IT is found when floating oxidized lead ores by sulphidization, that the presence of calcium salts in the water, is usually detrimental and lowers the recovery. This effect is particularly marked in dry countries such as North Africa, where the waters often carry large amounts of calcium sulphate and where the ore may even contain gypsum. The effect of calcium salts is readily visible. Whereas in their absence cerussite is quickly stained brown and then black by sodium sulphide, in their presence the mineral remains very light in color. A similar effect is produced when barium sulphide is used as a sulphidizing agent instead of sodium sulphide. Magnesium salts have little or no effect and even tend to reduce the detrimental effect of calcium salts. A study of this phenomenon indicates that it is due to the precipitation of calcium or barium carbonate in contact with the mineral simultaneously with the formation of lead sulphide. The chemical reactions can be interpreted as: PbCO3 + Na2S = PbS + Na2CO3 CaSO4 + Na2CO3 = CaCO3 + Na2 SO4 They might also be written: PbCO3 + S = + Ca++ = PbS + CaCO3 The precipitation of calcium carbonate can be followed by the lowering of the pH with which it is accompanied. Magnesium carbonate is more soluble than calcium carbonate and usually does not precipitate under the conditions prevailing. It is interesting to note that calcium salts have no effect on anglesite (lead sulphate) because calcium sulphate is soluble, but barium salts hinder the sulphidization of anglesite because of the precipitation of barium sulphate. Remedies When calcium sulphate is present in large amounts, the softening of the water with soda ash is usually too expensive to be considered, but the precipitation of the objectionable calcium carbonate can be prevented in two different ways. One is the use of sodium hydrosulphide instead of sodium sulphide. This salt gives a lower pH than sodium sulphide and does not bring about the immediate precipitation of the calcium which remains in solution as calcium bicarbonate. The other procedure is to add ammonium salts such as the sulphate or chloride which have the property of increasing markedly the solubility of calcium carbonate. Ammonium salts have other effects such as cutting down conditioning time and accelerating flotation. They should be added to the flotation cells rather than to the ball mills. Table I. They show that the strongly detrimental effects of calcium sulphate can be offset by the two procedures outlined above. Sodium hydrosulphide is now used regularly on a mill scale on certain ores. Tests are being carried out with ammonium salts. It should be noted that malachite is subject to influences similar to cerussite. One final word of caution—when the ore is rich in primary slime, which is flocculated by the calcium salts, it may be indispensable to remove these by washing or precipitation with sodium carbonate instead of keeping them in solution by the above methods. THE selection of the proper size of grinding mill for a given installation has long been a subject of discussion by mill manufacturers, consulting engineers, and their clients. It would be presumptuous for the author to propose a simple cure-all. Instead this paper describes a method that has been used over a period of years to determine mill size with a reasonable degree of accuracy. Furthermore, this method claims no theoretical background, for ball milling, as practiced today, is still an art. The selection of the proper size and type of mill must, therefore, be made on an empirical basis. A ball mill, in order to grind, must deliver power through its grinding media to the material to be ground. Assuming that a mill is properly supplied with grinding media, ore pulp, and power, the amount of grinding done is closely proportional to the power expended. With this as a basic premise we can, for the moment, forget about type of mill (i.e., overflow, low-level mill, or other design) and base our calculation of mill size on the total power required to grind a ton of a particular ore from a given size of feed to a given size of product. When this is determined the type and size of mill, its speed, and the weight of the load of grinding media can be selected to absorb this amount of power. DEVELOPMENT OF TECHNIQUE Some years ago, W. L. Maxson, F. Cadena, and F. C. Bond, working in the Minerals Research Laboratory of Allis-Chalmers Co., Milwaukee, developed and described a laboratory technique for comparing grindability (or relative ease of grinding) of various ores at different mesh sizes of grind.1 Additional papers2 have described the work done since that time, and the most recent paper3 summarizes results for hundreds of tests on many ores and materials. The essentials of the testing method are: a I a by 12-in. laboratory mill operating at a constant speed of rotation, using a constant volume of ore, and a constant ball load having a relatively constant grinding surface. Tests are run at 250 per cent circulating load with the feed, circulating load and products screened on calibrated Tyler standard screens. Certain ores from operating mills, representing various mineralogical types, were selected for reference and designated "standard ores." In most cases, detailed studies of the grinding circuits were made when samples of mill feed were taken for grindability tests. Each analysis formed a basis for comparison of the grindability in the laboratory with actual power requirements for a particular grinding circuit. In addition, a critical study was made, to evaluate the differences in the various grinding circuits so that two or more field installations having different layouts (single-stage grinding, two-stage grinding, or others), and using mills of various diameters operating at various speeds with differing circulating loads, etc., could be compared. FOR many years the mining of coal and other minerals occurring in sedimentary formation has been planned according to information obtained by diamond drilling. Placer mines have used churn drills for sampling and estimating deposits, and some metal mines have used the method either wholly or in part. The diamond drill method, therefore, although not entirely new, has come into more prominence in the last few years. Several large-scale developments now being planned or in the production stage have used this method in varying degree. This paper will describe the operations of the Howe Sound Exploration Co., Ltd. at Snow Lake, Manitoba, where a gold mine was developed and equipped for mining and milling wholly on the basis of diamond drilling results. The property has been in operation nearly 3 years, so that results can be compared with the estimates and assumptions made from the diamond drilling. In developing the subject it is necessary to outline as briefly as possible the normal method of mining, from discovery to production stage. Table I sets forth these various stages, the methods of financing, the percentage of total cost, and the relative time interval required for each section of the work. The plan presented in this table cannot be applied to all mining developments, but it gives a basis on which to work. In Stages 2 and 3 the investment is moderate, and if the property does not respond favorably the options or interests can be terminated. Stage 4 represents a sizeable investment, and it is more difficult to drop the property after this part of the operation is completed. Stages 2, 3, and 4 may be repeated several times by diflerent groups or companies before Stage 5 is reached, but when Stage 5 has been started the total capital investment must be provided and there can be no turning back. It will be noted that there is a total of 116 units of investment in the overall cost if one company proceeds with Stages 2, 3, 4, and 5 in order. Stage 4, however, consumes time which is important when markets are being considered. Bringing a property into production when metal prices are low is much more difficult than when the prices are high, and if this stage can be set aside production is attained more quickly. When Stage 4 is eliminated the total becomes 86 units of cost for Stages 2, 3, and 5, but an adjustment of 14 units must be added to Stage 5. These 14 units represent the useable value of Stage 4. Thus Stage 4 represents an investment of 30 units if carried on before Stage 5, but 14 units if included with Stage 5. This is accounted for by the fact that development work can be accomplished more cheaply under Stage 5, since everything that is done is planned on a production basis with permanent services. Stage 4 must of necessity be governed by expenditures, and a great many temporary services, including housing and power plants, must be provided. The prospect shaft is a small one, and drifts,

Grain-gvowth data in zone-refined aluminum and in dilute alloys of copper with this aluminum have been obtained. The amounts of copper added were from 4 to 400 at. ppm. It was found that in both the unalloyed aluminum and the alloys grain growth was characterized by a high value of n in the isothermal growth equation 6n = Kt The inadvertent presence of 1 at. ppm Fe in the alloys was found to he more potent in slowing growth than the purposely added copper. Possible rationalizations of these observations and their general relevance to the theoretical use of gvain-grozvth data have been discussed. Grain growth data of Winegard and his co-workers' on zone-refined tin and dilute tin alloys were analyzed with some success2 in terms of approximate theoretical equations for boundary migration.2-4 In view of this success, experiments were carried out in an effort to obtain similar data on zone-refined aluminum and on dilute copper-in-aluminum alloys. The results obtained were anomalous in several respects and could not be used to test theory. A discussion of these anomalies is presented here; they have been attributed to impurity effects and serve to emphasize the sensitivity of grain growth in general—and the particularly high sensitivity in aluminum—to impurities. The resulting difficulties in the theoretical use of grain-growth data are also discussed. EXPERIMENTAL DETAILS An aluminum bar was zone-refined and leveled by methods similar to those described previously.' The degree of purity obtained is indicated in Table The data in Table I were determined by mass-spectrographic methods through the courtesy of Mr. Thomas A. Johnson of AIAG Metals, Inc.* Three dilute copper alloys with this aluminum were prepared also by methods described previously.' The alloys contained nominally 4, 40, and 400 at. ppm of Cu, respectively (0.001, 0.01, and 0.1 wt pct). Each material was fabricated by swaging and rolling into a round bar about 1/4 in. in diameter with an annealed penultimate grain size of approximately 0.003 to 0.007 cm. In order to minimize preferred orientation the fabrication was carried out in several steps, each consisting of a reduction of about 40 pct followed by a recrystallization anneal. Annealing temperatures for the grain-growth studies were attained by the use of boiling liquids up to 213°C and molten metal baths at higher temperatures. Temperatures were controlled to within 1°C. Samples for measurements were cylinders about 3/4 in. long and 1/4 in. in diameter cut from the fabricated rods. In the interests of sample economy a single sample was used for the grain-growth measurements at each temperature. ACTIVITY on long-range and on immediate wartime problems shared the attention of specialists in coal research during 1943. Programs of the principal coal laboratories were more adequately financed than in previous years, but all reported shortages of technical personnel. Expansion in coal research in the year to come will depend primarily on the availability of qualified research talent.

MATERIAL used throughout this investigation was high-purity aluminum (99.998 pct). The 1/2-in. cubes were cut out of a cold-rolled slab and annealed at 550°C for 1 hr before deformation. The single crystal specimen was 1 in. in diam x 0.33 in. thick, cut from a cylindrical crystal produced by cooling at about 55°C per hr in a furnace which had a convenient gradient of about 10°C in every 4.5 in. vertical crucible length. Specific data on the ten specimens studied are summarized in table I. Three types of deformation were employed: (I) compression in a hand-operated hydraulic press; (2) impact with a 7-lb sledge hammer; and (3) rolling, using a wedge-shaped specimen' to obtain a gradient of deformations varying from 0 to 50 pct along the length of the wedge. Specimens were either deformed at room temperature, or first cooled in a freezing mixture of dry ice and ether at a temperature of —72°C and then deformed between steel blocks cooled with dry ice. The specimens deformed at the low temperature were ground and polished through 000 emery paper and wheels impregnated with alundum and alumina No. 1. During this entire procedure the specimens were dipped frequently in the freezing mixture of dry ice and ether in order to maintain constantly a frosty surface as insurance against overheating. All specimens were given a final electrolytic polish, using two different electrolytes* to insure that the surface effects observed were not char- acteristic of the polishing technique. With both electrolytes, the annealed specimens gave even surfaces with good polish. Several standard etchants were tried without success. The best results were obtained with an immersion etchant, developed in this connection, containing: hydrofluoric acid, 4 parts; nitric acid, 1 part; glycerine, 3 parts. Discussion of Results Typical strain markings have been observed within deformation bands, as shown in figs. 1, 2, and 4. By stereographic plotting of metallographic measurements, the strain markings within a deformation band in a single crystal of aluminum deformed by compression were found to be traces of (111) planes within a maximum scatter of 6". The edges of the deformation band were found to be traces of the (100) planes also within the maximum scatter of 6" (in agreement with previous workers). At 30 pct deformation, this scatter was considered quite normal because of the fragmentation and rotation of the crystal. This solution, based on the traces on one plane of observation is not unique, but as the planes were observed to be those normally and logically to be expected, further work in this regard was not felt to be necessary. The study of strain markings in a wedge-shaped specimen, rolled to obtain a gradient of deformation from 0 to 50 pct, revealed prominent strain markings at 25 pct reduction in thickness (fig.5). Faint and weak strain markings were visually observable up to a minimum reduction in thickness of about 12 pct. Since strain markings have been observed in other face-centered cubic metals after much smaller deformations;1, 2 and since the rate of recovery in aluminum is high, it is believed that, at lower deformations, self-recovery removes the localized strains at the slip interfaces, thus removing the source of the etching effects that give rise to strain markings. At high magnifications, strain markings sometimes seem to appear as very thin, light-banded re-gions bounded by a pair of dark edges. This so-

INTRODUCTION The orebody at Pea Ridge strikes NE-SW and dips at about 800 to the SE. The ore and surrounding rocks are Pre-Cambrian in age. These rocks are usually very competent. Locally strong jointing has caused problems and toward the hangingwall dikes have caused particular problems during or after the open stoping phase of production. About 396 m of sediments lie over the ore. The shape and mineral content of the orebody has been fairly consistent so far with production areas lying from the 1375 to the 2475 levels. The deeper limits of the ore- body haven't been found yet. The ore is high grade magnetite with a strike length of over 600 m and a maximum width of over 180 m on some levels at the center of the orebody. Production at Pea Ridge for the first three years of operation came from two types of open stopes. The original stopes were recovered with horizontal production rings being drilled and blasted from vertical raises. Later a more typical sublevel stoping method using vertical production rings from one or more drilling sub- levels was used. There were a number of reasons for the selection of open stoping as the initial production method at Pea Ridge. First, it was judged that the ore was not of a block cave quality. After fifteen years of production, this assumption can be verified. There was some concern during the planning days for the potential for high flow rates of water into the mine from aquifers in the sediments lying over the orebody. Dewatering wells from surface and underground were put in as a precaution and nothing came of this potential problem. Open stoping and its resulting pillar structure put off this problem by supporting the sediments a few years longer. For a moderate investment in level development some production from open stoping was quickly realized. The first open stopes were brought in on what was then the bottom mine production level (2275), near the shaft pillar and situated on the footwall. This production practice of stoping on the heels of development from shaft pillar westward and from footwall to hangingwall continued through the open stope phases of production at Pea Ridge for many years. From the standpoint of mine efficiency and pillar stability, this would not seem to be a recommended mining practice. 74 570 w electric slushers, using 1.37 m dippers, pulled the open stope ore out into 18 ton bottom dump cars. Ordinarily five of these cars made up a train, which was pulled to the dump area by a trolley powered electric locomotive. Open stoping had the disadvantage that 100% of the recoverable portions of the orebody had to be developed in order to recover 33% of the ore. 67% of the ore was left behind in a large pillar system. For many years we had no planned method for recovery of these pillars. Mining methods are of course, limited by the existing technology. Advancing technology, coupled with the limited production capabilities of open stoping, low efficiencies and high relative cost early in the history of the operation recommended that other mining methods be looked at. In Sweden, considerable practical experience, coupled with a large amount of theoretical work had become available on sublevel caving. To Pea Ridge it offered the apparent benefits of: 1) The flexibility of diesel powered trackless haulage. 2) The efficiency of two machines to one operator on longhole drilling. 3) A multilevel production picture with a large number of drawpoints for ore recovery. 4) 100% recovery of the mineable portion of the orebody in one production pass, with no pillar recovery problems left behind. This paper outlines the experiments and experiences which Pea Ridge has gone through with sublevel caving from 1967 to this date.

The overproduction of crude oil in 1927 has received such widespread publicity, both within and without the industry, and the several factors which have brought about this situation are so thoroughly agreed upon by everyone, that it is unlikely the writer will in this brief review be able to contribute anything new. The entire story of low prices and demoralization revolves around two flush districts, Seminole and West Texas— the actual. performance of Seminole and the potential threat of West, Texas. The sustained production of California has been a contributing factor to this situation also. It seems reasonably certain that Seminole and West Texas will together dominate the industry during 1928, with Seminole probably destined to drop into second place, as additional pipe lines are completed into West Texas to care for its rapidly expanding production. It now appears inevitable that the production of 1928 will equal or exceed that of the past year, depending solely upon the rapidity wit,h which it is possible to market West Texas crude, and the degree of restraint which operators are willing to impose upon themselves in holding proved reserves of oil underground. Adversity has cultivated the growth of a promising spirit of cooperation which has accomplished practical results both at Seminole and in West Texas. Cooperation among oil producers has long been ardently hoped for, but prior to the past year it has never been effective on an important scale. The interests both of the industry and the public at large can best be conserved by cooperation in controlling production, and the widespread acceptance of this idea has paved the way for a more rational policy in the immediate future Production BY Major Districts The domestic production of the United States during 1927 amounted to 894,43.5,000 bbl. THE purpose of the Coal Division's Committee on Ventilation is to cover one principal aspect of mine ventilation thoroughly each year, instead of attempting to touch upon several different subjects. The Committee for 1943 consists of four members besides the Chairman. Members, selected because of both knowledge of the current topic of mine ventilation, and diversity of occupation, are: Carel Robinson, consulting engineer with an operating background; T. G. Fear, chief engineer for the Hanna Coal Co., an operator of varied experience in mine ventilation; E. H. Denny, chief of the coal mine inspection division of the U. S. Bureau of Mines, obviously well qualified; and C. M. Smith, editor of Mechanization with a background of mine ventilation study as a member of the mining department of the University of Illinois, at present retained as a ventilation consultant by the Climax. THE copper smelter and refinery of The Messina (Transvaal) Development Co. Ltd., at Messina, South Africa, was erected in 1920 and 1921, but initial operations were deferred until late in 1922 on account of the collapse of the copper market in the interim. Because the anticipated production was to be only 20 tons of copper per day from a high-grade matte containing 60 per cent copper, and because the ore did not contain gold or silver in quantities sufficient to pay for separation from the copper bullion, it was decided to design the plant along lines quite different from the modern smelteries treating large quantities of sulfide ores carrying appreciable amounts of gold and silver. The plant was built, therefore, for the production of copper by the Nicholls-James process. By this method two-thirds of the copper matte produced was roasted in a Merton calciner and charged into a bath of the remaining one-third portion of unroasted matte in a reaction furnace. The original design was not only novel in providing for the Nicholls-James process, but also in comparison with new plants built elsewhere, because of factors inherent in the locality. Sources of supply for machinery were very remote; it takes three months after the placing of an order to accomplish delivery of machinery into Messina from the United States. Native labor was available at 30 to 40¢ per 8-hr. shift. These factors permitted plant design which provided no overhead cranes, no matte ladles, no slag pots or other usual mechanical means of transportation between departments. The design resulted in a compact simple plant with furnaces arranged close together and. terraced so as to provide for gravity transfer of molten material from one furnace to another and for manual disposal of products. Fig. 1 shows the relative location of furnaces. The three furnaces are parallel on successively decreasing elevations. A superimposed feed floor was provided above the furnaces. All three furnaces were provided with coal-dust burners served from a Bonnot system of coal-dust transportation, and the waste gases were discharged into waste-heat boilers.

THE dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has- been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The prestige of this board rests upon its successful treatment of the labor-troubles of the anthracite region for a period of more than eight years, and upon the fact that it has been able not only to reach decisions based upon the merits of the controversies, but to enforce its decisions upon both the employees and the employers. It has never been obliged to shape its conduct to secure the consent of the contending parties, and its decisions have been strictly and, in the main, cheerfully observed. (communication to the Secretary *):-Mr. Johnson's paper must interest by suggestion those connected with the " burning " of lime, the production of cement, and the smelting of iron. All iron men know how quickly the impalpable purple ore of wet origin reduces compared to finely ground red hematites of approximately identical composition obtained from Lake lump ores. Most housekeepers appreciate that the several forms of carbon-charcoal, coke, and anthracite, not to include graphite and diamond -have different temperatures of ignition. The temperature usually rises with the density and hardness. Some of the scientific bureaus of the government might appropriately conduct some tests along lines suggested by Mr. Johnson's article. We are unable to say whether the topic lies within the spheres of activity of the Bureau of Mines, the Bureau of Soils (Agricultural Department), the Geological Survey, or the Bureau of Standards. The calcining qualities of limestone is a topic too wide for individual effort and is of wide enough interest to merit government or State activity. It is of interest, as aforesaid, to burners of lime, cement manufacturers, and smelters. The chemical composition of a limestone does not tell all the story -if over 1-in. size lumps. The limestones of Annville and Myerstown, Pa., break at a tap; those on the Hudson above Poughkeepsie .act like "nigger heads." The manager of lime kilns near Lake Champlain told me his fuel consumption was high compared to that at other points. Yet the Hudson and Annville stones were both of greatest purity, being rivaled by only the marble at Rutland, Vt., or some stones near Martinsburg, W. Va. A local kiln operator says the conglomerate or pudding limestones of Loudoun county, Va., act very differently in the kiln from the more normal limestone deposits nearby. The tilted and twisted bedding in the anthracite region tells the story of hard coal origin. We might therefore expect that the limestones of greater geological age or depth or metamorphism

A new method of reservoir evaluation called pulse-testins has been developed for describing formation properties between wells. Pulse-testing utilizes a sensitive differential-pressure gauge at a responding well to measure and record the response generated by a series of flow rate changes (pulses) at an adjacent or pulsing well. Since the pulse-test instruments have a sensitivity of about 0.001 psi, pulses of several hours or less in duration will generate a measurable response in most reservoirs. For this reason, many well pairs can be tested in a short period of time with little interference in field operations. Comparison of pulse-test results to conventional testing methods shows that the pulses obey unsteady-state, compressible-flow theory and thus provide a measure of both transmissibility (kh/µ) and storage (Fch). In additian, the method can be used qualitatively to describe communication across faults and between zones, and direction and tnagnitude of fracture trends. INTRODUCTION To obtain maximum usefulness of new reservoir analysis methods as well as to aid the field engineer in understanding local reservoir anomalies, improved methods are needed to describe heterogeneities in specific reservoirs. Optimum well spacing, equipment specifications, well completion design and especially the economics of pressure maintenance and secondary recovery programs depend on the extent and location of the heterogeneities that affect flow behavior in the field. One method for obtaining a measure of areal reservoir heterogeneity is an interference test. In the simplest interference test. constant-rate production or injection is initiated at one well and the effect of this flow is measured as pressure vs time at another well. Thus, during interference tests the flow characteristics of the formation are determined in situ. Despite their obvious usefulness in reservoir delineation. interference tests have not enjoyed frequent usage. Reasons for this have been the weeks or months required in many fields to obtain a pressure response measurable with conventional gauges, and the interruption of routine field operation during the field-wide shut-in normally required during these long times. Also, only average properties of the relatively large volume of the reservoir disturbed during these long times can normally be obtained — variations in properties between individual wells cannot be delineated. To eliminate these drawbacks of conventional tests, a special reservoir description technique called pulse testing' has been developed. Pulse-testing has several advantages that make it more convenient and practical for field use than interference tests. Valid tests are more certain because use of a series of flow disturbances gives rise to a diagnostic pressure response that can more readily be distinguished from unknown trends in reservoir pressure and other "noise." The time required is only a fraction of that for an interference test because a special, high-sensitivity differential pressure gauge can detect a much smaller pressure change. Variations in properties between individual wells can be delineated because of the relatively small volume of the reservoir disturbed during these short times. Finally, wells other than the pulsing and responding wells do not have to be shut in or carefully regulated.

Coal preparation practice and trends follow, among other factors, production trends in any given area. Considering an area the size of a state, some broad predictions may be made after a review of the annual production records. As this paper is concerned with coal cleaning in Utah, data on its production record are pertinent. Table 1 shows the percentage relation of coal production in Utah to the national total as a single figure up to 1935 which includes all recorded production. From 1935 through 1947 these data are presented by years. It is evident from these data that the production of Utah coal is ascending. The reason for this trend is industrial growth in the West resulting in a population shift which accounts for more people than the normal increase would supply together with Utah's relatively fortunate geographical location and its abundance of good-quality coal. Utah is also hopeful of supplying more coal in the future for West Coast power generati0n.l

The creep mechanism and kinetics of fine-grained magnesium have been studied over the temperature range 200&apos; to 600°F. As a result of a photographic study of microstructural changes, transient and steady-state creep components have been correlated with slip, subgrain formation, and cyclic deformation at the grain boundaries. THE approach of this research has been the blend of a quantitative study of the creep strain of polycrystalline magnesium as a function of time, stress, and temperature with direct microstructural observations of the operative deformation processes. The validity of the conclusions is dependent on the condition that the microstructural changes seen on the polished surface qualitatively represent those occurring in the bulk of the metal. The work was intended as much to lay a background to a study of highly creep-resistant magnesium alloys as to provide a description of the behavior of the base metal itself. The spectroscopic analysis of the electrolytic magnesium used in this study is as follows: Al, 0.009 pct; Ca, <0.01; Cu, 0.0011; Fe, 0.021; Mn, 0.012; Ni, 0.0004; Pb, 0.0012; Si, <0.001; Sn, <0.001; and Zn, <0.01. The impurity level is approximately that of commercial magnesium alloys. The original ingot was melted under Dow type 310 flux and cast as a 3 in. diam billet. It was extruded into 1 in. flat stock under the conditions: billet preheat 800°F (1 hr), container and die temperature 800°F, speed 3 ft per min, and area reduction ratio 45:1. The extrusion process was chosen in preference to rolling and recrystallization because it allowed easier grain size control from specimen to specimen. The grains of the extruded metal were fairly equi-axial and uniform in the size range of 4 to 6 thousandths of an inch. The preferred orientation of basal planes about the transverse direction was determined by an X-ray diffraction surface reflection method. A beam of filtered copper radiation was directed at an angle of 17" to both the transverse direction and the surface yet perpendicular to the extrusion axis. Analysis of the (002) diffraction arcs in the resulting photographic patterns gave an approximate intensity distribution along the great circle which extends through the center of the basal plane pole figure and to the extrusion axis poles. Successive layers of metal were removed by macro-etching between exposures. The extruded texture is relatively sharp, but the most significant point is the position of the maximum basal plane pole density and its variation with depth below the surface. Fig. 1 shows that this maximum is rotated 15" from the normal at the surface toward the extrusion direction. Such an inclination has been reported for extruded 1 pct Mn and 8 pct A1-0.5 pct Zn alloys.&apos; The inclination decreases until the maximum splits at about 0.025 in. depth into two elements of equal and opposite rotations from the ideal. The double texture persists to as great a depth as was experimentally convenient to examine. It probably continues to the very center of the extrusion. There is no great change in the sharpness of the individual elements of the texture with depth. A plate of metal about 0.015 in. thick at the surface of the extruded stock was produced by etching. A transmission diffraction pattern was made for the purpose of determining any preferred orientation of a direction in the basal planes. Relatively uniform {loo) and {101) rings were produced. There is little tendency for parallelism of a given direction in the plane with the projection of the extrusion axis on it. The creep specimens were machined from 6¼ in. lengths of the extruded stock. Creep was measured on the reduced section, ½x1/8X2¼ in. long. This section was electropolished on one side for the studies of microstructural changes during creep. An orthophosphoric acid-ethyl alcohol electrolyte was used under the conditions recommended by Jacquet.² Hand polishing was used for previous mechanical preparation. Electropolishing was continued until all mechanical twins had been removed. The electro-polished surface was protected from oxidation during creep testing by a thin layer of silicone oil. All micrographs were taken at room temperature on conventional metallographic equipment and after removal of the oil film. The creep tests were performed with machines which have been described in detail by Moore and McDonald." Five testing temperatures, 200°, 300°, 400°, 500°, and 600° ±3°F were used. Difference in temperature between the two ends of the specimen reduced section was 2°F or less. The testing was done at constant load. Strain readings were taken as frequently as necessary to develop usable creep curves. Tensile Creep vs Time, Stress, and Temperature A definition of terms is necessary. THE heavy shrinkage in the production of bituminous coal has reflected adversely in the matter of tonnage produced by stripping arid mechanical loading machinery. The purchase of stripping and underground loading equipment has likewise been circumscribed. How- .ever a growing percentage of bituminous coal is being loaded by stripping and mechanical loading machinery. This situation is due to the fact that numerous strip pits were able to operate in Illinois and Indiana when under- cover mines were subjected to labor interference, a further advantage gained by their ability to produce and market coal at a price below that of the undercover mines. The mines equipped with mechanical loading. apparatus have enjoyed more continued operation for the double reason that the companies using coal-loading machinery are, generally speaking, more substantial and in better financial condition than many of the smaller properties who maintain hand-loading methods, and the market advantage due to lower production costs also reflects to the advantage of the undercover mines using mechanical loading equipment. Where a number of mines are con- trolled by one company, those not equipped with loading machinery and suffering from higher producing costs have often been closed, with the available tonnage concentrated in the more modernly equipped mines.

Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don&apos;t neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.

THE organization of the Board of Directors was effected Tuesday afternoon in &apos; executive session. Messrs. Bassett,. Buehler, Cates, Daveler, Eavenson, Eilers, Elliott, Evans, Guess, Lovejoy, Moulton, Rickard, Tally, Turner,, Wraith and Wright being pres¬ent. Messrs. Tally, Bassett, Rickard, Mathews and Cates were chosen to form the Executive Committe with Mr. Tally as Chairman, and Messrs. Krumb, Guess and Moulton for the Finance Committee with Mr. Krumb as chairman. Karl Eilers was reelected as Treasurer and H. Foster Bain as Secretary, after which the Directors adjourned for the usual dinner reported elsewhere. At the open session of the Board, at which in addition Messrs. Allen and McAuliffe were present, the work of organization was continued with appointments to committees as listed herewith. Various actions of the Executive and Finance Committees were confirmed, the budget for 1931 formally approved, the meeting dates for the year adopted, 34 new Members and Associates, 13 Junior Members and 31 Student Associates admitted by election and transfer and 29 resignations accepted.
