The Environmental Protection Agency (EPA) is beginning to provide compliance assistance visits to various industries, including mining, for Emergency Planning and Community Right-to-Know Act (EPCRA) compliance. The EPA inspectors may consist of a multi-media team deployed to review systems and procedures for EPCRA Sections 302, 304, 311, and 312. The Team’s focus may include emergency response plans, training programs, qualifications of personnel, and release notification protocols. This presentation takes a look at the EPCRA compliance challenges faced by Arizona copper mining and processing facilities.

A study was conducted on the seismic activities and associated rockburst events that took place at an underground Canadian metal mine over a period of five years. In the first stage, a back analysis of the microseismic database led to the identification of clusters of major events. The locations of these clusters were identified with respect to the local geology and the planned mining sequence. In the second stage, a numerical model was constructed using the finite difference code FLAC3D to simulate the in-situ stress, mine geometry, local geology, and stope sequence. Mining-induced stress fields were compared against two rockburst events that took place during this period, as well as against the various geologic units present. It was shown that by combining microseismic analysis and numerical modeling, it was possible to provide a basis for evaluating the influence of the in-situ stress regimes and stope sequencing on mining-induced seismic response.

Graphite is soft and easily floatable but it is quite difficult to obtain high purity concentrate at coarse sizes. Chemical treatment can produce high grade concentrate but it is an expensive process. Graphite containing plus 96% fixed carbon (FC) with coarse flakes commands high price in international market. Such graphite concentrate containing plus 96% FC was produced in Indian Bureau of Mines (IBM) by using newly developed reagent (mixture of different hydrocarbons and terpenes, IBM/D7) instead of commonly used frothers viz. pine oil, MIBC, kerosine etc. and regrinding in a special type of mill with special grinding media instead of grinding in a conventional ball/ rod mill followed by cleaning. Both the new reagent (frother) and special grinding media are inexpensive and readily available. The process is under patenting. This paper focuses application of this new grinding methodology for flake size protection, and the new reagent for selective flotation of high purity graphite.

In the course of examinations by representatives of the Bureau of Mines of several compressed-air systems in which explosions had occurred, samples were obtained of the carbon deposits that are formed normally in various parts of the systems by decomposition of the compressor lubricating oil. Experimentation with these carbon deposits has demonstrated that they contain a "carbon-oxygen complex" similar to that formed on coal and on other carbonaceous materials and generally recognized as being the cause of spontaneous heating of coal. The exothermic properties exhibited by such a complex are considered significant in relation to the possible initiation of combustion reactions that may lead to explosions or formation of carbon monoxide in compressed-air systems. This report discusses the occurrence of explosions and formation of carbon monoxide in the use of compressed air and presents results of experimentation conducted with carbon deposits from air compressors.

Pyrometallurgy has played a very important role in southern Africa for at least four centuries. It continues to do so, and recent years have seen many exciting developments in pyrometallurgical technology. The wonderfully diverse rich mineral deposits in this area of the world have provided some unique opportunities for industrial processes to be established. The ?Southern African Pyrometallurgy 2006? conference was set up to showcase southern African pyrometallurgical operations, and to provide a forum for the exchange of ideas between people working at various types of smelters. Papers have been obtained from a wide variety of pyrometallurgical plants in southern Africa. These descriptions of plant operations (as well as some history, and highlights of current work) will provide useful reference information for some time to come. Contributions are also included from universities, research organizations, and engineering companies, so that the full spectrum of pyrometallurgical activities can be covered. The plant descriptions will be published on a website, where they can be updated as and when required, with the eventual goal of having a description of every smelter in the region. The conference venue was selected to be the 'Cradle of Humankind' world heritage area, about 40 km from Johannesburg. Not only does this keep the conference within easy reach of the city and yet far enough out into the countryside to allow people to focus on the conference, it is also within easy reach of many pyrometallurgical plants. There is a particular significance to the choice of location, in that the Swartkrans area close to the Sterkfontein Caves is the site of the earliest evidence of the deliberate controlled use of fire by human beings (about 1.3 million years ago), and this is obviously a necessary precursor to pyrometallurgy. The area also lends itself to a very wide range of outdoor, social, and cultural activities to supplement the technical content of the programme. It is hoped that activities such as a hot air balloon safari and visits to the world-renowned Sterkfontein Caves and Wonder Cave will help to make the conference a memorable one for those able to attend. I trust that the ongoing value of the papers and presentations will make all the hard work of the many contributors most worthwhile.

Although nickel was in use in alloys long before the Christian era, the metal was not discovered until 1751, when Cronstedt recognized it in niccolite from Sweden. The Chinese apparently used a nickel alloy, known as "pahfong" thousands of years ago and Persian coins dating farther back than 200 B.C. consist of a copper-nickel alloy similar to some of those now in use in coins. The pure metal was first prepared about 1775 and the metal was refined for commercial purposes some years later. The nickel industry did not attain much prominence until the ores in New Caledonia were discovered. Exports of ore from that country began in 1875 and since that date there has been an ever-increasing world output of nickel and a great expansion in the uses of the metal except during short periods of commercial and industrial depression. Previous to 1875, for a number of years, Norway was the chief producer, although the metal was mined also in Sweden, Finland, Italy, Germany, Austria, France, China, the United States and other countries. With the discovery of nickel deposits in the Sudbury district, Ontario, a new factor was introduced into the nickel industry and Sudbury has since become the overwhelmingly dominant feature in the world's nickel markets. Although nickel was first discovered in Canada as early as 1848 near the north shore of Lake Huron and nickel-copper sulfides were found in 1856 by surveyors working close to the present location of the important rnine at Creighton, in the Sudbury field, it was not until 1883 that any importance was attached to this field. In that year copper sulfide attracted attention where the main line of the Canadian Pacific railroad was being projected across Canada to the Pacific coast. Mining began near this discovery in 1889 but in the meantime operations had begun in 1886 in other parts of the field and by 1890 about 100,000 tons of ore had been raised. Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

At MacIntyre Development of the National Lead Company, Taha s, New York,, the flotation plant was set up to recover ilmenite from the finer size fraction of the ore that cannot be efficiently treated in the main gravity-magnetic separa¬tion process. It was later expanded to handle the reground middlings from the tables wetherill magnetic separators. The ilmenite-magnetite ore is ground to minus 20 mesh in five 6 x 12 ft. rod mills in closed circuit with DSM screens. The minus 20 mesh screen undersize is pumped to four parallel sections each consisting of two rougher wet-magnetic separators and one cleaner separator for magnatite removal. The screen undersize from the fifth section is distributed to all four sections. The magnetite removed in the roughers is pumped back to the cleaners and the cleaner magnetite is dewatered in rake classifiers and carried by belt to the winter plant or the stockpile area. The nonmagnetic sands from rougher and cleaner magnetic separator are sized for table feed in eight pocket hydraulic sizers. The slime overflows from the Crocketts, the sizers, and the magnetite rakes are collected and pumped to three-inch cyclones for thickening and desliming. The cyclone underflow is the principal flotation plant feed.

The following report is made through the Bureau of Mines as a result of the work under the cooperative agreement with the State geological survey and the engineering experiment station of the University of Illinois. It deals with the use of permissible explosives in the coal mines of Illinois, and is intended primarily to present to mining men the possibility of assuring safer conditions in mining through the use of these explosives. Twenty coal mines in Illinois were using these relatively safe explosives at the time this report was prepared. Of these, seventeen were in Franklin County, two were in Saline County, and one in Montgomery County. In these various fields experience had shown that although black blasting powder was a useful agent in breaking down the coal at the working face, yet it had given such conclusive evidence of its danger to life and property in causing explosions and mine fires that a substitute was sought and has been found in permissible explosives. Each coal mine in Illinois in which permissible explosives are used was visited and a study made of the problems involved. The report deals briefly with the dangers of black blasting powder now in such common use in coal mining. It discusses the development of permissible explosives and their introduction into Illinois coal mines and points out the characteristic differences between permissible explosives and black blasting powder. The present system of blasting and the most approved methods of using permissible explosives are described. Data are given to show that not only has safety and efficiency in these mines been greatly improved, but that the cost of explosives to the miner per ton of coal has been reduced, and that sizes of coal produced from permissible explosives compare favorably with those previously obtained at the same mines with black blasting powder. The successful use of permissible explosives in these Illinois mines as well as in many other mines throughout the country should aid in their introduction into a larger number of mines and bring about that degree of freedom from explosions and fires which should be attained in mining.

This document is the final report of a study aimed at defining the relative contributions of various sources of respirable airborne dust on longwall faces. In order to define the contribution of various primary sources, continuous dust level data were recorded on five longwalls for an average of five shifts at each. By analysis of these data with records of face activity, it was possible to determine the overall contribution of each of the major elements of the longwall system to overall respirable dust exposure at various face locations. Average levels were determined for roof support generated dust, conveyor and intake dust and for dust levels during various shearer activities. When average levels are compared between mines, a significant degree of consistency is noted. The next phase of the study was aimed at differentiating the various dust sources associated with the shearer. To this end 'fly cuts' varying from 6 in. to 30 in. were closely monitored as were dust levels at operators' positions over the various segments of longwall cycle. These data indicated that the clearance ring of the shearer drum as a disproportionately heavy contributor to shearer dust make. A statistical analysis of the effect of shearer haulage speed on dust make revealed that high haulage speeds are associated with low specific dust make.

Keywords: copper, concentrate drying, steam dryer, dryers By placing additional demands on energy and gas flow, the moisture content of a copper concentrate has an adverse effect on the smelting process. Different drying technologies, such as directly heated rotary dryers, flash dryers, and steam dryers, are available to solve this problem. The energy requirements of and off-gas generated from different dryer types are compared. The performance of the steam dryer was found to be superior to that of the others. In particular, the rotary steam dryer and its benefits are discussed. Structural properties confer an advantage on the rotary steam dryer, for wear on tube elements is eliminated, and drying efficiency is improved. If steam is available, the rotary steam dryer is an excellent choice for drying copper concentrates.

The accident-prevention record of the coal-mining industry in the United States was more favorable in 1936 than in 1935, both from the standpoint of the relative safety of the individual miner on the job and of the price in life and limb that the Nation paid for its year's supply of coal. The increase in relative safety of the individual miner was indicated by a lower death rate and a lower injury rate than in the preceding year per million man-hours of exposure to the hazards of mining; that is, per million hours of work performed by the employees. (See table 1.) A reduction in the price in life and limb that the Nation paid for a year's supply of coal was indicated by a smaller death rate and a smaller injury rate per million tons of coal produced. Thus the individual miner was a better insurance risk, as far as accidents were concerned, in 1936 than in 1935, and a ton of coal used in the homes and industries of the country represented less human suffering than in 1935. The two points of view are distinct, and both should be kept in mind when considering accidents and safety in coal mining or in other industries. More men were employed in 1936 than in 1935, and more workdays were available for the individual miner. Large gains were also made in the total number of man-shifts and man-hours worked in the industry as a whole. In number of tons of coal mined, 1936 showed large gains over 1935. Moreover, the average output of coal per man-hour worked was higher in 1936 than in 1935. All of these gains were made without lengthening the average number of hours of work per man per day.

[This circular is one of two papers on the tungsten industry in the United States end contains general information on the subject. These two papers are abstracts from the general bulletin on tungsten which will be issued at some future time Modern civilization and progress depend largely on tools wherewith the forces of nature are brought under control and directed toward human comfort. These tools are made chiefly from metals derived from the earth's crust. During the present century powerful tools have been made available through the development of ferrous and. nonferrous alloys containing such elements as molybdenum, vanadium, titanium, tantalum, and tungsten, which were little used before 1900. One of the most important of these so-called rare elements is tungsten; its use ins alloys for high-speed cutting tool is partly responsible for the era of mass production. So widespread has the use of alloys become that the period may be termed an "Alloy Age".]

The subject of mine fires is a very wide one. To give reasonable coherency, the paper concentrates on the behaviour of fires in the ventilated airways of mines; spontaneous combustions are not considered. The following topics are considered in some detail: 1) Material selection: Performance requirements for mining materials in terms of flammability and smoke/fume production; methods of test and need for relevance to mining conditions. 2) Fire growth: The influence of material properties and method of use on the rate of growth of fire in a mine roadway; the influence of ventilation, slope, material orientation, proximity of walls and roof on fire behaviour. 3) The fire in the ventilation network: The influence of fire on the ventilation distribution; the circulation of fire products in the network. The influences of these topics in determining fire control strategy are then considered but topics such as fire detection and fire extinction methods are not reviewed in detail. An extensive Bibliography on papers relating to mine fires is included.

Section 25 has been assembled to give the geological, mining, or metallurgical engineer an overview of some of the important downstream operations that typically follow mining activities. This subject is obviously too broad and complex to be covered in detail within this Handbook. However, the engineer will be interested to learn about the basic fundamentals, and especially how they might affect the economics of the total project from prospecting and mining through to metals recovery and marketing. In this way, it is hoped that the engineer will have a better overall appreciation for the technical and commercial prospects of a mining and metal-producing project.

In 1984, at the request of Bureau of Land Management, the U.S. Bureau of Mines studied the 13,730-acre Burnt Lodge (MT-065-278) Wilderness Study Area (WSA) in order to evaluate the mineral resources. The WSA is located in Phillips and Valley Counties, MT, about 55 miles south of Malta adjoining the Charles M. Russell National Wildlife Refuge. It is underlain by near horizontal sedimentary beds of the Hell Creek Formation, Fox Hills Sandstone, and Bearpaw Shale. No mines or prospects were found in the WSA. Bentonitic beds were examined, but are generally less than 1 ft thick and, except where exposed, are deeply buried. Kaolin-bearing sandstone in the Colgate Member of the Foxhills Sandstone was sampled and may have potential for use in structural clay products. However, remoteness and inaccessibility of the area make it unlikely that the material could be economically extracted even though some of the material is marginally useful.

The dramatic rescue of nine Pennsylvania coal miners trapped nearly 90 m (300 ft) underground for77 hours probably would not have happened without the high technology equipment and improved mine rescue training techniques available today. By now, most everyone has heard the story of the accident that occurred at the Quecreek Mine near Somerset, PA. At about 9 pm on Wednesday, July 24, the miners were drilling coal in the room-and-pillar mine. Their drilling accidentally punched through to the adjacent, abandoned Saxman Mine. Old mine maps of the Saxman Mine led Black Wolf Coal, Quecreek’s owners, to believe they were between 60 to 90 m (200 to 300 m) away from the abandoned mine. Those maps proved to be inaccurate.
