In September, 1930, H. N. Eavenson, then Chairman of the Coal Division, appointed a Committee on Methods of valuing Coal Propelvties, with John B. Dilworth as chairman. The latter prepared a schedule' of features for consideration under the general headings of Undeveloped and Developed Coal Properties. These subjects were divided among the members of the committee and during the next year written discussions of his allotted subjects were received from each member. Mr. Grimes and Mr. Eavenson discussed the entire list,. These discussions were mimeographed and a set sent to each member before the meeting of the Institute in February, 1932. There was a general discussion at that meeting. At the meeting in February, 1934, Mr. Dilworth submitted a report12 which summarized the accumulated opinions and data and presented the conclusions of the committee as a whole on the subjects embraced in it's schedule. Members of the committee expressed the desire that some of the individual opinions be published for reference. Mr. R. INTRODUCTION THE aim of this work was the preparation of nickel-steels from elemental metal powders by powder metallurgy techniques. It was known that plain carbon steels could be made from a mixture of iron powder and graphite and that the effect of carbon on iron in powder form was of the same nature as that produced in fusion metallurgy. The problem in making nickel steels from elemental powders consisted therefore in finding out whether sufficient diffusion of the nickel and other incidental metals normally present in such steels could be induced in the solid state to modify the properties of plain carbon steels made from powders and produce the beneficial effect of alloying. The composition selected originally was that of an S.A.E. 2330 steel. Metal powders, in the proportion corresponding to that composition, were mixed with graphite, pressed, and heated at different temperatures for different periods of time, to produce bonding of the metal particles and mutual diffusion of the various elements without melting. Temperatures up to 1325°C and sintering periods as long as 6 hr were first investigated because it was expected that such conditions would produce maximum diffusion with an accompanying improvement in the properties of the alloy. It was found that, although diffusion proceeded to a large extent under the conditions investigated, it would not be complete unless sintering were carried out at a high temperature for much longer than 6 hr. Relatively high temperatures and long sintering times are objectionable from a practical point of view, particularly when a low cost material is to be produced, because they necessitate the use of special, costly equipment. Work could be done to improve the diffusion of iron and nickel by changing conditions other than the sintering temperature and time, i.e., finer primary or alloy powders could be used. However, a marked change in the properties of the steel had been observed even with only partial diffusion. It was thought, therefore, that instead of trying to improve the diffusion, advantage might be taken of its incompleteness to produce a special structure consisting, in the unquenched condition, of a hard constituent, rich in nickel, dispersed in a tough pearlitic matrix. Steels with such a structure, not readily obtainable by fusion, should have desirable mechanical properties. Besides, it should be possible to prepare them from elemental powders under economical conditions. This latter alternative was therefore adopted for the second phase of this work. This report is divided into four parts: 1. General Procedure. 2. Effect of Sintering Temperature. 3. Effect of Varying the Nickel Content. 4. Effect of Alloying Elements. GENERAL PROCEDURE The general technique of cold pressing as used in powder metallurgy was applied.

An orientation survey was conducted over a known disseminated copper deposit and a Au-Cu vein deposit and employed geological, geophysical, and geochemical methods. Geochemical techniques proved the most effective and economical means of locating and defining areas underlain by these types of mineralization. Six additional, widely separated occurrences were also investigated and mineralization was confirmed by determination of cold-extractable copper in stream sediments. The length of anomalous drainage varies from several to 16 km and depends on the type and tenor of mineralization. Despite generally marked relief and extreme physical and chemical weathering, cold-extractable copper anomalies in soils appear to reflect closely variations in the ore mineral content of immediately underlying rocks. Threshold values vary with local geological conditions and type and grade of mineralization. Significant thresholds in stream sediments are about 65 ppm and 10 ppm for cold-extractable copper in disseminated and vein copper occurrences respectively. Similar differences are encountered in soils. This necessitates the use of a scale of threshold values at progressive stages in each exploration program. Dis-seminated copper occurrences are presently the major source of mineral production m the Philippines. Much potentially productive ground remains to be investigated and applied geochemistry appears to offer the best available approach. The Institute of Applied Geology (I.A.G.), a joint project sponsored by the University of the Philippines, the Philippine Bureau of Mines and the United Nations Development Program (Special Fund) undertook during 1965-66 a number of field projects in Northern Luzon Island (Fig. 1). These field operations were of a two-fold nature and involved both orientation and exploration. During approximately six weeks, an orientation survey, involving geological mapping, geophysical surveying and geochemical prospecting, was conducted over a partly developed, disseminated copper deposit at Santo Nino (Fig. 1). This study demonstrated the economic and technical feasibility of geochemical ptospecting, relative to the other methods tested, for the location and delineation of a typical disseminated copper occurrence characteristic of those that represent the major source of metal in the Philippines.' Geochemical techniques, similar to those tested at Santo Nino, were then applied in a second orientation study of a vein occurrence at Suyoc (Fig. 1). The results of these two orientation studies suggest that, in reconnaissance work in this region, stream sediment analyses, combined with the determination of pH in the same streams, can be used to indicate areas underlain by rock containing anomalous concentrations of copper, whether it occurs in the large tonnage, low grade, disseminated deposits or in the comparatively small tonnage, higher grade, gold vein occurrences. Furthermore, the orientation surveys demonstrate that soil sampling and analysis serve effectively to outline more closely the mineralized zones within the generally anomalous areas identified from the stream reconnaissance. IN VIEW of the wide publicity given to the charges by the Couzens Committee of the United States Senate of discrimination by the Bureau of Internal Revenue in favor of the copper companies, it becomes a matter of interest to consider the basis for these charges. The point to be determined is whether they rest on a foundation of fact or are purely and simply matters of opinion. The whole question boils down to the purpose of the Tax Law as applied to mines, which is to afford the same protection to them as provided for all other taxpayers, namely: that they were to be allowed to pay back as depletion to their owners the values of their properties as they existed or were estimated to exist on May 1, 1913, free from tax. To determine these valuations it was? necessary to select from a wide range of possibilities a set of values for a number of essential factors.

THE remarkable outflow of natural gas recently developed in Western Pennsylvania, and along the valley of the Ohio and its tributaries, has called attention to an important series of patents for improvements in glass-fnrnaces and the manufacture of glass, which the brothers Siemens have made since 1872. The basement-patent of this series, is No. 127,806 of the U. S. Patent office, and is of date June 11th, 1872. This has been followed by eleven other patents (including one re-issue), all for improvements in glass-furnaces, or methods of manufacture, of which the latest is of date July 11th, 1882. Nine of these patents were issued in 1880-82. The following is the list of these patents, in order of dates, viz.: 1872. June 11th. No. 127,806 (U. S. office), Improvement in glass-furnaces; 17 sheets drawings, 5 pages text. This is the basement-patent. 1877. April 17th. No. 139,800. In a recent note Sully and Head1 showed that the Cr-Fe sigma phase is isomorplious with the Cr-Co gamma phase, and that the lattice constants are also nearly identical. In a preliminary investigation of the ternary Cr-Co-Fe system at 800°C at this laboratory the above findings were confirmed, and it was found by microscopic techniques, using various etching reagents, that the two binary phases form an urinterrupted series of solid solutions with each other. These solid solutions occupy a straight narrow band which cuts across the 800°C isothermal section of the ternary system, connecting the two binary phases. A detailed investigation of the Cr-Co-Ni ternary system at 1200°C disclosed that here, too, the Cr-Co gamma phase extends deep into the ternary system in the form of a long narrow lip. The fact that this sigma type lattice is sustained even when well over half of the Co atoms in it are replaced by Ni atoms, with relatively little change in the Cr content, clearly indicates that Ni itself has a certain tendency to form the sigma phase with chromium. This tendency is hidden in the binary Cr-Ni alloys, where the sigma phase is not known to occur, but it becomes operative in the presence of a suficient amount of Co. The interpretation of these facts in terms of electron concentrations is rendered difficult by the uncertainty of our present knowledge of the valency electron structure of the transition elements in their alloys. However, Sully and Heal's results and the present work suggest that intermetallic phases with signla type lattice may occur more frequently in these little investigated alloys than heretofore suspected. In particular, it is expected that a similar phase may exist in the V-Co and perhaps in the V-Ni system, in analogy to the known sigma type phase in the V-Fe system, and that all these sigma type phases may form extensive solid solutions with one another.

Two series of 17pct Cr iron-base alloys with small, controlled amounts of carbon and nitrogen were vacuum-melted in an effort to detertmine the meclz-uniswls of inter granulur corrosion in ferritic stain-less steels. An alloy containing 0.0095 pct N aid 0.002 pct C was very resistant to intergranular corrosion, even after sensitizing heat treatments at 1700" to 2100o F. However, alloys containing more than 0.022 pct Ni and more than 0.012 pct C were quite susceptible to intergranular corrosion after sensitizing heat treatments at temperatures higher than 1700°F. This corrosion was observed after the usual exposure tests and after potentiostatic polarization tests. Electronmicroscopic examination of the alloys susceptible to intergranular corvosion revealed a small grain boundary precipitate; this precipitate was absent in the alloys not susceptible to such corrosion. Thc electronmicrographs indicate that intergranu1ar corrosion of ferritic stainless steels is caused by the depletion of chromium in areas adjacent to precipi-tates of chromium carbide or chromium nitride. It also seems likely that the precipitates themselves are attacked at highly oxidizing potentials. Confirma-tion of the proposed mechanisms was obtained in tests on air-melted ferritic stainless steels containing titanium. The titanium additions greatly reduced susceptibility to intergranular corrosion at moderately oxidizing potentials but had no beneficial effect at highly oxidizing potentials. A major obstacle to the use of ferritic stainless steel has been their susceptibility to intergranular corrosion after welding or improper heat treatment. It appears that sensitization of ferritic stainless steel occurs under a wider range of conditions than for austenitic steels. In addition, a greater number of environments lead to damaging intergranular corrosion of sensitized ferritic stainless steels than to sensitized austenitic steels. The chromium depletion theory of intergranular corrosion is widely accepted for austenitic stainless steels'" although there: are some objections.3 On the other hand, several alternative mechanisms proposed for ferritic stainless steels include precipitation of easily corroded iron carbides at grain boundaries,' grain boundary precipitates that strain the metal lat-tice,5 and the formation of austenite at the grain bound-arie.6 The application of the chromium depletion theory to ferritic stainless steels has been discussed extensively by Baumel.7 The present investigation was undertaken to determine which of the proposed mechanisms can be sub- A PAUL BOND IS Research Group Leader, Climax Molybdenum Co of Michigan, Ann Arbor, Mich. stantiated with experimental data obtained on ferritic stainless steels. High-purity 17 pct Cr alloys containing small controlled additions of carbon or nitrogen were therefore prepared, and then examined electro-chemically and metallographically. EXPERIMENTAL PROCEDURES Materials. Two series of experimental alloys were prepared from electrolytic iron and low-carbon ferro-chromium using the split-heat technique. In this technique, the base composition is melted, and part of the melt is poured off to produce an ingot. To the balance of the melt, the required addition is made and the next ingot cast. This process is repeated until a series of the desired compositions is cast. By this procedure the impurity levels are essentially constant within each series. All the alloys in the carbon-containing series were melted and cast in vacuum. The base composition in the nitrogen series was melted and cast in vacuum; subsequent ingots in the series were melted with additions of high-nitrogen ferrochromium, and cast under argon at a pressure of 0.5 atmosphere. Two additional alloys were produced starting with normal purity materials. They were induction-melted while protected by an argon blanket and cast in air. Table I gives the composition of the alloys. The 2-in.-diam ingots produced were hot-forged and hot-rolled to a thickness of 0.3 in. and then cold-rolled to 0.15 in. All specimens were annealed at 1450°F for 1 hr. The indicated sensitizing heat treat-s s ments were performed on annealed material. All heat treatments were followed by a water quench. Specimen Preparation. For the 65 pct nitric acid test, 1 by 2 by 0.14-in. specimens were wet-surface ground to remove surface irregularities and polished through 3/0 dry metallographic paper. The U. S. Navy Department has perfected plans for the enrollment and training of considerable numbers of engineering officers. A school for this purpose, the U. S. Navy Steam Engineering School, has been established by the Department at Hoboken, N. J. The school is open to men between the ages of 21 and 40 who meet the physical requirements of the Navy, who are of thorough ability and officer-like character and who have completed the mechanical or electrical engineering course at certain recognized technical schools, or who possess an education and experience adjudged to be an equivalent thereof. Enrollment in the U. Naval Reserve Force of men properly qualified may be made at any Naval enrolling office, notation being made of the applicant's qualifications and desire to be detailed to this school. Applicants will be enrolled as Chief Machinist Mates, and during the course of instruction will draw the pay of this rating, $83 per month, plus $60 per month paid as subsistence. Upon graduation, men will be commissioned as Ensigns in the U. S. Naval Reserve, with a salary of $1700 per year. The duty to which a graduate of this school will be assigned will be that of an engineer officer in the auxiliary service of the Navy. Special provision has been made for the continuance of the school with proper material by a Navy regulation which permits undergraduates of the Freshman, Sophomore, and Junior Classes in recognized engineering schools to enroll in the Naval Reserve Force with the rating of Seaman 2d Class, and continue their courses at the institutions where they have matriculated. Such men will be called into active service after their graduation, and can at that time, if they are qualified to pass an officers' physical examination, apply for admission to the U. S. Navy Steam Engineering School. Men who are registered in the draft, either graduates or undergraduates, may enroll with the proper enrolling officer by securing from their draft board a letter of release, which in all probability can be obtained for this purpose. The aim of this school is not simply to produce engineers, but to produce naval engineering officers in the true sense of the word. The course of instruction covers a period of five months, arranged in four periods.

Description oF Costs ................... 64 Introduction We have endeavored in the following "sheets" to give the unit construction costs derived from 'the building of the Arizona Copper Co.'s new smelter, Clifton, Ariz., starting in February, 1912, and completing February, 1914.l In Chapter I—Unit Costs—are to be found the most elementary total unit costs which the accounts provide for. They are usable in the Clifton district. Here too are found the percentages to be added to an estimate for Engineering and General Expense. In Chapter II—Comparative Costs—these elementary costs have been classified, averaged and reported as labor and material unit costs. In such form the labor unit costs, when properly applied to similar conditions as these under which they were derived, are usable anywhere. The material unit costs are better disregarded for more accurate estimates and replaced by a newly priced bill of material. In Chapter III Composite Costs are given. AT a meeting of the American Society for Testing Materials at Atlantic City, June, 1908, Dr.. C. B. Dudley, in his presidential address,' showed the vital necessity of not only making a steel rail as good as in the past, but of making it considerably better in order to meet the present and prospective require¬ments of railroads. Doctor Dudley requested the co-operation of all who from personal experience could give information that would result in bringing about the production of a steel rail that could be relied upon to meet the present requirements. I have had considerable experience in the practical manufacture of steel of almost every grade, during the past 40 years, and I shall suggest changes that will bring about the results desired. Doctor Dudley has had a long experience as chemical and metallurgical expert for the Pennsylvania railroad, but he frankly admits that up to the present time both he and other metallurgical experts lack the practical knowledge of steel-making that is necessary to state correctly the reasons for the unreliability of the steel rails now produced. The necessity is self-evident for more positive practical knowledge on the part of these experts of what is possible and what is impossible regarding the practical manufacturing of steel rails from the ingot to the, finished product. Chemical knowledge in steel-making is far in advance of what it was years ago, and might be said to cover every requirement (in that department) for producing reliable steel. The study of the metallography of steel has been of great value, also the physical testing of steel, but this knowledge will only de-

It is suggested that the binary alloy systems of transition metals may be classified into groups according to "excess energy"E. For systems with positive ?E, the Laves phase, the TiNi3-, the TiCu3- and the Cudu-type rich in the smaller atom and the TizNi-type rich in the larger atom may exist. For systems with negative ?E and composed of two components of different crystal structures, the X, the Cr3O and the phase may exist on the side of the phase digrattz rich in the component with the higher "solubility factor" value am! the Cudu-type and the disordered hcp phase on the other side; if the crystal structure of two components is the same, the Cudu-type may exist on both sides. For systems with weakly positive ?E and cotnposed of different crystal structures, the u phase and the MgCd3-type may replace the Laves phase and the other types; the X, the Cr3O and the a phase may also exist. Finally, the equirnolar compounds of the CuAu- and the CsC1-type may exist irrespective of the sign of ?E. THERE are many factors which play a major role in the formation of binary intermediate phases in alloys, such as the crystal structure, the electronic structure, the atomic size and the electrochemical factor. To find the simultaneous effects of all these factors on the formation of intermediate phases of every metal would be a difficult task, especially because only a small fraction of experimental facts necessary for the complete formulation is known at present. Thus the past surveys of intermediate phases have been usually confined to few metals, several types of intermediate phases and some but not all controlling factors. In a previous paper1 the idea of "solubility factor" of metals was introduced. Although the suggested values are tentative and empirical, the formation of a continuous series of solid solutions in metals could be correlated with the interplay among the atomic size factor, the solubility factor and the crystal structure factor. The purpose of this paper is to demonstrate qualitatively the interplay of these factors in the formation of binary intermediate phases among transition metals. FACTORS CONSIDERED The Crystal Structure Factor. With rare earths excluded, the transition metals are classified into three common crystal structures listed in Table I. There is arbitrariness in the present classification of several allotropic elements. The Synthetic Liquid Fuels Act (58 Stat., 190; 30 U.S.C. Sup., Secs. 321- 325) was approved by Congress April 5, 1944; it directed the Bureau of Mines to build demonstration plants to produce synthetic liquid fuels from coal, oil shale, and agricultural products. The most important oil-shale de- posits in the United States are in the Green River formation of Colorado, Utah, and Wyoming. The oil shale of western Colorado generally is more amenable to exploitation, more persistent, and apparently richer than elsewhere in the Rocky Mountain Region. It occurs at the top of a high plateau surrounded by bold, nearly vertical escarpments 500 to 600 ft in height. The top 400 to 500 ft of these escarpments comprises an oil-shale measure that averages 15 gal of shale oil per ton; the bottom 70 to 100 ft of the measure, called the Mahogany Ledge, averages over 30 gal per ton. The full measure in a 1000-square-mile area is estimated to contain 300 billion barrels of shale oil;' the Mahogany Ledge is estimated to contain 100 billion barrels of oil. THE failure, by swelling, of several cast aluminum-zinc, spiral, pump rods, used to circulate water in a constant-temperature bath, brought up the question as to whether the presence of tin in varying quantities would have any appreciable influence in controlling this action. Previous workers had found the same difficulty with aluminum-zinc alloys, due to their swelling in water or solutions of electrolyte^.^ It was known that pure aluminum was practically insoluble in concentrated sulfuric and nitric acids, presumably due to the formation of an oxidized film on the surface. Concentrated sulfuric acid had little or no effect on pure zinc and tin and concentrated hydrochloric acid would attack all three metals. These facts aroused curiosity as to the probable reaction of the ternary alloys of these metals, and tests were made to determine their resistivity to the action of common laboratory reagents. Samples, covering the entire range of the ternary series of aluminum, zinc and tin alloys, were made up from good grades of the commercial metals.2 The materials were melted, at as low temperatures as possible, in graphite crucibles in a gas-fired crucible furnace. Graphite crucibles were used in preference to clay, to prevent the absorption of silicon by the aluminum, as found by previous workers. The melted materials were stirred thoroughly with pine sticks in order to ensure complete mixing and the greatest possible freedom from oxidation, and were cast in sectional, iron molds giving bars % in. in diameter and 5 in. long.

To assist the taxpayer of the oil and gas industry in correctly and expeditiously preparing his Federal tax returns, the Bureau of Internal Revenue has prepared a "Manual for the Oil and Gas Industry Under the Revenue Act of 1918." Although the endeavor has been made to anticipate all questions that may be asked, it is recognized that such a manual is only general and cannot cover all cases that may exist. The Manual is based largely upon information gathered during the fall of the year 1918 by a corps of geologists, technologists, and engineers. The investigation was undertaken primarily to furnish a basis for arriving at valuations, and depletion and depreciation deductions in connection with oil and gas properties. All fields in the United States were canvassed. Records of production of thousands of properties were collected and tabulated. These were carefully classified and studied by the most competent and experienced men in the country and the average future production curves and tables of valuation data were produced as a result of this study. IN studies of the X-ray diffraction line geometry of iron with chromium radiation using techniques aimed at minimizing the background intensity, Kp and Ka emission satellites* were resolved with three techniques. These satellite lines are present with sufficient intensity to lead potentially to erroneous structure analysis, if not properly interpreted. The techniques used were: 1) film technique with un-filtered radiation and polycrystalline specimen, 2) film technique with unfiltered radiation and single crystal, and 3) counter technique with unfiltered radiation and single crystal. An example of results obtained with technique 1 is given in Fig. 1.

THE recently discovered occurrence of diamonds near Murfreesboro, Pike county, Ark., was brought to. our attention by Mr. Samuel W. Reyburn (Trustee for Messrs. C. S. Stifft, A. D. Cohn, August Zinsser, Jr., and himself, owners of the property), through whose courtesy we investigated the locality of the deposit. Prospecting with the diamond-drill is now in active progress ; but mining operations on a large scale have not yet been ordered. Geology.-The geology as well as the petrography of this interesting locality has been well described by Messrs. J. C. Branner and R. N. Brackett.1 Briefly summarized, the igneous rock in which the diamonds are found is a vitreous peridotite, forming a stock or volcanic neck, which has broken up through the Carboniferous and Cretaceous quartzites and sandstones. After an extensive period of erosion, during which an unknown portion of the neck and presumably a previously existent volcanic cone have been removed, the surface was covered with thin beds of Post-Tertiary conglomerate. The volcanic intrusion was accompanied by the formation of several small dikes of a rock much like that of the main body. One of these dikes cuts across the stock, while another cuts the Cretaceous sandstone, but is overlain by the conglomerate, thus giving a datum for the period of intrusion. So far as known, there was little, if any, metamorphism of the country-rock by the igneous magna, which probably followed an approximately vertical course, so that a more or less vertical extension downward of the igneous body to indefinite depths may be expected.
