THE distinguishing principle of the Tromp process is the use of a medium in the bath which is not stable, i.e., the solids will settle and the density of the medium increases with depth. A medium of uniform density can most easily be effected by agitation or by means which increase the viscosity of the medium. Either of these works against the sharpness of separation of coal from its impurities. The Tromp process grinds the medium solids to relative coarseness, allows them to settle downward in the bath without hindrance, and introduces horizontal currents of medium at intermediate levels between top and bottom of the bath. This prevents any accumulation of particles denser than the upper layer of the medium from which the clean coal is conveyed away or an accumulation of particles lighter than the bottom layer or medium whence the refuse is removed. In a relatively shallow bath making a two-product separation, the intermediate horizontal currents sweep these intermediate gravity materials away to be discharged with the refuse removed by the conveyor. Such a system provides a number of advantages. The gravity of separation can be changed simply by changing the density of the medium without changing particle size of medium solids or other conditions, as would be necessary with a system requiring uniform or stable density throughout the bath. Some installations in Europe separate at 1.40 sp gr on one shift, producing a superclean coal, and on the next shift reclean refuse from dry cleaning units and effect a separation at 1.80 sp gr. Medium solids may be much coarser in size consist, which reduces the viscosity of the medium and promotes its fluidity and in turn the sharpness of separation. Coarser medium solids with a more rapid settling rate are much more easily recoverable from the dilute medium rinsed from the products. For the purposes of this paper, the boundaries of China and Siberia will be taken as they stood about 1907. Except in the Caspian region, it is doubtful if all the oil ever produced in these countries would equal one day's flow of a good Texas well. Considering the vastness of the regions and the variety of strata, it seems strange that these two countries should have made so small a showing in the petroleum industry. No doubt the condition is caused partly by lack of prospecting and of modern methods of development; in larger measure, however, it is evidently because of unfavorable geological conditions over nearly all of east-central and northern Asia. CHINA The known oil occurrences in China are very few. For many years, perhaps a barrel a day has been obtained by primitive methods from wells near the city of Yenchang in the northwestern province of Shensi. A like amount was obtained from wells bored for salt water in the vicinity of Kiating in southwestern Szechwan. The little oil was separated from salt water by allowing it to stand in jars. The salt wells yield also considerable natural gas, which is used to evaporate the salt and also for domestic purposes. There is evidence that wells were bored in this part of China before the third century. It is said that more than 1200 wells have been sunk in that district to depths of 1600 to 2000 ft. (485 to 610 m.) in connection with the salt industry. The scarcity of petroleum in China may be ascribed to three general geologic conditions: First, China contains practically no marine sediments of Mesozoic or Cenozoic age; second, the Paleozoic sediments are not for the most part of the types that generally contribute petroleum; third, the rocks of nearly all ages have been strongly folded, faulted, and more or less intruded by igneous rocks in all parts of China except certain areas in the west and northwest.

THE United States Bureau of Mines has been studying the blast-furnace process for, about ten years. An experimental furnace was developed by the bureau in cooperation with the Minnesota School of Mines Experiment Station, University of Minnesota. Many data have been obtained and published.1 Royster, Joseph and Kinney§(48) found that the particle size of ore had an important effect upon the blast-furnace, process. Kinney(28) stated: Economy in blast-furnace practice depends largely upon efficient gas-solid contact in the shaft of the furnace. If efficient work is not done in the shaft, the hearth and bosh will not function properly. A condition may be readily imagined where the particles of ore in the shaft are so large that the time entailed in the descent of these materials into the bosh is not sufficient to permit proper reduction and preparation prior to the time the ore enters the bosh of the furnace. Another condition may be pictured where the density of the stock column and the flow of stock is such that the ore will take one course and the gas another. Both of these examples will result in insufficient contact between the gas and the ore. Unreduced ore will reach the hearth, and the gas which has not been efficiently oxidized will reach the stock line. The result is the use of an excess of carbon in the smelting process. It is obvious that fine ore particles occurring in the ore as charged, or . formed in the furnace due to heat and mechanical action, place a definite limitation upon the efficiency of the operation. There is also an economic loss of fine material as dust.

WHEN Mr. Cameron, the President of the Santa Cruz Portland Cement Co., returned from Europe in 1929, he brought first-hand infor-mation about a very versatile type of hydraulic cement. It was not a new cement, many articles having been written about it in foreign journals, but in this country the record of this type of cement had been either neglected or minimized. Using local materials, and applying the information brought back by Mr. Cameron together with many data in numerous publications, the Santa Cruz Portland Cement Co. developed the Santa Cruz high-silica cement. This cement is manufactured by grinding with portland cement clinker a properly calcined mixture of siliceous material and lime. It has all the utility of portland cement, together with an increased resistance to the destructive action of many aggressive solutions. To explain the necessity for the development of a cement having these characteristics, the history of hydraulic binding materials may be reviewed briefly. The materials used as binding media by primitive people were mud, lime, gypsum and bitumin. Due to its utility, ease of preparation, and its common occurrence, lime was the most widely used. Fat lime, when used by itself or with an inert sand, hardened only on the outside surface, where the carbonate was formed by absorption of carbon dioxide from the air, while, the interior of the mortar remained soft. It was quite early discovered that the incorporation of proper siliceous material with the lime increased its ability to harden, and for this purpose various natural siliceous powders were used, such as puzzo-lana in Italy, trass in what is now Germany, and santorin in Greece. These powders reacted with the lime forming a permanent cement and rendered unnecessary the access of carbon dioxide to the mortar.

THE application of gas or air under pressure to obtain more oil from a sand which has been practically exhausted by ordinary production methods has been practiced to a limited extent for many years. Until recently such methods were confined to the Eastern fields, principally those of Ohio and West Virginia, where in many cases the production obtained after applying pressure for a few years was nearly equal to the total production prior to that time which had been obtained by the usual production methods.' As early as 1917, J. 0. Lewis1 called attention to this method of increasing the recovery of oil and cited the phenomenal results obtained by H. E. Smith, I. L. Dunn and 0. C. Dunn, who pioneered the application of air or gas pressure recovery methods. With this information available it would appear that other oil-producing sections of the country have been extremely slow to realize the advantages of repressuring. However, after a few successful projects in the Mid-Continent area, the oil producers appreciated the value of this method for obtaining further and profitable production from their practically exhausted leases and are now making extensive use of it. In general, it has been the practice to apply pressure to the sands when production has declined to a small yield per well. The purpose of this paper is to discuss some of the advantages which may be expected from returning gas under pressure to the oil sands during the early stages of development, before the rock pressure has been dissipated and the gas exhausted, and to stimulate discussion of this subject on which comparatively little actual field data are available.

Inasmuch as the differentiation and integration methods represent different modes of rheological analyses, a dual scheme of analysis using both methods should lead to a generalized method of data analysis. A dual differentiation-integmtion method of analysis is applied here to the Poiseuille flow of a variety of ideal Generalized Newtonian and viscoplastic models. Using machine-processing techniques, the result is a spectrum of response patterns which are expressed in terms of certain derivative functions. It is shown that these characteristic functions form the basis of a highly-sensitive analytic technique for optimizing the selection of the most appropriate functional relationship between shear rate and shearing stress. INTRODUCTION In the first paper of this series, Savins, Wallick and Foster1 presented an historical review of the salient features of the differentiation method of rheological analysis in Poiseuille flow, and also indicated how the method could be applied to problems involving plane Poiseuille flow. It was shown that the differentiation and integration methods, although basically not incompatible, do represent different modes of rheological analysis. This suggests that valuable background information regarding the probable response characteristics of real data obtained with the differentiation method can be obtained from an integration method-differentiation method analysis of the response of a variety of ideal rheological models. The present paper describes how this dual method of analysis has been applied to suites of idealized models representing a wide variety of Generalized Newtonian and viscoplastic behavior which have received attention at various places in the literature.

Aluminum alloys containing magnesium and silicon are susceptible to strengthening and hardening by suitable heat-treatments, and they constitute a class of alloys of considerable commercial importance. Generally, they contain these two elements in the proportions required for the formation of the intermetallic compound Mg2Si, or an excess of silicon; no commercial wrought alloys are made with an appreciable excess of magnesium. The reason for not having excess magnesium is obvious from the results given in this paper, since it is shown that excess magnesium results in a proportional decrease in the solubility of Mg2Si. This is the eighteenthl of a series of papers from the Aluminum Research Laboratories dealing with the equilibrium relations in aluminum-alloy systems; most of the previous publications concerned binary aluminum-alloy systems; this is the fourth of a group pertaining to ternary aluminum-alloy systems. The work on this system was completed in 1930, but the results were not published because of the pressure of other work. Hanson and Gaylor2, in 1921, presented the results of an extensive investigation of the aluminum-magnesium-silicon system. Their results indicated that an excess of magnesium over the amount required to form the compound MgzSi caused a noticeable decrease in the solid solubility of MgzSi in aluminum. A more recent investigation3 in these laboratories showed that the solid solubility of MgzSi in aluminum was 1.85 per cent at 595' C. and decreased to 0.30 per cent at 300' C. The results of the latter investigation were used as the basis for the present work. The object of this paper is to bring to notice a method in use at the Cedar Point laboratory of Witherbees, Sherman & Co., for determining the phosphorus in the ore mined at Mineville, N. Y. This ore is magnetite, with a gangue containing crystals of apatite. In 1886, Mr. H. F. Dawes, then head chemist at the works, suggested that as all the phosphorus seemed to be in the apatite, it could be obtained in solution by dilute nitric acid. After some experimenting the following method was adopted, and has proved invaluable for rapidity and ease; half a dozen determinations requiring very little more time or trouble than one. From + to 10 grammes of ore are weighed into a 150 c.c. beaker; 50 C.C. hot water and 10 c.c. strong nitric acid are added; the beaker is covered and the contents are boiled for 1/2 hour (10 minutes sometimes proves sufficient; but 4 hour is safer). The bumping which ensues if more than & gramme is used need cause no trouble. The hot solution is filtered into a 250 C.C. beaker. The filtration and washing (with hot water) proceed rapidly, as the magnetite itself is but slightly acted upon. After the addition of 15 C.C. ammonia and 15 c.c. nitric acid, the solution is cooled to 45' C., and from 15 to 40 C.C. of molybdic acid solution is added and stirred vigorously. In 5 minutes the precipitate will be down, and the determination can be finished by any good method. At Cedar Point the method more commonly used is weighing as yellow salt. Good washed filter-paper is used, No. 0 Swedish being preferred; and dozen 3 1/2-inch filters are numbered and dried and weighed at 110°C. These are always kept in stock. The yellow salt is filtered on one of these, washed with dilute nitric acid (2 per cent. by volume); dried for 1 hour at 110' C., and then weighed, 1.63 per cent. of weight being calculated as phosphorus. This paper discusses the results of a study of reservoir pressures in the Gulf Coast area of Texas and Louisiana, showing the general relation of the reservoir pressure to its subsea depth, as well as excessive reservoir pressures that have been encountered. The latter are particularly important in mud-control work, and the data show why it is necessary to use muds having a relatively high density in many of the deeper wells drilled in this area. Only a comparatively few of the wells drilled in the Gulf Coast that have encountered excessive pressures are discussed, but as far as is known those omitted fall within the range of pressure observed by the writers. Measurement of Pressures The following methods were used to determine the values of the original pressures: 1. Estimation of original pressure from subsequent pressure behavior of fields. This method is not precise, and was used only in a few of the older fields in which better methods of obtaining original pressures were not available. Only normal pressures were determined by this method. 2. Measurement of shut-in pressures soon after completion of the first producing well. With one exception, all pressures measured by this method were normal, this well having a pressure slightly higher than normal. 3. Measurements of pressure in connection with drill-stem tests. 4. Estimates from the maximum hydrostatic head of mud that failed to prevent flow from the high-pressure formations into the hole. This method is not exact, tending generally to indicate low pressures. Normal Pressures All pressure measurements available are plotted in Fig. 1, with original pressure at the water-oil contact as abscissa and subsea depth as ordinate. Your esteemed favors transmitting my discharge as your representative on the War Minerals Committee have come duly to hand and the kind words of commendation contained are greatly appreciated. Like other war committees, The War Minerals Committee's business in Washington was to meet an emergency as best it could, and as soon as the emergency had passed pressure of personal responsibilities immediately scattered the individual members. A detailed report of the Committee's work is therefore impossible. But before the matter is closed I feel it incumbent on me to ask you to report to the Directors and the Council, and through them to the members of the Institute and of the Society, the inestimable value to our Committee of the unstinted support given by both your officers and members. The instant response to all requests for funds was of the greatest assistance in getting started with office force, stationery, etc., and led later to a regular organization in the Bureau of Mines, working under a special appropriation, which is still doing good work as the War Minerals Investigation under Dr. Spurr. The voluntary work of the special sulphur and manganese committees formed by the War Minerals Committee was of great value to the Government. Copies of private reports supplied were of much assistance. But the great service of engineers and geologists as a whole was rendered in connection with the passage of the War Minerals Bill by Congress. Though every assistance possible was rendered by the Bureau of Mines and the Geological Survey, by the close of 1917 our Committee had about reached the limit of its usefulness in the way of stimulating the various Government executive committees, bureaus and departments to a realization of the country's need of preparation for domestic production of "war minerals" and had found that special Congressional action was imperative if the war was to continue for anything like the time then generally feared. This was necessary not only 'to insure a. supply of war minerals but to make possible the appointment of some able mining administrator of large experience in the mineral industry who, with ample authority, could sit in the councils of the Government and see to it that the ever increasing autocratic powers the war was developing were used toward the mining industry so as to foster rather than crush the latter in its effort to produce sufficient raw material for war and essential civil requirements.

In shaft sinking for cod mines, the cost item greatly influences the method adopted. This holds true especially when soft material must be traversed. The average life of a coal mine is short. This is due either to the limited area of the coal basin or to the great expense of maintenance and haulage underground when the entries are extended a considerable distance from the hoisting shaft. Therefore, the engineer in opening a coal mine is confronted with the fact that the cost must be kept within certain bounds else the venture will prove unprofitable. For this reason he may be prohibited from adopting certain safe, but expensive, methods that are used in sinking caissons for foundations, driving transportation tunnels, or other work of permanent construction. A common method of sinking through difficult ground employs the aid of a steel shoe pushed ahead of the shaft timbers. Another is the drop-shaft method. These two methods were used in sinking the main shaft and the air shaft of the Eagle No. 3 mine, at Des Moines, Ia., and the following data show the relative success and cost of the two methods of sinking under the same conditions. The character of the Wisconsin orebodies must be clearly understood to appreciate the difficulties encountered in sampling and estimating them. Unlike the western vein deposits, they do not lie between regular walls, but form large, often highly irregular bodies, on a single floor in the so-called Galena limestone. The bottom of the ore is nearly always on the clay bed (a flat generally well-defined clay seam a few inches thick) which marks the junction of the base of the Galena lime and the top of the next formation, the Trenton lime. Above the clay bed, the orebodies make the unique pitch and flat formation described by Chamberlin.' Theoretically, we should find two pitches, one on either side of the top crevice, diverging as they go down, with the final flats a considerable distance apart on the clay bed. The area between, known locally as core ground, should thus constitute a single defined orebody, with the richer portions near the pitches and the leaner portion in the center of the core. Practically, we find few examples of this perfect orebody. Almost invariably one pitch is better defined than the other, and often the opposite pitch is marked only by a faint line of fracture showing stronger mineralization than the wall rock, or it may be totally lacking. But with an orebody of any size or richness, at least one strong pitch usually tends to follow an east-west trend, or a quartering course. Late mining developments in the rich New Diggings field indicate that these pitches often assume a horseshoe or crescent shape, the richer ore being in the heart of the crescent and the pitches showing less mineralization as they extend outwards. In the northern end of the field, on the contrary, the pitches maintain generally a consistent direction, and have been mined for thousands of feet from the shaft. The length of the orebody may be several thousand feet, the height varying from 10 to 60 ft. and the width from 60 to 250 ft. In fact, on the core side, there is no definite end to the ore. The mineralization simply gets thinner and thinner, and the limit of working depends on the cost sheet and the profit from the recovery.

There were no important developments in the oil and gas industry in South Arkansas during 1935. Oil production, totaling 11,138,340 bbl., continued the decline that has been normal since 1925, but the decline from 1934 was only 278,600 bbl., or 2.5 per cent. The principal decline was in the Smackover field, while only the Champagnolle and Garland City fields showed notable increases. More wells were drilled than in any recent year, with a total of 123 completions. There were 44 oil wells, with a total reported initial daily production of 10,013 bbl., or an average of 227 bbl. per well. Two small gas wells were completed in Union County, where the gas is used locally for pumping and field operations. There were 77 dry holes, of which 28 were in or near oil fields and 49 were wildcats. Active drilling oper-at'ions declined from 65 at the beginning of 1935 to 41 at the end. Most of the drilling was done during the first part of the year, espr-chially (luring the flurry caused by the discovery late in 1934 of the "Taylor" sand production in the Champagnolle field, but the producing area was soon outlined. In November, 1935, the J. E. Crosbie, Inc., NO. 1 Sullivant in sec. 12, 17s. 14W., producing 560 bbl. per day at 3175 ft., opened a new sand lens in the eastern part of the field. The Camden "oil field," discovered in the last week of 1934, remained a one-well field, although four offset tests were drilled, besides a number of others in the immediate vicinity. Several interesting deep tests were drilled during the year, which added a great deal to the general knowledge of the subsurface formations and the structure of south Arkansas, but were not particularly encouraging as to prospects for the very deep production. First, the H. L. Hunt, No. 15 E. F. Gregory well in sec. 10, 17S., 14\W., in the Champagnolle field, was drilled to a depth of 6911 ft. It pene-trated red beds for 2982 ft., from 2943 to 5925 ft., mostly if riot entirely of Lower Cretaceous age. There was some anhydrite in the last 135 ft. of red beds. This was followed by 890 ft. of limestone, probahly Permian, and the rock salt was struck at 6815 ft. The salt is now generally conceded to be of Permian age. Silicon, unfortunately, is not in the same category as some other metals with respect to the absolute value of the highest purity material prepared. Tucker, in England, and Becket, in this country have developed procedures for the purification of silicon, and Becket's process has made industrially available silicon of a purity of 99.8 per cent or better. However, even the term "silicon metal" may be a paradox to some people, although not more so than the term "amorphous" as applied to silicon. These terms come from commerce, and "metal" is used to distinguish industrially high-purity silicon from ferrosilicon, silicon-aluminum, and other high-silicon alloys. Alloys of iron and silicon with 95 per cent Si or less are known as ferrosilicon, with a designation of silicon content where necessary, arid the term "silicon metal" is invariably applied to the grades containing 96 per cent Si and higher. The Becket method of purification was referred to in a monograph on the Alloys of Iron and Silicon, and the Tucker procedure was described in some detail in that publication.' In order to get silicon of still higher purity, a sample, prepared by the Becket method, analyzing 99.84 per cent Si, 0.020 Fe, 0.016 Al, 0.005 Ca, 0.025 C, 0.033 per cent 02, 0.006 H2, 0.006 N2, and 0.001 per cent Mn, was crushed to pass a 100-mesh sieve and further purified by a modification of Tucker's procedure. This modification differs from Tucker's method in that after treatment the 100-mesh alloy was centrifuged to remove the last traces of acid. Our directly determined analysis of this purified sample shows: Si, 99.952 per cent; Fe, 0.009; Al, 0.012; Ca, 0.003; C, 0.006; or 99.982 per cent. Silicon by difference equals 99.97 per cent. The variation between silicon by difference and silicon as directly determined is important. Although Tucker mentions the amount of insoluble matter in commercial silicon both before and after his treatment, he does not mention the existence of carbon in the alloy; nevertheless, he reports silicon by difference. In order to get silicon of still higher purity, a sample, prepared by the Becket method, analyzing 99.84 per cent Si, 0.020 Fe, 0.016 Al, 0.005 Ca, 0.025 C, 0.033 per cent 02, 0.006 H2, 0.006 N2, and 0.001 per cent Mn, was crushed to pass a 100-mesh sieve and further purified by a modification of Tucker's procedure. This modification differs from Tucker's method in that after treatment the 100-mesh alloy was centrifuged to remove the last traces of acid. Our directly determined analysis of this purified sample shows: Si, 99.952 per cent; Fe, 0.009; Al, 0.012; Ca, 0.003; C, 0.006; or 99.982 per cent. Silicon by difference equals 99.97 per cent. The variation between silicon by difference and silicon as directly determined is important. Although Tucker mentions the amount of insoluble matter in commercial silicon both before and after his treatment, he does not mention the existence of carbon in the alloy; nevertheless, he reports silicon by difference. It seems a duty incumbent on the older members of the Institute to set forth in permanent form some of the results of their experience for the benefit of the younger members; this is the principal object of the present paper, which is the result of a recent examination requiring somewhat unusual geologic investigation. History. The London vein mas first discovered by float and occasional outcrops in the year 1873, four years before the great lead carbonate discoveries of Leadville, but the mine was not definitely located and opened until two years later, when the present locations, Mother, Paris, London, and Hard to Beat, were surveyed for patent. Since 1875 the London mine has been worked almost continuously until 1911, when the force was reduced to a few men only. In its early life the ore was assumed to be free-milling gold-quartz, although lead was a constituent of the vein throughout, and much useless expenditure was made in the erection and operation of a free-gold stamp-mill, with plates and tables for saving concentrates. The vein then opened was in the porphyry-limestone contact, a siliceous lead-ore, clearly most amenable to reduction by lead-smelter. The losses due to this process led in time to the close of the mill. For 20 years past, the mine has been worked under lease and the ore shipped to the lead-smelters in Denver or Salida. In January, 1912,I examined the mine to ascertain whether it was advisable to run a cross-cut tunnel some 4,200 ft. in length to intersect the main vein at a depth of 650 ft. below the present lowest workings. Finding a greatly-faulted zone, a close determination of the geological conditions became necessary to the solution of the problem.

The character of the Wisconsin orebodies must be clearly understood to appreciate the difficulties encountered in sampling and estimating them. Unlike the western vein deposits, they do not lie between regular walls, but form large, often highly irregular bodies, on a single floor in the so-called Galena limestone. The bottom of the ore is nearly always on the clay bed (a flat generally well-defined clay seam a few inches thick) which marks the junction of the base of the Galena lime and the top of the next formation, the Trenton lime. Above the clay bed, the orebodies make the unique pitch and flat formation described by Chamberlin.' Theoretically, we should find two pitches, one on either side of the top crevice, diverging as they go down, with the final flats a considerable distance apart on the clay bed. The area between, known locally as core ground, should thus constitute a single defined orebody, with the richer portions near the pitches and the leaner portion in the center of the core. Practically, we find few examples of this perfect orebody. Almost invariably one pitch is better defined than the other, and often the opposite pitch is marked only by a faint line of fracture showing stronger mineralization than the wall rock, or it may be totally lacking. But with an orebody of any size or richness, at least one strong pitch usually tends to follow an east-west trend, or a quartering course. Late mining developments in the rich New Diggings field indicate that these pitches often assume a horseshoe or crescent shape, the richer ore being in the heart of the crescent and the pitches showing less mineralization as they extend outwards. In the northern end of the field, on the contrary, the pitches maintain generally a consistent direction, and have been mined for thousands of feet from the shaft. The length of the orebody may be several thousand feet, the height varying from 10 to 60 ft. and the width from 60 to 250 ft. In fact, on the core side, there is no definite end to the ore. The mineralization simply gets thinner and thinner, and the limit of working depends on the cost sheet and the profit from the recovery.

1. The purpose of the National Research Council as organized for war purposes is twofold, to stimulate those outside its own personnel to conduct researches of importance for winning the war and to carry on such researches through its personnel to a limited extent. How this is done is explained in Section 10. "Research" is used here in a very broad sense, including, for instance, inventing and developing mechanical and physical devices. The need of this work arises from the inevitable concentration of most of the governmental war agencies on the production and transportation of war materials of the types now adopted, as distinguished from devising new kinds of instrumentalities, such as armor, guns, aircraft, and apparatus for detecting, locating, observing, signaling, transporting, and many other military purposes. But it is important that we should devise new agencies. The war came near being won by an invention, the submarine, and its course has been affected greatly by two other inventions, tanks and aircraft. In spite of our numerical superiority victory may well be snatched from us by an invention, if we allow Germany to outstrip us in inventing. Hence the importance of the Council's work in mobilizing and organizing the services of the patriotic civilian experts throughout the country, so as to bring their powers to bear on important war problems and on inventing war devices, as an adjunct to the development work of the regular governmental bodies. 2. Status of the Council.—Though President Wilson's request caused the Council to be created in 1916 by the National Academy of Sciences under its congressional charter; though his executive order of May 11, 1918, directs the heads of "Governmental departments immediately concerned" to "continue to co-operate with it in every way that may be required;" and though the Government has contributed largely to its financial support; it is not a department of the Government but an independent research body, aiming to evolve the necessary mechanism for the novel work of systematic stimulation and guidance of research. Thus the Government, which instigated the creation of the Council, recognizes and collaborates with it, and in part supports it. The Council acts moreover as the Department of Science and Research of the Council of National Defense.
