This paper discusses the operating model within Endeavour Mining Corporation regarding the options of owner mining against contract mining. It’s based on the concept of ‘are we carrying out the most efficient mining’ regarding cost and performance. This question can only be answered through an extensive contract mining tender process and conducting a comprehensive comparison to evaluate the transition viability. Karma mine, located in Burkina Faso, is the subject of this paper. The Tender model included sales of equipment, parts and tooling associated with the traditional Load and Haul Schedule of Rates (SOR). The methodology focused on the structure of the tender process, which consists in the development of a SOR based on haulage profiles and mining schedule. This is a new Endeavour framework that allowed the bidders to compete on an even level. This was performed using a systemic analysis which encompassed all the elements involved in a transition such as the Human Resources (HR), taxes and customs implications, directs and non-direct costs (Finance and interest on assets, depreciation, insurance), contractor risk profiling. It was assessed against the normalised internal pricing tender-based. This paper gives an insight into how a West African mining operation addressed the sensitivities of the HR functions against the commercial aspects. This was one of the most successful transitions in West Africa and was carried out during the COVID crisis. The outcome of this project has created value by detailing a lesson learned model for both commercial and HR aspects. This discusses the commercial comparisons along with the internal model with the underlying HR functions as a risk factor that could have jeopardised the continuation of the operation. This resulted in a smooth transition with the additional cash flow generated by the sale of the parts and equipment turned Karma into a viable operation.

Black Rock Cave (BRC) is a sublevel cave which was developed in 2018–2020 and has been in production since November 2020. BRC is part of the Mount Isa Mines complex and extracts a leached orebody comprising of high-grade chalcocite ore, situated below the historic Black Rock Open Cut workings. The mine is owned by Mount Isa Mines and operated under contract with PYBAR Mining Services. In 2021 a number of rockfalls occurred throughout the mine and were increasing in frequency. This culminated in a major rockfall on the decline in June 2021, after which the decision was made to withdraw all persons from the mine, initiate rehabilitation and conduct further investigations to deduce a safe method to provide long-term support. The rockfall investigations have shown that the corrosive nature of the highly leached rock mass can consume a split set in less than 18 months. A review of potential corrosion resistant ground support methods concluded that steel split sets have a safe lifespan of six months at BRC, and that all workings must have corrosion resistant support installed prior to exceeding the safe life of the friction bolts. The review recommended the use of 4 m cable bolts as the most suitable method of corrosion resistant support. This new support system, and the requirement to rehabilitate all mine workings within the leached orebody, had an impact to the schedule and an effect on both equipment and manning levels at BRC. Accelerated jumbo rehab allowed access to the production levels within two months of the rockfall. Cable bolting then followed the jumbo bolting in all leached areas. The direct impact has been ten months of reduced production, due to night shift closures of the decline to enable cable bolting. The impact to the mine has been minimised by the small flexible team that enabled the mine plan to change rapidly and often to accommodate the challenging conditions. In less than two months from the rockfall event, production had resumed. Within ten months of concluding that the mine required; full rehabilitation, a new support system and a full re-schedule, normal mining operations had restarted, with pre-event productions rates being achieved.

This paper addresses a gap in longwall multi-seam interactions and their predictions, providing a case study for future multi-seam operations for both anticipated conditions and a method for understanding the changes in stress regime. Multiple panels were modelled with the results analysed and compared to panel experiences to validate the parameters and properties. The software chosen (LaModel) is a numerical modelling package designed to model stresses and displacements on thin deposits. It utilises a displacement-discontinuity variation of the boundary-element method and has been used extensively throughout both the United States and Australia in multi-seam operations. Analysis of the results demonstrates a clear correlation with the above workings and regions of significant strata instability. This provides the opportunity going forward to analyse new models and incorporate into mine planning and geotechnical designs. Continuous site-based assessment should be undertaken at multi-seam operations to better understand and quantify likely vertical stress levels within the workings. With a detailed analysis of models prior to extraction and a review of models post extraction. Further research is required as LaModel is limited to vertical stress and it is likely that interactions impact both the horizontal and shear stress regime. 3-dimensional modelling could further assist in this understanding, combined with a thorough stress monitoring regime. Sublevel open stoping (S.L.O.S.) was introduced at Rosebery in 1972 in the wider ore blocks below 14 level, largely replacing cut and fill methods which had been in use up till that time. During 1973/74 the method produced 10% of primary stoping tonnes, and by 1981/82 it increased to 65%. Because of the increasing reliance placed on sublevel open stoping for primary stoping production, every effort was made in both planning and operating to: - maximise ore recovery and reduce dilution - increase productivity - reduce costs.

The development of a design-and-construct tunnelling project in Australia from its concept to its construction requires designs to be prepared and reviewed at several distinct stages prior to documenting ‘for construction’. On recent projects the post-tender stages have been variously called 30 per cent—70 per cent—100 per cent; or concept–substantial–final; or system definition–preliminary–critical. The design is reviewed at each stage by the designer’s internal reviewer, the contractor and its independent advisor(s), the owner and its independent advisor(s), the project’s independent certifier, proof engineers and often third-party stakeholders and their advisors. Documentation for each stage often dominates the design effort, at times distracting from design. This paper presents the authors’ experience of this design-and-review process. Comparisons of design budget and actual design spend and design program implications are presented. It is postulated that a subtle change has occurred in our industry that has diminished the value of the design dollar. Is there a better process? An exploration and preliminary mine design contract was undertaken in Thailand to establish whether adequate lignite resources existed for the addition of future power generation plant through to the year 2000. The lignite ranges in heat value from 14 to 24 MJ/Kg (air dry basis) and occurs in 2 major seams consistituting measured reserves of 536 Mt (with an ash cut-off level of 45 % on an air dry basis) and a strip ratio of 4.1 bank cm/t. The paper describes the pre-planning, programming, equipment used, project management, logistics and exploration methods adopted to undertake the contract in a monsoonal area using Australian drilling and geophysical contractors.

This paper describes in detail the controlled blasting adopted and the measurements undertaken for the successful excavation of large twin tunnels under a shallow cover for a six-lane highway project in India. The tunnels are D-shaped, each 15 m in diameter, and the cover between the tunnels and the existing railway track was about 14 m. These twin tunnel tubes were characterised by two separate three-lane carriageways for each direction of traffic, and were planned with about 25 m of reinforced cement concrete (RCC) portals at the entrance and exit of the tunnels. The major challenge of the project was the blasting of tunnels in rock below an operating railway line. As the tunnels approached the area below the railway line, the ground vibrations were monitored vertically above the blasting faces and on the railway track sleepers. Vibration intensities between those generated from tunnel blasting and those from the movement of the trains were compared, and it was found that the vibrations from blasting were lower than those from the moving trains. Though the permissible level of ground vibration based on the Indian Standard (IS) code happens to be 70 mm/s, the maximum charge per delay was calculated restricting this limit to 50 mm/s. This ensured that the vibrations in the vicinity of the railway tracks never exceeded the prescribed limit of 70 mm/s. The surface ground settlement before and after the blasts were also measured using an optical levelling instrument, which confirmed that there was no significant impact on the surface movements due to blasting. Extensometer readings inside the tunnels showed that there was no deformation in the tunnel. Ore handling improvements at Mount Isa Mines Limited were necessary to keep abreast of technological advances in all phases of sublevel stoping practice.In the early 1930s an efficient ore handling system was in operation.However in 1936 excessive water encountered in deepening the hoisting shaft necessitated the sinking of a second hoisting shaft. Financial difficulties prevented abandoning the original shaft and surface ore handling and crushing facilities, so ore was transferred underground and underground crushing deferred. It was not until 1951 Jhat multilevel crushing permitted increased efficiency in the handling of ore from stopes. Ore was then hoisted in one shaft and transferred on the surface by conveyor belt to a new crushing plant.In 1956 a planned production increase from 5,000 to 11,000 tons per mining day made possible further improvements in ore handling. Larger equipment was installed and existing equipment modified to capacitate the handling of larger sized ore at increased daily tonnages.INTRODUCTIONThe intensive exploratory programme commenced in 1954 disclosed large reserves of both lead and copper ores and in 1956 an expansion programme was initiated to increase production from 5,000 to 11,000 tons per mining day. The increased tonnage would result in decreased costs per ton and further cost reductions would result from increased mechanisation underground. The combined effect would permit larger tonnages of lower grade ores to be included in ore reserves. Based on the cubic law, the hydraulic aperture of rock discontinuities has the most significant effect on the hydraulic conductivity of jointed rocks. The hydraulic aperture of rock discontinuities is a stress-dependant parameter and reduces with increasing applied stress. Furthermore, the rock stress increases with increasing depth. Therefore, hydraulic aperture is a depth-dependant parameter. In this paper, new empirical equations are introduced to calculate the hydraulic aperture of rock discontinuities at different depths. These equations were developed on the basis of back analysis of compiled packer tests from different actual cases. They provide the capability to calculate range of variation and average hydraulic aperture when the orientation of discontinuity and field stress tensor are given. Furthermore, it is possible to calculate the hydraulic aperture of rock discontinuities when its value is given for another depth. A hydraulic aperture of 7.7?µm was calculated by this method, comparing well with a reported site value of 8.3?µm for rock discontinuities at the Stripa mine project at a depth of 385?m. With the sinking of the No. 3 Shaft at North Broken Hill Limited, it was necessary to construct adjacent to the shaft a new changehouse for mining and surface personnel.It was also probable that as the older sections of the North and British leases were worked out, all employees at present working in these sections would be transferred to the No. 3 Shaft area. This could ultimately result in all personnel employed by North Broken Hill Limited being concentrated in this area, requiring the construction of new administration offices, workshops, mine store, etc., also in this area.

The outlook for suppliers of energy to the expanding economies of the Pacific Basin region is essentially positive, but particularly for exporters of high quality steam coal. This paper argues that economic growth in the Pacific Basin region has exceeded world economic growth for some years and that this will continue to be the case for the next decade at least. It looks briefly at the link between economic growth and energy demand and at the relationship between energy demand and the demand for electricity.Changing preferences in fuel mix for electrical generation in the region are noted and tentative forecasts made about variations in this mix. The pros and cons of various forms of fuel used to generate electricity are considered from the point of view of the consumer.

Blast control in small scale underground mining leads to improved fragmentation control, improved control over overbreak and dilution, and the optimisation of drilling and charging operations. Greatly improved control can be achieved through blast monitoring, to confirm proper implementation of blast designs and blasthole charging. Further improvements can be achieved through simple modelling, enabling blastholes to be placed in the correct locations and charged with the correct weight and strength of explosive. Improved design can be shown to significantly reduce overbreak and dilution, and even ground support costs. In one mine in Quebec, open stopes of widths varying from 2.5 metres to four metres and dipping at 36¦ to 38¦ were designed to achieve zero dilution using open sloping blasting practices. The first stope designed in this manner was monitored in detail and achieved its objective.A method for contouring damage around blastholes is presented as a basis for selection of drilling patterns, with particular application to the control of overbreak and dilution. The diverse nature of inadvertent mine fires does not lend them to general treatment. But evolving from the unfortunate fires over past years is a simple principle in dealing with all fires to bring combustion under control. Control, in brief, means that the products of combustion, themselves possibly still with fuel values, are not revitalised by addition of fresh air. There are problems with fire- fighting, especially with water, as this may lead to production of CO and H2. Panel ventilation upstream of the fire must be controlled to direct all air over the fire. Some advantages in fire fighting are found by the use of "sails". Early diagnosis of fires and early treatment are essential for safety of personnel and safeguarding and recovery of property. Preparedness extends to up to date documentation, but first hand knowledge also is invaluable to the diverse personnel gathered to fight a fire, and in the decision making Involved.

Most types of nuclear power reactors use uranium dioxide fuel. Power reactors using natural uranium dioxide'fuel are of special interest to countries such as Australia that have their own uranium supplies. A wide range of uranium dioxide powders can be fabricated and the ideal one flows readily, presses without the need for binders or lubricants, sinters to the required density and gives low reject rates at all fabrication stages. Sinterable uranium dioxide is usually produced via the ammonium diuranate route. The A.A.E.C. is aiming to demonstrate production of nuclear grade uranium dioxide from Australian concentrates, improving technology where possible. Details are given of the dissolution, solvent extraction, precipitation, filtration, drying, and calcination-reduction steps. Sizing is fundamental technology for each step of ironmaking process. The progress of sizing technology has greatly contributed to the development of ironmaking technology. As the purposes of ironmaking operations diversified particularly since the oil crisis of 1973, the sizing technology made new advance- ment, as represented by pulverization of ser- pentine, dezincification and classification of secondary blast furnace dust, pulverized coal injection, size-segregated sinter charging and a coal preparation control process. The results from metallurgical test programs are used in feasibility studies for design of new plants and brownfield expansions, in long term mine plans, and to make decisions in an operating plant. There are many elements which contribute to a well-constructed test work program. Ultimately, understanding the accuracy and precision of the test work results is critical to ensuring good decision-making at various phases of a project.Every resource drilling and associated assaying program will have a quality assurance / quality control (QA/QC) component, however this often seems to be overlooked in metallurgical testing programs. The principles of “international standard” or “certified reference material” samples and replicate/duplicate testing can be applied to metallurgical programs, although there are metallurgical-specific considerations in both generating and analysing the data.This paper will describe the QA/QC program carried out within the Olympic Dam geometallurgy program. It will present results in the form of case studies from ten years of testing of replicates and bulk reference samples for industry-standard comminution tests as well as laboratory flotation and leaching tests. Consultants in the mining industry have the opportunity to visit interesting deposits all over the world. Each deposit has its own set of challenges to face when it comes to defining and understanding the deposit geology and the economics to make it viable for extraction. Some of the challenges can include appropriate data capture, sampling techniques, structural characteristics, geochemistry, geophysics, lithology definition, and economic boundaries. It is essential that the practices used at each deposit (eg drilling, sampling, geological modelling, resource estimation etc) are documented and the results obtained are robust and defensible. The Competent Person is not always aware of instances where their resource estimation practices have not been substantiated. ‘You don’t know what you don’t know’ is a phrase frequently used during a mineral resource audit. Technical work to substantiate drilling, sampling, density, assaying, geological modelling and estimation processes is not always completed. Audited Competent Persons often comment: • ‘I was unaware that this was required.’ • ‘I have not had training in this area and do not know how to complete the checks required.’ • ‘This is how we’ve always done it.’ Examples of audits where it was found that geological practices were not substantiated are examined here. A discussion is included on why substantiation of these practices is important, and potential reasons as to why there are instances of unsubstantiated processes and practices are discussed.

Kestrel Mine co-disposes around 1.5 Mt of fine (2SO4/t and to date around 9 Mt has been deposited. The mine plans to co-dispose of approximately 39 Mt of material, creating a dump with a maximum height of 35 m and a disturbance footprint of 260 ha. Benign materials suitable for rehabilitation are severely limited and no successful rehabilitation strategy has yet been demonstrated. A rigorous measurement and modelling program is resolving outstanding issues associated with acid rock drainage (ARD). The objective of the program is to develop and validate a strategy for dump rehabilitation that will control ARD and allow for mine closure. The strategy includes using a soil cover to reduce water flux into the dump to control the overall oxidation rate and to control effluent release. Monitoring of the oxygen distribution and water flux in the uncovered material commenced in February 2001 and monitoring in waste under a trial cover commenced in February 2002. Carbonaceous and sulfidic oxidation rates have been measured. Initial modelling indicates that the carbonaceous material has the general effect of slowing the rate of pyrite oxidation, lowering the maximum sulfate production rate and extending the time to oxidise all the sulfides. The combined approach of measurement and modelling provides a sound basis for assessing the performance of the trial cover and predicting the long-term quality and quantity of effluent at the base of the rehabilitated waste dump.

For drainage sediment to be used as a successful sampling medium in reconnaissance geochemical surveys, the length of any dispersion train from a typical target must be great enough for it to be detected by a widely spaced sampling pattern, and must also be homogeneous enough to avoid it being missed by the unfortunate selection of a random low value sample. Elements which occur in stream sediments in the form of discrete heavy minerals present two special problems in this regard. Since the element is concentrated into a few particles, the medium is extremely heterogeneous, which makes representative sampling impossible unless very large samples are taken, while the high specific gravity of such grains leads to their being concentrated in traps along the stream bed. Several ways of overcoming these difficulties have been suggested. Among these the "schlich" test, in which heavy material obtained by panning is taken for analysis is among the most popular. However, the results of the present study indicate that while this method improves the nature of the patterns obtained, they are still far from satisfactory. Alternative methods of sample preparation, including the taking of light material for analysis, appear to provide better answers to the problem. In the area studied this approach eliminated most of the "noise" associated with the data obtained by other methods, as well as giving an extended dispersion pattern.

The deep seafloor in Papua New Guinea's proposed Exclusive Economic Zone appears to be a gold-rich province in the same sense as the territory above sea level. Two significant sites with polymetallic massive sulphide deposits forming today are known on neovolcanic ridges in the Manus Basin. Their high precious metal contents have led to renewed interest in the issue of exploiting seafloor mineral deposits. The prospects of finding other, possibly larger deposits in the region appear substantial. This paper reviews current data on seafloor deposits in Papua New Guinea (PNG) and raises some issues relating to future commercial exploration and mining of the sea floor. One of the known PNG deposits could become a prime candidate for the trials needed to develop technology, establish costs, and minimise environmental impact.
