IT has been recognized that oxygen in minute quantities is extremely detrimental to the room-temperature ductility of molybdenum. Early fracto-graphic studies' of the cast metal indicated that oxides are formed preferentially at the grain boundaries. Additional verification of this preferential segregation has been obtained from internal friction studies on poly crystalline molybdenum (average grain diameter varied from 0.039 to 0.065 mm) and from observations of the effect of oxygen on specimens of extremely large grain size. Specimens A, B, and C, of 0.040 in. diameter commercial molybdenum wire (Lot FW 13-40) were heat treated in the vacuum furnace described by Few and Manning according to the specifications given in Table I. Internal friction studies of these specimens were carried out using a low frequency (approximately 1 cycle per second) torsional pendulum completely enclosed in a vacuum tank. The OPEC oil embargo and the subsequent higher prices for oil have drawn public attention to the critical problems associated with security of supply of oil and other key industrial materials, especially nonfuel minerals. This concern has stimulated the interest of decisionmakers in analyzing policy options to cope with the emergency situations resulting from a sudden foreign- induced supply interruption or a cartel price increase. Several policy options are available to counteract foreign-initiated embargoes or cartel price actions. The type of response will differ depending on the commodity action intiated. A mathematical model that measures the impact of foreign-induced commodity actions on the domestic economy is formulated. The paper also presents a computer method that can be used to determine the optimum policy response to counteract such actions.

At the present time all the larger and better chemical works of Europe and the United States have introduced, as essential factors in the economical manufacture of sulphuric acid, both Glover towers and Gay-Lussac absorbing columns. The clear exposition of facts given by Bode and Lunge in their very valuable technical contributions since 1870 has slowly but surely brought about radical changes from the old methods of manufacture ; but while the Gay-Lussac column has been known since 1827 and the Glover tower was originated in 1869, yet no theoretical treatise covering the subject fully was given to the world until 1876, when the various contrivances for demonstrating nitrous vitriol were described and criticized by Fr, Bode in a paper "On the Glover Tower" which obtained the great prize of the Berlin Society for the Promotion of Industry.*

War has imposed a very heavy and unpleasant burden on the shoulders of those whose duty it is to keep .Argentina supplied with the necessary oil to meet industry's growing demands. Since 1940, imports of manufactured products from Europe and the United States have fallen to a minimum, making it necessary to manufacture as many of them as possible locally. This has brought about the establishment of many new industries and the enlargement of already existing plants, creating new demands for fuel that drain heavily the country's stocks, which already were overtaxed because of the diminished supply imported. In the mining industry, there are two widely accepted methods of determining the investment worth of a contemplated project. One of these is the payback method and the other is the more recent discounted cash flow (DCF) technique known as the internal rate of return. Both techniques can be useful, but it is important to know the assumptions and characteristics of each procedure and how these may affect an investment decision. The Payback Period-A Shortcut to Yes or No The payback period is simply the time it takes for the cash inflows from an investment to equal that investment. Understandably, projects with short payback periods are preferred to those with longer ones. The payback period may be measured either from the time the initial investment is made or from the time that it begins to yield positive cash flows, but the latter approach is more realistic because it permits more accurate allowance for lost interest on the invested capital.

To date information is somewhat limited concerning the strength and bearing capacity of floor strata, which is of great importance where proper roof control is desired. If the bearing strength of strata is not known, the support may be excessively strong in relation to the support capacity of the floor, with the result that strong props sink into the floor strata, giving them dubious value as a roof support. The method described is used to determine how tests are made on dry rock to determine the required support area for the base of props or other structures which may rest on rock strata in mines. Relationships were established for the bearing capacity of rocks which were subjected to loads by means of bearing areas of various sizes ranging from 0.09 sq cm (.014 sq in.) to 700 sq cm (108.5 sq in.). This permits the evaluation of the bearing capacity of rocks by testing small areas for the de- termination of the capacity of larger areas.

A major problem whose importance touches the entire underdeveloped world is how to reconcile the demands of nationalism with the requirements of the international economy. Chile's copper industry presents a study of how one such accommodation has been slowly, if precariously, evolved. The dependence of a low-income country on the international economy presents, on the one hand, opportunities for speeding up the rate of development and, on the other, imposes a set of constraints on national behavior. Nationalism may be indispensable in motivating low-income countries to bear the economic costs and absorb the social changes involved in modernization, but it may also inhibit the acceleration of economic growth by its failure to come to terms with the international economy. Nationalism is a two-edged sword. An outstanding feature of Chile's economy since the mid-1920s has been its considerable dependence on the export of a single primary commodity- copper. Moreover, the affiliates of two US.-owned firms-the Anaconda Co. and the Kennecott Copper Corp.-have dominated Chile's copper industry, a fact which from time to time has posed conflict between that nation's long-range economic opportunities and more immediate political realities.

Rustenburg Platinum Mines, Ltd. is the largest producer of platinum metals in the western world. It is also the only major platinum producer this side of the Iron Curtain. One of its mines is situated at Rustenburg, 80 miles northwest of Johannesburg. It also has a smaller operation, the Union Section, 60 miles north of the Rustenburg property. Both mines exploit the Merensky Reef, which forms a part of the Transvaal's remarkable Bushveld Igneous Complex, an irregular oval area covering some 15,000 square miles. In order to cope with an increasing world demand for platinum and such platinum-group metals as palladium, rhodium, ruthenium, iridium and osmium, Rustenburg Platinum Mines embarked on a major expansion program some time ago. It is expected that production will reach an annual rate of 850,000 oz of platinum by the middle of 1969 and increase to 1 million oz by the middle of 1970. Capital expenditures at Rustenburg during the next few years will be about $60 million. It is believed that the ore at Rustenburg averages about 4.5 oz of precious metals per ton. About 70% of the metal is platinum, some 15% is palladium, and the rest is made up of the other metals in the platinum group.

THE definitions of the terms commonly used in connection with metamorphism at elevated temperature near igneous contacts are re-examined. As the study of tactite zones associated with igneous contacts progresses, more and more emphasis is put on the localization of the ore by structural forms. The generally early age of the silicates and late age of the sulphides is well established. Postsilicate structural deformation is likely to localize ore bodies. The silicates are often replaced by the ore minerals. We may not be far from proving that the elements involved in the formation of silicate aureoles are merely normal "volcanic" emanations, that silica, lime, magnesia, and alumina and probably soda and potash are likely to undergo local transfers only. The work of Newhouse suggests the agents of the formation of sulphides in deposits of various classifications are the volcanic emanations.

THat the problem of utilizing anthracite waste is worthy of the thought bestowed upon it, may be shown in few words. In the year 1889, for instance, 35,408,000 tons of coal were sent to market from the anthracite regions of Pennsylvania. According to the report of the State Geological Survey, the amount of coal thrown on the dumps as waste, varies, with circumstancett, from 44 to 60 per cent. of that shipped to market. The lower of these figures represents 16,579,000 tons of waste for that year, and it is obvious that if this, or any considerable portion of it, could have been saved, it would have constituted an important addition to the fuel-supply of the country. It is not surprising, therefore, that so much attention has been given to the utilization of this waste. Among the many lines of experiment pursued with this object in view, the conversion of the carbon of the culm into producer-gas seemg at first to promise the most satisfactory solution of the problem. THE Youngstown Sheet & Tube Co. has produced a large tonnage of 0.35 to 0.45 carbon forging steel, the acceptance of which was based on the physical properties of test specimens obtained by forging the original 5 3/4 in. (14.5 cm.) square bloom to a ¾ in. (1.9 cm.) round. Annealed and tempered specimens were required. The test bars were annealed by heating from 900 ° to 950° C. and cooling slowly in mica. The test bars were tempered by heating to 825° to 875° C., quenching in water, and drawing to 515° to 535° C. Immediately after heat treatment, the test pieces were machined to a diameter of 0.534 in. (1.38 cm.) and tested. Very good physical properties were obtained and no difficulty was experienced in meeting the specifications called for. ULTIMATE STRENGTH, ELONGATION, LB. PER SQ. IN. PER CENT. IN 4 IN. The method of testing this material required that test blooms be either normalized or annealed. The normalizing consisted in heating to 850° to 900° C. and cooling in still air; the annealing, in heating to 850° to 900° C. and cooling in the furnace or in mica. From the treated bloom, the test pieces were taken either by core drilling or by sawing from points midway between the edges and the intersection of the diagonals. The cores or blocks were turned to a standard 2-in. test piece with a diameter of 0.564 in. and tested without further treatment. The physical requirements of the test pieces were:

Since the beginning of the 20th century the world has been trying to find a new political system, even as it did at the end of the 18th century. The French Revolution instigated the destruction of absolute monarchies when Napoleon unwittingly showed the masses the advantages of freedom, as opposed to the abuses of unlimited power by the imperialists. In spite of advances in culture, science, and technology during the past 50 years, there is a hangover of laissez-faire economic principles. THE raw materials of the ceramic industry are mostly clays. This raw material is ground, water is added and the mixture pugged into a moist, plastic, rather stiff mass. From this mass the desired units of manufacture are made (bricks, hollow building tile, sewer .pipe, etc.). These units are dried; then placed in kilns and heated until the desired degree of vitrification is obtained.1 For firing ceramic ware, two distinct types of kilns are used; namely, periodic and continuous tunnel. PERIODIC KILNS Periodic kilns are those ordinarily seen in a brick plant. They are either round or rectangular. The raw, dried, formed ware is piled or set in the kilns to depths frequently exceeding 10 ft. The kiln is heated until the ware is matured, then gradually cooled sufficiently to allow men to remove the ware; then the cycle is repeated. The time duration of the cycle may be more than two weeks.

THE application of electricity in the extraction of metals has hithcrto been chiefly confined to the electrolysis of dissolved or fused compounds of these by varios methods. The power of electric currents to generate intense heat in their passage through a resisting medium has, however, long been known, and the late W. Siemens thereby succeeded in fusing considerable quantities of steel. But it was reserved to Messrs. Eugene 11. and Alfred H. CoWles, of Cleveland, Ohio, to take a new step in the metallurgic art by maKing the heat thus produced a means of reducing in the presence of carbon the oxides not only of the alkaline metals, but of calcium, magnesium, manganese, aluminium, silicon, and boron, with an ease that permits the production of these elements and their alloys with copper and other metals 011 a commercial scale. In the apparatus devised and now employed by the Messrs. Cowles, a column of fragments of well-calcined charcoal, so prepared and arranged as to present the requisite electrical resistance, is imbedded horizontally in finely pulverized charcoal, and covered by a layer of the same material coarsely broken, the whole being arranged in a box of fire-brick, covered with perforated tiles and opened at the ends to admit two carbon electrodes an inch and a half in diameter.

Slag control for any kind of steel, rimming, straight carbon or alloy, should start with the charge and be developed well in advance of the tap because its composition, viscosity and temperature will unquestionably govern the physical and chemical properties of the steel when tapped. In the majority of plants producing alloy steels, primary consideration is given to the chemical specifications; physical characteristics usually occupy secondary place in the melter's mind. Recently, however, buyers have indicated limits of machinability, hardenability, grain size and, of course, always wanted steel free from foreign nonmetallic inclusions. It is these latter specifications that require the attention of the operator to the slag and its control. The slag must act as a vehicle for oxidized elements originating from the metallic portion of the charge; it should hold the oxides of phosphorus, silicon, manganese, iron and chromium that come into contact with it either before or after the refining and finishing stage of the heat. It must be used as a transferring medium of oxygen from the atmosphere or oxide additions to the metal and should permit a free escape of gas generated within the charge. Finally, the slag is the principal controlling factor in regulating the rate of oxidation which in turn eventually determines the quality of the steel as measured for the various characteristics mentioned above. With pig iron of uniform composition, the iron oxide in the slag increases as the limestone is increased but with the same addition of stone in every heat, the iron oxide decreases as the silicon is increased in the charge, and vice versa.

Since the development of dispersion-hardenable lead-antimony alloys' in the laboratories of the Western Electric Co., Inc., studies have been made of the effect of various third constituents on these alloys.2 This paper covers a study of the effect of small amounts of arsenic. This element is important since it occurs as an impurity in many commercial antimonial leads and the results obtained are particularly interesting as indicating a class of addition agents which exert a stabilizing effect on dispersion-hardened alloys. Experimental In order to study the effect of increasing amounts of arsenic, a series of alloys were made up containing 1 per cent. antimony, and arsenic varying from 0. to 0.10 per cent., the balance Doe Run lead (99.997 per cent. lead). The alloys were cast into bars 1 1/2 in. wide by 3/4 in. thick and cold-rolled to about 1/8 in- thickness. Three samples of each composition were annealed 1 hr. at 225" C. and quenched in water. THE subject of this paper is apt to bring to mind wells ranging from 6000 to over 8000 ft. in depth. However, it is uncommon to pump wells at depths greater than about 5000 ft. Fig. 1 shows the number of wells being pumped at various depths by one company in Southern California. FIG. 1.-NUMBER OF WELLS BEING PUMPED BY ONE COMPANY FROM VARIOUS DEPTHS IN SOUTHERN CALIFORNIA. A few companies have a very few wells pumping at depths greater than this. This paper will deal with wells between 3000 and 5500 ft. in depth. Most California oils at these depths are between 25° and 35 gravity. The subject is so broad that it will be necessary to omit many interesting phases, and to treat others very briefly. Power, power transmission equipment, power efficiency, counterbalancing, sucker rods, pumps and volumetric efficiency will be discussed.
