IF the correct balance between fuel and air is maintained in an open-flame furnace,1 little chemical action may be expected between the products of combustion and the metal being melted. Physical changes in the metal are the object of the melting operation, and indirectly, under certain conditions, may be the cause of subsequent chemical actions. If sufficient heat has been introduced into the metal to bring about the change from the solid phase to the liquid phase, and still further from the liquid to the vapor phase, the metal vapor in all probability will be carried from the furnace by the exhaust and rapidly combined with the oxygen of the outside air. The charge being melted in the furnace may contain elements which are chemically inactive at normal temperatures but which will form compounds at the elevated temperatures of the metal bath, or even at a lower degree. Such indirect chemical actions are very confusing and often lead to incorrect conclusions regarding furnace atmospheres. In the open-flame furnaces used in the melting of bronze, the furnace atmosphere is spoken of as being either neutral, oxidizing or reducing in its effect upon the metal. A neutral atmosphere, as mentioned, is generally considered as the atmosphere of the furnace that will produce melted bronze, neither oxidized nor gassed. It is in effect an atmosphere which is not directly the cause of any chemical action. In such an atmosphere absolutely pure metals may be melted and poured without the absorption of gases or the formation of metallic oxide. The metal has undergone a simple, physical change.

Probably no aspect of underground excavation is as important or as neglected as the environment. The Committee on Rapid Excavation, formed by the National Academy of Engineering to study the technological needs for "rapid" underground excavation in tunnels, shafts, and mines of the future, encountered a blank wall in attempting to evaluate environmental needs. In fact, so little quantitative information on the extent of present-day hazards is available that projection of future environmental-control demands must await more adequate assessment of current hazard levels. Further, there are not even accepted tolerance standards for many environmental conditions, such as heat, noise, and illumination. Only certain atmospheric contaminants have been satisfactorily catalogued. Any technical study, therefore, which purports to examine the state-of- the-art on underground environmental control must, in reality, settle for a cursory survey of a rather nebulous subject. ENVIRONMENTAL HAZARDS To contend adequately with hazards in the underground environment requires some knowledge of their nature and characteristics. In this regard, it is helpful first to identify our concern: when, where, and to whom or what may environmental conditions constitute "hazards"? Table 1 summarizes considerations that are important in this regard. For the purposes of this Conference (and book), primarily directed toward the excavation process itself, the hazards of consequence occur during excavation (item A) and primarily within the excavation (item B). However, some attention must be given to external hazards as well, since these may affect excavation. (communication to the Secretary*):—While this paper is primarily intended as a discussion of Mr. Riter's, I think it will be best to indicate my criticism by describing my own field-methods. It has been my experience that, for ordinary work, the regular transit-book is to be preferred to the card-system for recording notes. This is specially true when computations in the field are required, for it is then necessary to have at hand the total latitudes, departures, ancl elevations. Moreover, the transit-book is easier to carry and manipulate in wet or cramped places, and is not as liable to damage as the loose leaf or card. I use a regular transit-book in the field, and then copy my notes, sketches, etc., in an o5ce-book, entering also the latitudes, departures, and other reductions. These values are then copied into the field-book, securing a duplicate record, in case either book should be lost or mislaid. In the field-book, the notes are entered on the left-hand, and the sketches and remarks on the right-hand page. The next two pages are left blank for the latitudes, departures, bearings, reduced distances, etc. Of course, the notes for the different parts of the mine are entered in the field-book in the order in which they are surveyed; but in the they are entered systematically. It has been my experience that the system of keeping notes used by a surveyor, is particularly adapted to the needs and temperament of the individual. Otherwise, he would not be

The brief contribution of Mr. West* furnishes a text for the present paper, which will, however, take a wider range, warranted by the writer's somewhat unusual opportunities for the study of the practice of the foundry as well as the blast-furnace, and especially of the production of satisfactory castings from iron of a composition altogether unsuitable, in the opinion of the average foundryman, for that purpose. Mr. West has observed that plates cast from direct-metal of a certain composition could be planed, whereas this would have been impracticable with cupola-metal of like composition; that furnace-metal has more " life " (i. e., fluidity, or a higher temperature) than cupola-metal; that it throws out much " kish," etc. And he suggests that blast-furnace managers may throw further light on the greater softness of direct-metal castings. Perhaps such light may be furnished to some extent by the present paper. The difference between cupola-metal and furnace- or direct-metal is, first of all, in the lower average sulphur-content of the latter. It has been proved by experiment that iron increases in its content of sulphur to a considerable extent with each remelting. Enrollment in the mineral engineering departments at many of our universities has decreased substantially over the past few years, a fact that is due to a number of reasons. Some of the more obvious reasons are: (l) lack of student stimulation in the classroom, (2) absence or lack of salesmanship by the mineral industry faculty, (3) minimal financial support of academic programs by industry (some companies have been very generous, while others have given nothing), (4) failure of some companies to utilize the engineering backgrounds of personnel, (5) salary in some instances, and (6) job location in some in- stances. As some of these problems have been recognized, appropriate steps have been taken to correct them. Only one of the reasons listed is not subject to change, and that is job location. One university' that found itself in the position of reduced enrollment in the mineral industries is the University of Utah. Since the author was in the Department of Metallurgical Engineering at that university, and since data on enrollment and scholarship support have been published by that department, that department will be used for illustrative purposes to show the effect that active scholarship incentive can have on undergraduate enrollment. As Fig. I shows, there were approximately 35 total undergraduates in the department in 1966. Extrapolation of the freshman line from 1965 to 1966 (and previous years) suggested that no freshmen would be enrolled in metallurgical engineering by 1969 unless something drastic were done to alter the trend. In the Spring of 1966, 20 scholarships were offered to high school seniors as an incentive to enroll in metallurgical engineering. These scholarships were financed from a private endowment to the department, but at the present time industry is also contributing to the program. With these incentives, the department essentially doubled its total enrollment in three years, as shown in Fig. 1. Cornparison of this figure with the number of students on scholarships (Fig. 2) shows a direct correlation between undergraduate enrollment and the number of students on scholarship support.

A BRIEF description of this installation was included in a recent paper by H. Kenyon Burch.1 The purpose of the present paper is to amplify Mr. Burch's description, as it is felt by the writer that the subject merits more than passing attention. In making a comparison between the common method of hoisting men in mine shafts, and elevator practice in high buildings, the former shows to great disadvantage both as regards safety measures and smoothness of operation. It is surprising that in view of the inducements offered, the step of applying the building equipment direct to the mine shaft has not been taken before, as in many respects the conditions of service are similar, and the objects to be attained are identical. Even without doing this, it is certain that safety to life and limb in the usual method of hoisting men underground can be greatly enhanced by the application to the mine hoist, of some of the features of the building elevator. In the case under consideration, the elevator cage runs in a vertical, concrete-lined shaft compartment 5 ft. 11 in. by 5 ft. 6 in. (1.8 by 1.68:m.) in section and 585 ft. (178 m.) deep, while the counterweight runs in the pipe and ladder compartment of a twin shaft 102 ft. (31 m.) distant. The section of the division of this compartment occupied by the counterweight measures 2 ft. 4 ¼ , in. by 3 ft. 10 ½ in. (0.72 by 1.18 m.), and the counterweight is made in the form of a small cage which. suffices to carry two men for the purpose of making inspections or repairs in the pipe and ladder way.

SUMMARY This is a report of a new development in on-line particle size measurement of fine powders in dust-laden gases. A continuous sample of the solids-air suspension is drawn from the process stream via a sampling probe by means of an air operated ejector into a cyclonic separator whereby the sample is subjected to a particle size dependent separation process and split into two streams, "overflow" and "underflow". The overflow stream carries most of the fines at a relatively low concentration and the underflow stream carries the coarse particles at a relatively higher concentration. The concentration of solids in the two streams is detected by electrostatic noise level technique which utilises the electrostatic charge accumulated on the solid particles due to their high velocity in the turbulent air stream, for the mass concentration measurement. The ratio of the solids concentration of the fines stream to that of the coarse stream is then correlated against the average particle size in the main process stream by a calibration curve. The in-plant tests clearly indicate that this relatively simple instrument offers good sensitivity in the size range from 2 to 6 µm, and is capable of giving a continuous indication of average particle size for process control purposes. Although the instrument was developed for a particular application, it may be used in other situations where fine powders are conveyed in gas streams. British and foreign patents are applied for.

A MINERAL can best be defined as a phase,' where the term "phase" is described as a homogeneous,* physically distinct, and mechanically sep- arable portion of a system. If one phase develops from another, certain nuclei must first be available.2.394 The manner in which new material is added to these nuclei, and the subsequent structural and other characteristics of the phase, is often markedly influenced by factors other than its temperature, pressure, and gross compositional environment. Rates of growth, presence of impurities, the availability or lack of oxygen, the pH of the system, and percentage of completion of the often determine which modification will develop. Many transitional phases develop when a relatively insoluble precipitate is formed from solution. Different modifications are formed, depending on the speed and percentage of reacting solution added. Some of these "forms" are stable and do not "age" or transform into the so-called stable modifications. These modifications are difficult to treat in terms of equilibrium diagrams for the simple reason that these minerals do not represent an equilibrium situation described by only two (temperature and composition) or three terms (when pressure is considered). Many crystals exist as stable or meta- stable phases in nature in environments much different from those indicated by certain equilibrium diagrams. Detailed analysis by conventional techniques and by the General Image Processing System (GIPSY) has revealed that the conmunution of base metal-containing, complex, fine-grained sulfide ores results in the selective concentration of some ore minerals as a function of size fraction. The ores studied are massive, metamorphically recrystallized, pyrrhotite-rich masses with 10-30 percent pyrite and several percent each of sphalerite, chalcopyrite, and magnetite; gangue minerals - amphibole, mica, and quartz - constitute approximately 10 percent of the ore mass. Examination of samples from laboratory grinding experiments, - from +35 to -250 mesh - produced by both Impact and attrition grinding, reveals that there are significant differences in the mineralogical content of the various size fractions. No single fraction is representative of the bulk mineralogy of the sample. Pyrite is highly enriched in coarser fractions, whereas chalcopyrite, sphalerite, magnetite, and gangue minerals are concentrated in the finer size fractions. Concentration of the ore minerals in the finer fractions is attributed to their common presence as interstitial, grains along the grain boundaries of the more dominant pyrrhotite and pyrite. As such, they tend to be somewhat preferentially liberated as small fragments during the initial stages of crushing and grinding. The relatively coarse-grained pyrite, up to 1 cm cubes, is brittle and readily fractures into coarse fragments which are seen in larger size fractions.

G. R. DELAMATER,* Steelton, Pa. (written discussion t)..-Under the heading, "Preparation of Coal," Mr. Campbell discusses the ad-visability of sizing the coal for the jigs. While I fully realize that conditions alter cases, my method at all times is to do everything possible to avoid sizing. It would be unwise for anyone to say that greater ash and sulfur reduction is impossible by sizing. The thing that can be questioned is, will the greater reduction be sufficient to counterbalance the greater cost? The same thing is true of the proper size of crushing for each individual proposition. In past years many washeries have been built and equipped for wash-ing two or more sizes, but I know of few instances where these plants were operated more than a year before sizing was abandoned. Perhaps in some of these cases this was clue to lack of sufficient development of such scheme of operation; yet I have found that most men engaged in this work, including myself, started into the work with a pretty well-fixed idea that sizing would be beneficial. But trials and tests showed that the mixed size washing is necessary for coals requiring crushing to 1 in. or less. Coal is of low value, compared with other minerals segregated by washing or concentration, for which reason simplicity must be the watchword: simplicity in the machine used to attain the separations of impurities from the coal, in the accessory plant equipment, and in its arrangement.

RUM Jungle uranium field lies in the subtropical portion of the Northern Territory on the Finniss River, East Branch. It takes its name from a railway siding about 2 ½ miles to the southwest and 52 miles from Darwin. The field can be reached from Darwin by a bituminized road. Monsoonal rains of the wet season, October to April, provide an annual rainfall of about 60 in. Vegetation is of the open forest type with denser tree growth along the watercourses and scattered throughout the area are isolated dense patches of jungle growth which are always found on ironstone cappings overlying limestones. The name, Rum Jungle, is thought to have been derived from this unusual occurrence of jungle growth. The wet season prevents the movement of motor vehicles and personnel. It is not until March, when the grass which ranges up to 15 ft in height is burned and the alluvial flats dry out, that field work can be undertaken.

Any society of undergraduates at a technical school, comprising students in any branch of engineering, metallurgy, chemistry, geology, etc, may be recognized by the Board of Directors in its discretion as an Affiliated Student Society, and its name, to¬gether with the names of its president and its secretary, may be published in MINING AND METALLURGY or the DIRECTORY of the Institute. The members of such a society will not be named individually on the membership list of the Institute, but may at any time be proposed for election as associates or junior associates of the Institute, in the usual way. 2. Membership in an Affiliated Student Society, certified by the official representative thereof, and accompanied by suitable testimony as to character and qualifications, will have special weight with the Membership Committee of the Institute, in its consideration of the proposal of a candidate for membership. The Affiliated Student Societies receive the following privileges: 1 A copy of MINING AND METALLURGY free; 2. The use of Employment Service; 3. The use of MINING AND METALLURGY for publicity purposes, such as printing notices of their activities, etc ; 4. Assistance in obtaining speakers for their meetings, lists of moving-picture films, etc. To retain the privileges of the Affiliated Student Society, its officers must keep in touch with the Secretary of the Institute and advise him of its activities. The foregoing plan is not confined to students in mining engi¬neering or metallurgy. Any undergraduate society of engineers may avail itself of the privileges offered. Societies desiring to be recognized as Affiliated Student Societies are requested to make application to the Secretary of the Institute, giving particulars as to their nature, membership and officers. The interaction of starch and calcium ions in soap flotation of activated silica from iron ores was investigated using the response surface method. The results were correlated with adsorption studies and into pilot plant tests. It was reported previously1,2 that in soap flotation of activated silica from iron ores there existed an optimum combination of the amounts of starch and calcium chloride addition, and that corn starch as a depressant for iron oxides became effective when a critical amount of starch was added, beyond which excess starch appeared in measurable quantities in the aqueous phase. Further, adsorption studies2,3 with various starch products on hematite or quartz showed that the adsorption of starch at a given pH was markedly enhanced by the presence of calcium ion in solution. From these observations it becomes of interest to investigate the interaction of starch and calcium added to the ore pulp, and their influence on the selectivity of flotation separations. This paper describes an empirical relation between such dependent variables as the grade and recovery of iron in the concentrate and the residual concentrations of starch and calcium ion in solution as a function of two independent variables, namely the amounts of starch and calcium chloride addition, as determined by using the general technique of response surface methodology. The results thus obtained are correlated with the adsorption studies on hematite and quartz, and with a typical pilot plant operation. MATERIALS AND METHODS The ore sample used in the batch flotation studies was the fine fraction of a Mesabi gravity concentrate produced by pilot plant grinding and classification. The sample analyzed 55.21% iron and 14.70% insol, and consisted of 85.81% minus 325 mesh (corresponding to Ore C). 2

ONE of the most unusual features in connection with the strike of the union coal miners in the bituminous fields, now in its sixth week, is that the public interest seems to have completely died out. There is nothing on the front page and very little on any other page of the daily newspapers in connection with the strike. The United Mine Workers' officials must be rather disappointed to find that the only way in which they are being featured in the papers at present is in the reports of the trial for treason that is going on in Charlestown, West Va., against the local leaders of that organization for their responsibility in connection with the attack of the miners' army last summer against the non-union mines of Logan and Mingo Counties. Recent reports state that there are 13,000 cars of coal standing on the sidings at union mines for which no billing has yet been found. The output of the non-union mines has been gradually increasing but has never reached the maximum that they are capable of producing, owing to their inability to obtain enough orders to make it possible to run full operating time. The, present output is estimated at, 4,500,000 tons a week. It is possible, with a full car supply and full demand, to bring this output up to approximately 6,000,000 tons per week, and it is very doubtful whether, at this season of the year when probably there is less consumption of coal than, at any other season, the requirements of the country are greater than the 6,000,000 tons which the non-union mines are capable of producing. It would appear, therefore, that there is no immediate prospect of any settlement of the bituminous strike, and there is certainly no reason why the operators of the union mines should show any anxiety to begin operations as long as they have unbilled coal standing on their sidings.

R. F. WOOD,* Sandusky, Ohio.-I made a few tests of gun-metal specimens, after I noticed the results on quenching -reported by the Bureau of Standards. The data of one such test are given herewith. The bars were heat treated and quenched before they were machined, and in all cases they were brought up to 700° or 800°. They became extremely brittle,, showed almost no elongation, except such as was caused by the failure of the pieces to fit together after they were pulled, and the tensile stength was reduced from around 35,000 to about 13,000 lb. per sq. in. In addition, the weakening effect of the quenching seemed to be almost as marked when the bar was allowed to slowly air-cool from red to black, and then quenched, as it was by quenching directly from the red heat. Test Bars.-Rough size, 9/16 in. diam. over test section, grips 13/16 in. diam. Cast two in a flask, one on each side of a block 8 by 4 by 1 in. and fin-gated thereto from the grips but not from the test section. Poured with flask in inclined position, with gate to lower end of block and riser from upper end of each test bar. Bars were machined to ½ in. over the test section, after heat treatment. Casting the Bars.-Charge of 1500 lb. consisting of 400 lb. of new metals and 1100 lb. of G turnings and scrap was melted in open-flame oil furnaces and then poured into a 1-ton ladle. From the ladle 150 lb. was poured into a preheated No. 50 crucible, land from this the flasks of test bars were poured. The six flasks are indicated below by the numbers 1 to 6 and the bars in each flask by the letters a and b, thus 4a and 4h, for instance, were the two bars in flask No. 4.

SUPERFLUOUS varieties and standards which are meriting the critical scrutiny of the manufactur-ing industry have a special significance in the non-metallic mining industries, where, many of the final or intermediate products are manufactured at the mine or quarry. Such processes of manufacture must be considered an integral part of mining in its broader sense. Improvements may be either elimination or standardization. - The chief requirement of elimi-nation is an agreement between consumers and pro-ducers based on facts deduced from: statistical data. Standardization is much, more complex. Standards .may be established only when a very; thorough knowledge has been gained of the physical and chemical properties of the products, and the requirements of consumers. The activities of the Bureau of Standards are. largely directed toward such determinations. Paving-brick manufacturers, together with highway engineers, representatives of certain engineering socie-ties, and Government bureaus, have agreed that of the 66 styles of paving brick on the market 11 only are, essential and 55 are superfluous. Steps have been taken to reduce the output of -all but the 11 standard types. It is customary for manufacturers of structural slate to prepare it in sizes specified by builders and architects. Thus the material cannot be manufactured in advance and the result is irregular activity of mills, delays in filling orders, etc. To improve this condition, the Structural Slate Co. has issued a series of pamphlets giving complete specifications of structural slate for various purposes. Architects find it so much easier .to, order slate from these sheets that standard sizes are specified in preparing plans for new structures. Slate switchboards are usually manufactured after. the order has been received. One manufacturer claims that 80 per cent. of all switchboards are of standard sizes, and he keeps such sizes in stock. The facility with which orders may be filled from stock, and the improved quality of seasoned switchboards, will undoubtedly influence electrical, companies toward a more uniform standardization in size. Simplicity, could be further attained by the elimination of minor irregularities in .style; for example, in the beveled. edges.

It is generally realized that in cyaniding the precipitation efficiency of zinc dust is due to the fine division or extended surface of its metallic particles; but frequently it is thought that the presence of other metals, say 2 to 3 percent. lead, is advantageous, causing more complete precipitation. The results of testing about fifty brands of commercial zinc dust have led to the conclusion that there is a distinct relation of precipitation efficiency to fineness and that the effect generally can be estimated by examining the size of metallic particles. The presence of lead was not found to be of any importance. Specifications Generally the term "97 per cent. to pass a 350-mesh screen, 95 to 97 per cent. uncombined metallic zinc" is used by the leading European exporters. Among the many methods of determination of metallic zinc, I have found the iodine test (iodine in potassium iodide) very satisfactory and rapid. It has been controlled by the other methods, samples of the same product having been sent to three different analysts: Iodine method................... 98.11 per cent. metallic zinc, Volumetric method.............. 07.63 per cent. metallic zinc, Ledoux Co., New York Bichromate method.............. 08.16 per cent. metallic zinc, Watson Gray, Liverpool. England Bichromate method.............. 98.20 per cent. metallic zinc, Norway Inst. of Tech., Trondhjem Determination of Precipitation Efficiency The method devised by W. J. Sharwoodl was used. The method proved to be satisfactory, the tests being merely for the comparison of different samples, hence the personal factor in manipulation was eliminated. As nearly all tests showed more zinc in solution than was accounted for by the silver precipitated, the term "dissolved zinc" was introduced—it means zinc dissolved by the action of cyanide and oxygen: Zn + 4KCN + H2O + O = K2Zn(CN)4 + 2KOH; or more probably, resolution of its equivalent precipitated silver, as tests stirred two hours showed more "dissolved zinc" than those stirred

The Smallwood mine, owned and operated by the Iron Ore Co. of Canada, is one of the largest ore producers in Canada, producing about 15 million tons of crude ore per year. Located in the Labrador Trough near, Labrador City, Newfoundland, the open-pit operation has ore consisting chiefly of specular-hematite, with some magnetite. The magnetite content of the ore as a mineral percentage is small, but it is of considerable importance in ore grading because of its effect upon milling. Being harder than specular-hematite, magnetite increases grinding time and milling costs. Specifically, higher grade magnetite (greater than 15%) usually occurs as fine grains in a fine grained siliceous rock matrix (also as larger octahedra in carbonate bands). This tends to increase the overall breaking strength in the crude ore; consequently, the hourly mill rate and the weight recovery decrease. At the same time, because of its relatively high iron content, the magnetite does contribute to the amount of iron in a block of ore. Were the concentration of the magnetite relatively constant, its presence would be of less consequence, for appropriate adjustments could be made in the milling operations. However, the quantity of magnetite present for any run of ore varies considerably; it is the magnetite prediction for a block of ore that constitutes the greatest problem in grading. THE PRESENT ORE GRADING METHOD Ore for the Smallwood mine is graded by a computerized block grading routine (using 50 x 50 x 45-ft blocks) that applies simple weighted (inverse-distance) averaging to ore grades. The results of the block grading program are not reliable with respect to magnetite concentration. Factors responsible for this poor estimation are (1) the structural setting of the deposit, and (2) mineralogical relationships. Neither of these general factors are given adequate consideration by present methods.

Some of the problems associated with the acid treatment of oil wells are related to the control of the composition of formation treating acid. One test usually made at the well site is the determination of the acid concentration. Heretofore, the concentration of the acid delivered to the well site usually has been interpreted from a hydrometer measurement of the specific gravity of the acid solution. Experience has shown that this indirect measurement of acid concentration can give erroneous results. More reliable results are, of course, obtainable by the titration method; however, this method is not easily adapted to well-site testing. To overcome these objections, a device was developed for use in the field which permits determination of the concentration of treating acid both quickly and accurately at the time of the acid treatment. Its purpose was three-fold, namely, to determine: (1) the concentration of the fresh treating acid, (2) the concentration of the spent acid returning from the well, and (3) the solubility of formation samples in treating acid. The device was designed to operate on the principle of the stoichiometric relation between the calcium carbonate—hydrochloric acid reaction and the carbon dioxide gas resulting from the reaction. By confining the carbon dioxide gas within a reaction cell of the type shown in Fig. 1, the pressure inside the cell is increased. Since the pressure is an indication of the quantity of carbon dioxide gas produced, it may be used to estimate the concentration of the acid, provided an excess of calcium carbonate is used. From information on the volume of the reaction cell, the volume of acid used, and the pressure and temperature of the gas after the completion of the reaction, the concentration of the treating acid may be computed. The reaction cell is essentially a pressure vessel equipped with a pressure gage, temperature indicator. pressure release valve, and a special sample holder. Plastic and metal construction makes the cell both rugged and acid-resistant. The sample holder is so designed that a sample of calcium carbonate (or sample of carbonate rock) can be dropped into the acid

Efforts made in the year 1930 and in previous years restricted production in most of the fields of Texas to a point that was satisfactory, at the beginning of 1931, to the majority of producers and buyers. In the Panhandle, North Texas and West Central Texas districts, a few operators with refinery affiliations or contracts either ignored, or by virtue of injunction suits, did not comply with the Railroad Commission's orders, and there was some oil sold at less than posted prices, which, with the Oklahoma City difficulties, caused the first general price reduction. More could have been done perhaps to help the situation on the Gulf Coast and in the Laredo district, but natural advantages are not readily surrendered. East Texas Proration troubles in 1930 were insignificant when compared with those of 1931. In January, 1931, efforts were begun to convince the producers and citizens of East Texas of the necessity of curtailment. Opposition quickly developed and meetings were held in the towns of the region and proration denounced vigorously. Notwithstanding a strenuous campaign for additional legislation waged by many producers, the regular session of the State Legislature refused to strengthen the conservation laws and passed only the Marginal Well Bill, designed to prevent the Commission from prorating small wells. The Railroad Commission held a heated hearing on East Texas in the latter part of March. During April the Commission issued three orders based on the Yates plan for the proration of the East Texas field. Each succeeding order raised the allowable for the field. In June the opposition held more mass meetings at which a plan based on acreage was endorsed. Apparently on the theory that any plan was better than none, the Commission issued an order on July 2 embodying some of the features of the proposed plan, limiting production to 250,000 bbl. per day, and dividing the producing area into 20-acre units participating equally in the outlet. Owing to the bringing in of many wells and the many violators of the Commission's orders, production increased to such an extent that prices went as low as 5c per barrel.
