This paper will discuss a US Bureau of Mines project designed to assess and predict the impacts which surface coal mining will have on the regional shallow groundwater systems in the Powder River Basin. The primary objective will be met through the accomplishment of the following: (1) The design and establishment of a regional network for monitoring shallow groundwater systems in the basin; (2) monitoring the direction and rate of flow, water quality, and aquifer characteristics of the shallow groundwater systems; and (3) development of a regional groundwater simulation model, with appurtenant subroutines to determine local effects.

A commercially available microprocessor-based system capable of monitoring 512 channels has been interfaced with monitors for radon, working level, air velocity, and fan power. The basic system utilizes both 280 and 8080 microprocessors in a desktop central processing unit (CPU). CPU hardware includes keyboard, video display (CRT), and disk drive; a printer is used to keep permanent data records. Signals from all channels are transmitted to the computer in digital form where they are processed for alarm status. Software developed for the system allows for audiovisual alarms in the event of low and high readings, rate change, change of state, or communica- tion failure. Up to six channels can be continuously displayed on the CRT for current readings. Shift reports and trend logs may be generated to help the ventilation engineer determine average working levels and ventilation effectiveness. Additional software permits the operator to program command sequences which may be used to automatically restart fans after a power outage.

The design of the plant facilities together with the necessary equipment required for the operation is at an optimum only for the specified plant with its peculiar priorities and preferences. Because many alternatives in design are possible to suit a particular plant, each plant designer and contractor must choose carefully in the selection of the site, design and choice of materials of construction, as well as the type of equipment necessary for the process. Basic factors as efficiency, dependability, simplicity, and safety must be considered early in the construction; while the choice of equipment, materials of construction, possible corrosion problems, automation, maintenance, effluents disposal and tailings dam construction can greatly affect the plant costs. While existing plants are in operation, the know-how gained from the operating experience of those plants can be invaluable in the new plant planning, design, and construction.

THIS paper presents some of the results obtained during the field season of 1919 while mapping, in detail, the stratigraphy of the Gogebic Range in Wisconsin. The detailed stratigraphic section for the range was first published, in 1919, by W. 0. Hotchkiss,1 State Geologist of Wisconsin. The idea of the continuity of the definite succession thus established was the result of underground work in the productive part of .the range in Michigan and Wisconsin, where most of the required data also were obtained. The bulk of the range in Wisconsin is heavily covered by drift; in fact, there is but one satisfactorily exposed section across the entire formation; few partial sections, and only scanty outcrops of any size. Evidently mapping of the detailed members of the formation could only be established at a few points; and if from these small areas the unexposed portions were to be mapped by projection, the only apparent method for projection was straight-line interpolation modified or supported by data from the scanty outcrops and from test workings. It was found that by tracing a magnetic line, the position of which in the formation may be determined from test pits and outcrops, the projection of that member through the drift-covered areas can be accomplished. The magnetic line serves as a datum horizon within the formation to which reference may be made in correlating outcrops and ledge matter thrown from test workings. The foot wall is easily located also, and from the two datum horizons thus available and the known proportional thickness of the several members in the type sections, outcrops and artificially exposed ledges can be correlated by lithological characteristics. As a result, the tracing-of magnetic lines became the basis of our work on the stratigraphy and we were able to carry the mapping of detailed members throughout the length of the range. A summary of oil and gas development in Ohio for 1935 must necessarily be brief. As attention of the state government to the oil and gas industry has never included the collection and compilation of statistics on production, either by producing sands, by counties, by fields, or for the state as a whole, such information as requested in Table 1 of this symposium is impossible to secure for this state. In the absence of production data chief attention must be directed to drilling activity for the year. Information such as can be compiled from various sources, including weekly drilling reports to operating companies and trade journals, is given in the following paragraphs with the realization that the data may not be complete in all its details. Drilling Activity by Fields Drilling activity during 1935 was similar to the preceding year in , that the major operating companies were generally content to drill lease-requirement and offset wells and in that comparatively little effort was made to discover new pools. A compilation of completions recorded in weekly reports to drilling companies and in trade journals show 1022 tests completed for the year in 53 counties of the state. Of this total number, 653 wells were commercial producers and 369 were classed as dry holes. Production was secured in 40 counties from formations ranging in depth to 5700 ft. and ranging in age from Middle Ordovician to upper Pennsyl-vanian. From the standpoint of new production for the year, the most important sands are the Clinton of Silurian age, the Berea of Mississippian age and the Shallow sands of Mississippian above the Berea and of Pennsylvanian age. Trenton Sand Field Production in the field of Trenton sand, which originally included parts of 15 counties in northwestern Ohio, is now on the decline. Seventy-three completions were reported in this field during 1935, of which 33.8 per cent were dry holes. Activity centered in Allen County with 12 completions, two of which were dry holes; in Hardin County with 11 producers; and in Wyandot County with 12 producers and 2 dry holes.

THE object of this paper is to bring to the attention of those members of the Institute who are interested in the subject, a method for the estimation of manganese, which has been frequently used in the laboratory of the Vulcan Steel Works during the last eight months, and which is deemed worthy of more general use. It is simply an adaptation of well-known processes, for the purpose of determining this element in pig iron and steel. In general, the method consists in precipitating the manganese as binoxide, dissolving in dilute sulphuric acid in the presence of an excess of a standardized solution of oxalic acid, and titrating the remainder of the oxalic acid left unoxidized with permanganate of potash. For this method, therefore,. two standardized solutions are needed, viz., a permanganate solution and an oxalic acid solution. The permanganate solution is made so that 1 c.c. is equivalent to 1 mgr. of iron. By using so weak a solution and keeping the bulk of the solution to be titrated down to 75 c.c. or a little less, the accuracy of the process is greatly increased, since the final reaction is almost if not quite as sharp as if a stronger solution were used. The oxalic acid' may be of almost any strength, but if made so that 1 c.c. requires 3 c.c. of the permanganate to oxidize it, it will auswer well. The process is then, as follows : from 1 to 2 grams of pig iron or steel are dissolved in 40 to 50 c.c. of concentrated nitric acid with the aid of heat. As soon as solution is effected, in the case of steel, add gradually and cautiously, the solution being kept boiling, sufficient pulverized chlorate of potash to precipitate the manganese as binoxide. Two grams will be a great abundance. In the me of pig iron, first remove the carbon and silica by filtering the solution through asbestos and washing with concentrated nitric acid. Filter the strong acid solution in which the binoxide has been precipitated, through asbestos with the aid. of the filter pump. When it has entirely passed through wash well with water. Blow the contents: of the funnel into the beaker in which the precipitation was made and rinse the funnel with a little water.

IN their recent complete review of the subject of age-hardening,1 R. F. Mehl and L. K. Jetter classify the main types of precipitation-hardening alloys under two headings, depending upon the nature of the precipitate and the character of the precipitation. In the alloys falling under the first heading, which display "continuous precipitation" and are typified by the aluminum-copper alloys, "precipitation seems to occur without much regard to grain boundaries and apparently at much the same rate at every point," although an acceleration in regions plas-tically deformed has definitely been established .2 In the second type of alloys the precipitation is "discontinuous," as in the copper-silver system for example, and "seems to start in restricted regions, primarily those contiguous with the grain boundaries, and to spread inward in an advanc-ing wave." The reasons for the occurrence of these two greatly different types of precipitation are unknown, as are those for many other reactions that take place in the solid state. In the present paper only the first or "continuous" type of precipita-tion will be dealt with, for which a complete crystallographic mechanism has been worked out for the process of precipitation from a supersaturated solid solution of copper in aluminum. Based upon this mechanism, an explanation of the various property changes found experimentally will be developed in the second paper of this series. In later papers "dis-continuous precipitation" in copper-silver alloys will be explained, and an effort will be made to rationalize the two processes and types of precipitation.

THE analytical history of phosphorus in its relation to the metallurgy of iron is an interesting study, the progress of which runs parallel with the development of the greatest industry in the world. Without the means of finding out how much phosphorus crude pigiron contained, the Bessemer steel process would have been impossible. To do this was originally tedious and slow work. On the other hand, the " direct" process of to-day, as well as the various special processes for steel or iron, have demanded the utmost rapidity in the operations of analytical chemistry. In general, any rapid process for the conversion of unrefined metal into a product of standard composition depends upon the rapidity of some accurate means employed to control it. Moreover, in our modern practice, it is not improbable that the differences in physical properties among the various makes of iron or steel are affected, if not produced, by the use of different methods of analysis. Recourse is always had for correction to the ((standard methods," but I incline to think that these methods are susceptible to error. It is very certain that the system of duplicates would not be resorted to, if the fact were otherwise. Even when duplicated, under the most careful and skilful manipulation, these standard methods produce disagreements. In proof of statements like these, which may sound. heretical, I hope, further on, to cite some evidence worthy of attention. I do not now mean to lay claim to the distinction of discovering the ultimate corrective. That result will come, no doubt, in. time, as the product of the experience of many workers. In the case of phosphorus, as of the other ingredients of iron or steel, a great deal has been done to accommodate the methods of analysis in rogue to the growing necessity for more rapid procedures: Much of this work has concerned what might be called the incidents of method. IN southern Arizona and in Mexico the word caliche is in general use to denote a calcareous formation of considerable thickness and volume found a few inches, or a few feet, beneath the surface-soil, upon the broad, dry, gravelly plains and mesas. In western South America the same name is applied to the beds of crude soda-niter (Chili saltpeter). While these deposits of South America and of Arizona are totally different in composition, and have nothing in common, except that both occur in layers in the strata near the surface, it is probable that an explanation of the origin of the calcareous beds may equally apply to the accumulation of sodaniter and other deposits of easily soluble minerals. But the name, taken from the Latin, Calx, is more appropriate to the calcareous beds than to those of niter. Caliche has a wide distribution in the arid regions of Arizona and Mexico. It is usually hidden from view by a slight covering of soil; but it is easily found by digging, and is often revealed by a flow of water during heavy rains. It is practically a continuous sheet, from three to fifteen feet thick, of earthy limestone or travertine, through which the smaller plant-roots find their way with difficulty. The presence of this comparatively impervious layer of cemented earth may account for the absence of trees, or of the larger shrubs, over wide areas. The shrubs which gain a foothold are those whose roots do not extend far downwards, and which do not require much water, such as Larrea Mexicana and the [Cactaceoe]. If trees are planted, it is necessary to break up the caliche by blasting, or at least to crack the upper layers. The top of the caliche is more dense and solid than the lower portions. The surface of this top crust, or layer, is comparatively smooth, though undulating, while the lower portions, under the crust, are irregular, cavern-

ALTHOUGH vanadium is an important constituent of almost every brand of high-speed steel manufactured today, little is known as to its role in this series of alloys. The now standard 18 per cent tungsten and 4 per cent chromium constituents were the result of developments and improvements before 1903. In that year, vanadium was added to the steel by Dr. J. A. Mathews. This proved to be an outstanding con-tribution, so that the standard high-speed steel of today is generally referred to as the 18-4-1 type-18 per cent W, 4 per cent Cr and 1 per cent V. Various modifications have been attempted, since then, but with the exception of the introduction of cobalt, no striking improvements have occurred. Vanadium has been increased to 2 per cent in many of the common brands, and at least one brand contains 5 per cent V in addition to the usual tungsten and chromium. The carbon has been gradually increased so that it is not uncommon to find 0.80 per cent in the standard grade, although the carbon in the 5 per cent vanadium steel mentioned above is approximately 1 per cent, and even 1.2 per cent has been made experimentally. The role of vanadium has never been well understood, and although vanadium has been increased to 2.5 and even 5 per cent in certain high speed steels, it has not been generally established that the higher vanadium contents 'result in superior cutting properties. However, in all of the investigations, of which the writers are aware, the interrelation of the vanadium and carbon contents was not considered as a prime factor. The carbon content was held at 1.2 per cent or less-generally at the usual 0.65 to 0.75 per cent.

Despite artificial curtailment in all the fields of Mexico during 1937, owing to strikes and other disturbances, the production of crude petroleum aggregated approximately 46,738,000 bbl., showing a substantial increase of about 5,571,000 bbl. over the preceding year. Most of this increase occurred in the Poza Rica area, where, although only two wells were completed during the year, production increased from 14,162,000 bbl. in 1936 to 18,634,000 in 1937. While production in the South fields (Golden Lane) remained practically stationary, the output in the heavy-oil district of the Northern fields showed an increase of 1,930,000 bbl., because production had been considerably curtailed during 1936. Production in the Isthmus of Tehuantepec decreased about 596,000 bbl., owing to labor disturbances. Crude run to stills in local refineries increased from 34,000,000 bbl. in 1936 to 36,650,000 in 1937. Exports of crude and refined products were approximately 22,700,000 bbl., or 500,000 bbl. less than in 1936. Domestic consumption, excluding ships bunkers, reached a total of 20,000,000 bbl., which shows a small increase of 200,000 bbl. over the. previous year. Domestic demand for gasoline is estimated at 3,400,000 bbl. for the year, which represents an increase of 500,000 bbl. over 1936. In all, 60 wells were completed in Mexico during 1937, as compared to 70 in 1936 and 74 in 1935. In proven areas 52 completions resulted in 25 producers and 27 failures. In the Northeastern area near the United States border, five gas wells were drilled, all of which were producers; one of them, in Camargo, came in with a daily production of 20,000,000 cu. ft. of gas. One well, resulting in a failure, was drilled in Las Uvas, Coahuila, and three wells were completed in Quebrache, to the southeast of the heavy-oil district, resulting in two small producers and one failure. TWO more wells drilled in San SebastiBn, east of the Golden Lane, were failures. Fields Northern Fields (Heavy-oil District).—A total of 11 producers and 22 failures was completed in the proven areas of the Northern fields, as compared to 16 producers and 25 failures in 1936. The perusal of Mr. Willard P. Ward's " Notes on the Behavior of Manganese to Carbon," presented at the Washington meeting of the Institute in February, 1882, has suggested further reflections on the same general topic, and has led to the preparation of the present paper. The same observation that Mr. Ward has put on record in his "Notes" was also made by myself at about the same time (in August, 1875), and under almost the same conditions. From a blast-furnace that was very hot, as was the furnace mentioned by Mr. Ward, I obtained a pig-iron containing about fifteen per cent. of manganese, gray in color, and very tough. It could be pulverized, but could not be cut with the chisel. I analyzed this iron and found that it contained, as I had suspected,a large amount of silicon. From this fact I drew the conclusion that the silicon had deprived the manganese of its power of dissolving carbon, since the latter, instead of occurring in the pig in combillation, appeared as graphitic carbon. I thus saw reproduced on a large scale, and demonstrated in a visible way, the property that Colonel Caron, a French scientist, had discovered in silicon,—the property of obstructing the process of hardening in steels by keeping the carbon in the graphitic condition. An attentive study of the conditions under which the phenomenon observed by Mr. Ward takes place led me to go back to operations of synthesis, and to make as I wanted them pig-irons containing varying quantities of silicon, manganese, and carbon. An iron, thus prepared, was intended to serve me as a chemical reagent in the production of steels cast without blow-holes, such as my lamented friend, Mr. A. L. Holley, has introduced and made known to the United States. Law is as old as civilization. In its early stages the so-called law of the jungle, "the survival of the fittest," was entirely operative. Man was quite largely a law unto himself and was likewise his own lawyer. As civilization developed and individuals segregated themselves into bands or communities, man-made laws became a reality, the individual sacrificing certain privileges for the benefit of the band or community in which he was privileged to live. Our present system of law is a continued development of that process. Very early in this development the exigencies of the occasion called into being classes of individuals who were given to study the laws then existing, and this group became known as lawyers. They advised what could or could not be done under existing laws. They were the aggressors in formulating new laws and principles under which the communities must live. Concurrently with the development of the law and the lawyer, the engineering profession was born. In our early civilization, each man was his own engineer; he built his own home, constructed his own bridge, and provided his own means of conveyance. As civilization became more complex, technical study was required to consummate projects and thus meet the requirements of an expanding community. The engineering profession assumed this burden. Both groups were human and thus susceptible to human mistakes and errors. It was Macaulay who said: "The world generally gives its admiration not to the man who does what nobody else ever attempts to do, but to the man who does best what multitudes do well." BiRth of Petroleum Industry In 1859, by the completion of the Drake well in Pennsylvania, the petroleum industry as we know it was born. Its rapid progress since that time has been both extraordinary and remarkable. The zeal of the individual operator to secure all possible oil in the shortest time, even to the extent of bringing into possession a part of the oil underlying a neighbor's property, developed unnecessary drilling, wasteful methods of recovery, great loss of gas, the early abandonment of property with much unrecovered oil thereunder. Within the last few years the production of iron, and of the metals generally, by a given furnace-plant, has been largely increased, in many instances trebled. Iron-furnaces exceeding one hundred tons' capacity per diem are now the rule in new constructions. Copper and lead-furnaces smelting from 60 to 100 tons of ore per day are common. With this greatly augmented product, the life of furnace-linings has been diminished, and recourse has been had to various cooling devices for prolonging the life of such liuings. The object of this paper is to call the attention of the profession to an arrangement recently patented by the writer. The common course of projecting water against the exterior of the brickwork of a furnace has been in a large measure abandoned by our most progressive managers. All have recognized the danger of this proceeding, especially when applied to the crucible of a furnace below the line of the tuyeres. Cast-iron water-jackets, with wroughtiron pipes for circulating the cooling-water, have replaced the cruder methods. In iron-smelting the use of such jackets has been confined to the crucible and the space around the tuyeres; and it has been the custom to support the jackets on the brickwork of the furnace. But the erosion of the brickwork below tuyere-jackets allows them to sag, and often displaces the alignment of the tuyeres and leads to other annoyances. The principle of construction adopted by the writer to remedy this and other evils, is to use a thin fire-brick lining (not over nine inches) from the tuyeres up to the bosh, to back this lining with wrought-iron or steel water-jackets, hung from the mantel-ring, and thus to carry the whole weight of the furnace and its filling upon the supporting pillars. The crucible proper is lined with three or four thicknesses of fire-brick on the sides, and not less than forty-eight inches in the bottom. It is supported on independent pillars, and is practically an independent structure. It could even be placed on wheels and made removable, were there any adequate advantage to be gained by such an arrangement.

In the summer of 1877, the writer led a party of four young men from Cleveland, Ohio, by way of the Great Lakes, to Prince Arthur's Landing (now Port Arthur), at the northwest corner of Lake Superior, thence, via the Dawson route and side journeys, as far as Cross Lake. It was the original intention to pass down the Pigeon river to its mouth, but the loss of one member of the party for six days in the forest, added to other obstacles, made it necessary to turn back. A well-filled note-book, together with illustrative collections, were sunk beyond recovery at the head of the Maligne rapids by the breaking of a tow-line, and two of our number (including myself) narrowly escaped drowning. I had, probably, obtained information of considerable economic value, but the necessity of travelling nearly 125 miles for provisions (excepting a meagre supply kindly furnished us by a Canadian government gang whom we fortunately met), rendered further note-taking impossible. Until now, such results of this expedition as could be recorded . from memory have gone unpublished, because of my inability to make them serve any useful purpose. The trip of the Institute to Vermilion Lake, only a few miles south and east of our turning point, gives some little excuse for presenting the following lines at this time. The ridge back of Port Arthur, Ontario, which follows approximately the course of the Lake Superior shore line, brings up the slates and accompanying strata through which the silver and gold veins of that region have penetrated. The interior district, hack from the lake, may be briefly described as a glaciated area, having its general drainage less modified by erosion than by the original structure. This statement, however, must be somewhat qualified with reference to minor details, which all bear the unmistakable impress of the ice-flow and its recession. In many respects there is much in this tract to remind one of the Sault Ste. Marie topography, excepting that the granitic character of the rocks is here largely replaced by fissile strata. The members of the Institute have probably seen in the daily papers notices of the plans of the Secretary of the Navy to. form an Advisory Board to assist the Government to make available the latest inventive genius of the country. Secretary Daniels has appointed Mr. Thomas A. Edison Chairman of this Advisory Board and has officially invited the Institute to secure the selection of two of its members to serve. on this Board. The Secretary in his letter states: "I feel that the work your Institute has done has been such as to give it the right to be in a way officially represented, and the Navy Department desires in this way to testify to its own appreciation of the splendid work for our country that your Institute has done. The invitation of the Secretary of the Navy has been officially accepted and steps have been taken to nominate the two members. Since the Constitution provides for no meeting of the Board of Directors until September, and as Secretary Daniels urged early action, the matter was discussed at a special meeting of the Executive Committee of the Institute, at which were present as many members of the Board of Directors as were in New York City at the time. Invitations were also extended to other members of the Institute who happened to be in the vicinity. At this meeting it was decided to submit the matter by a special letter-ballot to the Board of Directors and in doing so to suggest or nominate five members of the Institute, accompanying this nomination with the statement that the Directors might vote for two of the members so nominated or for any other members of the Institute not so nominated. In July 1946 President Truman approved the stock- piling act providing for the accumulation of stocks of strategic minerals in which this country is deficient. Congress also provided huge sums for the purchase of these materials to initiate the program. In order to meet anticipated stock pile goals it will be necessary for the United States to import very large quantities of 70 strategic materials, by far the largest items being minerals and metals. There are no priorities of relative importance in the list, as the lack of any single item may cause industry to fail in its part in national defense. Stock piles of material in a form as close as possible to the ultimate fabricated state represent not only the actual material physically on hand but also "canned" labor, transportation, smelting, refining, and all other steps. Central and South America, together with Canada and Newfoundland, in their normal capacity as sources of supply will be called upon to furnish a sizable pro- portion of the total requirements. No special measures should be arranged for this purpose; it will be more practical to make purchases in accordance with the availability of materials of desired quality, not by reference to geographic area. Much has been said in the past, and may be repeated in the future, concerning the desirability of hemispheric self-sufficiency-both from a resources and from a military security viewpoint. LIMITATIONS of the sintering process as applied to the agglomeration of fine iron-ore concentrates are related directly to the sizes and aggregating properties of the ore particles. A normal sintering mixture is composed predominantly of material which ranges in size from 5/8 in. to 100 mesh, whereas concentrate is composed of material which ranges in size from 100 mesh to less than 10µ. Unless the concentrate has high aggregating properties, it is quite impervious to a gas stream and, as such, inhibits the capacity and operability of the conventional sintering process. Material has Poor Aggregating Properties Aggregating properties, in this case, may be defined as the ability to form small agglomerated fragments or accreated masses by a normal mixing action, and the ability to maintain these shapes during drying and firing. Coarse-screened ores are a natural aggregate, and fine, slimey ores have good aggregating properties. However, specular-hematite flotation concentrate has a very low tendency to aggregate, due to its particle sizes, shapes, and surface chemistry and, as such, is readily air borne in a gas stream when dry.
