ACTIVE drilling operations for oil were carried on during the summer of 1923 in various parts of, western Canada, particularly in Alberta. During the early part of the summer, interest centered in southern Alberta, in the Coutts area, just north of the producing Kevin-Sunburst field of Montana; but on Nov. 14 a strike of oil by British Petroleums Ltd. at its well near Wainwright, 120 mi. east of Edmonton, diverted public attention to a new field. According to present estimates, this well has a possible production of from 60 to 100 bbl. a day; the oil is 15° Be. with an asphaltic base and is obtained from a sand at the depth of 2019-2036 ft. The oil stands at 1700 ft. in the casing and there is sufficient gas pressure to cause it to flow when the well is opened. The oil horizon is in a sandstone in rocks of Colorado age. It is known that there is a terrace structure of which the western edge extends in a northwesterly direction from the vicinity of Hardisty to Viking, where it probably swings more to the north. At Viking a small dome-like structure on this terrace gives rise to an important gas field. Wainwright lies directly northeast of Hardisty. The exact structure in the Wainwright field is unknown. At Fabyan, 6 mi. northwest of Wainwright, the Imperial Oil Co.1 last year brought 1n a large gas well estimated at 14,000,000 cu. ft.; the escaping gas sprayed a small amount of heavy black oil over the derrick. The gas was obtained at a depth of 2727 ft., deeper drilling encountering a water sand. The results of drilling in the Wainwright field are encouraging for future development.

A 2 m. cube of jointed, Pre Cambrian biotite gneiss was subjected to uniaxial and biaxial loading at ambient and elevated temperature. The effects of different boundary conditions on the following rockmass properties were investigated: deformation modulus, joint stiffness, dynamic modulus, coefficient of thermal expansion, thermal diffusivity and conductivity, and joint permeability. Test conditions ranged between 0 and 6.9 MPa uniaxial and biaxial load, and 12° to 74°C mean block temperature. The tests were performed as part of the Office of Nuclear Waste Isolation program for evaluating site charterization test methods for measuring the hydro-thermal-mechanical properties of rock masses. The fracture flow experiments discussed in this paper were described in detail in a similar paper given to this symposium in 1981 (Voegele, 1981). DEFORMATION MODULUS Horizontal deformation measurements oriented parallel to the loading direction were made at the block surface. Several instrument types were employed: surface short-rod extensometers, bonded strain gauges, vibrating wire strain gauges and the Whittemore caliper strain gauge. Two vertical and two slant borehole extensometers measured vertical displacement. Loading history, especially during uniaxial loading, was critical to interpretation of observed deformation and fracture flow data. This important tendency has been observed in other large-scale laboratory (Bandis, 1980) and field tests (Pratt, et al., 1977). Excavation of the block resulted in minimal disturbance to the intrinsic condition of the sample. Even so, permanent, unrecovered "set" was imparted to the block beginning with the first low-stress biaxial load cycle to 3.45 MPa (Table 1). Unloading

(communication to the Secretary*):—The Laramie tunnel, though a small one, compares very favorably in the speed of driving with the great Alpine tunnels which have the record so far. I think it safe to say that, taking all things into consideration, the record made at Laramie is the best American record, though it still falls short of the long-tunnel records abroad. In discussing tunnel-records it must always be borne in mind that there are conditions peculiar to each individual tunnel job, so that no comparisons are complete, fair and conclusive. At Laramie there is one point which stands out prominently, and which distinguishes this from any of the recently-built Alpine tunnels, and that is that here we have great progress in an American driven tunnel without the use of a carriage for mounting the drills. At the Arlberg and Loetschberg tunnels, the carriage was an essential condition for progress. All the heading-drills were mounted upon a bar which rested upon a small carriage. This carriage was withdrawn after the drilling and run into the heading after the blast without much disturbance of the drills, and with very little adjustment except that required in jacking the horizontal bar across the tunnel. The carriage was so small in its track-area that it required little mucking to run it in to the face; and as the rock-drills used were heavy machines 38 in. in diameter, progress in setting up and drilling was very much accelerated by the use of the carriage. Until the beginning of the year 1930, conditions in the oil industry were such that the production engineer was chiefly concerned with improving the efficiency of development and production technique. Good engineering practice had been adopted to devise and improve methods and materials better suited to drilling for and producing oil and gas. These efforts reduced the hazard and expense of deeper drilling, increased the ultimate recovery from reservoirs and lowered production costs. Equipment was of better design and materials were better suited for the work and were more permanent. These improvements naturally have contributed their share toward increasing the volume of crude oil produced each year. The industry is now faced with a need for preventing a waste of this natural resource; waste which came as a result of continued reckless drilling of new reservoirs. To make a careful study of this economic problem and to devise methods for correcting these conditions was a logical problem for the production engineer. Much time and study have been devoted to the question, and remedial plans have been suggested during the last year and a half. The principles of unit operation have attracted the engineer's attention, as they present ideal conditions for the most scientific and economical development of an oil field. Unitization During 1930 unitization of producing and potentially producing areas has made real progress, and as each new unitized development is agreed upon the objections that loomed so large at the inception of the idea fade into comparative insignificance. Undoubtedly the outstanding example of the efficacy of unitization is the Kettleman Hills project in California. Unitizing this structure, with its almost incredible reserve, is an important step forward in the industry's concerted effort toward conservation. THE study of earthquakes long ago developed the fact that by studying the travel times of the various groups of waves from the same earthquake, as received on seismographs at varying distances, major discon-tinuities in the earth's crust could be reasonably well defined. Using this original discovery, and adapting the mathematical methods originally devised in seis-mology for determining the depth below the surface at which such discontinuities occur, other investigators were able to develop a new branch of seismology which promises to be extremely useful in extending the boun-daries of our information oil local conditions below the earth's surface. As an outstanding example of the applications of this work, we have the so-called "seismo-graph" exploration of the Gulf Coastal region, which has resulted in the discovery of a large number of salt domes, from many of which oil fields may be developed. The original seismological investigations, from which different major discontinuities in the earth's crust were deduced, as well as these later successful experiments in finding salt-dome structures, involve relatively simple problems. In each case we are dealing with surface materials in which elastic waves will be propagated with a fairly definite velocity. Under this material we have something very different, in which the elastic waves will be propagated with a much higher velocity. The transition from one medium to another is like-wise relatively abrupt. For example, in. the Gulf Coastal region the sedimentary formations have a velocity of 6000 or 7000 ft. per sec., while the velocity of elastic waves in the cap rock of a salt dome" may exceed 15,000 ft. per sec. Under such conditions, de-lineation of the formation is a relatively simple matter, and, furthermore, there is very little opportunity for ambiguous results.

At the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the Norrow of Mr. Metcalf's friends, and, in general terms, the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Rope's permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more cletailed, yet still inadequate memorial. As Colonel Rope justly remarked, the men who could do justice to this theme—such men as Jones, Chalfant, Bennett, Oliver, and Park—passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rearguard of the old metallurgical practice and the ran-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858: Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then knolrn in the United States; and Mr. Metcalf's intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. The call came in 1862, when the government needed, above all things, a supply of field, naval and siege artillery. The

One of the special uses to which the electric furnace has been put recently is the melting of an alloy of nickel and cast iron for the production of electrical-resistance grids. The metal sections of these grids, Fig. 1, are quite uniform for each pattern, but there is, among the various patterns, a variety of thicknesses. The cross-sections vary from 1/2 by 3/16 in. to as small as 1/8 by 1/8 in. The electrical resistance of a perfect casting lies within 10 per cent. above or below the fixed listed resistance for each pattern. Good molding is essential to success in the making of these grids, for with absolutely correct metal, a variation of 0.01 in. in width and thickness of section on some of the patterns may mean as much as 12 or 14 per cent. variation in resistance. The service for which these castings are intended demands that the metal, even in the smallest castings, be very soft, showing an open, gray, highly graphitic structure, in order that they may be resistant to shock, and stand up well under rough usage. The metal used for this purpose is a gray iron alloyed with 4 to 5 per cent. of nickel, which element, when the composition of the alloy is correct, imparts toughness and pliability to the metal and helps to overcome the tendency of metal to run white and become brittle because of the rapid cooling action of the sand mold. When cold, these castings can be twisted into various shapes, taking a permanent set without breaking. The alloy has approximately double the e1etrical resistance of ordinary cast iron. It is almost self-evident that the student of geology depends for his education in geology only in small measure upon his own observation. His chief sources of information are lectures and personal instruction from teachers, and the geological literature. Of these, the literature is by far the most important. The total geological knowledge available to the geologist of today is substantially that which is on the printed page, and no more than that. There are many geologists of outstanding rank who during the course of a busy and useful professional career have accumulated valuable geological knowledge. This, however, is never available to the profession, owing to the disinclination of these geologists to write or to the refusal of their employers to allow the results of their work to be published. With the passing of these geologists, their accumulated knowledge is irretrievably lost. In many mining districts the operating companies are not averse to the publication of geological information gathered by their engineering and geological staffs, but for various reasons this information is not published. However, when a public survey geologist goes into the district this information is placed at his disposal and eventually is published. But for the intervention of a disinterested public scientist, this information would have been buried in company files. In the last analysis, the teachers themselves depend largely upon the printed page for the knowledge they pass on to the student. Without geological literature, then, the instruction of geological students would be almost impossible. There is no .question that, as a whole, geologists who are on the public payroll have to their credit far more contributions to literature than have either teachers or professional geologists, whether the latter be independent or in the employ of private corporations. The very fact that geologists are upon the public payroll places them under obligation to make available to the public the results of their endeavors. They must either prepare these results for publication or they must furnish data or otherwise aid their colleagues to publish their results. PHOSPHATE occurs in many places in Egypt,. in two main zones: one in Upper Egypt, along the Nile Valley, principally on the right side, and one near the Red Sea coast. In the Nile zone, the principal layers of phosphate rock are to be found: in the mountains east of Mahamid (right side of the valley); in the hills near Sibaiya, also called Sebaieh (both sides); in the hills of Agula, Hagaza and Gurn (right side); and further on, along the cancel road leading from Kena to Kosseir, a few miles east of Legheita's Oasis. Following, that track, after, having crossed the watershed, underlain by rocks like granite, serpentine, porphyry and diabase, one comes again to the Cretaceous formation containing considerable quantities of phosphate, at Gebel Duwi, Gebel Nakheil and Gebel Kosseir El Kadim, not far from the coast. More to the north, in the hills near Safaga Bay (Um El Uettat El Wasif) is another rich bed of the same formation. There are reports of phosphate existing near Suez and in the Sinai peninsula, and possibly some other zones can be traced or discovered in the future. The mines are well developed on the right bank of the Nile at Sharawna (near Sebaieh Station) and along the Red Sea coast, at' Safaga and near Kosseir. Prospecting work has been done at Gebel Duwi, Gebel Gurn, Agula, Hagaza, and near Mahamid. The phosphatic formation in Egypt is quite variable, not only from place to place, but even within small areas. The phosphate is all of Cretaceous age, as is proved by the fossils found in it. It is considered to belong to the Campanian or, more appropriately, to the Maestrichtian series. The principal fossils are: Alectryonia Villei Coq. sp.; Roudereia Auressensis Coq. sp.- R. Drui Mun. Chalm.; Trigonoarca multidentata, Newton.; Cardita libyca, Zittel; Libycoceras Ismäely, Zittel; Nautilus sp.; Ancystrodon libycum Dam.; Corax pristodontus Ag.; Lamma biauriculata Zittel sp. Above the Maestrichtian beds, we have the Danian series, unconformably covered by Lower Eocene beds. Under the phosphate is a grayish marly clay, and beneath this, bluish-gray scaly shales resting on the Nubian sandstone (Santonian).

ON account of its greater economy and cleanliness, and the extent to which iuferior fuels can be utilized for its generation, there has been of late a rapidly increasing tendency to substitute gaseous for solid fuel for metallurgical and other industrial purposes, which has led to various improvements both in the process and apparatus for its manufacture, notably among which may IN mentioned the Tessie Gas Producer* described by Mr. A. L. Holley. A considerable experience by the author with producers of various kinds using anthracite fuel, in connection with the Taylor ore-roast ing furnace at Chester, N. J., with more or less unsatisfactory resnlts, finally led to the erection of the experimental producer described below, which combines in its construction, simplicity, dorability, and accessibility for cleaning and removing the ash and manipulating the fuel. It is adapted to the use of various kinds of fuel, and is capa ble of generating a steady and uniform supply of gas at a minimum cost. It has been in constant use day and night for about five months, and has given very satisfactory results. The producer, as shown in the accompanying sketch, consists of a cylindrieal furnace, preferably inclosed in an iron jacket or casing, having a bosh or inverted cone-shaped base as in a blast furnace. It is provided with a bell and hopper, the bell being hung to a forked lever, and having guide flanges to prevent it from swing ing, and an opening at its apex through which to insert a bar for manipulating the fuel, which when not in use is closed with a plug or stopper. Cleaning is effected through two small doors placed opposite each other at the hearth level, which in order to facilitate the operation is elevated above the floor. The doors are removable, and when closed are by their own weight and by means of bevelled lugs held tightly against their frames, forming a practically tight joint. A blast of commingled steam and air is injected into the fuel through a series of tuyeres underneath the bosh communicating with steam jet injectors. A small flue also connects the door

IN the course of some experiments on the analysis of pig iron, I heated, in a platinum crucible, some borings of a graphitic pig iron with sodium carbonate. When the crucible was at a full red heat and the carbonate was thoroughly fused, I noticed a lively ebullition of the mass, and an escape of gas, which burned on the surface. On investigation this gas proved to be carbonic oxide, and on examining the borings in the bottom of the crucible after an hour or two, they were found to be perfectly malleable, although unchanged in general form and appearance. Analysis showed that the carbon was completely removed. I then repeated the experiment, to ascertain whether the silicon and phosphorus were affected, and found that these elements too were largely removed, and could be found in the fused mass as alkaline silicates and phosphates. In order to ascertain whether the removal of the silicon and phosphorus was merely a surface action or whether the reaction really extended into the mass of the iron, I tried the following experiments : A number of bars of pig iron were cast about one foot long and planed down-accurately to one inch section. These were immersed in a large wrought-iron pot full of molten sodium carbonate made by fusing the commercial bicarbonate of soda. Through the kindness of Mr. Frank Firmstone, Superintendent of the Glendon Iron Works, Easton, I was enabled to keep this pot at a reasonably constant high temperature for a long time in one of the hot-blast ovens. One of the bars was removed from the pot every twenty-four or forty-eight hours, according to the rapidity of the action, and after cooling was broken and the fracture examined. The change from pig iron to malleable iron was progressively inwards and always sharp and easily recognized, the rate of progression being in a decreasing ratio with the time. The ultimate test of a business strategy is whether it achieves the owner's objectives. Most shareholders are interested in growth and profits, and share values on stock exchanges are very often closely correlated with profit growth and profitability measured as return on equity (ROE). Strategic management, then, involves managing investments or resource allocations to optimize long-term growth and real return on equity, within reasonable limits of risk. Figure 1 shows a plot of the five year, weighted average ROE of a number of communications companies against their stock market valuations in 1983, measured as a ratio of market value to book value. The principal explanation of the differences in the relative valuations of the individual stocks is historical ROE, weighted toward the most recent years. Further analysis demonstrates the added importance of growth in explaining the differences in stock market to book ratios. [ ] Research conducted by Booz Allen and others in recent years suggests that the relationships between ROE and market to book multiples hold true in industry after industry. Furthermore, we have found that in assessing business strategies for companies in these industries, the analyses should focus on whether proposed strategies are likely to lead to consistent long-term growth in real ROE, without excessive leverage. Our research also reveals, however, that these approaches to strategy assessment are not consistently applicable in the natural resource extractive industries. Figure 2 shows a similar comparison of market to book values against five year average ROE for a group of nine mining companies in 1983. Market value of the shares shows little correlation with ROE. THE knowledge of the existence of petroleum in Southern California dates back to the days of the missions. The presence of asphaltum and semisolid bitumen was reported at Santa Barbara in 1792, but no serious attempt was made to develop oil until Professor Silliman's optimistic report in 1865 started California's first oil boom. Wells were drilled in many counties of the State, but the equipment was unsuitable and the drilling difficult and no production was obtained except in Ventura County. Even there the production was of little importance commercially, and not until the early '80s did it become sufficient to again attract attention. In 1888 the production for the State had reached a total of about 700,000 bbl. per year, practically all light oil produced in Ventura County, Pico Canyon, Los Angeles County and in the Puente Hills. The production of petroleum attained the dignity of an industry in 1895 when the Los Angeles City and Coalinga fields were discovered. The subsequent development has been remarkable, and in 20 years the production has increased from 1,000,000 to 100,000,000 bbl. per year. The refining industry has kept pace with the production of oil. The Pacific Coast Oil Co., the predecessor of the Standard Oil Co. of California, was the virtual pioneer refining company of the State, having built a refinery at Alameda about 1880. When purchased by the Standard, about 1902, it was dismantled and the refinery at Point Richmond was built. The Richmond refinery is now one of the largest in the world, having a capacity in excess of 60,000 bbl. per day. A small refinery was built by the Union Oil Co. at Santa Paula in the early days of the industry and later many asphalt refineries were in operation in Southern California. He who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be ontered under such authorization are thereby segregated from the reservation, and the Indian title is oxtinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royaltics from such mines, and provided that all coal within the nation should remain the common property of the tribes. , Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must' be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient. There is a demand for a general law that will permit mining upon Indian reservations, and I am informed that most of the members of both houses of Congress from the Western States are in favor of Congress pass-

In an address delivered at Atlantic City, N. T., Dec. 5, 1918, M. L. Requa, General Director, Oil Division of the United States Fuel Administration, said: We face a new era with all its uncertainties. We have arrived at the period of reconstruction and are face to face with the problems concerning which we have so often speculated during the past four years. In all this reconstruction work the United States must bear an important part. We are looked upon to lead the way, to blaze the trail and our actions will have a profound influence upon the rest of the world. If we are to succeed, even in part, we must not be ashamed to practise economy; we must not despise the clay of small things; the little savings; we must have the closest cooperation between Government and industry. Just as truly do we need civic awakening. All that we have ever fought for, the liberty of the world, is comprehended in the ballot; and yet how lightly we have held this great privilege! We need, if we are to reap in full the benefits of the past 18 mo., an awakened civic consciousness; a jealous guarding of government; a resolution that we will, each and all, perform to the full the duties imposed upon us by Democracy; that we will perform more completely the obligations resting upon us as citizens. During the war, industry, through sane cooperation and intelligent effort, has accomplished results possible of attainment in no other way. Government and industry have worked hand in hand and pointed the way o to future activities which, if realized, can but be most highly beneficial to all. If Government and industry are to fulfill their respective duties satisfactorily, it is obvious that there should be complete mutual confidence. Industry must not attempt to "put something over"-and Government must treat with industry upon the high plane that has characterized the public utterances of the President during the war. IN the anthracite coal regions of Pennsylvania the custom has been to sight either at an open light (generally a mine-lamp), or at the string of a plumb-bob. If the station was intended to be a permanent one, a spud, as it is called, that is, a nail resembling a horseshoe nail with a hole in the head, is driven into the timbers over the station, or, if there be no timber, a hole is drilled in the coal or rock roof, into which a wooden plug is driven, which serves to hold the spud. The first operation in making a survey is to lay out the stations, that is, to mark the place where the holes are to be drilled for the plugs or the points on the timbers where the spuds are to be driven in. This should be done before any instrumental work is begun, as much labor can generally be spared, and the use of very short sights can often be avoided, by carefully laying out the stations beforehand. When the stations were laid out, a plumb-bob was hung from the innermost spud, which I will call No. 1, the instrument was put in position at No. 2, by plumbing down and putting a centre-pin under the spud, and then setting up over the centre-pin, and another plumb-bob was suspended from No. 3. If great accuracy was not required, a mine-lamp was set up under the plumb-bobs, at No. 1 and No. 3, and the engineer sighted at them. If great accuracy was required, a lamp or some white surface was held by an assistant behind the strings of the plumb-bobs. To work with any speed by the latter method (i. e., the accurate one), it was necessary for the engineer to have three assistants on whom he could rely even when the chaining was done afterwards; viz.: one to hold the light behind the string at No. 1, one at No. 3, and an assistant at the instrument to hold the light while levelling, reading the in-

DURING the past few years Swedish geo-electrical prospecting methods have been described in several papers; namely, by us in a paper en-titled "Electrical Prospecting in Sweden," published by the Geological Survey of Sweden, 1925, and in a paper, "Electrical and Electro-Magnetic Prospecting," read by Hans Lundberg at the 1926 annual meeting of the A.I.M.E. In a written discussion on the latter paper, Theodore Zuschlag has made some observations, pub-lished in the Trans. Vol. LXXIV, which has just ap-peared. In this discussion the theories of the Swedish geo-electrical methods are criticized. The statements of Mr. Zuschlag are the reason for, our submitting the following information.1 In developing an art, such as electrical prospecting, the first thing to do, of course, is to make clear the fun-damental principles of electrical prospecting and then apply them to practice. This application cannot, in this case, be made by theoretical calculations only, because Nature is far too complicated to permit of exact theo-retical calculations on the phenomena involved in prac-tical electrical prospecting. Therefore, it is necessary to start with simplified cases, then turn to more and more complicated ones, and, finally, to test the applica-tion of results found, first in the laboratory and then in the field under known conditions.. Only in this way can results of practical value be obtained. This pro-cedure comprises three important parts: theory, the work in the laboratory, and the work in the field. In the papers mentioned above, we have briefly out-lined the work done in developing the Swedish geo-electrical methods, mainly giving some practical results, because these are most important and most likely to interest mining people. Possibly, because the discus-sion of theoretical considerations in our papers has been brief and sketchy, Mr. Zuschlag feels justified in in-ferring that the theories used as the foundation in Swedish electrical prospecting methods are not free from fundamental objections.
