An independent technical audit by a consultant is part of the accountability process of publicly owned or publicly quoted companies when raising finance through share issues or loans or the sale of equity, and of banks or development funds when granting loans. Africa is undergoing a renaissance in investment in its mining industry. It is forecast that capital investment, in major mining projects in Africa, will be over US$ 4.4 billion, in the next few years. Most, if not all, of the capital to be raised will require an independent technical audit. The aim of this paper is to assist the management of mining companies seeking finance in appreciating the role of such technical audits. The reasons for such audits, especially to attract international investment, are listed. The role of the audit is explained in assessing the underlying robustness of the company as ?a going concern? and the viability of any ?expansion plans?. Its use is emphasised in establishing the underlying value of the company based on the mine life as supported by the mineral reserves. The independent consultant role is stressed as a representative of the parties in a finance deal who cannot, in practice, carry out their own detailed and specialized technical due diligence. The various components of a typical audit are examined with examples of critical matters which may require resolution. The definitions, which are used commonly in audits, in respect of competence and reserves and resources, as stated by various regulatory bodies, are compared.

University research in the U.S. consists of three components; faculty, funding, and graduate students or postdoctorals. Individual faculty is the unit area of research that is not limited, although faculty normally performs research in their areas of expertise. Faculty can and often do join with other faculty in multidisciplinary research. Faculty research achievements or reputation reflects the standing of the program and university. Therefore, research is highly encouraged and regarded within the university community. Graduate students are the work force of faculty research and doctoral students are preferred for high-quality products. The federal government provides the majority of funding sources, with the remainder coming from industry, state government and others. Compared with other engineering majors, the mining engineering programs in the U.S. are unique in that they: ? Are small in terms of the number of programs, and number of faculty and students in each program. ? Serve a single industry (i.e., mining) and are thus cyclic, reflecting the up and down economic state of the mineral industries. Enrollment statistics during the past 70 years show that a cycle consists of approximately 30 years with the first 10 years up, followed by 20 years down. ? Have curriculum designed to emphasize and thus serve for either the coal, hardrock or industrial minerals industries. These unique features make mining engineering programs hard to manage in university environments. Funding for mining research has relied primarily on the federal government, i.e., the former U.S. Bureau of Mines (USBM) and currently the National Institute for Occupational Safety and Health (NIOSH). The mining industry does not directly perform, nor sponsor research projects. Federal funding provides primarily in-house research. In the last four decades, federal extramural funding was only available when Congress appropriated extra funding in response to mine disasters. For instance, a string of coal mine explosions in the mid to late 1960s prompted Congress to enact the Coal Mine Health and Safety Act of 1969. It provided massive research funding from 1970 to 1983 covering all mining-related subject areas. From 1984 to 1995, federal extramural research funding was minimal, through two generic mineral technology research centers for selected mining engineering programs. In 1995, Congress closed the USBM and transferred the health and safety of miners program to NIOSH. Federally-funded extra-mural research practically stopped from 1995 to 2006. In 2006 and 2007, in response to a series of disasters, including those at Sago, Aracoma, Darby and Crandall Canyon, Congress again appropriated funding for short-term re-search in selected subjected areas such as underground tracking and communication, mine seal and ventilation, and deep cover pillar extraction. Therefore, to develop a meaningful academic mining research program during the past three decades, funding needed to be drawn from other sources such as the mining industries. A ?meaningful? program requires a sufficient amount of consistent funding in order to produce effective results. A review of federally funded extramural research pro-grams shows that a great majority of contractors/grantees are private entities, involving few mining engineering faculty. This, in part, is due to the fact that mining engineering involves so many different subjects. Therefore, a small mining engineering program can only have resources to cover teaching in the core subject areas (i.e., extraction, ground control, ventilation and material handling), at best. In this respect, a successful and meaningful academic mining re-search effort requires strong supporting programs such as geology/geophysics, structural (applied) mechanics, material sciences, compute/software application, etc. Therefore, academic mining research had to rely on private sources such as coal companies, in the author?s case, for sustained funding in the past three decades. Relying on funding from coal companies presents several problems. The projects were small and considered routine consulting projects requiring practical answers in a very short time frame. This is not really suitable for academic research, for which the major goal of research is the training of graduate students. These short-term projects vary with time and mines, most of which are driven by U.S. Mine Safety and Health Administration (MSHA) or U.S. Office of Surface Mining (OSM) regulations. So sustained funding under such condition requires broad experience of coal mining operations, which is also not well-aligned for academic research where faculty tends to specialize in a narrow field. Consequently, under such a funding environment, it is important to keep in mind how to develop long-term academic research objectives from conducting small short-term consulting projects that require quick solutions. In other words, how to look beyond the quick answers and to develop broader and more fundamental theories applicable to other situations that advance the-state-of-the-art. In order to achieve this objective, faculty must act as the connecting link because graduate students come and go. Faculty must know the detail of each project such that they know what are the important unsolved problems, what to assign to specific graduate students and how to guide the next group of graduate students to continue the development and advance the mining science. Under such funding environments, the most effective way to conduct academic mining research and ensure quality products is to maintain a research group consisting of postdoctoral, PhD, and MS students of various rankings such that the senior ranks can assist in guiding the junior ranks, especially the senior PhD students who are experts in their dissertation research areas. A weekly meeting should be scheduled for the group in which problems encountered in the research are discussed or individuals take turns presenting the progress of their projects. During each meeting, the importance of open discussion on scientific issues must be emphasized. Thus, opinions are encouraged, debated, and rejected or accepted. Students are encouraged to listen to and analyze other points of view. In addition to training of this thought process, the meeting also helps identify the strengths and weakness of each individual. As the subject of research expands over time, the group?s and, thus, the faculty?s research experience broadens. With this approach, companies can get the quick answer they desire from expert research experience and the faculty can engage in meaningful applied and basic research that is most relevant to routine mine operations. The end result is that companies will have a high regard for academic mining research.

Changes in reductant and energy inputs which are required to adjust the slag composition in anilmenite smelter to a higher or lower FeO content are calculated. The calculated changes are based on the assumption that solidification equilibrium with the freeze lining constrains the slag composition to follow a eutectic groove in the TiO2-FeO-TiO1.5phase diagram. Calculated equilibrium conditions along the eutectic groove are presented, and form the basis of the calculations. The inputs of energy and carbon need to deviate strongly from the steady-state values to adjust the slag composition. The inputs required at any given time depend on the desired rate of change of the slag composition, and the current slag composition. The steady-state relationship of a change in energy input of 5 kWh corresponding to a 1 kg change in carbon input does also hold for the changed inputs during transient changes in FeO content. Good times make for happy miners. And the past few years have seen a lot of smiling mining engineers, geologists, metallurgists, corporate executives, analysts, investment bankers and shareholders. And nowhere was that more evident than at the 74th Prospectors and Developers Association of Canada’s (PDAC) annual meeting. The meeting, held in Toronto March 5-8, attracted a record 14,500 people. Of those, the PDAC said attendees came from an estimated 100 countries. And about 40 countries sent national delegations to the meeting. Argentina, for example, sent nearly 100 people. The PDAC meeting has always been a event where companies and individuals can get a look at numerous properties in all parts of the world that could potentially become major mines. And through the many receptions, hospitality suites and just sitting in the local restaurants and taverns, deals are usually made.

The Wachovia Headquarters and Arts and Cultural Campus project in Charlotte, NC includes a 1.5 million square foot, 48-story office tower, two museums, an Afro-American cultural center and a 1,200 seat theater for the performing arts. Public access to the Cultural Campus is through two pedestrian tunnels constructed under city streets connecting to parking garages. The 5.7 m wide by 4.7 m high mined tunnels were procured through a design-build contract. The tunnels were designed as initial/final shotcrete linings with a sprayed water barrier sandwiched between layers of shotcrete. In addition, the mix design was supplemented with a cementitious admixture to develop internal water resistant properties in the shotcrete.

Mycobacterium phlei has very good potential as a hematite flotation collector. The flotation recovery of hematite is dependent upon the solution pH and concentration of the microorganism. The critical pH for maximum recovery of hematite is around three, which corresponds to the point of zero charge of the microorganism. An excellent correlation between the flotation recovery and bacterial adhesion on hematite is observed. The adhesion of Mycobacterium phlei on hematite can be described by the potential energy of interaction calculations using an extended DLVO theory.

No mineral resources were identified during the investigation of the White Cloud-Boulder RARE II area. Only a few claims have been located in the area and only two workings were found. However, there has been considerable exploration and mining activity near the RARE II area. Sand and gravel resources are abundant but similar deposits occur closer to market areas. There are no known coal, oil, or gas deposits. Most of the RARE II area is underlain by volcanic rocks. The likeliest host rocks for metallic minerals are the metasedimentary rocks exposed in the south part of the area; there is potential for zinc and silver resources at a prospect in that part. Traces of scheelite and powellite were observed in the Kent Peak-Ryan Peak area along hair-line fractures in calcareous country rock. While no significant concentrations of the minerals were found, their presence, a northwest alignment of prospects with similar deposits, and an abundance of dikes near the deposits, suggest that the intrusive system (Summit Creek stock) exposed near the head of Little Fall Creek may extend to the northwest under the RARE II area.

This study was conducted to determine the effects of a machine-mounted scrubber and water sprays on face methane levels. Testing was conducted in the NIOSH ventilation test gallery which was designed to simulate a full-scale mine entry. In the test entry, a model mining machine, equipped with water sprays and a simulated dust scrubber, was located at the face of a 20-ft box cut. Blowing ventilation was provided using a curtain with a 40-ft setback distance. Methane released from a pipe manifold located inby the mining machine was monitored at six locations that were 1 ft outby the pipe manifold. Tests were first conducted to evaluate the effects of using sprays and scrubber separately on face methane levels. Additional tests were conducted to determine how a scrubber used with various water spray systems would affect face methane levels. The use of either sprays or scrubber reduced face methane levels significantly. The combined use of sprays with the scrubber further reduced face methane levels a small amount. Primarily the sprays affected methane levels by changing airflow distribution close to the face.

The socio economic risks of mining in South Africa have been emerging for some time now, and have been brought into sharp relief by recent events in the platinum sector. The slow pace of social upliftment in the country has lead to widespread social unrest with consequent calls for different forms of resource nationalism. Fundamentally, the key stakeholders are not fully aligned, and are not engaging productively. This poses significant above-the-ground risk to mining companies. Measuring social impact, deploying inclusive solutions and engaging effectively with stakeholders are three ways in which mining companies can mitigate this risk. 1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.

By making use of genetic programming, empirical models for metallurgical processes can be evolved that are more cost-effective than models determined by means of classical statistical techniques. These methods explore populations of candidate models assembled from sets of variables, parameters and simple mathematical operators, and do not require explicit specification of model structures. The application of the proposed strategies is illustrated by means of a case study pertaining to the leaching of nickeliferous chromite ores. Modelling of the nickel and cobalt extraction from the ores yielded models of similar accuracy compared to those obtained by non-linear regression and artificial neural networks. However, in the case of the iron extraction from the ores, the genetic programming model was significantly more accurate than both the regression and neutral network models.

A two-year study focused on current noise exposure levels in the South African mining industry, aimed at helping the Mine Health and Safety Council of South Africa meet its milestones for eliminating noise-induced hearing loss (NIHL). Methods A multi-task methodology was adapted from international baseline studies to determine the exposure to noise in both large-scale and small- to medium-scale mines. Results On average, 66.7 per cent of the employees sampled in year 1 and 78.4 per cent in year 2 were exposed to noise levels of above the 85 dB A legislated occupational exposure level. Conclusions Information obtained through the study could be developed into a national personal noise exposure database, including audiometric results, equipment noise emission levels and initiatives for noise engineering control by mines and equipment manufacturers to facilitate targets of eliminating NIHL. In the recent past, there have been numerous projections of the capital requirements for additional mine and processing capacities required to meet projected non-Communist World demand for minerals during the next 15 years. A consensus judgment would place this currently at $14 billion per year, with the largest expenditures required for increases in aluminum and copper production. Until the early 1960's, internally-generated funds were used to finance nearly all of the large mining companies' capital requirements. Since that time, however, the enormous rise in capital costs per ton of capacity, accompanied by a relative stagnation in the financial condition of many of the major mining companies, have caused the industry to begin to rely on external sources for financing expansion, most notably, project financing from commercial banks and institutional lenders. Seven years ago, it was estimated that, in the five-year period 1972-1976,75% of the total capital requirements of $10 billion per year would come from internally-generated funds, with the balance to be provided by external sources. l There is little doubt that, in the coming decade, the percentage provided by external sources will increase. There should be little difficulty in attracting the necessary investment within the U.S., particularly in view of the expected continuation of companies in diverse industries seeking mineral investment opportunities. The more serious question lies in the availability of internal and external sources of funds for the expansion of mine and smelting capacity in the developing countries. Recently, R. F. Mikesell projected an average annual investment of $4.7 billion (in 1977 prices) over the 1977-1990 period would be required from foreign sources to expand metal producing capacity in developing countries. Mikesell concluded that external financing of mining projects in the developing world has averaged less than $1 billion per year over the past five years, thereby requiring more than a quadru1ling of this financing over the next decade.

Bateman, like other engineering contractors, carries out or participates in many studies of potential projects in the Minerals Industry. This paper aims to explain the contracting approach to feasibility studies as practiced by Bateman, particularly where this differs from a traditional mining company approach. A brief description is provided of the usual phases of a project and the types of estimate needed to proceed from one phase to the next. Possible organizational structures involving different forms of association between owner, contractor and consultants are then outlined. The bulk of the paper then demonstrates that the cost estimates prepared stem directly from the mining plan, metallurgical process design and engineering design philosophy. The steps to be followed in order to prepare a credible estimate which accurately reflects the design constraints are described. The importance and the methodology of carrying out value engineering and of preparing contingency estimates based on a thorough risk analysis exercise are then discussed. Financial modelling techniques are described briefly. The paper concludes with short summary case studies of two recent investigations of potential projects in Africa.

Tungsten, silver, lead, zinc, and placer gold occur in the Cucamonga B RARE II area (no. B5174). A strata-bound, scheelite-bearing zone at the Blue Diamond prospect (fig. 1, no. 1) contains an estimated 16,000 tons (15,000 t) of identified, subeconomic resources averaging 0.16 percent tungsten trioxide (W03). There is a high potential for discovering additional tungsten resources at this property. The California-Hercules prospect (fig. 1, no. 5) ha; a mineral occurrence which contains an estimated 1,000 tons (900 t) of tactite averaging 1.3 oz silver per ton (45 g/t), 0.75 percent lead, and 0.72 percent zinc. Another occurrence, at the Blew Jordam Prospect (fig. 1, no. 4) has an estimated 100 tons (90 t) of tactite averaging 10 oz silver per ton (340 ,/t), 3.75 percent zinc, and 2.3 percent lead. There is a moderate potential for discovering silver, lead, and zinc resources at these prospects, which are in metamorphic pendants. There are a few lode gold prospects in the area (fig. 1, nos. 3, 11, 14) are on geologic structures which parallel the San Andreas Fault, northeast of the area. These deposits are not well exposed and have been historically unproductive. Placer gold in area B occurs locally in the beds of intermittent tributaries to Lytle Creek (fig. 1, nos. 10, 12, 13) in concentrations as high as $1.17 per cu yd ($1.53/cu m, at a gold price of $450 per troy oz). The deposits have no significant volume, but could be utilized for recreational panning and suction dredging. In the Cucamonga C RARE II area (No. C5174) placer gold occurrences locally contain as much as $1.23 per cu yd ($1.61/cu m). However, gravel containing the gold appears to be limited to stream beds, and does not occur in sufficient quantity to constitute resources. Recreational panning and dredging also may occur in this area.

This paper illustrates the use of variography and moving average plots as an aid to analysing variations in the process that can be used to direct the improvement efforts. The hydrometallurgical processes used in manganese metal production consist of sequential unit operations that include milling and reduction of manganese ores. Leaching of the reduced ore, is followed by solid-liquid separation, residue disposal, solution purification and electrowinning of manganese metal completes the process. The nearly 250 integrated process control loops rely on reports of pH, flow pressure, level, temperature and chemical analyses. Metallurgical accounting, reconciliation and process control is achieved through monitoring of the chemical and mass balances within the manganese reduction plant, requiring approximately 50 000 analyses of solids, powders and liquids each month. The largest numbers of samples are taken in the cell house. Changes and variations monitored by sample statistics ensure that the manganese products comply with predetermined specification limits. Optimising the information-value of the approximately 50 000 samples in the manganese plant is carried out in tandem with ongoing process optimisation. Variographic analysis of daily sampling data suggests that the cyclical behaviour evident in the moving average plots is only a reflection of random residual variability and not a reflection of true underlying variability related to cyclical phenomena. Low resolution in the variogram of daily sampling data masks the short-range variability that emerges when hourly data are analysed. Hourly samples collected over a 39-day period (giving 941 sample data), helped identify short-range cycles in the process. The relative distribution of variability for daily sample intervals, indicate that 57 per cent arises from V[0], 18 per cent from V[process] and 16 per cent from random residual variation. V[0] includes all the uncontrolled sampling error arising from a poor sampling protocol, the fundamental error (FE), the grouping and segregation errors (GSE), the delimitation error (DE), the extraction error (EE), etc. This confirms the suspicions regarding the suboptimality of the sampling protocol and the way it is implemented. The absence of long-term trends in the leach suggests that short-term variation (less than one day) dominates the process. While the control charts indicate that the overall processes are maintained above the lower specification limits and the target values, there is nevertheless a considerable amount of variability in the system that overhangs the processes and threatens to impact them negatively. Although the variability in the leach is above the prescribed limits, the volatility is a matter of concern because it seems to be uncontrolled. The comparison of the various sources of variability in data collected on an hourly basis suggests that the short-term random variability (V[0]) accounts for almost 50 per cent of the variability in the process. The main source of this variability is due to errors in the sampling protocol and is probably related to the size of the fundamental error (FE), the grouping and segregation errors (GSE), the delimitation error (DE), the extraction error (EE), etc. Remediation of FE and GSE will probably lead to a reduction in V[0], whereas V[process] could be mitigated by reducing the biases associated with DE and EE in particular.

Automation of the conventional grinding circuits of Palabora Mining Company (PMC) required that adequate instrumentation and a control system had to be put in place, after which extensive testing had to be done to evaluate different grinding control strategies. The objective was either to optimize the particle size from the grinding circuit, or to increase milling circuit throughput while maintaining particle size at existing levels. Prior to automation of the process as described below the circuits were controlled manually. No on-line information on cyclone feed densities, cyclone feed flow or cyclone overflow particle size was available. This type of control relied heavily on interpretation of the process parameters by the operator and on his ability to make informed decisions on what the set points should be. An integral component of the automation process was the installation of a SCADA package (SysCad SDX) for implementing the on-line control strategy. A self-correcting model for prediction of cyclone particle size was developed and implemented on the SDX. The model is calibrated using values from the particle size analysers while they are operational. If the particle size analysers choke or fail for any reason, the model continues to provide a good estimate of the particle size. This technique ensures that a continuous particle size indication is available compared to the intermittent reading from the instrument. The continuous signal allows particle size to be used as a process variable for control purposes. A strategy was developed and implemented which allows for the production of a controlled grind size from the conventional milling circuit to the flotation circuit. The grinding control strategy allows for the control of particle size from the individual cyclone overflows. This strategy allows the operator of the process to increase or decrease production rate by specifying a coarser or finer grind size required for flotation.

Energy consumption and wear of grinding media and liners are the major cost factors in milling plants. Since the beginning of the last century, much effort has been directed at the prediction of the power draw as affected by the mill operating conditions. This paper explores the prediction of the liner wear using the discrete element method (DEM). A mathematical model taking into account adhesion, abrasion and impact wear which occur in dry mills is derived in order to predict the loss of material on liners. The mathematical model is implemented in the DEM code using an objective function in order to produce realistic simulated profiles.
