The deductions drawn in crushing and grinding operations have heretofore been based on a separation of the products into various sizes. A crushed product may be sized by sieving, by elutriation and by aid of the microscope. To estimate the surface of each size the relation of the surface to the estimated average diameter must be assumed. Such a relation, owing to the irregularity of the particles, may involve two assumptions: First, a factor to convert average diameter to surface for one particular size; and second, a variation in the factor as the diameter of the particle changes. Obviously a surface measurement in which such assumptions and estimates are involved is questionable. In the first paper of this series1 a method has been given by which an accurate measure of surface of quartz can be obtained from its dissolution rate. By the use of this method, surface measurements have been made on a series of sieve sizes of crushed quartz, the results of which are given and discussed in this paper. Prepaeation of the Quartz Sizes The quartz, consisting of large uniform pieces with a density of 2.65 and a purity of 99.5 per cent. SiO2, was crushed to pass 20 mesh and was then sieved. Tyler standard sieves were used, the sieving being done by hand according to the proposed standard method submitted by the senior author to the Milling Committee of the A. I. M. E. A wet split of the sample was made on a 270-mesh sieve. This was followed by dry sieving until less than 0.05 per cent. of the weight of the sample passed through the sieve in 1-min. sieving. The +28-mesh material was discarded because that size did not contain the difficult grains from the 20-mesh sieve.

Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

Discussion of the paper by CHARLES A. MITKE, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 105, September, 1915, pp. 1941 to 1958. GERALD SHERMAN, Bisbee, Ariz.-Mr. Mitke justly might have made much stronger his claim for increase in efficiency of labor due to the introduction of forced ventilation. The product per man shift in stoping in the Gardner division has practically doubled. While it is true that improved methods have been responsible for a great part of this gain, and what is due to better ventilation cannot be definitely known, yet it is also true that the results could not have been obtained in that division as it was in 1912. . The paper discusses the two systems of ventilation in use, exhaust and pressure. In both the object is the same, to take foul air or gas out of the mine by the most direct course and replace it by fresh. In coal mines, the exhaust system is in almost universal use, and since the most advanced work in ventilation has been in that class of mines, it was naturally the first one to be considered. It has the advantage of leaving all adits, shafts, or other openings free for use. Doors are only needed to direct the course of the air, and not to confine it. Its disadvantages appear in case of fire, or if the ground over the mine is much broken by subsidence. The fan must work in gas in the case of a -fire, and may be. damaged or destroyed either by heat or by corrosive gas. At the time of the fire in the Lowell division of the Copper Queen, a small exhaust fan was placed over a ventilating raise, but the vanes and housing were destroyed by sulphurous gases within a few weeks. If the ground above the mined area is much broken, as is frequently the case when the ore deposit is thick vertically, a good deal of air is likely to pass through it, particularly if it is near the surface. Leakage from this source is a loss to the exhaust system by short circuiting, which is exaggerated by a contraction or block in the air course. It serves as an added outlet in the pressure system. This is strikingly shown at the United Verde, where many jets of steam may be seen coming up through the ground above the stoped country on a cold day.

THE Rocky MountainClub brought into the East the spirit of the West; the impulse to build, to develop, to accept unquestion-ingly the comradeship and help of any straight shooter who had it in him to accom-plish things and a will to work. That this was the spirit of the Club was due to its leaders. It was their spirit and they attracted around them men of the same stamp. Among those who made the Club what it was no one had larger in-low fluence than William Boyce Thompson, the vice-president and chief of financial staff. It was characteristic of him that the same financial genius that was employed in building up Nevada Consolidated, In-spiration, Magma, Texas Gulf, and as director of the Metro-politan Life and the Federal Reserve Bank, was freely placed at the service of the Club. It was equally char- acteristic that the generosity that financed the Red Cross Mission to Russia inspired the use of the Club funds for Belgian and war relief. "W. B.," as he is known to his many friends, was born at Virginia City in Alder Gulch, Mont., on May 13, 1869. His father, William Thompson, born at Cobourg, Ont., had drifted into the old Northwest and, hearing at Yankton of the gold strike at Bannack, crossed the plains on the Oregon trail in the summer of 1863, arriv-ing in Alder Gulch at the inception of a mining boom that lasted several years, during which something like $60,000,000 in gold was yielded by the placer diggings. His mother was a daughter of Maj. James R. Boyce, Sr., from Logan County, Ky., who had served under General Sterling Price of the Confederate Army. Major Boyce's ancestors were early settlers of the Old Dominion, and his grandfather had seen military service in the war for American independence. Major Boyce's mother was a descendant of the Marshall and Smith families of Westmoreland County, Va. When Thompson was eleven years old, the family moved to Butte, then a silver camp. He attended the public schools of Butte, but desiring a better education, entered Phillips Exeter Academy and later the Colum-bia School of Mines. Returning West, for a year or two he ran the Boulder Chief mine near Basin, Mont., which earned him a sobriquet, "Boulder Thompson." While here, some old ore sacks, oil-soaked, introduced him to flotation. He was also the first to leach some of the ore dumps of Butte.

THE similarity of mining practices in bituminous coal fields through-out America is due to the fact that certain fundamental conditions are encountered in all fields. The problems of labor, housing and mining are somewhat similar whether the mine is in Pennsylvania, Illinois, Wyoming or the State of Washington. Each field has had its particular problems, resulting in advantages or disadvantages over a competing field. This might take the form of a wage differential, a better natural condition more favorable to cheap production, or proximity to a market that allows freight rate advantages, etc. In any event, no matter how favorably situated, the mining companies that have been slow to recog-nize and accept the advantage of mechanization, clinging too long to the old hand methods, have found themselves unable to meet competition. Throughout the Wyoming coal fields, production methods have so changed in the last decade as to be almost unrecognizable to an old-time coal miner who has had no connection with the industry during; that period. The old contract system, with its peculiar labor relationship between employer and employee, based upon the long-established custom that the miner's working place was his castle, and that it was his privilege to carry on operations within that place largely in his own way and to his own liking, is a condition that has passed away. The present-day, 100 per cent mechanized mine bears but little resemblance to the old. A change -in system has naturally altered the old-time labor relationship. Contract labor has been almost entirely eliminated and a straight day-wage basis established, with certain classes of work calling for different rates, which places the entire personnel of the underground operating force more directly under the direction and supervision of the mine foreman and his assistants. The transition from the old order to the new has gradually done away with the system of penalties, personal- rights and privileges existing under the contract system, which were so controversial in the past that the average mine management was constantly involved in labor disputes in fields where organized labor was employed.

A series of cross-hole acoustic measurements have been performed in a columnar-jointed basaltic rock mass around an underground opening mined by the drill-and-blast method. The purposes of the test program were: to evaluate the rock mass characteristics around the opening; to determine the zone of blast damage; and to evaluate seismic methods for anomaly detection ahead of mining in this type of rock. The cross-hole measurements were made between four 76-mm diameter horizon- tal boreholes diamond-drilled 12 m into a wall of the underground opening. Repetitive pulses of compressional (P) and shear (S) waves of frequencies in the range 3 kHz-100 kHz were propagated from a transmitter sonde through the rock mass to a receiver sonde, both of which were clamped hydraulically to the borehole wall. After amplification the received P- and S-wave signals were digitized at the surface by a digital oscilloscope and stored on floppy discs. The results indicate considerable reductions in P- and S-wave velocities at distances less than 2 m from the face. Clearly these low values are associated with blast damage. Beyond 2 m, the velocities in a vertical direction indicate almost constant values. The velocities in the horizontal direction beyond 2 m appeared erratic, but showed a general tendency to increase as a function of distance from the face. Their maximum values remained, however, still lower in value than the corresponding velocities in the vertical direction. Near the face, the differences in velocities were considerably greater: with horizontal velocities considerably lower in value than those vertical. Results of the spectral analyses of the received signals indicated that Q-values were strongly influenced by the vertically- oriented sets of joints. Only for waves travelling in the vertical direction was the effect observed of the blast-damaged zone immediately around the opening. The acoustic data obtained are clearly indicative of an anisotropic jointed rock mass, with a greater intensity of jointing for travel paths in the horizontal than the vertical direction. The vertical, columnar joints are probably less tightly closed than those oriented in the horizontal plane.

The derivation of the word tire (or tyre, as it is spelled in England) is obscure. Some dictionaries suggest that it is the aphetic form for "attire, covering," so called as being the outside covering or band of a wheel; also as a corruption of "tier," the band which holds, or "ties," the rest of the wheel together. One dictionary states: "The supposed derivation of the word is that bands were first used on wheels in the City of Tyre, Syria." In the infancy of railroads, the tracks consisted of flat bars of iron, spiked or bolted to the upper surfaces of longitudinal timbers, which, in turn, rested upon masonry foundations. Stone blocks installed for this purpose on the old Germantown & Norristown Railroad, now the Chestnut Hill branch of the Philadelphia & Reading Railway, were to be seen for many years on the right-of-way, north of what is now Wayne Junction, Philadelphia, Pa. The "cornerstone" of the Baltimore & Ohio Railroad was laid Apr. 4, 1828, and the fist locomotive in America was built by Peter Cooper at the St. Clair Works, Baltimore, Md., in 1829 "to demonstrate its adaptability to a curved road." It is believed that the first successful locomotive was built in Philadelphia by Tyler & Baldwin in 1832 for the Germantown & Norristown Railroad. Rufus Tyler and Matthias Baldwin were brothers-in-law; the latter's name will be identified with American locomotives until locomotives are forgotten. The wheels on these first locomotives, designed to run on this primitive rail, mere shod with plain iron bands, bent and welded. The flanges consisted of separate iron bands, bent sidewise,welded, and bolted to the sides of the wooden fellies, or rims. Before many years had elapsed the tires were fabricated of iron bands, rolled in one piece with the flange projection on the side. The tire for each wheel was bent and welded and subsequently attached to the wheel center by shrinkage, bolts, rivets and various mechanical devices. IN order to get an idea as to the strength of steel rails, it will be well to review the tests to which iron rails have been subjected. In England, Mr. Ashcroft found that the best 80 pound rails broke under a 300 pound weight, falling 15 feet. In Germany the Society of Railway tyfanage1-s determined 011 and have long applied a test of 1000 pounds falling 101/2 feet, as the standard which all first-class iron rails must reach. In this country no inspection nor test is applied, but tests made show that iron rails fro; our most reliable makers, break under a G foot fall of a 1500 pound drop as an extreme test, most of those tested breaking under a far less test; some breaking with less than a 3 foot fall of the same weight. Everywhere where steel has been used, engineers have come to the conclusion that some test is required to show the regularity and strength of the product. As compared with iron, the tests which steel will stand are wonderful. After numerous experiments partially based on the experience of the rail-mill at Graz, belonging to the Southern Railway of Austria, the Society of German Railway Managers fixed upon a test of 2000 pounds falling 138 feet. They found that this test represented the steel which suited their necessities, and also found that with steel of otherwise average purity, this test represented about one-half per cent. of carbon, and made it a rule to take no steel containing under three-tenths of a per cent. of carbon, because it was too soft. They expressed a hope that a harder steel could soon be made tough enough to stand the same test. I n England, a test was adopted of 2240 pounds, falling 15 to 17 feet on the rail on heavy bearings. During the past year considerable progress was made in the exploitation of Iraq's resources, although no new fields were discovered. The principal development was the completion of the much heralded pipe line from Kirkuk to the Mediterranean, by the Iraq Petroleum Co., Ltd., and the beginning of crude exports to Europe on the second of August. Official ceremonies for the opening of the lines took place in January, 1935. The line in itself is sufficient achievement under the existing natural handicaps to deserve a moment's attention. It is 1151 miles long, composed of two independent lines made up mostly of 12-in. with some 10-in. and 8-in. pipe, and extends from Kirkuk westward 156 miles to beyond the Euphrates River as a double line. From that point, near the village of Haditha inside the Iraq border, it bifurcates, one leg going as a single line to Haifa through the British Mandated Territories of Trans-Jordania and Palestine, and the other to Tripoli through the French Mandates of Syria and the Leban(on)ese Republics. The total length of the Tripoli line is 532 miles, of the Haifa line 619 miles. The line leaves Kirkuk at an elevation of 1013 ft., drops to 350 ft. at the Tigris, to 200 ft. at Wadi Tharthar west of the Tigris and again to 300 ft. at the Euphrates, rises to more than 3150 ft. at mile 451 on the central Arabian steppe along the south line and to more than 2500 ft. at mile 466 along the north line. On crossing the rift valley of the Jordan River south of Galilee, it drops abruptly below 850 ft. below sea level, requiring the use of extra heavy 8-in. pipe and a relief station to reduce the pressure. A picked group of American welders, under H. S. Austin, of the Ajax Pipe Line Co., laid the line. It is coated, wrapped, and buried 30 in. beneath the surface in solid rock along much of the route. It crosses four large rivers and wide stretches of alkaline soils. Twelve pumping stations are employed, three of which are double east of the bifurcation. Each single station houses three 500-hp. crude-burning deisel engines flexible-coupled to reciproratirig pumps. In the spring of 1931 an experiment was made at Anaconda with a small reverberatory furnace, with which was combined a roasting shaft. The arrangement is shown in the accompanying drawing (Fig. 1) and requires but little explanation. The general idea was to roast flotation concentrates, mixed with the proper fluxing materials, by dropping them down a heated shaft, from which the calcines would enter the smelting zone of the reverberatory furnace through an opening in the roof. The hearth of the reverberatory was 3 ft. wide by 21 ft. long. The roasting shaft was 3 ft. square inside and had an effective height of about 20 ft. The reverberatory furnace was arranged so that it could be charged either directly through the roof with regular hot calcines, in the usual manner, or by means of the shaft, at the top of which were a feeding arrangement by which cold flotation concentrates, suitably fluxed, could be fed continuously and a pipe through which cold air was blown in. Means were provided for distributing the feed over the cross-section of the roasting shaft. At first a mechanical arrangement was used but later it was found that a simple cone served the purpose equally well and gave less operating trouble. On account of the small size of the equipment, it was realized that absolute capacity and fuel consumption figures would mean but little. It was not to be expected that ratios comparable to those obtained in large furnaces could be gotten, and the only way in which any idea could be obtained as to the possibilities of the combination furnace was to run it in parallel with the reverberatory furnace charged in the usual manner and operating without the shaft. The results of such parallel runs are given in Table 1. The amount of oil burned in the reverberatory was purposely maintained at substantially the same rate during both runs in order that the benefits resulting from the shaft might be gaged. It was expected that the shaft would considerably increase the capacity of the reverberatory and that a better fuel ratio would be obtained on account of the high temperature at which the calcines would enter the

DURING the past 35 years it has been my privilege to deal with hundreds of recent graduates from engineering schools all over the world. In consequence, I, feel that I have learned something about the training of, engineering students. In the first place, I believe that too great specializa-tion is a mistake. A student should receive general training in engineering for at least three out of the four years of the course, and any specializing that may be required should come in the fourth year. Too great emphasis can not be laid upon the fact that the four years' training does not make an engineer; on the contrary, the graduate is only fitted to enter the pro-fession. He becomes an engineer in the true sense of the word only after years of practice; the college train-ing merely shows him where to look for information and develops his intellectual powers. Some of our engineering schools have lengthened the term of study to five years and talk of increasing it still further. This, in my opinion, is a mistake. A young man who spends more than four years in college is apt to become too academic and theoretical. It is better to stiffen the matriculation examinations than to prolong the years of study in college. No matter how good the faculty may be and how carefully selected the course of study, the graduate can never become an engineer unless he has some natural qualifications for the vocation. There are one or two subjects in which most recent graduates seem to be weak; these are accounting, the command of English, and training in the writing of reports. A short course in general accounting should always be included in the curriculum. To this should be added instruction in the preparation of estimates and cost statements. In making reports it should be borne in mind that these reports are to be submitted to busy men,-and not to technical men. The busy man wants the gist of the report summarized on the front page of the report. He wants to know that if he expends a certain sum of money in a certain way, he will get certain results and make so much profit. This should be put clearly before him in short statements, free from technical terms. The details of the report can follow .at greater length; it should be remembered that the employer is not going to read these details, but will confine his attention to the summary.

SOME days ago a visiting member from Pittsburgh who is an ardent supporter of the Institute remarked: "There are a lot of men who would be members of the Institute if it weren't so expensive. It is not so much the $15 dues as the $20 initiation fee. This makes quite a hurdle, especially for the younger fellows." A little further conversation developed the fact that the member had never learned of the changes in the By-laws regarding initiation fees and dues made by unanimous vote of the Board of Directors last November. As a great many others doubtless are unaware of these changes, the substance of two of the amendments is here repeated. They provide: (1) That the initiation fee for Junior Members (heretofore ten dollars) he abolished. (2) That the age limit for entrance as a Junior Member be increased from 27 years to 33; provided further, that the period during which the dues of a Junior Member are ten dollars shall be a maximum of six years but in no event shall extend beyond his thirty-third birthday. The Junior Member gets the identical privileges enjoyed by his seniors and he likewise assumes the same obligations with the sole exception of the financial payments. This one exception is justified by the fact that the engineers of more mature years, who are established in the profession, - are able and willing to assume a slightly greater financial burden. In effect, it is a small subsidy for the younger men; but these in turn will later enter the group of those that give instead of receive assistance. The practical result is that an engineer under 27 can obtain every privilege and benefit of membership for six years on the payment of only $10 per year without any initiation fee. A man of thirty can do the same for a period of three years. Incidentally, a candidate applying for membership (either as senior or junior) in the next few months need pay dues for the second half of 1935 only. A Junior Member -can be enrolled with an immediate outlay of only $5. The Institute does not seek-members indiscriminately merely to swell the number. These facts are not presented as a "bargain" offer in any sense. The standards for admission are high and are watched zealously. But it frankly-wants to give qualified men who can benefit from membership every encouragement to apply. Naturally, the Institute does not want lack of accurate information regarding initiation fees and -dues to be a stumbling block to any that are eligible and desirous of enrolling. Members are urged to take it upon themselves to clear up misapprehensions on this point, particularly among younger engineers.-Editorial reprinted from MINING AND METALLURGY, May, 1935.

In attacking the problems of mining and treating large disseminated copper orebodies such as those occurring in the Miami or the Ray district of Arizona, one of the vital questions to be decided is, "What is the value of the orebody per ton in place?" The importance of this question lies in the fact that its answer helps to reach a decision concerning the method of mining to be employed. Let it be assumed for the moment that milling and smelting practice, especially the latter, is more or less standardized, and has a cost incapable of much variation, while the cost of mining has a considerable range owing to the large number of mining methods by which a mine may be exploited. For instance, a method may be adopted whereby all the available ore can be extracted perfectly clean (i.e., unmixed with barren material) at a relatively high cost; or a method may be used involving the necessary dilution of a portion of the ore with waste, in order to recover that portion, thus giving a relatively poorer extraction but nevertheless a lower working cost than the former method. Naturally, between these two extremes there lie intermediate methods. In order to arrive at a solution of a mining method problem that is of any value, it is necessary that accurate and complete estimates of mining, milling, and smelting performances and costs shall be established. By way of illustration is given a case of mining, by the system of undercutting and caving, a large orebody with an average content of 1.50 per cent. copper supposedly all in sulphide form, to which case has been applied those results in mining operations which one may fairly assume are to be expected when viewed in the light of G. R. Lehman's ore-drawing experiments, which form the subject of a paper to be presented at this meeting. It is assumed that the total costs will be as shown in the table on page 204. To attain these costs, a daily production and treatment of 14,400 tons has been assumed. Other assumptions are as follows: 15 per cent. of orebody is to be extracted clean by development work and undercutting; 63.8 per cent. (75 per cent. of 85 per cent.) is to be extracted clean by caving, leaving 21.2 per cent. part of which is to be extracted by diluting with waste, and the remainder lost. At intervals during the past several years the oil industry has been confronted with the problem of forestalling crises in its affairs. These crises have been reduced to periods of depression which, fortunately, the industry has been able to survive. Under the existing competitive practices which control the producing division of the industry it apparently has been proved that the best efforts logically to curtail development and producing operations are inadequate for effecting a true production balance and the consequent stabilization of prices. The industry is awakening to the fact that the situation warrants revolutionary thought and at this time it is looking for a permanent solution of its problem in a general plan for unit development and operation such as the one first proposed by Henry L. Doherty. Mr. Doherty's proposal was designed not only as a means for stabilizing the industry as a whole, but its principles involve very definite potential benefits for the average individual operator and royalty owner as participants in pooled projects. The benefits to these individuals would be derived from maximum recovery, the maximum utilization of natural energies, the minimization of development and operating costs, enhanced values of leases and royalties through improved efficiencies and ultimate yields, improved earnings through stabilized crude oil prices, etc. This plan was revolutionary to the industry's practices and at the time was rejected, but it now appears that the development and operating policies for new properties are continually approaching the ideal of the original plan. Oil companies are constantly extending their efforts to improve all factors that have a bearing on the costs and efficiencies of their operations. These efforts may, in some degree, be a normal outgrowth of the industry's progress, but the forced consideration of market conditions, the growing appreciation of the importance of regulating operations for maximum ultimate economies and the depreciation of the old principle of maximum flush at any cost, come from a new school of thought which has been stimulated by the immediate pressure of overproduction and

INTRODUCTION Banks are being asked to assume more and more of the project risk in connection with project financings and, as a result, they are seeking to become more sophisticated in the way that they approach these kinds of financings. For example, a large number of banks that are active with the mining companies have established mining groups which typically will include mining engineers, economists, and bankers, in order to specialize their service to the mining industry. These banks have geared up these special service staffs so that they will be better equipped in their lending activities to analyze, measure and evaluate the project risk. The hope is that a team of these specialists will be able to predict the potential success or failure of these new "green fields" mining ventures that the banks are asked to finance. This paper shall focus on this subject and try to determine just how successful these specialists can hope to become as they analyze these various projects that are brought to them for financing. The approach that shall be taken in this paper shall be to examine how successful the mining companies themselves have been in the past with this same problem. These mining companies should be the most sophisticated in their approach to the analysis of the potential for success of a new mine because they have had the most experience in evaluating these projects. After all, who knows more about developing a mine than the companies that have developed similar mines in the past? For the purposes of this paper, the writer has selected a sample of 18 mines that have been developed over the years and measured the actual performance of each of these sample ventures against the original projections. All of these cases have involved the development of large projects where the sponsors or partners in the venture are substantial and sophisticated companies and where the feasibility studies have been prepared by engineering firms that are considered very professional in the industry or alternatively where the feasibility has been done by a comparable in-house staff. The sample cases have been chosen from a period which starts in 1965 and continues through 1981 with the cases distributed over that period as indicated below: [ ] Fourteen of the projects are open pit mines, three are underground mines and one mine starts on the surface and gradually goes underground. Seven of the mines are in the the far east with the remaining three in either South or Central America. The following four specific questions were examined for each project:

WHEN I was a boy, political economy was taught in the old fashioned New England high school that I attended. I still possess my text-book, an abridgment of one of the old classics, and, I referred to it a few days ago. It began with the definition that "political economy is the science which investigates the' nature of wealth, and the laws which govern its production, exchange and distribution." That definition of 50 years ago strikes me still as being a good one. In college I sat under Francis A. Walker, the greatest of American economists. I still have his old text-book, which begins with substantially the same definition as Fawcett, but adds that "political economy has to do with no other subject, whatever, than wealth." As so developed economics was a dry study which captivated but few. It was characterized as the dismal science. It seemed to lead nowhither. . This was perhaps due to the inadequacy of the data available to economists. Consequently, their discussions and deduc-tions were founded largely on conjecture and assump-tions. Naturally this resulted in differences in the formulation of doctrines. There were controversies respecting the nature and influences of money, over the derivation of wages, over the principles of laissez faire (letting things take their own course) over the Malthusian doctrine, and so forth. Amid all this there was one great fundamental law universally recognized, namely the law of supply and demand, which ranks with the law of gravitation and the law of the conservation of energy among the great fundamen-tal laws of nature. The law of supply and demand is the one thing in economics upon which we may fix our eyes as upon the lode star. In the course of time we have fallen out of agreement with Walker's doctrine that political economy has to do with no other subject than wealth. Although it is indeed the science of the production and distribution of wealth we can see that many things pertain to that subject and that economics links hands closely with engineering, biology, and psychology. The Alligator Ridge Project is owned jointly by Amselco Minerals Inc. and Occidental Minerals, with Amselco being the operator. It is the latest of Nevada' s gold heap leaching operations , having gone into operation in October of 1980 after a design and construction period of only seven and one-half months. Alligator Ridge is located about 77 km (48 miles) northwest of Ely, Nevada. Three separate but adjacent ore bodies will be mined: Vantage I, II and III. The first lies virtually at the surface and is totally oxidized; the second is somewhat deeper and contains some carbonaceous material; and the third is at the lowest horizon and contains substantial carbonaceous ore. The ore is a Carlin- type siltstone which has been silicified, especially at depth, and contains finely disseminated free gold. Exploration drilling on Alligator Ridge resulted in the defining of an ore reserve of about 4.54 million mt (5 million st) averaging 4. 12 g Au per mt (0. 12 oz Au per st). A pilot heap leaching program was run during 1979. Because of the high content of fine material in portions of the ore body, one test heap of 5,000 tons was leached, after being crushed to 19 mm (314 in.), in the conventional manner using cyanide and caustic while a second heap of 2,500 tons of ore was agglomerated with cement before leaching. Results of this work were reported at the 1980 American Mining Congress meeting by Paul Chamberlin (see Bibliography). The test work clearly indicated the superior leaching qualities of the agglomerated ore, and the plant was designed on this basis. Run-of-mine ore is crushed in an open-air crushing plant using a jaw crusher followed by two cone crushers, one standard and one shorthead. Provision was made to bypass the shorthead when the ore is wet from rain or snow. Crushed ore at 19 mm (314 in.) size is mixed with cyanide solution and cement, with the ratio of the latter to the ore being 2 to 5 kg per mt (4 to 10 lb per st). The resulting moisture content is about 870, and the fines are effectively bound to the coarse particles so that migration of the fines in the heap does not take place during leaching. For agglomeration, Amselco uses a rotating drum 2. 75 m 0 by 6 m long (9 ft 6 by 20 ft). For the same agglomeration, Candelaria uses three "grasshopper" conveyors, with introduction of caustic- cyanide solution at the conveyor transfer points. Provision was made for future addition of cement slurry at these same points.

The subject paper presents the results of a reservoir behavior analyzer study of the pressure-production performance of five Ellenburger pools in West Texas. These five pools are Wheeler, TXL, Andector, Embar, and Martin. This laboratory has also made reservoir behavior analyzer studies in this area and arrived at substantially the same conclusions. Although the principal results of the studies made in this laboratory are confirmed by the results in the subject paper, there are certain points of difference. The points of difference are (1) the subject paper includes the Martin pool in the common aquifer, whereas our studies indicate that it is not, and (2) the subject paper concludes that the effective aquifer is considerably smaller than that derived from studies made in this laboratory. In terms of reservoir analyzer data, our rejection of Martin is based on the inability to obtain a satisfactory match of the pressure curve when Martin is considered as lying within the common aquifer. A satisfactory match was possible, however, when Martin was run as an isolated pool. This indicates that the pressure disturbance resulting from production at Martin had not reached Embar, Andector, TXL, or Wheeler at the time of our study. A similar situation exists relative to Dollarhide. In tern of geological data, our rejection of Martin is based on the presence of a faulted zone between Martin and Embar. This condition is indicated in Fig. 4 and again in Fig. 10 of the subject report. If a permeable connection between Martin and the other fields does exist, it is probably by way of a detour around this fault. The second point of difference between the two studies is illustrated by a comparison of Fig. 4 of the subject paper with Eg. A. Fig. A is obtained from an internal report on one of the studies made by this laboratory. It will be noted that the area indicated in Fig. 4 is roughly that marked "Pool Unit" in Fig. A. The additional portion of the aquifer shown in Fig. A was simulated on the reservoir analyzer by means of the water drive network. A satisfactory pressure match could not be obtained without this additional network. The differences involved here stem from a more fundamental consideration concerning reservoir analyzer operating techniques. The true source of these differences in reported results cannot at this time be determined because of the incompleteness of the subject paper. It is not stated, for instance, whether the pressure match was induced by altering the field resistance or the field capacitance, or both. Changing analyzer

The New River coal-field embraces that portion of the Appalachian coal formation which lies on the waters of the New River, principally in Fayette and Raleigh counties, West Virginia, covering a strip of territory about forty miles in length along the line of the Chesapeake and Ohio Railroad from Quinnimont to Kanawha Falls, where the New River empties into the Kanawha, the railroad following the banks of the river the whole distance. (See map.) Between Kanawha Falls and the Valley of the Ohio lies the great Kanawha region, and these two coal-fields possess a greater variety of coal than can be found in any other portion of the country, enabling them to furnish the best fuels for any of the various demands of manufacture or domestic use, the Kanawha region possessing many varieties of gas, hard splint, and cannel coal, and the New River region bituminous and semi-bitnminous, steam and coking coal. The New River, in its westward course towards the Kanawha, has cut its way entirely through the Sera1 conglomerate or No. XII of the Pennsylvania Reports, the Umbral red shales of No. XI appearing at the foot of the mountains at the eastern end of the region at Quinnimont, one of the upper ledges of the Conglomerate forming the summits; while at the western end, at Kanawha Falls, the top of the Conglomerate is nearly down to the level of the river, a portion of the " Lower Productive Measures" forming the greater portion of the mountains. These mountains rise abruptly from the banks of the river to a height of from 800 to 1200 feet, leaving only here and there narrow strips of bottom land, a few acres in extent; and as the measures consist principally of hard sandstones, shales, and conglomerates lying ill a nearly horizontal position, the mountain-sides are very precipitous, with many long and high cliffs, which, with the great height of the mountains, give the country a very rugged appearance. Along the sides of these mountains fronting on the New River and its many tributaries there are exposed the outcroppings of several veins of bituminous and. semi-bituminous coal, varying in thickness from a few inches to over four feet, five of them being workable, or

Oil quenching of steel, in good commercial practice, is carried out using a great deal of agitation in the quenching bath. Many of the tests reported in the literature represent the results obtained on steels quenched into still oil. Scott1 describes three stages of cooling in liquid quenching baths, namely: "State 'A'— Vapor Blanket Cooling—In this, the first stage, a thin stable vapor film surrounds the hot metal. Cooling is by conduction and radiation through the gaseous film and is therefore relatively slow. "Stage 'B'—Vapor Transport Cooling— Termination of the 'A' stage is marked by wetting of the metal surface. Vapor forms copiously in bubbles and is carried away by gravity and convection currents to condense in cooler surrounding liquid. This is the fastest stage of cooling. "Stage 'C'—Liquid Cooling—The 'B' stage ends as the surface temperature of the metal approaches the boiling point of the quenching liquid. Vapor no longer forms, so cooling is by conduction and convection and the temperature difference is greatly decreased. This mode of cooling is slower than that of the 'B' stage." Mechanical agitation of the quenching medium will accelerate all three stages of cooling. The greatest effect, however, will be noted on stage ' B' because the removal of the bubbles from the surface of the steel will not be entirely dependent upon gravity and natural convection currents. The method employed in this investigation for evaluating the oils was the end quench test. The various oils were substituted for water as the quenching liquid and hardness determinations were made at various distances from the quenched end. Most of the tests were run using a 3/8-in. orifice with a 21/2-in. stream height. However, to check the effect of other velocities two additional conditions were used, namely: (I) A 3/8-in. orifice and I-in. stream height, and (2) a 1/2-in. orifice and a 31/2-in. stream height. In all cases the samples were suspended so that the quenched end was 1/2-in. above the orifice. Some tests were run on an NE 8740, .3,312, and a 4340 steel. The results obtained on these steels confirmed those obtained on the NE 9450 and have therefore been Omitted from this paper. The test bars were machined from 1/8-in. stock to I-in. diam by 4 in. long.
