Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible lighting while persons are working in such places. Section 317(e) further provides that such working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31, 1970, a notice of proposed rulemaking which prescribed the illumination to be provided in the working places of underground coal mines. In light of written comments, suggestions, and objections to this proposed rulemaking, the proposed standards were withdrawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974, and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting-standards &k place on October 1, 1976, which means that the underground coal mining, industry must comply with face illumination requirements by April 1, 1978.

World consumption of petroleum and its substitutes in 1940, which, except for the United States, does not include consumption for military purposes even in peacetime, is estimated at 2,006,000,000 bbl., or approximately 21,000,000 bbl. less than in 1939. As consumption figures for belligerent countries and those affected by the war are unavailable, in order to arrive at a gross approximation the assumption has been made that the rate of civil consumption in these countries has declined 80 per cent since the German occupation or the effect of the war made itself felt. In 1940 the total consumption in the United States increased 94,000,000 bbl. over the previous year, while the civil consumption in the countries directly affected by the war—some of them occupied during the last half of the year—decreased 126,000,000 bbl. In the rest of the world consumption increased II,000,000 bbl., resulting in an over-all decrease in world civil consumption grossly estimated at 21,000,-000 barrels. When Duval Sulphur & Potash Co. awarded pre- mining stripping and early mining at Esperanza to an independent contractor, it was agreed that monthly payments for excavation were to be made on a truck count. At six-month intervals, however, adjustments must be made on the basis of actual excavation or cut from the pit area. It was estimated that it would be three times more expensive to have the pit sectioned by chain and transit survey than to use photogrammetry, since it would take two crews of three men approximately two weeks to do the field work, another two weeks to plot the sections, and additional time to establish a control network. Therefore it was agreed to have the mine area mapped by photogrammetry for both the premined surface and for semi-annual check surveys necessary for intermediate settlements. A triangulation net was established with a maximum distance of 900 ft between control points. In about 30 working days a two-man survey crew, using a theodolite, set up and triangulated 30 stations and calculated their results. For ease in spotting on the photographs, control stations were marked on the ground with white-painted tires centered over the survey pins.

Pegasus' Gold Ltd. operates two gold/silver heap leaching operations in the Little Rockies area of Montana. The Little Rockies has produced gold from underground operations on an intermittent basis from the 1880's to the early 1950's and from the open-pits on a continuous basis since 1979. Run-of-the-mine ore is drilled, blasted, sorted, loaded and hauled. The waste is dumped and compacted into 30 meter (100 foot) fills to be used for future leach pads. The leach pads have a central drain system and the impermeable membrane is constructed of bentonite and 30 mil PVC. The plants which have beenexpanded to 4900 Ipm (1300 gpm) capacity use the Merrill-Crowe process for gold and silver recovery. 4600 liters (1200 gpm) of the 9500 Ipm (2500 gpm) spray capacity is recycled through the old leach pads for upgrading before being processed. The gold/silver precipitate is smelted and the resultant dore' is shipped to a buyerhefiner. 1983 projected production is 2,177 kg (70,000 02s) of gold at a cost of less than $10/gm.

On April 2 and 3, 1970, more than 100 geologists attended the Sixth Annual Forum on Geology of Industrial Minerals at Ann Arbor, Mich. After this brief appearance, the Forum apparently ceased to exist- but it didn't really, and another spring will see it again in action, in another corner of the country. The organization might be characterized as the country's largest permanent floating conference on the geology of industrial minerals. What is the Forum, where did it come from, and what is it up to? The idea originated in 1964 with a small group in the Department of Geology at Ohio State University, Columbus. This group felt that a forum was needed for the exchange of geologic information on industrial rocks and minerals. They envisioned an approach-which has subsequently been adhered to--that would be dominated neither by geological academics interested in theoretical problems nor by practical engineers concerned with processing large tonnages of rock. It was proposed to focus attention on the middle part of the spectrum, especially on practical problems of geological occurrence and how these problems affect extraction and use. In terms of the standard rock-products flow sheet, which starts with a truck unloading into the primary crusher beneath the words 'from quarry,' it was proposed to focus geological attention on what is beyond the primary crusher, out in the quarry.

BECKETT, Globe, Ariz.).-The mining of large orebodies has in the last few years been such a big factor in the copper output of this State, and, in fact, of the whole country, I feel that we should have some valuable discussion this evening on the various mining methods described in the papers which are to be read; and I hope you will start a discussion on Mr. Deane's paper. J. A. EDE, La Salle, Ill.-I would like to ask whether, the timbers being left in, they have any fires owing to that fact? E. G. DEANE.-No, we do not. The timbers in the mat seem to lose life. I cannot tell you exactly what change takes place, but they do not burn readily. There is undoubtedly a chemical change in them-a change that makes them lose all strength. I , spoke of the strength of the sills. When we first started, we put in 4 by 8 sills, but those sills had no more strength in 6 months than a 2-in. plank would have. .J. P. With the improvements in design and efficiency of machinery the element of danger in its use is becoming less, but it is a question whether the strain involved in operating modern plants is not increasing somewhat the danger of accident due to human fallibility. I propose to describe a somewhat uncommon casualty resulting from a not infrequent incident in the use of air-compressors. It is not necessary to state the location of the mine in which the accident occurred nor the makers of the compreseor, and the object of this brief paper is more to draw out suggestions from members more familiar than am I with the practical handling of mining machinery, than to point a moral. The compressor in question was a three-drill machine of standard make. At the time of the accident it was furnishing air to a single drill working in an upraise from a well-ventilated tunnel, and giving ventilation to a winze below the tnnnel where two men were hand-drilling. The compressor also furnished power to a small hoist in the winze, but the hoist was only operated occasionally, and never while the drills were working. The drills were located about 1200 ft. from the compressor. The engineer testified that he never had been short of air, and that there had been no complaillts that the

It formulates for students the system of logic and reasoning that is the mark of the practicing engineer. The three chapters are, "The Method of Engineering", "Application of the Engineering Method" and "Uncertainties in Engineering." They cover logic and reasoning, terms, nontechnical problems, practical conditions controlling the engineering method, inescapable uncertainties and the method of coping with them. The author is emeritus professor of civil engineering at Stanford. The material presented here formed chapters 9, 10, and 11 of The Engineering Profession, by Hoover and Fish, second edition 1950. Elements of Ore Dressing. By Arthur F. Taggart. John Wiley & Sons, Inc., New York, 1950. $10.- A modern and practical introduction to the subject by the noted author of the Handbook of Mineral Dressing. The philosophy that a mill and all its parts comprise a single treatment process is a continuing theme in the book. Professor Taggart covers hand picking, screening, filtration, and electrical concentration. After introducing sedimentation, he takes up acceleration in free-settling, hindered-settling, sink-float, jigging, film and trough concentrators and shaking concentrators. A discussion of organic chemicals in flotation is followed by a detailed treatment of flotation. Final chapters deal with primary crushing, secondary crushing, grinding, transport, and controls and flowsheets.

PHASE relations in three isothermal sections (l000°, 1100°, 1200°C) of the system Ag-Fe-Pd have been determined as part of a program to develop improved crucible materials for containing low-melting iron silicates at low oxygen potentials. The following experimental method was used: Two- to 3- g samples of each of forty different alloys within the system Ag-Fe-Pd were made up from metals of 99.9 pct purity. The mixed metal powders were contained in a 1-cc crucible of dense recrystal-lized alumina and heated in a protective atmosphere (90 vol pct A, 10 vol pct H2), first to complete melting for approximately 30 min and subsequently at the desired equilibration temperature (1000°, 1100°, or 1200°C) for approximately 24 hr. The samples were then quenched rapidly to room temperature and examined metallographically as well as by X-ray techniques. Unit cell dimensions were compared with standards obtained by study of one-phase alloys of known compositions. The results are summarized in diagrams (a), (b), and (c) shown in Fig. 1. Heavy solid curves outline areas comprising compositions of mixtures consisting of the phases labeled for each area. Mixtures in which liquid is the only condensed phase present are confined to very narrow areas adjacent to the Ag-Pd join at high silver contents. The purpose of this paper is to present an application of computer technology to assist the mineral company financial executive in assessing exchange risks. The paper is divided into five parts: Background, Translation Approaches, Theory, Empirical Validation, and Conclusion. BACKGROUND Exchange risk results from a change in the rate of exchange between a host and a home country's currencies. Legitimate reasons exist for changes in the currency exchange rates among countries in a world with over a hundred different currencies. These reasons include: different economic growth rates, social factors, cultural heritages, and political motivations. The problem of exchange rate changes are perennial and exist whether the world operates on exchange rates or floating exchange rate practices. The cause of the problem is trade and international payment imbalances. If one accepts the premise that exchange rates fluctuate over time, then the mineral company financial executive faces a continual process of reassessment of the impact of exchange rate changes on the financial worth of his company. (1) The mineral company financial executive prepares balance sheets and income statements that are audited by certified public account- ants annually for shareholders, bankers, and tax authorities. The financial executive translates assets and equities denominated in foreign currencies into domestic dollars, e.g., Japanese firms convert to Yen, French firms convert to Francs, and so on. Pyne gives clear evidence of the difficulties the metallurgist is likely to encounter when he tries to recover in the blast furnace the metal from old chromite lining used as a refractory material in the copper reverberatory furnace. It appears that chromite cannot be fluxed at temperatures which usually prevail in copper blast furnaces. This calls to mind the freezing-point curve drawn by M. Simonis1 of mixtures of chromite and kaolinite. The chromite used in the experiments contained 52.9 per cent. Cr203, 22.6 FeO, 4.8 AI203, 9.6 Si02, .10.1-MgO; FIG. 1. the kaolinite was clay from Zettlitz with 98.5 per cent. clay-substance: The accompanying curve shows that the eutectic mixture with 35 per cent. kaolinite and 65 per cent. chromite freezes at Seger cone No. 15 (1435° C.), while kaolinite fuses at cone No. 35 (1770° C.) and chromite at cone No. 42 (2000° C.). The curve indicates that the difficulty in the blast furnace can be overcome by having at the smelting zone a temperature much higher than is usual in copper smelting; a charge composition similar to that prevailing at the Mansfeld copper smeltery -which gives with 23 per cent. coke a, slag of the composition Si02, .49.09; .(FeMg)0, 5.58; (CaMg)0, 16.02; A1203,-16.02-might flux and fuse chromite.

THE first session of the production engineering group on Wednesday, morning, with J. B. Umpleby as chairman, recorded the principal developments since the Fort Worth meeting. Added to this was a lively discussion of pressure maintenance. Recent advances in the air-gas lift have resulted from the need of applying the method to smaller wells at lower costs. In many places intermittent flow has given excellent results, and numerous mechanical de-vices for its automatic control have been, developed. Papers by C. V. Millikan on the Mid-Continent field and by A. H. Bell on California, fields formed the basis for discussion. The maintenance of initial sand pressures was ably discussed for two Texas fields by t. V. Foran in a paper that not only outlined the technic of operation and the results obtained but also contained noteworthy cost data in terms of increased ultimate production. Mr. Foran recommends the use of air in the first stages of pressure maintenance as a means of determining sand conditions and directions of flow, later turning to gas, if available, because of its greater solubility on oil. A round table discussion on petroleum engineering educational problems, with H. G. George as chairman, brought out much interesting discussion that is difficult to summarize. The other Wednesday morning session was a refinery engineering symposium with T. G. Del-bridge as chairman and the economical application of heat for the general topic. A paper on the modern pipe -still, by H. S. Bell, and another by C. W. Stratford on the modernization of the cylindrical still elicited a lively discussion.

SOLID-STATE transformations at low temperatures are frequently studied by optical metallography. Greninger and ooradian' and Hull and Gar-wood2 have examined the martensitic-type transformations in 0-phase Cu-Zn alloys during continuous cooling below room temperature. The lowest range of temperatures in the apparatus described by these investigators is limited to approximately 110°K. Present studies of reversible first-order phase transitions near liquid-helium temperatures have necessitated the design of a new cold-stage cryo-stat for optical metallography. The features of interest of this instrument are as follows: a) temperatures down to 4.Z°K are obtainable; b) the specimen is always under vacuum, thereby avoiding the condensation of moisture; c) specimens can be rapidly cooled or heated at varying rates, thus permitting studies of transformation hysteresis. Fig. 1 shows the details of the cryostat. All major parts are made of type 304 stainless steel. Both helium and nitrogen cans are Heliarc-welded to the helium filling tube, permitting the use of a common shielding can. Hence, the over-all weight and the area of the evacuated surface are mini- mized. The copper sample holder is screwed into the bottom of the helium can. DURING the fall of the year 1873, attention was redirected to the occurrence of lead ores in Southwestern Arkansas (chiefly in Sevier County), and somewhat extensive explorations of the deposits have since been made in the hope of finding the ores sufficiently argentiferous to be profitably worked. How far the expectations have been realized I am not authentically advised, but samples of the galena ore, yielding 62.09 per cent. of lead, gave on assay at the rate of 15 3-10 ounces of silver to the ton of ore. This was the highest result obtained by myself, though I am informed that higher yields have been obtained by others. Among the samples of ores from this locality, forwarded to me in January last, was one specimen which I at once recognized as stibnite, and, on notification, other specimens of the same from Sevier County were forwarded me. The first specimen of the several received contained 11.51 per cent. of gangue, 57.62 per cent. antimony, 4.57 of bismuth, with small amounts of arsenic and iron. The latest result from a portion of another hand specimen I append in full, with duplicate estimations of the arsenic, bismuth, and gangue. The analyses were all conducted by Mr. C. R. Winters, under my direction, and in the case of those given below the ore was separated as closely as possible from the gangue before analysis. The results are for the mineral freed from hygroscopic moisture, and are as follows:

ALTHOUGH there is now an extensive literature on the bleaching clays, not a great deal of material is to be found concerning the geological features of these deposits and their bearing on problems of exploration and development. At the same time, chemical and crystallographic research on the clay minerals during the past few years has laid a suitable foundation upon which to base conclusions of economic value drawn from field observations. All of the criteria and deductions herein presented are based upon extensive field work by the senior author, both in the United States and Canada, and when subjected to the ultimate tests of development and exploitation they have held up remarkably well, despite the fact that many of these conclusions apparently have not been reviewed in the literature heretofore. The nomenclature of the bleaching clays is rather confusing in the light of present-day commercial standards and has even led to litigation." The old term "fuller's earth" is largely based upon trade usage and the definition of the term therefore is dependent upon the changing standards of commerce. For statistical purposes the Bureau of Mines81 classes as "fuller's earth" all natural bleaching or filtering claylike materials that possess high adsorptive capacity without previous chemical treatmerit or activation. Conversely, the so-called activated or acid activated clays are now generally recognized as any clay mineral or mixture of the clay minerals whose adsorptive capacity has been developed to commercial standards by chemical or physical treatment. Therefore, without attempting to propose any additions to the nomenclature of bleaching clays, this paper will refer to naturally adsorptive clays and activable clays, respectively, for the two types indicated.

Observing in the Engineering and Mining Journal, of January 16th, 1875, page 35, a report of a brief discussion upon the nature and origin .of this unique and interesting coal, I take the liberty— on thus finding it a subject of interest to members of the Institute, and especially as my name came into this discussion—to cornmunicate some results which may serve at least to overthrow certain erroneous ideas that have prevailed. While I would not claim to -have made much approach to an understanding of this mineral—the whole of what I call Apozoic Mineralogy being as yet dark and almost unknown ground—yet I believe I have shown that few minerals of such importance and abundance, and so long before the world, have been so singularly misunderstood. On first examination of a sample of the substance to which the name of carbonite has been given, my surprise was not small, at failing to recognize in it one individual characteristic of true coke; neither the hardness, lustre, color, streak, porosity, sonorosity, structure, fracture, nor any of the so-called "pyrognostic" characters. Indeed, comparison with any coke, or variety or modification thereof, seemed altogether fantastic. Therefore the controversy regarding supposed trap dykes, whose existence at the locality is denied by some, seems useless, as we have no question of a natural coking, there having been no coking at all.

This paper presents the feasibility analyses of terrace pit mining a single seam for depths beyond 33 m (110 feet) in a hypothetical model mine and at an operating mine in southern Illinois. One or two shovel- truck benches near the surface and a large dragline for the last bench are considered for overburden stripping in the proposed mining scheme. Mining and reclamation operations are integrated and reclamation efforts are minimized by proper spoiling techniques. The proposed mining scheme was optimized using the OPMHS (Open Pit Material Handling Simulator) model developed by Penn State. Equipment selection and economic analyses were also conducted using the simulation model. The effect of pertinent variables such as thickness of the coal seam, annual production, initial capital requirements, size of haul trucks, selling price of coal and expected rate of return were analyzed on the feasibility of terrace pit mining. Sensitivity analysis charts for the effect of these variables are presented in the paper.
