The cost of transporting mineral raw materials and products will receive greater attention in the next 10-20 years because raw material sources and markets are changing. Today, shipping costs may equal 20%-80% of the landed or delivered cost of raw materials and products. Companies are learning that total costs are what count to the company and customers. Transportation has historically been priced at "What the traffic would bear" and little real effort has been made to analyze the shippers problem and provide them with effective and low cost transportation. This climate existed in both ocean and rail transport. The shiplines and railroads did not understand the shipper's problems and few shippers understood transportation and how to buy it. Recently more consideration has been given to the advantages between the American Merchant Marine- American Flag and Foreign flag vessels. The discussions held focused on what action is desirable to encourage American flag operations. Based on extensive studies made by both A. E. Gibson, Maritime Administrator and R. J. Blackwell, Deputy Maritime Administrator, the resulting statistics show that the potential for ocean transport is as follows: U. S. Foreign trade is estimated at 620 million long tons annually in the early 1980's. It was 418 million tons in 1968. In 1968 only 6.4% of the U.S. ocean borne trade was carried on American Flag vessels. About 50 million tons of early 1980's trade will go ill container ships. That leaves over 500 million tons to go as bulk or "neo-bulk" cargo.

Residual viscosity, the ViSCOSitY at a given pressure and temperature minus the dilute gas viscosity at the same temperature, has been found to be independent of temperature for pure components and mixtures for simple molecules and light hydrocarbons. The residual viscosities for methane, ethane, propane and four mixtures were correlated as a function of reduced density and molecular weight. INTRODUCTION Earlier efforts in correlating the viscosity of light hydrocarbons and associated gases under pressure, primarily by some form of the corresponding states principle, have been reported elsewhere.7 The formal theory of corresponding states principle for viscosity from non-equilibrium statistical mechanical arguments for simple molecules has been developed by Helfand and Rice.13 The most serious obstacle to the development of a generalized corresponding states representation of viscosity data, even for simple molecules, has been the limited quantity of precise viscosity data of pure components and mixtures over a wide range of pressure and temperature conditions. Viscosity data on light hydrocarbons have recently been contributed by several laboratories.2,6,8,23,25,26 In the study of the viscosity of nitrogen, Michels and Gibson" observed that the viscosities of nitrogen as a function of density gave parallel isotherms. The same behavior has since been reported for other gases.".= The observed behavior indicates that the residual viscosity or the viscosity at a given pressure and temperature minus the dilute gas viscosity at the same temperature is a unique function of the density. Abas-Zade,1 Michels and Botzen,18 and Michels, Bot-Zen, Friedman and Sengers,19 observed similar behavior for thermal conductivity, the residual thermal conductivity being defined in a manner parallel to that of residual viscosity. Thodos and co-workers 4,15,24 applied the residual viscosity concept to the viscosity of pure monatomic and diatomic gases. Ellington and co-workers10,25 made the residual viscosity vs density plots for ethane and propane, but omitted the region below a residual viscosity of 15 micropoise and showed a systematic separation of the ethane isotherms in the low density region. Eakin correlated the residual viscosity of methane, ethane, propane and n-butane empirically as a function of density and molecular weight: Carmichael and Sage6 recently presented ethane residual viscosity vs density values in the gaseous liquid, and near critical regions as a single univariant function of density. Flynn, Hanks, Lemaire and ROSS" have contributed extremely accurate viscosity data to confirm that the residual viscosity concept is essentially correct, but may not be accurate within 0.1 per cent of the viscosity value for the gaseous state- The recent studies by Giddings12 indicate that the residual viscosity of methane, propane and each of four methane-propane mixtures are unique functions of density Over the temperature and the density ranges studied.

The pottery department has been aptly described as the "heart of the zinc plant," md every operator of a horizontal-retort plant is acquainted with the fact that good retort practice is the keystone of the smelting process. Since retorts and condensers are clay products, it is obvious that improvements in other branches of the ceramic industry should be observed for possible adoption in the pottery process for zinc smelting. Deaeration of clay bodies is one of the improvements that have become fully, established in many brick and pottery plants. Our investigation of a number of these installations always yielded the same answer—improved practice. Improvement in workability, elimination of laminations, less porosity, greater wet and dry strength, were among the claims put forth for this process. All of these features are exceedingly desirable characteristics in the manufacture of a zinc retort. A preliminary test, which involved truck transportation of deaired slugs over a relatively long distance, did show the value of many of these characteristics in forming the retort. Results from the standpoint of , longer retort life in the smelting furnace were not outstanding. The idea lay dormant for several years but was revived again in 1940, when it was decided to make whatever changes were necessary in the equipment for pottery manufacture to fully demonstrate the process. A number of the manu- facturers of machinery for clay work were asked to submit proposals, and the plan finally adopted was extremely simple and economical. Machine FOR DeaeRRATING Selection of the ''Straight-line'' principle for conversion of the "Wettengel" pug mill to a ''vacuum-extrusion" machine preserved some usable parts of the original equipment, such as the drive mechanism, and main shaft. The converted machine consists of a feed hopper, a compression and shredding zone, a vacuum chamber, and an extrusion barrel, as shown in Fig. I. In operation the clay mix travels from the feed hopper into the compression zone, where it is compressed and finally forced around the tapered cone into the vacuum chamber. As it enters this chamber the clay body is shredded into thin plates, for exFosure to the vacuum. The shredder consists of a hub mounted on the main shaft, to which are bolted segmental sections, each of which carries shredder knives. The compression zone and extrusion barrel function as seals for the vacuum chamber and the shredded clay mix is agitated thoroughly during its exposure to the vacuum. A vacuum pump, equipped with a 3-hp. motor, is attached to this chamber, and maintains 25 to 26 in. vacuum during operation of the mill. Methods of accounting for the feed size in analyzing the size distribution shift during comminution have been discussed in a number of papers.1,2,3 Based on experiments which charles2 performed with single Pyrex specimens, Schuhmann4 pointed out that the size modulus of an assembly of particles should be determined by the energy expended per unit volume (or mass), independent of the size of particle being comminuted. In this same paper, Schuhmann derived the Charles energy-size reduction relationship by considering that complex comminution operations can be considered to be the summation of many individual comminution events, each of which must be governed by Were 6wi is the mass of a particle receiving the impact, 6Ei is the energy delivered to the particle, ki is the size modulus of the product resulting from the impact, a is the distribution modulus of the assembly of particles, and A is a constant. Recent experiments on the compression loading of Pyrex spheres ranging in size from 1/8 to l-in. diam have shown that the size modulus of the fragments is determined by the strain energy at fracture per unit mass, independent of sphere diameter.' The objective of the present investigation has been to determine experimentally whether the size distribution of the product from such a complex comminution process as rod milling is determined only by the energy expended per unit mass independent of feed size. Samples of each Tyler sieve fraction ranging from 4x6 to 48x65 mesh were prepared from crushed Brazilian quartz crystals. One kilogram of each fraction was ground at 60 pct solids in an 8x9 1/4-in. mill containing 17.5 kg of rods (26 rods, 5/8-in.; 10 rods, 3/4-in.; and 5 rods, 7/8-in. diam). In each test, the mill was run at 77 rpm for 15 min. Size distributions were determined by a wet-dry sieving technique. Table I presents the size distribution of the products obtained by grinding each of the size fractions. Because the size distributions are so nearly alike, they are plotted in Fig. 1 by shifting each size distribution for the different feed sizes one screen fraction to the right. Thus, the lowest point in each size distribution represents 400 mesh and each of the other sieve sizes must be shifted accordingly. A single regression line was calculated by combining the data for the six tests, excluding the coarsest feed and the two finest feed fractions. 6 This regression line, which is given by (Y \0.88 where y is the cumulative percentage of material

IT HAS been known for centuries that iron and steel could be hardened by cold hammering and that the metal could be restored to the normal condition by heating to a red heat and cooling either rapidly or slowly with nearly pure iron and slowly with steels containing considerable carbon. The art of tempering steels is also very old. When a medium- or high-carbon steel is quenched from a cherry-red heat, the hardness is increased; this hardness can be reduced by heating to various temperatures below the lower thermal critical point, which is near 700° C. The present paper will not consider these old and well-known changes in iron and steel below the thermal critical range but will confine itself to the more unusual changes, some of which have been studied recently. Stromeyer,1 for example, in 1886, reports that both working steel and heat treatment of steel in the blue-heat range are highly injurious. Recently, however, some metallurgists believe that the straightening of warped steel forgings at a blue heat produces a beneficial effect on the metal.2 The Engineering Division of the National Research Council has constituted a committee on Physical Changes -in Iron and Steel Below the Thermal Critical Range, which has the following personnel: R. The Knudsen cell has been employed to determine the free energy of formation of Mn7Cs in the temperature range 800" to 950°C. A value of 66,440 cal was found for hH°o for a-manganese. Measurements of the pressure of manganese over a mixed carbide, (Fe,Mn),C, points to a power relationship between aun7cs and N.4,. RECENTLY Kuo and Perssonl have reported that the carbide of manganese which is in equilibrium with graphite at temperatures up to 1100° C is Mn7Ca. There are no published data on the thermo-dynamic properties of this compound. In order to determine the stability of Mn7Ca, it appeared that, by obtaining the pressure of manganese above 8-manganese and also above Mn,C, in equilibrium with graphite, the free energy of formation of Mn7Ca from 8-manganese and graphite could be obtained. In addition, the vapor pressure of manganese, reported by Kelley From data of Bauer and Brunner,' is subject to some uncertainty and further determinations of the vapor pressure of manganese seemed warranted. In this investigation of the pressure of manganese vapor above pure manganese and also above the carbide of manganese in equilibrium with graphite the apparatus used is the Knudsen orifice cell. The same apparatus, experimental procedure, and method of calculating the pressure was used in this investigation as in one previously reported.~ Care was taken to insure that the cells were at constant weight before using them in a run. The manganese charged in the cell was CP grade powder, carbon free, obtained from the Fisher Scientific Co. A spectroscopic analysis of the manganese after appreciable amounts of it had vaporized from the Knudsen cell showed that no element was present in sufficient quantities to contribute to a weighable weight loss or to decrease the vapor pressure of manganese to any appreciable extent. The spectro-graphic analysis was 0.002 pct Cu, 0.05 pct Fe, 0.002 pct Pb, and 0.002 pct Ni. 8-manganesea is the allo-tropic form of manganese which was present in the cell at temperatures used in this investigation. The manganese carbide, Mn,Ca, was made in the following way: In a closed graphite cell manganese powder was added to graphite powder, which was made from graphite rods for spectrographic use. The manganese powder was the same as that described previously; 5 pct excess graphite was added over that required for the formation of Mn7C,. The mixture was heated in a closed graphite cell for approximately 20 hr at 1350°K under vacuum. X-ray analysis revealed that there was no manganese present after this treatment, but that the lines due to Mn,C, were present. In order to prove that there was no volatile carbide of manganese which was effusing out of the cell, the following experiment was performed: A graphite effusion cell containing graphite power, in excess of that to form Mn,C, of a desired amount, was brought to constant weight on heating at 1228°K. The required amount of manganese was accurately weighed and then added to the graphite effusion cell. The cell was placed in a vacuum at 1228°K for one week, which was the time calculated for the manganese to have effused completely, assuming instantaneous formation of Mn,C8. The cell was then weighed again. This experiment was carried out on two different occasions and both times the weight loss of the cell came within 1 pct of the weight of manganese originally charged minus the weight of manganese left in the cell, as determined by chemical analysis. These data are summarized in Table I. This agreement is considered to be within experimental error and is taken as proof that no carbide of manganese is volatile in this temperature range. It was established, by X-ray analysis, that Mn,C, formed before appreciable amounts of manganese vaporized from the metal powder which was charged. The identification of the carbide of manganese which was present in the Knudsen cell in equilibrium with graphite and manganese vapor was carried out by Kehsin Kuo at the University of Uppsala. The dihedral angle of liquid-lead inclusions in solid nickel has been measured as a function of temperature from 371 to 816 C at zero pressure. and as a function of pressure up to 50,000 psi at 317 and 593 C. Thermodynamic expressions are derived for the temperature and pressure coefficients of interfacial tensions in this system. A method is presented for obtaining relative tempmature and pressure coefficients from dihedral-angle data, and the resulting values are used in conjunction with the thermodynamic relations to calculate excess properties of the solid-liquid interface. Defining the position of the solid-liquid interface by the condition that the excess concentration of lead is zero, the excess concentration of nickel and the excess entropy at the solid-liquid interface are: where y(593) is the interfacial tension of the nickel grain boundary saturated with lead at 593C and zero pressure. These values are considered reliable to within a factor of two. While similar calculations are not possible for the nickel grain boundary, it is shown that the expwimental results imply that the excess concentration of nickel at the boundary and the excess entropy of the boundary are negative. THE temperature and composition dependencies of interfacial tensions in metal systems have been reported by several authors in the last 15 years.'-' No measurements of the effect of pressure on inter- facial tensions in metals have been reported, although measurements made on nonmetallic gas/liquid and liquid/liquid systems suggest that a measurable effect should exist.6-l2 The purpose of these experiments was to determine the influence of temperature and hydrostatic pressure on dihedral angles in the Pb-Ni system. The equilibrium dihedral angle is expressed as a ratio of interfacial tensions by2: where 8 is the dihedral angle, yGB is the Ni-Ni grain boundary tension, and SL is the solid Ni-liquid Pb interfacial tension. Three sets of ex- periments were run to determine: a) the effect of temperature from 371" to 816°C on the dihedral angle at zero pressure; b) the effect of pressure up to 50,000 psi on the dihedral angle at 371° and 593°C. THERMODYNAMICS The properties of interfaces of most direct concern are the interfacial tension, excess concentrations of various components at the interface and the excess entropy of the interface, S°. These quantities are defined following Gibbs. Consider an interface separating phases a and 0. Construct two surfaces C, and C such that all properties of phase a remain uniform up to C, and all properties of phase 0 remain uniform up to C. The region between C, and Cp is the interfacial region. Radioactive MgZA has been used to study the rate of self-diffusion in oriented single crystals of magnesium in the temperature range 468O to 635OC. The diffusion coefficients parallel and perpendicular to the c-axis are: Dl, = 1.0 exp (—32,200IRT) cm2 per sec and Dl = 1.5 exp (—32,500IR T) cm Qer sec. The ratio Dl/Dll was found to vary from 1.13 at 468 to 1.24 at 575 C. Assuming a vacancy mechanism, an explanation of this aniso-tropy of diffusion follows from a consideration of the difference in the saddle points for diffusion in and out of the basal plane. RECENT discovery of radioactive Mg2"'-' has made possible the study of self-diffusion in magnesium. The experimental procedure and the results of a study of diffusion in polycrystalline magnesium have been described in an earlier paper.V he present work is an application of the same techniques to the study of self-diffusion in oriented single crystals of magnesium. In the general diffusion problem the diffusion coefficient is a second order tensor relating the two vectors, the diffusion flux, and the concentration gradient. In a hexagonal lattice, such as magnesium, the complete determination of the diffusion coefficient D as a function of direction in the lattice requires a knowledge of D,, and D,, i.e., the diffusion coefficients parallel and perpendicular to the c-axis, respectively. It can be proven quite generally that in a hexagonal lattice D is independent of direction in the basal plane, and that out of the basal plane it varies with 0, the angle between the c-axis and the direction of diffusion, according to the equation D(B) = D,,cos2B + D,sin2B. [I] The proof of Eq. 1 depends only upon the symmetry elements of the hexagonal lattice and upon the transformation properties of a second order tensor." Therefore, Eq. 1 holds for any mechanism of diffusion and any c/a ratio. Experimental Procedure The experimental procedure used with polycrystalline specimens can be briefly outlined as follows. Radioactive Mg" was produced by bombarding a NaCl crystal with 350 mev protons and was chemically separated from the target as MgO. The Mg" was then vapor deposited on a specially cleaned magnesium specimen by heating the MgO on a tantalum ribbon in a vacuum. During the diffusion treatment, oxidation and vapor loss of the radioactive material were minimized by annealing the samples in pairs with the active faces in contact, each pair being inside a magnesium container, which was in turn surrounded by an argon atmosphere in a sealed Pyrex tube. The distance-activity profiles were obtained by measuring the activity of thin sections cut parallel to the original interface with a lathe. The only technique which was peculiar to this work was the preparation and orientation of the single crystal specimens. The single crystals used in this work were grown by E. C. Burke of the Dow Chemical Co., using a modified Bridgman method, in which the furnace and specimen were stationary while the temperature gradient moved.' In growing these crystals the starting material was distilled magnesium, the crucibles were machined from Acheson electrode graphite, and the furnace atmosphere was tank argon. The crystals were grown from sublimed magnesium with the following analysis: 0.0002 pct Al, 0.0017 pct Fe, 0.0009 pct Mn, 0.0001 pct Ni, 0.0006 pct Pb, and less than 0.01 pct Ca, 0.0001 pct Cu, 0.001 pct Si, 0.001 pct Sn, and 0.02 pct Zn. The two crystals used were roughly lh in. diam and eight in. long. The c-axis made angles of about 7" and 78", respectively, with the specimen axes. If the values of D obtained by the use of these two crystals are taken equal to D,, and D,, respectively, the error introduced by this assumption is less than 1 pct. This can be shown by combining Eq. 1, the identity sin% + cos'8 = 1, and the experimental fact that DJDn in magnesium was always less than 1.25.

The rate of reaction of nitrogen with liquid iron and with binary alloys of iron and Al, Cb, Cr, Ni, O, S, Si, and W were measured. The surface active elements, oxygen and sulfur, decrease the rate markedly. The other alloying elements have very little effect on the rate except when they function as deoxidizers, The rates of absorption and de-sorption were found to be equal. Several possible reaction mechanisms which may control the rate are considered. In order to describe completely the behavior of nitrogen in steelmaking processes, the mechanisms of mass transfer between the gaseous and liquid phases, nitrogen and iron, respectively, must be understood. A kinetic study to determine the nature of these mass transfer processes was undertaken, and the results of that investigation are presented in this paper. Specifically, the study was directed toward determining the influence of alloying elements on the rates at which pure nitrogen gas at constant pressure is absorbed and desorbed by liquid iron solutions: A previous paper1 reported measurements of the equilibrium solubility of nitrogen in liquid binary iron alloys. The experimental data are presented and discussed first and then several possible rate limiting mechanisms are considered. PREVIOUS RESEARCH The results of several investigations on the rate of absorption of nitrogen by liquid iron and iron alloys have been reported.2-14 There is little agreement on the rate coefficients among these studies because of the influence of geometry on the experimental system and of the purity of the liquid iron. The rate was found to be influenced by alloying content for the binary liquid iron systems: Fe-Al,2 Fe-C,4,6 Fe-Cr,4,5,8 Fe-Mn,5 Fe-Ni,5,8 Fe-O,9,10 Fe-O,9,10 and Fe-Si.2,6,7,11 Several investigators12"15 have reported that the rate of nitrogen absorption is increased in a reducing gas mixture and decreased in an oxidizing atmosphere. A mechanism for the retardation by oxygen of the absorption of nitrogen has been described by Naeser18 as the formation of an iron oxide film at the gas-metal interface. The film slows the absorption rate until it disolves in the metal, thus permitting nitrogen to enter the liquid iron. Karwat17 discussed the influence of oxygen in terms of the formation of gaseous molecules of nitrous oxide which represent a higher energy form than the nitrogen and oxygen or the oxidizing gas and consequently constitute an energy barrier for the process. Fischer and Hoffmann10 showed that the oxygen markedly reduces the rate of absorption of nitrogen, the rate constant being one order of magnitude smaller in liquid iron containing 0.15 to 0.24 pct 0 as compared to that in melts containing 0.001 to 0.02 pct 0. Although Chipman and Murphy2 reported that the rate of absorption of nitrogen in liquid iron was essentially independent of temperature, Eklund3 found that the rate increases strongly with increasing temperature as did Kootz4 and Saito.5,6 Karnaukhov and Morozov7 also reported a large temperature coefficient, but related it to increased stirring at higher power inputs in an inductively heated system. All of the authors above have treated their results assuming that the reaction is diffusion controlled, that the surface reaction is in equilibrium with nitrogen gas, and that a "first order" reaction takes place. Karnaukhov and Morozov7 and Humbert; who studied the rate of absorption in a closed system by observing pressure changes in the system as a function of time, concluded that their results best fit a diffusion-type analysis. Some of the significant facts that will affect the supply and demand for metals during the next few decades are given in this presentation. This is important because the only hope for intelligent guidance of the national destiny depends upon presenting a consistent and accurate picture of basic problems. The metals problems now fomenting are only slightly less important than those precipitating the energy crisis. Admittedly, it is difficult to generate serious thinking on this subject when the world is enjoying easy access to all metals at modest prices. This is possible because of the current world capacity to overproduce, and United States credit standing, at least up to now, has permitted buying freely on world markets. Although both these vital conditions are subject to change, there is little doubt that if the U.S. financial house is kept in order, we can muddle along for a while on a generally expanding, metalbased economy. But should our credit standing be permitted to collapse, or should there be a tightening of world supplies of metals, the nation would immediately find itself in trouble. Unfortunately, clear signals indicate that both of these conditions are threatening.

This discussion was prepared by members of the Phelps Dodge Corpn. staff who were designated to review the minutes. It is confidential but permission has been granted to distribute copies among those who attended the Conference. The minutes of the above conference contain numerous references to the plants and practices of Phelps Dodge Corporation. As many of these references are inaccurate, the following notes are made covering such points: Construction Magnesite Brick in Reverb. Arch (1) An.18" arch, 20 feet long, was built on one furnace with 5 feet on each side of magnesite brick, the center portion .being of silica brick. The furnace was put in operation February 13, 1930 and on April 23rd after 68.8 days' operation it was replaced due to failure of the silica brick forming the center of the arch. At this time, while the silica brick had completely gone, there was 14" of magnesite left. Bridgewall Tapping (2) Tapping matte through the burner wall was first tried at the Copper Queen Smelter in April, 1925. At that time, a copper casting with 1 ½ extra heavy pipes for water cooling cast in it, and having one taphole block was used. Later, on the other (old) furnaces, similar castings, but equipped with two tapholes, were used. We found with these furnaces that we could tap through the burner wall at the beginning of a campaign, but would subsequently have to go back to side wall tapping. This was the case until sometime in 1926. The new furnaces, that went in operation at the beginning of 1927, each had water. cooled castings with two tapholes. These have been used entirely and have been quite successful. Sometime after the furnaces were put into operation sidewall tapholes were put in, simply for the removal of any accumulation of matte that might be temporarily retained at the front end by bridges or dams in the furnace formed by overcharging locally.

THE Spanish mine is in Nevada County, California, 21 miles northeast of Nevada City by road, and 3 miles north of the town of Washington. The mill and surface buildings are on Poorman's Creek at an ele¬vation of 3,000 ft. About 35 men are employed at the property, which is producing 50 tons of ore per day. Electric power, purchased from the Pacific Gas and Electric Co., is brought in from Alleghany, seven miles away. In the early days the mine was operated by F. W. and P. R. Bradley. Between 1883 and 1899 the production was approximately $900,0)0 in gold. The ore treated during; that time yielded an average of 60 cents per ton and was mined and milled at a profit. The surface, oxidized, ore deposit was 30 to 100 ft. wide and was mined by the glory-hole method. The milling-plant at first consisted of a Blake crusher an-1 a small Huntington mill; later three large Huntington mills were added to the plant. In 1893 a new mill was built at a lower adit- It consisted of 10 stamps and four Huntington mills. The gold was secured by amalgamation, the recovery being about 50 per rent.

AMERICAN investment in foreign mining interests today faces its greatest task. U. S. dollars must make possible the. steady procurement of the minerals our defense effort consumes in huge quantities. The two most vital factors involved in foreign procurement are time and the continued good will of the nations from which minerals are purchased. The Point IV program was formulated to care for the second item, but it has failed to do the job. Its lack of success has not been from intent or from basic failure in formula. Foreign Investment, Four Eras Foreign mineral development, in so far as participation by private capital from the United States is concerned, may be divided into four main chronological categories: First: The period prior to the first World War when people, capital and products moved with relative freedom across international boundaries, and London was the recognized mining seat of the world. By the end of 1919 the United States direct investments abroad amounted to $3.9 billion of which some $900 million were in mining and smelting and $600 million in petroleum. Investment climate throughout most of the world was excellent. Second: The period between the end of World War I, when the international economy had been shaken from its foundations, and the beginning of the great depression of the 1930's, which still further disrupted the world economy. By that time the world mining center had moved across the sea and the United States direct investments abroad had increased to $7.7 billion of which mining and smelting accounted for $1.2 billion and petroleum for $1.1 billion. Investment climate was good in most parts of the world. Third: The period of the depression of the 1930's and the beginning of World War II during which foreign trade was still further disorganized and the international economy collapsed. Nazi barter agreements were initiated in many parts of the world, and Soviet propaganda commenced to make its, influence felt in many countries. During this period United States direct investments abroad decreased to $7.3 billion. Mining and smelting investments during the same period decreased some $200 million, though direct investments in foreign petroleum areas increased an equal amount. Investment climate became less and less hospitable in all parts of the world affected by economic nationalism. Fourth: The period since the beginning of World War II during which total direct investments abroad increased from $7.3 to $13.7 billion. Of this sum, at the beginning of 1950 investment in foreign mining and smelting is reported to have been $1.2 billion-back to where it was in 1929, and in petroleum to have reached $3.7 billion. Investment climate remained favorable in the countries respecting contractual obligations and fair in their treatment of invested capital. [ ] As noted above, the relative freedom of passage across international boundaries by people, capital and products ended with World War I and the situation remains unchanged in a greater part of the world. While this same war upset international economy, the depression of the 1930's caused the collapse of world trade, and exports from all countries fell to an alarmingly low figure. It is appropriate that, for our fifteenth year anniversary, we should meet in the hotel and the city where this Open-Hearth Committee was inaugurated in 1925. At that first meeting, only a handful of men from a number of steel companies met to discuss ways and means to start a movement to improve the practical and metallurgical technique of open-hearth operations among independent manufacturers, as the United States Steel Corporation had carried on for many years.

ONE astounding fact in the production of petroleum is the comparatively recent realization by producers that flowing production is the cheapest crude produced. About 1910 or even later, operators actually endeavored to get a producing well to pumping as quickly as possible after completion. A well was not really considered to be completed until it was operating on the pump. Remarkable progress has been made since then. It was not until about 1920 that producers began to take a serious interest in pressures and to think a little about proper methods of handling oil wells. Pressure gauges were installed, and records of pressures maintained, which was quite an innovation. Desultory experiments were made with tubing of different sizes, as well as experiments with placing the bottom of the tubing string at different levels in the well. (Pittsburg Meeting, March, 1910.) AT the Pittsburg meeting of the Institute, May, 1879, I made the first announcement in America of the results obtained by Sidney Gilchrist Thomas and Percy C. Gilchrist, ill their efforts to eliminate phosphorus in the manufacture of steel in the Bessemer converter and the open-hearth furnace.1 The first published statement in an American newspaper was a reprint of the first Thomas-Gilchrist paper, 2 which I sent to J. C. Bayles, at that time the editor. At the suggestion of many friends who were present at the Pittsburg meeting, and others who are cognizant of the beginnings of the process in the United States, and for the information of the younger generation of the iron and steel fraternity, I have thought it eminently proper that the history of the process in detail should be given where I made the first announcement and where the process has had its largest development. During my residence in England, from April, 1873, to February, 1879, and as a member of the Iron and Steel Institute since 1874, I was present at many of its meetings during those years. At nearly -every meeting the burden of discussion was the question of the use of pig-iron containing phosphorus in the. manufacture of steel by the Bessemer or the open-hearth process.
