THE need for improved mine communication to increase efficiency and to insure greater safety has long been recognized. General and unrestricted communication between all points underground, and between the surface and all points underground, is probably the least advanced phase of the mining industry. An ideal system of mine communication must re- quire no fixed wire installations. The equipment must be small, lightweight, and readily portable, and the power requirements low. A system that can be used not only under normal circumstances but also in an emergency, when the continuity of wires, tracks, and pipelines may be disrupted, must function independently of any aid furnished by standard installations.

THE electric motor has steadily replaced the steam and air engine for use in mine hoists, until today a new installation with other than electric drive is a rarity. Much existing steam-driven equipment has been changed over to electric drive. Driving power has grown in capacity since the initial electric unit rated 10 hp installed at Aspen, Colorado, in 1888, to 3000 hp and 4000 hp in the United States, and to 5500 hp in Canada-the largest in the Western Hemisphere. Electric installations now total in the thousands of units, a growth largely made possible by the development of large central electric-power stations and the extension of electric-power service to more mining areas.

INTRODUCED in 1946 to serve a need in power-plant operation, closed-circuit TV has been used by well over 200 organizations in approximately 25 different industries. Known as industrial television, or simply ITV, it can be described as a private system wherein the television signal is restricted in distribution, usually by confinement within coaxial cable that directly connects the TV camera to one or several monitors, Figs. 1, 2. The picture is continuous and transmission is instantaneous, permitting an observer to see an operation that may be too distant, too inaccessible, or too dangerous to be viewed directly. Destructive testing or the machining of high explosives can now be conducted hundreds of feet away by personnel who still have close control through the eyes of the TV camera. It is also possible for one man to control operations formerly requiring the co-ordinated efforts of several workers. For example, at a large midwestern cement plant conveyance of limestone from primary crusher to raw mill and loading into five storage bins once necessitated the work of two men, one having little to do but prevent spilling of material by manually moving the tripper on the belt conveyor as occasion required. TV cameras mounted on the tripper now provide bin level indication to the conveyor operator at the crusher position so he is able to control the entire loading operation remotely, Fig. 3. By means of a switch, the picture from either camera is alternately available on a single viewer, or monitor, Fig. 4. Each camera is mounted on the tripper by means of a simple adjustable support and looks down into the bin, which is identified by the number of cross members on the vertical rod. Each associated power unit is located on a platform above the camera, Fig. 5. This centralized control by means of TV often has produced superior results, and in many instances saving in operating costs has been sufficient to write off equipment costs within six months to a year. Where a key portion of a process may be enclosed or otherwise inaccessible, TV again reduces the likelihood of mistakes and permits closer control by making available to the operator valuable information he might otherwise never possess. An example of this can be found at a strip mine where the coal seam lies 50 ft or more below the overburden, which is removed by a large wheel shovel. From his centrally located position the shove1 operator was unable to judge accurately to what extent the wheel buckets engaged the earth. His chief indication of efficiency was the amount of overburden on the belt conveyor as it passed his control point 75 ft from the wheel. Now, two television cameras mounted on the tip of the boom permit the operator to view the wheel from each side and provide him with a close-up view of the buckets so that he can take immediate and continuous advantage of their capacity, quickly compensating for ground irregularities and avoiding obstructions, Fig. 6. While the word television conjures up visions of highly complex and intricate apparatus such as that employed in modern TV studios and transmitting stations, the term industrial television should indicate compact, straightforward equipment. Most present-day ITV systems contain fewer than 25 tubes including camera and picture tubes. The average home television receiver alone requires at least that many tubes. Equipment like that illustrated in Fig. 1 contains only 17 tubes, of which 3 are in the camera. It can operate continuously and dependably, without protection, in any temperature from 0" to 150°F. It consumes less current than a toaster and weighs under 140 lb. Camera and monitor may be separated by 1500 to 2000 ft and by greater distance with additional amplification. This equipment is designed to withstand vibrations up to 21/16 in. and will operate successfully under more severe conditions of vibration and heat when suitable enclosures are provided. Any number of cameras may be switched to a single monitor, and any number of monitors, within reason, used simultaneously. Two types of applications in the mining industry have already been described. A third under serious consideration by several organizations will make use of ITV for remote observation of conveyor transfer points at copper concentrating plants so that evidence of belt breakdown and plugging of transfer chutes can be spotted immediately and costly overflow of material avoided. FIRE tubes are commonly made in order to frighten horses or to harm enemy soldiers, but although fire issues from them, they do not cause much damage because they cannot be used at a distance. If you wish to use them, you are not able to approach close to the enemy, for if there is anyone who is afraid, he does not let you approach nor does he come near you until he sees that they have finished burning. Thus, in short, the assault with this is one that is seen beforehand, and for which there is always time to decide on some action in defense. It is indeed true that they are beautiful things to see and when the name tubes of fire is heard it terrifies those who do not have a defense ready. When four, six, or indeed ten or twelve of these are put in the hands of as many courageous and united men, they are surely good in forcing passage on a guarded bridge, or in entering or holding a gate, road, or other narrow place. They serve also for setting fire to dwellings or the enemy's supplies,

The oil shales located in the Appalachian Basin cover an eight-state area of the eastern US and are referred to as Devonian (black) shales. These shales have been exploited for their gas potential for several years. The Institute of Gas Technology (IGT) has conducted research since 1972 on the production of shale oil from the Devonian shales. This resulted in the development of the HYTORT process. This process demonstrated that the yield from the Eastern oil shales can be greater than the value indicated by the Fischer assay method. IGT estimates that 67 Gm3 (423 billion bbl) of oil could be recovered by HYTORT processing of surface minable eastern US shales. Recently, American Syncrude Corp. and Southern Pacific Petroleum NL have proposed oil shale projects in Kentucky. This paper will describe the surface mining and retorting techniques that have been studied for exploitation of the Devonian shales, and enumerate the problems that have to be overcome before commercial production can be realized.

Production in Colombia attained a new high during 1940 when it reached a total of 25,607,976 bbl. Of this amount, the Tropical Oil Co. produced 21;426,492 bbl., including 268,586 bbl. of petroleum condensate, and the Cololmbian Petroleum Co. produced 4,181,484 bbl. from its Barco property. The wildcatting program of different companies in the Magdalena Valley that was initiated during the previous year was continued but with results that were decidedly disappointing. Ten wells were drilled in the Magdalena Valley between the approximate latitudes of Puerto Wilches and Puerto Berrio and nine of these were dry; the tenth was a small producer of no commercial importance. The prospects of finding new fields in the Magdalena Valley thus received a serious setback, since some of the tests drilled were on well developed surface structures. The prospects of the Valley, however, have by no means been exhausted and drilling operations are being continued on other prospects. One additional wildcat was drilled outside the Magdalena Valley on the Colombian Petroleum Company's Barco Concession, which brought to 11 the total number of wildcats drilled in Colom-bia during the year. THE Consolidated Mining and Smelting CO. of Canada Ltd. has operated a lead smelter at Trail, B. C., for many years. In order to take advantage of metallurgical advances, as well as to improve materials handling methods, this company, commonly known as "Cominco," commenced planning a program of smelter revision and modernization some years ago. The first stage of this program involved the design and construction of a new blast furnace gas cleaning system. The selection of equipment, the design of facilities, and preliminary operating details of this system will be dealt with in this paper. The essential problem was to clean and collect 100 tons of dust daily from 153,000 cfm* (12,225 lb per min) of lead blast furnace gas which varied in temperature from 350º to 1100°F. Because it was desired to collect the dust dry, either a Cottrell or a baghouse cleaning plant was to be selected. Comin-co's many years of experience with both systems provided a background for choosing the most satisfactory installation. All information pertinent to the two methods of dust recovery was carefully investigated, and it was decided to replace the existing equipment with a baghouse. Very briefly, the reasons for this decision were as follows: 1—A baghouse installation would be practical because the SO2 content of the gas was low and corrosion would not be a problem if the baghouse operating temperatures were held sufficiently above the dew point. 2—Variations in the physical characteristics of fume and dust, which are inherent in this blast furnace operation, should not substantially affect the operating efficiency of a baghouse. 3—For the same capital cost, metal losses (stack and water losses) would be appreciably less in a baghouse. 4—A baghouse would be easier to operate, and would not require the use of highly skilled labor. 5—Operating and maintenance costs of a bag-house would be lower. 6—The only available space for reconstruction was relatively small, and not suited to a Cottrell installation. Once the baghouse system was decided upon, detailed design of the installation was begun. Baghouse Design Gas Cooling: Before the required capacity of the baghouse could be determined, the method of cooling the gas to the temperature necessary for bag-house operation had to be chosen. The problem confronting the design engineers was how best to cool 153,000 cfm of gas from a temperature ranging from 350°F to brief peaks of 1100°F, down to 210°F, the maximum safe baghouse inlet temperature. A survey of existing blast furnace gas temperatures in the outlet flue showed that the normal range was as given in Table I. The obvious choices of cooling method were: 1— cool completely by the addition of tempering air; 2—utilize a heat exchanger; 3—cool by radiation; and 4—cool with water spray in conjunction with the admission of tempering air. The advantages and disadvantages of the various cooling methods were: Air Addition: To cool completely by the admission of tempering air involved tremendous volumes, Fig. 1. For example, to cool 1 lb of blast furnace gas at 450°F requires 1.84 lb of air at 80°F or 1.60 lb at 60°F. As it is necessary to design for peak conditions, it can readily be seen that volumes of tempering air in the order of 1,500,000 cfm would have to be handled. Using the normal design figure of 2.5 cu ft per sq ft of bag area, a baghouse installation comprising some 600,000 sq ft of filter cloth would be necessary. Such design requirements would be prohibitive, not only from a standpoint of capital expenditure, but also because of space limitations. Heat Exchanger: The utilization of a heat exchanger was given serious consideration. A horizontal tube unit using air as the medium to cool the required volume of blast furnace gas from 400" to 250°F was investigated. Cooling above 400°F would be done by water spray, and below 250°F by admission of tempering air. The estimated capital cost of such a unit was found to be prohibitive. From an operating standpoint, there was considerable doubt as to whether the soot blowing equipment provided would effectively keep the dust from building up on the tube surface. The performance of heat exchangers operating on dusty gas in other company operations had not been too favorable. Radiation Cooling: Although somewhat cumbersome, gas cooling by radiation from 'trombone' tubes or other similar equipment (cyclones) is employed in many metallurgical operations. Such an installation was also considered. However, calculations showed that an installation much larger than the space available would be required to handle the gas volume involved. For example, to cool 153,000 cfm of blast furnace gas from, say, 600' to 250°F (i.e., remove in the order of 58,500,000 Btu per hr with heat transfer rates varying from 1.1 Btu per sq ft per hr per OF for the higher temperature ranges to 0.88 Btu per sq ft per hr per OF for the lower ranges) would need a cooling area of some 175,000 sq ft.

Many shafts have experienced stability problems during shaft sinking because the designer failed to fully appreciate the conditions he would encounter. Some shafts have failed during construction because the ground supports provided to compensate for the expected conditions were inadequate despite the most careful investigations and analyses. To design a ground support which is ultimately safe to achieve stability during shaft sinking would be too costly and impractical and, therefore, many shafts would simply not be constructed. The design of a ground support for shaft sinking based on an intimate understanding of the expected ground behaviour and stress development during excavation combines the art of mining with the science of geotechnical engineering. Where no historical design data is available, the designer of the ground support must: 1. classify the rocks and soils and assess their behavioural characteristics; 2. calculate the primary and secondary stresses; 3. design and/or select a ground support system which will ensure stability of the excavation during shaft sinking.

An apparatus is described whereby capillary pressure curves for porous media may be determined by a technique that involves forcing mercury under pressure into the evacuated pores of solids. The data so obtained are compared with capillary pressure curves determined by the porous diaphragm method, and the advantages of the mercury injection method are stated. Based upon a simplified working hypothesis, an equation is derived to show the relationship of the permeability of a porous medium to its porosity and capillary pressure curve, and experimental data are presented to support its validity. A procedure is outlined whereby an estimate of the permeability of drill cuttings may be made with sufficient acuracy to meet most engineering requirements. INTRODUCTION The nature of capillary pressures and the role they play in reservoir behavior have been lucidly discussed by Lev-rett', Hassler, Brunner, and Deah12, and others. As a result of these publications the value of determining capillary pressure curves for cores has come to be generally recognized within the oil industry. While considerable attention has been directed toward the subject in an effort to provide a reliable method of estimating percentages of connate water, it has been recognized that capillary pressure data may prove of value in other equally important applications. This paper describes a method and procedure for determining capillary pressure curves for porous media wherein mercury is forced under pressure into the evacuated pores of the solids. The pressure-volume relationships ob- tained are reasonably similar to capillary pressure curves determined by the generally accepted porous diaphragm method. The advantages of the method lie in the rapidity with which the experimental data can be obtained and in the fact that small, irregularly shaped samples, e.g., drill cuttings, can be handled in the same manner as larger pieces of regular shape such as cores or permeability plugs. Based upon a simplified working hypothesis, a theoretical equation will be derived which relates the capillary pressure curve to the porosity and permeability of a porous solid, and experimental data will be presented to support its validity. This relationship aplied to capillary pressure data obtained for drill cuttings by the procedure described provides a means for predicting the permeability of drill cuttings. METHODS FOR DETERMINING CAPILLARY PRESSURES Several techniques have so far been employed in determining capillary pressure curves and these fall into two principal categories: (1) Liquid is removed from, or imbibed by, the core through the medium of a high displacement pressure porous diaphragm (2) Liquid is removed from the core which is subjected to high centrifugal forces in a centrifuge4,'. There are? however, certain limitations inherent in both methods. The greatest capillary pressure which can be observed by method (I), above, is determined by the maximum displacement pressure procurable in a permeable diaphragm which at the present time appears to be less than 100 psi. An even more serious limitation of the diaphragm method is imposed hy the fact that several days may be required to reach saturation equilibrium at a given pressure; hence, the time re- quired to obtain a well-defined curve may be measured in terms of weeks. Furthermore, to date, no suitable technique for handling relatively small, irregularly shaped pieces of rock, such as drill cuttings, has been reported and, therefore, measurements must be made, in general, on cores, or portions thereof. The centrifuge method offers the distinct advantage over the porous diaphragm method of arriving at saturation equilibrium in a relatively short time by virtue of the elimination of the transfer medium for the liquid. The calculation of capillary pressures from centrifuge speeds is somewhat tediousa, however, and the equipment required is fairly elaborate. While there exists the possibility that this method might be adaptable to the determination of the capillary pressures of cuttings, this particular ramification has not been investigated, as far as is known. In view of the limitations of the two principal methods for determining capillary pressures, the apparatus described in the following sections has been devised in order that difficulties previously encountered might be circumvented. MERCURY INJECTION METHOD FOR DETERMINING CAPILLARY PRESSURES Theory The methods described above for determining capillary pressures are characterized by the fact that one of the fluids present within the pore spaces of the solid is a liquid which "wets" the solid, i.e., the contact angle which the liquid forms against the solid is less than 90" as measured through that phase. For these "wetting" liquids the action of surface forces is such that the fluid spontaneously fills the voids within the solid. These forces likewise oppose the withdrawal of the fluid from the pores of the solid.

THE name engineer makes a very strong appeal to one who appreciates the mechanism underlying the fabric of our civilization. Engineers are scouts of civilization. We send them ahead into the lone 'places-the wilderness, the jungles, the great watery expanses, to build the highways necessary for civilized man. The engineers must deal with Nature, with that mysterious dynamic thing we call "force," with materials. It is their function to direct the human activity necessary to coordinate these forces and material in order to make them serve the needs and aspirations of men. Because of my high conception of the engineering profession I was glad to accept the invitation to address The American Society of Mechanical Engineers to voice my understanding of the possibilities of your work as engineers of industry, and to suggest what seems to me the responsibility of the-engineer to the whole modern industrial system.

A NUMBER of new plants for the treatment of copper ores were completed or under construction during the year. Among these may be mentioned the plants of the International Nickel Co., those of the Hudson Bay Mining and Smelting Co. and of the Roan Antelope Copper Co. Three copper re- fineries have been constructed, one at El Paso, Tex., and the other two in Canada. Two more are projected, one in France and one in England. The International Nickel Co.'s plant consists of an 8000-ton concentrator and a smelting plant containing thirty 10-hearth Herreshoff roasting furnaces, five reverberatory furnaces, and eight Smith-Pierce converter5 . The smelting plant is estimated to have a capacity of 5000 tons of ore or concentrate per day. The roasters are superimposed on the reverbratory furnace plant. As a consequence of this arrangement, the furnace building is unusually high. being 183 ft. from yard level to highest roof elevation.

The attention of the Institute has been called by Prof. John A. Church* and Mr. W. Lawrence Austin? to the free-milling ores of the Tombstone mines and their treatment, but the silver-bearing man ganese ores of the district have received only a passing notice. As these ores show some interesting peculiarities, and have yielded not less than 750,000 ounces of silver, they are worthy of some study. The Knoxville, Lucky Cuss, Luck Sure, and Wedge mines (named in the order of their importance) are situated along the northern border of the district. They have been the leading producers of this manganese ore, and possess the same general characteristics. Special attention will be given to the Knoxville, as it has been the one most extensively developed. The limestone belt, in which the Knoxville ore bodies occur, has an easterly and westerly trend, is about 1680 feet wide, and rests on granite on the north, the plane of contact being nearly vertical. It is overlain by quartzite, the contact-plane having a dip of 82°. Some mining has been done along these contacts, and a considerable amount of pay ore has been extracted, but development has been very superficial. The ore found along these contact planes contains very little manganese, and differs entirely from the ore in the lime stones. No attempt will he made to assign this limestone country-rock to a particular geological horizon, as no fossils have been found in it. In a recent paper,1 the solid-solution strengthening of tungsten and tantalum in a portion of the W-T;-MO-C~ alloy system was described. Additions of tantalum and columbium to tungsten led to significant strengthening, and the introduction of dispersions into these alloys was suggested as a means of further increasing strength. Dispersion strengthening of columbium and molybdenum alloys has been studied extensively.2-4 The approach used to dispersion-strengthen molybdenum alloys appeared equally suitable for tungsten alloys, and, therefore, a brief study was undertaken to determine to what extent the introduction of carbide dispersions would strengthen a solid-solution tungsten-base alloy. THAT the quiescence of a liquid while it is solidifying should favor the formation of columnar crystals, normal of the cooling surface, is seen readily on considering the mechanism of solidification. First; each particle of any composite liquid, whether it be an aqueous solution or a molten metal; in solidifying splits up into two parts, different in composition and hence in fusibility. Coal being essentially a complex conglomerate of plant remains that have undergone decay and interaction in varying degree, it is understandable that attack on the problem of its chemical constitution by normal chemical methods should have been attended by but slight success. The obvious method of fractionation by means of selective solvents has yielded a few results of some value. Thus it is known that from many, if not all, bituminous coals organic solvents extract small percentages of oxygenated compounds, which are generally assumed to have been derived from the original plant resins, though a more probable source would appear to be the glycerides and waxes of the plants. Organic solvents also extract small proportions of hydrocarbons, the origin of which is doubtfill. Of more importance is the action of such pseudo solvents as pyridine, which, in addition to their specific solvent action, have the power of resolving and simplifying a portion of the coal substance in a manner analogous to that by which water can disperse a hydrogel. Early work with pyridine indicated that coals are composed of two main classes of compounds: the one soluble in organic solvents, the other capable of being partly dispersed in pyridine. Recent work has shown that the dispersion is colloidal in character and that it may be accomplished by the use of solvents less active than pyridine, such as benzene or chloroform, provided that the temperature of extraction is raised or the coal has been suitably preheated. The action of reagents on coal has proved of little value in the past, but some insight into the constitution of coal has been given by regulated destructive distillation. Thus, it has been shown that coals behave on distillation as though composed of two main classes of compounds: the one readily decomposable at moderate temperatures (yielding mainly the paraffins), the other undergoing a preliminary early decomposition (with evolution of oxides of carbon and water) and yielding a residue that at higher temperatures breaks down, yielding much hydrogen.

[ ] INTRODUCTION "The Liberal Party believes that the State's mineral resources belong to the people of Queensland and therefore it is essential that the state, on their behalf, obtains maximum benefit from the development of those resources." (Liberal Party, 1980 "Mineral Resources Policy" p.2). "Unless sound policies are implemented.... increased production of minerals will benefit only the already wealthy and the lucky few... A resources tax is essential to ensure that above normal profits are shared by the whole community.... Labor policies on taxation must ensure an adequate return from mining developments to the Australian people." (Labor Party Policy Paper, May 1982 "National Issues relating to rapid expansion of mineral production during the eighties". p.1, 37, 47). Judging from these statements, key political parties in Australia believe that mining profits are lightly taxed and that shareholders get most of the benefits. THE REALITY The Government Share of Income statement in Table 1 attempts to measure the government share of the income generated by the "Big Five" Australian mining companies - Broken Hill Pty Ltd. (BHP), CRA Limited, Utah International, MIM Holdings Ltd., and Western Mining Corporation ("WMC"). These companies control over 70% of Australia's mining industry including all the most profitable mining operations. They dominate the mining and processing of iron and steel, aluminum, manganese, coal, oil and gas, copper, lead, zinc, silver, nickel, gold, ferro-alloys and salt in Australia. They are also major world exporters of most of these products. They are thus a representative sample of the profit-earning side of the Australian mining industry. In their two most recent financial years these five companies had income before tax of A$6,980 million. The Government share of this income was A$6,285 million or 90%. The total market capitalisation of the Big Five is about A$8,480 million. (December, 1982). Governments thus consumed the equivalent of 82% of their total value in just two years. This was taking place while the politicians drafted the above statements calling for an "adequate" share for the people.
