THE CHAIRMAN (ALBERT SAUVEUR, Boston, Mass.).-I am sure we are indebted to Prof: Hayward for his addition to our knowledge of the influence of sulphur on steel. As he has said in this paper, sulphur has had many defenders in recent years. It seems to me, however, that, while it may be old school to believe in the detrimental action of sulphur, it is not yet old school to believe in segregation; that while it may be that 0.1 per cent. of sulphur has no very great effect on the physical properties of steel, a ladle analysis of 0.1 per cent. of sulphur may readily result in 0.2 or 0.3 per cent. sulphur being present in the segregated portion of the ingot, and that, it seems to me, might be a rather serious matter. UNGER, Pittsburgh, Pa.-Prof. Hayward has presented the results of an investigation along a line to which I have devoted considerable time and attention, and I am particularly pleased to note that his results are in accord with my own and further tend to prove the fact that the old, established prejudice against sulphur is based more on belief than actual facts. I have felt for years that tooo much stress was placed on the harmful influence of certain elements in steel such as sulphur, phosphorus, copper, etc., but it has only been within recent years that efforts have been made to, establish the truth. Practically all the investigations made to date have proven that these elements within reasonable limits are harmless and, in fact, that for certain purposes the addition of these elements is beneficial. In referring to copper, J. E. Stead, Vice-President of the British Iron and Steel Institute, said at their last meeting: "Even today one comes across steel specifications in which copper is barred, which can only be regarded as ail indication of ignorance, if not stupidity, of those who prescribe the composition of steel, for it has been long ago proved that copper in steel, instead of being an evil, is quite harmless, and is sometimes distinctly beneficial." Sulphur owes its evil name to the early days of the manufacture of steel. Chemical analyses were crude, and failure due to either poor raw materials or metallurgical treatment were many. Sulphur being a comparatively easy element to determine with reasonable accuracy, particular attention was called to the amount of sulphur, and the failure was attributed to it, without giving any consideration to other causes. A GLANCE at the list of papers1 that have been published since 1920 on the general subject of flotation suggests the variety of ideas that exist regarding the underlying cause of the phenomenon.' Among these ideas, we find several coherent theories, but none that adequately and completely explain the phenomenon. Ralston2 and Bains3 suggested an electrical theory which has to do with the attachment of mineral particles to a bubble by the attraction of unlike electrical charges. This theory has its root in the fact that a bubble of air in pure water is electrified in such a way that the surface is negatively charged while the body of the water is positively charged. This result, which was first discussed by Helmholtz, also obtains when the water contains anything except a high concentration of hydrogen ions, or ions which are trivalent or tetravalent. The theory also holds that the mineral particles have positive charges on their surfaces, and so there is attachment between bubble surface and mineral particles by the old law of electrostatics, which states that unlike charges attract. CONTACT ANGLE AND OIL ATTRACTION The contact angle-the angle formed by a fluid-fluid boundary when both are in contact with a solid-has been indicted several times for complicity in the phenomenon of flotation. This angle is supposed to indirectly measure the surface energy of a solid. Thus if we have two fluids in contact with a solid, we may express the difference between the two fluid-solid tensions as equal to the fluid-fluid tension times the cosine of the angle between the two fluids.4 If the two fluids are in contact with the solid, this is, no doubt, an excellent way of establishing relative surface energies. However, in flotation, we deal with substances which are not wetted by water. What assurance have we, then, that the angle

Organization In 1948, the Committee on Divisionalization and Publication Program of AIME, known as the Johnson Committee, recommended the reorganization of the Institute into three branches, Mining, Metals and Petroleum. This recommendation was accepted and the new organizational structure was implemented in Jan., 1949. The Mining Branch, at the time of the formation, had three divisions: the Coal Division formed in 1929, the Industrial Minerals Division (IndMD) dating from 1935, and the Minerals Beneficiation Division (MBD) formed in 1948 from the Milling Methods Committee, which had existed for many years. There did not exist, however, a division for the geologists and mining engineers. From the time of the founding of the Institute, this group was the main stem of AIME and never felt the need to segregate. The disciplines of mining and geology were served by a number of technical standing committees of AIME. With the birth of the new Branch, a new Division, the Mining, Geology and Geophysics Division (MGGD) was formed, completing the divisional structure of the Mining Branch and providing a home for all members. The governing body was the Mining Branch Council, with two members from each Division of the Mining Branch and one each from the Mineral Industry Education Division and the Mineral Economics Division. These last two divisions served all three Branches of AIME. The Division is such an important unit in the organization structure that it is of value to explain that it appoints committees to handle pro- grams, publications, and awards - representing the main functions of the Institute - as well as many others. There is enough flexibility in the organization so that each Division may have its own special committee structure as long as primary functions are provided. The past is indeed prologue to the future, for in 1957 the Johnson "Branches" gave way to the Fletcher "Societies." The Fletcher Committee, in 1958, recommended a new reorganization into Societies, each with the authority to administer its own finances and to designate certain officers and directors to the AIME Board. TREATMENT of the breaker wash-water discharges to remove the suspended particles of finely divided material is usually most efficiently and economically accomplished in settling or thickening tanks. The purpose of these tanks is to separate the excess water from the solids by sedimentation whereby the solid particles suspended in the water are thickened by the force of gravity. The water overflowing these tanks is either reused for coal cleaning or discharged directly to the streams. The settled solids, which are in a relatively concentrated condition, forming a sludge or thick pulp, can be disposed of by pumping to a storage dam, by slushing into mine workings, by processing for recovery of coal, or filtering by vacuum or centrifugal means and discharging with the breaker refuse. The scope of this paper will be limited to the discussion of settling and thickening equipment, the factors that influence the settlement of solids, and a brief description of tests that can be made to determine the size of settling facilities required for any particular condition. The practical application of sedimentation to the treatment of coal falls into two groups, one of classification or hydro- separation, and the other of clarification and thickening. Classification may be employed to prepare a relatively low- grade fuel, which can be used as is or can be further processed separately. Clarification and thickening is employed where the primary objective is to recover a relatively dewatered solid and return a satisfactorily clear water to breaker or streams. When a stream of water flows across a tank, the time required for a particle to travel from the feed inlet to the overflow must be a little greater than that required for the finest particles or flocs in the feed to settle out of the stream. OPERATION AND TYPES OF SETTLING EQUIPMENT Theoretically, the liquid in a settling tank should rise at a more or less constant rate throughout the area of the tank Under these conditions the rising velocity of the water must be less than the settling rate of the finest particles if clarification is to be obtained. When classification of particles is to be made in the tank, the overflow velocity must be greater than the settling velocity of the particles that are to be removed with the tank overflow. The performance of a settling tank, then, depends on the settling rate of the solids and the current velocities in the tank. The oldest types of sedimentation employ intermittent types of settling tanks of any convenient shape. Means are provided for filling the tank with pulp and allowing it to settle until quiet, for moving the clean liquor and for removing the thickened sludge. The operation is necessarily intermittent but a sufficient number of tanks is employed so that a continuous flow of clear water is maintained. Our large modern blast-furnaces, equipped with ore-bins, larries and mechanical means for putting stock into storage, withdrawing it therefrom, and charging it at the tunnel-head, are indeed wonderful in capacity; yet, it is admitted that, with some notable exceptions, they have disappointed us in economy—that is, in the items of low fuel-consumption, uniformity of product, freedom from slips, and reduced cost of repairs and relining. The manager who estimated the cost of pig-iron to be made in a modern plant, by taking the costs of the hand-filled furnace and deducting the amount to be saved by the mechanical appliances, has been surprised, in many cases, to find that unfavorable results in these items of economy have greatly reduced his expected gains. Is there any reason why the fuel-consumption should be greater for a modern furnace than for an older stack using the same mixture ? Certainly the equipment is much more complete, and the trouble, therefore, must lie in the management or in the character of that equipment. Everybody knows that intelligent and vigilant management is a prime requisite: that any neglect of a detail, though it may not be felt that day or week, will surely sooner or later make its appearance as an increased item of cost. But to hold the furnace-maaager responsible for the relatively poor work of the modern blast-furnace would be, I am convinced, a great injustice. For its management has received much more study and care than was given to the older types. Many furnace-managers have lost their health through worrying over this problem, and some hare lost their positions, being held responsible for results made inevitable, as I believe, by the equipment provided for them.

INTRODUCTION IN our everyday life, visual perception plays perhaps a more important role than any of the other senses with which we are equipped by nature. It is, therefore, quite understandable that the average person associates 'with the term "atmospheric pollution," clouds of dust, palls of smoke or deposits of soot, phenomena which are so familiar to the residents of industrial cities. On the other hand, "air" is usually considered the prototype of the invisible, of the intangible, and any suspensions in the air which do not conform to this concept, are regarded as foreign to the atmosphere and thus as "pollution." According to Webster, the term "pollution" implies uncleanness, impurity, in short, something undesirable. Although the scientist often accepts popular concepts, he is generally inclined to suspect that apparently "obvious" phenomena imply, literally, "more than meets the eye." To show that this suspicion is also justified with regard to atmospheric pollution, is the objective of this discussion. It will be shown that what seems foreign to the air at first sight, is by nature an integral part of it, and that the more important aspects of pollution generally escape attention. THE ATMOSPHERIC CONSTITUENTS We can distinguish two classes of atmospheric constituents: the permanent gases, chiefly nitrogen, oxygen, traces of argon, neon, and others, and the variable constituents which include water in its different states, carbon dioxide, ozone, and various suspensions, either in gaseous, liquid or solid form. These suspensions, known by the collective term "Aerosol,"20 will be considered in detail. DUST There are two general types of aerosols: the first type is represented by the socalled "neutral" particle 3, commonly known as dust and experienced by everyone, as it is the more conspicuous type of suspensions. . It often represents a special problem to the mining engineer, the mechanical engineer, the industrial engineer, and many other professional men. Dust consists of finely divided solids derived from weathering, drilling, handling and preparation of rocks and coal. Dust may also consist of organic or inorganic particles resulting from manufacture of a variety of products such as flour, rubber, lime and steel, from traffic on land be it on the highways, on rails or in city streets, from decomposed vegetation or from volcanic eruptions. Perhaps the most reviled member of this class of suspensions is the soot and fly ashes from coal fires and other combustion processes. The cosmic source of dust, namely the injection of meteoric matter into the atmosphere, is of minor significance because the concentration of particles is exceedingly small despite the relatively large mass of material invades the earth’s atmosphere from space

Discussion of the paper of H! M. CHANCE, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1461 to 1466. R. V. Norris, Wilkes-Barre, Pa.-In his resume of coal-taxation methods Mr. Chance has apparently confined his investigation to bituminous coal, so a summary of the anthracite situation as to coal assessment should be of interest. The anthracite region of Pennsylvania in its 484 square miles of measures lies in the counties of Wayne, Lackawanna, Luzerne, Carbon, Schuylkill, Northumberland, and Dauphin, and in each of these different methods of assessment have been adopted. The assessments for taxation in Pennsylvania are made under Acts of the Legislatures of 1841 and 1842, under which the assessors are re¬quired to "assess rate and value every subject of taxation according to the actual value thereof, and at such rates and prices as the same would bring at a bona fide sale after due notice." Under this general law coal land has been assessed as such, but up to about 25 years ago the coal was assessed at rates so low as to be unimportant, though the rates in each township and municipality, even in the same county, showed no agreement or ascertainable basis. In the late '80s, the need for greater revenue drew attention to the possibilities of collecting much larger taxes from the coal lands and, spurred by public demand, the assessing authorities in some counties undertook a reassessment of coal. The method pursued was to demand from each owner a statement of the area and average remaining thickness of coal on his lands. On this return, made in some cases under oath, an assessment based on foot-acreage was levied, with a resulting great increase in valuation, but the valuation per foot-acre was low and no serious objection was made. This assessment with occasional increases of rate remained in force until 1907, when, in the triennial assessment of that year, a complete revision of the valuation was again attempted, engineers were employed by the counties to check the accuracy of the returns from the owners, and, based on the foot-acreage thus obtained, an enormous increase, to $65 per foot-acre, was made in the valuation. This assessment was resisted in the courts by appeals resulting in very extensive litigation, and a final determination of the validity of the 1907 and all subsequent assessments has not yet been obtained. In the first appeals tried the rate calculated on a foot-acre valuation was reduced by the Luzerne County court to about $45, while the. Lackawanna County courts reduced a larger rate to $67. THE technological study of the treatment of gold and silver ores has been largely responsible for the phenomenal strides which have marked the progress in this branch of metallurgy during recent years. In no other application of science to industry is system more imperative at every stage; correct formulation of result is only second in importance to efficiency of operation. Progresss in method has been largely the result of individual initiative, aided by the work of technical journals and metallurgical societies. There still remains a field for profitable discussion, and it is my intention to deal with some inconsistencies of expression common to a number of writers on the subject; and also to draw attention to the false impressions created by a statement which may, possibly, be only unintentionally misleading. I also take the opportunity of tracing the source of both metallurgical and economic result; and to question the desirability of the methods usually employed in arriving at a final statement. In the first place, I wish to deal with the question of extraction. This term may mean anything or nothing, and it is often used to mislead. In a report of a mining engineer as to the result of operations subsequent to the remodeling of a treatment plant prominence was given to the statement that the extraction had amounted to 91 per cent. On examination it was found that only a small percentage of the so-called extraction was calculated on actual bullion return, a proportion being figured from the gold left in the zinc boxes, and not recovered. In addition to this, a proportion of the extraction was said to be due to gold in concentrate. As there was no concentrating apparatus on the property and as concentration did not form a part of the scheme of treatment the matter was investigated, with the result that the concentrate, of lower gold content that the original ore, was found to be the result of an inefficient pumping system which failed to provide for the whole of the battery product delivered to it. The balance was stacked and, although itself of no marketable value, the gold content was allowed to form a basis of extraction figures.

In the past, steam engines were used in practically all cases for driving the machinery in and about an anthracite breaker, and hence few or no accurate data were available as to the power requirements for starting and operating the individual machines, which make up the complete equipment. It was impossible to segregate the power necessary to drive each individual machine, first, because the equipment was driven in groups, and second, because it was impracticable to obtain graphic, integrated, or instantaneous records of the horsepower used. As a result of these conditions, it was found, when individual electric motors were applied to the various machines, that more accurate and complete data were needed in order to provide motors of the proper power and design for the particular services to be rendered. In order to obtain the desired information, the writers made and collected a number of tests, from time to time, on the individual motor drives in electrically operated breakers, and as these tests have been of great value, it occurred to them that a paper giving the results might be of service to other engineers interested in similar installations. Table I shows the results of these tests. All the motors tested were of the three-phase, 60-cycle, 440-volt, induction, squirrel-cage type, except a few, which, on account of size and starting conditions, were of the wound-rotor type. The instruments used in making these tests were: An integrating watt-hour meter, a graphic ammeter, and a graphic voltmeter. These instruments were connected in each motor circuit, and a record of a day's run of 9 hours was obtained from each machine. From these tests, the running light load, the average all-day load, and the instantaneous peak readings in amperes, volts, and kilowatt input, were obtained. By means of the characteristic curves obtained from these motors at the factory, the power factor, the efficiency, and the horsepower output were calculated for each particular test. Starting tests were made by the brake-arm method, in which the torque in pounds was measured directly on a spring balance.

THE graphic methods and records described in this article have been developed, with satisfactory results, for the use of executives of the Chino Copper Co., in Hurley, N. Mex. Particular attention is directed to the use of large wall-charts, the quick reference display of large charts, the scale notation of metallurgical charts, the inclusion of mesh extraction on screen analysis diagrams. To properly comprehend the operation and metallurgical results from a concentrating plant, a daily record of essential data is kept, usually involving the dry weight of ore milled or treated, dry weight of concentrate or metal produced, assay values of heading, assay values of tailing, assay values of concentrate, and percentage of extraction or recovery. In addition it is often necessary to record moisture, pulp density, or dilution; percentage of weight of oils and reagents employed; screen analyses of grinding conditions, oversize, etc.; assay values of non-valuable or interfering substances; cost data; and such special information as may be required.

Since World War II we have all been treated to repeated public and private evaluation of the population explosion. Improvements in medicine and agriculture have brought greater life expectancy and a decreasing infant mortality rate. This has brought boom conditions to some areas-and pressures everywhere for the amenities of life: a little elbow room, a tree or a pot of flowers, space to hike or swim with some freedom have all become premium commodities. With this wish for privacy and attractive surroundings, people are being forced to move to once sparsely populated areas. Suburbs expand or sprawl, depending on the point of view. New country is touched by a freeway and houses and stores spring up overnight. Entire new cities are born to meet the increasing mobility of industry and its work force.

Nickeliferous laterite ore from Sukinda, Orissa (India), consists of very fine particles agglomerated into larger aggregates. The ore is chemically and mineralogically complex and presents many characterization and beneficiation problems. In this study the results of a detailed investigation to characterize the ore by several techniques are discussed. Various techniques used for characterisation include elemental analysis, electron microscopy, electronspectroscopy for chemical analysis, x-ray and electron diffraction, differential thermal and thermogravimetric analyses, EDAX analysis, Mössbauer and infrared spectroscopy. Generally one method compliments the other and it is shown that a combination of several techniques is necessary to fully characterize the ore. The scope and limitations of the techniques are also discussed.

It is a grave objection to the present system (or rather lack of system) of mineralogical nomenclature that, in the very great majority of cases, the name of a mineral gives no hint of its chemical composition, one might almost say no suggestion, however faint, of anything connected with it or characteristic of it, chemical, physical, historical, geographical, geological, or lithological. In becoming acquainted with a mineral, in addition to learning its composition and important characteristics, one must also learn a name wholly unconnected with any of them. It has occurred to me that a system might be devised in which the name of each mineral should express at least an approximation to its ultimate composition. It is far easier to learn the names of most minerals than their compositions. Most of us are familiar with the names and appearance of many minerals, especially among the silicates, of whose compositions we have but a rough notion. It would be the aim of such a system to enable us, in making the one slight effort of learning the name of a mineral, by that same effort and involuntarily to learn its composition, which now requires an additional and a much greater effort. I have worked out a system designed to meet this requirement, and its description occupies the remainder of this article. Doubtless there are many devices on which could be based other systems fulfilling the requirement above set forth better than that about to be described does, and at the same time furnishing names

While the reducing action of organic matter, of ferrous sulphate, and of hydrogen sulphide has frequently been invoked to account for the deposition of native gold and silver from ore-forming solutions, the high efficiency in this respect of certain of the metallic minerals which form the ore itself has not been suffciently recognized. If a little finely powdered chalcocite is placed in a test-tube arid 2 or 3 cc. of a dilute solution of gold chloride are poured over it, two or three shakes of the tube suffice to remove all the gold from the solution. The color of the solution changes from yellow to pale green, showing that copper is dissolved simultaneously with the precipitation of metallic gold. If a piece of chalcocite is hung in a dilute aqueous solution of silver sulphate (1/40 normal), a coating of silver begins immediately to form on the mineral, and within a few moments a beautiful silver tree has developed, similar to that formed when metallic zinc is immersed in a similar solution. When similar experiments are conducted with other sulphides and with certain arsenides and sulph-arsenides, especially those known to be commonly associated with native silver in ore deposits, it is found that these minerals differ greatly in their efficiency as precipitants, especially in their effect on silver solutions. The tests made with most of the minerals were qualitatipe only, but the reactions of a silver sulphate solution on chalcocite and niccolite were submitted to quantitative study to determine the nature of the reactions involved. Thermodynamic properties of Hf-0 alloys have been determined from 0 to 25 at. pct 0 between 1000" and 1200°K by equilibrating specimens with alkaline metal oxide-metal vapor combinations. Partial molar-free energies, enthalpies, and entropies of oxygen have been obtained and are conzpared with similar results for the Ti-0 and ZY-0 In continuation of a thermodynamic investigation of the Ti-O and Zr-O systems1 activities of oxygen and lattice parameters of Hf-0 alloys have been deter- system. The positional entropy in all three systems corresponds to an ideal random interstitial solution with one interstitial site per one metal atom. The lattice parameters of hafnium and Hf-O solid solutions have been determined in the range 0 to 20 at. pct O from measurements of Debye powder patterns. mined. All three metals dissolve large quantities of oxygen to form interstitial solid solutions. The phase diagram of the Hf-O system is shown in Fig. 1.' The maximum solubility of oxygen in the cph a phase is considerable (up to 25 at. pct O). The solubility in the high-temperature phase is much smaller. The only stable compound in the solid state is HfO2 which may exist with a certain oxygen deficiency. The low partial pressure of oxygen of Hf-0 alloys required the application of an indirect method. Prior to 1950 Magma's ore production came from two parallel, steeply dipping, east-west striking mineralized faults, one called the Main or Magma vein and the other the Koerner vein, which lay about 1100 ft to the south. This vein system has been explored and mined over 9000 ft horizontally and 4800 ft vertically. In 1950 continued exploration led to the discovery and development of replacement orebodies in the Devonian limestone zones adjacent to the veins. These replacement deposits occur in the eastern part of the Magma mine and follow the strike and the 30º east dip of the host limestone. Strike length of the ore bodies varies from 250- 500 ft and thickness from 15-125 ft. The orebodies are large tabular masses with chalcopyrite and bornite being the dominant ore minerals. Hematite and pyrite are the most abundant gangue minerals. Incompetent limestone, shale, or a porphyry sill hanging wall is characteristic of portions of the replacement beds. In many instances the ore is blocky, badly fractured and intermixed with layers of limestone gouge, pyrite and hematite.

The indicator cards shown herewith were taken by the writer in June, 1877, from the water-pressure blowing engine of the Longdale Iron Co., at Lucy Selina Furnace, Longdale, Virginia. A description of' this engine with figures, and some indicator cards, was published by Washington Jones, Esq., Superintendent of the I. P. Morris Co.,* in the Journal of the Franklin Institute for May, 1877, to which those desiring a full account are referred, but for convenience the principal dimensions, etc., are given below. The machine consists of a pair of horizontal direct-acting blowing engines, connected at right angles to a common fly-wheel shaft. The blowing cylinders are 4 ft. diameter by 5 ft. stroke; the water cylinders were 18 in. diameter by 5 ft. stroke as built. Both water and blowing cylinders are double acting. The water valves are balanced piston valves, 18 in. diameter, moved directly by eccentrics on the fly-wheel- shaft. Great care was taken to have the areas of the ports and passages at least equal to the area of the working piston. The engine is set about 14 ft. above the tail-race, and the

This describes a highly concentrated mining system consisting of a series of short faces arranged to get complete recovery of coal with the maximum protection for the men and equipment. A series of conveyors collect the coal from eight faces and discharge into mine cars at a central loading point on a main haulageway. The conveyor is sectional and, by a multiple-drive arrangement, the same standard parts are used to construct a unit of any length. THE. THE Greenwood-Grand Forks area of southern central British Columbia, known as the Boundary District, has a long history of mining exploration and production. At the turn of the century this was the premier copper mining camp in the British Empire, its total production amounting to some 20 mil- lion tons. Most of this ore came from the great Granby mines at Phoenix, but the Motherlode mine at Deadwood camp, 6 miles to the west, and several mines in Summit camp, 5 miles north of Phoenix, made important contributions. The large deposits were exhausted in 1918 and the district since has seen only desultory exploration and salvage operations. The orebodies are mineralized skarn zones in limestone members of a thick series of Upper Paleozoic sedimentary and volcanic strata. Chalcopyrite is the primary ore-mineral. Copper carbonates and silicates occur sparingly in outcrops, but the oxidized zone generally is very shallow. Much of the surface is mantled by glacial drift which in most places ranges in thickness from 2 to 15 ft. In some of the hanging valleys, however, the glacial drift may be as much as 100 ft thick and may assume drumlin-like forms.
