THE CHAIRMAN (A. F. LUCAS, Washington, D. C.).-The activities of the Petroleum and Gas Committee for the half year have brought gratifying results, as exemplified by 14 technical papers, brim full of novel and attractive issues in which we are all keenly interested. I beg to extend my hearty thanks to all members and authors who have responded to my appeal, and to all those who have endeavored to meet the growing demand which has resulted in the augmented production of this commodity which is so essential for the Nation's welfare, comfort and safety. As you well know, within the last few years, petroleum and its products have been used for numerous and novel purposes, so that we have become accustomed to their use in thousands of activities, and pleasures as well, but we should also note that we have been wasting and misusing these wonderful products, apparently believing that their sources are inexhaustible.

At Kamioka Mine of Mitsui Mining & Smelting Co., Ltd., Japan there are three mills, treating a total of 6400 t/d of lead-zinc Ore. In the lead-zinc bulk differential flotation at Shikama Mill the addition of reagents is automatically controlled by the feed rate, the lead and zinc content in feed, froth and tailing, the pH and the concentration of cyanide ion in the pulp. As the zinc thickener overflow at Shikama Mill contains CU(CN)3--, ZnS, CdS, CN-, xanthate and frother, all the ingredients in the over- flow other than CN are floated by using the Nagahm flotation machine, and the water containing only CN- is effectively recycled to the lead- zinc differential flotation circuit. In the lead-zinc straight differential flotation at Mozumi Mill, the overflow of tailing pond is recycled especially to the cleaning flotation circuit by decreasing the pulp density. Thus the integrated recycling of wastewater greatly reduces environmental problem and in addition, it generates sizeable profit.

ROTARY-percussive drilling is a new method of drilling hard rock. Designed to give variations in thrust, revolutions per minute, and torque ranges, these drills combine the high efficiency of the rotary system in soft rocks with an increasing amount of percussive action in rocks more difficult to fragment. Fundamentals of the rotary, percussive, and combination systems have been described in detail in various papers-most recently by C. Fairhurst and W. D. Lacabanne1-but there is still much basic work to be done on the interplay of actions in the rotary-percussive system to enable the drill designer to achieve the highest efficiencies. Whereas the original units struck light blows of only 15 to 30 ft-lb, adequate for medium hard rocks, the present trend is to piston blows of 50 to 65 ft-lb in order to cope with the granites and other rocks having Shore hardnesses of 75 or more.

Occurrrences of South African uranium have been known qualitatively for over twenty years, but no account was taken of them because of their low grade. In 1945, known uranium deposits were few, but their grades were 20 to 100 times higher than South African ores. Viewed in this light, the exploitation of South Africa's uranium is revolutionary indeed. Development of various analytical procedures capable of dealing with the needs of the project accounted for one-half of the cost and included: a) simple and automatic radiometric analytical procedures, b) sampling procedures appropriate to prevent sample contamination, c) procedures for sample and record-storing to accommodate many thousands of analyses per month, d) chemical methods giving high accuracy analyses for high grade samples not at radioactive equilibrium, and e) development of rapid procedures having moderate accuracy for low grade samples i.e., mill tailings and barren liquors. This task is continuing today with major improvements coming from time to time.

T. M. Morris (Measurement and Evaluation of the Rate of Flotation as a Function of Particle Size, P. 794), was the commanding officer of a patrol craft charged with guarding Aleutian waters against infiltration by the Japanese during World War II. Before going into service, he was an assistant research engineer with Anaconda Copper at Anaconda, Mont., and later a metallurgist with Tennessee Copper Co. Presently he is a professor in the Department of Metallurgy, Missouri School of Mines, Rolla, Mo. A member of the AIME, he is a graduate of Columbia University and the University of Missouri, with a Bachelor of Science, Master of Science and a Ph.D. Professor Morris is the author of a previous paper for the AIME, Measurement of the Equilibrium Forces Between an Air Bubble and an Attached Solid in Water. An outdoor man by predilection, he enjoys bird watching and hiking in his free time.

Fox the past 20 years Alabama has probably led all other coal-producing districts in the proportion of coal prepared by wet washing. All rail mines, with one exception, and a high percentage of truck mines now wash all coal under 3 or 4 in. Most of this coal has been cleaned by jigs, though within the past few years one or more wettable plants have been installed for cleaning some of the coal from practically all the major seams. These tables supplement either single or multicell jigs usually for one of the following purposes: (I) to wash the finer sizes of raw coal, (2) to rewash the finer sizes of washed coal after they leave the jigs, (3) to retreat jig middling products. The main purpose of this paper is to present cleaning data and operating factors involved in the preparation by tables of the finer sizes of raw coal. The specific information and data pertain to the Mary Lee seam of coal as extracted at three of the mines of the Alabama By-Products Corporation, which produces coal for both by-product coke-oven consumption and the general steam market. The Mary Lee seam has long been recognized by coal-preparation authorities as presenting a very difficult ash-reduction problem. Washing characteristics and physical structure of the seam vary widely. Its thickness ranges from 32 in. with no rock parting to l00 in. with from one to three partings. Over the entire field the bed contains bands of bone and rash. These are distributed throughout the seam cross section. A portion of this bone or bony coal occurs as definite bands 1 in. or more thick; however, some bone is interlocked as layers within the coal and consequently breaks into flakes when the coal is broken. This material is relatively high in ash and its specific gravity varies widely. It has been observed that in most cases in the washing of Mary Lee coal from 10 to 18 per cent of the raw coal is within ±0.10 specific gravity of the attempted point of separation. Therefore with the average wet jig, only with extreme difficulty can a low-ash product be obtained without loss of much marketable coal in the refuse. Without entering into the controversial question as to whether modern washing equipment can efficiently handle simultaneously all sizes up to a given maximum, suffice it to state that the comparatively old-type jigs in service at the Alabama By-Products Corporation's mines could not clean the fine sizes satisfactorily. Therefore, in 1931 that company installed six diagonal-deck tables at the Barney mine, which were installed as an addition to a complete plant cleaning all coal below minus 3 in. The primary washed product is shipped as steam coal and another portion may be prepared as washed nut for domestic trade. These tables are washing 9 tons per hour of raw coal sized to ¼ in. to 0. The washed table coal is mixed with the 3 to ¼ -in. jig product to constitute a 3 in. to o steam coal.

In directing attention to the newly-opened zinc-ore region in Southwestern New Mexico, I adopt a suggestion made at the Engi neering Congress last summer in Chicago by Prof. Le Neve Foster, who commended the indication of the geographical position of a district under description by means of an outline-map. Such a map is the more important in this instance, inasmuch as the region to be described is remote and little known even in the United States. IT IS impossible in this short sketch to give a detailed description of each part of the plant at Bethlehem, therefore, only such facts will be touched on as are necessary to give a general idea of the works. The extent of the plant, and the fact that the units making up the various departments are located in different parts of the works, make it impracticable to mention the departments in any regular order with regard to their location. They are, therefore, mentioned approximately in the order of their relation to each other with reference to their functions in the making of the various products.

The following resolution was then unanimously passed: WHEREAS, the integrity and life of this nation is dependent upon its ability to successfully defend itself against foreign aggression and attack, and WHEREAS, it is necessary that the nation he properly prepared to the end that our untrained patriotic volunteers he not uselessly slaughtered and our country disgraced and defeated, be it therefore RESOLVED: That the Board of Directors of the American Institute of Mining Engineers believe that compulsory universal military training should be at once instituted and that adequate, complete and immediate preparedness, should he provided. BE IT FURTHER RESOLVED: That, we believe that thorough and complete preparedness in the army, the navy and the industries of the country is vital; anything less is unsatisfactory and inefficient and may result in disaster to the nation.

The recently discovered occurrence of diamonds near Mur-freesboro, Pike county, Ark., was brought to our attention by Mr. Samuel W. Reyburn (Trustee for Messrs. C. S. Stifft, A. D. Cohn, August Zinsser, Jr., and himself, owners of the property), through whose courtesy we investigated the locality of the deposit. Prospecting with the diamond-drill is now in active progress; but mining operations on a large scale have not yet been ordered. Geology.—The geology as well as the petrography of this interesting locality has been well described by Messrs. J. C. Branner and R. N. Brackett,' but they did not class it as dia-mondiferous, although Branner suggested that it might be. Briefly summarized, the igneous rock in which the diamonds are found is a vitreous peridotite, forming a stock or volcanic neck, which has broken up through the Carboniferous and Cretaceous quartzites and sandstones. The velocity and attenuation of elastic waves in sandstones were measured as a function of both pressure and fluid saturation. A large change occurs in these quantities if water is added and the rock is not compressed, but the change is small if the rock is subjected to a large overburden pressure. Measurements were made by vibrating cylindrical samples in both the extensional and torsional modes at frequencies up to 30,000 cycles/sec. Formulas were derived which enable the attenuation of dilatational waves in dry rocks to be deduced from the data. Similar experimental methods were used to investigate the properties of unconsolidated sands. Velocities were found to vary with the 1/4 power of the overburden pressure and attenuations to decrease with the 1/6 power. The effects of grain size, amplitude and fluid saturation were studied. Formulas by which the effects produced by a jacket around the sample may be calculated were derived. The practical application of these results to formation valuation is discussed. INTRODUCTION The attenuation of elastic waves in the earth has been of interest to the seismologist and geophysicist for many years, but only recently to the petroleum engineer. Engineering interest has been brought about by the success of velocity logging devices, for it is possible by modification of these instruments to measure the attenuation of sound waves in addition to their velocity and, hence, deduce the mobility of formation fluids as well as the porosities of the rocks which contain them. The main problem is to decide whether field measurements can be made with sufficient accuracy to be of practical use. This problem can only be solved after we know the magnitude of the attenuations which are typical of the earth at various depths. The logarithmic decrement of a fluid-saturated rock is the sum of a "sloshing" decrement and a "jostling" decrement, the former caused by the mobility of the fluid contained within the rock and the latter by the granular framework of the rock. Sloshing decrements can be calculated' using Biot's theory, but the jostling losses are less well understood. The present paper reports an experimental investigation of jostling losses in consolidated and uncon- solidated sands, particularly with respect to the effect of overburden pressure and fluid saturation. Born' showed that the decrement of a sandstone may increase dramatically when only a few per cent by weight of distilled water is added, and that the additional loss is proportional to the frequency of vibration. His measurements were made with no compressive stress on the framework of the rock. M. Gondouin3 investigated similar phenomena for fluid-saturated plasters but also did not compress the samples. In the present paper it is shown that compression of the framework reduces this effect, so that at depth the jostling decrement of a sandstone may be expected to be almost independent of fluid saturation and frequency. Decrements for many sedimentary rocks have been given by Volarovich,4 but all for the state of zero overburden pressure. Anomalously low velocities have been logged in shallow unconsolidated gas sands. Results of the present investigation confirm that these velocities are not caused by correspondingly high attenuations, because the jostling decrement in a packing of sand grains is small and much less than in a consolidated sandstone at the same depth. Velocities in sands have been measured by Tsareva5 and by Hardin6 as a function of pressure, but the corresponding decrements do not appear to have been measured previously. The widely used "resonant bar method" of measuring velocities and decrements was employed. Comments on variations of this technique have recently been published by McSkimmin.7 The main novelty of the present technique was the application of pressure to the samples. It was found possible to do this by placing the apparatus inside a pressure vessel, provided the conditions leading to large additional losses were avoided. These conditions are discussed below. EXPERIMENTAL TECHNIQUE Cylindrical samples were caused to vibrate in both the extensional and torsional mode of vibration and the amplitude of vibration was measured as a function of frequency in the neighborhood of a resonant frequency. The resonant frequency, fr, is related to the corresponding elastic modulus by the formulas where E and N are Young's modulus and the modulus of rigidity, p is the density of the sample, and A the wavelength of the vibration.

Fractions of glass particles in the size range 0.5 to 5.0 were prepared by an elutriator that operates in a centrifugal field. Although mean sizes of commercially graded abrasive powders were ten times greater than those of samples prepared by the elutriator, frequency size plots for elutriator samples compared favorably. Efficiency of separation was low and amounts of material recovered by the elutriator were small, but the method should find use in preparation of small amounts of sized materials for laboratory investigations. MANGANESE is one of the minerals which is principally consumed in countries other than those of origin. Nearly 85 per cent of the pro-duction is used by the United States, England, Germany and France, and roughly a third of the total is used by the United States alone. On the other hand, over 85 per cent of the world production comes from Brazil, Russia, India, the Gold Coast of Africa, and the Sinai Peninsula. It follows from this fact that practically all manganese moves across international boundaries in raw or alloy form, and much the larger part of this movement is for considerable distances and is ocean borne. There is no indication that any one of the principal consuming countries can develop even approximately adequate supplies of its own. Under abnormal war conditions, with high prices and changes in metal-lurgical methods, only 35 per cent of the needs of the United States was met from local sources, and under our recent tariff only 11 per cent. There are thousands of manganese deposits scattered about the world, but only a very few which can figure largely in supplying requirements on a modern scale. The known reserves, together with highly probable extensions and explora-tions now under way, indicate no shortage from a world standpoint for many decades to come. The production and marketing of manganese is going steadily into fewer and stronger hands. The steel in-dustry uses over 90 per cent of all the manganese mined, and is acquiring control of a considerable part of the production in all of the principal fields-the Germans in Nikopol, the English in India and Gold Coast, the Americans in Georgia, India, Gold Coast and Brazil. Some of the controlling companies are of international scope. Concentration of commercial control is a notable tendency. A natural consequence is the growing un-easiness of smaller consumers the world over about their ultimate supplies and desire to know more definitely how and where manganese supplies will be controlled in the future. The sources of supply are few enough to warrant the belief that more or less monopolistic ele-ments of control are not impossible.

AT the seventeenth National Metal Congress, held at Chicago, Oct. 1-3, the Iron and Steel Division and Institute of Metals Division participated with the American Society for Metals, American Welding Society, and the Wire Association in one of the most successful meetings ever held. The total attendance at the technical sessions and the scope of and interest shown in the exhibits at the Exposition were greater than at any of the "Metal Weeks" since the depression began. The Iron and Steel Division held two all-day symposia and one general session. The latter, at the International Amphitheatre, Wednesday afternoon, was the only one poorly attended. This was attributable, at least partly, to the location of the meeting roan.

(written discussion ?).-Studies of the probable future production of oil wells and fields-particularly those in the nature of the recent work by Lewis and Beal, having the object of increasing the percentage of recovery-rank, in both practical and theoretic value, very high, if indeed they do not outrank all other petroleum investigations except structural surveys. Even such surveys, although saving untold millions that might have been spent in prospecting unpromising territory, may have less ultimate value than generally supposed, for it may perhaps be argued that much if not most of the condemned territory will sooner or later be tested-some is already productive-and the most that can be rightly claimed is the recovery of cream first; also that the consumption of the richest portions first cannot be extenuated, as it might with some resources, on the ground that if the best is not taken now it will deteriorate.

AT the last meeting of the Institute, Mr. A. L. Holley read a paper on "Steel," in which he proposes for it a definition so opposed to the one generally received, as to call for some remarks. Until within the last five or six years there has been no dispute on the subject, and it seems worth while to investigate the matter.
