The key feature of the lattice coherency theory of precipitation hardening1 is the forced coherence between matrix and precipitate which elastically strains both lattices and is believed to be the major source of strengthening in precipitation hardening. In systems exhibiting age hardening, the atom movements leading to precipitation are not at all extensive and are such as to require the minimum amount of energy to produce the interface; that is, the new lattice forms in such a way as to be as nearly as possible a continuation of the old with a matched, coherent plane at the interface at least during the initiation of the precipitation. The crystallographic sequence whereby regions of the matrix change to the precipitate lattice usually can be resolved into a set of shearing operations.6'6 Conversely, the perhaps novel speculation is made that solution of a second phase is accompanied by shearing movements which are possibly the reverse of the precipitation shearing movements. A basic premise of the investigation reported in this paper is that precipitation and solution shearing movements constitute structural weaknesses which might cooperate with applied stresses to facilitate plastic deformation. Another basic premise of the investigation is that the application of hydrostatic pressure to a precipitation hardening system will significantly alter the degree of disregistry across the matrix-precipitate interface and thereby significantly affect the course of age hardening. Two binary precipitation hardening systems were investigated: rz pct zinc in aluminum which undergoes transformations, both precipitation and solution, by a simple crystallographic mechanism; and 4 pet copper in aluminum which undergoes a complex transformation in precipitating and dissolving a second phase. The effects of the application of uniaxial tensile creep stress during elevated temperature aging of both systems and of hydrostatic pressure during the elevated temperature aging of 12 pct aluminum-zinc were then investigated. Previous Investigations Van Wert in 1935,~ studied the effect of hydrostatic pressure on the room temperature age hardening of a few precipitation hardening systems. The latter were rather unfortunately selected since none is known to exhibit any marked volume change on aging and the majority were complex commercial alloys the precipitation mechanisms of which are not known. Jenkins, Bucknall and Jenkins~n,~ in 1944, applied tensile creep stresses to a complex copper. nickel-silicon alloy at various temperatures. The complexity of the alloy and the industrial objective of the work did not permit an appreciable addition to the theoretical understanding of either deformation or precipitation hardening.

This paper covers some of the problems presented to the oil industry in the drilling of oil wells in the open waters of the Gulf of Mexico. The hazards, delays and relative costs of offshore drilling are reviewed and various forms of drilling platforms discussed. The requirements of the offshore drilling rig are summarized together with the principal items affecting the cost of construction. Sea waves and their size and characteristics as affecting offshore platforms are reviewed. Drilling platforms are classified as fixed, or fixed and floating. Fixed platforms of the conventional cofferdam and pile-supported type are discussed together with their good points and their limitations. The desirability is pointed out of eliminating as much offshore work as possible where operations are subjected to constant and expensive delay and substituting therefor the prefabrication of structures ashore or in sheltered waters. Marked economy will come with the standardization of offshore rigs aid special means of transporting them to the site. Several types of structure which are partly pile-supported and partly buoyancy-supported are discussed and their possibilities of future usefulness commented upon. General Considerations The predominant attribute of offshore drilling equipment is that it must be equal to the job in hand. We therefore give first thought to the matter of adequacy. In view of the probable depth of drilling, the investment involved and the per diem labor costs, it is assumed heavy modern drilling equipment will be employed. In order to usc such equipment efficiently, the working deck must be ample in size and strength and supported so as to be relatively free from motion and from green seas even in heavy storms. These requirements necessitate a high and rigid land-based support for the drilling rig and machinery with plenty of space for supplies, such as pipe, mud, water and fuel, with reserves for days when transportation from shore is impracticable. In offshore rigs the crew will be housed onboard in comfortable quarters, probably air conditioned and equipped with a galley and refrigerated food storage. An important consideration will be the ability to transfer stores and crew to and from the rig in all but the heaviest weather and the platforms must be protected from the impact of supply vessels when alongside. It will be essential to maintain continuous communication with shore by radio or cable, not forgetting the possibility of a helicopter landing space for the transfer of crew and light stores as well as a means of general communication. Whatever structure is constructed must be secure from storms of hurricane force and a safe place for the operating crew to work. If the well comes in, the drilling rig will presumably be removed and a small but rugged pile-supported platform will remain to carry the Christmas tree with safe working space around it. It will be protected from damage on all sides by buffer piles or dolphins. It is assumed that the flowing oil will be piped to storage tanks in the vicinity of the well. In March 1962, over three months ahead of schedule, production began from the Ventersdorp Contact Reef of the Western Deep Levels Ltd. mine on the West Witwatersrand. Few mines have captured the interest of mining men and the public as has Western Deep Levels. It has presented the gold mining industry with a challenge which involved the opening of an ultradeep mine with the attendant problems of exceptionally heavy capital commitments ($77 million to start of production), high rock temperatures and pressures at great depths, cementation and pumping in an area notorious for the volume of subsurface water, and the necessity for entirely new thinking and the application of new ideas. HISTORY Not all the problems facing Western Deep Levels were, however, new. Situated 43 miles from Johannesburg, just off the main road to Potchefstroom, Western Deep Levels was the sixth company to undertake mining operations on what is known as the West Wits line and it could draw on the wealth of experience gained by other pioneer mines in the area.

The Phosphate Recovery Corporation operates three flotation plants, NOS. 1 and 2 concentrators about three miles northeast of Mulberry, Florida, and No. 3 plant at Wales, Tennessee. These plants represent the first commercial phosphate flotation operation and are also believed to be the largest nonmetallic flotation operation in the world at the present time. The details of this paper will be confined to plant No. 2, this being the newest and largest concentrator in Florida, and the flow sheet being practically the same as at plant No. 1. The No. 3 plant has been operated but a short time and has been shut down since December, 1932, on account of the decrease in phosphate rock production. The phosphate washers usually are located centrally on a known deposit so that about two hundred acres of ground can be mined economically to each washer location. The washers are moved to new areas when the distance becomes too great for economical pumping. The flotation plants are built either adjacent to a washer, so that current debris may be utilized, or on the site of a former washer where there is sufficient accumulated debris available for mining, and the flotation plants must also be moved from time to time. Most of the water used in the Florida flotation plants is recovered after passing through a circulating system where most of the fine SUSpended matter is settled out, but some make-up water is obtained from deep wells near the plant. Power is obtained from the Tampa Electric Co. through the distribution facilities of the International Agricultural Corporation. Flotation concentrate is hauled from the plant by trolley over the International Agricultural Corporation's trolley system, to the drying plant at Prairie, one mile northwest of Mulberry. Of the methods that have been used for studying the chemical composition of coal, attack by reagents has not, in general, yielded much information. Most of the reagents used have been strong oxidants such as nitric acid or Schulze's solution. The use of a milder oxidizing agent, such as air at low temperatures, enables progressive changes in the character af the coal substance to be studied and thus helps toward an understanding of its constitution. British bituminous coals frequently have a banded structure. These bands (of four types) can be separated one from another and have been found to possess markedly different chemical characteristics, even when taken from contiguous portions of the same lump coal. It has been found convenient to give each of the ingredients of banded coal a distinctive name, more or less descriptive of its appearance, and the study of the chemistry of bituminous "coal" in England has resolved itself into a study of each ingredient separately. The coal chosen for this work was taken from the Top Hard seam at East Kirkby colliery, Nottinghamshire, a detailed chemical analysis of which has been recorded by Baranov and Francis.' The banded structure was well marked and the bands could readily be separated. The research was confined to the brilliant vitreous bands (vitrain), the dull hard bands (durain) and the "sooty partings" main); for previous work had shown that the fourth type, to which the name clarain has been given, is intermediate in character, chemically, between vitrain and durain. The method of experiment was, briefly, to draw a slow current of moist air through weighed samples (50 gm.) of the three ingredients, vitrain, durain, and fusain, in the form of powder (through a 60-mesh and on a 90-mesh sieve) contained in glass tubes which could be maintained at a constant temperature during prolonged periods. The paper is divided into two parts. The first part describes an investigation of the effect of temperature on the conditioning and flotation of an ilmenite ore with a 1:l oleic acid-fuel oil mixture as collector. During conditioning the pulp underwent characteristic changes of flocculation, deflocculation and dispersion which were monitored by measuring the power consumption of the conditioner motor. Optimum flotation results were obtained at the end of the deflocculation period. High ilmenite recoveries were obtained at high temperatures and high concentrate grades at low temperatures. The second part of the paper describes a study of the effect of temperature on the adsorption of oleic acid at the ilmenite/water interface. At high adsorption densities it was chemical and exothermic. Contact angles showed that the hydrophobicity of the collector-coated minerals increased with an increase in temperature.

Those who deem the subject of this paper an old and superseded one may recall with advantage the words of the great proverb-maker, bidding us to seek the new in the ashes of the old. The manufacture of wrought-iron began with the small hearth built upon an eminence, and relying on the wind for blast. Next came, either the hearth about 12 in. in diameter by 2 ft. in height, blown by a man operating two goat-skins for bellows, or, a hearth of greatly varying diameter and about 10 R. high, depending for its blast upon natural draft. The former appeared in India, the latter in Burmah; and both were in operation until quite recently, though their origin is lost in prehistoric times. The Catalan forge was the evolutionary descendant of the foregoing, and the parent of the Blase-ofen, which in turn led to the high bloomary or " StÜckofen," the father of the blastfurnace, as a producer of cast-iron. The production of cast-iron checked the growth of the direct processes; and led to the introduction of various hearths, such as the Walloon, for low-silicon irons; and the South Wales process, combining the run-out fire with the finery, for higher-silicon irons. Some of these are still in operation in localities possessing the necessary raw materials; and their product is used for purposes requiring wrought-iron of exceptional quality, the supply of which is still smaller than the demand.

Along with tires and transmission systems, engines have been a limiting factor in the growth of large off- highway trucks. The problem, primarily, has been the development of reliable, high-performance engines that are not prohibitively heavy or expensive. For many years, horsepower to overall truck weight ratios have been in the vicinity of 300 lb per hp for rear dump units up to 50 tons capacity. This ratio is obviously very poor when compared to the much lighter and smaller highway trucks, which frequently have a performance ratio of 100 lb per hp. Unfortunately, the larger mining trucks have not been able to match even the 50-ton trucks, and in some cases, ratios have dropped as low as 450 lb per hp. This results in a performance of only 67% of that achieved by the older smaller trucks. Thus, the message is clear: what is needed is more horsepower and less weight.

Based on an analysis of green pellet size distributions and kinetic data on ball growth with taconite concentrates, a ballability index has been developed to quantify ball growth behavior as a function of moisture and bentonite additions. The applicability of the ballability index to such other particulate materials as pulverized limestone and ground magnesite is shown.

In the course of a study concerned with the rnechanical behavior of the intermetallic compound CO3V, both structural observations and anomalous electrical-resistivity behavior indicated the presence of a new high-temperature phase in an alloy with the stoichiometric composition, Co-22.4 wt pet V. The evidence, which is given below, suggests that the new phase is situated between the low-temperature ordered hexagonal phase, k,1, 2and the high-temperature disordered fee solid solution, a,3 within a small range of temperature in the vicinity of 1070°C. Structural studies included X-ray diffraction analysis* and electron-transmission microscopy examination* of stoichiometric composition speci- mens homogenized for 1 hr at 1200oC and either air-cooled or water-quenched. The air-cooled specimens yielded X-ray diffraction evidence of the k phase, while electron microscopy revealed a microstructure of both heavily and moderately faulted regions as shown in Fig. 1. The high density of stacking faults (or fine twins) in region A is reminiscent of hexagonal cobalt following its allotropic transformation.4 Selected-area diffraction from this region revealed distinct superlattice reflections of the ordered hexagonal phase, as well as continuous rel-streaks which were normal to the fault planes in the micrograph. The latter is indicative of extremely small spacings between the faults.' Regions such as ß were found to be only partially transformed to the k phase. Attempts to study the antiphase domain structure by either bright- or dark-field techniques were unsuccessful in these initial studies. This was due to the low intensity of the superlattice reflections arising from the closeness of the cobalt and vanadium scattering factors. Quenching Co3V from above Tc appears to suppress the formation of the k phase. Both X-ray and electron-diffraction results indicated that the disordered phase, a, was partially ordered during severe cooling and that the structure of the ordered phase was of the L12 (Cu3Au) type,6 designated here as a'. As in the case of the hexagonal phase, examination of the domain structure was unsuccessful; however, significant information concerning the morphology of this condition was revealed by the appearance of dislocation arrays. During the course of some magnetic investigations which the authors have under way, six bars of 0.43-carbon steel were tested, a permeameter designed after the Hopkinson yoke type being used. The results obtained were of some interest and although far from complete serve at least to show the necessity for a careful investigation of the previous history of the samples under study as well as the chemical composition. A steel of given chemical composition may assume a great variety of structures, depending on its treatment. Professor Sauveur has devised a very clear and effective means of illustrating this point. The accompanying microphotographs show some of the possible structures assumed by a 0.30 carbon steel (Fig. 1). It is now a well-established fact that a structural change is accompanied by changes in the tensile strength, elastic limit, hardness, etc., and it seems reasonable to assume also, a change in the magnetic properties. Six bars of a 0.43-carbon steel were used, all the bars being taken from the same rod and treated as follows: Bar 1. Heated to 1,100° and cooled in the furnace. Bar 2. Heated to 1,000° and cooled in the furnace. Bar 3. Heated to 900° and cooled in the furnace. Bar 4. Heated to 1,000° and cooled in air. Bar 5. Heated to 900° and cooled in air. Bar 6. Untreated. The bars were then turned to 13 mm. diameter and tested by the Hopkinson yoke method. After testing, three specimens were taken from each bar, one from each end and one from the middle. The homogeneity of the bars was tested in this manner and in no instance could any difference in structure in the three specimens1 be detected. Bars 1 to 3 inclusive are pearlitic in structure. (communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must he secured, but they do not agree as to how this can best be done.

THE effects of oxidation on the flotation behavior of sulphide minerals have been extensively studied,1-3 but no similar study has been made of coals. Coals of bituminous and lower rank undergo atmospheric oxidation during mining and storage, and their degree of oxidizing increases with temperature4,5 and time of exposure.6 The problem of recovering fine oxidized coal from culm piles, rivers, and streams by froth flotation has become increasingly important to the coal industry as well as to those concerned with air and stream pollution. This paper describes the flotation behavior of oxidized and unoxidized coals and carbons in the presence of oily collectors and presents the reagents found effective in the flotation of oxidized coals and carbons. Except where otherwise stated, flotation tests were performed in a 50-g Denver flotation cell. Solid feed for each test was 30 g, and the pulp dilution was kept at 8.5. The -65 mesh coal sample was wetted by agitation with water in the flotation cell for 6 min, then conditioned with a predetermined amount of collector for 2 min, and finally floated with pine oil as frother for 3 min.

In the Leadville district toward the close of the "intermediate mesothermal period" of mineralization, there occurred a stage of ore deposition marked by a rather complex mineral association. As bismuth minerals formed in many places during this period, it is here called the "bismuth stage" for convenience of description. The minerals so far identified with this stage, listed roughly in the order of prominence, are: chalco-pyrite; several varieties of galena, differing slightly from one another in their small contents of silver, bismuth and tellurium; altaite; hessite; galenobismutite; alaskaite; aikinite; gold; tennantite; argentite; and perhaps sphalerite and arsenopyrite. With the exception of gold, the age relations of these minerals are difficult to determine. As shown in their descriptions, they all appear contemporaneous and hypogene. Gold may be in part contemporaneous, but most of it is distinctly later. Where minerals of this stage occur so that they can be mined alone, as at the Tucson mine, they constitute high-grade ore. Elsewhere their presence in small amounts has served to increase greatly the value of what otherwise would be low-grade pyritic or zinc-lead sulphide ore. The distribution of the bismuth ores corresponds closely to the distribution of gold ores, though not so general. It seems probable that most of the old in the district was deposited during the "bismuth stage." These ores occur relatively near the supposed centers of mineralization in Breece and Printer Roy Hills or deep down along the Tucson-Maid fault, which is one of the well recognized channels of mineralization in the Iron Hill and Graham Park areas. Consideration of the high-grade nature of this mineralization and the fact that it appears to be found relatively close to the source of mineralization suggests that prospecting along some of the known channels, even deeper than they have yet been prospected, may offer hope of commercial success. The practical experience obtained from designing and commissioning of fully controlled coal preparation plants, using centralised mini computers is discussed. The importance of defining a workable operating philosophy is highlighted with particular reference to the problems associated with trying to achieve a total 'hands off' concept. These experiences with a centralised computer controlled system have led to a deeper understanding of the interaction between the operation and the control system and the role of local control and management information within the overall control philosophy of a highly automated process plant. The utilisation of an extensive fully distributed microprocessor control system with over 6500 digital and analogue signals split into six autonomous areas with a supervisory system to provide operator interface is described. The important aspects of project definition and design needs are outlined with particular regard for achieving maximum efficiency with minimum complexity. Views of future trends are offered, based on the experience of both centralised computer and distributed processor systems.

Tunnel-driving capabilities in terms of feet per hour have advanced several hundred percent in the last century. Indications are that this capacity will double each decade for the next three decades. These future improvements will be made possible by a greatly increased need for underground excavation and the awareness of industry of its own latent capabilities. The factors of most interest to any potential user of a tunneling machine are those making possible an increase in production. The first and most obvious factor, and probably the one that has created the excitement and interest of most people, is the increase in boring rate through faster rock fracture and improved support systems. Boring rate can be increased by more horsepower in the form of increased thrust, torque, and cutterhead speed, and by better cutters and cutting methods, better material-handling systems, and better ground-control systems. All of these items are extremely important and are the basis of much discussion and effort by everyone concerned with the excavation of tunnels by machine. The second factor, just as obvious and equally important as an increase in boring rates, is "increase in production through better utilization of the tunneling machine and related equipment," which means a reduction in downtime through greater reliability of equipment. Mechanical rock attack is presently capable of cutting hard rock at 5 fph and soft rock at more than 20 fph. In current practice, however, this advance rate is maintained for less than 50% of the shift time. I predict that tunnel-driving contractors and their supporting manufacturers of tunnel-boring equipment will provide machinery that will maintain these advance rates for more than 90% of the shift time. This increase in effective production will be due to the increase in reliability of the tunneling machine and tunneling system components. Mine fires are a serious hazard; surveys show that the coal-mining industry lags considerably behind industry in general in planning and training for fighting fires, and providing adequate fire-protection facilities. The results of the experiments discussed in this paper emphasize that every effort must be made to extinguish a fire in its incipient stage. The research also demonstrated that extinguishing agents and techniques, superior to those presently used in most operating mines, are available. An underground coal mine fire, if not extinguished quickly, can develop rapidly, create a serious hazard, and cause loss of life and property. The problem of controlling a fire increases in direct relationship to the time interval necessary to initiate control measures; as the fire increases in size and intensity it becomes progressively more difficult to cope with roof control, visibility, ventilation, and explosion prevention. Despite the constant vigilance of the industry, the number of coal mine fires is increasing. During the eight-year period, July 1952 to July 1960, following enactment of the Federal Coal Mine Safety Act, the Bureau of Mines investigated 401 fires that caused 30 fatalities and 75 injuries. More than half of these fires burned for more than one shift; 20 pct could not be extinguished by direct attack and had to be sealed. Agents and techniques for extinguishing simulated mining-machine and underground coal fires have been investigated in the Bureau's experimental coal mine. The research shows that visibility in the fire area is a primary factor affecting control operations. Associated with good visibility is accessibility to the fire; the closer the attack can be made, the less time and quantity of agent are required for extinguishment. Approach to the fire and visibility are hindered by the smoke and hot gases backing up against the ventilating current. In open entries an increase in air velocity assists in driving smoke ahead; at low airspeeds approach can be made by placing a brattice across the lower two-thirds of the entry, pushing the smoke ahead with water sprays, or discharging rock-dust from a rock-dust distributor.
