As the conflict between the mineral industry and preservationists steadily increases, it becomes urgent to determine as precisely as possible the costs of developing vs. not developing our domestic mineral resources so that enlightened mineral policy decisions can be made. A simple discounted cash flow equation is suggested as an approach to assigning a public-interest dollar value to mineral resources. Present value of a piece of land underlain by a mineral resource is taken as equal to the discounted cash flow derived from the resource corrected for present and future surface land values. The equation is effective as a base for mineral aggregate resource planning for metropolitan areas if transportation cost differences are substituted into the cash flow component. Suitably modified, the equation can be fitted readily into an existing computer simulation program for aggregate mineral resource planning in metropolitan areas. However, because of the lack of accurate input, the equation is less effective for other mineral commodities such as base metals and coal. Nevertheless, within a somewhat philosophical context, the equation still has utility and is effective in defining the problem of public interest values for minerals other than mineral aggregates.

FLOTATION is now commonly practiced in alkaline ore pulps, yet little is known regarding the action of the alkaline solutions on the ore particles beyond the fact that films of oxidized material form. We wish to chronicle our discovery of the presence of soluble reducing agents in alkaline ore pulps of the United Verde, and present some data on lime consumption. During the grinding and flotation of a pyritic ore containing small amounts of ferrous sulfate and other soluble salts, an excess of lime was added to precipitate the salts, and filtered samples of the solution were titrated with standard permanganate solution. Even in pulps of high causticity an appreciable permanganate titration was always obtained, in spite of the fact that the solutions were shown to contain little iron. Investigation of the cause brought about the discovery of several previously unsuspected compounds in flotation pulps made from pyritic ore. Not only the reducing agents present had to be identified, but also the amount of dissolved oxygen, and a survey was finally made of the free oxygen content and reducing agents of the mill pulp in the concentrating mill at Clarkdale. A great many. compounds might form, caused by oxidation of pyrite or other metal sulfides or by reaction between a lime solution and pyrite. The most probable compounds considered were calcium sulfides, polysulfides, thiosulfates, and polythionates. Later it was discovered in the literature that in alkaline pulp polythionates do not exist and if introduced are decomposed into sulfites and thiosulfates.1 Any precipitated sulfur is changed by alkali into thiosulfate and polysulfide. Sulfites and sulfides react to form thiosulfate, so that in the end it is possible to have in an alkaline solution only thiosulfate and an excess either of sulfide or sulfite. THE following paper aims to make a full explanation of the phenomena of rock jointing: It may be unnecessary to give any general description of what are termed joints in rocks, but Professor Geikie's clear and faithful generalizations are so illuminating that no excuse need be given. for introducing the following and other quotations into this paper "Almost all rocks are traversed by vertical or highly inclined divisional planes termed joints. These have been regarded as due in some way to contraction during consolidation (fissures of retreat) ; and this is no doubt their origin in innumerable cases. But, on the other hand, their frequent regularity and persistence across materials of very varying texture suggest rather the effects of internal pressure and movement within the crust." 1 General Explanation.-In this paper I show that the phenomenon of jointing may to a large extent be accounted for by the pressure of the water contained in the pores of the rock. To understand this, each constituent grain of the porous material may be considered to be separately compressed by the water which submerges it. As all the grains are held together by cohesion, the whole mass is contracted by this pressure. In an indefinitely extended mass, however, there must be a limit to the possible contraction without rupture, because the material is restrained from moving freely by other material around its boundaries. The mass of rock thus becomes broken up. This phenomenon is known as '" shrinkage " jointing. The term " shrinkage " is an apt one, if it be understood that the shrinkage of the rock is often brought about by change of stress. Stresses.-The compressive component of water stress on the individual grains is evidently the same as that of the water with which it is in contact. This is so, both before and after the jointing is formed. Before the jointing is formed there is, however, a tensile stress in one or more directions which keeps the material from contracting. .

The authors of the paper above mentioned have sent the following statement to correct erroneous com-ments and implications in their article with the re-quest that it be published: "In the above mentioned article the reference to Bendelari jigs is used in the generic sense as applying to the mechanically driven diaphragm jigs. No attempt was made to dif-ferentiate between the various machines as installed on different dredges. The Natomas Company use a jig of their own manufacture. The Yuba Company installed the Placer jig as manufactured by the Pan American Engineer-ing Company. "The Pan American Engineering Company also manufactures the Crangle jig under their own name. This is a diaphragm jig in which the pulsations are produced by intermittent flow of water through the patent Crangle Valve and it has no driving mechanism."

For a nation whose mining industry has generally been floating through history in the shadows of major mining developments elsewhere in the world, Australia has in the decade of the Sixties made a convincing bid to be one of the world's great "store- houses" of minerals. In fact, at the rate things are developing Down Under and Out Back, what with professional prospecting teams crisscrossing the continent under the direction of professional exploration management, Australia may one day find itself as the world's greatest storehouse. Whereas Necessity may be the Mother of Invention, Consumption is surely the Mother of Exploration. At least this is true in Australia of today. First, the forecasted shortage of iron ore in the world led to the fabulous discoveries in the Pilbara district of Western Australia. Now, the demand for nickel has generated even more interest among mining companies in the vast, untapped potential of Australia.

THE preceding chapter has recorded the initiation of mineral industry education during the period 1890-1910 in numerous institutions that had not previously offered it. It should also be emphasized that in many institutions where instruction had begun before 1890, as recorded in earlier chapters, but had not yet become firmly established, this period was one of marked growth and development. This was not universally true, however, for at the Universities of Pennsylvania, Michigan, Illinois, Wisconsin, Washington (St. Louis), Iowa, Vanderbilt and Tennessee, and at the Polytechnic College of Pennsylvania, mineral industry instruction was being dropped during this period, instead of gaining in strength. It is necessary to emphasize this, because writers on the subject have not infrequently attempted to make a much too simple correlation between mineral discovery or production and the intensity of student interest in mineral industry curricula. It would naturally be true that periods of large mineral production would, in general, coincide with cycles of business prosperity, and the latter are conducive to starting new ventures, educational as well as business. It should be equally evident that opportunities for business and professional success might, in such periods, appear to increase at a more rapid rate in industries other than mineral, or in the utilization of minerals rather than in their production. The author has not been able to perceive any simple and clear relation between interest in mineral industry education and mineral discovery, production, and utilization, or general business prosperity. On the contrary, the more the problem is studied the more complex the factors involved in it appear to be. In a later chapter an attempt will be made to analyze them in more detail

AT the annual meeting of this Institute held two years ago a new method, of estimating the grindability of coal was described, based on experimental work carried on by the Bureau of Mines at its Northwest Experiment Station. Since that time, several organizations concerned with the testing or utilization of coal as pulverized fuel have adopted and used the method in determining the grindability of several hundred samples of coal. In addition, a series of comparative tests of this method and three others has been carried out in five laboratories under the auspices of Committee D-5 of the American Society for Testing Materials. As a result the Committee has recommended that the Bureau of Mines method, designated as the "ball-mill method," and the Hardgrove method2, previously advanced, be accepted as tentative standards3. Since the ball-mill method was originally developed and published, an opportunity has been presented to apply it to a larger number of coals and to study intensively some of the principles upon which the method is based. This paper presents a resume of these further studies and includes a comparison with the Hardgrove-machine method. Trial runs were also made with another procedure recently proposed-the C.I.T. roll-test method4.

SILICON, unfortunately, is not in the same category as some other metals with respect to the absolute value of the highest purity material prepared. Tucker, in England, and Becket, in this country have devel-oped procedures for the purification of silicon, and Becket's process has made industrially available silicon of a purity of 99.8 per cent or better. However, even the term "silicon metal" may be a paradox to some people, although not more so than the term "amorphous" as applied to silicon. These terms come from commerce, and "metal" is used to distinguish industrially high-purity silicon from ferrosilicon, silicon-aluminum, and other high-silicon alloys. Alloys of iron and silicon with 95 per cent Si or less are known as ferrosilicon, with a designation of silicon content where necessary, and the terns "silicon metal" is invariably applied to the grades containing 96 per cent Si and higher. The Becket method of purification was referred to in a monograph on the Alloys of Iron and Silicon, and the Tucker procedure was described in some detail in that publication.1 In order to get silicon of still higher purity, a sample, prepared by the Becket method, analyzing 99.84 per cent Si, 0.020 Fe, 0.016 Al, 0.005 Ca, 0.025 C, 0.033 per cent 02, 0.006 H2, 0.006 N2, and 0.001 per cent Mn, was crushed to pass a 100-mesh sieve said further purified by a modification of Tucker's procedure. This modification differs from Tucker's method in that after treatment the 100-mesh alloy was centrifuged to remove the last traces of acid. Our directly determined analysis of this purified sample shows: Si, 99.952 per cent; Fe, 0.009; Al, 0.012; Ca, 0.003; C, 0.006; or 99.982 per cent. Silicon by difference equals 99.97 per cent. The variation between silicon by difference and silicon as directly determined is important. Although Tucker mentions the amount of insoluble matter in commercial silicon both before and after his treat-ment, he does not mention the existence of carbon in the alloy; neverthe-less, lie reports silicon by difference. Coal reserves of the United States are enormous. Considered on the basis of proven reserves, and compared with reserves of other fuels, coal constitutes 88% of the proven recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium used in burner reactors. Considered on the basis of "ultimate recoverable reserves", that is, those resources which can be extracted with improved technology and at somewhat higher costs and including those resources of all fuels not yet found but believed to be waiting discovery, coal still accounts for 75 % of the national total. In the U.S. hydrocarbon economy about 76% of the total energy needs are supplied by petroleum and natural gas and about 20% by coal. Domestic resources of oil and gas are running dangerously low, and assuming a continued hydrocarbon economy, the 20% supplied by coal may increase dramatically. Nearly a quarter of the petroleum consumed in the U.S. is imported. Natural gas is in shorter supply than petroleum and the problems of its importation seem at least as difficult as those of oil.

Service failures in brass condenser tubes are often due to corrosion. One of the commonest types of corrosion reveals a surface structure of redeposited copper.' The study of the effect of alloy addition agents in preventing this kind of corrosion has received impetus from the extensive publication of Bengough and May.2 The mechanism of such inhibition gauged from immersion corrosion,2 cell corrosion,3 and electrolytic potential4 measurements is controversial. This controversy may be attributed in part to a lack of definite knowledge5 of the actual nature of the initial films formed in corrosion experiments. In our own corrosion work on copper and 70-30 brass this lack became apparent and necessitated an examination of surface films by X-ray and electron diffraction methods. The present paper is but an introduction to the subject of inhibition and reports the structure of films formed in active corrodents. Experimental Procedure The arsenical coppers and brasses used in this investigation were made by one of the writers* in the plant of the Revere Copper and Brass Co. at Rome, N. Y. Standard commercial melting practice was followed. O.F.H.C. copper and electrolytic zinc were used and all arsenic additions were made by additions of a master copper alloy. The final analyses are given in Table I. Likewise, the extrusion, cold-rolling, and intermediate anneals employed followed standard usage. Final heat-treatments were given to all materials to produce a similar grain size (0.035 to 0.045 mm. for brass and 0.015 to 0.025 for copper) for the alloys containing various percentages of arsenic. Samples 1/2 by M by 1/4 in. were cut from sheet material resurfaced and finished with 0000 metal-lographic papers. The surfaces were all degreased in alcohol and benzine before immersion. After immersion in the corrodent, they were washed gently in tap water, dipped first in alcohol and then in pure benzine and allowed to dry in the diffraction apparatus. The reflection electron diffraction apparatus used has been described by Burwell and Wu1ff.6 Fig. I is typical of the photo-grams obtained. The X-ray apparatus was

PRESENT-DAY processing in many industries, calcining, sintering, briquetting, beneficiation and nodulizing, increasingly calls for the handling of large volumes of hot bulk materials. Various types of conveyors have been employed. This discussion will cover the factors governing their selection. For temperature ranges up to 400°F, or approximately 200°C, a wide range of conveyors is available. Special constructions of rubber conveyor belts. steel conveyor belts, vibrating and shaker conveyors, apron conveyors, and drag chain conveyors, all are used successfully. As temperatures go well above 400°F, however, choice of conveyors is narrowly limited. This paper will consider the problem of handling bulk materials only where the temperatures exceed 400°F.

The following paper, submitted by the Russian petroleum authorities, was secured through the courtesy of G. V. Ackerman, Vice President of Amtorg Trading Corporation, and N. V. Vannikoff, Representative in the U.S.A. of the United Oil and Gas Industries of the U.S.S.R. It gives an excellent view of the Russian petroleum industry as seen through Russian eyes. Noteworthy is the tremendous area over which the Russians are searching for petroleum, for this paper refers to such far-flung areas as the Arctic Tamir Peninsula, Kamchatka and Sakhalin on the Pacific, Lake Baikal in Central Siberia, the great new discovery at Neftadag in the plains of West Turkestan, and the oil of the Ferghana oasis, where the derricks look out over to the mosques of Kokand. Of interest also is the new pipe line to supply the industrial centers of Ukraine grouped around the great hydroelectric plant built at Dneprotroy on the falls of the Dnieper. The technical achievements have been noteworthy and we must pause to consider the scope of the undertakings being carried forward. Russia is at the worst a good second to the United States in petroleum reserves and for a long time to come will be a most important factor in the petroleum markets of the world. Her story should be of interest to everyone in the industry. The First Five Year Plan The first Five Year Plan, covering the period 1928-29 to 1932, accomplished the task of transforming the Union of Soviet Socialist Republics from an agricultural, backward land into a powerful independent industrial country, with an advanced technological foundation of its own for finally achieving the social reconstruction of the entire national economy. Along with the gigantic forward 'strides in industry and transportation, radical changes took place in agriculture. The creation of more than 5000 great state farms and of more than 200,000 collective farms serviced by a widespread network of machine-tractor stations has brought the U.S.S.R. to the fore as the largest agricultural country in the world. Imports of tractors and other agricultural machinery in the initial years of the Five Year Plan and the intensive output of this equipment by the great plants of the U.S.S.R. in the latter years of the plan have brought about the mechanization of agriculture in the Soviet Union. THE new 4800-ton fine-grinding plant at the Hollinger Consolidated Gold Mines property at Timmins, in the Porcupine district of northern Ontario, went into operation in November 1937, and represents the culmination of an experimental program. The plant is a moderately low rectangular building of hollow tile on a steel frame, large enough to house four 7 by 15-ft. ball mills, with a 12 by 27-ft. classifier beside each mill. At one end is space for the addition of another mill and classifier or a mill and classifier for the regrinding of table concentrates. This regrinding is now done in the old grinding department of the main mill building. Also within the new building are the four 6-in. sand pumps for lifting the product from the low-dis- charge ball mills up to the classifier feed launders and the containers and appurtenances of a complete dust-collecting system. Together with the usual overhead crane, these constitute the major units of equipment within the new plant. The location is at the lower end of the main mill buildings toward the old tailings pond, now so neatly leveled off and sodded to rival the very best of our own W.P.A. projects. Close by the new grinding plant is a large dome-shaped structure-the new fine-ore bin designed arid built by Mr. Longmore and the Hollinger milling and engineering staffs. There are four separate automatically loaded inclined belt conveyors leading up from the bottom of the bin to the grinding plant. Each belt is equipped with a recording weightometer, in the grinding building. The whole structure and the machinery within it give the impression of permanence and a carefully integrated design with close attention to details, giving the operators every advantage for consistently good work. The many ideas and opinions behind this achievement were all ably organized and executed by the Hollinger milling and engineering staffs, anti not a few were directly initiated by them. Excellent cooperation was afforded by the Hollinger staff to the engineers helping to conduct the grinding and classification test program. It was the author's privilege

The Homestake mine is situated in Whitewood mining district, in the northern Black Hills of South Dakota, in the city of Lead, Lawrence County. The entire property, comprising 557 lode claims with a total area of 3343 acres, is held under United States Patent. The older claims were 300 by 1500 ft. under local regulations, the newer ones 600 by 1500 ft. The Homestake was discovered April 9, 1876, by Moses and Fred Manuel, and Jake Harney, who were drawn into the northern hills, from the Custer placer district, by news of the discovery of rich placer deposits in Deadwood Gulch. They located a number of additional lode claims and, in a short time, the whole country was covered with locations. The Manuel brothers built an arrastre the following winter and took out $5000. The next year the Homestake lode was sold to Senator George Hearst and associates, who organized the Homestake Mining Co. Other companies were formed to exploit other groups of claims and at one time fivc companies were operating on this deposit, the Father DeSmet, the Dead-wood-Terra, the Caledonia, the Highland, and the Homestake Mining Co. These companies, however, have been merged into the Homestake Mining Company. The first stamp mill, known as the "Eighty Mill," commenced operation on July 12, 1878, and production has been nearly continuous since that time. Geology The orebodies of the Homestake are found in an intensely folded and altered bed of dolomitic limestone occurring in a series of ancient rocks believed to be of Archean age, belonging to the Keewatin series. The Keewatin series is estimated to be 20,000 ft. thick and is made up essentially of quartz mica schists, garnet schists, quartzites, slates, and some green schists, probably derived from basic igneous rocks. The dolomitic limestone bed has a thickness of 40 to 60 ft. The great width of ore, as much as 400 ft. in some of the stopes, is due to the folding, wherein the bed is repeated.
