magnet Gold Project Pty Ltd (MMGP), a wholly owned subsidiary of Ramelius Resources Limited, started mining at Mt Magnet in February 2012 with high expectations for success. Positive cash flow would fund an aggressive exploration and mine development program in the area to increase mine life. Disappointment followed when after start-up the operation had issues achieving budget grade and realising the predicted grade of the mined ore. In January 2013, things started to improve. During the next six months, gold production steadily increased with successive months achieving record production. What had changed?Improvements started following the realisation that controlling grade was not the sole responsibility of the mining geologist and that everyone on-site has a role to play. Poor standards of electrical installation and maintenance continue to contribute to electrical related fatalities and injury risk in the mining industry. Electrical isolation has the potential to initiate major unwanted events (MUEs) and as such requires thorough analysis to demonstrate adequate management. There have been 719 incidents related to accidental contact with electricity over the past five years in the Queensland mining industry (Queensland Government DME, 2012a, 2012b) with the last fatality being recorded in 1997 (MESA, 2012).A project funded by the Australian Coal Association Research Program (ACARP) has developed a form of a safety case using the four-layered æCoal Mine Safety Regime (CMSR)Æ approach. The CMSR is transparent and robust as it includes full site risk assessment and special issues risk assessment to be demonstrated as part of the process.The practical application of the CMSR has been demonstrated using a longwall mining case study site, where a unique 11 kV armoured face conveyor (AFC) is in operation. The case study has involved progressive application of the requirements of each layer of the CMSR (see Figure 1) to high voltage (HV) electrical isolation related issues. The project has specifically concentrated on understanding and analysing two high priority MUEs, electric shock and unplanned movement of equipment, through Layer 1 analysis. These two MUEs are an important part of the project as they have demonstrated the steps that may be taken to satisfy the risk management processes at Layer 1 of the CMSR and have contributed to resolving issues at the other three layers of the CMSR.The analysis of HV electrical isolation has been used as an exemplar to demonstrate the CMSR process and its practical application. The CMSR is applicable to major/principal hazards management as identified by the New South Wales and Queensland jurisdictions.This paper provides an overview of the development of a form of safety case using the CMSR and introduces the case study application for HV electrical isolation risk management at underground coal mines focusing on the major unwanted event of electric shock.This project provides the mining industry with a documented, publicly accessible, form of safety case using the CMSR approach for the first time.CITATION:Kizil, G V, Griffiths, D, Bye, A and Joy, J, 2012. A reappraisal of the stratigraphy, new regional kinematic analysis and thermobarometric data allow a new interpretation of the metamorphic zoning and tectonic structure of the Upper Eocene high-pressure metamorphic core complex of northern New Caledonia allow a three steps evolution to be proposed : 1) subduction and understacking of previously thinned continental crust elements; 2) subduction blocking due to the crustal thickening; 3) crustal thinning and extensional detachment during the diapir-like uplift and unroofing of the eclogitic core. Steps 2 and 3 may be partly contemporaneous. Such a model accounts for the thermobarometric and radiochronologic data, and also for the weakness of substratum deformation during the emplacement of the ophiolitic nappe.
