In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a 'deadweight loss' to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of 'deadweight loss'; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.

Experiments were conducted to access the feasibility of removing zinc from lead slag by sulfation or chlorination or both. Gaseous sulfation with sulfur dioxide and oxygen released only 50 per cent of zinc even under the most severe conditions. Sulfation with concentrated sulfuric acid by a fast-leach process released 95 per cent of zinc while pug-roasting released a maximum of 78 per cent of zinc. Chloridization with NaCl in the presence of sulfating gas released 50 per cent of zinc, while direct chlorination with chlorine gas and oxygen released 85 per cent of zinc and 100 per cent of lead in a chloride condensate containing little impurities.

Automation in underground mining enhances safety and leads to economic efficiency. In the past many efforts have been made on the automation of longwall shearer operation. With respect to the ultimate goal of automation, ie self controlled operation, coal bed boundary detection is one of the key problems. For longwall human labor is necessary in order to detect the exact position of the coal seam to be excavated. The authors present a sensor concept based on infrared technology and pattern recognition which will solve this problem. The very harsh underground conditions set high demands on the implemented sensors. The combination of infrared sensors and powerful processing algorithms is part of the innovative concept for automation of the new Eickhoff Bergbautechnik GmbH SL 750 shearer loader. The multi-sensor automation system EiControlPlus which is designed for the complete detection of the machine environment fills in the gap in the coal-excavation automation by building a recognition system that turns the shearer loader into an 'intelligent machine' which is capable of detecting the correct position of the seam to be excavated and thus enables human-free coal mining.

Owing to ongoing development of new orebodies and changes to existing mining operations, new ore types with distinct mineralogy, porosity and textures are generated as feed for iron and steelmaking. Moreover, further product differentiation occurs as fine ores are increasingly beneficiated to achieve grade. A study was necessary to characterise a suite of iron ore fines in terms of their propensity for formation of quasi-particles and green bed permeability prior to sintering. In this study, two Marra Mamba bedded iron deposit (BID) samples, one Pisolitic channel iron deposit (CID) samples, two dense hematite samples (coarse and fine grained microplaty hematite), one hematite-goethite BID samples and one hematite-goethite bedded/detrital iron deposit (BID-DID) composite sample were investigated. Both Marra Mamba fines and Pisolitic fines exhibit the highest green bed permeability followed closely by hematite-goethite fines, fine microplaty hematite fines, hematite-goethite BID-DID composite fines and coarse microplaty hematite fines at a moderate sintering bed depth of 500 mm. While porous fines generally form better quasi-particles upon granulation than dense fines, the amount of moisture addition increased due to the moisture saturation of the porous fines. As sinter strands become ever larger and deeper, it was necessary to examine the granulation performance of these ore types at a range of bed depths ranging from 300 to 900 mm. On average, the green bed permeability achieved by different ore types, decreased by approximately 7.5 - 9 Japanese Permeability Unit (JPU) as the bed height was increased from 500 mm to 900 mm. In order mitigate the effect of lower bed permeability of the deeper beds, small additions of hydrated lime were investigated as a binding agent to facilitate the formation of strong micro-pellets. With the addition of three per cent hydrated lime, equivalent to approximately 2.3 per cent burnt lime, the majority of fines achieved adequate permeability for deeper bed sintering, with the exception of coarse microplaty hematite fines. In simulated coastal steelmaking sinter blends, it was found that the overall granulation performance of the blend is contributed to by individual fines constituting the blend. Therefore fines possessing favourable granulating properties impart better granulation to the blend as a whole.CITATION:Ooi, T C and Lu, L, 2013. Geotechnical conditions in the Lochiel Deposit are somewhat unusual, and thus geotechnical and hydrological investigations have assumed a high priority. The cost of mining the deposit has been shown to be very sensitive to geotechnical design parameters, and it is now seen to be of paramount importance to establish a high level of confidence in the design parameters used for mining cost estimation. Geotechnical investigations in the Lochiel Deposit reached a crossroads in 1985, when there appeared to be several quite different and equally attractive routes to follow to establish a satisfactory level of confidence in geotechnical mine design parameters. Three main options were identified, referred to as the No Further Work Route, the Drill and Trench Route, and the Trial Pit Route. The No Further Work Route was ruled out as being technically unsound and as satisfying none of the Electricity Trust of South Australia's (ETSA's) or the State Government's requirements. Between February and August of 1986, Dr Alfred Petrick visited New Zealand sponsored under a Fulbright grant administered by the New Zealand-United States Educational Foundation. The grant supported a research project completed by Dr Petrick having as an objective, the preparation of a preliminary economic evaluation of the mining of six Otago lignite deposits as a source of energy for steam power generation or in liquid fuels. The research is limited to consideration of preliminary geological and engineering data on the six deposits and to the time constraints of the Fulbright visit. This paper is a summary of the final Fulbright report. The complete report including the listings of the computer programs is available from the Otago School of Mines.

A significant amount of metallic iron in the world is produced in blast furnaces from iron ore pellets. To control the quality of pellets and to optimise pellet production, characterisation of both green and fired pellets is required. Optical image analysis (OIA) allows identification of different minerals, binder, remaining fluxes and porosity within pellets.For proper identification of the mineralogy, porosity and texture in pellets a high magnification is required, therefore each individual image covers only a very small portion of the pellet. At the same time the characterisation of pellets requires that the whole pellet is represented as a single object, so the size of the resulting overall image at high magnification can make it difficult to handle. A solution to this problem has been implemented within the CSIRO OIA package Mineral4 by combining images at different levels. Namely, to average out local irregularities, individual frames can be stitched during imaging into larger MosaiX images. Mineral4 further combines these MosaiX images into a single panorama image of the whole pellet.The proposed procedures allow the calculation of mineral and porosity spatial distributions, local gradients and abundance graphs based on the distance from the centre of the pellet. Blue Mountain Minerals is a large supplier of calcium carbonate products used by various manufacturers as a major raw material. Very small amounts of free carbon in the rock can have a huge impact in carbon-sensitive applications. The marble in the deposit at Blue Mountain Minerals contains variable amounts of free carbon in the form of trace amounts of the mineral graphite.To make quality improvements, variography was used to measure the impact of non-ideal sampling practices at the Blue Mountain Minerals operations in Columbia, California in the United States. A major investment in correct sampling systems and sampling protocols was implemented over a one-year period. Subsequent variography was used to measure the improvement on the predictability of the graphite content in marble produced by the quarry and as it is processed as an acceptable raw material for extremely carbon-sensitive applications. The improvements of the sampling protocols, control of long-range changes and better knowledge of process cycles are easily noticeable on variograms when they happen to exist. The present communication records the results of a research investigation conducted in the Porcupine Gold Mines in Timmins, Onto. Soon after silicosis became a compansable disease in Ontario under the Workmen's Compensation Act in 1926, the attention of mine operators and physicians was drawn sharply to the prevalence and importance of this condition in the mining industry. A number of examining centres were established in Northern Ontario by the Workmen's Compensation Board, and the yearly X-ray examination of miners was made compulsory.Although working conditions were soon improved, the mining industry realized that they were confronted by a problem demanding basic research for its final solution. The late Sir Frederick Banting had, for a number of years, been interested in silicosis, and it was upon his suggestion that an experimental investigation was undertaken at the McIntyre-Porcupine Mines Ltd., Schumacher, Ont., in November, 1932. A preliminary report of this investigation was published in 1937 by Denny, Robson and Irwin and a further report by the same authors in 1939.Accepting the theory that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid in the presence of body fluids; these authors assumed that if the solubility of the silicious material retained in the lung could be sufficiently reduced, the usual fibrotic response would be modified or would not occur. A search was therefore undertaken for some non-toxic compound that would fulfil this purpose. After investigating ma:qy substances, Denny and Robson discovered in 1936 that the presence of small amounts of aluminum powder almost completely inhibited the solubility of silicious material in vitro. An intensive study of the mechanism involved later showed that the reduction in solubility was due chiefly to a coating of the silica particle with a thin film of a gelatinous hydrated alumina which on drying formed the crystalline alpha aluminum monohydrate boehmite (AI203.H20). The presence of this absorbed layer on the surface of the quartz was indicated by -staining it with aurin (ammonium salt of aurin tricarboxylic acid) and proved by Germer and Storks by means of electron diffraction patterns.Inhalation experiments with animals were at once begun, using pure quartz dust with and without aluminum powder. Uranium exploration was commenced in 1973 and carried out at a regional scale over a wide area of the northern part of the Camarvon Basin of Western Australia by Minatome Australia Pty Limited and their joint-venture partners. As a result, pervasive uranium mineralization has been found in the Cretaceous sandstones near Manyingee Hills in the Onslow Region, which were probably deposited in a near-shore, fluvia deltaic palaeo-environment.Mineralization is generally found in poorly sorted argillaceous sandstones and siltstones near redox fronts formed by oxidizing waters circulating in reduced sediments. The principal minerals found in the two Manyingee deposits delineated so far are coffinite, uraninite with associated pyrite in the reduced zones, and phosphuranylite, siderite and limonite in the oxidized zones. The presence of dissolved uranium in the superficial aquifers, of secondary uranium minerals as coatings on granitic rocks, and of recent uranium-bearing calcrete sediments, suggest that the whole Cretaceous-Precambrian system has been subjected to the formation ofroll-front type uranium deposits since the Cretaceous. Continuing exploration is locating additional uranium occurrences. The deposits outlined so far are being evaluated for their amenability to in situ leaching tests planned for 1982-1983.

A zinc-lead-iron sulphide concentrate from McArthur River can be leached at atmospheric pressure in aqueous solutions with HCI, FeCl3, CuCI2, HCl/02 HC1/02/ CuCI2, Cl2, and CI2/CuCI2 to extract >98 per cent zinc, >90 per cent silver, and <15 per cent iron in 1-7 h at 95°. Galena is more reactive than sphalerite and is converted to lead chloride. Except for leaching with HCI, elemental sulphur is the the main by-product of the leach with little or no sulphate ion detected. The rates and products of these reactions are compared. It is recommended that aqueous slurries of the concentrate (50 per cent w/v) are leached at atmospheric pressure with Cl2 in the presence of copper(II) chloride, which accelerates the extraction of zinc. Hydrochloric acid is a by-product which is consumed bYJeaction with fresh concentrate in air at 60°. Copper is subsequently stripped from the leach solution and recycled by reaction with fresh concentrate at 100°. The separation, recovery, and electrolysis of zinc and lead chloride is outlined since this process would produce Cl2 gas which can be recycled and used directly in the leaching stage.

Dioctahedral clay minerals in the volcanic-hosted Golden Cross epithermal Au deposit, New Zealand, have been investigated by petrography, X-ray diffraction (XRD), scanning electron microscopy (SEM) and transmission electron microscopy/analytical electron microscopy (TEM/AEM) to determine the nature of these minerals in a hydrothermal ore deposit. Heterogeneity in the distribution of dioctahedral clays is observed from the hand-specimen scale to the TEM scale, indicating that primary rock textures and fluid pathways (related to rock type, porosity/permeability and fluid/rock ratios), in addition to temperature, are important factors controlling the distribution. As the proportion of illite in mixed-layer illite/smectite (I/S) decreases, TEM observations show decreasing layer stacking order, parallelism of packets, and packet size, and increasing apparent porosity. AEM structural data show a corresponding decrease in AlIV, AlVI, and K+, and an increase in Si, Ca2+, and Fetotal. The observations of this study indicate that local dioctahedral clay mineral reaction progress is controlled mainly by permeability and structure, but that this is superimposed on a predictable, system-wide clay mineral distribution that is controlled by temperature and fluid/rock ratio.

The ore extraction rate and the incorporation of new areas are key operational parameters. In massive deposits mined by caving techniques they both control the cave back geometry, which is mostly responsible for the induced stress state around productive levels. Early detection of deviations from admissible geometries will prevent stability problems related to geomechanical hazards, helping to improve safety and working conditions and reduce the potential for lost reserves.This paper describes a mine planning tool currently in use at the El Teniente mine. This tool involves the control of the cave geometry based on rules that have been defined as a result of different studies and experience collected during the operational history of the mine.This mine planning strategy achieves an extractive mining process with lower risk than conventional planning methods, ensuring ore reserves extraction if followed as planned while reducing unexpected changes in mining sequences.CITATION:Cornejo, J, Pinochet, A and Caviedes, C, 2016. A discrete fracture network (DFN) approach involves numerical modelling that explicitly represents how defects may be spatially distributed through a rock mass. A DFN is a 3D realisation of the ‘smaller scale’, non-deterministic defects; it is not an attempt to model larger, deterministic structures that should be identified as part of an engineering geology model. The approach utilises structural data in stochastic analyses to give a range of possible models that provides a tool for visualisation and analysis of a rock mass and indicates the potential large-scale slope or tunnel performance and stability.Stochastic fracture modelling for rock mass characterisation has significantly advanced over the past 25 years. With recent improvements to field data collection and computational power, it has become recognised internationally as a valuable tool for modelling some geomechanical problems encountered when designing excavations in fractured rock masses.This paper provides an introduction to the DFN approach, particularly the necessary input parameters and derivation of these from typical structural data sources, such as boreholes or scan line mapping. Of particular importance for engineering applications is validation of the simulated fracture network and techniques for doing so are discussed here.CITATION:Weir, F M and Fowler, M, 2014.
