THE power drag scrapers and the slackline cableway excavator have been called "long-range excavators." Broadly, their field of usefulness is restricted to work in which their long range of action permits them to operate economically, and which other, possibly more conventional, excavating units cannot do. Both of these machines dig or lift material and transport it to a remote dumping point. They combine these two functions in a single machine, nearly always in a single straight-line motion. [ ] The purpose of this paper is to examine the important features that distinguish the machines in this group from each other, as well as from other groups. The Machines The "power drag scraper" is a long-range excavating machine that employs a bottomless drag scraper operated back and forth between digging and dumping points by two haulage cables. The typical arrangement is that of Fig. 1. This is the "slusher" of the underground mine, as well as the "dragline scraper" of the sand and gravel industry, and other open-pit mining operations.

A merhod based on theoretical considerations is presented for estimating srabilized performance of gas wells from data obtained from short-term flow tests. Calculated results are presented for II gas wells evaluated with four-to five-hour flow tests. For seven wells on which comparison war available, satisfactory agreement between measured and calculated performance was obfained. Although the final results are favorable, diflerences in flow capacity k,h obtained from flow tests conducted at different rates were observed. This inconsistency did not seriously affect the calculated results in the test wells. INTRODUCTION In order to negotiate the sale of gas from newly drilled gas wells and to plan otherwise for the orderly exploitation of gas reserves, it is necessary to predict the long-term withdrawal rates physically possible for each well. Since low permeability gas wells do not stabilize except after a lengthy period of flow, the operator is unable, without wasting large amounts of gas, to measure directly the stabilized performance prior to contracting for sale of the gas and connecting the well to a pipeline. This problem is not new, but is one which has recently received considerable attention because of the rising importance of natural gas in the economy and new emphasis on the development of gas reserves. Thus, a method is needed for estimating stabilized performance from information obtained from short-flow tests in which stabilized flow is not attained. Such short tests would be suitable for wells not connected to a pipeline since the tests require only small amounts of time, labor and production of gas. Other requirements of such a method are short calculation time and use of a model of the gas well and its reservoir drainage area which is as consistent as possible with present theoretical, experimental and field knowledge. The method presented herein was developed in an effort to meet these requirements. It has been named the "two-Row method". In addition to the section on the evelopment and description of the method, a description of field application of the method and a discussion of well test results are in- cluded. Finally, there is a section on an additional consideration prompted by some of the test results. The Appendix contains certain details of the derivation of the two-flow method and a sample calculation for Test Well 1. MATHEMATICAL DEVELOPMENT AND DESCRIPTION OF THE METHOD The method is based upon the following assumptions: (1) The system can be described as a finite cylindrical gas reservoir produced by a single cylindrical well located at the center of the reservoir. Flow is strictly radial. (2) Flow obeys Darcy's law except very near the well where a quadratic flow law is assumed. (3) The system is also characterized by a laminar flow skin factor. The use of a quadratic or turbulent flow term is more fully justified in Refs. 1 and 2. When such a system is opened at the wellbore to constant rate flow from an initial condition of uniform pressure distribution, the radius or drainage quickly passes through the non-Darcy flow and "skin effect" region imrnediately surrounding the well. After the drainage radius or "transient" has passed beyond this region and before it reaches the external boundary, drawdown can be expressed by'." After the drainage radius reaches the external boundary, stabilized flow exists and drawdown is given by'," Eqs. 1 and 2 form the basis for the method. The validity of these equations will now be examined in the light of some well test data previously available. It has been found by actual measurements on gas wells that the relationship between drawdown and flow rate, that is the performance curve, is closely approximated by' Eq. 3 is a straight line on log-log graph paper. The behavior of gas-storage reservoirs subject to water drive is investigated through analog simulation on an electronic differential analyzer. The simulation technique developed on an LM-10 computer permits the prediction of reservoir volume or pressure resulting from the movement of water in the surrounding aquifer. The method developed on the analog computer consists of setting up an appropriate transfer-function circuit and feeding the arbitrary time-varying boundary conditions as an input signal. The input may be specified as gas reservoir pressure, pore volume or the water flux. Several cases studied include an isolated gas reservoir on a limited aquifer, interference among three reservoirs adjacent to a common aquifer and the growth of gas-storage volume on an aquifer. It is concluded that the method developed on an electronic differential analyzer provides an excellent technique to simulate and investigate the behavior of gas reservoirs subject to water drive. The agreement between the reservoir performance as predicted from the simulation technique and as measured from actual field data is found to be better than the range usually encountered in predicting water-drive behavior. INTRODUCTION It is generally known that some gas-storage reservoirs are located on top of blanket sands of large extent, saturated with brine called aquifers. Because the volume of the body of water associated with aquifers is usually very large and water is compressible, the cyclic pressure variations encountered in normal storage service inevitably cause unsteady, compressible flow conditions in the adjacent aquifers. The solution to radial diffusivity equation for a limited aquifer for constant terminal conditions has been know111 since the early 1930's. The solution for the constant terminal conditions for an infinite aquifer was puhlished in 1949.2 The proldem of handling the unsteady flow of water through a porous medium with time-varying boundary conditions has been studied by many investigators through the use of graphical,3 digital4 computing techniques or on an R-C type of electrical analog called a reservoir analyzer.5 The digital computer performs a series of arithmetic calculations to superimpose the solutions of constant terminal conditions, while the R-C type of analyzer permits the simulation of the continuous medium by means of "lumped-cell" electrical resistance and capacitance elements based on finite-difference approximations. The graphical method is based on the convolution integral solution of the partial differential equalion. The purpose of the present study was to simulate the behavior of an aquifer on a general-purpose, electronic differential analyzer to obtain the influx of water or the change in pressure at the reservoir continuous1r and quickly. The use of the electronic differential analyzer was based on well known solutions for the constant terminal conditions already available in the literature.2,6-8 THEORETICAL DEVELOPMENT MODEL. The gas reservoir (R) is described in relation to an aquifer in Fig. 1. The permeability and porosity of an aquifer sand, the viscosity of the brine, and the compressibility of the brine and the formation are assumed to be constant. It further is assumed that the blanket sand is not thick enough to give appreciable vertical pressure distribution. The model in consideration is circular with radial geometry. SCRAP metals to the value of more than a billion and a half dollars were recovered in the United States in 1939 for further use in industry. Few people have any true conception of the magnitude of the secondary-metal industry as related to that engaged in the production of the primary, or virgin, metals; of its importance, particularly when a shortage of primary metals exists, as at present; or of the advance that has been made in standardizing and improving the quality of its products. Of the iron and steel produced in the United States in 1939 (the data used in this article are largely taken from Bureau of Mines reports for that year) just over 50 per cent came from scrap and slightly less than 50 per cent from ore. Of the principal nonferrous metals-aluminum, anti-mony, copper, lead, nickel, tin, and zinc-63 per cent came from domestic ores and 37 per cent from scrap. Fig. 1 presents graphically the relative tonnage and value of primary and secondary production of ferrous and nonferrous metals. In this chart only purchased secondary metals are considered, the figures being exclusive of "home" or "plant" scrap which amounts to rather large figures in the iron and steel industry. Incidentally, the chart shows that from the tonnage standpoint the iron and steel industry is some twenty times larger than the nonferrous industry, though with regard to the value of the product the ratio drops to about two to one.

The only known direct method of discovering oil deposits is by the drilling of test wells. Such exploration is always hazardous and generally very costly. The problem of the prospector, therefore, is one of selecting test sites that are favorably located and so to reduce the odds against his venture. Early in the history of the oil industry, it was realized that oil and gas deposits, other conditions being favor- able, were usually found in anticlinal types of structure. This very understandable and rational habit of occurrence furnished the first substantial clue to the prospector. Oil occurs in sedimentary rocks, and beds of such rocks are deposited originally in parallel planes. An anticline at the surface, therefore, could be accepted as an indication of an anticline in lower beds. Structural geology became the tool of the prospector, and by its use in the past two decades, the majority of the known important oil deposits of the world have been discovered. This is but an incomplete, and the simplest, statement of the problem. Nine-tenths and more of the important oil pools of the world belong to the great class of accumulations controlled by structural traps- anticlines, faulted structures, salt domes, etc.-but by

Natural gas has been known to exist for many years in the St. Lawrence Valley, between Quebec and Montreal, and more partirularly in the vicinity of Louisville and Three Rivers, 74 and 94 miles respectively northeast of Montreal, and 98 and 78 miles respectively southwest of Quebec; the distance from Montreal to Quebec along the St. Lawreuce River being about 175 miles. It was not until 1880 that any practical explorations were begun with the hope of finding gas in sufficient quantities for commercial uses. In this year Messrs. Piret and Genest, of Three Rivers, sank a well near St. Maurice to a depth of 50 feet, where solid rock was encountered. A similar well was drilled through the glacial and allavial drift, in the same district, in 1883, by the Messrs. Renaud Freres and Dubois, to a depth of 70 feet before solid rock was encountered. In this latter well a strong flow of gas was obtained. The gas was an outflow from a very limited reservoir in the porous glacial gravel, which had been filled from the gas resulting from the decomposition of vegetable remains, which had been buried in the gravel at the time of its deposition. Subsequently, other wells were sunk in the same way, with the hope of getting gas in commercial quantities from similar reservoirs. FIVE-SIXTHS of all the coal that is mined in the United States is burned, without previous treatment other than screening, for the produc-tion of heat and power, so that its value is fixed by its suitability for this purpose. Nevertheless, the characteristics of individual coals that determine their fitness for use in particular pieces of combustion equip-ment are not yet well known. This condition is due not only to the small extent of our knowledge concerning coal itself, but also to our compara-tive ignorance of the nature of the combustion process. The following paper is an analysis of the combustion process as it occurs in industrial furnaces, based largely on the results of laboratory research on combus-tion rates. From this analysis it is possible to determine the characteris-tics of the fuel that limit the capacity of a given piece of combustion equipment. Limitations imposed by other factors than the attainable speed of combustion will not be considered, since they are subject to a different type of analysis involving the balancing of maintenance costs against fixed charges. In order to observe the relations among the various factors that affect the speed of combustion, representative particles of fuel will be followed through two types of furnaces. A pulverized-coal furnace will be con-sidered first, because the independence of the individual particles facili-tates the analysis of the effect of furnace conditions. The second example will be a grate-fired furnace in which ignition of the fuel takes place on the underfeed principle. This includes both underfeed and chain grate stokers,(8)? but does not include hand-fired furnaces and some overfeed stokers. The furnace will be considered to be large enough, the tempera-ture high enough, and enough air provided, to burn the fuel completely, without, for the moment, specifying these quantities more completely.

I. The Property. The Homestake Mining Co. has acquired through consolida tion the ground and equipment of the Father De Smet Con solidated Gold-Mining Co., the Deadwood-Terra Mining Go., the Caledonia Gold-Mining Co. and the Highland Mining Co., at and near Lead, Lawrence county, South Dakota, in the northern portion of the Black Hills. The company owns or controls 250 claims, comprising 2,616 acres and covering about 8,000 ft. along the strike of the lode. At the surface there are several veins, of which three have united in depth, where the main vein ranges from 300 to 500 ft. in width. The 1,100-ft. level is the lowest at present. The rock of both walls is, so far as known at present, carboniferous alate, and the country is penetrated by a system of porphyry dikes, and in some places capped with porphyry. The output of the company up to January, 1903, has been, approximately, $70,000,000. II. The Ore. The oxidized, open-cut ore is nearly all treated in the three mills on the northern part of the property, which are as follows : The Mineral Point (formerly the De Smet), of 100 stamps, the Monroe (formerly Caledonia), of 100 stamps, and the Pocahon tas (formerly the Deadwood-Terra), of 160 stamps. A cyanide plant, to treat the leachable portion of the tailings from these North End mills, has recently been installed and put into oper ation at Gayville, or Blacktail as it is now known. The Homestake lower-level ore, which comprises the greater part of that being milled at Lead, may be described as a horn blende, garnetiferous schist or slate, which has been crushed and infiltrated with free silica and pyrites, the latter being

Some 30,000 people attended from 50 countries. Over 600 exhibitors brought with them a billion dollars of mining technology, ranging from tiny high-precision valves to giant off-highway trucks. Twenty-seven technical sessions with more than 100 papers covered the gamut of mining advancements. It was a grand display of industry vitality just to power the huge exhibit area required 22,000 kW of electricity each day, and support services for the exposition created more than 1000 daily jobs for local labor. Unquestionably, Las Vagas knew the miners were in town for the American Mining Congress' International Mlining Show.

11.3-1. Basic Principles. Communications systems available for application to surface mining operations can be divided into basic categories. These are: 1. Wired systems requiring some type of metallic conductor 2. Nonwired systems, or those commonly referred to as space-radio systems. Under the heading of wired systems, telephones of the ringer type utilizing magnetos were used in the early pit operations. These are still being used in underground mining operations where calling is accomplished by ringing a code made up of short and long rings. While the standard Bell Telephone Systems have not been applied extensively in underground mining, they have been used in open pit operations but have the disadvantage of using multiple pair cables which must be installed and maintained as the mining operations proceed. They have the advantage however, that when a Bell System is installed in a surface mining operation, communication is available not only within the operation but to any point in the world through the facilities of the world-wide Bell Systems. A second type of communication available is the audio system or public address system requiring the use of a special audio cable made up of shielded pairs for the loudspeaker and microphone circuits. Audio systems have one outstanding advantage over most telephone systems in that, with a high-powered amplifier, a paging call can be heard over and above the high ambient noise conditions usually found at a surface mining operation. However, they have the disadvantage of requiring special cable which must be installed and maintained. Another type of wired communication system available for surface mining is that of carrier frequency equipment similar to that used in underground mining operations. In this system, transmission is accomplished by means of a frequency modulated carrier that travels over the underground trolley wire, the rail on which locomotives travel, and adjacent telephone wires.

INTRODUCTION The Cyprus Pima Mine is located 20 miles southwest of Tucson, Arizona and about fifty miles north of the Mexican border. The Cyprus Pima orebody was discovered in 1950. Feasibility studies were begun in 1952 employing underground development. Economic studies showed open pit operations to be feasible and stripping of overburden was begun in late 1955. The first ore was reached in October of 1956. A 3,000 tpd (tons per day) concentrator was completed and began operation January 1, 1957. From these beginnings, Cyprus Pima Mining Company has expanded into a plant processing approximately 54,000 to 56,000 tpd. Four expansions were required to bring the plant up to its present capacity. Each expansion incorporated what had been learned in previous operation of the plant. The first expansion was completed in August of 1963 doubling design capacity to 6,000 tpd. In reality, because of softer than average ore, capacity was closer to 8,000 tpd. Expansion II was completed in July 1966 bringing design capacity to 18,000 tpd. Expansion III followed immediately. Completed in the summer of 1967, this expansion increased the design capacity to 30,000 tpd. The actual dry tonnage of this portion of the operation in 1974 averaged 38,400 tpd, again, primarily as the result of treating softer than average ore. The latest expansion (Expansion IV), completed in December 1971 and utilizing a semi-autoge- nous grinding circuit, is located in a separate building (Mill II) approximately 200 yards southeast of the original mill (Mill I). Expansion IV was designed for 14,000 tpd, but after circuit modifications, averaged 16,500 tpd in 1974.

Copper cementation was studied from both thermodynamic and kinetic aspects. The temperature effect of copper cementation, which has been recognized as an anomalous result, and the rate enhancement phenomenon observed after the initial linear step are, in particular, focused in this work. The main results obtained are as follows; 1) Free energy changes of copper cementation reactions, calculated by the use of the "Correspondence Principle" of Criss and Cobble are rather insensitive to temperature. 2) A Flow-cell assembly consisting of a special cupric ion electrode, a calomel electrode and a potentiometer is particularly useful for the continuous measurements of copper cementation rate. 3) Two first-order reaction rate constants for the CU2+- Fe system were successfully determined by the use of the flow-cell assembly. 4) Activation energies determined for the initial rate and the 9 maximum rate of CU2+ - Fe system are both 4.6 kcal/mole. This fact suggests that the mechanisms of the initial reaction and the final reaction are essentially the same and both reactions are rate controlled by the diffusion in a boundary layer. The difference in the rate constants of them may fie explained by the effect of the nature of surface deposits. 5) Qualitative explanation of the rate enhancement phenomenon from the initial rate was successfully made by applying Bockris "Penetration Model."

The Library of the above-named Societies is open from 9 A.M. to 9 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furbish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining-maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining-reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

WOOLSEY McA. JOHNSON, Hartford, Conn. (written discussion).¬When ;we regard the number of British thermal units running into the billions that-must be applied to metallurgical slags in the United States, we cannot but conclude that the physical chemistry of-slags is a very important subject when measured in dollars and cents. A further contemplation of the subject shows us that it has been hitherto treated in too purely a practical manner. It is needless to comment at length on the cost of these heat units and on the cost of fluxes to produce these metallurgical slags, for, it amounts to tens of millions of dollars annually. Accordingly, this research is of value to the country. But we must,all balance our results against our efforts. Therefore, while the speaker is unwilling to criticise unduly this meritorious research, lie does criticise it in the interest of the profession for the reason that it seems to him too highly theoretical. The article is much too, scientific to produce results at a minimum cost. Let us explain our meaning. It has been said that there are always two sides to a question. It may be further said that there are always three sides to a question, the two extremes and the middle ground. In any industrial research there are the highly theoretical side, the purely practical side, and the theoretico-practical side. To study a slag and be practical in the studying, there is something needed that represents in the laboratory (or in microcosm) what actually happens macrocosmically in the blast furnace. There is such a thing as the art of metallurgical research occupying the middle ground between theory and practice.

The use of geothermal energy is expanding very rapidly. This type of energy has proven commercially profitable for generation of electricity, for space heating, process heating, auxiliary heating of water in conventional steam power plants and for recovery of chemicals contained in natural hot water and steam. Two types of geothermal energy sources are recognized: 1) hot springs in regions of nearly normal heat flow that tap a deep reservoir through which water moves slowly to a hot springs conduit and then rapidly to the surface; 2) hyperthermal areas in which the water is heated by a relatively concentrated heat source related to volcanicity. If there is a geologic trap that provides a geologic analog to a steam boiler, as at Larderello, Italy, the hyperthermal area will have a convecting system that develops superheated water at relatively shallow depth and may provide natural steam in large quantities. If a hyperthermal area is to be productive for a long time, the underflow into the reservoir should be slow enough to allow the heat source and convective system to heat the underflow to the working temperature, and the production rate must not exceed this rate of underflow. A model based on a typical aquifer suggests that the rate of movement of water through the reservoir be such that a few years are spent in transit between isotherms that are spaced about 2°F apart. The possibility of finding blind geothermal areas is illustrated by discussion of the techniques developed in evaluating the subsurface temperatures in the East Tintic district of Utah where a map of isotherms at water level (2000 to 2000 ft below the surface) shows that a hyperthermal area may exist a short distance southeast of the mining district. Very nearly all of the energy that man currently uses comes ultimately from the sun's radiation. This includes water power, fuels such as wood, peat, coal and petroleum, the wind and all our animal power. In the paper summarizing a conference on solar energyl6 the average amount of solar energy received daily on the earth is taken at about 1 cal per m2 per min or slightly less than 2 pcal per cm2 per sec; this is almost exactly the amount of energy on the average that the earth liberates in regions of normal geothermal gradient due to its own internal heating. In many places, however, the energy released is many times the average and in some of these hyperthermal areas, geothermal steam is used for generation of electricity, and hot springs are used for heating buildings and private dwellings, process heating, auxiliary heating of water in conventional steam power plants, and chemicals may be recoverable from both hot water and steam. The use of hot springs waters for heating houses goes back hundreds of years but until recently was confined to a few dwellings close to the hot springs. In Korea, some houses had hot spring water channeled through conduits in the floor centuries ago and thus the Koreans can be credited with pioneer development of radiant heating. In Iceland at present nearly a third of the population uses natural thermal water for domestic heating." The Reykjavik system pipes hot spring water at about 94°C throughout the city and has devised insulated double pipes that allow the water to be piped for some 25 km with a drop of only 1°C for every 5 km. The actual cost to the Icelandic consumer is only one-third the cost of heating by imported coal and yet the industry is one of the most profitable in Iceland. The most profitable use of geothermal energy has been its conversion into electricity which can be transmitted economically much greater distances than hot water. The largest installation at the present time is that at Larderello, Italy, where the Count of Larderello began to experiment in the production of electricity from geothermal steam 60 years ago — in 1904. He installed his first steam turbine, with a capacity of only 250 kw, in 1912 as the result of a local quarrel with the power company which furnished the current required in the Larderello chemical industry - an industry that then dated back nearly a century. As experience was gained in drilling deep holes to tap geothermal steam and in converting it to electric power, the capacity of the installation of Larderello gradually increased, but was all destroyed by the Germans during their retreat from Italy in the closing

THE mine blacksmith and drill-steel sharpening shop at the Franklin mine of the New Jersey Zinc Co. is on the surface, adjoining the main shaft. It is a brick building, 51 by 30 ft. inside dimensions, with a corrugated iron roof and concrete floor. About two-thirds of the steels used are brought up through the main shaft; the remainder through two auxiliary shafts. The latter are carried to the shop by team or truck. At each shaft sufficiently large stocks of sharp drills of various types are kept to replace all the dull steels that may be sent up; while at the shop enough sharp drills are kept to replace the dull steels in the stocks kept at the auxiliary shafts. Though this entails keeping a larger number of drill steels in service than might be required by other methods, there is less hurry in the sharpening shop and the steels have a longer period of rest. If a rest from use enables steel to recover from fatigue strains, this method secures that rest. The forms shown in Fig. 1 are supplied to each shift boss in books of 100. These are used to requisition sharp drills from the shaft stocks and enable the men at the tops of the shafts to sort out the required sizes and to have them ready to be sent to the various shaft stations. At one of the auxiliary shafts, the dull drills are placed on a platform from which they are dumped into the body of the wagon that takes them to the shop.

The developments in the Russian oil industry during 1935 marked a very definite turning point from the time when the industry was being educated to the modern methods of oil-field finding and development, refining, transportation and marketing, to the time when the industry has thoroughly assimilated the modern technique and is now firmly standing on its own feet, as is shown by the remarkable qualitative, if not quantitative, progress in 1935. The oil industry promises that 1936 will be a record year in every respect with both quantity and quality approaching the desired high levels and standards. More particularly the Soviet Government is beginning to be successful in the development of new fields and such new production in geographically strategical points of the country will be in the coming years a factor of great importance in the industrial life of the country. The most notable achievements of the last year have been: the very successful development of the Ishimbaevo oil field in the Lower Oural-Permian Basin; the discovery and development of several promising oil fields in the Puta district of Azerbaijan, while large flush production of Baku area was extended 50 miles due southwest into the Saliani-Aliat district, where a 3000-bbl. well was completed early in 1936 at Pirsagat. Also, an apparently important discovery was made at Zikh, on the Apsheron Peninsula proper. These discoveries, as well as several important strikes in the deeper producing sands in the older fields of the Apsheron Peninsula, have greatly augmented the proven reserves of Russia and made them available either at the points where transportation facilities were already present or at points not too far distant from major industrial centers of the country. Of course, not all objectives were achieved during the past year, and several major difficulties remain to be solved in the coming years, the more important of which are: (1) supply of equipment and of parts; (2) the unavailability of competent technical men in sufficient numbers, which more particularly affects the distant fields; and (3) the problem of distribution of oil products throughout the country, especially the question of handling the needs of small consuming areas, which, while individually unimportant, in the aggregate require huge distribution.

The developments in the Russian oil industry during 1935 marked a very definite turning point from the time when the industry was being educated to the modern methods of oil-field finding and development, refining, transportation and marketing, to the time when the industry has thoroughly assimilated the modern technique and is now firmly standing on its own feet, as is shown by the remarkable qualitative, if not quantitative, progress in 1935. The oil industry promises that 1936 will be a record year in every respect with both quantity and quality approaching the desired high levels and standards. More particularly the Soviet Government is beginning to be successful in the development of new fields and such new production in geographically strategical points of the country will be in the coming years a factor of great importance in the industrial life of the country. Future of State and Federal Oil Regulation. BY NORTHCUTT ELY (Trans , vol 118 2400 words) The Interstate Oil Compact, ratified by six states and Congress in 1935, replaced the petroleum code, invalidated with other codes by the Schechter decision This compact endeavors, first, to conserve reservoir energy of oil pools through substantially uniform conservation measures by the states, second, it recognizes the state rather than the Federal Government as possessing the necessary police power for that purpose, third, it establishes an interstate advisory commission, so that orderly production in one state is not penalized by uncontrolled production in another, fourth, Federal interests are recognized in the control of hot oil, regulation of imports and fact-finding forecasts of supply and demand by the Bureau of Mmes It is not as complete an instrument as proposed by the Federal Oil Conservation Board in 1932, but is workable, and will be effective in proportion to the support given it by the industry Three results may follow First, now that fear of Federal control has subsided, the industry may lose interest in the compact and let it fall to pieces, second, if vigorously supported by the industry, the compact can accomplish most of the conservation objectives sought by the Federal control measures now believed unconstitutional, third, if the Compact fails, Federal regulation is almost certain to be revived, and can probably be sustained in connection with neutrality legislation, regulation of interstate pipe lines, and coordination of Federal and state gasoline taxes Nearly every step toward governmental regulation has originated within the industry state proration, the Federal petroleum code, Federal control of imports, Federal control of hot oil are examples The Compact shows a trend toward coordination between the powers of the industry, the state government, and the Federal Government If this arrangement fails through lack of interest by the oil industry, the next step is likely to be absorption by the Federal Government of the other two factors involved in the situation

INTRODUCTION During the Bicentennial Year in the United States of America, recognition should be given to the fact that 20 years ago the first large-scale commercial pelletizing plant was started and attained rated capacity. This was the beginning of a new industry. Twenty years ago the total production of pellets was principally from pilot plant facilities and totaled in the thousands of tons per year. At the present time the world production is slightly in excess of 280 million tons per year. This truly is a tremendous growth for any industry. Such a production growth obviously is accompanied by a similar growth pattern in the development of process, equipment, and facilities. During the growth and development period, different materials became more adaptable for processing. For example, initially the pelletizing of iron ores revolved around the magnetite concentrates where the heat of reaction constituted a very important part of the process fuel. During this growth period, specular hematite, earthy hematite, mixtures of hematite and magnetite, and even non-ferrous type materials were pelletized, a function previously thought not practical. The demand for the use of pellets has also broadened their concepts. At first they were made to replace the high-grade iron ores used in blast furnaces. Nowadays, not only have they replaced iron units, but they have had a major influence on the design of larger blast furnaces and have contributed to production rates in excess of 10 000 tons per day from a single furnace. They have also been used in the manufacture of steel, principally for coolants in the BOF practice. More recently, with the improved beneficiation techniques that have been developed over the same period of time, pellets have been used for the direct reduction process and can be used directly
