HODGSON.-As to ".Safety First," I did not deal with that, but I will say that in 1913, the number of .men killed was nine, and that year the "safety first" program was commenced; the next year, 1914, the number was reduced to five. In 1915, I am pleased to say that the number was reduced to two in the Copper Queen's entire property, and we have none so far this year. THE CHAIRMAN (G. F. G. HERMAN, Bisbee, Ariz.).-I can say, further, that we have from eight to nineteen men per month incapacitated for more than 14 days. Those are classified in this State as serious accidents. The number of men injured has apparently increased, -but that is clue to our improved method of recording and classifying accidents, no matter how slight. C. W. Events of the mid-1970s have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in deregulation activity. Those two events have produced considerable litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

Twenty years ago, the standard voltage for stripping machines was 4160 v and few people even thought of using a higher voltage. It was adequate for the machines of the day, which seldom exceeded 2500 hp, and higher voltages were considered to be too expensive and even dangerous. Then, in 1956, a 4500-hp machine was placed in operation and it was determined, with some reluctance, that it should operate on 7200 v. The next step, to 14,400 v, was taken in 1964 and the latest, but perhaps not final, step was made in 1967, when voltage was increased to 25,000 v. Today, 4160 v is considered almost obsolete and 7200 v is generally considered standard. However, a few mines are using 14,400 v and some eight machines soon will be operating on 25 KV, indicating that the technical and safety problems have been solved and that there must be some merit to the higher voltages. Thus, it is logical to question, "How do I determine the best voltage for my operation?"

Discussion of the paper of H. H. STOEK, presented at the St. Louis meeting, October, 1917, and printed in Bulletin 129, September, 1917, pp. 1385 to 1419. J. B. WARRINER, Lansford, Pa. (written discussion*).-The figures on costs given at the end of this paper. are of particular interest and it is unfortunate that they necessarily cover such limited periods, as figures giving the costs over a period of at least a year would be of much greater value; for instance, it seems hardly probable that the performances credited to the various shovels for the months for which the costs are given would represent the average of the performances of these machines over a longer period. It would seem to me that the maximum of 4000 cu. yd. (3058 cu. m.) per clay given for the 225 B shovel is much greater than could be maintained for an entire year's operation. On the other hand, the 1500-yd. figure for the 150 B shovel would seem a low average for this type of shovel. In connection with the drag-line excavators, it will be interesting to know that the Lehigh Coal, and Navigation Co. is about to install one of these machines on a clay stripping at their Nesquehoning colliery to excavate an average depth of. overburden of 65 ft. (19 m.), which, due to local conditions, will require that part of the excavated material be handled a second time and a lesser quantity a third time. The results of this operation will undoubtedly be watched with great interest.

The Tennessee Valley Authority (TVA) has conducted investigations to identify the major causes of coal pile inventory adjustments. This paper describes past and current attempts to improve inventory survey accuracy and reduce costly inventory adjustments. The unique interaction between accountants and engineers is also reviewed. Data and results of a recent field test wing downward-looking radar developed by Ohio State University are presented. These show great promise in determining coal pile depth and density, thus improving inventory accuracy. This electromagnetic remote sensing technique, if successful, would provide an optimum technical and economic method of surveying all 12 TVA stockpiles without costly borehole drilling or disrupting stockout and reclaim activity. The effect of changing coal quality to meet environmental standards has made accurate coal pile density measurement more important than ever in reducing the costs of electric power generation from coal.

A number of granitic rock specimens have been studied from the Stripa mine site in connection with a large-scale geomechanics research program. The purpose of the program was to evaluate and develop field and laboratory techniques for rock mass characterization and to determine design parameters for storage of nuclear waste. In this paper a minicomputer-based technique for studying dynamic rock properties in the laboratory is described, together with results from the tests. The specimens were tested under different uniaxial and saturation conditions. Specimens from a field-heated rock mass were also tested to determine if temperatures typical of those encountered with nuclear waste would introduce additional fracturing. Both Vp and Vs increased with stress for both saturated and dry specimens. Both Vp and Vs were higher for saturated specimens at all stress levels compared with the dry. The velocities increased linearly or near linearly with saturation. The test results on the previously heated samples indicate that attenuation is more sensitive to thermally-induced microfracturing than velocities. Analysis of the attenuation values with stress show that rock heated to 200°C is damaged, and that the damage is in form of low-aspect ratio fractures.

Weiss Transit and Level The illustrations shown are the transits and levels manufactured by the Weiss Instrument Co. of Denver, Colo:, and they state that city and mining engineers are securing satisfactory results. It is claimed that their patented prismatic telescope gives increased illumination with an astronomical eye-piece. The prisms are set in a milled seat for this purpose, and cemented in so they can never come loose or out of adjustment. All adjustment for collimation is clone with the cross-hairs. This telescope is 8 in. long for magnifying power of 20 diameters against 12 in. for regular old style. The field is 1° 45' with a clear aperture of 1 1/8 in. The standards are 4 ¾ in. high from plate; to center of telescope axis. Weight 10 lb. Fig: 2. FIG. 1. FIG;. 3. The Light Mountain Transit of the same type, Fig. 1, has a telescope 6 ½ in. long, magnifying power 17 diameters; field 2° 15'; clear aperture 1 1/16 in.; weight 9 lb. The Mine Transit made by this ?company is interesting because it may be sighted directly down a shaft.. The principal advantage claimed for this type is the arrangement by means. of which vertical' sights can be had without an additional telescope.. As illustrated in Fig. 2 the telescope is in the position of a regular transit, and used exactly the same.

LAVES and Wallbaum' have described TiRu and TiOs as having the same structure as TiFe; they had previously described the latter compound as having the CsCl structure. On the other hand, a careful investigation of the structure of TiFe by Duwez and Taylor- ailed to reveal the ordered CsCl structure, finding instead a random arrangement of titanium and iron atoms on the points of a body-centered-cubic space lattice. Consequently, it is not clear whether Laves and Wallbaum proposed the ordered or the disordered structure for TiRu and TiOs. In order to settle this question as to the structural type and to obtain values of the lattice para- meters (thereby completely determining the structures), the present investigation was undertaken. Samples having the compositions TiRu and TiOs were weighed out accurately from iodide titanium supplied by the New Jersey Zinc Co., ruthenium powder from Goldsmith Brothers Smelting & Refining Co., and osmium powder from Wildberg Brothers Smelting & Refining Co. No analysis was made of any of these metals. According to the respective analyses of the suppliers, total impurities amount to less than 0.03 pct in the titanium and to less than 0.5 pct in the osmium. The purity of the ruthenium is not known. The alloys were prepared by arc melting in a furnace of the type described by Schramm, Gordon, and Kaufmann.9 pecimens for X-ray diffraction were obtained by crushing the ingots and passing the resulting powders through a 200 mesh screen. Historically, major natural gas transmission companies have been faced with the problem of meeting peak demands when the source of natural gas is located hundreds of miles away from the marketing area. Transcontinental Gas Pipe Line Corp.'s position was further complicated when offshore gas supply wells were shut-in during hurricane alerts. Transco's solution to this problem was the construction of salt storage wells adjacent to their pipeline near Eminence, Miss. Storage caverns were constructed using conventional solution mining methods. Two 13 3/8-in.-diam cased wells were completed and a 1,000,000-bbl cavern was leached at an interval of 5700 to 6700 ft at the base of each well. The two caverns have a usable storage volume of 2.0 billion cu f t and each well has a deliverability rate of 375 million standard cfd. The caverns are unique in that brine is not used for product displacement-all brine has been removed from the caverns. Natural gas is stored at a maximum pressure of 4000 psia. During withdrawal the cavern pressure drops to a minimum of 1225 Asia-the volume of gas between these two pressures becomes "usuable or top gas." The Eminence storage terminal is located on the Eminence salt dome about 30 miles north of Hattiesburg, Miss. Construction began in July 1968 and was completed in October 1970.

The Philippine Islands have produced no oil commercially; nevertheless, oil is known to be present at various places in the is1ands.l Although all attempts to produce oil commercially have failed, no intelligent, persistent exploration has been carried out. The Richmond Petroleum Corpn. (a subsidiary of the Standard Oil Co. of California) and a syndicate headed by Ralph Arnold are at present engaged in exploring Bondoc Peninsula in Tayabas Province, one of the promising Philippine areas, in a manner that promises to test the petroleum possibilities adequately and intelligently. How can the petroleum resources of an entirely undeveloped area like the Philippines be estimated, where not even the areal extent of the various geologic formations is known? Obviously no calculated figure for assured future production can be derived. Yet a study of the evidence of the occurrence of petroleum, the character of the possible reservoir beds, the probable source rocks, the character and size of favorable structures, and the area over which petroleum-bearing rocks are known to occur, will throw some light on the question. The fact that rocks of the same geologic age and similar composition have been explored and are producing in Borneo, Sumatra, and Java to the south and in Formosa and Japan to the north also affect the problem, so that one can obtain some idea of the quantity of petroleum that may reasonably be expected from the Philippines. It is this measure of the possibilities rather than a definite calculation of petroleum reserves that is presented herewith. This paper will not attempt to describe, nor even to enumerate in detail, the occurrences of petroleum in the Philippines, as such data have already been published. THE instrument for the rapid determination of carbon in steel, described in this paper, was developed originally to facilitate the opera-tion of the pilot-sized open-hearth furnace in the Jones & Laughlin Research and Development Laboratory. In this small furnace, with its shallow bath, the drop in carbon is accelerated, and a rapid, reliable test for carbon content is indispensable. This problem becomes rather acute when it is desired to finish heats at a carbon content higher than can be estimated with any degree of accuracy by the fracture test. Several independent methods for determining carbon were investigated, therefore, and it was found that a relatively simple magnetic device could be made to give reproducible results. A laboratory instrument was designed and set up for the use of the furnace operators. It was tested exhaustively in the laboratory and was used with considerable success for following the carbon content in the furnace bath. As soon as suffi-cient data had been compiled to indicate that the instrument might have a wider application, a more rugged model was constructed and placed in the mill to be tested on commercial heats. Finally, about a year ago, instruments were furnished to the plant open-hearth shops, and these have been in use since that time. As a matter of convenience, the instrument has been named the "Carbanalyzer," and will be referred to by this designation in the following pages. ?

THE rapid increase in cost of discovering new orebodies by churn drilling in the Tri-State district has led to some attempts to lessen the expense by using geophysical methods. Electrical prospecting was tried three or four years ago, but no successful results were recorded. In 1926, the Federal Mining and Smelting Co. engaged the North American Exploration Co., of Houston, Texas, to make some tests with the torsion balance. At first, it was thought that the most favorable conditions for discovery of ore deposits with the torsion balance would be in locations where the ore was known to occur at rather shallow depths, FIG. 1.-CROSS-SECTION OF DUENWEG LEASE. therefore the first trial was made at Duenweg, east of Joplin, where some zinc ore had been developed at a depth of 130 ft. The gravity gradients at 61 stations on a tract of about seventeen acres indicated plainly one large zone of maximum gravity and a smaller narrow zone of minimum gravity. Fourteen churn-drill holes, half of which struck ore, show that all the ore found was located outside the zones of maximum and minimum gravity. In the zone of maximum gravity the limestone beds were closest to the surface, and the first chert beds encountered were at the greatest depth. The results (shown in Table 1) indicated that the gravity of the, limestone was greater than the gravity of the fractured chert together with its orebodies, and probably also greater than the bouldery soil and clay on top of the limestone. A cross-section of the Duenweg lease is shown in Fig. 1.

SOME three years ago the smelter connected with the Chrome, N. J., refinery of the United States Metals Refining Co. found itself embarrassed y constantly increasing piles of unsmelted blast-furnace flue dust. The charge was fine and 10 to 15 per cent. of it was blown over into the flue. Sulphur was at that time too scarce to make the sintering of the finer part of the charge attractive, and raw-ore smelting in a reverberatory with a partly oxidized charge. was not to be thought of. A great many schemes were considered, including leaching, blowing into the converters, and briquetting, the problem finally narrowing down to blast roasting and nodulizing. It was found by experiment that blast roasting would not yield a satisfactory sinter without the addition of coke dust or sulphide fines to augment the fuel value of the flue dust, and on this account, together with the low first cost of a kiln, the latter was decided upon. A couple of tons of flue dust Were tried out in the experimental kiln in the laboratory at Yorktown, Va., of J. H. Payne, who acted as consulting engineer in this connection. This kiln was approximately 2 ft. in diameter and 20 ft. long and Was fired with fuel oil. A run of several hours yielded excellent nodules. The kiln showed no tendency to build in and form "nose rings" and gave a fuel consumption of 50 gal. of oil per ton of flue dust. There was no indication of any stack loss. The roasting was strongly oxidizing. A study of what full-size kilns were doing on cement clinker and on nodulizing pyrites cinder indicated that a 60 by 6 ft. kiln would certainly not consume over half of the oil per. ton of flue dust shown on the test and as fuel oil at that time Was selling around 2 1/2 c. per gallon it was decided to let it go at that.

IN THE Southwestern copper region the event of greatest interest was the starting up of the new Hurley, N. Mex., smelter of the Chino Mines division of the Nevada Consolidated Copper Corp., which occurred in May. This plant, built as a wet-charge smelter for treating largely an all-concentrate charge, embodies in its de- sign the latest in materials-handling equipment. Noticeable around this smelter is the absence of tram cars and trackage for the handling of charge, dust and other materials. Concentrate from the mills is received in bottom- dump cars which are unloaded into a series of concentrate bins. Concentrate is then reclaimed through the bottom of the bins and discharged through a feeder on to a conveyor belt. Flux for the charge is fed on to the conveyor ahead of the concentrate charge. The belt-mixed charge is conveyed to the furnace building and discharged into the furnace charge bin ready for feeding to the reverberatory furnace. As in the McGill plant, the furnace is fed by vibrating conveyors, one down each side of the furnace.

Y.:—Mr. Hewett's paper is one of exceptional interest, because it not only adds an important contribution regarding one of the rarer, valuable elements, but also because it introduces compounds hitherto unknown and in associations no less novel. While we have occasionally discovered and recorded asphaltite in metalliferous deposits, for example in the Joplin and Granby districts, we have not seen a metallic ore in a deposit eesentially asphaltite. The source and method of introduction afford a subject well worth serious reflection.

Vesta No. 4 and 5 mines supply most of the high volatile coal required for Jones & Laughlin's by-product coke plants. Until 1944 all coal produced in these mines was loaded by hand. Pressure to mechanize at Vesta was brought on by the manpower shortage in World War II, and in 1943 a decision was made to change to mechanical loading. It was the opinion of those concerned that by use of selective mining the coal would be clean enough to be processed by the existing preparation plants. At that time coal cleaning at Jones & Laughlin consisted of hand picking the larger sizes at the mine tipples and wet washing at plants located at the Pittsburgh and Aliquippa Works. A typical section of the Pittsburgh seam as it occurs at Vesta is shown in Fig. 1. The 14 to 16 in. of drawslate immediately over the coal is too soft to be used for roof and must be taken down, leaving the rooster coal just above for roof. In selective mining an attempt is made to mine the coal under the drawslate first and then load out the drawslate separately as refuse. In full seam mining slate and coal are shot down at the same time and loaded out.

Discussion of the paper of IRVING A. PALMER, presented at the Salt Lake meeting, August, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1447 to 1460. L. S. AUSTIN, Salt Lake City, Utah.-With the union of the Guggenheim interests and the American Smelting& Refining Co. in 1900, competition among the lead-smelting companies appeared to have been largely eliminated. This condition prevailed for but a short time, owing to the erection of smelteries by competing companies. Naturally, as competitors, the older companies endeavored to keep improved methods to themselves, not realizing, it would appear, that such knowledge could never be bottled up, but would drift into the common field of practice. Of late it has begun to be felt that more is gained than lost by adopting a franker and more open policy. The line, however, is drawn in. giving details of costs, which, fully known, it is felt, would be taken advantage of by a rival. As Mr. Palmer says, steady and substantial progress has been made, and latterly, I may add, the improvements have been radical. Sintering by the Huntington-Heberlein method or with Dwight-Lloyd machines has effected an important saving over reverberatory roasting, the cost being, say, 50 to 75c., as compared With $2 per ton by the older method. Moreover, the .large use of a sintered product has resulted in doubling blast-furnace tonnage. However, the change has not been an unmixed blessing, as in the machine roasting little time can be given to the breaking up of the blende, and it has been impossible to decompose largely the zinc sulphide, so detrimental in later blast-furnace treatment. The satisfactory roasting of the blende is still an unsolved problem. Nor is this all. For the best reduction it has been found that a part of-the change should be crude (unsintered) ore, indicating that the already fused material is only too ready to change to slag, thus lessening the opportunity for better reduction.

The short-time tensile-strength test, while it has not attained the practical importance of the creep test at elevated temperatures, has the advantage of being rapid and is satisfactory for determining relatire strengths. For platinum and its alloys, which frequently are used at high temperatures under ill-defined conditions, the short-time test provides useful data that aid in the selection of the most promising alloy for each use. Measurements have been made upon 13 alloys, using wire 0.0031 in. in diameter, the choice of alloys and of wire size being determined by the requirements of a practical problem. Later the measurements were extended to higher temperatures by the use of heavier wire, 0.010 in. in diameter. Apparatus The use of fine wire made the necessary equipment very simple, since no effort was made to measure the elongation. A small platinum-wound horizontal furnace was used, 1/2 in. in internal diameter by 1 ft. long, with the wire threaded through it. The wire, clamped at one end while the other ran over a ball-bearing pulley, of a total length of 29 in., was loaded directly by running sea sand into an attached basket, making the rate of loading and not of elongation constant. The sand flowed from a funnel, under a head of 3 in., into the basket 3 in. below the orifice, at the rate of 170 grams per minute. Pulley friction and bending resistance of the wire as well as the force of impact of the sand could be neglected, being 3 grams and 0.5 grams, respectively. Furnace temperature was uniform within ±5° C. over a length of 3 in., although a drift with time occurred, the largest amount being 20" C. No provision was necessary for a controlled atmosphere. In making the measurements, the furnace was brought to equilibrium before being used, and the temperature was measured with a platinum platinum-10 per cent rhodium thermocouple and a high-resistance pyrometer before and after all the tests at one temperature. THE Athens mine is in the city of Negaunee, Mich. It is one of the larger producers of soft hematite ore on the Marquette iron range. The property is held under lease by the Athens Iron Mining Co., and is operated by the Cleveland-Cliffs Iron Co., which is a partner with Pickands, Mather & Co. in the Athens company. The mine was opened in 1913, and shipments of ore commenced in 1918, the total reaching 3,063,711 tons up to Jan. 1, 1932. Diamond-drilling from surface, together with a knowledge of geological conditions in neighboring properties, gave a comprehensive picture of the location, size and shape of the orebody before shaft-sinking started. Striking east and west, the orebody entered the east boundary of the property at a depth of about 1500 ft. below surface. A pitch of 15° to the west carried it down to about 2500 ft. on the west boundary, about double the depth of that of any soft-ore property heretofore worked on the Marquette Range. The width of ore averaged close to 500 ft., and the thickness 300 feet. The depth of the deposit and its size, together with an overburden of quicksand, which in places reached a thickness of 150 ft., presented unusual mining problems. The use of a caving system made surface drainage into the orebody inevitable, because the north boundary of the deposit was a vertical diorite dike 200 ft. wide, and the south boundary a northward-dipping impervious slate. S. R. Elliott, manager of the mining department of the Cleveland-Cliffs Iron Co., who was super-intendent of the mine at that time, conceived the idea of starting at the bottom of the orebody and working upward, reversing the usual mining procedure. This innovation divided the Athens orebody into a series of steps, or blocks, the first of which was adjacent to the western boundary, and therefore in the lowest portion of the deposit. Top-slicing was to start under the capping in this first block by raising from the bottom level, and development and mining were to progress upward in successive blocks to the east.
