Responsible management of cyanide solutions and tailings on gold processing plants worldwide is an important aspect to these operations and is regulated via guidelines provided by the International Cyanide Management Code, an industry initiative designed to minimise cyanide risk to operators and the environment. Here we demonstrate the unprecedented causal relationships surrounding the saline (>14 000 mg/L total dissolved solids - TDS) and hypersaline (>50 000 mg/L TDS) cyanide solutions in gold plant tailings in the Central Goldfields of Western Australia, resulting in zero wildlife mortalities on three sites over the study period of almost one year. Wildlife interaction and ingestion is significantly lower than that experienced at other gold mine sites, with more rapid degradation of weak-acid dissociable (WAD) cyanide within the tailings storage facility (TSF). A rigorous chemical sampling using a novel æminimal accessÆ robotic sampler device and wildlife observation exercise was carried out at two hypersaline mine sites: Barrick Kanowna Belle (BKB) and Gold Fields St Ives (GSI) and one saline site, Barrick Granny Smith (BGS). The data was compared with available reported chemical sampling and wildlife observation data from a previously operational fresh water site (<2000 mg/L TDS) that had experienced wildlife mortalities, Case Study D (CSD). The comprehensive body of work, along with cyanide degradation test work carried out in the laboratory, was analysed via hypothesis development and testing, causation analysis and dynamic chemical modelling. The non-mortality effect on these sites appears to hold over a further four years of routine wildlife and cyanide monitoring by site personnel. This study has helped these three mine sites achieve and maintain full Compliance Cyanide Code status over a significant period while removing the need for operating the detoxification plants they would otherwise have required.CITATION:Adams, M D, Donato, D B, Schulz, R S, Smith, G B, Gibbons, T, Davies, S and Hillier, D, 2013. Computation is believed to be a powerful tool in scaling-up chemical processes and in designing materials, however, is being challenged by low predictability and limited scalability. This presentation will discuss the promising future of multi-scale computation in solving these two problems to realise the real-time simulation of industrial processes. Multi-scale structures are a common nature of most chemical systems and the meso-scale phenomena are believed to be the road blocks not only in improving the predictability of physical modeling but also in extending the scalability of computation. Focusing on the meso-scale phenomena, a series of research has been carried out at the Institute of Process Engineering, Chinese Academy of Sciences, for the past three decades. Starting with a simple idea of modeling the meso-scale clusters in gas-solid two phase flows, the so-called EMMS (Energy-Minimisation Multi-Scale) model was established. In verifying the stability condition of the model, the pseudo-particle approach was proposed to explore the micro-mechanisms in particle-fluid systems, and the strategy of the EMMS model was extended to other six different multi-phase systems, resulting in a unified conceptual formulation of multi-phase complex systems expressed by a multi-objective variational problem. In applying this model to different multi-phase systems and to industrial problems, it was recognised that the EMMS model defined a new paradigm of multi-scale computation by realising the structural similarity between software, hardware and the problems to be computed. This paradigm of computation was implemented on a multi-scale supercomputer with a capacity of 1.0 petaflops by integrating CPUs and GPUs (Graphic Processing Units), showing high efficiency and low cost. Running the EMMS model on this computer, the simulation of hydrodynamics of multi-phase systems can be speeded up very much, indicating a promising future of virtual reality of process engineering. The presentation will review this series of work, introduce successful applications in industries, and will be concluded by emphasising the critical importance of the meso-scale phenomena as the bridge between macro-dominants and micro-mechanisms. The increasing complexity of ore resources and recycled materials in the feed of pyrometallurgical processes present a technical challenge to the metallurgical engineers working on maximising the recovery of the valuable elements and minimising the environmental impact of the processes. To address this challenge, the availability of computational tools that can predict the mass and energy balance in complex systems is required. Then the accurate description of phase equilibria in the complex multicomponent systems describing the chemistry of the pyrometallurgical processes becomes critical for the correct implementation of the indicated tools and facing the outlined industrial challenges. In the present study the distribution of selected elements (Pb, Zn, Fe, As, Sn, Sb, Bi and Ni) between oxide liquid and metal in the ‘CuO0.5’-CaO-AlO1.5 system in equilibrium with Cu metal at 1400°C (liquidus of CaAl2O4) was experimentally studied using the equilibration and quenching technique followed by the electron probe X-ray microanalysis of the resulted samples. The study covered a wide range of effective p(O2) over the system from 10-11 to 10-3.5 (corresponding to formation of immiscible CuO0.5-rich slag). To avoid loss of volatile elements (Pb, Zn, As, Sn, Sb and Bi), a correlation between ‘CuO0.5’ in oxide liquid and p(O2) in open system was obtained first, followed by studying the volatile elements distribution in closed conditions (Al2O3 crucible sealed in SiO2 ampoule), where ‘CuO0.5’ concentration was used as a marker to evaluate the effective p(O2) over the system. The experimental results were then used for the optimisation of the thermodynamic model parameters of the system as part of the integrated experimental and self-consisting thermodynamic modelling research program of phase equilibria in the Cu-Pb-Zn-Fe-Ca-Si-Al-Mg-O-S-(As, Sn, Sb, Bi, Ag, Au, Ni, Cr, Co and Na) gas/oxide liquid/matte/speiss/metal/solids system.

Building and Maintaining Community Relationships   In mining terms, the town of Waihi is distinctive with the Martha mine situated right in the heart of the town. MarthaÆs central location and other mining activity nearby means there is an increased community focus on the happenings at the mine and the effects and impacts of mining. While WaihiÆs proximity to the mine is unique, all mines have a community context that they operate within.   Issues of proximity simply heighten awareness and emphasise the need for building and maintaining good community relationships. In the three years we have been working alongside the Waihi community, we have worked together with concerned and supportive residents, representatives of Newmont Waihi Gold and representatives of Hauraki District Council, to develop a collaborative framework for addressing the economic, social, environmental, cultural and spiritual wellbeing of the people of Waihi. This could not have occurred without the genuine commitment of all participants.   This collaborative focus has resulted in some tangible progress in Waihi which, in part, stems from people taking an interest in the town because the town is taking an interest in itself. As we have worked and learned within the process of building and maintaining a collaborative and sustainable community environment, we have tried to adhere to a philosophy and a set of basic principles. We believe that this approach, combined with a teachable skill set, helped to create the opportunity to develop a truly collaborative community environment which continues to grow. Our paper will describe this philosophy, these principles and the skill set that we have applied.   The application of the process in Waihi has resulted in a series of outcomes unique to Waihi. These outcomes include formation of the Waihi Community Vision committee, the Vision Waihi Trust and the subgroups set up to further the interests of particular groups, for the collective benefit of all the community.   Based on our experience of other situations, and on the way the Waihi process has developed, we believe that the identified principles and skills can be transported and used in other cultures and contexts. While the resultant outcomes may differ, the underlying principles will still apply. Progress will come from creating a sustainable environment within which the community (including residents, industry and regulatory authority) can determine its own internal relationships and the vibrant growing sense it has of itself.

For many years, in numerous settings, the need for a language-fair and culture-fair assessment test has been identified as a significant issue for employment and selection for training of remote indigenous community members. Pivotal to the successful implementation and application of such a test is for it to gain the acceptance and trust of the local indigenous communities as a fair assessment and for it to provide organisations with an accurate predictive tool. However, when western tests have been used with indigenous groups, inherent language and cultural bias have had a significant negative impact in terms of community acceptance. These have also affected the accuracy of performance predictability. The Queensland Test was developed to overcome these problems. Originally developed for use in Papua New Guinea, it reduced training failures by 20 per cent. Later refinements were made and it was used with Aboriginal Australians. Since 2002, assessment tests have been used by the Freeport mine in West Papua to support their recruitment, selection and training processes for the local indigenous community, the Seven Suku Tribes. The initial process included the application of standard æwesternÆ assessment tests, which did not provide valid selection predictions, with community members and elders describing these tests as unfair and the organisation being concerned that the results were not accurate. A trial of the Queensland Test was conducted and a high correlation was established between the performance of FreeportÆs current Seven Suku employees as assessed by their managers and their Queensland Test results. Based on the results of this pilot the Queensland Test was successfully implemented as the primary selection tool for potential employees from these local indigenous groups. The testing materials and method gained community trust and support, with tribal elders describing the Queensland Test as a fair and suitable selection tool for their community members. Such results have sparked an interest within the Australian Mining industry, with similar results being reported from a recent trial. The Queensland Test has been implemented at a major site in Queensland and is being investigated for use elsewhere.

Solid Energy New Zealand Limited owns and operates the Ohai coal field (Wairaki Coal Mining Licence, CML) in western Southland. The Morley Stream passes directly through the middle of the CML and has required diversion in the past to enable open cast mining to proceed. Solid Energy is evaluating two new open cast pits at Ohai. Commissioning these new pits would necessitate further diversion of the Morley Stream. One of these potential new mines is adjacent to an abandoned State Coal Mines (State Coal) pit and there is an opportunity to substantially rehabilitate this old pit as a corollary to the new mine and the stream diversion project.   Past Morley Stream diversions were undertaken by State Coal and so they predated the Resource Management Act 1991 and the degree of community environmental awareness and involvement that has become the norm these days. Not surprisingly the design and construction of the historic stream diversions was based purely upon mining (operational) and engineering considerations. This led to the stream being diverted in a manner that achieved the clinical conveyance of design volumes of water from points A and B.   Solid Energy realised that the proposed new diversions need to adopt more holistic and environmentally sustainable design principles while also including appropriate mining and engineering constraints. This project involved the design of a 1.7 km diversion of the Morley Stream (median flow of about 1000 litres/second) that would enable progressive prestripping and development of the new mines and would also address final rehabilitation (of the stream), geotechnical risks, hydrological and ecological issues. To address all of these factors the project required a multidisciplinary approach. Moreover, it required a clear understanding of how the mining operational constraints could be integrated with the environmental considerations. A significant aspect of the project was how to take account of fishery instream habitat needs, the resource consent requirements and most of all, the involvement of key stakeholders such as the Fish & Game Council, Department of Conservation, the Iwi and local community in the design process. This was achieved through coordinated consultation and stakeholder involvement in a technical design workshop.

Ok Tedi Mining Limited has recently completed the first phase of a trial to compare the performance of D26B Krebs cyclones in different configurations to the new Warman 650 mm CAVEX cyclones. From 1992, rougher flotation feed size has increased from the target d80 grind size of 150 ¦m with increasing SAG mill throughput. At high SAG mill throughput, operators have difficulty maintaining the target cyclone feed pressure and must increase the cyclone feed density, thus resulting in a coarsening of the cyclone split. Warman International have developed the CAVEX high capacity cyclone. The new CAVEX cyclones, when compared to the Krebs units appear to:produce a measurable increase in volumetric flow for the same pressure drop; maintain or decrease the proportion of coarse particles reporting to overflow; and lower the overflow density. In all plant trials to-date, the CAVEX cyclones appear to be superior to the standard Ok Tedi Krebs cyclones. Further testwork is planned to evaluate modified Krebs cyclones (with recent design improvements) against the CAVEX cyclones.

The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

Ridgeway Gold Mine is part of Cadia Valley Operations which is wholly owned and managed by Newcrest Mining Limited. It is an underground sublevel cave (SLC) operation mining approximately 5 Mt per annum. Ore control systems at Ridgeway have been designed to deliver gold and copper metal production through focussing on the ore characteristics that impact on mine and mill performance and ultimately metal delivery. This is achieved using data collection and management systems which allow data to be collected digitally with æat captureÆ validation routines. These data form the basis for forecasting and on-going systems analysis which aim to accurately assess local in situ and drawn ore characteristics. Physical attributes of ore such as draw characteristics, brow conditions, visual grade estimates and draw point sampling are routinely recorded. Ore tracking and accounting systems monitor gold and copper grades, copper mineralogy, host lithology and ore sizing. These factors have material impacts on concentrator throughput and metal recovery. Draw point recovered grades are routinely reconciled back to design data to monitor and assess draw performance. Statistical variance controls are also employed to analyse mine and plant performance and guide actions.

Air quality is a big topic of discussion in regional mining communities as well as urban environments situated close to port terminals handling bulk solids. Community perception of poor air quality can significantly affect the reputation of the mining operation and handling facilities. Dust monitoring for regulatory compliance relies on using a handful of accurate but very expensive sensors, usually situated at the boundary, relatively far from the activities that generate the airborne dust. These reference monitors measure dust leaving the site but dust mitigation and management on-site largely relies on operator judgement. At a fraction of the cost, small wireless solar powered units can be used to supplement reference monitors in real-time. Due to their compact nature, portability and low price, these units can be implemented on a mass scale to increase spatial resolution of dust measurements and, more importantly, in much closer proximity to both the dust generating activity and the sources of dust. This can provide valuable insights into the origins and timing of dust generation thus producing datadriven decision-making while minimising subjectivity. Similarly, light detection and ranging (LiDAR) is another supplemental technology that can be used to increase the spatial resolution of dust measurements in near real-time, however, the cost of commercial systems even exceeds that of regulatory monitors. LiDAR also presents difficulties in quantifying dust plume concentrations. This study presents learnings of implementing both technologies for dust emissions management. Several low-cost sensor units and a fast-scanning custom-built 3D LiDAR system operating at a range of 1.5 km with a resolution of 1.5 m were deployed on a surface mine to monitor dust emissions from different activities. The project explores the use of real-time sensor data to quantify LiDAR measurements in parallel with integration into mine planning. The approach can assist in prioritising dust mitigation activities thereby reducing instances of emissions exceedance and minimising water use through databased and targeted application. Demonstrated is an opportunity for a step-change in industry best practice as well as commercialisation and operationalisation of the method across different industries, including future mineral extraction.

Grade control is a process of maximising value and reducing risk, through the delivery of quality tonnes to the mill via the accurate definition of ore and waste. It essentially comprises data collection, integration and interpretation; local resource estimation; stope design; supervision of mining and stockpile management. The foundation of all grade control programs should be that of geological understanding led by high-quality mapping and sampling to drive appropriate estimation strategies and mining. Gold veins show various complex features relating to erratic grade distribution (nugget effect), variable geometry and internal architecture. These include variations in dip, strike and width, late-stage faulting/shearing effects and geometallurgy. Such variations generally require close geological understanding to ensure optimum grade, minimal dilution and maximum mining recovery. A well designed grade control program will prove to management and stakeholders that by applying geological knowledge, the mining process can be more efficient and cost effective. This paper reviews the issues of grade control in underground gold mines and focuses on integrated mapping and sampling through three case studies.

Permeability and fluid pathways in fracture-controlled hydrothermal systems are governed by a dynamic competition between permeability-creation processes and permeability-destruction processes. Permeability evolution is coupled with the evolution of fluid pressure and stress states. Key permeability-creation processes are micro-scale to macroscopic fracture growth, and the generation of damage zones during co-seismic slip on faults or aseismic creep on faults and shear zones. The competing permeability-destruction processes include crack-healing and sealing, compaction and pore cementation. High rates of permeability destruction in hydrothermal systems require ongoing permeability enhancement to sustain high fluid fluxes and ore genesis.   In aseismic regimes, competition between permeability-creation processes and permeability-destruction processes can lead to continuous flow in deep level hydrothermal systems. However, in seismogenic regimes, rapid co-seismic permeability-enhancement is followed by progressive permeability-destruction in the intervening interseismic periods, and leads to episodic flow. The results of high pressure experiments are used to illustrate how pore fluid factors and stress states are dynamically coupled with permeability evolution in hydrothermal regimes. Particularly in the seismogenic mid- to upper crust, large changes in permeability during the seismic cycle govern relative rates of change of fluid pressure around active faults and shear zones. Rapid, post-seismic recovery of pore fluid pressures, relative to rates of shear stress recovery, leads to growth of hydrofracture networks prior to successive fault rupture events.   Pre-rupture hydrofracture networks do not develop where post-rupture fluid pressure recovery is modest relative shear stress recovery. At elevated temperatures, low rates of pore fluid pressure recovery relative to shear stress recovery promote ductile shear failure and grain-scale permeability enhancement within shear zones prior to rupture events.   The influence of pore fluid pressure cycling, shear stress cycling, and deformation processes in controlling the evolution of permeability, flow localisation, and flow anisotropy at the deposit scale are illustrated for mesothermal and epithermal lode gold systems.

Northparkes Mines is located 27 km northwest of Parkes in central west New South Wales. The E26 deposit is the largest of all defined to-date in the area, containing over 50 per cent of Northparkes' resources and reserves. The combination of orebody geometry and geotechnical characteristics provide ideal conditions for the block cave method of mining of the first lift of the E26 deposit. Although this method of underground mining has been used for decades in other countries, E26 is the first example of its use in Australia. Copper-gold mineralisation at Northparkes is related to quartz monzonite porphyries that have intruded coeval Ordovician volcanics. Sulphide mineralisation (dominantly bornite and chalcopyrite) occurs principally within quartz veins associated with the porphyry intrusions. Veining and mineralisation occurs within both the porphyries and volcanics. To optimise the recovery of a resource within a block cave mine, a good understanding of the rock mass and ore flow characteristics is essential. These have a significant effect on the fragmentation size and range and on parameters such as the drawzone spacing, height of interaction zone and dilution entry. As ore within a cave column moves and mixes when material is extracted from below and beside it, the total reserve extracted is unique for a particular draw strategy/production history. Until recently, reserve estimates and production schedules were based on the application of a uniform dilution factor to the tabulated resource. However, given the complicated flow and mixing within the cave column, such a simplistic approach can produce erroneous results. Northparkes Mines purchased and sponsored the upgrading of a commercially available software package specifically developed for modelling removal of resource blocks under caving conditions. This Gemcom software package, PC-BC, has been used for mine planning, reserve reporting and production scheduling. Blocks within it resource block model are converted into a mineable reserve taking into account mixing and dilution during depletion of drawcolumns (by horizontal and vertical redistribution of insitu tonnage and metal). As PC-BC gives individual drawpoint reserves, it can be used during the planning stage to determine whether or not a drawpoint is economic. For E26 Lift I an optimal layout containing 130 drawpoints has been developed based on a nominal 14 m x 14 m drawpoint spacing and a 0.8 per cent equivalent copper (eCu) cut-off grade. Annual production schedules for the depletion of material above this layout are based on: I higher tonnage removal from higher grade drawpoints in the early years of production; and 2 drawpoint production rates proportional to the total tonnage of orr remaining in the drawcolumn up to the optimal height of draw tier subsequent years. The reserve is tabulated from the combined annual production schedules over the life of the lift. The pre-mining reserve for Lift I of E26 is 26.6 Mt at 1.43 per cent copper and 0.39 g/t gold, of which approximately 23.4 Mt will be extracted under caving conditions. By scaling down the annual production schedule, weekly drawpoint tonnage calls can be given for short-tern production scheduling.

I have headed this paper with a question and for the impatient among you ûthe answer is no we have not run out of developments but, and it is a big æbutÆ, we need to be innovative and ahead of the game or ænoÆ will be æyesÆ before we know it.Why do I believe that our future lies in innovation? Thirty years ago, knowledge doubled every 14 years. It is now doubling every seven years. In 1965, Gordon Moore, one of the founders of the chip maker Intel, made an observation that growth in memory chip performance is doubled every 18 months which became known as MooreÆs Law. Now there is fibre law, where the transmission line capacity doubles every nine months and storage capacity, under disc law, doubles every 12 months. What does this mean? Well, firstly there is a massive rise in information flow and availability with no limits in growth for at least the next ten years. Secondly, unlike our grandfathers, we are most unlikely to be employed by the same firm for our working career - we may not even have the choice to stay with the same company. In a phenomenon Richard Foster and Sarah Kaplan (2001), borrowing from Schumpeter, termed æcreative destructionÆ, companies are unable to sustain market-beating levels of performance for more than ten to 15 years. In the 1920s the turnover rate of companies in the United States was 1.5 per cent, so a company could employ almost three generations from the one family. A company had a half life of 60 years. In other words, you could well be in the same working environment as your grandparents. Today the churn rate is estimated to be eight to ten per cent. A company has a half life of five to six years. So for large companies, as an employer or employee or as a contractor, your working environment has a 50 per cent chance of changing in five years. Innovation is the driver of this rapid rate of change. Innovation is not for the faint hearted (Cutler, 2001) but it is the core for success in the global economy. The rate of change in our world is not going to decrease. We must learn, not only to manage change, but to enjoy the process of changing û to ride the tsunami of the knowledge economy.

Garnierite mineralogy in saprolitic ore of the Goro lateritic nickel deposit, New Caledonia , was investigated using X-ray diffraction (XRD), optical and scanning electron microscopy (SEM) and electron microprobe (EMP) analyses. These conspicuously, green-coloured phases occur either as submillimetre to centimetresized veins or as æbookletsÆ arranged in, macroscopic (subcentimetre sized), accordionlike structures supported in an undifferentiated matrix of mixed ÿ7+ and ÿ10+ phases. Within the veins, nickel for Mg solid solution increased from ten wt per cent NiO at the edge to 34 wt per cent NiO at the core, with vein edges comprising Ni-kerolite with <1.5 Ni per formula unit (pfu) grading to pimelite containing >1.5 Ni pfu at vein cores. The æbookletsÆ comprised nTpouite of formula, (Mg0.67Ni1.59Fe3+0.05)(Si2.17Al0.22)O5(OH)4 and averaged 30 per cent NiO. SEM element mapping highlighted the distribution and mineralogical association of Ni and Mg and emphasised the inverse relationship between Ni and Mg at the macroscopic (thin-section) scale. Project Sustainability Assessment - Matching Method to Enterprise Size Sustainable development requires managing natural resources, including minerals, in a way that is conducive to long-term wealth creation and the maintenance of capital (natural, social, human, economic and physical). One aspect of the minerals sustainability discussion focuses on replacing depleted mineral capital with other forms of capital so as to ensure that the contribution of a mineral project is net positive over its life. Another, equally important, aspect focuses on selection of projects and technologies that contribute to the achievement of a variety of sustainability objectives, such as environmental protection, efficient use of resources, water and energy, worker health and safety, and the equitable distribution of risks and benefits within and across generations. Technical feasibility and relative economic performance remain necessary decision criteria for mineral investment decisions, but they are no longer sufficient. Enterprises, regardless of size, are now confronted with the challenge of comparing investment alternatives based on a new, broader set of criteria. The field of integrated sustainability assessment (ISA) emerged in response to this changed social and business environment. ISA is a structured process for examining the economic, social and environmental impacts of a project or technology. The purpose of an assessment can be broad, a strategic review of corporate behavior for example, or quite narrow, input to a specific decision process such as the selection of a piece of equipment. There are numerous methods and analytical tools available to conduct ISAs and selection of the most appropriate for a given situation will depend upon temporal focus (retrospective to prospective), decision context (strategic, tactical or operational), and phase of the assessment process (problem structuring, analysis, resolution, ex post review), among others. Selection also depends upon enterprise size and the attendant availability of financial and human resources. Large multi-national firms often undertake complex, data intensive sustainability assessments, in part because the projects they are involved in are multi-faceted, long term, and require significant financial investments. Small and medium sized enterprises are seldom able to commit the same level of resources to an ISA, and if the projects they undertake are less complicated, a time consuming and detailed assessment may be unnecessary. Regardless of enterprise size, the tangible and reputational benefits of conducting as ISA must exceed the actual monetary cost of doing so. This presentation will provide an overview of available ISA tools, categorising them in terms of their data requirements, methodology, outputs and applicability in various decisions contexts. Distinction will be drawn between situations where reasonable approximations of project impacts can be expected to provide an adequate amount of information and those for which more detailed analysis is essential. Finally, ISA strategies that have been successful and cost effective at different scales of business enterprise will be identified. This is an abstract only. Over the last decade (2005–2014), a total of 439 significant deposits of gold and base metals were found in the world. Twenty (or 4.6 per cent) of these deposits were in the Pacific/South-East Asia (Pacific/SE Asia) region. In terms of contained metal, the region accounted for 1.6 per cent of gold and 13.8 per cent of copper found in the world. With regard to nickel and zinc/lead, the region’s contributions were insignificant.Over the same period, the Pacific/SE Asia region accounted for 6.6 per cent and 12.6 per cent of all gold and copper exploration expenditures in the world respectively. After adjusting for by-product credits, unreported discoveries and likely growth in resource, the unit discovery cost for the region was US$199/oz (compared to a world average of US$50/oz). For comparison, the unit discovery costs for the previous decade were US$55/oz and US$25/oz respectively. The region’s unit discovery cost for copper was US$0.036/lb (versus a world average of US$0.040). For comparison, the unit discovery costs for the previous decade were US$0.026/lb and US$0.008/lb Cu respectively.The region’s mediocre discovery performance doesn’t reflect its distribution of known mineralisation. Some countries within the region have a very good endowment per square kilometre.It is noted that the intensity of exploration (and resulting success) would be boosted if governments provided a more mining- and investment-friendly business environment and generated better precompetitive geological data sets (to identify new exploration targets and boost the country’s perceived mineral prospectivity). A multivariable regression analysis of a decade of data from the Fraser Institute’s mining company surveys found that a ten point increase in the Policy Perception Index or a 0.1 point increase in the Mineral Potential Index could boost (in the short term) exploration expenditures by 1.9 per cent and 2.7 per cent respectively. The iron ore mining district of Labrador West and adjacent Quebec is Canada's largest iron ore producer with almost 50 years of production. The area is currently experiencing a period of renewed activity not seen in decades that includes new mine development, mine expansion and exploration for new iron ore resources. All of the past and present production and exploration programs in the district are centred on the Lower Proterozoic Superior-type iron formations of the Knob Lake Group, located within the Grenville tectonic province of the Canadian Shield. The Knob Lake Group is a continental margin sedimentary sequence which was deformed and subjected to greenschist to upper amphibolite facies metamorphism during the Grenville orogeny. Regional deformation and metamorphism plays a key role in making the iron formation of the Knob Lake Group economic. The distribution of orebodies in the district is controlled by superimposed F1/F2 synclines which causes thickening of the iron formation through repetition. Ore mineralogy consists of specular haematite, magnetite and locally martite with quartz as the major gangue mineral. Regional metamorphism has caused an increase in grain size of the ore minerals making it more amenable to concentrating and pelletising. Altius has been active in Labrador West since 2003 and is now the second largest licence holder in the district with several iron ore exploration projects. The Kamistiatusset project is located in the heart of the region's transportation, power and mining infrastructure. The property has seen limited previous exploration, but covers several significant iron ore prospects. Work by Altius includes a helicopter-borne magnetic survey, ground magnetic and gravity surveys, geological mapping, sampling and 6000 m of diamond core drilling all of which confirm both a favourable geologic setting and ore mineralogy.

The Crown Minerals Act provides a new+framework for the management of Crown owned minerals and requires that regard be had for the principles of the Treaty of Waitangi. The Act requires the preparation of Minerals Programmes to achieve the Act's objectives of efficient allocation of rights and the recovery of a fair financial return on its minerals. Efficient allocation requires that a permit is allocated to the party which values it most highly. A fair financial return to the Crown must be considered in the context of the economic rent available from individual mineral projects, with the proviso that a nil return to the Crown as the owner of the resource will not be considered a fair return from the community's perspective.
