DURING the prosecution of the aircraft-production program in 1917 and 1918, the writer visited many plants engaged in the manufacture of motors, planes and parts, in carrying out his duties as chairman of the Committee on Aircraft-engine Forgings. On several occasions, when the question of expansion was discussed, it was noted that there was confusion in the use of the terms: the true coefficient of expansion, a physical constant, and distortion in hardening. One engineer, referring to a steel shown in the accompanying table; stated that he could not consider it for crankshafts because of its excessive coefficient of expansion, while another steel, also listed in the table, as said to be especially good because it had no coefficient of expansion, since it came out of the oil bath perfectly straight. Many years ago one of our employees designed anew oil furnace; when asked what became of the products of combustion, he replied: "There ain't any, we burn them all up." While the coefficient of expansion is not without its effect in volume changes in hardened steel, it is not a determining factor in the matter of distortion and going out of shape. Irregular heating, uneven furnace bottoms, and carelessness in withdrawing the part from the furnace, as well as the manner in which the part enters the quenching bath are of greater moment. Generally speaking, also, steels of relatively low hardening temperature will distort less than those requiring higher hardening heats. The coefficient of expansion must be considered in engineering design most frequently when different metals or alloys are used in the same construction. For example, the difference of expansion between a steel crankshaft and an aluminum crank-case might be of real importance and a steel with no coefficient of expansion would be much less desirable than one with the normal coefficient. About 15 years ago, the writer made many determinations of the coefficient of expansion at low temperature ranges, usually between 20° and 100° C. HE orientations of 137 crystals of copper pro-T duced by secondary recrystallization in a cube texture matrix have recently been obtained. Although the crystals were not prepared for the purpose of determining a secondary recrystallization texture, the orientations obtained proved to be rather interesting, as they confirmed, in part, published results and also disclosed additional preferred orientations in the texture. The investigation of Dahl and Pawlek,&apos; Bowles and Boas,&apos; and Kronberg and Wilson3 showed respectively that the orientations of secondary grains growing in a cube texture matrix were related to those of the primary grains by a rotation of approximately 30" about [001], the rolling direction, by 30" about a <111> direction, and by either 22" or 38" about a <111> direction. Kronberg and Wilson also obtained a component of the texture similar to that of Dahl and Pawlek except the angle of rotation about [001] was 19". When the cube texture matrix was deformed a small amount, Kronberg and Wilson also obtained large grains on subsequent annealing corresponding to a rotation of 15" about the normal to the sheet, but these grains should not be classified as secondary recrystallization grains since they were produced subsequent to mechanical straining. The particular texture obtained, of course, depends on the composition of the copper and the processing schedule employed, since these factors markedly affect the primary recrystallization texture and the sharpness of any cube texture produced. In the present investigation, pieces of OFHC copper in the form of M in. round bars were cold forged to a thickness of about 0.40 in., annealed 1 hr at 350°C in an atmosphere of hydrogen, and cold rolled crosswise to a thickness of 0.200 in. These pieces were given a penultimate anneal of 1 hr at 350°C in hydrogen and a 90 pct cold-rolling reduction lengthwise to a thickness of 0.020 in. Indentations generally were put in one end of the as-cold-rolled strips to promote earlier formation of secondary grains.

Plans for the Petroleum Division during the ensuing year are in process of development, in contemplation of the usual fall meetings in the Mid-Continent and California areas, as well as the annual meeting to be held in New York in February, 1936. Houston, Texas has been suggested as the place for the Mid-Continent fall meeting, the exact date to be announced shortly. During the past year, the Division&apos;s technical programs, as in former years, have emphasized the wide fields of engineering endeavor in the petroleum industry yet remaining for more thorough investigation and discussion. An effort has been made to bring an international interest into the proceedings of the Division by inviting the participation of prominent foreign technologists. This viewpoint should promote a continuation in 1935 of past high standards, afford a more thorough understanding of problems throughout the membership, and maintain the Institute&apos;s position among the various technical organizations functioning particularly in the oil-producing and refining areas. In the list of subjects proposed for the fall meetings is the problem of estimating petroleum reserves. Various factors requiring study will include productive sand volume, porosity, average permeability, saturation, and types of recovery. Research papers are proposed dealing with energy consumption per unit of oil recovered, reservoir pressure or energy loss relationship to the usual volumetric method of estimation, and the study of oil and gas segregation within the reservoir. Other subjects tentatively suggested include new casing practice in relationship to wells producing from several productive zones, progress in lifting methods, repressuring, advanced methods in drilling economies, and the economics of conservation. Although the threat of overproduction yet remains, to a lesser degree than during the past few years, intensive activity is now being directed towards the discovery of new petroleum reserves. This situation undoubtedly will influence, in some considerable degree, the channels through which technical activities will be directed. A continuation of the commendable work on production statistics for the various oil-producing states and foreign countries has been effected. The usual papers dealing with the general economics of the industry will be reserved for the annual New York Meeting. The Stabilization Committee maintains its membership of nationwide authorities, and interest is manifest in new developments to meet the changing requirements of the industry.

Cooperation will be the keynote of the meeting of the Institute that will be held in New York on February 17 to 20. Arrangements are being made for two joint sessions with the Canadian Mining Institute, on the same day, which therefore will be known as Canadian Mining Institute Day. On the afternoon of Wednesday, February 19, there will be a joint session with the American Institute of Electrical Engineers. Besides, we will receive six or eight papers through the National Research Council, four of which will be presented at the National Research Council Session. In March, at the next meeting, of the Canadian Mining Institute, there will be an American Institute of Mining Engineers Day. The plan is to have the same subjects discussed at both meetings, but by different speakers. One speaker on each subject will represent the Canadian Mining Institute, and one speaker the American Institute of Mining Engineers. The Canadians and the Americans who will speak in Canada are expected to attend the discussion in New York. In addition the discussion at the New York meeting will be sent to Canada in printed form, so that the Canadian discussion will be a continuation of the former. At the joint session with the American Institute of Electrical Engineers, there will -be presented six very important papers on the subject of Electric Welding, one by the Chairman of the Electric Welding Research Committee of the National Research Council, another by the Chairman of the Metallurgical Sub-committee of that same Committee, and a third by Comfort A. Adams, President of the American Institute of Electrical Engineers and Chairman of the Welding Committee of the Emergency Fleet Corporation. We will receive six or eight papers through the National Research Council. These papers are results of recent investigations and represent the last word in their respective subjects. The excursion on Thursday, February 20, will be to Newark Bay to visit the Federal Shipyard where the first, electric-welded ship is being built. Philip W. The fusion-point of clay has usually been considered to be influenced chiefly by the quantity of fluxing impurities which the clay contained. Those clays which contain a high percentage of fluxes, such as ferric oxide, lirne, magnesia, and alkalies, fuse at a low temperature. Aside from the percentage of fluxing-impurities, the size of the grains exerts an important influence. Yet, while this fact has, no doubt, been recognized by many, practically no attempts have been made to prove it by actual experiment, although in the case of fire-clays, Prof. H. O. Hofman has rather disputed it. To illustrate the point more clearly, suppose a clay to be made up of a mixture of very refractory grains, such as kaolinite, and some fusible ones. If this clay be heated, the more easily fusible grains will melt first on the surface, and the softening under heat will gradually extend from the surface of the grain to its center. The larger, therefore, the size of the grain, the longer the time required for the heat to penetrate it. Now, if two samples of clay contain the same volume of flux, but of unequal size, the one containing the smaller-sized grains should fuse first, because the fluxing materials are more evenly and thoroughly distributed through the clay, so that they will more or less surround the refractory grains, which tend to act as a framework and hold up the clay-mass when heated. In order to demonstrate the effect of fineness of grain on the fusibility of clay, several mixtures were made up, consisting of white clay and other minerals. The white clay used was a very refractory type from Georgia, the fusion-point of which lay about cone 35 of the Seger series. The mixtures were formed into small bars 1* inches long, and set on a narrow surface, so that the ends were free to bend as soon as the mass softened. They were burned in a Seger gas-furnace.

A. SILVERMAN,* Pittsburgh, Pa.-Prof. Richards has described a very interesting process. In addition to the method described, electroplating and a number of other processes have been used. In one, the two metals were heated and united under hydraulic pressure; in a second, the steel was coated with an alloy, brass for example, and the molten copper cast around this. The process that I would like to bring to the attention of the metallurgists present consists simply of pouring molten copper, brass, or cupronickel around a clean red-hot steel billet. &apos;It is covered by the Roth patents. The 8-in. cylindrical billet containing about 70 per cent. steel (core) and 30 per cent. copper is hot drawn or rolled until several inches in diameter and afterward cold drawn or rolled to rod, wire of any desired diameter, or sheet. The wire is used for electrical conduits where conductivity and high tensile strength are required, also for the manufacture of cables and screen cloth. The sheet is employed for the manufacture of spouting, molding, shells, etc. The last application is particularly interesting. In testing rifle cartridges, which usually contain lead-filled copper noses, pine boards 1 in. thick, covered with ¼ -in. rawhide, are placed 1 ft. apart. The value of the cartridge depends on the number of boards penetrated by .the bullet. In government tests made with copper-coated steel noses (15 per cent. copper on either side of the steel) the penetrating power was found to be approximately double that of pure copper noses. The advantage of copper-coated steel over cupronickel lies in the fact that the- former does not require any special heat treatment during the punching. Rifle cartridges were prepared from copper-coated steel in a number of government arsenals. The value of the combination was attested by the awarding of a contract for the construction of a $3,300,000 plant. Unfortunately, the contract was signed on the day preceding the signing of. the armistice and was cancelled several days later. Tests were conducted for about 1 yr. before the contract was awarded to determine the value of this combination of metals. Since the war a number of cartridge and shell manufacturers have signified their intention of using copper-coated steel.

The metric system is now in official use in the Republic of Mexico, having been adopted by the Government in the year 1862. Athough it is used to compute all customs and other duties to be paid to the General Government, in the measurement of public and private lands arid in all freight and other transactions on the railroads, and is taught exclusively in the public schools, the system has made but slight head way among the people,and has not succeeded in displacing the old-time weights and measures, which are still used in ordinary commerce. The latter were founded on old Spanish models, but, owing to the inexactness of the first standards and to subsequent changes, differ at present very widely from their originals. As to local modifications, weights are the same all over the Republic, but measures of the same name differ greatly in capacity in different States, and even in neighboring towns. The value in the metric system here assigned to each denomination of the old weights and measures is that fixed by the Mexican Government at the time of the adoption of the metric system. The equivalents in American weights and measures were calculated by me from data found in Trautwine&apos;s Pocket-Book as to the comparison between the French and American weights and measures, and are believed to be correct. I shall be thankful for early notice of any error that may be detected, that it may be corrected before the final publication of this paper in the Transactions. Linear Measures. Kilometers. The value of the electric log as a means of interpreting underground structures has been increasingly demonstrated by its almost universal present-day use. It becomes important, therefore, to be able to evaluate the factors that affect the values obtained. By far the greatest number of electric logs are measured today in boreholes filled with rotary mud, the properties of which may exert an important influence on the electric log. In an effort to establish what the order of magnitude of such effects might be, a series of investigations was made in the laboratory and the field. Apparatus suitable for either field or laboratory use was designed and a procedure established for determining the factors that affect the resistivity of drilling muds over a wide variation in mud condition. Five muds representative of the types of clay-base muds employed in California were tested and the following observations were made: 1. The effect of raising the temperature from 8o° to i8o°F. is to decrease the resistivit~ of the mud or filtrate approximately 50 per cent. 2. The resistivity of the mud in most cases closely approximates that of its filtrate. 3. The change in the resistivities of muds caused by the addition of chemical is not the same function of the amount of chemical added for each mud. 4. The effect produced by increased sodium chloride content is to reduce markedly the resistivity of the mud and its filtrate. 5. Weighting materials, such as baroid and limestone, tend to increase the resistivity of drilling mud. 6. Cement and counteracting reagents reduce mud resistivity. The results of the investigation indicate that the mud resistivity is materially affected by the addition of electrolytes whether these are added for the purpose of conditioning the mud or enter the mud when salt beds or highly saline structures are penetrated. It should be observed, however, that the magnitude of the effect produced upon the electric log by changes in mud resistivity is also dependent upon the relative salinity of the water en. countered in the formation being logged. The laboratory data are supplemented by field data, which indicate that both the self-potential and resistivity curves are influenced by mud resistivity.

No records have been found of coal in the old Spanish documents, although some mention of it probably exists in manuscripts. Coal was found in Mt. Diablo, in Contra Costa County, about five miles south of the San Joaquin River in 1852, but the first mine, the Teutonia, was located in 1858. The deposits are located on both sides of a high ridge, and vessels of 1,000 tons burden could ascend the river to the nearest point to the mines.1 In 1854, coal was found about four miles from Oroville, on the Feather River, in Butte County. Development work was started and in 1856 a mine was opened. From the description the coal was likely a variety of lignite and probably never amounted to anything commercially, as it does not appear again in the records 2 The more valuable mines at Mt. Diablo were opened in 1859 and 1860. By 1867 there had been 11 mines started and at that time five were in operation. The seam conditions were much disturbed and lack of knowledge of them caused much waste of effort and money. All of the coal excepting that used locally and in nearby towns, was shipped to San Francisco, and largely used for steam purposes. The first receipts were in 1861-6,620 tons. A railroad to the river had been constructed and opened in February 1866. The Corral Hollow field in Alameda County was found and prospected to a small extent in 1862. Two mines were opened but little work was done and the field was then abandoned. Good exposures were rare and the cost of underground exploration was then prohibitive. The Commercial mine produced coal in 1869 and 1870, but a fire in the latter year destroyed the tipple and communications to the mine. The Livermore mine was abandoned after 18 months operation in 1875 and 1876 and no other work was done here until the nineties. Following a brief introduction, an outline is given of the four main conditions in which gases may be associated with metals; namely, (1) adsorbed gases, (2) dissolved gases, (3) gases in chemical combination, (4) gases entrapped in blowholes or cavities. Adsorption is essentially a surface phenomenon and is regarded as the attachment of outside molecules or atoms to the exposed free valencies of the atoms comprising the surface layers. In many cases where adsorbed films of gas are formed this is accompanied by a process of diffusion of the gas into the metal itself. This is particularly true in respect to iron and hydrogen, and experiments have shown that there is no difference between the rate at which hydrogen diffuses through a single crystal of iron arid through the same material after it has been recrystal-lized into a mass of small crystals. This does not prevent a somewhat greater concentration of gas at the boundaries of adjacent crystals, nor does it mean that the effect of the gas will be the same at the boundaries as it is within the body of the crystals. Indeed, under certain conditions, iron is rendered very brittle at the crystal boundaries, as shown in experiments by Pfeil with samples of almost pure iron. Much work has been done by many investigators concerning the temperature and conditions under which dissolved hydrogen, in particular, can be at least partially removed from different metals. With iron, the hydrogen that has diffused into the metal as a result of acid attack by pickling or by electrolytic deposition of the gas on the metal is partly removed by exposing the metal to the atmosphere at ordinary temperatures. Considerably more can be eliminated by raising the temperature, and even greater quantities by jointly raising the temperature and reducing the pressure. Annealing at suitable temperatures completely removes the bad effects of excessive mounts of hydrogen dissolved in or associated with iron. This is shown by the data plotted in Fig. 1, giving values for electrolytic iron sheets after annealing at temperatures between 250" and 950" C. The hydrogen brittleness is rapidly diminished at

PRoduction of crude oil in Tennessee during 1938 was slightly more than 41,000 bbl., an increase of about 5000 bbl. over 1937. The production by counties and by fields is shown in Table 1. The increased production has resulted from continued activity in the Upper Cumberland district, especially in Clay County. The "Mississippi lime" production in Scott and Morgan Counties continued to show a further decline with a 1938 production of 12,379 bbl. as against 14,644 bbl. during 1937. Small scattered production from some half dozen wells in Clay, Pickett, and Fentress Counties, on which there are no accurate figures, is estimated at 500 bbl. during the year. The only natural gas marketed off the lease in Tennessee during 1938 was in Morgan County, where a small amount was furnished for the town of Sunbright and immediate vicinity. The gas occurs with the oil in the Boone Camp field and small amounts were put on the line from the near-by Coon Hollow and Seabolt pools. Developments There were 88 wells spudded in during 1938, of which 10 were drilling or only temporarily shut down on Dec. 31, 1938. Eighty wells were completed during the year; 16 produced oil and 3 were gas wells of undetermined quantity. The total footage drilled on 1938 completions was 63,385 ft. Flush production during the year totaled 850 bbl. per day. The more important wildcats are listed in Table 2; the distribution of oil and gas tests drilled during the year, according to physiographic divisions, is given in Table 3. Cumberland Plateau There were no completions in the producing pools in Scott and Morgan Counties. The decline in production in these areas has been steady for the past several years. The concepts of nucleation and of growth have adequately described the isothermal phase transformations to which they have been applied.ls2 However, these concepts have not yet been used successfully to describe the kinetics of a number of transformations that are not observed to take place isothermally. A typical reaction of this type is the austenite to martensite transformation in steels, for which the new phase appears only during cooling of the parent phase. If the cooling is interrupted, transformation ceases; yet had the cooling continued, transformation would also have continued. Nuclei of a new phase do not leap into existence all at once by the simultaneous cooperation of a large number of atoms or molecules of the parent phase; rather they are formed at finite rates by gaining or losing atoms one at a time from the surrounding materiaL3,4 Further thermo-dynamic considerations require a finite concentration of small transitory nuclei of all unstable phases to exist at equilibrium in a stable phase.= For steel in particular, nuclei of ferrite (a iron) exist at equilibrium in austenite (y iron) at temperatures where austenite is the stable phase. If a high-temperature phase a be cooled sufficiently rapidly from temperature TI above the a-ß equilibrium temperature To, to temperature T-1 below To where ß is the stable phase, the equilibrium distribution of ß nuclei corresponding to the high temperature will be retained. There are two limiting possibilities of particular interest: I. The steady state rate of nucleation of ß may be appreciable at T_1, and may require a concentration of sub-critical nuclei exceeding that retained from the high temperature. Time will be required then for the concentration of nuclei to build up to the steady state value, and an induction period will be observed during which the rate of nucleation will increase to the steady state value. 2. The steady state rate of nucleation of ß may be negligible at T-l, while the critical size for continuous growth of ß nuclei, which decreases with increased subcooling of the a phase, may reach a value so small that some. of the retained high-temperature nu-

THE subject of my talk is, "What &apos;the college, student expects when he gets out of college." Since all of us, here tonight are engineers, I think it will be proper to limit the discussion to "What the engineering student expects when he emerges from college." It might be well to con-sider just why we chose engineering rather than some other of the many courses open to us. We certainly did not choose it because it is easy nor because we thought it would be a very pleasurable way to spend four years of our lives. The majority of students who choose this profession have a pretty well-formed idea of what an engineering course requires. They at least know that they must work to re-ceive their credits. The minority, which is no small num-ber, are soon disillusioned and as a result they either quit college entirely or they join the&apos; Commerce School. I asked a number of my fellow students just what it was that induced them to join the engineering profession, but it was hard to obtain a clear cut statement from any of them. Some said it was due to environment; others said, they took it because they liked it, and still others said they took it because their folks wanted them to. These state-ments are rather vague and incomplete, but underlying them all is something that the fellows found hard to ex-press. I think it is this: To the layman there is something of romance and adventure about the engineering profes-sion, and this fact coupled with the reputed high salaries and high commands of certain noted engineers no doubt fired our imaginations and consequently led us to join the ranks of the engineers. No doubt many engineers have gone out into the world and have found little romance or adventure .attached to their work, but nevertheless it is an occupation of a wide diversity of interest, of constant change of scene, and of vivid and human relations.

The Round Table Discussion on Petroleum Engineering Research was planned for two purposes. First, to review the work that has been done by petroleum engineers during the past few years on problems that have confronted the industry and, second, to suggest new studies that should be made either on the problems that have been the subject of research during the past or on problems that have arisen only recently. It was believed that by holding an informal discussion of the problems in which the petroleum engineer is vitally interested it would be possible to bring out new ideas as to the relative importance of the different problems that should be studied and to suggest new methods for attacking some of the problems that have resisted the energies of research workers throughout the industry. It was also believed that by arranging for an exchange of experiences between the different engineers it would be possible to prevent a large amount of duplication of effort in conducting research work. Those engaged in petroleum engineering research realize that there is a broad field for study and by coordinating the work it will be possible to obtain the maximum amount of information in the shortest possible time. In planning the program on Petroleum Engineering Research, nine subjects were selected for discussion and each was assigned to a man who is doing work on that subject. These men were asked to lead the discussion on the problem assigned to each one. An effort was made to choose problems of a practical nature and upon which considerable work is being conducted at the present time. Some of the men who were asked to lead the discussion were unable to attend the meeting but most of them submitted a written discussion- of the subject assigned, with the result that there was a discussion of eight of the nine problems. Professor Uren, who was asked to lead the discussion on the subject of Recent Developments in Methods for Reducing Gas-oil Ratios, was unable to attend the meeting and advised that he did not have any new ideas to contribute.

A few weeks ago the Institute lost, by death, from its list of members one who in recent years, by frequent attendance at meetings, by the preparation of papers, and in many other ways, had shown a warm interest in Institute affairs; who had an extensive acquaintance among his fellow-members, and whose memory it is fitting to perpetuate by a permanent record in the volumes of our Transactions. Dr. Byron William Cheever, acting Professor of Metallurgy in the University of Michigan, died at his home in Ann Arbor, on the 6th of March, 1888. He was born September 17th, 1841, in Ellisburg, Jefferson County, New York. In 1844, the family moved to Geneva, Illinois, and thence, in 1857, to Dundee, Michigan. Two years later, a third removal was made to Ann Arbor to take advantage of the educational facilities there offered; and in 1859 the subject of this sketch, with his two brothers, entered the University of Michigan. In 1863, he took the degree of Bachelor of Arts. After a year or two of business life, he entered the medical department of the University, and graduated as Doctor of Medicine in 1867. A taste for scientific work had been developed in him in early life; and, even while carrying on undergraduate and medical studies, his proficiency in chemistry found recognition in his occasional employment as assistant in the University laboratory. The interval between the close of his course in Arts and the commencement of his course in Medicine was also devoted to chemical work, partly in the city of Philadelphia, and partly in the West Indies, where he was employed in the service of a commercial company engaged in the guano trade. Dr. Cheever never took up regular practice as a physician. After receiving his medical diploma he went again to Philadelphia, and for about two years was employed as an analytical and consulting chemist in that city. In the light of the experimental data on equilibrium for the reaction C + FeO = Fe + CO in molten steel recently obtained by Kinzel and Egan,l it is necessary to revise current theories regarding the nature of equilibrium between carbon and FeO in the basic open-hearth furnace. According to the measurements of these investigators the equilibrium constant m for the above reaction for a pressure of dissolved CO equal to 1 atm. is equal to 0.0005 at 1550" C., when concentrations of carbon and FeO are expressed in percentages by weight. Their work also shows that, with the pressure of CO fixed at 1 atm., not only is the product of carbon and FeO constant, but carbon and FeO are each independently constant—a circumstance which might have been predicted from theoretical considerations. At 1550" C., carbon is constant at about 0.025 per cent. and FeO at about 0.020 per cent., with the pressure of dissolved CO equal to 1 atm., the product of these two constants being equal to the originally mentioned constant of 0.0005. Available data on the dissolved FeO content of samples taken from the metal bath at practical slag-metal equilibrium prove that this FeO content is determined solely by temperature and the effective FeO content of the slag. The distribution constant r at 1550" C., as determined by Herty, Gaines, Larsen, Simkins, Geruso and Watkins2 is equal to 0.0086. A slag would have to contain 0.020 = 2.3 per cent. effective 0.0086 FeO or less in order to prevent the metal from containing more dissolved FeO than that required for equilibrium with CO at 1 atm. pressure. What should be the chief aim of a metallurgical laboratory ? Before answering this, let us ask, What should be the chief aim of metallurgical instruction ? Taking a definite case, that of the iron blast-furnace, should we chiefly teach the methods of bosh- and tuyere-cooling, of storing and assembling materials, of removing the iron and cinder, of firing boilers and cleaning stoves ? Or should we aim chiefly to lay clear and bare the nature of the reactions which occur in the blast-furnace, the reason why changes in the rate of driving, in the blast-temperature, in the composition of the cinder, cause their known effects ? Shall we chiefly describe or explain ? Shall we teach chiefly the looks or the reasons ? Put thus, the question admits but one answer. Hours of labored description at a technical school give a less true and clear view of actual metallurgical operations than a brief visit to metallurgical works. If in my teaching 1 take the far more laborious course and lay so very great stress on explanation and so little on description that I seem to err on that laborious side and not to give description enough, the student will quickly make up for my lack of description in his first weeks in the works; he will there learn quickly and easily what I could have described only obscurely and with labor. Details of practice are learned easily and retentively in the works, but with difficulty and slowly at school. With the principles, and especially the chemical principles of metallurgy, the reverse is true. The works have little facility for teaching them; the school has every facility. The place then for explaining, for teaching principles, is the school. But,

[The conclusions arrived at by authors in paper read before the Petroleum Division and the California Sections of the Americam Institute of Mining and MetallurgicaI Engineers and the Standardization Division of the American Petroleum Tnstitute, at a joint session held at Los Angeles, Cal., Jan. 21, 1926, are presented below.] From the theoretical discussion and experimental evidence presented in this paper, the following conclusions may be drawn: 1. The efficiency of the oil-well plunger pump is dependent to an important degree upon the submergence provided. 2. Ample submergence must be secured in order to provide sufficient static pressure to force the oil through the restrictions interposed in the oil path at the standing valve and at the plunger nut surrounding the garbutt rod. These restrictions should be no smaller than is structurally necessary, in order to reduce resistance to oil flow to a minimum. 3. A part of the static pressure developed below the standing valve by submerging the pump is dissipated in overcoming the inertia and in providing upward acceleration for oil left between the pump valves at the conclusion of the down-stroke of the plunger, and of oil below the standing valve in the gas anchor above the oil inlet. This loss in effective static pressure can be reduced to a minimum by dispensing with the garbutt rod and placing the working valve at the lower end of the plunger. The valves should be as near together at the conclusion of the down-stroke of the plunger as is consistent with security in avoiding striking of the lower end of the plunger on the standing-valve crown. Gas anchors should be short, and oil inlets should be as near the standing valve as is consistent with proper gas exclusion. 4. Because of the presence of gas in solution in the oil, which tends to escape from solution under the reduced pressure conditions above the standing valve, the effective length of stroke of the plunger is reduced, and the suction effect of the rising plunger is largely nullified. The influx of oil through the standing valve is therefore chiefly dependent on static pressure developed by submergence.

Only last year he was promoted from director of the school of mines to president of West Virginia University, following a term as acting head of that institution of over 3000 students.
