THIS REPORT gives results of an investi¬gation of the carbonizing properties of coals from Pittsburgh bed, Jamison No. 9 mine, Marion County, W. Va., and from Upper Freeport bed, Bull Run No. 1 mine, Preston County, W. Va. The study included Bureau of Mines-American Gas Association tests at 800° and 900° C. and various chemical and physical tests designed to evaluate the plastic, expanding, and agglutinating properties of coal. A blend of each coal was carbonized in the 500-pound slot oven. The carbonization sample of Pittsburgh coal contained 2.7 percent moisture, 35.8 percent volatile matter, 54.4 percent fixed carbon, 7.1 percent ash, and 0.9 percent sulfur. It contained 60.9 percent fixed carbon on the dry, mineral-matter-free basis and had a heating value of 14,780 B. t. u. per pound on the moist, mineral-matter-free basis. It therefore ranks as high-volatile A bituminous and was blended with low-volatile Pocahontas No. 3 coal. Upper Freeport coal contained 2.8 percent moisture, 27.7 percent volatile matter, 60.9 percent fixed carbon, 8.6 percent ash, and 1.0 percent sulfur, as carbonized. It contained 69.5 percent fixed carbon on the dry, mineral-matter-free basis and therefore ranks as medium-volatile bituminous. Reduce accidents associated with handling of the electrical trailing cable and the water hose on mining equipment. Approach Two reels were mounted on a loading machine to store and release the lines as required during face operations. How It Works A hydraulic motor, which is actuated by a treadle valve in the operator's cab, controls the reel on which 50 feet of electrical power cable is stored. A spring motor resists unwinding of the other reel on which 50 feet of water hose is stored. Both reels are mounted on the right rear of the loading machine. See Figure 1. Following common mining practice, the cable and hose are anchored to fixed points at the first intersection outby the face. Tramming forward causes the cable and hose to be pulled from the reels. Depressing the treadle valve causes the electric cable reel to turn and wind-in any slack in the cable. The spring tension on the water hose reel automatically rewinds the water hose when the loader is trammed in reverse.

Miners, like many skilled blue-collar workers, are not traditional learners. They have not generally been successful in classroom-type settings, preferring to learn on the job in a hands-on environment. U.S. miners are required to have annual safety training, but they rarely view this positively. In fact, it has been called “safety jail” by many of them, who regard it as a time to get a little extra sleep. The challenge then, was to find a way to develop effective safety training for these people, particularly in view of the fact that their work is among the most dangerous of all occupations. Miners are born story tellers. They share “near-miss” stories, stories about master miners they have known, and stories about how things used to be. These stories not only pass along information about what will happen if a miner fails to respect the mining environ-ment, they also instruct listeners in the culture of mining and the values it embraces. Stories, it seems, are a way to get safety messages to miners, especially inexperienced ones, and using older, wiser miners in these stories is an obvious choice. This paper will discuss how the training videos created to get safety messages to miners were developed, how “master miners” and story lines were chosen, and how the resulting videos have been received in the mining industry.

Following a disaster in a mine, it is important to understand the state of the mine damage immediately with limited information. Computational fluid dynamics can be used to simulate and ascertain information about the state of ventilation controls inside a mine. This paper describes a simulation of tracer gas distribution in an experimental mine with the ventilation controls in various states. Tracer gas measurements were taken in the lab experimental apparatus, and used to validate the numerical model. The distribution of the tracer gas, together with the ventilation status, was analyzed to understand how the damage to the ventilation system related to the distribution of tracer gases. This study will be used in future research in real mine measurements to compare collected and simulated profiles and determine whether damage to the ventilation system has been incurred during an emergency situation, the nature of the damage and the general location of the damage.

This study presents a simplified error analysis of this assumption, illustrates the potential magnitude of these errors, and proposes an improved method of pile head displacement monitoring.

"INTRODUCTION Extensive studies have been carried on pure gold to determine the various factors that affect its dissolution in alkaline cyanide solutions. With the extension of milling to refractory ores more intensive investigations on the effect of impurities in the ore on the dissolution kinetics are needed. The present work describes experiments carried on refractory flotation tailings with the object to determine how the recovery of gold could be increased. The effect of arsenic and antimony in the ore and the excessive use of lime are discussed. Defects which occur at the surface of a continuously cast slab impede the throughput of final product, because an extra stage in the process is required to grind the defects away before further processing can take place. Defect prediction and the minimization of the occurrence of defects is required. The use of two models to define the defect propagation is explained. Both models are derived using system identification techniques such as auto-regression with exogenous input(ARX). One model is used to determine the effect of manipulated variables such as casting speed and measured disturbances such as mould level on temperatures within the mould. The other isused to determine or indicate the effect of the mould temperatures on the occurrence of defects such as transversal cracks. The latter model can be used to predict when the defects will occur and the former can be used to control the occurrence of the defects. The typical reactions which the reductants undergo during ferroalloy production are reviewed, and identified as reaction with CO2 and with SiO, and dissolution in metal. Available reactivity tests for these three reactions are reviewed. It is proposed that it is worthwhile considering dissolution kinetics as a reactivity parameter. Greater crystallinity of the reductant decreases CO2 and SiO reactivity, but increases dissolution rates.

Through the process of Riverbank Filtration (RBF), the Louisville Water Company plans to obtain a higher quality source of water for their B.E. Payne Water Treatment Plant (WTP) by means of four collector wells located in the alluvial aquifer along the bank of the Ohio River. The collector wells are connected to a 2,850 L/s (65 mgd) pumping station by a 2,362 m (7,750 ft) long, 3 m (10 ft) finished diameter tunnel located in limestone and shale bedrock, which is approximately 45 m (150 ft) below the surface. High tunnel boring machine (TBM) production rates were achieved in this moderately weak bedrock; most of the tunnel only required support in the crown. An unanticipated water-bearing fault and unanticipated ground behavior proved challenging and required quick thinking to minimize impacts to construction. Tunneling conditions are discussed in detail, together with the methods used for overcoming the groundwater and ground behavior challenges. The tunnel is expected to be completed in April 2009.

A novel concept involving the deployment of chemical stabilization has the potential to eliminate the need of slurry impoundments and significantly reduce the release of trace elements from the high surface area fine coal waste. The process involves mixing the fine waste generated from the underflow of a thickener operation with chemical stabilization agents to tie up the water and to create a solid waste material that can be discharged directly. Portland cement, sodium silicate, F type flyash, C type flyash and hydraulic lime were evaluated as stabilizing agents. A detailed experimental study has been conducted to identify the conditions that provide the maximum compressive strength within a short curing time. Results to date show the ability to achieve compressive strengths adequate for equipment to maneuver on using a Portland cement concentration of around 10% by weight. Quick-setting concrete was not found to enhance stabilization time and compressive strength.

The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

The method used to assess the reactivity of lime was evaluated to gauge it usefulness as a quality control tool. The effect of particle sizes, different lime and water masses for a fixed s:l ratio and the same for various s:l ratios on the reactivity values obtained, were investigated. An attempt to introduce the amount of grit produced during the slaking reaction as an additional measure of limeís quality and reactivity, proved to be unsuccessful. It was also found that the relative amount of lime slaked during the different tests was independent of the reactivity value of the lime. The investigation confirmed the usefulness of the accepted test procedure as are liable method to measure the reactivity of lime, despite various reservations expressed from a theoretical point of view.

Backfill systems have been used for as long as mining activities have existed. Various backfill methods have been developed over the centuries with consideration for geological necessities, the technical means available, security requirements, and available finances. In the past, backfill systems were introduced and upgraded geographically in accordance with local experiences. In modern times, mining engineers participate in international forums for the exchange of knowledge so that backfill techniques and experiences are shared concurrently in mining areas all over the world. Mine backfilling increases the cost of mining so that great attention must be paid to choose a low-cost, reliable, and low maintenance backfill system. Some methods are described in this paper.

Expanded war in Viet-Nam overshadowed activities in the Far East in 1965, diverting capital and materials from potential regional development projects. Japan with-stood a period of business recession that was particularly felt by its coal mining and iron and steel industries. Toward yearend signs of improvement began to show. Despite the recession with attendant credit restrictions and forced cutbacks in areas of overproduction, Japan's overall industrial output rose nearly 5 percent during the year. Foreign trade, liberalized in 1964, was a strong point in the Japanese economy and took the place of lagging domestic demand. Japan maintained its third place in world production of iron and steel ahead of West Germany and in 1965 was the world's fore-most exporter of iron and steel in primary and semimanufactured forms. Economic setbacks in mainland China caused by its "Great Leap" failures and subsequent withdrawal of Soviet technical assistance were difficulties relegated to the past. However, a newly formed "Red Guard" political group, part of a so-called cultural revolution, was due to cause new disruptions in 1966. Nevertheless, significant gains were claimed in Chinese industry, and the country approached self-sufficiency in petroleum in 1965 by virtue of its Tach'ing oilfield. Restoration of friendly relations was achieved between South Korea and Japan accompanied by Japanese offers of industrial aid and increased trade. Indonesia's economy was deteriorating; the country withdrew from regional development organizations and continued its stubborn confrontation policy against Malaysia throughout 1965. Late in the year after a Communist uprising had been quelled, there was a period of political retrenchme t and it was hoped that economic improvements would follow. Petroleum remained a strong area in Indonesia's varied resources, and its production was increasing. Tin output declined, however, because of operating difficulties.

Mine to Mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian Mining Industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in NorthernQueensland, Australia, has espoused the Mine-to-Mill concept and isactively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROMstockpile. A blasting improvement program was undertaken betweenErnest Henry Mining, Thiess Contractors and Orica Explosives tooptimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance ofindividual blasts are needed before it is possible to optimisefragmentation or the downstream processes. These include suchspecialised Orica Explosives tools as SABREX, POWERSIEVE, andPOWERLINE and commercially available drill monitors. As importantare the more common still and video camera, borehole loggers,measuring tapes, surveying equipment such as face profilers, and ahigh-speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design - only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as theunderstanding grew and practices have been implemented resulting inreduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. This paper is about a process approach which links tools and technology to understand the fragmentation drivers and then to optimising the size distribution.The continuous improvement program continues...

NIOSH has recently completed a study of the interaction between polyurethane (PUR) and coal mine roof in order to determine the mechanism of reinforcement, in both highly fractured rock and unfractured rock. Four case studies of PUR rein­forcement are presented. At a West Virginia site, a borehole camera revealed the location of roof voids and guided the PUR injection. By injecting polyure­thane into a zone from 0.6 to 1.8 m (2?6 ft.) high in the roof, a roof beam was created and ongoing intersection falls were halted. In another highly fractured roof in a western Pennsylvania mine, a total of 5.8 cm (2.3 in.) of rubbleized rock was found in a zone up to 3 m (10 ft.) into the roof. Untargeted PUR injection filled approximately 1/2 of the fractures. These two case studies showed that it is not necessary to fill up 100% of the void space to create stability. In the other two field sites, polyurethane was injected into weak, but unfractured roof. Post-injec­tion video monitoring showed that weak bedding planes were hydraulically wedged open and polyure­thane injected along bedding. The reinforcement value of this injection method is limited because of the wafer-thin layer of PUR introduced along bedding, and the lack of a PUR ??webbing?? which would serve as a structural framework to provide strength. It was determined that video inspection prior to PUR injection can aid in identifying the fracture zones to target, and minimize ??blind?? pumping and loss of PUR.
