FERROUS metallurgy today, defined as the art of extracting money from iron ores, appears to suffer from a complex of inherited theory. In so far as pig iron costs contribute to inadequate profit margins, this symptom may be diagnosed as due to persistence, despite disproval, of Sir Lowthian Bell's theories of reduction. An attempt to meet the economic situation by reducing costs through improving blast-furnace metallurgy would be inconsistent with Bell's theories. These theories, though refutable on the facts of practice, still prevail and today's metallurgy, as measured by its fuel economy or smelting efficiency ranging between 30 and 40 per cent. is no better than Bell's, showing a specific efficiency of 36 per cent.1 If fair to neglect dry-blast operations, it appears that the advance in furnace practice since Bell's day, as shown by a tenfold increase in individual furnace capacity, has been largely mechanical and that the metallurgy of the process has not been changed materially, since the introduction of blast heat, patented in 1828. It seems fair to attribute, this lack of progress on the strictly metallurgical side to a domination of the industry by false ideas first expressed by Lowthian Bell. What the furnace seems to need first, in the interest of lower costs and of better iron, is some destructive criticism of these ideas, in moderate doses, to be followed by a constructive theoretical treatment; then, research and still more research.

IN few mining regions in the world are the ores so varied and complex as in the Andes of central Peru. Consequently, in few localities is one company engaged in so many and such diverse metallurgical operations as the Cerro de Pasco Copper Corp. Concurrent with the mining of complex lead-zinc ores in Peru, and the consequent expansion of the Corporation's metallurgical activities, a department of metallurgical research was established in 1927 at La Orova. Facilities were provided for research in ore dressing, hydronivtallurgy pyrometallurgy, electrometallurgy, and analytical chemistry. In addition to laboratories. various pilot plants were built, including a concentrator, leaching plant, "by-product" smelter, and electrolytic refineries. These pilot plants are not diminutive units; they are designed and equipped as semicommercial plants for operation on a continuous 24-hour basis thus assuring the duplication of pilot plant results in actual practice. In general, the sequence in the development of metallurgical operations hasbeen as follows: (1) investigations in the laboratory to determine the most effective and economical method of treatment; (2) continuation of the research project on a pilot-plant scale when the evaluation of the laboratory

IN the early days of concrete construction, the question of quality of sand or gravel to be used as aggregate in concrete was given little or no consideration. If the construction engineer had sufficient quantity for his structure within a reasonable distance, he was contented and gave no thought to the possibility that the material might have adverse physical, chemical, or thermal properties which could cause future deterioration of his concrete and possible failure of his structure. Today a very different situation exists. With the building of larger and larger concrete structures, with a longer and longer life expectancy, the quality of the aggregate material has become of major importance. Even in small concrete structures aggregate quality cannot be passed off lightly and the quality of the aggregate must be such as to give the anticipated life without costly maintenance. The first question to arise in the selection of an aggregate is what makes a sand or gravel suitable or unsuitable for use in concrete, and how can its quality be judged. No one rock type can be depended upon to furnish sound durable material in all instances. Granitic rocks, for example, make very satisfactory aggregates in some cases, but they are among the most unsuitable of materials when they are fractured, weathered, or highly micaceous. Limestones make excellent concrete aggregates on the one hand, and on the other they may be unsound and lack durability if they contain appreciable clay, they may have a harmful chemical reaction with the cement if they contain amorphous silica, or they may have thermal characteristics which make them highly unsuitable for use in concrete. Each rock, gravel, or sand must be proved on its own merits for the particular job under consideration. The selection of suitable aggregate materials may be divided into two major phases, the geological phase which is carried on largely in the field, and the testing phase which of course is a laboratory problem; both are important. Very often the geological phase alone is sufficient for the selection of satisfactory aggregates for minor structures but for major structures both phases must be thoroughly investigated. Geological Phase In the southwest part of the country nearly every major rock type, igneous, metamorphic, and sedimentary, may be found with all imaginable intermediate phases and in all imaginable stages of alteration. Frequently very different rock types, different as to geological age, composition, and condition occur very close together. Alluvium and stream-bed sands and gravels will consist of many different rock types and even ledge rocks may vary radically as to texture and composition within the area of a quarry site. Some of the rocks make suitable aggregate materials whereas others are highly deleterious in concrete. Too often the good and the bad occur together and more than ordinary caution is required in aggregate selection. Aggregate Sources: Concrete aggregates are usually obtained from stream-bed sands and gravels or from ledge rocks. Each has certain favorable and unfavorable characteristics and it is sometimes necessary to investigate both types to determine the most suitable source for a specific structure. Stream Beds: The predominant sources of aggregate materials in southern California and Arizona are stream beds. Vast quantities of sands and gravels are brought from the mountain ranges by the rivers during times of flood but most of these streams are dry a large part of the time and hence these deposits make easily accessible sources of aggregate materials. The notched-bar impact test has proved worth while in certain applications as a test for control of the quality or the heat-treatment of steel. In view of the serious thought that even so simple a test as the tensile test has evoked during the past years, it is not surprising that the notched-bar impact test should have inspired much experimental work. The correlation of the great number of data has not been successful, although steady progress has been made toward a better understanding of this test. Progress has been made, especially, in the isolation of the effects of the many variables that control the results. The stress system imposed on a specimen with a notch is so complicated and unpredictable that no simple evaluation of the test has been possible. Because of this uncertainty, many engineers hesitate to use the notched-bar impact test, and this attitude may well continue until a better understanding of the effects of the variables in the test are available. Without doubt, any additional data that may be presented should be accompanied by as complete a description of the - details of test as possible, so that it may be added to the general fund of information that is to serve as the basis for the theory of the notched-bar impact test. The many factors that may control the test results have been pointed out repeatedly. The importance of the effect of the type and dimensions of the specimen has been recognized. Most of the work reported by American investigators has been limited to small-size (Charpy) specimens tested as a simple beam; two types of notches (Fig. I) have been commonly used. Considerable data have also been presented by many investigators using a small specimen tested as a cantilever beam; this commonly being called the Izod test. Here, however, a shear component of stress makes the stress system even more complex than that present in the simple beam type of test, hence a critical analysis is difficult. Much work has also been reported by investigators using the tension type of specimen. A second variable that must be controlled is the testing temperature. An indication that the tests were performed at room temperature is not sufficient, since in many steels a variation of a few degrees in the actual testing temperature may be sufficient to give an entirely different range of results. Other factors, such as the composition and condition of the material being tested and the speed of test, should also be considered. Crystal-chemical and stntctural properties of sulfide minerals are considered. The information gained is to be used to interpret (I ) freshly broken mineral surfaces, (2) modifications of the mineral surfaces, and (3) reactions at the mineral surfaces. From these basic disciplines, concepts with regard to the changes that surfaces undergo, reactions that might take place, the geometry of the interface, the state of different atoms and ions in the interface, and other physical and chemical properties of an interface must be developed, weighed and applied. The authors first deal with these conceptual considerations from which hypotheses are set forth to describe the environ men tal-interfacial relationships for several sulfide minerals. Qualitative and quantitative explanation of par-ticulate solid separations are unknown entities because of the lack of adequate models and mathematical relationships to explain the activity occurring between the solid and liquid phases. It is a transitional region in which it is difficult to ascertain the mechanisms of adsorption of ions, molecules, etc., on mineral surfaces, as well as other secondary reactions which occur in interfacial regions. Thus, in this paper the authors deal with conceptual considerations from which hypotheses are set forth to describe the environmental-interfacial relationships for sulfide minerals. GENERAL CONSIDERATIONS Interfacial Reactions:Interfacial reactions are the cruxes of flotation schemes as well as other processes such as thickening, filtration and hydrometallurgy. However, as noted by Klassen and Mokrousov: 1 "The problems concerning the surfaces of natural minerals, the laws governing simultaneous adsorption from aqueous solution on these surfaces of a whole series of reagents, the laws of the surface reactions and the properties of water layers separating the minerals, are all known to a first approximation only." An investigator has the privilege of postulating methods of solid-liquid interfacial reactions. REACTIONS WITH WATER - Water consists of hydronium (H3 O 4) and hydroxyl (OH-) ions in the ionized state. That this is so forms the basis for the postulated reaction of the hydrated hydrogen ion with net-negative mineral surfaces as depicted in Fig. 1. In this case water is bonded to mineral surfaces through hydrogen-bridge-type bonds - possibly hydrogen bonds. Although bonding of the van der Waal type may be responsible for this reaction, it is most likely that stronger bonds are involved. Once firmly bonded to the surface, the water layer is known to be quite tenacious. It is further speculated that a shear plane exists at some distance (see Fig. 1) away from the mineral surface. Exact location of this plane is not known, but in all probability it will be positioned across a weak bond of the hydrogen-bond type where the surface-attached water is coordinated to the original hydrated hydrogen ion. REACTION WITH METAL IONS - Klassen and Mokrousov ' state: "The presence of an ion in water leads to an immediate formation around that ion of a highly condensed atmosphere of water dipoles and thus to hydration of the ion." The fact is known that multivalent cations are strongly hydrated, usually by six or eight molecules of water, and that anions are not so strongly hydrated. Conceding the fact that thermodynamics, concentration, pH, and physical considerations are of utmost importance in truly explaining a mechanism of metal ions reaction with a hydrated mineral surface, it does seem logical that the mechanism illustrated in Fig. 2 is feasible. In this reaction, the metal ion (M) is coordinated in one dimension - to the mineral-surface hydration layer. Note also that explanation of this reaction requires that the shear plane move to a less stable bond configuration; that is, the shear plane has moved to a position between the metal ion and the other coordinated water molecules which are more free to dissociate. Reactions as depicted in Fig. 2 should cause the formation of an apparent mineral surface which is net-positive. Immediately, it must be noted that measurements of apparent-mineral surfaces serve - within limits - to indicate a degree of ion-surface reaction capability. PRINCIPLES OF TEMPERATURE COMPENSATION IN MAGNETIC INSTRUMENTS The principle underlying the majority of magnetic intensity variom-eters is a comparison of the force to be measured with another force of known magnitude. The known force may be (a) of a magnetic nature, such as magnetic fields produced by magnets or coils, or (b) of a mechan-ical nature, such as (1) the elastic forces of wires, or (2) the force of gravity, such as employed in bifilar magnetometers and magnetic balances. In instruments of such type, usually a magnetic system is employed, free to move about either a horizontal or vertical axis, on some sort of a suspension. If the earth's magnetic field alone were present, such a system would adjust itself into the direction of the field or that of its components. Owing to the simultaneous action of the comparison force, however, the magnetic needle assumes a position that differs from the direction of the magnetic force; for all such instruments, the angle of deflection a is given by tan a = F/X, where F is the known and X the unknown earth magnetic force component. In other words, the magnetic system merely serves as an "indicator" for the position of balance of the two forces. Considering the matter from this point of view, it is not immediately obvious why the temperature of such a magnetic system should modify the results. In magnetic instruments, we may distinguish two different effects of temperature: (1) a magnetic effect and (2) a mechanical effect. The first is due to the fact that the magnetic moment of a magnet drops with an increase in temperature. This drop is characterized by the temperature coefficient of the magnetic moment µ (see equation 1). The second effect is due to the change in the .torsion of suspension wires with temperature or to the expansion of lever arms of masses acting on magnetic balances.

Theoretical expressions are presented to describe wetting and non-wetting phase relative premeability relations. These expressions have then been compared with existing published data, the conformance noted being sufficiently good to satisfy the requirements of some engineering use. As a consequence, it may be supposed that relative permeability characteristics of porous media now can be inferred from basic core analysis data, in a manner more convenient (although less direct) than presently available methods of experimental evaluation. INTRODUCTION This paper presents a new approach to the problem of relative permeability evaluation. A classification of published discussions of relative permeability concepts which have appeared in the petroleum literature will show that previously emphasis has been placed on methods of experimental measurement, on the interpretation of the data so obtained with respect to the variable properties of the system, and on theoretical and practical considerations which relate relative permeability to gross fluid behavior in petroleum reservoirs. Essentially, no detailed examination has appeared which treats the fundamental factors controlling the quantitative features of the relative permeability relation*, although cer- tain references can be Cited where a qualitative awareness of their existence and nature is indicated. This condition is explainable in terms of the recognized complexity of the problem, and in order to provide some basis for theoretical development, the general emphasis has been placed in the past on experimental procedures of evaluation, the validity of which, in principle, could be confirmed by the analysis of well and reservoir performance. However, because of the experimental difficulties which have been encountered (notably, difficulties due to the so-called "end effects"), and because of the general unreliability of field performance tests required to study the applicability of the data, relative permeability phenomena continue to be incompletely understood and described.? In this paper is examined the possibility of predicting relative permeabilities entirely from fundamental considerations. In addition, attention is called to certain important factors, previously unemphasized in the published literature, which now can serve as a basis for the eventual experimental confirmation of this and similar theoretical approaches, as well as the experimental solution of the problem in general. Therefore, the analysis presented herein has the dual purpose both of orienting future experimental activity and also of providing an immediate solution for the relative permeability porblem, sufficiently adequate for some engineering use. It will be seen that the conclusions reached are supported by theoretical and intuitive considerations, and they are not contradicted insofar as gross features are concerned by existing concepts and interpretations of published experimental data, except as specifically noted. Isothermal salt bath annealing of 0.014-in. thick 3 pct Si-Fe sheet was conducted at temperatures ranging from 927" to 1260°C in order to investigate the grain-growth behavior. Within the temperature range studied normal grain growth did not take place; instead nucleated grain growth prevailed. The nucleation frequency was found to increase with the annealing temperature, with corresponding decrease in grain diameter of ultimate secondaries after long-time annealing. Large secondaries grown by low-temperature isothermal annealing are essentially of (110)[001] orientation, and the (110)[001] texture is strong. The relatively small secondaries grown by high-temperature isothermal annealing also have orientations near (110)[001] as an average but widely scattered; thus the amount of (110)[001] texture is found to decxease with isothermal annealing temperature. Grain growth and texture development at various annealing temperatures can be described by families of sigmoidal curves with the time axis. ThE cube-on-edge (110)[001] texture and predominating large secondaries in fully annealed 3 pct Si-Fe are customarily produced by a 1100°C annealing of a primary recrystallized sheet. On annealing the primary recrystallized sheet above the temperature at which secondary recrystalliza-tion starts May and turnbull' have demonstrated that secondary grains decrease in size as the temperature is increased. The phenomenon was attributed to a decrease in the (G/N) ratio where G is the growth rate of secondary grains and N is their nucleation frequency. In addition, the growth of grains in orientations rather far from (110) [0011 occurred. The present investigation is devoted to detailed rate studies of the same phenomenon. Mi-crostructure, magnetic anisotropy, and texture data were obtained on strips of 3 pct Si-Fe isothermally annealed for various lengths of time in a BaC12 salt bath at temperatures ranging from 927' to 1260°C. The texture results are reported elsewhere.2 EXPERIMENTAL PROCEDURE Commercial 0.014-in. cold-rolled silicon-iron strip (3.16 pct Si), prepared by two stages of cold rolling with an intermediate short anneal, was given a decarburizing 3-min anneal at 800°C. Metallo- graphic studies indicated complete recrystallization. In order to provide a protective atmosphere and to obtain a rapid rise to an elevated temperature, a BaC12 and NaCl fused salt bath was used to heat samples isothermally at temperatures from 927" to 1260°C for various lengths of time. Torque magnetometer measurements were made on 1-in.-diam disc specimens before and after annealing, since magnetic torque curves supply information on textures and texture changes. Surface layers of the strip samples were polished and etched to reveal the grain structure. The diameters of grains were measured from micrographs at X100. The average value of diameters of matrix grains was established. Individual grains in the micrograph were cut out separately along grain boundaries. These grains were classified either as matrix grains or growth grains. The percent weight of growth grains in the cut-out patterns was reported as percent growth. Manv of the individual grains in the annealed samples were large enough to be X-rayed with a 5-mil beam for Lauegrams. Complete (110) pole figures were obtained for the primary recrystallized structure and short-time annealed structure with CoKa radiation at 30 kv in the back-reflection range, such as (220) for (110) poles, as described recently by Newkirk and ~ruce.~ Both the X-ray optics and the technique for pole figure differed slightly from those adapted previously.4

The problem of selection of the active slip systems for a crystal undergoing an arbitrary strain was analyzed by Taylor and by Bishop and Hill in terms of a minimum (internal) and a maximum (external) work criterion, respectively. These two criteria have now been generalized to include crystallographic slip on several sets of slip systems, twinning mixed with slip, and slip by (noncrystallographic) pencil glide. The generalized treatment also takes into account the possibility of a Bauschinger effect and of unequal hardening among the shear systems, which were considered in the Bishop and Hill work. Optimization techniques of linear and nonlinear programming are shown to be applicable for the numerical calculation of the minimum or maximum work. In the case of crystallographic shear, the constraint functions are linear and hence the optimal work is obtained as the saddle value of the lagrangian function Wi(y) e minimum and W,(u) + (a) for the maximum, where Wi is the (internal) work, We is the (external) work, Y is the crystallographic shear strain, u is the applied stress, and and are constraints. It is shown that the Lagrangians are functionally the same and the saddle value of one problem is identical to the saddle value of the other, proving that the two analyses are completely equivalent. In the case of pencil glide, although the constraint functions are nonlinear and neither convex nor concave, the equivalence of the optimal values to the saddle value of the Lagrangian (which is again identical for both problems) is still valid. WHEN a crystal deforms plastically by crystallographic shear, five independent shears are generally required to accommodate five independent strain components specifying the deformation. Assuming slip as the only shear mechanism, Taylor1 in 1938 analyzed the deformation in terms of a minimum work criterion. He hypothesized that of all combinations of five slip systems which are capable of accommodating the deformation, the active combination is that one for which the internal work C is a minimum, where 1 TI is the critical resolved shear stress for slip on the 1-th slip system and is the corresponding simple shear. By further assuming equal 72 for all equivalent slip systems and no Bauschinger effect, Taylor re- duced the minimum work problem to one of minimum and applied the analysis to the case of axisym- Metric flow by {111}(110) slip in fcc crystals. However, he did not consider the question of whether the resolved shear stress has in fact attained the critical value for slip on the newly found active systems without exceeding it on the inactive systems. In 1951 Bishop and ill' put forth the maximum work analysis in which slip is again assumed as the only deformation mechanism. In this analysis, the work o1 done in a given strain ij by a stress ujj not violating the yield condition is maximized. In addition, the analysis takes into account the possibility that the critical resolved shear stress for slip may not be equal among the slip systems and that the slip behavior may exhibit the Bauschinger effect. As with Taylor, a single set of slip systems—{111)(110) — was analyzed numerically. It thus appears that the Bishop and Hill treatment is on a more sound physical basis than the Taylor treatment. However, Bishop and Hill showed that where there is equal hardening among all slip systems and when there is no Bauschinger effect, Eq. [11 ] of Ref. 2, as assumed by Taylor, the results of their maximum work analysis are the same as those of Taylor's minimum work analysis. Hence at least under those conditions there is an implication that the Taylor analysis does lead to a critical resolved shear stress for slip on the predicted active systems without violating the yield condition on the inactive systems. Recently, the Taylor analysis was applied for numerical solutions of the axisymmetric flow problem, for slip on {110}(111), {112}(111). {123)(111) systems as well as a mixture of all three sets of svstems."1 Computational techniques based on the optimization theories of linear and nonlinear programming4 were employed in these solutions. The same techniques were employed in the solutions of an axisymmetric flow problem of deformation by slip on (111) (110) systems and twinning on (111)(112) systems5 which had been considered theoretically from a modified Taylor approach. The utilization of these techniques has led to the realization that the solutions of Taylor's minimum work problem imply the solutions of Bishop and Hill's maximum work problem. The two problems turn out to be dual problems in the well known sense of mathematical programming. It is thus the purpose of this paper to first generalize the minimum and maximum work analyses to include crystallographic slip on several sets of slip systems, twinning mixed with slip, and slip by (non-crystallographic) pencil glide, as well as the possibility of a Bauschinger effect and of unequal hardening

Two radioactive tracers have been tested as a means of determining core saturation in multiphase flow studies. Cesium chloride was tried as a water-phase tracer, but complications in its use in low permeability cores resulted from sorption of cesium by the core or water-wet pads. IodoI3'ben-zene proved very satisfactory as an oil-phase tracer. The synthesis of iodobenzene from the sodium iodide as received from Oak Ridge is simple and direct. The tracer is insoluble in water and there was no evidence of sorption by any of the core materials used. use of the method to determine saturation profiles during capillary and dynamic desaturations and relative permeability measurements on oil-water and oil-gas systems is described. Comparisons of the dynamic and capillary methods of relative permeability determination were made using the tracer to check core saturation and saturation distribution. Other experiments are also described in which mobility of the oil phase at various saturations was measured by displacing labeled oil by flowing inactive oil. Similar experiments were made using water labeled with cesium 134. INTRODUCTION To be fundamentally sound. any laboratory method of determining relative permeability must meet, among others, the following requirements: (1) the core saturation between the pressure taps must be uniform, and (2) there must be uniform pressure difference between the phases in the region between the pressure taps. In practice it may eventually be shown that appreciable departure from either or both of these conditions may be permitted without introducing sensible error. but the magnitude of such error remains to be established. There is need then for methods of saturation determina- tion which will determine the saturation profile in a core as well as the overall average saturation given by the gravimetric or material balance methods usually employed. Methods which have received consideration include resistivity, X-ray absorption, gamma ray absorption, neutron diffraction, and radioactive tracers. The resistivity method has use in the determination of profile, but needs checking by independent means.' The X-ray method has been used successfully, but requires elaborate equipment and calibration.23 4 At present gamma ray absorption is practical only for very large cores. The neutron methodo does not appear adaptable to measurement of saturation variations in short cores since it is a scattering method. Russell, Morgan and Muskat' employed radiovanadium in a study of the mobility of interstitial water. Coomber and Tiratsook used radioiodine as an oil-phase tracer and measured profiles in unconsolidated sand packs. ADVANTAGES OF RADIOACTIVITY METHOD A thorough discussion of the theory of radioactive tracers and the technique of using them to study the movement of fluids in sands is given by Coomber and Tiratsoos and need not be detailed here. The method requires less equipment than the X-ray method; the counting problem is similar, but the generation and regulation of the radiation, which is a major problem in the X-ray method, is not required in the radioactivity method. In the X-ray method it is customary to add up to 20 per cent of absorber, usually an iodine compound, to the phase to be labeled. while in the radioactivity method a mere trace is sufficient. A possible disadvantage of the radioactivity method is that a disproportionate amount of the activity comes from the portion of the core nearest the counter, whereas the X-ray gives a true average saturation in the region traversed by the beam. 011 the other hand, this characteristic of the radioactivity method renders it peculiarly adaptable to study of certain types of radial variations in saturation. IN the late 1920's rotary drills began to replace the churn drills in the petroleum industry, but until the middle 1940's the churn drill was the only widely accepted means of drilling large-diameter blastholes for quarry operations. The Calcite plant of the Michigan Limestone Div., U. S. Steel Corp., was one of the first to experiment with rotary drills for quarry blasthole drilling, and the first to employ compressed air on a fully rotary rig to cool the bit and raise the cuttings to the collar of the blasthole.

The process of leaching silver ores with sodium hyposulphite is comparatively new, and published accounts of the details and losses of the process are as yet very few. The following account of a careful series of experiments to determine the actual loss in this process may therefore be acceptable to members of the Institute. The ore treated was highly calcareous, and the principal sulphide present was iron pyrites. Following is an analysis by Professor Price, of San Francisco, of the ore treated : Per cent. Treated 1000 pounds in a four-hearth reverberatory. 8.30 p.m.—Entered fourth hearth, remaining there one and onehalf hours; sulphur began to burn. 10 p.m.—Changed to third hearth; ore became red-hot half an hour after entering; the fireplace was kept almost destitute of fuel. 2.30 A.M.—Changed to second hearth. Charge continued, giving off a large quantity of sulphurous fume; the fireplace was kept dark.

The mill is a departure from gravity concentration and has gained a reputation for the low initial cost of erection, extreme simplicity and the low cost of milling on the refractory character of the ore which is treated. The structure is of heavy timbers with board walls and corrugated roofing. The floors are concrete and the general layout is of the ground floor only. All the machines are driven by individual motors and the transmission usually found in such a plant is entirely absent. (Fig. 2.) ORE The ore from the Galena mine is sheared Wallace quartzite replaced with quartz, siderite, pyrite, sphalerite, gray copper (tetrahedrite) and very fine-grained argentiferous galena. Much of the silver is undoubtedly associated with the gray copper, the amount, however, apparently varies with different localities in the vein. An average assay of the ore is 6.0 per cent. lead, 1.3 per cent. zinc, 0.3 per cent. copper, 17.5 per cent. iron and 4.5 oz. silver. The concentrates produced are of an average 53 per cent. lead, 40 oz. silver, 8 per cent. zinc and 11 per cent. iron, while the tailings are 0.5 per cent. lead, 0.4 oz. silver. With the present market for zinc no attempt is made to produce a zinc concentrate.

Previous to the appearance of Dr. Crane's paper, there has been little record of connected observation or rigid speculation as applied to the cause of rifling. Replying to one of Dr. Crane's letters of inquiry, I ventured my opinion that the cause of rifling was a complex problem in physics, which I had not attempted to solve up to that time, except to ascribe it to the general cause of rotation and vibration of the rods. Discussion * of the paper of H. M. Chance, presented at the butte meeting, august, 1913, and printed in bulletin No. 79, July, 1913, pp. 1315 to 1341. George H. Ashley,+ Washington, d. C.:-Mr. Chance's long practical experience in reporting on coal lands admirably fits him for a discussion of the value of such lands. On behalf of the government geologists, I wish to express my appreciation of Mr. Chance's friendly, constructive criticism of the government method of valuing coal land in the first part of his paper and, at the same time, to reply to some queries he makes. All admit that coal has no " intrinsic "-monetary value, in the sense that a pound of coal of certain chemical and physical characters is worth " intrinsically " so many cents or fractions of a cent. The term has, however, been found very useful as including those natural factors of coal value, among which are its position and location in the earth, that affect its sale price in contrast with the other cost elements involved in the labor and capital necessary in mining, preparing, transporting, and selling the coal (extrinsic factors). Mr. Chance, while recognizing the " dual origin of value," does not offer any better terms. The survey agrees with Mr. Chance in his definition of coal conservation, that it means the fuller utilization of the heat contents of the coal, and the more complete recovery of the coal from the ground. Coal land withdrawals have not been made to keep such lands off the market, but to prevent their acquisition as non-coal lands before they could be classified so as to be disposed of under the proper law. Nor has the pricing of the more valuable coal lands above the minimum been to raise money for the reclamation fund, to which the money goes, but primarily to discourage the alienation, for holding or speculation, of coal lands not intended or needed for development, and, secondarily, to secure to the people the ?unearned increment," which they are certain in any case to be charged.
