Since its discovery, Cuba has been called the “Pearl of the Antilles.” The country remains that, albeit a little tarnished these days. In Havana, many of the buildings are being refurbished, while some new ones are under construction. Since 1991, the laws have been relaxed so that Cuba is developing a mixed economy of central control with free market. Joint venture agreements have been signed with businesses from many countries. This does not include the United States due to its embargo. But even these regulations have been relaxed some.

"The flotation of fine particles has been a challenge to scientists and engineers in mineral processing. A novel concept of reactive oily-bubbles as carrier to float fine particles is described in this paper. The reactive oily bubble flotation is considered attractive for fine particle flotation. In addition to the role of fine particle agglomeration by oily films, the surface properties of air bubbles coated with a thin oil film can be better controlled for the desired selectivity by adding certain types and concentrations of water insoluble collectors into the oil phase. This approach can eliminate the addition of collector to the aqueous phase, avoid undesired synergetic interactions among collectors, activators, depressants and dispersants present in slurry, minimize undesired activation of gangue particles and significantly reduce the amount of collectors needed.The concept of using reactive oily-bubble to achieve selective flotation was demonstrated in contact angle measurement and by microflotation tests with fine sulphide minerals: sphalerite and galena in this paper. The flotation behavior of sulfide minerals can be radically modified with adjustment of solution pH, addition of depressant and activator as in conventional flotation. The successful separation between PbS/SiO2, ZnS/SiO2 and PbS/ZnS was demonstrated using mixed mineral systems. Compared with conventional flotation, the reactive oily-bubble flotation showed a stronger collecting power.INTRODUCTIONThe challenge for fine particle flotation has long been recognized and well documented (Fuerstenau, 1980). Because of drastic changes in surface properties of fine particles and associated physicochemical and hydrodynamic conditions of flotation systems, fine particles responded poorly to the conventional flotation processes. For instance, the small mass and hence low inertia of fine particles would result in a low efficiency of collision and attachment of fine particles with flotation bubbles. Large specific surface area of fine particles, on the other hand, would cause an increased reagent consumption. Dominating colloidal forces of fines may cause slime-coating, accompanying a low selectivity (Somasundaran & Arbiter, 1979; Fuerstenau, 1980; Sivamohan, 1990)."

Keywords: Recycling, Consumer Battery, Fee rates On November 11, 1999, all types of spent consumer batteries are proclaimed to be collected in Taiwan. Under current recycling system, all producers and importers of consumer batteries have to pay a collection/recycling fee to the Recycling Management Fund (RMF) of EPA based upon the rate approved by EPA. Collectors and recycling plants receive subsidies from RMF according to the collected and treated amounts audited by an independent auditing organization. Collected spent consumer batteries only reached 923 tons in 2002 equivalent to 10% of the total quantity sold at the same year. How to increase the collection efficiency of used batteries becomes an important issue for EPA in Taiwan. The objective of this study is to explore current recycling system of spent consumer battery in increasing collection efficiency. Results provide some suggestions to Taiwan EPA regarding recycling route, recycling system, recycling rates, and recycling subsidies.

The integrated approach combines a powerful ground movement prediction program with a knowledge-based expert system. ESDAS (Expert Structural Damage Assessment System) was developed to evaluate mining subsidence damage in the form of risk and in terms of the three vital contributing components (mining factors, site factors and structural factors). Using a certainty factor risk assessment technique, the system can be used to predict the likely damage to a particular structure subjected to mining subsidence. A previously developed powerful ground movement prediction program, SWIFT (Subsidence With Influence Function Techniques), has been combined with the expert system to allow the mining factor to be more accurately determined in a broader range of mining layout. Since SWIFT can be calibrated to any particular coal field using local subsidence data, it is believed that the integrated system could be used in any coal field worldwide for the assessment and control of mining subsidence damage risks

"Some non-flotation chemistries are added to flotation circuits directly and indirectly to control issues such as scaling and dust. Since the dosage levels are generally not very large, a standard laboratory float test may not be able to determine the effect a specific chemical has on the productivity of the flotation circuit. Hudbay and Ashland Water Technologies developed a laboratory testing protocol that uses kinetic float studies to test the effect of normal to extreme doses of antiscalant and dust chemistries (5 ppm to 500 ppm). Laboratory results indicate that this protocol helps to predict the potential interference that a particular chemistry will have on the flotation circuit.INTRODUCTIONFrom a chemical perspective, flotation is a very complex system involving more than the reagents used for flotation. Along with collectors, frothers, modifiers, suppressants and activators, there can be antiscalants for water treatment, dust suppressants used in the mining process, residual flocculants from recycled thickener overflows, grinding aids, and many other types of chemicals that are added upstream of a flotation circuit. Although these other chemicals are usually used at very low doses, it is important to know if they affect the flotation process detrimentally in the event of a spill or a build up from recycled water.Laboratory flotation testing of these chemicals characterizes their effects, but testing at expected doses in the float can mask the effects of the chemicals in the plant. Also, simple tests that do not measure the kinetics of flotation do not reveal the effects the other chemicals have on the flotation circuit. Thus, a new flotation protocol was needed to expose the full effects of chemical additives and to assist in choosing the chemical with the lowest potential for a negative effect.FLOTATION KINETICSMeasuring recovery kinetics in a laboratory flotation cell is a well-established procedure: analyzing concentrates taken in a timed sequence to determine the recovery rate of individual cells in a flotation circuit. "This paper summarizes a comprehensive energy and cost study comparing an existing SAG mill based circuit at Huckleberry Mine with two proposed circuits involving comminution technologies which are associated with energy efficiency: high pressure grinding rolls (HPGR) and high speed stirred mills. The specific energy requirements expressed as kWh/t for the proposed circuits were determined from pilotscale HPGR and stirred mill testing conducted at the University of British Columbia. Samples and operating data were collected from Huckleberry’s copper-molybdenum concentrator to evaluate current mill performance for comparison. To support the base case, the SABC circuit was modeled using JK SimMet® software. The main comparison focused on the complete energy requirements for each circuit, including materials handling equipment such as conveyors, screens, feeders and pumps. This paper also provides capital and operating cost estimates for each of the comminution circuits. The results showed that the HPGR - ball mill circuit achieved a 21% reduction in energy consumption over the existing SAG - ball mill circuit at the same P80 grind size of 160 µm. At a grind of 80% passing 75 µm, the HPGR - stirred mill circuit showed a 34% reduction in energy compared to the base case. It was concluded that the energy reduction for the new flowsheets significantly improved the economics of the Huckleberry comminution duty.INTRODUCTIONUp until now, tumbling mills such as AG/SAG mills and ball mills have had a dominant bearing on the design and economics of comminution circuits. However, it is commonly agreed that the majority of employed comminution processes are energy intensive and energy inefficient, accounting for up to 80% of overall process plant energy consumption and having an efficiency of as low as 1% (Abouzeid and Fuerstenau, 2009; Fuerstenau and Abouzeid, 2002). The U.S. department of energy reported that there is a potential to reduce energy consumption in the metals industry by up to 61% from current practice to bestestimated practical minimum energy consumption; suggestions included the implementation of best practices and the adoption of energy efficient mining and mineral processing technologies such as advanced blasting techniques, high pressure grinding rolls (HPGR) and stirred mills (U.S. DOE, 2007)."

In 1988, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied part of the 12,740-acre Blue Canyon Wilderness Study Area (OR-003-073) in order to evaluate its identified mineral resources. The study area is in Malheur County, OR, about 27 miles northwest of Jordan Valley. The study area is underlain by Tertiary welded tuff, tuff, perlite and tuffaceous sedimentary rocks capped by basalt. Jasper has been mined from several localities. Some mining has been done by hobbyists. However, the area has been covered by mining claims since 1964, with mining done by commercial operators. This region has been a source of "Owyhee picture" and other similar jaspers. More recent exploration has focused on the gold potential of nearby areas such as Quartz Mountain and Red Butte.

Cathodic reduction of oxygen is a process involved in many fields. As is well known, the mechanism of oxygen reduction usually varies considerably with electrode substrates. In this paper, cathodic reduction of oxygen on gold electrode was studied by linear sweep voltammetry with regards to cyanide leaching of gold. As the results shows, the electron transfer number increases as potential shifted negatively and decreases as pH value increases. Besides, the increment of electron transfer number as a function of potential decreases when pH value increases. When pH increases to 13.0, the volt-ampere curve exhibits a relative flat section with currents approximate to the limit current density of a 2e process. By varying dissolved oxygen concentration, the electron transfer number was calculated for pH11.0 at different potentials, the results being 2.387e, 2.732e, 2.982e, and 3.227e at, -0.35V, -0.40V, -0.45V, and 0.50V, respectively. The calculated current densities are in good conformity with measured results.

For most industrial minerals, the color is directly associated with economic value. In terms of physics, the principal property that defines the term ?color? is the intensity of light reflected (or transmitted) by an object over the visible band, comprehended between 400 and 700 nm. This reflectance spectrum serves as the starting point for a variety of color-describing factors, the most common in the mineral industry being the brightness (TAPPI, 1977 and 1986) and the L*a*b* system (HunterLab, 2008). Quality specifications for mineral products are usually based on these colorimetric parameters. This market is becoming increasingly more selective and demanding over the quality of raw materials and alongside the traditionally controlled characteristics, such as particle size distribution and chemical composition, a trend exists towards the establishment of increasingly more strict specifications for the optical properties of these materials. This is due to the fact that most plants consuming these industrial minerals incorporate them into products in which the visual appearance is controlled. For these plants, most of them being the manufacturers of plastics, paper, paints, and ceramics, variations in the color of mineral materials result in difficulties to achieve the right color in the final product. Therefore, these plants set strict specifications for colorimetric parameters such as whiteness and yellowness, as well as colorimetric coordinates like L*, a*, and b*. For the manufacturer of industrial minerals, this translates into difficulties simply because many of these parameters are usually alien to the tradition of the mining industry. The main quality parameter in the kaolin industry is brightness, which is a weighted average of reflectance values over the range of 400-510 nm (TAPPI, 1977). Due to the lack of a better property, producers tend to use brightness to also assess the quality of the in situ ore and along the processing operations. However, the unprocessed kaolin is often accompanied by ?contaminant? minerals. For Brazilian kaolins, which are the object of this study, the most important contaminants are hematite (Fe2O3), goethite (FeOOH), and anatase (TiO2). Each of these contaminant minerals has a distinct color and behaves differently during the processing of the kaolin ore. Hematite and goethite in particular are particularly strong pigmenting agents and at concentrations as low as 100 ppm they can make the difference between a high-quality white pigment product for paper coating and waste material. As each Fe-bearing contaminant has a different color and responds differently to processing operations (for example, magnetic separation, chemical bleaching, selective flocculation, and/or flotation in the case of kaolin), the in situ brightness tends to show a poor correlation with the brightness of the final product. Brightness measurements are sometimes complemented with X-Ray Fluorescence (XRF) analysis of Fe and Ti, but the total oxide content provided by XRF is also poorly correlated with product quality because Fe may be in the form of goethite, hematite, or inside the crystalline structure of kaolinite. Thus, a more robust technique capable of distinguishing each mineral phase is desirable. Diffuse reflectance spectroscopy has been used to analyze iron oxide/hydroxide content both qualitatively (Torrent and Barrón, 2003; Liu et al., 2011) and quantitatively (Jiet al., 2002 and 2006). These authors correlate slopes and inflection points at characteristic absorption bands with oxide/hydroxide content in natural soils. The approach presented here involves the extensive use of the Kubelka-Munk (K-M) theory, which has been used for color matching (Schabbachet al., 2009 and 2011) and particle size determination (Otsuka, 2004) in a simplified version. Unfortunately, the scattering constant S is very difficult to measure for dry powders, because the equations require a thin layer of material. Attempts have been made (Gonçalves and Petter, 2007, and Gonçalves, 2009) but the experimental errors tend to be high. Thus, this paper aims to develop a tool for the quantification of contaminant minerals in kaolin based on the K-M theory without resorting to measurements over thin layers. This tool is based on a new two-constant approach, which takes into account differences in scattering between materials over the whole measured spectrum. The experimental dataset consists of the reflectance spectra of mixtures between a bleached kaolin and synthetic Fe pigments.

Traditionally, roof falls are usually attributed to bad roof strata and high vertical stress related to the overburden depth. However, roof falls under shallow overburden depth are oflen caused by a high horizontal stress field. Recent studies have proven that the high horizontal stress field, if existing, plays a major role in roof stability. Also the roof conditions are related to the entry diredions under a horizontal stress field. Questions are: How to orient the entry to a favorable direction to prevent the roof falls? If the entry cannot be oriented, how to support it? Through a case study in mine A, this paper analyzes the horizontal stress effect on roof stability. The guideline for the entry orientation is given based on the results of analysis. Additionally, suggestions are made for those entries that cannot be oriented to a favorable direction.

"A campaign was undertaken during the greater part of 2001 at Noranda’s Brunswick Mine Concentrator to investigate the role of gas (air) superficial rate distribution (Jg profile) to the cells in the final Zn cleaning stage (bank of seven cells). Three profiles were tested: Balanced (each cell with same Jg), Increasing (from cell 1 to 7), and Decreasing, along with an “as found” profile in a parallel control bank. The experimental design allowed for two confounding factors, changes in ore type and circulating load. The Increasing profile consistently gave the best metallurgy (down-the-bank grade / recovery). The reason for improved performance was traced to the response of the first few cells. The Increasing profile gave the highest selectivity of sphalerite against non-sulphide gangue (NSG) in these cells with relatively even recovery per cell down the bank (10-15% based on feed to each cell). The other profiles gave lower selectivity and higher zinc recovery in the first cells (up to 25% in cell 1), which combined to reduce overall bank performance. The increased selectivity with the Increasing profile is attributed to the low gas rate in the first cells reducing water recovery and hence limiting entrainment of NSG gangue. The Increasing profile was subsequently configured for all four stages in the zinc cleaner circuit.INTRODUCTIONThe performance of a flotation circuit is largely the result of the operator’s response to visual clues. This includes manipulation of the gas (air) input and how it is distributed to cells in a bank. A lack of sensors prescribes this approach. Over the past ten years the Mineral Processing Group at McGill University have developed a set of gas dispersion sensors including one to measure gas superficial rate (or simply “gas rate”), i.e., volumetric gas rate per unit cell crosssectional area, Jg (Gomez and Finch, 2002). The device collects bubbles in a tube immersed in the pulp and infers Jg from the pressure-time curve generated after a valve is closed and air starts to accumulate. The usual units are cm/s. It is robust, reliable and suited for plant use.A version of the Jg sensor was tested extensively during 2000 at Noranda’s Brunswick Mine Concentrator (Dahlke et al., 2001). The results were sufficiently encouraging that a sensor was fabricated to suit local requirements (Insta-Jg). The sensor detected malfunctioning field instruments and flotation mechanisms, and demonstrated that gas distribution to cells in a bank “as found” had no particular pattern, or profile. Preliminary testing suggested that a balanced profile (i.e., all cells with the same gas rate) gave superior metallurgy (grade / recovery down the bank) than the “as found” profile. This observation prompted a focused campaign to explore the impact of the gas rate (Jg) profile, introducing the notion of “gas distribution management”."

Jining No. 3 Coal Mine, a subsidiary of Yanzhou Coal Company Limited. China, is a super-large modern mine. The coal mine is not only the first one constructed with five-million tons of designed production capacity in China, but also a modern underground coal mine with coal transportation systems by trains and ships, and with a power plant. Based on the hard roof conditions of the sublevel caving coal face in the fault-affected zone, the authors designed rebar and cable bolts for supporting the tailgate that is separated from the gob by a narrow pillar. With extensometers and borescope, strata behavior was systematically studied during tailgate development: (1). Roof convergence is much smaller as well as roof strata separation between inside and outside the anchored zone. (2). The affected zone during tailgate development is approximately 50 m. (3). Because of serious floor heave and obvious rib convergence, the tailgate finally turned into a reversed-trapezoid from the original rectangular shape. (4). There being many joints and fractures in the pillar, coal is crushed from the elastic bedded structure into loose blocky materials. But the tailgate met the service requirements during longwall retreat mining, and demonstrated that the method of roof support was a success. Since then, roof bolting has been widely used for the tailgate of longwall panels at Jining No. 3 Coal Mine. The competitive adsorption of xanthates on sulphide minerals in a binary mineral system (pentlandite and pyrrhotite) was studied using the pseudo-in-situ technique of attenuated total-reflectance FTIR spectroscopy. The minerals were placed in the same collector solutions, either separated by a glass wall or in direct contact with each other before magnetic separation and separate analysis. The effect of mineral interaction on xanthate adsorption was clearly demonstrated spectroscopically for the first time. At low concentrations of xanthate, its adsorption on pentlandite was activated by physical contact with pyrrhotite; the effect may be attributed to the enhancement of electron transfer through electrical contact between the two minerals. The results emphasise the need for caution in extrapolating results obtained from single-mineral studies to flotation practice

Keywords: desulfurization, mathematical model, slag reaction To produce ferroalloys like ferro-nickel for alloying purposes in a quality that meets the requirements of today?s steel industry, refining processes like desulfurization and dephosphorization are indispensable. The performance of desulfurization-treatment by slag reaction depends on various parameters, such as: sulfide capacity and viscosity of the slag, sulfur distribution between metal and slag, activity of sulfur in melt and movement of melt. Within this work, the combined influences of these parameters on the desulfurization of a ferro-nickel alloy were examined. As a basis for this examination, a mathematical model, based on data from plant trials, was created. This model demonstrates the relationship between desulfurization rate and initial values of the above mentioned parameters. With this model the relevant parameters were evaluated and assessed concerning their influence on desulfurization.

Bulkheads, also known as hydraulic seals, are used to seal abandoned workings and protect adjacent active mines from explosion and control unwanted inflows of water from poorly sealed shafts, water-bearing strata, and abandoned mine areas or gobs (1). At coal seam outcrops, bulkheads have typically been used to prevent access and to control acid mine drainage. Bulkheads have also been installed at outcrop openings located within the footprint of an embankment dam, or within the reservoir of an impoundment, to prevent stored water or slurry waste from flowing into active or inactive underground mine workings (2). Components of MICON Bulkhead Seal MICON bulkhead seals in mining applications refer to seals designed to impound liquids or slurry. The MICON bulkhead seal is comprised of two concrete block walls set in the front and back and a polyurethane/aggregate core (Figure 1). The two walls are usually dry-stacked, surface-bonded walls constructed with solid load-bearing concrete blocks (ASTM C90) or concrete building brick (ASTM C55). The surface bonding material used in the wall construction must be MSHA-approved. The type of stone, if any, used to fill the space between the walls is not essential. However, MICON generally uses No. 57 limestone in 50 lb. bags, specified to moisture control, shrink-wrapped and palletized. The polyurethane foam used in the construction of the bulkhead seal is engineering specified and formulated by density based on the optimization of cost, seal core thickness, required adhesive strength, the use of stone filler and other required physical properties.

An avalanche is a snow slide. A simple explanation is that the snow on a slope will slide (avalanche) when the snow strength can no longer support its own weight. Snow avalanches happen when the load from snowfall or ram on a snow slope increases faster than the stre n g t h of the bonds between snow crystals. Avalanches can also happen when the strength of a buried layer decre a s e s . Active avalanche control is the intentional triggering of slides. Washington State Department of Tr a n s p o r t a t i o n (WSDOT), does avalanche control to minimize the chance of natural avalanches into traffic. Avalanche control work is done all over the world by: highway departments, ski resorts, railroads, mining operations, utility companies, and other activities threatened by avalanches. The majority of active avalanche control is done with skis, by explosives, or exploding projectiles. Blasting techniques and practices have evolved to fit the specific needs of avalanche contro l . Passive avalanche control is the use of engineered s t r u c t u res such as snow sheds, bridges, or snow supporting devices, to permanently protect a specific location from avalanches. The problem is that these struct u res are extremely expensive. There are a variety of passive avalanche control measures as well as the active m e a s u res used to protect the highway over Snoqualmie Pass. As traffic volume and use expectations incre a s e , m o re extensive passive measures will be needed to keep avalanches from affecting the highway.

"A mineral resource royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In South Africa, this payment is made to the State as holder of the mineral rights (The Mineral and Petroleum Resources Royalty Act of 2008). The principle purpose of this research paper is to identify if the State is benefitting from the mineral resource royalty by considering its impact on seven individual Witwatersrand gold mines.For this study, a simple financial optimiser model was created in Microsoft Excel that links the ore flow, block listing and the cash flow (excluding or including the cost of the mineral resource royalty). Mixed integer linear programing (the Excel Solver function) is utilised to optimise either profit or NPV (at 9% and 12%) by adjusting the cut-off grade.The impact on each of the seven mines mine was different but overall R7.9 billion is estimated to be paid in mineral resource royalty over their expected remaining lives. Due to the cost of the mineral resource royalty and increasing the cut-off grades, the total revenue decreases by R10 billion. A significant portion of this lost revenue would have been paid to the State in the forms of other taxation including company income tax which decreases by R2.8 billion. It is recommended that an industry wide investigation be conducted to determine if the resource royalty is adding to the State’s revenue, or destroying value including premature job losses. IntroductionTaxation of mining companies has become a very topical subject in the context of the postapartheid South African economy. There have been increasing calls for equitable re-distribution of mineral asset wealth for the benefit of all South African citizens and not just to an elite few. As part of the Mineral and Petroleum Resources Development Act (MRDPA) of 2002, the Mineral and Petroleum Resources Royalty Act of 2008 was introduced and came into effect in 2010 (South African Revenue Services, 2008). A mineral royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In the case where the holder of the mineral right is the State, then this payment is made to the State (Cawood, 1999). Studies on the potential impact of the mineral resource royalty on the minerals industry have been conducted during the formulation of the Act and subesquently. These include Cawood and Macfarlane (2003), who suggested a cap of no more than 3% (Cawood and Macfarlane, 2003), as well as Cawood (2011), who predicted rising cut-off grades and thus reducing mineral reserves. In 2013, Grobler completed a Masters in the Faculty of Economic and Management Sciences at the University of Pretoria and concluded that the impact of the mineral resource royalty on the economy is positive. She stated that the royalty has caused operating expenses to increase, but this does not appear to be significant. Furthermore, she stated that the royalty has not affected the way the mining industry operates (Grobler, 2014)."
