The NZ Minerals Industry Association has continued to advance the interests of the minerals sector through leading the establishment of a Minerals Industry Advisory Committee, and the preparation of a technology strategy with funding assistance from the Foundation for Research, Science and Technology. The current moves mirror those of more than 30 years ago when a government initiative led to a resurgence of exploration through amending the mining legislation, redirecting Government research priorities and tax changes. The economic and political and commercial environment in 2001 is very different from that of the 1960s and success of these new initiatives depends on the continuing support and involvement of all sectors of the minerals industry, and building an improved relationship with the Government and the public.

The extra information brought by further drilling may seem necessary to achieve control over block grades if elementary estimation techniques are used. However a geostatistical study of an Australian deposit shows that better estimation techniques at the end of the first drilling campaign are sufficient to achieve required control.Subsequent drilling would be essentially wasteful.

Underground equipment owners and users in order to compete and succeed in being viable business propositions must continually balance costs with productivity. By reducing their hourly ownership, operation and maintenance costs and increasing their hourly production, the cost per unit of material mined will be optimized.

B. P. Thomson (South Aust. Dept. of Mines): Dr. A. B. Edwards presents in the published discussion on the above paper, his interpretation of the dolerite dyke-lode relationship as a major objection to the syngenetic origin for Broken Hill ore bodies to which Mr. Condon subscribes.Dr. Edwards claims that the dyke-lode relationships indicate clearly that the Broken Hill orebody was formed after the folding and regional metamorphism of the Willyama Series. Field evidence compels m:e to join with H. F. King (1958), in finding this conclusion unacceptable-as follows:(1) Broken Hill type mineralization, as defined by King and Thomson (1953), is clearly confined by the regional sillimanite isograd and does not extend into the lower temperature almandine and biotite zones as does the Thackaringa type mineralization.(2) In the Corruga area the writer has mapped a dolerite dyke apparently cutting a conformable quartz gahnite lode of the Broken Hill type (see Edwards 1958, p. 12).(3) At the Champion mine a similar lode is cut by a fine grained granite dyke.An alternative history of the dolerite dykes to that given by Stillwell & Edwards (1956, p. 26) appears possible. It has been suggested by the writer in an unpublished thesis, (Thomson 1955, p. 30), that the pyroxenite and serpentine plugs and dolerite dykes are rheomorphic end-products of a complex regional metamorphic and metasomatic process involving the formation of amphibolite and pegmatite. The analogy in composition between the dolerite and normal amphibolite is close (see Edwards 1958, Fig. 1, p. 22).

The additional information that Clarke and Taylor (1982) provide about the important but poorly documented Ardlethan deposit is, of course, very welcome. However their contention that structural considerations, in conjunction with petrology, alter the interpretation of the mineralogical and geochemical data presented previously (Scott, 1981) is not accompanied by adequate supporting evidence. Indeed characteristics of the orebodies studied invalidate their arguments.Heterogeneity between matrix and fragments is not a problem in the South Cherry and Ardwest orebodies because most samples are comprised entirely of interlocking hydrothermal assemblages with a fabric and mineralogy that is uniform through both former breccia fragments and matrix. In hand specimen, the rock superficially resembles altered granite and, as indicated by Clarke and Taylor (1982), a brecciated texture is difficult to discern. In thin section, relict brecciated textures can be observed as localized changes in the grainsize or in the distribution of minerals that outline former breccia fragments (P. J. Eadington, 1982, personal communication).Because of the intense brecciation and comminution of rocks (fragments < 10 mm are usual) in the South Cherry and Ardwest breccia bodies, hydrothermal recrystallization was complete, resulting in homogenization of fragments and matrix. Furthermore, the amount of sample analysed (-100 g for drill core and 2-3 kg for hand specimens) is sufficiently large to be representative of both former breccia fragments and matrix. The Carpathia and Stackpool orebodies, with their abundance of sedimentary fragments, have alteration superimposed on a heterogeneous fabric, and were not studied. Thus the problems of differentiating between fragments and matrix (Clarke and Taylor, 1982) are irrelevant to the particular orebodies described in my paper.Within the alteration halo, which is several hundred metres wide (Paterson, 1976), the very uniformity of the alteration assemblages implies that subsequent, postmineralization brecciation is of only minor significance.Indeed tourmaline pipes in the Ardwest pit are less than several metres across (Clarke, 1979) and produce minimal alteration in the surrounding rocks. Therefore the interpretation of the mineralogical zonation is not compromised by the recognition of several periods of brecciation.

The petrology and age of mid Cretaceous to Palaeogene marine volcanics may provide important clues to the palaeogeography of the period, particularly for tectonic elements and events outboard of the Papuan Basin. This initial survey of known marine volcanics of this age reveals a paucity of reliable data on isotopic ages, geochemistry and syngenetic mineralisation on virtually all units. Existing data allows a tentative subdivision of known marine volcanics into either MORB-like early Palaeogene rifts/ marginal basins, early Palaeogene ensimatic arc rocks overlying ?Late Cretaceous and Palaeogene fore-arc/marginal basin crust, late Palaeogene ensimatic arc rocks, and mid to Late Cretaceous ensialic rift rocks. Due to lack of data, some units are difficult to classify into these categories.

A rainfall simulator was developed to assist with hydrogeomorphic research into the stability of engineered landforms associated with rehabilitated uranium mines in the Top End of Australia. It can be used in rough terrain with slope gradients up to 30o. The rainfall simulator is modular, utilises upward jetting nozzles, has a multiple head arrangement and is capable of delivering rainfall intensities between 60 and 300 mmh-1 over areas up to 1000 m2 and could be easily modified for larger areas. Rainfall uniformity is commonly in excess of 80 per cent and the kinetic energy approaches that of natural rainfall (The modular design utilises an equilateral triangular array of rainfall stands, constructed from galvanised steel water pipes and flexible plastic hoses. Total construction costs are low. The water supply reservoir is mobile and easily constructed. An example of its use at Ranger Uranium Mine, investigating the effect of cover on rainsplash and rainwash dominated processes shows that vegetation cover is likely to reduce the erosion rate by these processes by at least four times below that experienced on bare areas.

When conducting gold leach tests on free milling gold ores which method is the best, bottle rolls or the stirred beaker test? Recently, a client requested that gold leach tests be conducted using the stirred beaker methodology. When asked why, because the laboratory was set up to conduct tests using the bottle rolls technique the reply was that the stirred beaker leach test would replicate the plant more closely. Not wishing to upset the client, the instructions were followed. However, the opportunity was taken to complete additional tests so that the two leach procedures could be compared. Further, this comparison was completed on two different gold ores as well as a number of different grinding media types.This paper provides a description of the two laboratory techniques employed, and presents the results of these parallel tests. Interestingly, the assertion that the stirred beaker methodology more closely replicated plant performance was not validated. In fact, the results obtained using this procedure were noticeably different from those observed in the plant, with lower recoveries and significantly higher cyanide consumptions. The bottle rolls test however more adequately replicated plant performance in terms of recovery and cyanide consumption. The Epithermal and Mesothermal Gold Prospectivity modelling projects carried out by Crown Minerals provided explorers in New Zealand with a new compilation of historical exploration data combined with new geological information from the GNS QMap 1:250,000 scale mapping project. These data were used to produce predictive mineral potential maps for gold mineralisation in New Zealand. The aim of these projects, to stimulate mineral exploration and investment in exploration, has been successful with eight new companies acquiring new tenement positions and committing significant exploration expenditure to exploring in New Zealand in the coming years. The projects were done at a national scale and consequently not all exploration data were compiled into the prospectivity models. Several of the new companies recognised the value of the prospectivity modelling work and committed exploration funds to continue the modelling process. They recognised a need to compile the remaining data and run the models again to allow detailed exploration targeting. Detailed data compilations including digitising historic exploration stream sediment sample, rock chip sample, soil sample and drilling data has been completed. New models have been completed in Otago for mesothermal gold mineralisation and in the Coromandel and Northland for epithermal gold. The new models have been compared with the original regional scale models and used to target prospect scale exploration. This work has allowed exploration models for epithermal and mesothermal mineralisation in New Zealand to be refined. More importantly this work has identified significant areas with potential to host gold mineralisation with little or no systematic geochemical data including soil sampling or drilling. Exploration work programs have been designed to acquire these missing data and exploration funds have now been committed to test the areas highlighted by the prospectivity modelling. In summary, the Epithermal and Mesothermal Gold Prospectivity modelling work has successfully attracted new investment and ideas to the exploration scene in New Zealand. The projects had an estimated cost of NA$250 000 and will in the next two years, just through exploration expenditure, attract more than NZ$10 M in investment. If a mine is discovered the return on investment will be considerably greater.

Namakwa Sands, a heavy minerals beneficiation business situated along the west coast of South Africa, is a major producer of titanium slag, pig iron, ceramics quality zircon and rutile concentrate to the international export market. The bulk of the economic mineralisation, which includes zircon, rutile, ilmenite and leucoxene is hosted by a late Cainozoic aeolian succession overlying remnant palaeo-strandline sediments. Relatively younger duricrust layers that cement a significant part of the generally unconsolidated ore compounds the challenging processing character of the primary mineralogy. The complex nature and hardness of the duricrust ore influence their mineability negatively, and can potentially destabilise downstream ore preparation processes. Effectively, up to ten per cent of the entire mineral resource is sterilised as the present infrastructure is not geared to treat the hard-mineralised ore. The metallurgical performance of the primary processing stage, which entails wet density separation, is strongly a function of the quality of the heavy mineral assemblage, liberation state of the economic minerals and slimes content. Elevated concentrations of garnet, a gangue contaminant exhibiting similar physical characteristics as the economic minerals, subtract substantially from the recovery performance of the secondary concentration process, which comprises mainly wet magnetic separation. By contrast, the intrinsic mineral purity of the economic fraction governs its successful recovery to saleable products as stringent product quality specifications apply. Improved mine planning through geometallurgical enhancement of the existing mineral resource model is envisaged to benefit the entire Namakwa SandsÆ mineral beneficiation chain, ultimately aiming to optimise mineral resource utilisation.

At its most basic level, minerals project management may be broken down into a series of logical chronological phases, described in this paper as: exploration, discovery; scoping and pre-feasibility; feasibility and approval; project financing and commissioning; operation; expansion and closure. Each phase has its own peculiarities and challenges, any one of which can potentially upset the forward progress of a minerals project.Reference is made to each of these project phases based on the authorÆs many years of first-hand experience, in an attempt to identify issues within the project management spectrum where additional caution may be warranted. Left un-addressed, these issues can cause undue delays in the project timeline, ultimately delaying approval at significant project cost.Finally, reference is made to the Mine ManagerÆs Handbook recently published by the AusIMM which is an excellent project management resource, considered to be very relevant for minerals treatment plant managers, whether the context be constructing, operating, expanding or shutting down.CITATION:Dunlop, J S, 2013. The Coal Resources Survey commenced in 1974 as a search for Huntly Power Station coal, but soon developed into the most detailed regional coal search programme to be instituted in New Zealand. The program was initially conceived as geological in nature, but later included geotechnical, geohydrological, mining assessment, coal use, and environmental considerations in its investigations. The programme never undertook development work but has provided Government and the private sector with a sound basis for identifying development options. The discovery of large-scale coal resources in the Mokau, Waikato, and Taranaki regions and the lignite resources of Otago and Southland are a measure of the Survey's success. The directive by Government to phase out the NZCRS to a large extent coincides with the completion stage of the program. With most of the detailed regional study finished, it now remains to collate the data and publish summary reports at Coalfield and Coal Region level, in order to maximise the use and value of the data collected over the years.

Application of the Anaconda Simplified Work Index for Multiple Test Sizes Vale uses Bond Work Index measurements extensively in a number of applications. The Bond Work Index is usually a good parameter for checking scale up procedures when sizing ball mills, as well as the basis for variability analysis whenever drill core data is available. It is typical to measure between 100 and 150 Bond Work Indexes, depending on the deposit characteristics. The Bond procedure is relatively complex and time costly. It also requires relatively large amounts of sample, which are very expensive to be obtained. The benefits of the Anaconda simplified procedure are: considerably smaller sample requirements and laboratory time. This makes it very much attractive at Vale's development centre, including geometallurgical mapping, operation efficiency control, mine to mill, etc. The Anaconda simplified procedure was implemented and evaluated at Vale's Development Centre using a number of ores and several samples of each ore totalling more than 190 measurements. The Anaconda simplified method was calibrated for several test sieves and a correlation for any test size was determined for Vale's test mill. The calibration was also extended for two sample top sizes. The relative error of the simplified procedure was found to be in the range of nine per cent which is within the expected error Bond standard procedure. The implementation of the Anaconda method at Vale's development center has been used with great success over the past years in several green field, brown field projects and operating plants.

Luossavaara-Kiirunavaara AB (LKAB) operates one iron ore mine, three concentration plants and three pelletising plants in Kiruna, Sweden. The current methods of separation at the beneficiation plants are low intensity magnetic separation (LIMS) and reverse apatite flotation, where the wet LIMS stage is regarded as the crucial part of silica separation from the ore. Because future silica levels are expected to increase in the incoming material to the beneficiation plants, geometallurgy has become an important area of development and research.A laboratory-scale methodology was developed for the systematic characterisation of the ore for mineral processing, with the focus on the high silica ore type B2 and newly discovered subtypes. This methodology combines mineralogical, geochemical and process mineralogical characteristics. Automated mineralogy (QEMSCAN®) is used to study the modal mineralogy, the distribution of silicate minerals in different particle size classes after comminution, the deportment of silicon (Si) between various silicates and the degree of liberation and intergrowth of magnetite and silicates. An essential stage in the systematic characterisation of the ore deposit for mineral processing is the estimation and simulation of different parameters from the laboratory scale to the full scale at the concentration plants. This is achieved by using empirical models based on the data collected at the mineral processing plants. As the first step to implement the geometallurgical information, the current geological model is reconstructed with the mineralogy and the two, newly defined subtypes of high silica ore type B2 are separated into different domains.To study the reduction of the SiO2 content in the magnetite concentrate, a large-scale reverse cationic silicate flotation laboratory test program was initiated in early spring 2016. This program investigated potential silicate flotation in the beneficiation plants at the Kiirunavaara site. The second target is to implant mineral processing parameters into the block model based on the new geological model. This information provides a good basis for making a prognosis for mine planning and a quality prognosis regarding the crude ore for mineral processing.CITATION:Niiranen, K, 2017. The Resource Management Act 1991 (RMA) and the Crown Minerals Act 1991 (CMA) both came into force on 1 October 1991. The purpose behind RMA was to integrate the existing laws dealing with town and country planning, land subdivision, water and soil, minerals and energy resources, coastal management, air pollution and noise control into one omnibus Act. Originally, there was a section in RMA dealing with minerals. However, this section was taken out of RMA and a companion piece of legislation - namely CMA - was passed with RMA.

A Peer Review Panel for the Golden Cross Mine in the upperWaitekauri Valley, Coromandel was initiated in December 1989, before mining, as a requirement of the conditions of the Mining Licence and Water Rights. The panel's function is as a technical audit and advisory team - to provide independent technical review of design, construction, and execution of mining operations, slope remediation works, and reclamation/mine closure activities. The primary role of the panel is to act in the public interest by providing assurance to regulating authorities that the design and application of on-site mining operations accords with 'good industry practice'. Panellists are not involved in design nor as advisers, although until 1997 when explicit terms of reference were written, the panellists were a sounding board for some operational proposals. The panel functions to ensure that best mining industry technical standards are met. The costs of the peer review process are met by the mining company. Review of mining operations includes environmental matters such as land rehabilitation and water quality. The focus of this paper is on the process of peer review for environmental management factors rather than for structural and mine engineering.

The minerals industry is facing a productivity and investment crisis. The ‘Millennium Super Cycle’ from 2003–2011 was an unprecedented period of growth and investment resulting in increased throughput and development of lower grade resources to meet demand. During the boom quantity became more important than quality with throughput the key metric. This was accompanied by a general trend of decreasing feed grades across all commodities that was offset with higher production volumes.Current industry perception is that feed grade depletion is an unavoidable consequence of ore deposit geology and mass mining technologies for increasingly mature mining operations. In typical crush-grind-float operations value recovery only takes place at ~1–200 micron particle size during flotation, ie 3–4 orders of magnitude size reduction compared to primary feed. For increasingly low-grade deposits the cost of energy and capital intensity required to process and reject low value material at micron scale drives poor productivity. An alternative is to deploy a range of coarse (~10–100 mm) separation and rejection technologies. Grade Engineering® is an integrated approach to coarse rejection that matches a suite of separation technologies to ore specific characteristics and compares the net value of rejecting low value components in current feed streams to existing mine plans.Coarse rejection can be used on size distributions ranging from run-of-mine (ROM) to semi-autogenous grinding (SAG) discharge. Grade Engineering® is based on five rock based ‘levers’ linked to combinations of screening, sensor-based sorting and heavy media separation. These involve exploitation of preferential grade deportment to specific size fractions during breakage: differential blasting to condition grade by size at bench scale; sensor based sorting at truck and conveyor scale; and differential particle density.Grade Engineering® is being developed and implemented by a consortium of over 30 mining companies, equipment suppliers and research organisations. Emerging results from collaborative site activities demonstrate potential for generating significant value, which can reverse the trend of declining productivity due to feed grade depletion.CITATION:Walters, S G, 2017. The development of a resource project inevitably requires the investigation of a vast range of issues across most engineering disciplines û mining, metallurgical, chemical, civil, electrical, mechanical and environmental û as well as the geosciences. It is also a characteristic feature of the resource industry that no two orebodies û and hence no two development projects û are the same. So these technical issues have to be addressed to a greater or lesser extent in evaluating any resource projectÆs development potential. Not surprisingly then, technical issues tend to predominate when assessing the development potential of a project in the process typically referred to as ædoing a feasibility studyÆ. But the principal purpose of a æfeasibility studyÆ is to determine whether a development opportunity makes good business sense, not just whether it is technically possible. Resolution of technical issues is often seen as the primary focus of a feasibility study, whereas in reality, these technical issues are the basis upon which an asset delivery and business plan is built. This is not to say that technical issues are unimportant û they are a prerequisite to the demonstration of a projectÆs viability. The feasibility study process must therefore demonstrate that not only have the technical issues been satisfactorily addressed, but also that the broader commercial, economic and social issues have been considered in the development of a comprehensive business plan, which includes an assessment of the risk-reward profile of the proposed development. This paper will present a framework for the conduct of æfeasibility studiesÆ and provide guidance to minimum standards and best practice.

An oxide ore heap (80,000 ton assaying 2 per cent copper) and a sulphide ore heap (300,000 ton assaying 1·7 per cent copper) are being leached in series in a closed circuit system. The ore is friable and weatherseasily giving severe percolation problems. These were eased by applying liquors at 235 gal/min to trenches 2 ft wide and 6 ft deep along the full length of the heaps.Cementation recovery was improved from 20 per cent to over 80 per cent by regular intermittent agitation of the iron using a back hoe unit.Liquor pH is controlled by acid addition, and iron content is controlled by a bleed-off set according to predictions made from a pH-Eh diagram drawn for the liquor components. These controls, together with acyclic wetting and draining procedure, have raised production from 6 ton/week to 10 tdn/week of 80 per cent copper.
