DURING the course of some magnetic investigations which the authors have under way, six bars of 0.43-carbon steel were tested, a permeameter designed after the Hopkinson yoke type being used. The results obtained were of some interest and although far from complete serve at least to show the necessity for a careful investigation of the previous history of the samples under study as well as the chemical composition. A steel of given chemical composition may assume a great variety of structures, depending on its treatment. Professor Sauveur has devised a very clear and effective means of illustrating this point: The accompanying microphotographs show some of the possible structures assumed by a 0.30 carbon steel (Fig. 1). It is now a well-established fact that a structural change is accompanied by changes in the tensile strength, elastic limit, hardness, etc., and it seems reasonable to assume also, a change in the magnetic properties. Six bars of a 0.43-carbon steel were used, all the bars being taken from the same rod and treated as follows: Bar 1. Heated to 1,100° and cooled in the furnace. Bar 2. Heated to 1,000° and cooled in the furnace. Bar 3. Heated to 900° and cooled in the furnace. Bar 4. Heated to 1,000° and cooled in air. Bar 5. Heated to 900° and cooled in air. Bar 6. Untreated. The bars were then turned to 13 mm. diameter and tested by the Hopkinson yoke method. After testing, three specimens were taken from each bar, one from each end and one from the middle. The homogeneity of the. bars was tested in this manner and in no instance could any difference in structure be detected between the three specimens.1

THE thermal processes for the production of metallic magnesium can be divided into two general classifications, the direct reduction of magnesia with carbon and the indirect reduction of compounds of magnesium by reducing agents that are themselves products of carbon reduction. The latter are so chosen as to cause reduction of magnesium compounds wherein only the magnesium is liberated in the vapor phase. Reducing agents used are: calcium carbide, silicon carbide, silicon, aluminum, various silicides or combinations of calcium, aluminum, silicon in iron. All of these are products of highly endothermic reactions and, with the exception of scrap aluminum, can be produced in an open, submerged arc furnace; that is, the arc is covered only by the charge itself. The more investment in energy required to prepare such a reducing agent, the less is the energy required in the subsequent step to reduce the magnesium compound to the metal. It is impossible, however, to avoid the laws of thermodynamics, no matter how much circumambulation is resorted to in the preparation of successively more powerful reducing agents. Since each such step carries forward its own inefficiencies, it appears evident that the ultimate status of such processes is dependent upon the development of by-products. EARLY EXPERIMENTS IN DIRECT REDUCTION The direct reduction of magnesium oxide by carbon has a decided appeal to both the scientist and the industrialist. The successful production of the carbothermic plant at Permanente is a significant fact in the substantiation of this concept. Like most developments, however, the history of carbon reduction of magnesia is not one of triumph after triumph, or immediate heady success to the investigators. It is understood that one of the early investigators conducted an experiment wherein he placed carbon and magnesia in one end of an evacuated tube and managed to heat this end to a temperature high enough that magnesia and carbon deposited at the other end of the tube. The charge, unreduced, appeared to have been completely transported from the hot to the cold end of the tube. This raised doubt for some time as to whether magnesia could be reduced at all with carbon. It was correctly suspected, however, that the magnesia was in fact reduced and the resultant magnesium vapor and carbon monoxide reacted upon one another upon reduction in temperature to reform the starting ingredients. Attempts were then made to dilute the two vapors by passing a considerable stream of hydrogen through an arc furnace charged with magnesia and carbon. He took a great interest in technical matters and his inclination was strongly toward research investigations. At the same time he was effective in manual and mechanical work and was generally found working side by side with the men under his direction. His nature was unselfish and he was extremely popular socially. He was a member of the Coeur d'Alene Commandery, Knights Templar. Stanly A. Easton. Lieutenant.Louis Baird Louis Baird, a Lieutenant in the Royal Field Artillery of the British Army, died on the battlefield in 1915. Lieutenant Baird was born July 28, 1880, at Stirling, Scotland. His technical education was obtained at King's College, Melbourne, Australia, in 1893 to 1895, and at the Technical College at Glasgow, Scotland, in 1897 to 1900. After an apprenticeship with the Mexican J. & 8. Rec. Co. of Mexico, lasting from 1900 to 1903, he became mill superintendent for the Cia. Minera Benito, at Juarez, Zac. During the year 1905-6 he was assistant manager of the Candelaria y Anexas, at Pinos, Zac., and from 1906 to 1907 was engineer with the Cia. Minera Jalisco, San Sebastian, Jalisco. At the time of his admission to the Institute, in 1908, he was practising as a mining engineer at Etzatlan, Jalisco, Mexico. For the next four years he practised his profession in the City of Guadalajara, Jalisco, removing, in 1913, to Ixtlan del Rio, in the State of Tepic. It was from here that he returned to England to put his services at the disposal of the British Government. The Institute is not definitely informed as to how, where, or when Lieutenant Baird met his death. Captain John H. Ballamy John H. Ballamy, Captain on the Regimental Staff of the 103d Engineers, was killed near Fismes, on Aug. 9, 1918. Captain Ballamy was born at Plvmouth. Pa.. in 1886 and graduated from' the High School of that town in 1903. In the following year he began work as a coal miner, and at the same time began the study of mining engineering in the evening and any other spare time. Precipitation of the phase Co3Ti (Cu3Au type) from a Co-5 pct Ti a11oy has been investigated using single-crystal X-ray diffraction techniques. Oscillation and transmission Laue patterns of specimens aged for short-time periods at 600" C indicate the formation of titanium-rich and titanium-poor zones coherent with the {100} matrix planes. Longer aging times at 600° C establish that the equilibrium phase also forms on the {100} matrix planes as platelets. These observations are corroborated by electron metallography; electron diffraction studies show the phase Co3Ti to be ordered. A probable sequence of the precipitation reaction is discussed. A previous publication by two of the present authors reported on the phase relations and precipitation in Co-Ti alloys containing up to 30 pct Ti.1 The results of this investigation established the existence of a new face-centered cubic inter metallic phase, ranging in composition from about 17.0 to 21.7 pct Ti at temperatures below 1000° C The decomposition of the fcc supersaturated solid solution was studied employing hardness and electrical resistivity measurements. The changes in hardness upon precipitation in alloys containing 3, 6, and 9 pct* Ti were found to be associated with an initial increase in hardness followed by a plateau and then a second, more pronounced hardness increase. Investigation of this behavior by electrical resistivity measurements suggested that two different kinetic processes were involved, which, when interpreted in terms of the kinetic relation,2-4 indicated that initial precipitation was in the form of thin plates. On continued aging, the plates impinged during the growth process. The general features of these findings have been confirmed by Bibring and Manenc,5 while, in addition, they report the phase to be ordered. The present investigation was undertaken to provide more definite information on the structural relationships between the precipitate and the matrix. EXPERIMENTAL PROCEDURE Single crystals of a (20-5 pct Ti alloy were prepared from the melt employing the Bridgman technique. Poly crystalline rod, 1/2 in. in diam, prepared from vacuum-melted material, was machined to 3/8- in. diam to remove any surface contamination that may have resulted from hot-working. The crystals were grown under a purified hydrogen atmosphere in high-purity alumina crucibles heated by induction. Considerable difficulty was encountered in attempting to grow monocrystals because of the high melting point of the alloy and the high solute concentration. However, one crystal about 6 in. long was obtained which was essentially a single crystal except for one or two very small grains around the periphery. The as-grown crystal was solution heat-treated for 24 hr at 1200°Cin a purified argon atmosphere and water-quenched. One-quarter-in. slices were taken from each end of the solution heat-treated crystal for chemical analyses, and the remainder of the crystal was mounted and oriented by the back reflection Laue Method. The chemical analysis of the crystal was as follows: Pct Ti Pct 0 Pct C Pct N Pct H Pet CO 5.29 0.08 0.004 0.002 0.0003 Balance By proper tilting of the crystal, it was possible to obtain slices 1/32 in. thick of [loo] and [110] orientation. The solution heat-treated crystal slices were sealed in silica capsules for the aging treatments, with titanium sponge placed at one end of the capsule to act as a getter. All slices were water-quenched from the aging temperatures, the capsules being broken under the water to ensure a rapid quench. Thinning of the slices for transmission X-ray studies was accomplished by a combination of mechanical and electrolytic techniques, the final thickness being about 0.1 mm. Laue patterns of the solution heat-treated crystal indicated that no strain was introduced by the thinning technique. ELECTRON METALLOGRAPHY After X-ray examination, the structural changes attending the precipitation were followed by examination of direct carbon replicas of polished and etched surfaces of the single-crystal slices and extracted phases. The earliest indication of significant structural change was observed after aging at 600°C The structure of a heavily etched, solution-treated crystal is shown in Fig. l(a). Aside from the etch pit pattern, no regularity of background structure is observed. On the other hand, in the background of the specimen heated for 500 hr at 600°C, the etching pattern shows a directionality indicating the influence of minute precipitate particles, Fig. l(b). FOR many years more money was spent in the search for and the production of gold than the gold that was produced was worth. The same thing is now true of petroleum. More money is spent for the search and. production of petroleum than the market value of the petroleum produced. The first thought concerning this statement will be that men would not embark in a business in which more money was expended than the value of the product produced. Few people realize that more money is spent in the oil business than the market value of the oil produced. This would not stop the spending if they knew it. Everybody knows that more money goes into a lottery than comes out of it, yet the instinct for gambling is so widespread and so easily excited that lotteries are forbidden by law. The hope of winning the grand prize is what lures men on. The search for and production of oil has become a more frenzied game than the search for gold ever was. THE OIL BUSINESS PAYS NOW BUT THE PUBLIC WILL PAY FOR ALL ETERNITY The public could sit back and enjoy all of this, knowing they were being supplied with petroleum products at less than their real cost, if it were not that our most valuable and least plentiful natural resource is being dissipated at an alarming rate, which is constantly increasing. Here is an industry that for many years has not been governed by natural laws. The so-called laws of individual and mass psychology play a more important role than natural physical and economic laws. Even the law of supply and demand works only in the most remote way in this industry. The oil production business as a whole is now paying the price for this folly; but the public will pay the price for all eternity. The seriousness of this matter, as an outstanding national problem, has been under consideration by many men for a long time, but nothing has been done to conserve our petroleum resources and prolong the supply, although very important steps have recently been taken to make this possible.

INTRODUCTORY BEFORE the year 1909, no measurements of dust losses and flue gases had been made at the Copper Queen Reduction Works, at Douglas, Ariz. At that time the "unaccounted" loss of the smelter had reached a figure, that drew attention to the possibility of large stack losses. The measurement of dust losses had not been studied much at that time, and estimates of dust losses, with a few exceptions, were the results of tests by what has been termed "chemical methods," that is, the aspiration and filtration through cotton, wool or some similar medium of a few liters of gas, the dust being weighed on a chemical balance, and the volume of gas computed from the volume of aspirator water. The possible error of this method is enormous, and the probable error much too large for reliable results. Since the object of these tests was to discover not only the extent of the dust losses, but also the possibility of profitably reducing the same, it was decided that the method adopted must have the following characteristics: 1. The sample of gas taken for filtration must be representative of the whole volume of gas, that is to say, it must have the same dust content. This condition will be fulfilled in all cases if the gas sample is drawn off without change of rate of flow. Then it will contain the same proportion of entrained or suspended particles of dust as the original gas. In the case of flue gases which contain only fume, at a temperature above or near the sublimation point, this condition need not be adhered to since the fume will not behave as entrained particles, but more nearly as a true gas. Consequently the gas sample in this case only may be drawn off at any rate of flow. 2. The gas sample taken must be large enough (a) to yield sufficient dust to permit of accurate chemical and physical examination; (b) so that the ratio of the total volume of gas passing through the flue to the volume of gas sample taken shall not be too large.

IT, HAS been my privilege to be Chairman of Engineering Council for very nearly three years, during which time Mr. A. D. Flinn, the. Secretary, and myself, have seen the organization develop until it is functioning smoothly and accomplishing what it can with the money at its disposal. The earliest attempt at what may be called an Engi¬neering Council, of which. I have any knowledge, was made six or seven years ago when the four Founder Societies each appointed two men, who occasionally met to discuss matters submitted to them which were of importance to, the, profession as a whole. I was one of the representatives of the American Institute of Mining Engineers.

Simple methods for estimating the shear strength of rock joints and waste rock are reviewed. For the case of rock joints, the methods are based on a quantitative characterization of the joint roughness and the joint wall strength. Size-effects are found to reduce the peak strength of large joint samples to values below the ultimate or so-called "residual" values measured in the laboratory. Tilt tests and surface profiling on natural size blocks within the jointed rock mass are recommended for obtaining scale-free properties. The joint parameters obtained can be used to model complete strength-displacement-dilation behavior if this level of input is required. Large scale tilt tests can be performed with advantage on both rock joints and waste rock. The behavior of these two materials is surprisingly similar. Both are influenced by the size-effects on the compression strength of the rock, and both have similar log-linear relationships between effective normal stress and the peak drained friction angles. The resulting high values of friction near the toe or close to a slope face in either material can be misleading.

The Connellsville coal-field is a separate strip of the upper coal measures, flanking the Chestnut Ridge along its western side. It extends from a point a few miles south of Uniontown, in Fayette County, following a northeasterly course parallel to the trend of Chestnut Ridge, through Fayette and Westmoreland counties, with its terminal prongs resting 011 the southern portion of Indiana County, north of the town of Blairsville. This belt of coking coal will average about three miles in width and over sixty miles in length, affording nearly, if not quite, two hundred square miles of this large coal-bed.

Significant cost savings and improved ground stability are two initial indications from the current wet process shotcrete ground support program at the Lakeshore mine. The area of shotcrete for ground stability is not strange to the Lakeshore operation. Since the beginning of the project, various shotcrete techniques have constantly been experimented with, incorporating all the latest technological developments. Over the years, the use of shotcrete has been employed as a primary, temporary, or permanent support, singly or in combination with rockbolts and steel sets. The extent of shotcrete usage compared with steel sets and rockbolts has varied from time to time as dictated by the overall state of the art. In 1972, for example, the ratio of the linear drift footage supported with shotcrete to that supported with steel sets averaged 1.0. In 1973, that ratio was about 3.0. Overall, for the Lakeshore mine, there are about 8000 drift ft of shotcrete, 8000 drift ft of steel sets and timber, 750 drift ft of formed concrete, 21,000 drift ft of rockbolts, and 3700 drift ft of combined type support.

THE motives behind the organization of the Bureau of Safety were twofold. First, there was the policy of the company toward its employees, which was one of fairness and consideration for their welfare and which entails the prevention of injuries; second, in order to prevent injuries, a study of their causes was essential, and this study could be made only by a thorough systematic classification of accidents, which required a special department to form and carry out the plans. The Bureau of Safety was organized to begin operation Jan. 1, 1914, but practically all of the first year was spent in collecting data, making plans, etc. This department is semi-independent of others and reports directly to the president and general manager. It consists of the president of the company and the managers of the following departments: Mines, Washoe Reduction Works, Great Falls Reduction Works, Coal Department, Lumber Department, B. A. & P. railway, and the chairman of the Bureau of Safety. Working under this group is the General Safety Committee consisting of the manager of mines, as chairman, the general superintendent, two assistant general superintendents, and the heads of the following departments: mechanical, geological, purchasing, sampling works, and framing plant, as well as the safety engineer. Operating under the General Safety Committee are the group safety committees, consisting of the Anaconda group of mines, Boston & Montana group of mines, zinc group of mines,.Washoe reduction works at Anaconda, B. & M. reduction works at Great Falls, coal department, lumber department and the B. A. & P. railway. Each of these group safety committees was in charge of the superintendent or manager of the group represented and the committee consisted of the foremen of the mines or works that the committee served, as well as the safety engineer.

During 1938 the Russian oil industry, while able to increase its production 4.69 per cent above the preceding year, was not successful in correcting some of its basic difficulties, and the industry's position as it entered 1939 was unsatisfactory. The internal political difficulties of 1937 and 1938 took a toll in the oil industry as they did elsewhere in the U. S. S. R., further complicating the solution of the problems facing it, most important of which still remain: lack of experienced and responsible leadership, able to make quick decisions; undisciplined and migratory labor; and insufficient and often unsatisfactory quality of the various equipment needed by the industry and its ineffective distribution. Recent developments in the U. S. S. R. suggest that during 1939 the management will be granted more latitude and hence somewhat better results may be anticipated from the executive branch, provided, however, the "purges" do not recur. The labor should be better disciplined and should not shift as easily, owing to the introduction, at the close of 1938, of individual labor passports to all workers in the country, the principal purpose of which is to correct those two deficiencies. It is not anticipated, however, that the service of supply will show any appreciable improvement in 1939, partly because of inherent difficulties and partly because the manufacturers of heavy machinery are working primarily and necessarily for munitions. Production Production of crude oil during 1938 is estimated at 224,714,000 bbl., as compared with 212,742,000 bbl. in 1937, an increase of 4.69 per cent but 12.76 per cent below the planned output. While there were no major readjustments in the source of supply of crude oil, both the older districts, Baku and Grozny, were barely able to maintain their 1937 levels of production, the increased output being supplied primarily by the fields of Maikop and Ural Permian Basin districts. The object of this paper is to enlarge the field of settling velocities treated by me in my former papers, Close Sizing Before Jigging, and Sorting Before Sizing.' There seemed need of work both on coarser and on finer sizes. Messrs. A. Sidney Warren and M. L. Nagel undertook the investigation for the coarser sizes, from 12.85 mm. down to 2.05 mm. diameter. Their work, because of the closer spacing and because of the increased number of observations and consequent stronger averages, called for a revision of the former work. Messrs. G. A. Barnaby and Ralph Hayden undertook this part of the work, from 2.49 mm. down to 0.28 mm., which is near the limit of sifting. Their work covers the ground much more minutely and comprehensively than the former papers. There remained to be covered the portion of the field too fine for investigation with the sieves. This part, covering the range of grains from 0.48 to 0.03 mm., was undertaken by Mr. E. S. Bardwell. For it he used the elutriation method. 11. The First, or Coarsest, Section of the Field. The first desideratum in this investigation was a series of sieves for sizing the sands preparatory to making the tests. It became necessary, therefore, to decide on a sieve-scale for this purpose. A sieve-scale is a series of sieves in which the dimensions of the holes of the successive members form a series increasing by a definite ratio. Minerals research by the U.S. Bureau of Mines embraces the mining and metallurgical problems of some 80 metals and nonmetals excluding the mineral fuels. It requires the energies and talents of about 1400 persons, almost half of whom are professionally trained in the physical sciences or engineering. Of approximately $13 million appropriated to the Bureau for minerals programs in Fiscal Year 1962, 76% has been allotted to technologic research and 24% to resources examination and appraisal. In addition, almost $2 million will be made available to the Bureau for minerals research from other Government sources and from private organizations that wish to utilize Bureau experience and capabilities in cooperative studies.

Many of the auriferous placers of the arid Southwest differ widely from the standard types of stream and eluvial deposits of more humid regions, although exhibiting some of the features of each. This divergence in characteristics is of geological and economic importance and appears sufficient to warrant the consideration of these placers as a class distinct from both stream and eluvial deposits. It is hoped that the consideration of these auriferous gravels as a distinct type of deposit will facilitate recognition of morphological and economic features that might remain obscure if these deposits were viewed in the light of stream or eluvial placers whose type locality is a more humid environment. "Bajada placer" is proposed as the designation for this type of placer deposit. Bajada is the Spanish term for slope and is used locally in the Southwest to indicate the lower slope of a mountain range, the portion consisting of rock debris and standing at a much lower angle than the rock slope of the range proper. It has been used in a geologic sense by Schraderl and others. The type locality of bajada placers is the Sonoran Desert,2 where they occur on the bajada or rock debris slope of desert ranges. Stream placers are represented in the Southwest, but most of them lie within the mountain topographic province, the Mexican Highlands2 section of the Basin and Range physiographic province. Eluvial placers may occur in the mountainous semiarid Mexican Highlands but are almost unknown in the extremely arid Sonoran Desert, as mountain slopes are generally too steep to permit the accumulation of any considerable mantle of residual debris. Since their salient distinctions are almost wholly the result of formation under conditions of extreme aridity, bajada placers are largely confined to the Sonoran Desert, although a few occur in the adjacent Mexican Highlands. They may be modified by the action of ephemeral streams, in which case the placer gravels of these arroyos approach stream placers in type and habit of occurrence, but their relation to an arid environment and the bajada type is usually apparent.

The (001) fiber-texture component, found in aluminum rods extruded at subzero temperatures, consists of particles of various sizes having extremely irregular shapes dispersed in a nonuniform way throughout a matrix of the (111) orientation. Apparently the (001) texture component is not a result of recrystallization but rather is due to the presence of reimanents of the original grains which fragmented from the main body of material as it reoriented towards the (111) orientation during the extrusion process. Both X-ray line-broadening measurements and electron-microscopic observatwns indicate that, after extrusion, regions having (001) orientations are in a state of relatively less strain and distortion than (111) regions, suggesting that the former have undergone less plastic deformation. A (001) fiber-texture component is also found after complete recrystallization of extruded specimens. Approximately one third of the recrys-stallized volume has this orientation. The (001) fragments, formed during the extrusion process, act as nuclei for recrystallization; i.e., the pain boundaries separating these fragments from the matrix are capable of migrating during annealing. Electron-transmission microscopic observations and X-ray line-broadening measurements indicate that (001) regions recover at a much more rapid rate than (111) regions at annealing temperatures up to 187°C. DURING the extrusion of a rod or the drawing of a wire the individual grains comprising the piece tend to reorient towards a preferred orientation (texture) which is of the fiber type where a particular crys-tallographic direction, (uvw), in each crystallite tends to be aligned parallel to the longitudinal axis
