To establish the minimum or break-even efficiency of a preparation plant it is necessary to determine the ratio of production costs per ton of run-of-mine coal to sale price per ton of clean coal. This ratio is then divided by the percentage of plant recovery. Assume, for example, that washability data indicate that 80 pct of the run-of-mine coal may be recovered as clean coal selling for $5.50 per ton. If the same plant incurs $4.00 per ton mining costs and $0.25 per ton preparation costs, the cost to sale price ratio would be 4.25/5.50, or 77.3 pct. Since the plant is capable of recovering 80 pct of the run-of-mine coal the minimum plant efficiency would be 77.3/80, or 96.6 pct. If the plant efficiency were increased to 100 pct the limit on preparation costs would be increased to $0.40. Therefore, the washing operation must be accomplished at a cost of $0.25 to $0.40 per ton and the efficiency must be 96.6 pct or higher. By plotting a curve of efficiency vs preparation costs and taking into consideration the plant cost, feed rate, operating costs, and yields of the various flowsheets it is possible to select a financially sound process. Table I classifies preparation processes according to their nature of separation. It must be remembered that what is thought to be ideal does not always prove practical under actual operation. An outstanding example is the work done on the plunger-type jig. It was determined by the law of equivalence that this unit could treat satisfactorily only sizes differing by no more than a ratio of 2. Yet these same plunger-type jigs are successfully treating sizes considerably greater than this ratio.

The plasticity of unalloyed P plutonium was studied by evaluating the strain-rate-hardening exponent, m, in the equation Values of m up to 0.33 and tensile elongations up to 680 pct were obtained for ß plutonium formed directly from the a phase. Casl bars that were cycled and tested had lower flow stresses and higher values for than uncycled bars , hut their total plastic elongations were not as great as expected because of premature failure at voids formed during cycling. Flow stresses were higher and m was lower (m = 0.15) for 9 plutonzutn formed from the y phase. ThE strain-rate-hardening exponent for plastic flow of p plutonium was determined as a function of strain rate, test temperature, and heat-treating history, and it was related to the rather large plastic elongation found previously for some plutonium tensile samples. Gardner and ~ann' obtained tensile elongations of up to 620 pct for P plutonium samples which had been completely transformed from the low-temperature a phase to the P phase before testing. Such a large percentage elongation is unusual for unalloyed metals or single-phase alloys.' The a phase is stable below approximately 112°C and (3 is stable between approximately 112" and 190"c.~ Both phases have mono-clinic structures. A temperature of 160°C is 0.58 of the effective absolute melting point, 475°C) of the p phase. The effective melting point is obtained by considering the enthalpy and entropy changes associated with the higher-temperature phase transformations and it is not the same as the experimental melting point of the highest-temperature allotrope of unalloyed plutonium. Nelson, Bowman, and Bierlein observed a striking difference between the ductility, as well as other mechanical properties, of p plutonium formed from the next higher-temperature phase (y) and the ductility of /3 plutonium formed from the a phase. The total elongation of /3 plutonium formed from the y phase was less than 5 pct. Earlier, the creep rate of 13 plutonium formed from the a phase was shown to be 200 to 500 times faster than the rate for 0 formed from y for the same test temperature and stress.

FRED J. MILLER was born in Ohio, in 1857. He had a common and high school education, supplemented by personal study and special instruction. After serving a 4-year apprenticeship and working in various capacities in machine shops, he became a contributor to mechanical journals and finally a member of the editorial staff of The American Machinist, where he remained for twenty years, the last ten years as editor-in-chief of the magazine, and vice-president of the publishing company. On retiring from journalism, he was for nine years general manager of a group of typewriter factories, and was then commissioned Major of Ordnance in the U. S. Army, being stationed during most of his service at Rock Island Arsenal, where he organized the Civilian Service Division of the Arsenal. He is now a member of the Technical Advisory Committee of the War Claims Board at Washington. Major Miller became a member of the American Society of Mechanical Engineers in 1890, and has always taken an active interest in its affairs, having served on a number of important committees, and as a member of Council from 1904 to 1907, inclusive. He was elected President in December, 1919.

INTRODUCTION THE oxidation of pyrites and marcasite in coal-mine strata to produce discolored acid mine drainage has long been explained by chemical reactions occurring in three stages: I. The iron sulphide minerals are oxidized by air in the presence of water to produce a nearly colorless solution of fer¬rous (iron) sulphate and some sulphuric acid. 2. The ferrous sulphate and part of the sulphuric acid combine with additional oxygen to form ferric (iron) sulphate. 3. The ferric sulphate hydrolyzes to form a reddish-brown precipitate and additional sulphuric acid. Nevertheless, chemical data alone are not sufficient to explain all observed facts. The first stage seems to proceed more slowly in the chemical laboratory than in nature. The second and third stages nor¬mally occur to a marked extent within a few days with raw mine water. However, the visible discoloration that characterizes these latter stages will not develop for months if the mine water is sterilized. By means of bacteriological techniques, two organisms have been isolated from acid coal-mine drainage. These are believed to have a part in promoting the chemical reactions summarized above. One organism is considered to be Thio¬bacillus thiooxidans, which is known to be able to convert elementary sulphur or sodium thiosulphate to sulphuric acid. Its relation to the formation of acid mine drainage has not yet been established. Apparently it does not promote the oxida¬tion of ferrous iron compounds in mine, drainage to the ferric state. The second organism has not been identi¬fied by name but is described as "Gram negative, non-spore-forming rods approxi¬mately 0.4 micron wide by o.8 to 1.0 micron long." A pure culture of this when added to sterile mine water will cause the latter to become amber and develop the typical rusty precipitate. However, it has not been found to convert sulphur com¬pounds to sulphuric acid. Further research is planned to determine whether or not these microorganisms play a significant part in the first stage of oxidation whereby pyrites and marcasite minerals go into solution. Some of the conditions found in abandoned sections of coal mines, such as a reduced percentage of oxygen and increased percentage of carbon dioxide in the air, as well as the existing temperature and acidity ranges, will be tolerated by and may even be favorable to these organisms. CUSHMAN, Middletown, Ohio (written discussion*).¬ This subject is one to which I have given much thought and study and which I have frequently discussed informally with Mr. Cain and others. I have long been convinced that the gaseous elements, either combined or entrained (occluded), in steel play a much more important role than is ordinarily admitted. This is probably due to the difficulties encountered in the accurate quantitative estimation of gases, some of which Mr. Cain has referred to, as well as to the fact that, considered from the weight-percentage basis, gas content is measurable only in hundredths or even thousandths of 1 per cent. Volumetrically, however, the results ob-tained by modern research are startling, to say the least. Baraduc-Muller,1 as cited by Mr. Cain, pumped out of 1000-lb. ingots of basic Bessemer steel 2100 l. of gas. or about 75 cu. ft., at normal temperature and pressure, per ton of steel. In other words, we are to understand that Bessemer steel normally carries about fifteen times its own volume of gas. Based on Kurdjumoiv-Sachs orientation relationship for the fee bee transformation in metals, the jirzal crystal orientation resulting from successive transformations of bee-fee-bee has been analyzed mathematically. There are 528 different variants; many of ther are crystallograpyically equirvalent. Specific examples show that, for equal probability of all the variants, the principal crystallographic axes [100 ], [110], and [111] of the initial bcc crystal can be transformed into vairous axes in the fina1 crystal However, fur each of these principal crystallographic axes, a continuous range of orientation within certain regions of the unit triangle is completely avoided by the finctl Crystals. For uses of higher indices, the final orientations are more uniformly distributed throughout the unit triangle. Results from the PI-esent analysis are in good agreement with preferred Oientations Observed in a zone-meltecl iron bar. THE allotropic forms of iron are characterized by the unusual fact that at both high and low temperatures a bcc structure is stable, whereas at intermediate temperatures (1400" to 910°C) the metal is fcc. CONDITIONS in underground mining are so variable that in approach-ing the problem of the economies effected by the use of pressure-treated mine ties and mine timbers, it is necessary to secure specific data for each mine. Facts must first be dug out to show the service life of untreated timber and the reason for its failure. Generally speaking, decay is the usual cause of failure, but in some mines mechanical destruction is an important factor. Occasionally the two causes combine to produce fail-ures, and it is difficult to determine positively which factor is responsible. In making comparisons, it is always necessary to start with the cost in place and for this reason there must be accurate information covering the labor cost of installation and the labor cost of renewals. When treated timber is used, it is necessary to know the specifications for the treating process, whether the timber was painted, dipped, treated open tank, or impregnated under pressure according to standard specifica-tions. It is also necessary to know the preservative used and the amount of the preservative that was retained by the timber after treatment. It is also well to know whether the timber was thoroughly air-seasoned before treatment or was green at the time it was treated. The kind of timber available, both untreated and treated, must be known and all of the factors listed above must be taken into consideration in the study of any problem.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has now been changed. to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees, of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which have equal and undivided interests in the property. HERBERT HOOVER had to sit through an hour and a half of eulogy of himself at Carnegie Hall last night, said the Sun and New York Herald of Feb. 19. When his turn to answer came he remarked that, although one of the speakers had referred to him as a modest man, he would never, in view of this experience, be able to prove it. The occasion was the presentation by the Civic Forum to Mr. Hoover of its medal of honor for distinguished service, the only recipients in past years having been General Goethals, Thomas A. Edison, and Alexander Graham Bell. Only by distortion of intent could there be said to be anything political in the affair, which was carefully described by the chairman, Charles E. Hughes, as non-partisan. Nevertheless, the praise bestowed on the former Food Administrator by the former Republican candidate for President, proved specially interesting to a much applauding audience which filled the hall to the uppermost gallery. A piece of real news was supplied by Horace V. Winchell, whom Mr. Hoover succeeded on Tuesday as President of the American Institute of Mining and Metallurgical Engineers. He said that Mr. Hoover, when in Europe after the . armistice, caused to be collected the literature of the war in all Europe.

The electrical resistivity of rocks has been studied quite extensively, in particular, the effects of temperature and confining pressure on resistivity. References 1 through 6 at the end of this chapter pertain to electrical resistivity of rock and contain further references on the same topic. The present study is motivated by an interest in determining the in-situ properties of rock as well as the stress state of the rock and how these quantities are changing with time. Most of the previous work on the electrical resistivity of rocks has been directed toward saturated rocks at relatively high confining pressures and temperatures. The present study was oriented towards air-dry surface rock that might occur in mine pillars. The mean stress and temperature under such conditions are comparatively low. It has been demonstrated that the resistivity of rock is highly dependent upon the porosity. In fact, for saturated rocks, a relationship referred to as Archie's law has been established between porosity and electrical resistivity. In the case of saturated rock, the property that is actually being measured is the resistivity of the solid/fluid system. Since the resistivity of the fluid alone is usually much lower than that of the dry rock, it is understandable that the resistivity of a saturated rock is in general several orders of magnitude lower than the resistivity of a relatively dry rocli. For dry rock, it seems reasonable that the electrical resistivity should increase as microcracks open within the material. Since microcracks open as material is stressed closer and closer to its failure point, it appears that there should be a correlation between electrical resistivity

Power is furnished to the Climax Molybdenum Co. by the Public Service Co. of Colorado over two 100,000-volt lines to a bank of three 3333-kva. transformers 100/13.8 kv. These transformers are so designed that with the addition of forced cooling their capacity may be increased 33? per cent at 12,000-ft. altitude. Under present conditions, these transformers are operated at 140 Per cent of their rating with forced air cooling. On the secondary side of this bank there is a 15-kv., 1200-amp. Westinghouse oil circuit breaker provided with automatic reclosing relays allowing three successive short circuits before lockout. From this breaker 13.8-kv. power is transmitted to a central switching station (Fig. I) where all circuits radiate to the different operations of the property. Each circuit is protected by a 23-kv., 600-amp. oil circuit breaker with by-pass and isolating disconnecting switches. Mine Power at 13.8 kv. enters the mine through a ventilation raise over a three-conductor, size 1-0 varnished cambric insulated, leaded, steel-wire armored cable, insulated from 17 kv. This power is received and distributed through one switching station and four underground substations, shown in Fig. 2. No. 370 substation (Fig. 3) contains three a 13,800/440-volt, single- phase Pyranol transformers protected on the high-voltage side by a 600-amp. manually operated oil circuit breaker. This station serves 20 slusher-hoist motors, a 45-kw., three-phase, 220-volt electric furnace, a Massco hot miller for tempering and milling Timken detachable bits and a hoist with 175-hp motor on the No, 3 development shaft. Also at this shaft are three pumps. One two-stage pump, 1200 gal, per min., 500-ft. head, 3600 r.p.m., driven by a 150-hp. motor, is at the bottom of the shaft, Two deep-well pumps, 500 gal. per min., 500-ft. head, are at the collar of the shaft. under normal operation the one pumping 1200 gal. per min, is controlled by a float switch to take care of the water. If this pump fails, or if its capacity is insufficient, the first 500-gal. pump is automatically started1 and if still more capacity is needed the second 500-gal. pump automatically starts. Time delay relays are provided on the deep-well pumps, so that if power fails the column will have time to drain before the Pumps restart. On failure of any Of these, an alarm is sounded in the train dispatcher's office, so that mechanics can be sent to ascertain the cause of failure and make repairs. The cable from No. 37' substation is run to the switching station, in which are four 15-kv., 600-amp. direct-current sole-noid-operated oil circuit breakers. The current for Operating and tripping is furnished by a 125-volt storage battery. All breakers are operated from the switchboard in the compressor room. ROTARY kilns, varying in construction, are used in a variety of processes. Products differ and operating conditions vary according to economic requirements. All of these variables influence the degree of instrumentation and type of control necessary or profitable to install. Products fired in rotary kilns are the results of combined temperature and time treatment and the interrelation of these two factors should be kept constantly in mind in the perusal of this paper. MEASUREMENTS OF KILN TEMPERATURE The securing of proper temperatures within the rotary kiln, either of the charge or of the kiln lining in the high fire zone, are basic objectives of kiln operation; therefore the measurement of these high-temperature conditions merits first consideration.. For these measurements, radiation pyrometers, properly designed and protected, have proved adequate, particularly where records or automatic control are desired, while optical pyrometers may serve as portable indicators. Light-sensitive devices or photoelectric cells in this service are capable of producing records as well as certain forms of automatic control. High-temperature measuring devices for rotary-kiln work should have the measuring unit protected from dust, as a continued accumulation of deposit would lower the readings. Fig. I shows a typical application of radiation equipment to a rotary kiln, mounted far enough away from the sighting hole through the kiln hood to be protected from puffs or stingouts and with a sighting tube having a series of settling chambers, to prevent dust from reaching the lens. Although dust conditions inside the kiln itself usually fluctuate considerably and have their effect upon the readings at that moment, such effects are not cumulative and show as a continuous fluctuation in the temperature indicated, provided the radiation unit and recorder are responsive to such slight and rapid temperature fluctuations. The ambient temperature to which a measuring unit is subjected fluctuates from possibly o° to over 200°F., therefore these changes should have no effect upon the final reading or upon the life of the measuring unit. A very narrow sighting angle is desirable, so that measurement of temperature may be made as far as possible into the high fire zone without. effect of the flame temperature. There should be some sighting means on the measuring unit, so that the proper field may be viewed. Measurement of wall temperature taken at a point where the charge has just left the wall is less affected by dusting conditions than when taken elsewhere. Factors Influencing Temperature Table I gives an outline of the factors that produce kiln temperatures and com¬ments on the possibility of measurement and control. This paper constitutes a preliminary report on experimental work done to date on the anode-furnace treatment of blister copper containing relatively high percentages of nickel. The investigation has not been completed but results obtained to date are considered of sufficient interest to warrant publication. Blister copper treated by the Ontario Refining Co. originates from the Copper Cliff smelter of The International Nickel Company of Canada, of which the former is a wholly-owned subsidiary. The blister as received contains from 0.50 to 1.50 per cent Ni, and in this respect differs from that treated by other refineries on this continent. During the anode-furnace treatment, only a portion of the nickel content is removed, and of the amount remaining in the anodes a varying percentage is found in the anode slimes. This necessitates a more extensive treatment than ordinary nickel-free material. Sometimes it is necessary to repeat roasting and leaching operations several times before the nickel content is low enough to permit the slimes to proceed to the dore furnace. This, besides increasing treatment charges, causes greater selenium stack losses and involves a longer tie-up of precious-metal values. Therefore this investigation was undertaken with the aim of determining the factors influencing the diversion of nickel into the anode sludge. From experience it was known that by keeping the nickel content of anodes at 0.55 to 0.60 per cent maximum a relatively satisfactory slime resulted. One avenue of attack therefork was developing improved elimination in the anode-furnace treatment so that the anode content mentioned above was not exceeded. Another angle was to improve the solubility, during electrolysis, of the nickel constituent in the anodes, thus decreasing the percentage diverted to slimes. It may be mentioned here that nickel dissolving electrochemically and entering the electolyte presents no difficulty from a treatment standpoint. Both of these approaches were studied and are discussed separately below.

It has been 5 years since the writer left the Philippine Islands and while in that country his chief work did not lie in this field, though he has visited all but one of the localities mentioned in this article. The principal field studies relating to oil were M de by his colleague, Mr. Wallace E. Pratt. The writer's investigations ealt with the general stratigraphy and paleontology of the Philippines. with the exception of the investigations made by Mr. Pratt and the writer very little information on this subject is available. A number of geologists in the employ of large oil companies have visited the Islands from time to time but, following the general rule, the public has scarcely ever been permitted to learn anything of the results. The writer is indebted to the Bureau of Insular Affairs, Washington, for late information regarding recent legislation in the Islands relating to petroleum. All the known oil seeps, petroleum residues, such as ozocerite, and natural-gas emanations are associated with Tertiary sediments. The chief seeps and most promising prospects are located as follows: 1. Bondoc Peninsula (lower end), Tayabas Province, Southeast Luzon. 2. The west coast of the island of Cebü from Alegria north to, and perhaps beyond, Toledo. 3. Central Mindanao not far from Lake Lanao. 4. The ozocerite veins on the Island of Leyte in the northwestern part in the vicinity of the town of Villaba. 5. Natural gas from some deep wells in Tertiary shale formations on the eastern flank of the Cordillera and extending out under the plain on the island of Panay. The first mention in geological literature, to the writer's knowledge, of gas or petroleum in the Philippines is found in the description of the Island of Panay by the Spanish geologist, Abella, in the year 1890. In 1898, an oil well was being dug on the estate of Smith Bell & Co., an English concern, near the town of Toledo on the west coast of Cebu. In

Attempts have been made to predict the volumetric and phase behavior of naturally occurring hydrocarbon mix-turesl-6 but these methods have not been extended to the higher pressures and tem-peratures that are currently encountered in some producing formations. Furthermore, the methods of prediction at present avail-able have not been tested in a sufficient number of cases to ensure their applica-bility to all naturally occurring hydrocar-bon mixtures, even at the lower pressures and temperatures. For these reasons the behavior of a number of hydrocarbon mix-tures from a field in which the subsurface pressures are above 4500 lb. per sq. in.t and the temperatures are in the neighbor-hood of 250°F. was investigated. Method The objective of this program was to determine the volumetric behavior of ma-terial as it existed in the reservoir as a function of pressure, temperature and com-position. Strictly speaking, this cannot be accomplished in any simple fashion. How- ever, the variations in composition that are encountered within a producing reservoir may be approximated roughly by means of mixtures made up of two arbitrarily chosen constituents. Experience indicates that the liquid and gas phases from a high-pressure gas trap afford a simple source of material for this purpose. Throughout this discus-sion the samples of the gas phase and liquid phase from the production trap will be called the "trap-gas sample" and the "trap-liquid sample," respectively. The volumetric behavior of both of the trap samples was determined throughout the temperature interval between 100" and 250°F. at pressures up to 5000 lb. per sq. in. In addition, the behavior of eight different mixtures containing varying proportions of the two trap samples was studied throughout the same temperature and pressure intervals. The experimental results yielded information concerning the specific volume of the material as a function of pressure, temperature and the relative quantity of the trap samples. The relative amount of each of the paraffin hydrocarbons of lower molecular weight than n-hexane was determined for each of the trap samples. In addition, the specific weight, viscosity and average molecular weight of the hexanes-and-heavier fraction of the trap-liquid sample were determined as well as similar information for each of five fractions separated from this material by distillation. Attempts have been made to predict the volumetric and phase behavior of naturally occurring hydrocarbon mix-turesl-6 but these methods have not been extended to the higher pressures and tem-peratures that are currently encountered in some producing formations. Furthermore, the methods of prediction at present avail-able have not been tested in a sufficient number of cases to ensure their applica-bility to all naturally occurring hydrocar-bon mixtures, even at the lower pressures and temperatures. For these reasons the behavior of a number of hydrocarbon mix-tures from a field in which the subsurface pressures are above 4500 lb. per sq. in.t and the temperatures are in the neighbor-hood of 250°F. was investigated. Method The objective of this program was to determine the volumetric behavior of ma-terial as it existed in the reservoir as a function of pressure, temperature and com-position. Strictly speaking, this cannot be accomplished in any simple fashion. How- ever, the variations in composition that are encountered within a producing reservoir may be approximated roughly by means of mixtures made up of two arbitrarily chosen constituents. Experience indicates that the liquid and gas phases from a high-pressure gas trap afford a simple source of material for this purpose. Throughout this discus-sion the samples of the gas phase and liquid phase from the production trap will be called the "trap-gas sample" and the "trap-liquid sample," respectively. The volumetric behavior of both of the trap samples was determined throughout the temperature interval between 100" and 250°F. at pressures up to 5000 lb. per sq. in. In addition, the behavior of eight different mixtures containing varying proportions of the two trap samples was studied throughout the same temperature and pressure intervals. The experimental results yielded information concerning the specific volume of the material as a function of pressure, temperature and the relative quantity of the trap samples. The relative amount of each of the paraffin hydrocarbons of lower molecular weight than n-hexane was determined for each of the trap samples. In addition, the specific weight, viscosity and average molecular weight of the hexanes-and-heavier fraction of the trap-liquid sample were determined as well as similar information for each of five fractions separated from this material by distillation. ZAY JEFFRIES (written discussion*).-I have read with much interest Mr. Ruder's discussion of Professor Howe's paper, "The Supposed Reversal of Inheritance of Ferrite Grain Size from that of Austenite." I am yet of the opinion that my first explanation' of Mr. Ruder's samples is substantially correct. In that explanation I did not intend, however, to convey the impression that "reversed inheritance" was the general rule nor even of common occurrence but rather that." Non-inheritance" was the general rule. Mr. Ruder suggests that a " perfectly formed" grain is an indication of inheritance. The grains in my Fig. 52 are perfectly formed and in fact more nearly equiaxed than those in Mr. Ruder's Fig: C,3 yet the grains in the former are known not to be inherited but to have been formed by the partitioning of larger austenite grains. On close examination of Mr. Ruder's Fig. C the very shapes of the grain suggest partitioning. Again, the grain size (25 to 30 grains per square millimeter) is at least 10 or- more likely 20 times smaller than might be expected of the austenite from which these grains were .formed under the given time and temperature conditions. Mr. Ruder's newer results on electrolytic and Armco iron are most interesting and instructive. His results fit in. nicely with my conclusions 5, 6 and 10.4 His photographs, however, indicate that the thickness of the pieces of sheet metal are such that abnormal grain growth is promoted. He indicates that equilibrium grain size after heating to 950° C., with furnace cooling, is about the same as his Fig. 1, above. I estimate this to be approximately one-half -grain per square millimeter, or 40 times as large as I have obtained with the same material (Armco iron) after heating Y4-in. bars to 1300° C. for 2 hr. and cooling in the furnace. The effect of thickness of sample on grain size is one which needs more attention.
