ANNOUNCEMENT of the annual meeting to be held Feb. 18 to 22 inclusive will be mailed the latter part of the month to all members. Particular attention is called to the fact that application has been made for reduced rail- road fares on the Certificate Plan. When you purchase your railroad ticket be sure to ask for a CERTIFICATE for yourself and members of your family. Last year over 400 members and dependent members of their families attending the meeting secured return railroad tickets at half price by means of this certificate, thereby saving thou- sands of dollars. Those who fail to obtain this certificate when purchasing going tickets will lose money. Unless 250 certificates are validated at headquarters it will be impossible for anyone to secure the reduced rate.

A comprehensive finite element formulation for thermo-elastic consolidation based on a general variational principle is presented Sample one dimensional problems associated with isothermal consolidation, heat conduct ion, and thermo-elastic consolidation are presented. In addition, evaluations of thermo-elastic consolidation for an underground coal conversion field site are conducted.

Officials of the State Department have expressed their hope that a considerable number of technical men will take the examination for consular service. The Department recognizes that the interest of the United States will be served best if technical men are made available through these examinations for vacancies at points where their training will be of special value. Industrial engineers who have passed the con-sular examination will be assigned to industrial centers of Europe or South America. Mining engineers, chemists, electrical engineers, etc., will be assigned to industrial centers requiring special training.

MEMBERS of the Research Committee lunched to-gether on Monday and discussed the work and plans of the Committee. Some re-assignment of duties was made and a request put in for another member specializing in lead and zinc. By request, Director Flinn of the Engineering Foundation presented the problem of the proposed investigation of iron alloys. It was decided to call together a special committee in May to determine on recommendations. A. C. Fieldner discussed coal research and Chairman Manning was authorized to ascertain by letter ballot the opinions, on certain phases of this, of all members of the Committee.

They came from Paris, Washington and Rabat; two directors, two chief geologists and the president of our own local subsidiary company. Such a meeting was not unprecedented, but it seeemed to us that our president was overzealous in arranging for inspections of each exploration site. One was a problem. Jacques, our president, had concocted the idea that we should lead this learned, mature (not exactly aged) group into the desert to see newly found anomaly. It was in virgin country and had been marked by dropping a flour sack on it from the air.

At the Pennsylvania Steel Works, Steelton, Pa., a series of trials has been made with oil as fuel in steel-heating and open-hearth steel-furnaces with the following results : First Trial.—Hot 14-inch ingots, six to a charge, were heated in two Siemens' heating furnaces in the blooming mill, the oil being put in first in March, 1888. The oil used had been partly refined, so that the paraffine and some of the naphtha were removed. During a run of six weeks the consumption of oil was about 61/2 gallons per ton of blooms, including the oil required to keep the furnace hot over Sunday.

PYROLYTIC graphite may be represented by a stack of overlapping, wrinkled sheets with the graphite basal planes more or less parallel to the deposition surface. Previous work1" has described two stages in the deformation above 2600°C produced by applying a stress parallel to the deposition surface. The Institute maintains a dual relationship with students: (1) an individual relationship with a Student Associate; and (2) a relationship with local organizations of students, known as Affiliated Student Societies or Student Chapters. 1. The conditions of Student Associateship are set forth in Section 9, Article I, of the Bylaws of the Institute (see page 62 and following pages). During 1934, sundry amendments were made for the purpose of improving the student relationship. Postgraduate students are now eligible; and associateship can be maintained, with the payment of the regular dues of $2 per year, for 18 months following graduation in June. To obtain a negative determination for prime farmlands in its approved lignite surface mine permit application, Phillips Coal Co. conducted a soils mapping effort and a historic land use survey. In addressing the justification for topsoil substitute materials, the company relied on results of a geochemical evaluation to demonstrate improved drainage, trafficability, and fertility. It also relied on results of field test plots. Post-mining land use was determined through the use of overlay maps considering existing land use, vegetation, and historic prime farmland. The reclamation plan incorporated these elements plus indicator species, existing vegetation, and wildlife needs.

Inland Steel Coal Co.'s system of applying a gypsum/fiberglass rib and roof sealant with standard rock dusting equipment will be outlined. The criteria for use included acceptability of results, flexibility of equipment, ease of application, and economics. Material is conveyed dry until the gypsum, fiberglass, and water are combined at the discharge end of the rock dust hose.
