PLANS for the World's Engineering Congress in Japan are rapidly taking shape. The Congress itself will be held in Tokyo in the week beginning Oct. 30, and will be followed by a second week of short excursions to points of interest, and this, in turn, by a two weeks' excursion through the Inland Sea and to Manchuria. The physical properties, chemical behavior under thermal treatment, and fertilizer value of fluorine-containing pseudowavellite (hydrous calcium aluminum phosphate) that occurs as phosphate clay admixed with quartz sand in an extensive deposit near Bartow, Fla., were determined by experiments in laboratory, pilot-plant, and greenhouse. When the mineral was heated at 500°C, 80 pct of the phosphorus became citrate soluble. The heated product, however, deteriorates markedly under moist conditions such as obtain in the soil.

The Nation's capital has one over- riding minerals-metals question: How long will prices and wages continue to move upward at the inexorable pace of the last year? Is the wage pattern to settle this year around 10%? The big industrial unions are coming into line, some of them later this year. Steel is standing in the wings for next year. Copper, steel, nickel and most other industrial metals have taken big hikes in their stride. Aluminum, which is making inroads into areas of industrial use formerly sacred to copper and some other metals, seems to be fighting to hold down its prices to attract customers from the higher-priced metals.

The application of Bingham's law to the behavior of drilling fluids in a rotational viscometer permits the expression of viscometric data in terms of plastic viscosity and yield value, the flow properties of a plastic fluid. A commercially available rotational viscometer is described, and when modified to a multispeed type viscometer, is shown to provide a simple and convenient instrument for the measurement of these properties both in the laboratory and in the field. The data obtained are shown to be useful in defining and understanding mud control problems relating to chemical treatment and to the hydro-dynamic behavior of muds. INTRODUCTION The highly complex drilling fluids which are required for deep drilling often give rise to new and unusual mud control problems. Rapid and economic solutions to these problems may require, on the one hand, better understanding of the changes which contaminants and chemical treating agents produce in the colloidal and inert solids of the mud, or, on the other hand, closer control of the hydrodynamic behavior of the mud. The latter objective obviously can be achieved only if a correct rheological analysis of the flow behavior of drilling muds is available and if this is accompanied by the appropriate rheological measurements. The purpose of this paper is to describe such measurements in the field, and to show how the resulting data can be of value in solving difficult mud control problems. It is now generally recognized that Bingham's law of plastic flow can be utilized in describing the hydrodynamic behavior of drilling fluids in the non-turbulent flow range. Beck, Nuss, and Dunn' have recently applied this law to the flow of mud in small pipes, and Rogers2 has reviewed the rather extensive literature on this subject. So far, however, the use of Bingham's law has been restricted to the analysis of mud flow in pipes or capillary tubes, and it has not been directly applied to the flow in rotational viscometers. In the work to be reprted, the Reiner-Riwlin3 equation for the flow of a plastic fluid in a rotational viscometer has been utilized to permit the expression of multispeed viscometric data in terms of plastic viscosity and yield value. the two absolute flow properties of a plastic fluid. With regard to the application of these measurements, the calculation of the relationship between pumping rate and pressure drop, both in the drill pipe and annular space, has long been a subject of interest. Beck, Nuss, and Dunn,' following Caldwell and Babbitt: base their calculations for non-turbulent flow on Buckingham's integration of Bingham's law for pipe flow and measurements of the plastic viscosity (rigidity in their terminology) and yield value. In the case of turbulent flow, Fanning's equation is employed, and the pressure drop is relatively insensitive to the flow properties of the mud. Since flow in the drill pipe is likely to be turbulent at usual circulation rates, the plastic flow properties will chiefly influence the pressure drop in the annular space. As pointed out by Beck,' the control of this component of the total pressure drop may be of special importance where lost circulation problems are encountered. Other hydrodynamic problems to which it should be possible to apply measurements of the plastic flow properties include predictions of the velocity distribution in non-turbulent flow and the critical velocity for transition to turbulence. Plastic viscosity and yield value. as abmlute flow propertie.;, will reflect the colloidal or surface-active behavior of the solids present in drilling fluids. Measurements of these properties should therefore find application in developing a better understanding of such behavior and in characterizing the type and condition of these solids. Garrison and ten Brink have utilized multispeed viscometric data in this manner. although their measurements were not expressed in terms of the absolute flow properties. In connection with the application of these measurements, it should be recognized that the presently used one-point viscosity measurements are relative in nature. The API Stormer 600-rpm measurement, for example. is a function of both plastic viscosity and yield value, as well as mud weight, and will often be misleading when its application to mud control problems is attempted. NOMENCLATURE, UNITS, AND DEFINITIONS In Fig. 1 an idealized plot is given of the flow variables involved in any viscometric measurement. It is seen that the flow behavior of plastic fluids is characterized by two constants — plastic viscosity, µp, and yield value, F. Other workers hate used the term rigidity for plastic viscosity or the term mobility for its reciprocal. The term plastic viscosity, however, emphasizes the close relation this property bears to the viscosity of a true fluid and is expressed in the familiar viscosity units of centipoises. The yield value is expressed in lbs/100 sq ft, the units adopted for gel strength measurements with the APT shearometer. THE accompanying photograph: submitted by C. L. Bransford, assistant district manager of the Republic Steel Corp., in Birmingham. Ala., shows the remains of the old Tannehill blast furnaces, one of the first furnace plants in the South. They were built by Moses Stroup and operated during the Civil War period, when cannon balls were cast there. The record day's run of this furnace plant was said to be 30 tons of iron. The furnaces were fed by a water-wheel-operated bellows and used charcoal, a product of the neighboring forest. They were first owned and operated by the Pioneer Mining & Manufacturing Co., that later became the Republic Iron & Steel Cu., and subsequently the Republic Steel Corp. in that district.

NELSON,*Worcester, Mass.-In reply to the question "Is there any final information in regard to the relation between the temperature or the rate of cooling of a piece of heat-treated steel from the drawing temperature, and the so-called notch toughness?" I might say that we have conducted a large series of tests in the study of impacts on chrome-nickel and carbon steels and have gone into the subject of quenching from drawing temperature quite thoroughly but have found that one cannot lay down any definite rule or law with respect to the effect of quenching from the drawing heat. We conducted experiments on the effect of cooling by quenching in water, cooling in air, and burying the coupon in lime. Steels that have practically no impact value when air cooled may show very marked results when they are quenched in water, depending on the temperature at which the drawing is done.

W. H. BLAUVELT (author's reply to discussion *).-The prevention of smoke from byproduct-oven plants is not as simple as would appear from Mr. Moss's statement. All well designed byproduct-oven plants are equipped with ample exhauster capacity, and the suction on the ovens is controlled by highly sensitive pressure governors that control the pressure within a fraction of a millimeter. Of course, this apparatus can get out of order, causing the batteries to smoke, but this does not often happen. As stated by Mr. Thompson, the smoke produced is made almost entirely during the time of charging the ovens, when they are cut off from the hydraulic main. The amount of smoke that escapes at this time is extremely small, compared with -the amount produced by a beehive-oven plant, but the mechanical difficulties in preventing any escape of smoke at charging time are considerable. ASARCO's copper smelter at Hayden, Arizona has been upgraded to meet the increasing Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) environmental standards. Fortunately, means were found to accomplish these standards and provide for more efficient operations. With the adaptation of oxygen flash smelting and other related operations at Hayden, ASARCO has turned to the use of minicomputers and microprocessors for inter-plant communications and local area process control. The applications of distributive and computer controls to the plant operations at the Hayden smelter are discussed in this paper.

Cesium metal isn't on the government's list of priority materials for stockpiling, but it may be getting a big lift in that direction. Both the National Aeronautics and Space Administration (NASA) and the Atomic Energy Commission (AEC) have committed themselves to a long-range research program the outcome of which may boost annual domestic production to 37,000 lb by the year 2000. This would represent a sixfold increase in cesium consumption over the figures reported in 1968. To accomplish this dramatic increase, there must he some equally dramatic breakthroughs. Recent research efforts designed to shake the metal from its lethargic status in world markets have been concentrated in the areas of ion propulsion, thermionic power conversion and magnetohydrodynamic (MHD) power generation. The activities in these areas, all of which attempt to make use of cesium's unique properties, may lead to a practical method for converting nuclear energy into electricity and a cheaper and more effective alternative to liquid propellants used in long-range space flights.

ALEXANDER BURRELL Alexander Burrell, general manager of the Furnace Creek Oxide Copper Mining Co., and' a member of the Institute for 20 years, died suddenly at the Argo mine on Feb. 13, 1917. Mr. Burrell was one of the best known mining men in Montana. He was horn at Edinburgh, Scotland, Jan. 14, 1851, and came to Chicago with his parents in 1856. His father, who was a coppersmith, died soon after their arrival, and the ,son had few opportunities to gain an education in school, but was a natural student and was possessed of a liberal education acquired through self-teaching and through his constant reading and studying, particularly along scientific lines. It was this technical knowledge both of mining, and business, as well as his experience in the practical side of mining and his ability as an executive that won for him a high place in mining circles in Montana. As a very young man he worked as a miner in Illinois and later became an operator of a coal property. Subsequently he engaged

THE opening session of the Institute was held at Hazle Hall, Tuesday evening, October 27th, with a large attendance of members. President Raymond called the Institute to order, and after a few introductory remarks, introduced Mr. I. Lowthian Bell, President of the Iron and Steel Institute of Great Britain, and Honorary Member of the American Institute of Mining Engineers. Mr. Bell was received with great applause, and made his acknowledgments in a brief speech, of which the following is the substance: He desired to thank the Institute personally for the honor conferred upon him in his election to membership, and also for the invitation extended last year to the body of which he was President. The difficulty felt by many members of the Iron and Steel Institute, of leaving for a long journey the works of which they had charge, aggravated by special industrial troubles at the time of the invitation, had obliged them to conclude that it could not then be accepted in a fitting manner. The iron manufacture of this country is a subject of great interest to Englishmen, who look with pride upon the achievements on this side the water of the descendants of a common ancestry. His own reception in this country had far surpassed in cordiality even the well-grounded anticipations he had formed from the assurances of the President and other friends. Notwithstanding the flattering manner in which his friend, in introducing him to the Institute, had spoken of his contributions to the science of iron metallurgy, he could not take to himself alone the significance of this welcome. He knew it was a recognition of the services rendered by the body which he had the honor to represent; and he was glad to see present a member of that body, Mr. Thomas Whitwell, who had fortunately been able to make the journey at this time, and whom he had had the pleasure of meeting on the shores of Lake Champlain. Mineral exploration programs have often experienced mismanagement in the decision-making process, and these errors have consequently resulted in stockholder losses. Unfortunately, the events leading to these errors are little known and rarely studied, since managers aren't prone to publicizing their mistakes. However, a bit of magnified hindsight may serve to identify some of the problems. It is interesting to note that there does not seem to be a generally agreed-upon definition of the role and function of exploration management. Several articles have addressed this subject, written by both academic and industry exploration personnel. Two apparent thought trends can be observed: First, the theoreticians insist that modern scientific management principles can be directly applied, without modification, to mineral exploration. However, when one searches for the rules, the proponents rapidly retreat behind the computers and talk learnedly of management information systems and game theory.
