The problems associated with the techniques are varied, but may be summarized by the following areas; (1) applicability to fine particle beneficiation, e.g. collector extender and emulsion flotation. (2) major 'mechanical' problems, e.g. emulsion breakage and oil recovery in oil flotation. (3) complex interfacial chemistry, e.g. empirical nature of pigment flushing .

The Department of the Interior used to be a quiet, noncontroversial, almost boring agency. It, after all is the fifth oldest of the Departments, and as an old line Federal agency it has studiously performed its preservation and resource management functions in a caretaker mode--though some would say more "undertaker" than "caretaker"--locking up the body and soul of America piece-by-piece. Yes, quiet, serene. That is until Jim Watt showed up. And we have all seen that version of Mt. Vesuvius which resulted--only it was the environmentalists who blew their tops. Ronald Reagan chose Jim Watt as Secretary of this fine old agency to prove that one-third of our Nation's land and over a billion acres on the Outer Continental Shelf can work for this Nation. At the foundation of President Reagan's charge to Secretary Watt is a belief in the tenets of the free enterprise system, and in the individual freedoms upon which this country was founded. There are those who don't share this belief in democracy and free enterprise, and those who believe this 205 year experiment called the United States of America will fail. Nikita Krushchev said "we will bury you"--obviously he didn't agree with our system. An Italian sociologist, Franco Ferrorotti, said bureaucratic stagnation will kill capitalism. Certainly we have all felt the ravages of bloated bureaucracies. Perhaps one indicator in the United States is the Federal Register, that daily compilation of Government's largesse. In 1970, 20,000 pages of the Federal Register were published. A decade later, in 1980, that volume had quadrupled to 80,000 pages. The Federal bureaucracy can stagnate from excessive budgets as well. The Interior Department spent $60 million on administering Federal coal leasing in 1981. That's nearly two bits a ton for every ton of coal leased in 1981. You wouldn't stay in business very long if your administrative overhead on inventory was that outrageous. But the pessimism of our critics is apparent from more than red tape and bloated budgets. For decades America has been fasting--consuming too little of America's wealth of minerals, subsisting instead on a diet heavily reliant upon mid-east oil, with little emphasis or concern for inventorying and developing domestic energy and mineral resources. Economics--yes. But short-term, short-sighted economics. Excessively dependent upon foreign imports, of oil, cobalt, chrome and other strategic minerals, the U.S. measures its time before another embargo--or fallen Shah, or Soviet manipulation, or Saudi shift, or, as we witnessed in Egypt, assassination--an untimely loss to mankind and efforts to bring peace to the troubled mid-east. These disruptions, in addition to their tragic human tolls, impair the free world's security. Huge chunks of the United States have been locked away in dozens of single land use categories in the name of conservation, with only the foggiest idea of what resources might be denied the American people-and this at a time of unacceptable levels of energy and strategic mineral imports. More than half and perhaps two-thirds of all Government-owned lands are totally withdrawn from or severely restricted to development under the mining and leasing laws. We must continue to rid Government of the overly zealous restraints which have been keeping us from drawing upon that which can help restore our economy and national security. When we assumed responsibility, the United States was dependent on foreign sources for about 40 percent of its oil. In 1981, our oil import bill was approximately $83 billion--nearly 17 times what it was in 1972. Our reliance on foreign sources for essential minerals is even more disturbing. We must look to other countries--some unfriendly, some unstable--for 22 of 36 strategically critical minerals. Yet the energy resources on federal lands which are owned by the American people could meet our needs for centuries if properly managed. Eighty-five percent of the crude oil yet to be discovered in America is likely to come from public lands, as will 40 percent of the natural gas, 35 percent of the coal, 80 percent of the oil shale, nearly all of the tar sands, and substantial portions of uranium and geothermal energy. Our vast hardrock-mineral wealth includes untapped deposits of essential elements we now import, such as chromium, copper, platinum, and cobalt. The obvious question is, if these abundant resources can help to revitalize our economic strength and to preserve our national security, why aren't we using them to better advantage? To a large extent, the answer can be found in past decisions to restrict public access to the federal estate, thus deferring to us or our successors the tough decisions that flow from Congress' mandate to provide for environmentally responsible development of America's energy and mineral treasures. Here is the legacy this Administration inherited: In January 1981, 7 years after the onset of the Mideast oil embargo: ---Less than 15 percent of federal onshore lands were under lease for oil and gas development; ---No oil and gas leases had been issued in Alaska for 15 years;

This paper covers oil shale resources in those countries that border the Pacific Rim. The major known resources around the Pacific Rim occur in the Western United States, Australia, the People's Republic of China, (PRC) and the Thailand/Burma region. The location of these deposits is shown in Figure 1. In 1965, the U.S. Geological Survey estimated world oil shale deposits of over 4 quadrillion tons having a potential oil yield of over 2 quadrillion barrels. If all this were extracted, it could meet the world's entire energy needs far into the future. However, the Survey also estimated the spent shale waste could cover all of the surface of the world to a depth of about 10 feet. Thus, for this and many other technical and economic reasons, it does not appear to be feasible to develop a large portion of the world's oil shale resources in this century; nor will shale in itself solve our energy problems. Nevertheless, shale oil and other ' synthetic fuels are expected to play an important role in new energy supplies in the longer term. WHAT IS OIL SHALE OR SHALE OIL? The term "oil shale" is sometimes a misnomer, in that the rock is often more of a limestone or siltstone than a shale. The common link between resources termed “oil shale" is that they all contain an insoluble substance cal led kerogen (which is from the Greek words for waxmaking). Kerogen is a form of organic carbon derived from a variety of plants ranging from algae to higher plants. When heated sufficiently, the kerogen generates hydrocarbons called shale oil, a form of synthetic crude oil that in most cases is lower in hydrogen content than conventional crude oil. The amount of oil in oil shale is relatively small --roughly 10 percent (by weight) in the richer shales. To upgrade this synthetic oil to usable products, additional processing is necessary. This brief sketch gives an idea of what this different, but significant, form of hydrocarbon is like. ENVIRONMENTS OF DEPOSITION Most oil shale deposits fall into three environments of sediment deposition: 1ake (called lacustrine), sea (marine) and river (fluvial-deltaic). In each case, the deposition of oil shales took place in quiet water environments where plant life, particularly algal plants, could flourish and, after dying, be deposited in unoxygenated water where the kerogen precursors would be safe from destruction by oxidation. The oil shales that were deposited in large lake basins (lacustrine) have attracted the most attention for development over the years. They often have multiple seams, deposited in a cyclic nature with extensive areal distribution and rapid vertical changes in kerogen content. Grades are moderate to high, ranging from 80 to 200 liters per tonne. Rundle in Australia and the Piceance Creek Basin in Colorado are examples of this type. Both deposits represent large volumes of oil shale in small areas which could provide the large volume of feedstock needed for future commercial operations. The stratigraphic sections of these two deposits feature thick oil shale seams with average grades of 80 - 125 liters/tonne conducive to both open pit, and underground operations. However, the rock strength of the Rundle shale is not sufficient to - support underground mining. On the other hand, the Colorado deposits, being more carbonate in nature, are sufficiently strong to support either type of mining depending on the overburden to ore ratio. These latter types of deposits will likely provide the first target for development of a commercial industry. The marine type is characterized by extensive areal distribution with relatively thin seams. The grades are generally low to moderate, ranging from 50 to 120 liters per tonne. The marine oil shales are common worldwide, and their attractiveness for mining is dependent on the overburden to ore ratio. Because of their widespread areal distribution, their in situ resources can be quite large. The Toolebuc Formation in Central , Queensland, Australia is a good example of this type of deposit being 7-10 meters thick over an extensive area. The Julia Creek deposit with its favorable overburden-to-ore ratio is being studied for possible development. In a fluvial-deltaic environment, there are many small lakes or bogs associated with rivers in which a very pure type of oil shale called torbanite could form. Torbanites are very high grade containing up to 75 percent hydrocarbons. The known occurrences are generally small lenticular deposits associated with coal seams. Even with the high grades, it is not likely that any of the known deposits would warrant commercial development because of their small size. The torbanite deposits in New South Wales, Australia were processed prior to World War I1 near the town of Glen Davis. However, today's known resources of this type are not large enough to warrant a commercial plant.

This article summarizes the successful incorporation of a flash-flooding stream into the tailing-disposal system at the St. Joseph Lead Company's Federal Division mill, in St. Francois County, Missouri. The mill was built in 1906, by the Federal Lead Co., as its No. 3 mill for the concentration of southeastern Missouri lead ores, and damming Davis Creek was first considered in 1908. Plans were made also in 1925 and in 1937. Dam layouts varied from a reinforced concrete structure to a barrier built of tailings alone. .All were abandoned because of liability that would be incurred by flash-flood rupturing of an incompleted dam. By 1942 mill capacity had reached 12,000 tons daily and increasing tailing-disposal costs again focused attention on the Davis Creek basin. This time the problem of riskless dam building was solved. Moreover, most of the items that appeared in the answer were materials that normally required wasting and the major portion of labor involved performed functions that it mould normally have done, without constructive benefit, elsewhere. The new layout also made possible advantageous changes in mill-water supply pumping; static head being reduced from 514 ft to 9; ft, friction head from 4900 ft to 2860 ft, and pumping can be done now at periods of low power demand. The following facts about the Davis Creek watershed explain the 36-year reluctance to reach these, and other, benefits. Size: 3600 acres. Outline: roughly pear-shaped, 21/2 by 3 miles at the largest dimensions. Topography: mostly hill land with steep valleys. Relief: 760 minimum to 1153 maximum. Maximum rainfall: 3.36 in. per hour. Permanent water: none natural. Now 2200 gpm discharged through 16-in. drill hole from mine pumps underground. Geology: the 17 acres near dam centerline is Bonne Terre dolomite covered with sand and gravel eroded from Pleistocene beds that cap some of the hills. The remainder of the pond basin is on Davis shale. Soil cover: mostly second-growth timber with some abandoned fields; all subject to careless burning, which reduces water-retaining ability. Flood history: flash-flooding that had taken at least one life. Downstream values: two railroad bridges before creek intersection with Flat River. Immediately below confluence, a highway bridge, a low-water crossing, a few business establishments and several blocks of residences. In July 1942 the following segments of an ingenious plan were put into operation. A ditch 270 ft long, 16 ft wide and 51/2 ft deep was excavated to bedrock in the gravelly soil along the proposed dam's centerline. This excavation, which exposed many gravel-filled channels, was run full of slimes drawn from a riser set in the top of an adjacent tailings-disposal

There are two basic forms of the LPG-slug process: the gas driven and the water driven. The pressure required for miscibility between gas and LPG prohibits the use of the gas-driven LPG process in shallow reservoirs. The water-driven LPG slug process normally exhibits good sweep efficiency. However, displacement of the LPG by water is poor. An improvement in this process appears possible by injecting a slug of carbon dioxide between the LPG slug and the water drive. Laboratory experiments were conducted in homogeneous linear systems to determine the effect of pressure on the various displacement zones. In the carbon dioxide-LPG displacement zone, the effect of pressure on the displacement efficiency is negligible above the miscibility pressure. However, the displacement efficiency decreases linearly with decreasing pressure below the miscibility pressure. With water displacing carbon dioxide, it was found that the recovery of carbon dioxide after water breakthrough can be predicted from its solubility in water. A displacement test was conducted with LPG and carbon dioxide slugs large enough to avoid interference between the oil-LPG, LPG - carbon dioxide and carbon dioxide - water displacement zones. Under these conditions, essentially complete oil and LPG recovery was obtained. However, a substantial amount of carbon dioxide was left in the core at water breakthrough. INTRODUCTION It has been shown in homogeneous linear systems that essentially complete oil recovery can be obtained by displacement with a miscible fluid such as LPG. Economic considerations dictate that the valuable LPG also be recovered. Methods proposed for recovering the LPG include (1) displacement with natural gas at a pressure high enough to make the two fluids miscible1 (the disadvantage of this method is that the required pressure of about 1,500 psi is too high for shallow reservoirs) and (2) displacement of the LPG with water2 (principal disadvantage is that a large amount of LPG remains in the formation because of poor displacement efficiency). This paper treats an improvement in the water-driven LPG slug process3,4 where carbon dioxide is injected between the LPG and water. Carbon dioxide is completely or at least partially miscible with propane and soluble in water; thus, displacement efficiency is improved at both ends of the carbon dioxide slug. To minimize effects of other variables, all experiments were conducted in linear core systems. GENERAL PROCESS DESCRIPTION The displacements of propane by carbon dioxide and carbon dioxide by water are considered separately, assuming enough of each is injected to prevent mutual interference. Displacement descriptions are confined only to the part of the pore volume containing mobile fluids unless otherwise specified. The schematic representation is given in Fig. 1. Starting at the producing well, a zone containing only oil is followed by a zone containing a single-phase mixture of propane and oil. The concentration of propane increases in the direction of the injection well and ultimately grades to pure propane. Then follows a zone containing a mixture of propane and carbon dioxide in continuously varying proportions until 100 percent carbon dioxide is reached. In this zone, the concentration of carbon dioxide in the immobile water phase also varies from zero to full saturation. Whether the displacement of propane by carbon dioxide is of complete or partial miscibility depends on pressure and temperature (Fig. 2). The Southwest Virginia Improvement Company began operations in the Bluestone Flat-Top coal-field, situated in Tazewell County, Virginia, in the fall of 1881. In May, 1883, the company had built 200 coke-ovens, and by March, 188-1, had 9000 feet of entries, exclusive of air-ways, in the Nelson or Rig coal-bed of this district (which here averages eleven feet in thickness), and had extracted 200,000 tons of coal, representing an area of about twenty acres. About this opening has grown the recently incorporated city of Pocahontas, and the completion of the New River branch of the Norfolk and Western Railroad to this point enabled the company to make large contracts for supplying coal and coke, so that it was deemed necessary, on account of the limited area developed, to work the mine day and night to fill orders. At 1.30 Thursday morning, March 13th, the inhabitants of Pocahontas were awakened by a violent shock, and within a few minutes all knew that the East mine had been the scene of an explosion of so general a nature that, of the 114 men at work, not one had escaped. The daily papers gave more or less distorted accounts of the number of victims, the scenes in and about, the mine, and the probable cause of the disaster. At the request of the company, the President of the American Institute of Mining Engineers appointed the undersigned a committee of three to investigate the matter, and the committee thus constituted presents the following report, accompanied by a copy of the testimony taken daring the investigation, for preservation in the archives of the Institute. Pocahontas was reached on Thursday, April 24th, and left on Friday, May 2d. During this interval the committee made repeated visits to the mine, especially to the points, of most importance, examining it carefully in every part; and summoned a number of witnesses, twenty-six of whom appeared and testified. Using a scratch smoothing technique, the magnitude and the ratio of the surface diffusion coefficients (D,) in two orthogonal directions have been measured on copper for over 100 different surface orientations. Anisotropy was found for all surface orientations except those lying near the (100) and (111); however, these anisotropies were rarely greater than 2.0. The direction of maximum D, appears to coincide with the direction of step edges on any given surface, and if no such steps exist, no anisotropy is found. Thus the jump frequency along a step edge is shown to be faster than the frequency of a jump over the step. The values of Ds and AH for the (100) and the (111) orientations agree quite well with those obtained earlier by the grain boundary grooving technique. It is proven that the directions of maximum and minimum D, (the principal axes) for any surface orientation are known if the perfectly ordered plane corresponding to the given surface orientation possesses a plane of mirror symmetry. Thus the principal axes of D, for orientations lying along the sides of the unit stereo-graphic triangle are always known independent of the extent of thermal disorder or impurity adsorption. The merits and shortcomings of King and Mullins' recently published equations relating Ds to the rate of scratch smoothing are discussed. 1N an earlier paper the authors have reported the variation of the surface diffusion coefficient (Ds) with surface orientation on copper.' In that study Ds was determined from the rate of growth of grain boundary grooves on symmetric bicrystals. This gave values of Ds from 850° to 1070°C in a given direction on each of the six surfaces. It was found that the activation energy for surface diffusion was essentially the same for all six surfaces. The theory developed to explain these data assumed that the free energy of any given type of surface site depends only on the number of nearest neighbors the atom has. This same theory predicted that on any given surface Ds should be independent of direction. The primary aim of this study was to check the validity of this prediction for a wide range of surface orientations on copper. The growth of grain boundary grooves is ideal for studying Ds in a given direction on a given surface over a range of temperatures, because the same specimen can be repolished and used again. However, there is considerable work involved in growing a symmetric bicrystal, and for a survey of Ds in two or more directions on many surface orientations, the technique would be arduous. A better technique appeared to be the scratch method used primarily by Mykura. 2 If a scratch is placed in a surface whose surface tension is independent of orientation, the surface will smooth out in time under the influence of surface tension. To determine D, from this flattening, Blakely and Mykura2 used an approximate solution which was assumed to describe the rate of flattening. Recently King and Mullins3 (hereinafter K and M) have given a more exact analysis of the flattening of an isolated scratch. A second aim of this paper was to check the validity of this newer analysis and compare the values of Ds determined thereby with the values obtained from grain boundary grooving techniques. FEW subjects have attracted the attention of metallurgists more than oxygen in steel. From the days of Mushet and Ledebui interest in this subject has been increasing, and as additional knowledge has become available, the problem has naturally grown more complex. Instead of using the simple term "oxygen" we now distinguish between iron oxide, silicates of various kinds, oxysulfides, oxygen as gas and oxygen in solid solution in steel. There are five general methods for determining oxides in steel: hydrogen reduction; vacuum fusion; various wet-extraction methods, including electrolytic methods; methods depending on volatilization of the iron away from the oxides; and metallographic methods. For oxygen in solid steel each of these methods has both advantages and disadvantages. The hydrogen-reduction method is of no use on steels above about 0.20 per cent. carbon; 1 furthermore, it gives only FeO and possibly some MnO. The vacuum-fusion method2 is expensive and gives total oxygen, with the exception of some A1203, and does not differentiate between the various oxides in which the oxygen exists. Most of the wet-extraction methods3 give only the more insoluble oxides SiO2 and A1203, though the iodine method gives MnO to an uncertain degree (information that may be more misleading then no information

IN the present state of public affairs, the reviewer turns from his traditional role of recording the progress made in research during the year and views the whole situation in which he finds himself in direct relation to the immediate needs of the nation. The slow progress of research year by year fades into comparative insignificance. The sum total of that research in all the years which have past becomes of importance only in direct relation to the extent to which we have translated or can immediately translate it into in¬dustrial production. For in a wartime economy immediacy is of paramount importance. The outcome of the war is being determined by our ability to pro¬duce and fabricate the metals and alloys which we require for its prosecution. Aside from iron and steel which lie outside the limits of this review, the most important of the nonferrous metals now needed in wartime production are aluminum, magnesium, nickel, chromium, and manganese. Some remarks on their production and fabrication follow.

NOW, after a year's continued impact of war, the task of the petroleum-refining industry stands out clearly and looms up in larger aspect. This time it is not, as it was so largely in the first World War, simply a matter of increased quantity- more and more of the same petroleum products that had substantially been standard for years. In this era the emphasis is largely on newer and improved materials which had been produced, if at all, in comparatively insignificant quantities, and for which manufacturing equipment was not available on a large scale. At the beginning of 1942 four great product needs (besides a number of lesser one-) confronted the industry: 100-octane aviation gasoline, toluene for T.N.T. production, high-quality lubricating oils for aviation and Army equipment service, and petroleum chemicals for synthetic rubber manufacture.

INTRODUCTION Purpose The in-situ leach method for uranium extraction is a relatively new and innovative method of uranium mining. In 1975, the first commercial in-situ facility began operation in south Texas. Since that time numerous other operations have been initiated as either pilot or commercial ventures. Considerable literature has been published that deals primarily with generalities of the process or environmental concerns. Several federal agencies have published documents which do not reflect the true operating or environmental nature of the in-situ leach method of uranium extraction. From an environmental standpoint, this is also evident in the promulgation of rules and regulations. Hence, the purpose of this paper is to present experience with an environmental concern--non- production zone excursions--such that the industry and the regulatory agencies will gain greater insight devoid of preconceived ideas and misconceptions. General Process Description In south Texas, in-situ leach mining is utilized to extract uranium from permeable sandstone ore deposits 61 to 213 meters (200 to 700 feet) below the surface. Uranium is present as an insoluble uranium oxide. In the in-situ or solution mining technique, anoxidizing lixiviant is injected into the formation through injection wells. The solution reacts with the insol uble carbonate complex. This soluble uranium complex is produced at recovery wells, each containing a submersible pump. During production there is a constant sweeping of lixiviant through the formation from the injection wells to the recovery wells. Injection and recovery wells can be arranged in any of a number of geometric patterns dependent upon ore body configuration, aquifer permeability, and operator preference. Submersible pumps in the recovery wells pump the uranium rich pregnant solution to the initial processing facility. Monitor wells surrcsund the pattern area and are screened in appropriate stratigraphic horizons (production and non-production zones) to detect any lixiviant migration that may occur (Fig. 1).

Recently, areas of abnormal rock pressure have been drilled on the Gulf Coast of the United States. These pressures may be caused by the recent and pronounced raising of some of the structures without loss of the formation pressure that existed when the reservoir was developing and the producing sand much more deeply buried. It is possible also that a permeable fissure may connect a shallow accumulation of gas with the gas cap of a much deeper reservoir of oil, gas and water. The pressures are so great that dependence on blowout-prevention equipment alone is hazardous to life and property. Fortunately, wells with excessive casing-head pressures, such as the Stanolind Oates No. 1 of the South Houston field, an 8700-ft. gas well with 6000 Ib. per sq. in., and the near-by Stanolind Candelari No. 1, and 8100-ft. gas well with 5000 Ib. per sq. in., have not blown out and cratered. A case is on record of drill pipe in a well in Harris County, Texas, (Oates No. 1) rotating for 8 hr. through blowout-prevention rams holding a back pressure of 2900 Ib. per sq. in. at the casinghead after the mud was altered by salt-water intrusion. Such conditions warrant the use of extremely heavy muds having low viscosity, made from galena (PbS) or specially prepared mixtures of hematite (Fe²O³) and galena suspended by bentonite. In some Gulf Coast wells, sodium silicate mixed with concentrated brine is used to drill through heaving shale formations. Such a fluid inhibits heaving remarkably, but it is expensive and costs as much as $10 per barrel. Barite has been used to weight this mixture. However, this mineral too rapidly increased an already excessive viscosity and it was thought that galena might be better for weighting such drilling fluid. The operator was anxious to try the latter, but none was available in the district. Oil agglomeration experiments were carried out on coal fines to study the effect of process variables such as pulp density, bridging oil dosage and intensity of agitation on (i) size distribution and (ii) yield of agglomerated product. It has been observed that the growth of agglomerates follows a self-preserving behaviour and using this, a characteristic curve has been derived. This curve has been found to be independent of the process variables. It has also been noted that the growth of agglomerates follows second order kinetics. In an attempt to model the process for predicting the size distribution and yield of agglomerates at different levels of the variables, the cumulative 50 percent of the agglomerates passing size (d50) has been correlated with the variables (i) through the kinetic equation and (ii) directly. These equations, coupled with the characteristic curve can predict the size distribution of the agglomerates at any levels of the variables tested. The yield of agglomerates has been found to follow a definite relationship with d50.

(written discussion t).-This paper is a discussion of some of the results of a recent investigation1 of Prof. Zay Jeffries, and of his interpretation and generalizations from these results. This work I have followed with great interest and with appreciation of its value in clarifying our views on the nature of deformation in metals and its relation to structure. It is only by such close study of the relation of structure to mechanical properties that we shall ever be able to describe the latter in terms of their ultimate elements, and thus explain what are still mysteries in the mechanical behavior of metals; experiment and thought along these lines are in my opinion of the utmost value. If I, therefore, here record some of the difficulties I have experienced in understanding some of the generalizations of Prof. Jeffries, it is only in order that perhaps from the discussion may emerge a clearer and more consistent statement of hypothesis or theory in explanation of the facts discovered by him.
