1. A NEW CONTEXT FOR METAL INDUSTRY Producers and owners of industrial extractive sites are living hard times due to Environmental pressure and liabilities. This is valid whatever the region in the world, it is just a question of time. On one hand, the normative environmental pressure is increasing through more severe regulations and controls on all pollution sources and production materials. [ ] Furthermore, more impurities are extracted and captured, more the volume of the related wastes is increasing. But disposal costs are increasing, disposal areas for wastes are restricted, markets for wastes are limited and technologies for waste treatment are, most of the time, not available. On the other hand, for most of the extractive industries, the costs required to get access to refine primary raw material are killing the profitability of the industry. Definitively, a technological and economical breakthrough is ongoing: extractive industries have to increase their feed from secondary material and to be involved more and more with the recycling business.

Heathgate Resources Pty Ltd (Heathgate) operates the Beverley Uranium Mine in South Australia, located on the plains between the northern Flinders Ranges and Lake Frome some 600 km north of the state capital Adelaide. The uranium orebody exists in permeable sands within the confined, highly saline Beverley aquifer, approximately 125 m below the ground surface and the uranium is mined using in situ recovery (ISR) technology. The Beverley mine is a highly technologically advanced ISR mine and is operated in accordance with stringent safety and environmental standards. The mine is currently licensed to export 1500 t of uranium oxide (U3O8) per annum. This paper outlines the fundamental differences between ISR operations and the more traditional uranium production methods, such as agitation leaching and heap leaching, where the ore is removed from the deposit, stockpiled, crushed, milled and leached on the surface. Solids tailings from either the mill or the heap are finally deposited in a tailing storage facility. ISR mining differs from conventional mining because the ore remains in place underground (in situ) and the groundwater contained in the ore-bearing aquifer is utilised as the mining fluid. This is achieved by drilling into the deposit and installing wells for extracting and re-injecting the groundwater which is fortified with chemicals. The fortified groundwater (ie mining fluid) flows through the permeable sands containing the orebody, dissolving the uranium. The pregnant mining fluid is then collected and transferred to the recovery plant where the uranium is captured (on ion exchange (IX) resin in the case of Beverley). The barren mining fluid is then re-fortified and recycled to the wellfields. Once mining is completed in a wellfield, the surface infrastructure is relocated to a new wellfield, and the mined-out wellfield is rehabilitated to its original surface condition. A comparison of 'standard' hydrometallurgical plants, heap leach and ISR shows a number of key differences, such as the rate of leaching, the level of control available to the operators, and the type of contact/reaction that occurs. While limited in its applications, ISR mining has proven successful at Beverley and provides another mining and processing method for the production of uranium.

Your Excellency, on behalf of the Council of the Australasian Institute of Mining and Metallurgy, and, indeed, on behalf of everyone present, I extend to you a welcome, and our thanks for your gracious acceptance of the invitation to be here to-day and, later on, to present Honorary Membership Certificates. I also welcome the several official representatives of our Allies, of Great Britain and our sister Dominions.To Messrs. E. C. Driffield and E. J. Rigby, two of the original Foundation Members, who are with us to-day, I extend greetings.The present occasion is opportune to express, on behalf of a representative body of professional men, deep appreciation of the sacrifice which His Majesty the King has made, and will continue to make, by appointing His Royal Highness the Duke of Gloucester as Governor General of Australia and, therefore, His Majesty's senior personal representative in this country.I suppose, that as the primary reason for our assembly to-day is to celebrate the Fiftieth Year of the Institute's existence, I should properly on this occasion, give an account of its history and development. However, as this subject was ably covered by Mr. L. V. Waterhouse, in his Presidential Address in 1938, I trust I may be excused for selecting some other subject. I shall, therefore, exercise my privilege as President and give you a short history of the Mining and Metallurgical Industry of this country with special reference to its effect on the development of the Commonwealth and on the national economy. I apologize in advance for any statistics which I inflict upon you; some of these will be three or four years out of date, because of censorship restrictions. I shall as far as possible refer firstly to the industry prior to and including 1893, the Institute's foundation year, and then to subsequent development.Australia, is pre-eminently a pastoral and agricultural country and it leads the world in the production of wool. Nevertheless, it has an international reputation as a producer of gold and various metals and of minetal products.The development of gold mining in the decade 1840-50 was an epoch-making event in Australia's history, because, to quote one writer's apt phrase, "it precipitated Australia into nationhood." It was certainly responsible for a rapid increase in population. Thus, during the period 1841-1861 the population of Australia increased fourfold, from 221,000 to 1,170,000.The effect of the discovery of gold in Western Australia was even more striking. Greater use should be made of lineations in investigations of the engineering properties of rock masses and in structural studies guiding prospecting programmes.A prominent alignment of elongate mineral grains and stretched pebbles usually marks the primary direction in which metamorphic rocks have been extended by flow. In local adjustment zones separating masses that have extended different amounts, this lineation has been a direction of slip. Kinks and crumples resulting from this slip lie in secondary lineation directions transverse to the primary mineral lineation.During deformation relatively mobile materials move into dilatant zones caused by irregularities in primary flow directions. This secondary movement transverse to lineated, primary-flow directions is the cause of crenulations and folds with axes parallel to flow lineations.INTRODUCTIONThe arrangement of inequidimensional particles in rocks is rarely statistically random. Platy minerals tend to be parallel to bedding and foliation planes. Elongate particles and linear structures lie most frequently in certain lineation directions. The types of elongate particles in lineated rocks include needle and blade shaped mineral grains, sheared out segregations, and stretched pebbles, amygdules, and aolites.Crenulations and kinks are the most common of the linear structures involved.Faint lineations are readily overlooked. Even strong lineations have been ignored. State and federal agencies during rehabilitation of existing bridges may require the existing bridges to be evaluated under seismic conditions. If the bridge does not perform under the seismic event, the bridge may require seismic retrofitting. Bridges are classified as: Critical, Essential, and Others according to their importance. Geotechnical considerations play a major role in evaluating the bridge behavior under a seismic event. Subsurface conditions influence the magnitude of ground acceleration and hence the forces and moments on the superstructure. This paper will provide a detailed description of the geotechnical aspects associated with the seismic retrofit evaluation for the 12th Street and 14th Street Viaducts located in Jersey City, New Jersey. The paper will also present a description of the geotechnical investigation program including seismic cross-hole surveys to determine the dynamic soil parameters, including the results of site-specific response spectra for both the 475 and 2475-year events. Liquefaction assessment methodology utilizing an equivalent factor of safety will also be described and the design method used will be summarized. In general, the pile foundation is modeled as 6x6 foundation stiffness matrix with 36 stiffness coefficients at the center of the pile cap. The seismic loading on the foundation is evaluated in a pseudo-static analysis, where the dynamic earthquake-induced loads are presented by static forces and moments. The computer program FB Pier was used to evaluate the foundation stiffness. The moments, axial loads, and shear are input into the FB Pier model. The stiffness of the foundation is determined and the results are then input into the Structural model to determine new forces and displacements. Adjustments are made until the loads are compatible with the stiffness used. The understanding of the geotechnical conditions at the 12th Street and 14th Street Viaducts and the coordination between the Bridge and Geotechnical Engineers were able to provide significant cost saving to the Owner. The Design Engineers were able to retrofit the existing Viaduct foundations with reasonable number of additional piles. It is believed that the results and finding presented in this paper will benefit both the Bridge Engineers and Geotechnical Engineers by highlighting the importance of interaction between the two disciplines.

The Menominee Range of northern Michigan was a major producer of direct shipping iron ore for nearly a century. When the last underground mine on the Range ceased operation in 1978, it marked the end of an era. For since the start of mining in the early 1880's the district has gone through a Lull cycle from the start-up of mining through close-down. During this period over 200 million long tons of iron ore were produced and shipped from nearly 100 mining operations. This development and production spanned the time from when the United States advanced from an essentially rural-agriculatural society through the industrial revolution and into the beginnings of the computer and space age. There are many lessons that can be learned from such a rich history. This report attempts to provide ouch a lesson. Through the use of case histories, deficiencies in past mining practices and mine closure procedures that have resulted in current mine related problems are documented. These problems -an be grouped into three areas; 1) subsidence 2) hydrological or drainage problems and 3) problems related to inadequate mine shaft sealing and capping practices.

The following Inventory was prepared to provide mineral deposit data to the U.S. Army Corps of Engineers for use in the Resource Development Navigation Study in Alaska. The inventory was prepared using data contained in the U.S. Bureau of Mines Minerals Availability System (MAS) database. The Alaska portion of the database contains Information on over 7,000 mineral locations and deposits throughout the state. When MAS was established In 1975, database entries were originally compiled from literature searches by both Bureau personnel and contractors. Deposit data are obtained/maintained through Information gained from a variety of sources, Including published and unpublished Bureau of Mines reports, records, and files; U.S. Geological Survey (USGS) Bulletins, Professional Papers, and other reports; technical and professional Journals; State and other Federal agency publications; data generated during field examinations; and information obtained from knowledgeable individuals. Because of the size of the data base, many of the data have not been significantly modified since initial entry. Each deposit on the MAS data base has a sequence number of the following form:

It is certainly an honor to have been invited to address the Deep Foundation's Annual Meeting on such a vast and weighty topic as "Present to Future Design Considerations of Deep Foundations." Acknowledging the enormity of this 30-minute assignment, I hope to at least scratch the surface of the topic deep enough to generate some thought and reflection. Design considerations, be they current or future, bring to mind a number of important subtopics which comprise the design process. As shown by Figure 1, a flow chart of this process describes, in general terms, the sequence of a deep foundation design.

"The use of fine grinding (FG) in mineral processing is well established. The application of FG in the South African platinum industry is more recent and it’s use in the recovery of PGM’s from dormant tailings dams is unique. Anglo Platinum uses IsaMill FG technology at their Western Limb Tailings Retreatment project (WLTR) near Rustenburg in the North West Province of South Africa.In December 2003, Anglo Platinum commissioned the first purpose built tailings re-treatment facility for PGM recovery in South Africa. The concentrator re-treats Merensky ore tailings from concentrators that operated early last century. The WLTR facility takes advantage of modern technology, such as FG, to economically recover PGM’s from material historically considered as waste. The WLTR concentrator has a capacity of 4.8 Mtpa, and has been designed to easily expand to 10.8 Mtpa. The flow sheet includes recovery of tailings by high pressure water monitoring, ball milling, rougher flotation, rougher concentrate regrinding and cleaner /recleaner flotation.The rougher concentrate is reground in an IsaMill, which is a stirred mill that operates with inert silica sand grinding media. For this project, Anglo Platinum required a stirred mill of a unit size not previously available. Xstrata Technology and Anglo Platinum collaboratively developed the largest wet, fine grinding mill available; the M10,000, 2.6 MW IsaMill.The use of IsaMill technology was enabling for the WLTR project, as it allowed smeltable concentrate grades to be produced from the oxidised, slow floating tailings. The economics and practicality of fine grinding has fundamentally changed with the M10,000 IsaMill. Flotation is transformed by high intensity attritioning in the inert media environment, and the narrow size distribution of product in open circuit configuration. The use of conventional steel media grinding to improve fine particle flotation is limited due to the oxidation of liberated mineral surfaces inherent in these environments."

The C.S.A. copper-lead-zinc mine, located 7 miles north of Cobar in central-western New South Wales, is the largest known mineral ocurrence in the Cobar mining field. The generally discordant orebodies occur within a strike width of 600 ft and an overall strike length of 1200 ft. They are enclosed by the steeply westdipping, west-facing sediments of the Cobar Group, and comprise lenticular steeply north-pitching and eastdipping zones of sulphide mineralization which range in composition from massive pyrite-sphalerite-pyrrhotitegalena to less massive pyrite-pyrrhotite-chalcopyrite varieties.The thinly bedded siltstones, shales, and greywackes enclosing the mineralization appear to have derived some of their constituents from volcanic sources. They have been metamorphosed to the greenschist facies of regional metamorphism. At least two stages of deformation and folding have occurred. The first stage folded the rocks on a south pitching fold axis into their present configuration, and superimposed a strong axial plane cleavage which subsequently guided the emplacement of the mineralization. The second stage of deformation is considered to have controlled the zonal distribution of the orebodies.

Incorporating an iron ore pelletising plant, a MIDREX'"' Direct Reduction Plant, and a mini mill, the conversion of iron ore fines to high- quality steel slabs in Western Australia is among the lowest cost routes in the world. The cost and availability of iron ore and natural gas, government support, and proximity to the growing Southeast Asian market all contribute to the competitive position of the area. Owing to the lead-time required, this is an ideal time to develop a new project to supply semi-finished steel to Asia for rolling to a finished product. A project contracted now will start up in about three years, when the market should have recovered.

An experimental rig has been constructed to produce chloride stress corrosion cracks in Type 304L stainless steel tube samples. The samples are to be used to test possible in situ repair methods in future work. The factor which influences the time to failure most strongly is the sample temperature; the distribution of cracks within the sample is affected by local temperature variations and by the position of the water line. Low-frequency oscillations in stress, caused by the on-off temperature controller, did not appear to influence cracking in these tests.

The Moon Creek Reclamation Project provides a case study in the development of creative cleanup solutions for an abandoned lead and zinc mine and mill site located in northern Idaho. Innovative design features include construction of a 88,000cubic yard combined waste containment facility on soft in-situ tailings, water-balance cap, limestone gravel drains, a geocell mattress for stability, and a below-grade scour protection berm. The stream, including a wetlands buffer, will be relocated within an existing road alignment and rehabilitated to provide trout habitat. These elements allow for the integration of reclamation and stabilization measures into an effective site design.

Four mining alternatives for exploiting an ultra-deep orebody were assessed through a multidisciplinary evaluation process which involved: the generation of a 3D geological model; the design and scheduling of life-of-mine layouts; the analysis of anticipated ventilation and cooling conditions; the study of rock-related risks of mining in ultra-deep stress environments; the logistic implications of transporting men, rock and materials; and, lastly, the economic implications of each option. Once results from the integrated mine design assessment were available, mine planners were faced with an important problem to solve: how to identify the optimal mine design alternative when numerous assessment measures and multiple decision criteria needed to be considered simultaneously? To address this ‘multiple-attribute decision problem’ and arrive at the ‘optimal layout for ultra-depth’, a generic decision methodology that uses principles of ‘utility’ was applied. The methodology assumes that ‘single-value risk estimators’ do not account for the inherent variability of real conditions. Therefore, risk estimators were represented by statistical distributions of their incremental changes, where applicable. The stochastic variables, once defined, are used as inputs in the ‘utility’-based layout decision scheme. This ‘utility’-based decision methodology offers a framework for mine design decisions to be made objectively, when complex trade-offs between multiple risk domains need to be considered simultaneously. Rich Hill, also known as Weaver District No. 2, is among the most productive placer gold locations in Arizona. Located near Congress, AZ (Fig. 1), this district hosted major placer rushes in the 1860s and1930s. Those rushes were followed by an electronic metal detecting rush that started in the 1980s and continues today. Thousands of ounces of gold have been produced by these modern amateur and professional metal detectorists. Many of them see more gold in an afternoon than Nevada mine workers will ever see outside of the mill. Rich Hill discovery Inspired northeastward by Spanish legends, a party of 10 men left Yuma, AZ on April 1, 1863. Included in the group were Pauline Weaver (Fig. 2), Henry Wickenburg and Abraham Peeples. Wickenburg left the group near the Hassayampa River and discovered the Vulture deposit. The rest of the group arrived at the base of Rich Hill in late May. While drying antelope meat on the first day, a few of the men prospected a nearby creek bed and immediately found gold. In a couple of hours they picked up more than 2.8 kg (90 oz) of gold. The next day, four members of the party went searching for their horses and returned with news that a nearby hilltop was literally graveled with nuggets.

Ground water at construction sites can be controlled by properly placed wellpoint dewatering systems. Care must be taken in planning cofferdams to have adequate space for and access to pumps, headers and the points. A most important part of dewatering is protection of adjacent structures from movement. A checklist gives items to consider in bidding.

This paper forms the second of a series, in which it is proposed to communicate the results of an extensive research into the influence of alloying elements on the physical properties of lead, now being carried out in the Metallurgy School of the University of Melbourne.Some general comments on this research were made by the present writer as an introduction to the first contribution by R. S. Russell*: It was there pointed out that it was the intention to prepare lead as pure as possible, to determine its properties and then to make alloys with the various elements added singly, and in various combinations, in order to determine the effect of each. This line of action is still being pursued.It occurred to the writer, however, that this fundamental attack might, with advantage, be accompanied by a parallel investigation in which lead of commercial purity would form the basis material. 160 numbers of double bulb underreamed piles were constructed based on the safe loads specified in IS code at Tripura. The pile load tests yielded a much lower capacity. A detailed investigation work was carried out to find out the reasons for anomaly. The work included soil exploration followed by extraction of two piles bearing numbers 72 and 151. It was seen that the bulbs were not formed as per specification. Some comments on IS Code have been made at the end.

As part of a long-term study of titanium minerals processing being undertaken by the Julius Kruttschnitt Mineral Research Centre (JKMRC), techniques have been developed to measure the electrical properties of the various minerals. The measured values will be used to model the behaviour of the various minerals in high-tension roll and electrostatic plate separators. The resistivities of ilmenite, rutile and zircon from a number of Australian producers have been measured by applying a DC voltage across a test sample and measuring the resulting very small current flow. By appropriate design of the measurement cell and attention to the experimental procedure, reproducible resistivity values have been obtained, ranging from 106Ωm for ilmenite to 1013Ωm for zircon. However, the conditions of measurement are radically different from those under which electrical separation takes place. It is not certain that the measured values reflect the resistivities seen under high-tension separation, during which the particles are subject to a high intensity corona field. Consequently, an alternative technique for measurement of resistivity under conditions of corona bombardment has been developed. It is based on the experimental procedure of Castle and Yelle (1979) used to measure the resistivity of fly ash under the conditions occurring in electrostatic precipitators. This paper describes the development of the segmented ground plane measurement surface and a high-voltage switched resistor network which comprises the in situ resistivity apparatus. Results are presented comparing the measurements made under corona bombardment with those made using the DC measurement cell. The equipment has also been used to study the current distribution from a corona wire, as a function of high-tension voltage and wire-to-plane spacing.
