THE process of making washed metal now followed is in principle that described by Holley before this Institute in 1879, as the Krupp washing process. Sir Lowthian Bell also experimented extensively in England during 1877 and 1878 on refining iron and joined his interest with Krupp, the process being often referred to as the Bell-Krupp process. The only plant in this country now operating this process is that of the Brier Hill Steel Co., Youngstown, Ohio. This process may be considered as the sole survivor of the numerous methods conceived for refining crude iron, when the removal of phosphorus from steel-making material was the great desideratum affecting large districts. The east coast of England and all northern Germany, the homes of Bell and Krupp, respectively, could at that time make steel only from imported ores. These processes were in use or in various stages of development 40 years ago and all except the Bell-Krupp received their quietus from the development of the basic steel processes, both pneumatic and open hearth. The aim of the early refining processes was, first, the removal of the silicon; which could be clone on a sand bottom, and later, the removal of the phosphorus, requiring a bottom which would give or permit a basic slag. The incidental advantages of increased yield and small fuel consumption were not generally recognized or considered; the aim of the later. operations was the saving of the difference in value between low and high phosphorus irons, as well as hastening the removal of the metalloids. The chemistry of the washing process follows in part that of the puddling process, and indeed washing might, be considered as the first half of puddling, since all the non-ferrous elements of the crude iron, except the carbon, are eliminated and the iron is maintained molten until cast. In puddling, the iron loses its carbon as well, and because of that, its fusion point rises above the hearth temperature; it freezes into a pasty malleable form, and is worked at once by squeezer, hammer, or rolls.

A large coal-fired power plant is to be built jointly by Pacific Power & Light Co. of Portland, Ore., and by The Washington Water Power Co. of Spokane, Wash., at a site about six miles northeast of Centralia, Wash. (Fig. 1 inset). Coal will be mined from nearby open-pit strip mines that will require cut slopes up to 250 ft in height. Coal will be removed from a seam approximately 50 ft thick, located at the bottom of the mine slopes. The coal fields are located in a geologically complex area that has been subjected to intense folding and faulting. As a result, the soils and rock comprising the overburden are highly fractured, jointed, and faulted. Classical approaches to slope stability based solely on the physical proper- ties of the overburden appeared to offer little assurance that theoretically stable slopes would remain stable. Further, the scope of the exploration program that would be required to provide a reasonable evaluation of the primary and secondary structural features from which a statistical evaluation could be developed was considered impractical. As part of the development of an overall mining plan, an experimental Pilot mine excavation, about 225 ft high and about 400 ft long at the base, was made within the coal field. This experimental cut was to provide firsthand knowledge of cut slope behavior. Our purpose at the Pilot mine was to observe the cut slopes as the excavation proceeded. To accomplish this purpose, the highwall of the experimental cut was instrumented to measure face movements and movement at depth behind the face. In addition, a detailed geologic map of the soil and rock conditions exposed in the highwall was prepared, and continual visual observations of the mine were made, noting significant events as they occurred.

Grinding costs are an important item in cement manufacture, and the cost of power is one of the large items in grinding costs. Even where power is of secondary importance, cost items dependent on mill capacity are influenced by the efficiency with which the mill uses power. Tube mills typify the grinding mills most generally used in cement plants, though other types are in use. Tube mills have been widely criticized as being extremely inefficient, and this feeling regarding them has led to many attempts to design more efficient grinding equipment. Other types may be an improvement over tube mills, but the improvement has certainly not been revolutionatry, at least as applied to clinker grinding. The very fact that there is doubt regarding the relative efficacy of various types of mills is an indication that an adequate basis for an analysis of performance is lacking. The development of methods of analyzing mill performance has been hampered by the lack of a suitable method for measuring the work actually done in pulverizing. There has been no acceptable standard to which mill performance might be compared. As a consequence, it was not known whether the margin of possible improvement in pulverizing operations was large or small. Even direct comparison of different types of mills was seldom possible because most plants had only one type of mill for each type of service. Comparisons between plants were difficult because of differences in the grinding characteristics of various clinkers. Some recent developments complete a chain of circumstances that place the cement industry in a particularly fortunate position for the study of its clinker-pulverizing operations. Modern investigators of grinding phenomena have generally agreed that the best measure of mill performance is the production of new surface. For most materials this measure of performance is largely theoretical and has a rather remote connection with the practical aims of the grinding operation. In clinker grinding, on the other hand, surface area is intimately connected with the properties conferred on the cement by grinding. THE striking alterations in the constitution and structure of cast A1-Si alloys brought about by addition of small quantities of some elements, particularly sodium, have been extensively investigated. Many theories' have also been propounded to explain this so-called lLmodification" process, but their main concern has been more to throw light on the action of sodium than to arrive at general criteria underlying this interesting as well as intriguing phenomenon. Such theories have generally dealt with one or more, but not all, factors that seem to have a direct or indirect influence on the cast structure of A1-Si alloys, e.g.., formation of ternary eutectic, removal of oxides, hydroxides, and so forth, by fluxing, morphological changes in silicon, and inhibition of growth of silicon grains through colloidal action, compound formation, preferential adsorption, or reduction of surface tension. Kim and Heine2 were the first to study the modification of A1-Si alloys in a systematic as well as comprehensive manner and to list the important characteristics of a satisfactory modifier. According to them, an important property of the modifying element is its capacity to form a stable compound with silicon in the appropriate temperature range. Other subsidiary requirements are that the element should get adequately dispersed in the melt at the inoculating temperature and also must not form stable compounds with aluminum. The alkali elements, with the exception of lithium, fulfill these requirements most satisfactorily and have been shown to be successful modifiers by these workers. Sodium is the most effective of these and seems to be in a class by itself for various reasons noted by earlier investigators.37 None of the other elements tried by Kim and Heine, viz., Mg, Ca, Cd, Zn, In, Pb, P, As, Bi, S, and Se, showed any significant modifying action. We wish to report here briefly on substantial modifications in cast eutectic A1-Si alloys brought about by some V group elements, which do not comply with the Kim-Heine requirements. Y.-In 1913 I presented a paper before this society on Grain Growth, and at that time it seemed to me that the only explanation for grain growth was that of critical strain. I do not think I published the photographs at the time, but I made some experiments on the effect of stretching sheets of metal. This allowed for fairly accurate determinations of the amount of cold deformation, At the time I worked-with silicon steel because one could see the change in grain growth with the naked eye. I stretched about 10-samples from 0.5 per cent. to 10 per cent., and, after heating to 1,050° C., I found that the maximum grain growth occurred at about 2 ½ per cent. cold deformation. This I designated "the critical strain" for maximum grain growth. About a year ago I talked with Prof. Jeffries, who explained to me his ideas of grain growth. It occurred to me that it would be a very easy thing to check the strain hypothesis against the strain and temperature hypothesis, if we took a certain number of these strips, strained exactly alike and heated to different temperatures; in that case the maximum grain growth ought to appear at a different percentage of deformation for each temperature. These experiments showed that there was, as Mr. Jeffries shows in his present paper, a decrease in germinative temperature with increased cold deformation. The samples were stretched from ½ to 8 per cent. and heated for 10 hr. in hydrogen. Samples were introduced into a furnace previously heated to temperature. A maximum grain growth was obtained at 5 per cent. deformation, when heated to 750° C.; at 2 ½ per cent. when heated to 800' C.; at 1 1/4 per cent., if heated at 950°C.; and at 5/8 per cent.. when heated at 1,100° C. This shows very clearly that the germinative temperature decreases with the increase in cold deformation. The growth was very much more marked, however, at the high temperature, i.e., the grain grew more rapidly and attained a much larger size than at lower temperature. S. A. TAYLOR, Pittsburgh, Pa.-What was the distance of haul? J. B. WARRINER.-There is practically no limit to the haul. The length is determined entirely by the feasible location for a dump. -I have known of hauls up to 2 miles in length. R. V. NORRIS, Wilkes-Barre, Pa.-This paper was originally presented to the Anthracite Section as the result of the appointment of Mr. Warriner as the Chairman of the committee to study this matter and present this paper. As he has stated, he obtained data very freely from all the stripping operations in the region, and it is a type of paper of which we should have more in the Transactions. Two or three things in it strike me as particularly valuable. The two tables, 1 and 2, showing the coal remaining, have been the result of a great amount of study, as it is not an easy matter to obtain data as to the amount of coal left in mining. As an example, one of the, anthracite mines was mined and robbed out in 1850, so the maps show. That mine is today producing 250,000 tons of coal, over 50 per cent. from the bed which on the maps is marked as exhausted. What actually happened is that the seam was on a light pitch inconvenient to mine. There was ample thickness of coal and the chambers were driven at a convenient pitch through this 30,-ft. bed, leaving top and bottom, taking out about 10 ft. The pillars were removed and the working caved and marked as gone. That is the type of area that is now being stripped, which explains the reason for the enormous amount of coal left in, and the fact that Mr. Warriner has worked out the actual results from a large number of strippings is of great interest to the operators in any region handling thick coal which has been mined over in the past, generation. The modern mining, of course, is different. We do not have all the coal we want in big veins, and we do not mine it that way. Another interesting feature of the paper to me was the study of losses. It is not uncommon to assume that after you have stripped off the overburden all the coal goes to market. Mr. Warriner has shown that there is a loss ranging up to 10 or 15 per cent. that does not go, so 'that estimates made on stripping, figuring on all the coal, are subject to this very material correction.

SPECULATION as to when and under what conditions mining may be resumed in Russia by foreign interests is becoming more interesting. Circumstances have changed so completely that all new projects must give careful consideration to the conditions as they exist at this time. For example, it is now estimated that a certain copper company in Russia can produce copper and put it on board ship at seaboard for 8 1/2c. per lb., crediting the copper with the value of precious metals contained. It is further estimated that in some places gold can be produced at a cost of about one-half of its value; platinum can be produced even more advantageously. Transportation, which is absolutely necessary for mines of coal, iron or manganese ore, as well as for an industry consuming either coal or coke, is not so essential for the operation of a gold or platinum dredge when the dredge has once been put into operation; after that, food is the principal material for which transportation must be provided. During 1922 the operators in the Urals, who had combined in a so-called platinum trust, expected to produce about 2340 lb. of crude platinum but the amount actually recovered during that season was reported as only 1620 lb., most of which came from hand workings; Nicolo Pavda had the principal dredges in operation during that year. In preparation for 1923 operations, about $400,000 worth of repair parts were obtained in England. At least two American-built dredges and one Putiloff dredge are reported in operation at Nicolo Pavda and it is supposed that most of the better dredges in the platinum district are now working.

The increase in drilling activities in Venezuela noted during the latter half of 1932 continued, and 132 wells were completed in 1933 as compared to only 60 completed during 1932. Notwithstanding these new wells, 114 of which were producers, and also the appreciable increase in artificial lifting installations during the year, Venezuelan production was maintained at only a slightly higher level than in 1932, amounting to 120,356,000 bbl. in 1933 as compared to 118,167,000 bbl. in 1932. However, at the end of the year the daily average production of 358,-860 bbl. was 16 per cent higher than that at the end of 1932. Recent studies of inelastic behavior and acoustic emission in geologic materials further validate the concept that such materials may be considered to consist of an elastic media containing an array of pores and cracks. In the present paper this concept is investigated further by experiments in which the mechanical behavior of a number of geologic materials were studied in detail at low stress levels using ultrasonic pulse methods. Experiments were carried out on cylindrical test specimens of Indiana Limestone, Tennessee Sand- stone and Barre Granite under relatively low confining pressures (0-5000 psi). Analysis of data from these experiments indicated that there existed a low-level critical stress at which there appeared to be a transition in the mechanical behavior of the material. Under triaxial stress, results indicated that the differential critical stress was relatively independent of confining pressure, i.e., the mechanism responsible for the transition in mechanical behavior was governed by a maximum shear stress criteria.

In 1954, the first year the award was conferred, Fred Searles, Jr., remarked, "The earlier years are the easiest." In this, the second year, it was easy to choose the outstanding mining engineer. Our conferee this year has been destined to mine. He comes from pioneer stock, and though a son of the American Revolution he is most proud that all four of his grandparents came to the Jordan River Valley of Utah the "first summer," which all Utahns will recognize as 1847. At the time of discovery of high-grade ore in Bingham, his grandfather, Archibald Gardner, had a crew of men getting out saw timber in the area. The first claim staked in Bingham Canyon was named the Jordan, and Bishop Gardner was the colocator of the claim as well as the man to record it.

In a previous report1 it was pointed out that a successful attack on roof troubles has to be preceded by extensive scouting. As Lord Kelvin once said, scientific progress can be made only if accurate data are available: "unless you measure, you do not know." The Convergence Recorder For the observation of roof movements in mines the convergence recorder has shown that it will enable us to get some of the necessary information. Results with convergence recorders were first published by Winstanley and other English investigators for rapidly moving longwall faces. In their investigations the speed of work and the heavy overburden produced a considerable amount of absolute values of convergence in a short time. Under the conditions frequently encountered in our investigations in Central Pennsylvania, under shallow, overburden and in mines with slowly proceeding extraction, the movements observed were much less in absolute value, for an equal interval of time. This mas partly because the mines in which our studies were carried on frequently had idle days, sometimes four or five in succession. Therefore continuous records were not employed and a simple convergence gauge was built. In its first models, it consisted only of two telescoping tubes pressed against roof and floor by a coil spring. At the side of the lower tube a rule divided into 1/2-mm. divisions mas fixed and a knife-edge, which was attached to the upper tube, mas slid over the scale in case of convergence between roof and floor. While the larger motions could be read on this device, it seemed to be desirable to increase the accuracy by inserting between the two tubes a dial meter reading in 1/1000 in. Such a gauge was first built in April 1937 and installed for experimental purposes in a bituminous coal mine in Pennsylvania (Fig. I). It was read at least once daily, 24 hr. apart, and if feasible at shorter intervals. After several months of experience it can be said that this type of gauge answers the scientific as well as the practical needs. Silver-lead-zinc replacement deposits occur in limestones of the anticlinal Caja range at Providencia, near Avalos, Zacatecas, Mexico. The description deals with intrusives, outcrops, preferred horizons, changes from bedding to fracture, control in depth, and variations in abundance and ratios of minerals throughout a vertical range of 500 m. THE purpose of this paper is to record a few field observations and accumulated office data concerning outcrops, relation of ore occurrences to intrusive and host rock, and mineral zoning. Reasons for some of the phenomena are not clear to the author so the facts are given with the hope that other investigators may be able to furnish the explanations. The Avalos unit of the Compania Minera de Penoles, S. A., operates the Alicante, Bonanza, Providencia, Albarradon, San Eligio, Nazareno, Leona, Salaverna, and Santiago mines situated between Avalos railroad station and Concepcion del Oro on the Coahuila and Zacatecas railroad in the State of Zacatecas, Mexico. Some of these mines are within Penoles property while others are on mining claims leased from the Compania Nazareno y Catasillas, S. A., Mazapil Copper Co., and the American Smelting and Refining Co. The main office and camp are at Providencia, about 170 km southwest of Monterrey, N. L., so the silver-lead-zinc mines of the district are usually referred to as the Providencia mines. The Aranzazu, Catarroyo, and Cabrestante copper-gold mines are situated a few kilometers to the southeast on the same mountain range near Con- cepcion del Oro, the name by which the camp is known. It is operated by the Mazapil Copper Co. The main theme in the following pages is a description of the silver-lead-zinc ore occurrences of the district. Rock Formations Sedimentary Rocks: Many competent geologists have contributed generously to an ample fund of information concerning the sedimentary columns of northern Mexico. Among them are Carlos Burck-hardt, E. Bose, L. B. Kellum, and R. W. Imlay. Carlos Burckhardt, who covered a number of extensive areas in many parts of the Mexican Republic, devoted years to mapping the geology of the Caja, Zuloaga, and Santa Rosa mountain ranges around Mazapil, Concepcion del Oro, and San Pedro de Ocampo, Zacatecas. This paper treats primarily of the valuation of developed coal properties by the method of capitalizing their estimated average future earnings. However, reference is also made to valuations of undeveloped coal lands and to various methods of appraisal other than by future earnings. Fundamental Valuation Principles Before discussing in detail coal property valuations, a few statements bearing on the general subject will be made to present certain of the writer's views on the question as a whole. 1. A certain property at a given time has but one true value. This is not universally admitted. The appraiser rather frequently finds that a coal owner has in mind three valuations for his holdings; one, the figure at which he feels they should be appraised for taxation purposes; another, the much higher one that should be used if a loan is to be negotiated on the property; and a third, intermediate between the other two, the price for which he would be willing to dispose of his holdings were they for sale. The last is usually nearest to the true value, and because this is so the statement is generally accepted that the fair value of such a property is the price arrived at by negotiation between a willing seller and a willing buyer who are otherwise disinterested. 2. Notwithstanding the foregoing, it is only very generally and approximately true that the proper measure of the value of a given developed' coal acreage is the unit or per-acre price for which one or more bodies of similar coal in the same district have been sold recently. To give a few reasons why such a measure of value can not be strictly applied, it may be noted: a. That sales are often forced by circumstances at times when the coal business is depressed and buyers can be found only for properties that are offered at figures far below their true value. b. That conversely, during periods of unusual prosperity, abnormally high prices are paid. Such conditions obtained several years ago when coal brokers, with very profitable contracts but no sure source of supply, were bidding against inexperienced or shortsighted operators for proper-

THE failure, or disintegration, of concrete in structures, even when the cement, sand, and coarse aggregate used have passed satisfactorily all tests and inspections, is not uncommon. Such failures occur even when proper methods of mixing and placing have been used and where, weather conditions were correct. In these cases, the origin of the trouble must be sought in the cement, therefore some additional mode of determining the quality of cement must be employed. The problem is to find a simple, usable; easily applied method that will supplement the standard tests. The solution of this problem in-volves a knowledge of the chemical composition of Portland cements, also of their constitution (or componental composition), as the behavior of a cement, when gaged, is dependent on the physical and chemical characters of the compounds of which it is composed, the proportions existing between them, and the fineness of grinding. It is likewise essential to know the character, behavior, and composition of the hydration, products of Portland cement. The most promising method of attack makes use of chemical, mechanical, and petrographic methods. Chemical, by determining quantitatively not only the usual constituents, but the carbon dioxide and water. Mechanical, by determining the fineness with the air analyzer,1 which separates into fractions of various grain dimensions all of that portion, which in the ordinary sieve test passes the 200-mesh sieve and constitutes at least 75 per cent. of the total cement. These fractions may be further studied chemically and petrographically and micrometric measurements made of the grains. Petrographic, by the method of immersion, and by making thin sections from test pats of both neat cements and standard` mortars.

THE manufacture of charcoal in kilns was declared many years ago, after a series of experiments made in poorly constructed furnaces, to be unprofitable, and the subject is dismissed by most writers with the remark that in order to use the method economically the products of distillation, both liquid and gaseous, must be collected. It is asserted with truth that the number of kilns required for a large production of iron would be so great that it is doubtful whether any works would be justified in making the necessary outlay for their construction, but it can also be asserted with equal truth that for any such production in a given locality the use of charcoal as fuel would be equally unjustifiable. It appears to have been forgotten that there were other manufactures besides iron in which large amounts of charcoal were used, but these consumers seem to have been guided entirely by the results of the experiments of the iron men, who necessarily made the largest quantity of it. Some authors speak in a doubtful way of the quality of the charcoal produced, and a few concede that with great care good charcoal can be made in kilns, but that most of the workmen do not like kiln charcoal. This is the real secret of the opposition to this method of manufacture. Most of these objections were written when charcoal was the most important fuel used by the iron manufacturer, and when what was a large production of iron for several furnaces was less than that produced by a single modern one, in localities where other fuels can be had. Almost all that has been written on the subject related to the use of the fuel for the manufacture of iron in the blast furnace, where very peculiar properties are required, and where the quantity produced is limited by the height of the furnace, and this in turn by the crushing resistance of the charcoal. A large production was, therefore, only possible when the best and hardest woods were used. Of all these objections there is not a single one which is not equally applicable to any method of charcoal manufacture, whether it be meilers, pits, or furnaces.
