SECTION DELEGATES were given an opportunity to see how the machinery of Institute administration functions, on Tuesday evening, Feb. 16, when they were the' guests at the regular monthly meeting of the Directors. Of the new board of 25 members, 19 were present at the meeting, including directors from Seattle, Los Angeles, Wyoming, Oklahoma, Chicago and Pitts-burgh, the new junior past-president from Jerome, Ariz., and the new president from .Washington, D. C. The complete list of the 72 in attendance at the dinner,: held in the main dining room of the Engineers' Club, which pre-ceded the general session of the Directors'. meeting, follows:

The work suggests an approach to the problem of optimally planning the drilling and development of gas fields. The approach is based on systems analysis and allows a joint optimal choice of the total number of wells in the field, their spacing in the reservoir, the diameter of production tubing, drilling dynamics, the number and spacing of drilling platforms and well pattern schemes for each plat- form as well. The optimal solution satisfies the set of technical- economical requirements and provides a minimum value of discounted total expenditures (capital costs plus operating costs). A mathematical model of the problem is presented. This work represents an extension of the authors&apos; previous investigations that formulated and solved problems of optimal drilling of oil and gas deposits by directional wells [1] and problems of optimal control of the number of active wells in multi-reservoir oil and gas fields [2], [3]. For construction of the mathematical model we choose a range (Nmin, Nmax) of possible values of the total number of wells, N, which should be drilled in the deposit. Here Nmin, Nmax are minimum and maximum numbers of wells correspondingly, that should be drilled into the reservoir. N[€](Nmin = N1, ... N[o], ..., Nm = Nmax). For simplicity a one-reservoir gas field is considered. It is assumed that: (a) wells are spaced in the reservoir uniformly, (b) there is a certain algorithm providing a uniform spacing of the given number N[o] ([0]=l, . . . , m) of wells in the reservoir, (c) the diameters of the production tubing for all the wells are the same. The relation Qz (x), i.e. the dependence of the cumulative output of gas from the cumulative "well-years" of operations is constructed for each diameter dZ from the given range of diameters d1< ...< dr.

K. Baumgarten has returned from active service in France. He reports that he saw C. W. Campbell, formerly with the 2d Engineers on the Chateau Thierry front, and believes that the latter returned to the United States on August 1. He also saw J. J. Croston; G. J. Sielaff, recently transferred to the Gas Service; Thomas M. Smither, survivor of the Tuscania after a 10-mile swim to Ireland. While in Paris he en-deavored to see Prof. Sauveur, but was unsuccessful. F. K. Borrow was given a commission as Lieutenant in the Royal Garrison Artillery in 1914, but had to relinquish it, on account of ill health, in August, 1915. His health has much improved and he hopes to resume active work toward the end of this year. Davis, A. W:, see British Columbia Engineers, below. Alfred Fox, Jr., enlisted in the Public Schools Brigade, Royal Fusiliers, in September, 1914; was gazetted Lieutenant in the Royal Field Artillery in December, 1914, promoted to Captain in November, 1915, and Adjutant to 78th Brigade, Royal Field Artillery, in January, 1916. He was appointed Staff Captain of the 12th Divisional Artillery in November, 1917. He has served continuously in France since July 1, 1915. He was awarded the Military Cross in January, 1917, and four times mentioned in despatches. E. Fraser-Campbell writes that he joined the London University 0. T. C. in January, 1918, for five weeks; enlisted with the Argyll and Sutherland Highlanders in February, 1918, and attended a training course for officer cadets at Chatham for six weeks. He was commissioned 2d Lieutenant, Royal Engineers, in April, 1918. After two months on home training at Chatham, he landed in France on June 23, 1918, posted to 180th Tunnelling Co., R. E., and is now with his unit up on the line.

Maloney were respectively re-elected as treasurer, secretary, assistant secretary and assistant treasurer. The new Executive Committee will consist of W. H. Bassett, Chairman, and Richard Peters, Jr., H. C. Bellinger, E. De Golyer, Edgar Rickard. The Finance Committee will be J. V. W. Reynders, Chair- man, Henry Krumb and H. G. Moulton. George D. Barron was reappointed Chairman of the Admissions Committee, and F. Julius Fohs put in charge of the Papers and Publications Committee.

Before the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent&apos;s office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day&apos;s pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed, the men being paid monthly. In some cases, fairness to the employee was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines. Changes in Stoping Methods Early in 1916, W. B. IT is a pleasure to realize even at that day the dignity of the engineer&apos;s calling was upheld. May I also add my firm belief that today there be many engineers who will qualify to the specifications of our interesting author. Since that time, the development of the world has been chiefly due to the engineer, and so far as human brain can foresee, the material tasks of the future will continue to follow the directions of his judgment. Popular opinion says this is the age of the engineer; literature, which in the long run, voices public sentiment, shows it in the number of engineers who figure as characters of fiction. The engineer has been doing the big things necessary to increase the comfort and efficiency of mankind, but while a certain amount of fame and repute falls to him, too often he figures as the hired man of the entrepreneur, using that term not in the offensive sense of a mere promoter, but to mean the great visioned master of enterprise who has seen ahead of other men, recognized the coming needs of the world, and through ability to inspire others and to hire capital for his use has also been able to hire engineers as needed. Justly enough, therefore, to such men comes the fame as well as the prize of the game.

FOR a considerable number of years past, there has been a shortage of experienced coal miners at the coal mine of the Phelps-Dodge Corp. This is probably due, to some extent, to the mines being so far south of the main western coal producing regions, so that experienced men secure employment before reaching this point. These mines are at Dawson, New Mexico, which is in Colfax County, near the Colorado line. The district is known as the Raton field, and the seam being worked is known as the Raton or Blossburg seam. The mines operated are Nos. 1 to 6, 8 and 9. The daily out- put at the present time, with restricted operations, is about 4000 tons, but the daily capacity is about 5500 tons. The mines are so grouped that the coal is dumped over four tipples. The mines are about twenty-five years old and extend as much as three miles under ground; they are all drift openings, with trolley, storage battery, and mule haulage. At the same time that the shortage of miners existed there was a surplus of common labor seeking employment. We learned that the Copper Queen. Branch of Phelps Dodge Corp. conducted a training school in one of its mines which had worked out very satisfactorily, and thus gained the idea of attempting such a school in the coal mines at Dawson.

From the viewpoint of practical economic engineering the main value in studies of demand and supply lies in the information they give concerning the next movement of price. The title of this discussion is too comprehensive for detailed analysis and it will, therefore, be narrowed to the question of price measurement. The oil operator is interested primarily in net profits. Prices, costs and production determine them. Production is here used in its broadest sense. It includes refining and marketing. It is an operating problem. Prices and costs are economic considerations. Though costs are an important element of prices and profits, the subject is too large to be treated in a brief paper of this sort. In the long run, costs govern prices, but for the purpose of gaging prices in the immediate future the relationship of current demand and supply are more significant. Operating, expansion, retrenchment, sales and storage policies of oil companies are largely influenced by the feeling of executives concerning this relationship. The stockholders of companies whose executives are wrong may suffer. Investors who err in their judgment may likewise lose. On the other hand, oil companies and investors who appraise these factors correctly and move accordingly will profit. It is an important subject worthy of careful consideration. The author has been asked to discuss the subject for 1928. From the beginning of the year until the first of June, as illustrated by Fig. 1, over-supply prevailed in the face of restricted production, but from June to September, with record consumption, demand slightly exceeded supply and oil came out of storage in the United States as a whole. One of the main problems of the oil man is to decide whether this condition will continue and what the next movement of prices will be. Before he can do so he must have an understanding of the underlying conditions and of the facts that led to the present situation. With these facts in mind he is in a position to measure the effect of the present relationship of demand and supply on price and is afforded a perspective that may enable him to look ahead for a short period of time. Mavkers ill a diffusion couple in the iron-chromium system move towards the high chromium side indicating Dcr > DFe at the marker composition. By a combituztion of measurements of D& and D a: a function of composition, this is also shown independently. DFe is calculated as a function of composition. and shown to be in reasonable agreement with measured values by other workers. MEASUREMENTS of marker movements in diffusion couples have been used from time to time to demonstrate that a vacancy or interstitial mechanism may be operative. Since there is a possibility that ring diffusion1 may be operative in chromium, the present experiments are of interest in showing some non-ring mechanism in iron-chromium alloys around the equiatomic composition. EXPERIMENTAL PROCEDURE The movement of markers originally at the interface between 1-in. sq sections of pure Cr (6 mm thick) and outer slabs of 30 Cr-70 Fe alloy was followed as a function of time at temperatures from 1150" to 1425"C, in a Kanthal-wound furnace. Temperature control was +5°C over extended periods. The analyses of these alloys are given in Table I. Selection of suitable markers presented a considerable experimental problem; the eventual solution was to draw quartz rod down to 0.01 cm and seat this in V-grooves 0.01 cm deep on each side of the chromium prior to welding. A preliminary experiment in which the groove was machined in the alloy gave identical results. Welding was accomplished by passing a heavy current through specimens under moderate pressure in a helium atmosphere. This method produced good welds with a planar interface as shown by subsequent metallo-graphic investigation. Any markers which did not adequately fill their groove and showed subsequent contamination from the atmosphere during heat treatment were not considered reliable. The composite sample was ground and metal-lographically polished on the four sides perpendicular to the interface. Fiducial marks (deep milled slots) were made outside the diffusion zone to check on total volume change. All necessary measurements were made on a metallograph reading to +0.0005 cm. The samples were wrapped in tantalum foil and given diffusion anneals for times to 200 hr in carefully purified dry hydrogen in a sealed McDanel porcelain tube. Chromium-zirconium chips were introduced near the specimen as an additional getter. The specimens were cooled relatively slowly after the diffusion anneal to preserve the McDanel tube but no significant error in effective time at temperature was thereby introduced. At least 1 mm was ground off the surface before measurements were taken. It was observed that the grain size following short diffusion anneals was several mm and was appreciably larger in the 30 Cr alloy than in the pure Cr. No significant grain boundary penetration was present as indicated by the etch limit. The results are presented in the next section. It is not a scientific name,, but rather a trade term, and does not indicate a correspondence with English splint. At present it is a popular word, and is very loosely applied to coals of various qualities, in the desire to improve their sale. The Kanawha splint is distinguished by its hardness, dull lustre, coarse fibrous structure, its purity, and especially its resistance to atmospheric influence. It kindles very readily, burns with a bright flame, but does not cake, so that a lump when half consumed, may be broken by a slight blow in its plane of cleavage, though &apos;it will resist a&apos; strong blow in any other direction. IN THE congressional act establishing the Bureau of Mines one of the functions outlined was "to assist I the industry in the prevention of mineral waste." This had not only to do with the waste in mining but in milling and metallurgical practices, including smelting. The organization of the Bureau of &apos;Mines includes many divisions, each working in a particular field and charged with certain investigative work. The metallurgical division has the above duties under its immediate supervision, and the station located at Salt Lake City is directed by the chief of this division: There are ten experiment stations of the Bureau of Mines, located in various parts of the country, most of them being housed at state universities under cooperative agreements. Considerable care was exercised in locating the stations and in choosing the particular type of work to be investigated at each place. Inasmuch as the Bureau was designed to serve and cooperate with the industry it is only natural that the investigative work be of interest and importance to the territory immediately adjacent to the respective stations.

IN 1948, the United States used nearly six million barrels of petroleum products every day. Although substitution of synthetic fuels for the natural petroleum product is not here yet, large quantities of special-purpose coal will be required in ever-increasing volume as the domestic production of oil from other sources fails to meet demand and the production of synthetic fuels begins. Petroleum economists do not agree as to when the shortages of domestic oil will appear; but the increasing per capita consumption of oil, coupled with a constantly growing population drawing on a potential domestic oil supply estimated to be 85 billion barrels, sooner or later will result in demand exceeding domestic supply. When this situation comes about, the excess demand will be either eliminated by curtailment of consumption or the demand met by increasing importation of foreign oil or by the production of synthetic fuels. The first recourse would definitely retard the heretofore unbroken rise in American living standards, while dependence upon a foreign oil supply during a war or other emergency would be dangerous. On the other hand, the enormous coal reserves in the United States, plus sizable deposits of oil shale, indicate adequate means of augmenting a diminishing domestic oil supply. Some idea of the impact of an expanding synthetic liquid fuels program on the coal-mining industry may be gathered when it is considered that to supply just half of our present-day petroleum needs synthetically from coal would increase the coal output by about 500 million tons annually, using an 11,900 Btu bituminous coal as the plant feed. If either a subbituminous coal or lignite were used, the quantity required would be materially increased. Synthetic Fuel Processes: The principal synthetic fuel processes using coal as a raw material are the Bergius, or coal-hydrogenation process, and the Fischer-Tropsch, or gas-synthesis process. These two processes not only produce different end products, but the preparation of the coal used in each presents its own individual problem to the coal-preparation engineer. The hydrogenation process brings together a mixture of dry, finely powdered coal, catalyst, and heavy oil to form a paste. Addition of hydrogen under rather high pressure and temperature conditions brings about transformation of the coal to a liquid product, from which a high-grade gasoline and other motor fuels may be obtained. The Fischer-Tropsch process requires the production of synthesis gas, a mixture of carbon monoxide and hydrogen. At the Bureau of Mines Louisiana, Mo., demonstration plant, this gas is being made by reacting dried pulverized coal with carefully controlled volumes of oxygen and superheated steam. After purification and in the presence of the proper catalyst and suitable conditions of pressure and temperature, the hydrogen and carbon monoxide components of the synthesis gas react to form motor fuel. IT is not my purpose to burden you with many statistics. The charts herewith should be considered merely as indicating the trend. I believe&apos; that is what is really of interest to us. It is difficult, if not impossible to forecast with any assurance future developments, because of possible new mines, competitive materials, curtailment&apos; or increase in the use of the metal in certain markets, and many other factors that have a vital bearing on any industry. Fig. 1 shows United States smeltet output of copper, starting with 1845. It is estimated that in 1928 the smelter output of copper will be about 1,010,000 tons. Between 1895 and 1905 it increased about 200,000 tons, and between 1905 and 1915 about 240,000 tons. Between 1915 and 1925 the increase was about 140,000 tons. This is an average increase over 30 years of about 190,00Q tons per ten-year period. At the present time the indications are that this demand for increased production will continue. As to whether or not we have the supplies or facilities to maintain this increase or a greater one, remains to be seen. Provided it is possible for United States smelters to increase their production, they should be producing at the rate of about 1,210,000 tons or more per year by 1935.

Meramec Mining Co., owned 50% by St. Joseph Lead Co. and 50% by Bethlehem Steel Corp., is engaged in mining, concentrating and pelletizing iron ore from the Pea Ridge Mine which is located about 75 miles southwest of St. Louis. The Pea Ridge orebody lies under some 1300 ft of limestone, dolomite, shale, and sandstone. It runs from east to west for about 1/2 mile and varies in width up to a maximum of around 600 ft. The orebody dips about 80" S. The ore is high grade magnetite with some local zones of specular hematite. The Precambrian country rock is rhyolite porphyry.

THE power drag scrapers and the slackline cableway excavator have been called "long-range excavators." Broadly, their field of usefulness is restricted to work in which their long range of action permits them to operate economically, and which other, possibly more conventional, excavating units cannot do. Both of these machines dig or lift material and transport it to a clumping point. They combine these two functions in a single machine, nearly always in a single straight-line motion. FIG.
