SUMMARY FOLLOWING the discovery of Parke and Ham that deoxidation control of cast molybdenum can be predicated upon simple fractographic examination, a special study of that metal was undertaken to investigate those patterns ascribed to forgeability and nonforgeability. An elaborately developed system of cleavage patterns immediately rewarded the study; and they are reported here as a necessarily preliminary contribution calling attention to information which is both new in type and in origin. In general, the present observations confirm those of Parke and Ham, and Woodside; but they also disclose a wealth of detail and correlated phenomena which greatly expand the earlier information. For example, the oxide pattern of nonforgeability is found to be complex, perhaps involving as many as three distinctive patterns. And the nature of the carbide seems to be at least twofold. In addition, transgranular facets are here shown for the first time. Elaborately complex, but in a characteristic manner, these facets depict distortion in original crystal growth which provides truly extraordinary patterns. No carbide and oxide forms display themselves transgranularly, except in profile as exceedingly thin superficial films at the grain boundaries. Crystallographic features are also rare-a condition undoubtedly resulting from the great substructural distortion; but occasionally registrations are found of cleavage on {001}, and faulted areas believed to be Neumann-type deformation on {112}. INTRODUCTION Parke and Ham, 1 and again Woodside, 2 have reported that the forgeability of molybdenum cast by their vacuum-electric-arc process can be predicted with great dependability by a simple fractographic observation. They state that nonforgeability is the result of a grain boundary oxide which can be readily identified on the fracture facet at high magnification; and they convert the nonforgeable condition to a forgeable one by increasing the carbon content of the melt until the oxide structures subsequently observed in the fractograph become replaced by a second strongly marked pattern characteristic of carbide and coincidentally indicative of forgeability. Considerable importance immediately attaches to such observations: (I) because of their direct commercial application to one of metallurgy's inviting and relatively unexplored metals; (2) because of a general scientific curiosity regarding the nature of these characteristic markings; and (3) perhaps more important, because of

Electricity, as normally thought of by a layman's definition, is a man- made force that has no color, no odor, is not visible, cannot be heard, yet man can control it and make it perform his work for him. A person dare not cheat on it, for it then will master him. It has laws, rules, and regulations that must be strictly adhered to if it is to perform in the safest, most reliable, and economical manner. In the early days of coal mining the power source was man himself. Later man employed steam and compressed air to reduce his muscle power requirements needed in the extraction of coal. By the turn of the 20th century, electricity had become the most common source of power for the coal industry. Steam and compressed air are still found in use in isolated cases today for specific applications; however, they are rapidly being replaced by electricity. Electrical laws and regulations are quite extensive and somewhat complex for the proper generation and use of electricity. Man-made laws, rules, and regulations for the care and handling of electricity, designed for man's safety, are rigidly enforced by Mine Safety and Health Ad- ministration (MSHA), as well as the various state departments of mines. BACKGROUND Until recent years most underground coal mines used direct current exclusively for all movable and for some stationary equipment. Exceptions were for permanent pumps, tipple, fan, and outside buildings where alternating current was normally employed. However, over 60 years ago there were mines with dual systems. Alternating current was used for cutting machines, drills, and pumps ; direct current for locomotives. There were no other machines as these were hand-loading mines. Probably few, if any, of the many serious problems confronting malleable foundries have been more difficult of solution than the question as to why malleable that is ductile, black in fracture, and normal in all respects before galvanizing should, by that process, be rendered brittle, brilliantly crystalline or "white" in fracture, and of low resistance to shock. So far as we are aware, the technical literature contains no data or discussions on this subject, except two referencesl,2 of a general character. It is apparently a question that every one concerned, producer and consumer alike, has been willing to evade as far as possible. Various theories as to the cause of the deterioration have been given but such checking of these theories as we have done indicates that there was no sound basis for most of them. This work on the galvanizing of malleable was first undertaken in 1916, and has continued until the present time. We now feel that for all practical purposes we have reached a solution and are glad to be able to offer it in a form that can be readily applied to production processes. The Lower Indus Basin deposits form a substantial unconfined alluvial aquifer of excellent quality. This aquifer contains basically highly saline groundwater, overlain in places by considerable amounts of fresh water whose origin can be traced to the present and historical courses of the River Indus. In the past, the main source of groundwater recharge has been direct river seepage and water tables were generally deep. Since the establishment of a perennial irrigation regime however, deep percolation from the increased irrigation supplies has predominated and the water table has risen to within a few feet of the surface. The river system itself is being progressively devel-oped for irrigation and very shortly a situation will arise where the entire low winter flow will be utilized. Fresh groundwater will then be exploited to supplement the surface supplies, and at the same time a drainage system, mainly based on wells will be used to stabilize the water table at safe depths. This paper discusses some of the methods used to ensure optimum economic development of the fresh groundwater and describes the general design philosophy evolved by the authors' firms for both irrigation and drainage wells, with respect to both well configuration and operation. Water quality standards are discussed insofar as they affect subsequent use of the groundwater. A few particular aspects are considered, including the values of the relevant aquifer constants, the construction of wells, and the determination of screen losses. A major problem solved during the Lower Indus Project investigations has been the design of wells to produce fresh water from layers overlying saline water. This solution is also discussed. The recent interest in the groundwater of the Lower Indus Plains of West Pakistan has two main aspects. Firstly, soil waterlogging and the associated salinity hazards caused by rising water tables are a serious problem in agriculture, and the ease with which drainage requirements can be met by aquifer pumping makes this an obvious solution. The second interest stems from the rapid intensification of irrigation agriculture and the growing shortage of water supplies. In the areas where the groundwater is of suitable quality it can be used immediately for irrigation at relatively small cost and with large financial returns. In addition, the aquifer forms a potential storage reservoir which could be recharged from high river flows and depleted by pumping at times of scarcity. SOURCE OF GROUNDWATER The Lower Indus plain is a relatively long and narrow alluvial basin on a north-south axis, some 23,000 sq miles in area, bounded by higher land to the east and west. One hypothesis to explain the distribution and quality of groundwater in the region1 presupposes a river system considerably larger than, but very similar to the present river. This is characterized by a single mainstream, with subsidiary overspill channels in times of flood, running along the crest of a self-deposited ridge and with an extensive advancing delta. Sea water is contained in the alluvial pores of the advancing delta, forming the native groundwater. This has been partially displaced from two sources, namely direct seepage of fresh water from the river channel in meander flood plain areas and percolation from flood spillage in cover flood plain areas. Percolation has been subject to much re-evaporation and is thus slightly saline even as it reaches the groundwater. The whole complex has been further affected by two main influences: evapotranspiration from the land surface that tends to salinize the groundwater and down-valley flow that tends to bring fresher water

The Murray Plant of the American Smelting & Refining Company is situated seven miles south of Salt Lake City, and has a fine view of the Salt Lake Valley with its fertile farms and orchards. It is located on the Los Angeles & Salt Lake and Denver & Rio Grande Western Railroads, and has a fine electric car service, cars running every 15 minutes. The beautiful and majestic Wasatch range lies about five miles to the east and the Oquirrh Range to the west, and from these mountains a large proportion of the ores treated are obtained.

Different forms of optical pyrometers are discussed and the advantages and disadvantages of the different types for measuring high temperatures are pointed out. These advantages and disadvantages lead to the selection of the disappearing-filament type of optical pyrometer for most work. Attention is directed to the necessity for the use of a monochromatic screen with a pyrometer, which leads to a discussion of the meaning and use of the effective wave length of the screen. Methods of calibrating the optical pyrometer are outlined and it is shown that an optical pyrometer can be calibrated just as definitely as any other temperature-measuring device. Accuracy tests are included, in which it is shown that excellent results can be obtained by even untrained or slightly trained observers with this form of optical pyrometer. The various corrections that are necessary in this kind of work are indicated, including corrections for stray light, for absorption of windows, of smoke, and so forth. The troublesome problem of measuring the temperature of bodies that do not radiate like a black body is discussed and the corrections for reducing such readings to the true temperature are given for a number of different materials. Introduction The fundamental idea of temperature depends upon our temperature sense and bodies are said to be hot or cold depending upon the reaction of our hands or some other part of the body to the heat from the source investigated. For measuring the temperature some instrument must be devised, since the temperature of the source studied is apt to be so hot as to greatly injure any part of the body that comes near it, to say nothing about direct contact with it. Definition of Temperature.—The temperature scale is based upon two fixed points, the temperature of freezing water and the temperature of boiling water. Recently the U.S. Bureau of Mines has undertaken a research project to develop the mechanical roof pulling technique as a method for evaluating the effectiveness and the comparative advantages and disadvantages of various roof bolting systems for underground coal mines, based on the characteristic responses of bolted mine roofs to a prescribed external loading system. Two preliminary experiments of the test method were conducted in the Bureau's Safety Research Coal Mine (SRCM) at Bruceton, Pa., and further trials are underway. The fundamental concept of the test method, the design of test rigs, and the experimental results are summarized in this progress report.

In reviewing the history of the metallurgy of zinc, I shall pass hastily over what is only of antiquarian interest. That has been excellently treated by Dr. Bernhard Neumann in "Die Metalle" (1904) and has been described briefly in my "Production and Properties of Zinc" (1902), in my "Lead and Zinc in the United States " (1908), and in other metallurgical works of more or less the same date. In this present monograph, I have it in mind to confine myself mainly to technical practice, especially to that of the last 75 years, prior to which period advance was slow and of no great moment. The ancients made brass by the cementation process, i.e., embedding copper in a mixture of calamine and carbon and heating, whereby zinc oxide was reduced and zinc was vaporized and combined with the copper. Zinc was isolated by some of the alchemists, who named it and knew something of its properties, but made no use of it. Long before then, however, zinc was produced in India. Later it was produced in southern China. Possibly the Chinese obtained their knowledge from India. The Chinese in remote places still produce small quantities of zinc. I have seen photographs of their furnaces; or pots, for they hardly deserve the dignity of being called furnaces. I imagine that they are the same that were used centuries ago, for I cannot conceive of anything more primitive. Anyway, it is certain that the idea of a commercial production of zinc in Europe was imported from the Orient, where the metal was known in commerce as Speauter and Spiauter, whence speltrum and finally our term spelter. Tutanego and Tuteneague are other old names. Dr. Isaac Lawson went to China about 1730, expressly to discover the method of its production. What connection there was between Isaac Lawson and John Champion we do not know, but the latter obtained in 1739 a patent for a process of distillation downward and at some time between 1740 and 1743 erected a works at Bristol and actually began the manufacture of spelter. A production of 200 tons per annum is mentioned. In about the year 1766, Rishop Watson visited the Champion works and saw the process in operation, which previously had been

INTRODUCTION. IT is unnecessary to repeat here the contents of many valuable contributions to this subject which have appeared in the Transactions and in the publications of the U. S. Geological Survey. As a basis for the further suggestions of this paper, the following are the most important: 1. The investigation of J. R. Don,1 showing the gold of certain Australasian veins to have been deposited by ascending solutions, and not by lateral secretion. 2. The theory of Prof. Posepny,2 distinguishing the vadose from the deep circulation, and ascribing the origin of certain classes of ore-deposits to ascending solutions of the latter class. 3. The theory of Prof. Van Hise,3 as to the underground circulation and the primary enrichment of veins thereby. 4. The paper of Prof. J. F. Kemp,4 showing that ore-deposits are largely the products of " expiring vulcanism." Many of Prof. Kemp's, ideas have been widely adopted by mining men. 5. The theory of secondary enrichment, so lucidly expounded by Mr. S. F. Emmons.5 This theory, dealing with, the rearrangement of ore-bodies after primary mineralization, has been generally adopted, and seems to me to have been as completely proved as the nature of the case permits. IN THE past year, Jaffee and Campbell&apos; and Finlay and Snyder2 reported on the mechanical properties of titanium-base alloys, some of which were in the same ranges of composition as are covered in this paper. In this paper, evidence confirming that given by Finlay and Snyder on the effects of carbon, oxygen, and nitrogen on titanium will be presented; and, in addition, new data will be given on the effects of these elements on the flow properties and phase transformation of titanium. Materials and Preparation of Alloys The preparation and general properties of iodide titanium have been adequately described elsewhere.&apos; , As-deposited iodide titanium rod, prepared at Battelle, of Vickers hardness less than 90 was employed as the base metal in the present work. This was the same material as that used by Finlay and Snyder.2 The probable analysis reported by them for standard quality metal holds here also: N 0.005 pct, 0 0.01 pct, C 0.03 pct, Fe <0.04 pct, A1 <0.05 pct, Si <0.03 pct, and Ti 99.85 pct. Carbon was added in the form of flake graphite supplied by the Joseph Dixon Crucible Co. Oxygen was added in the form of c.p. grade TiO, powder, produced by J. T. Baker Chemical Co. Nitrogen was added in Ti3N4 powder, supplied by the Remington Arms Co. Individual ingots weighed 7 or 8 g. Carbon, oxygen, or nitrogen was added by placing the corresponding powder in a capsule made from as-deposited iodide titanium rods and melting the capsule with the balance of the charge. The charge was are-melted with a tungsten electrode on a water-cooled copper hearth under a partial vacuum of very pure argon (99.92 pct minimum). Melting was practically contamination free. Vick-ers hardness increases of less than 10 points were normal for unalloyed iodide titanium control melts. Nitrogen analyses of are-melted iodide titanium showed a nitrogen content of 0.005 pct, about the same as is present in the as-deposited rod. No tungsten pickup was found in a melt of iodide titanium analyzed for tungsten. Weight losses in melting nitrogen-free alloys were very small and varied consistently from nil to 0.015 g (0 to 0.2 pct). This permitted the use of nominal composition for these alloys. Chemical analyses made for carbon, which can be analyzed conveniently by combustion methods, justified this procedure. Where nitrogen was added, considerable splattering took place. Here it was necessary to analyze for nitrogen by the Kjeldahl method. The ingots were hot rolled at 850°C to about 0.045 in. thick. After hot rolling, the strips were descaled by mechanical grinding, and then given a cold reduction of 5 to 10 pct to insure a uniform thickness throughout the length of the specimen. The edge strips and the tensile strips were annealed in a vacuum of 1x10-4 mm Hg pressure for 3 1/2 hr at 850°C and furnace cooled. Methods of Investigation Hardness Measurements: At least five Vickers hardness measurements were taken using a 10-kg load on each sample in the following conditions: (1) top and bottom of each ingot, (2) top and bottom surface of as-rolled and annealed sheet, and (3) on cross-section of annealed sheet and all quenched specimens. Tensile Tests: Tensile tests were conducted on Baldwin-Southwark testing machines having load ranges of 600 or 2000 lb. Tests were made on 1-in. gauge-length specimens, 3 1/4-in. overall length, 1/2 in. wide, 0.040 in. thick, with a reduced section 1 1/4 in. long and 0.250 in. wide. Two SR-4, A-7 strain gauges, one mounted on each side of the specimen, were used to measure the strain over a limited range to determine the modulus of elasticity. After the modulus of elasticity readings had been taken, load vs. strain readings were taken, using only one strain gauge, at increments of 0.0001 in. until the yield points were passed and then at 0.001-in. increments to the limit of the strain-gauge indicator (0.02 in.). Strain readings above 0.02 in. per in. were taken every 0.01 in., using dividers to measure the strain between the 1-in. gauge marks until the maximum load had been reached. Crosshead speed, when using the SR-4 gauges, was 0.005 in. per min, and, when using dividers, 0.01 in. per min. Flow Curves: Flow curves were determined using the true stress-true strain data obtained during the tension test. The usefulness of this type of information has been dealt with very adequately elsewhere by L. R. Jackson,&apos; J. H. Hollomon,6 and many others. Flow curves of true stress vs. true strain could be converted to the more conventional cold-work curve of 0.2 pct offset yield strength vs. percentage of cold reduction by means of the transformation, 1/1 = 1/1-R, where R is the fraction reduction in cold working. Thus, the true strains corresponding to percentage reduction can be calculated, and the 0.2 pct offset yield strengths scaled off the — 6 curve by taking the true stresses corresponding to the values of 6 + 0.002 strain. Heat Treatment: For the transformation studies, the alloys were heat treated in a horizontal-tube furnace using a dried 99.92 pct argon atmosphere, and quenched into water. The oxygen activity and concentration were measured in Fe-Cr-0 melts in equilibrium with an oxide phase at 1600°C (2912°F). The activity was determined by ,use of the following solid oxide -electrolyte galvanic cell CY-Cr8,(s) I ZrOz(CaO) I Fe-CY-G(saturated)(l) The oxygen concentration decreases with increasing Cr concentration to about 270 ppm 0 at about 7pct CY and then increases gradually. The activity coefficient of oxygen (fo) decreases with increasing Cr. In melts containing up to about 20 pct Cr, log f is approximately a linear function of wt pct Cr with a slope (e q 2) of —0.037. The activity of chromium was calculated and found to exhibit a small negative deviation from Raoult&apos;s law. From the activity and solubility data for low chromium melts, the free energy of formation of chromite, FeCr204, was found to be -79.8kcal per mole where pure liquid chromium and oxygen at I wt pct in Fe are the standard states. ThE effect of chromium on the chemical behavior of dissolved oxygen in liquid iron is of great importance in controlling the deoxidation of steels containing a significant amount of chromium. Chen and chipman&apos; equilibrated Fe-Cr melts in the presence and absence of slag with hydrogen-water vapor mixtures. They concluded that at 1595°C chromite was the oxide phase in equilibrium with Fe-Cr alloys containing less than 5.5 pct Cr while at higher chromium concentration Cr,O, was the stable phase. In the composition range 0 to 10 pct Cr they found that the interaction coefficient, was equal to -0.041. Turk-dogan,&apos; Schenck and Steinmetz,, and pargeter4 measured egr) in a similar manner and found the value to be -0.064,-0.04, and -0.052, respectively. McLean and Be11 evaluated egr) from their data on the equilibrium of Fe-Cr-Al-0 alloys with H2/H20 mixtures and found it to be -0.058. However, McLean and Bell&apos;s value should only be considered an estimate because the effect of aluminum on the activity coefficient of oxygen is about a hundred times greater than that of chromium. Consequently, an error in the value of egl) used, which at the present time is not well-known, or an error in aluminum analysis, which is present in very small quantities, will result in a significant error in egr). Fischer et a1.6 determined the interaction coefficient (eEr) in Fe-Cr-0 melts not in equilibrium with an oxide phase and containing less than 18 wt pct Cr at 1600°C electrochemically. They determined a value of -0.031 for egr). Hilty et aL7 measured the oxygen content of Fe-Cr melts in equilibrium with an oxide phase containing up to 50 pct Cr. They found that the solubility of oxygen decreased as the chromium content increased to about 6 pct Cr and then increased gradually. They concluded that the equilibrium oxide phase was chromite below 3 pct Cr, distorted spinel from 3 to 9 pct Cr, and Cr,04 above 9 pct Cr. Adachi and lwamotoa also investigated this system, but did not find Cr30,. They X-rayed the equilibrium oxide phases and did not find the presence of Cr,O,. THE desire of the engineers over the last few years, growing out of their contact with public affairs, that this Institute should take a wider vision than the narrower field of technology and should apply its skill to the development of civic problems which must lay in their foundation on engineering, has led to this discussion today. Some of us in San Francisco, in discussing this question of the relation of the engineers to civic problems, raised the question as to whether or not in this national emergency it was not the duty of the Mining Engineers to bring, forward their combined skill and knowledge and experience to bear upon the problems of the coal industry. This industry, considered as a whole, is one of the worst functioning industries in the United States. It is equipped with capital, with machinery, plants and labor to a peak load at least 20 per cent. above the average necessity. This peak load, therefore, involves the use of probably 100,000 men diverted from other productive industries; it involves an intermittency of employment through its whole personnel that results not only in a long train of human woe, but results also in a higher cost of coal -to the general public. The problem of whether the industry can, by any device, be cured or even partially cured of its intermittency, is solely an engineering problem. It is therefore an apropos problem for this Institute. Your President and myself and others thought that we could best develop this discussion by calling upon men of large experience in the particular branches of the soft coal industry, to bring the facts in front of this general committee, with a view to an exhaustive discussion and perhaps subsequently the appointment of a committee to formulate those facts and such remedies as may be developed into a report that would be of constructive value.

ENACTMENT of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming.
