This paper is in the nature of a protest against the dangerous propaganda afoot for the prevention of new mining undertakings and which is based on the imaginary 'blue ruin' conditions supposed to exist in the industry. An article by Mr. G. R. Pratt, A.M.E.I.C. in the first issue of the Western Canada News, February 2nd, 1925, and entitled "Review of Coal Mining in Alberta", is an excellent example of this type of propaganda. The article is a tissue of misstatements, faulty deductions and erroneous conclusions. For instance it contains the statement that some coal measures in Alberta are mined at great depth - whereas we all know that there is no coal mined at great depth anywhere in the province; another error is the classification of all mines under one head irrespective of whether they are mining prospects, 'country banks', or pukka mines equipped with railway facilities; and I believe that suppressio veri is tantamount to suggestio falsi. The bulk of his article hinges on a Table 1, which shows the details of coal produced in Alberta during 1923. Studying this table Mr. Pratt, in the manner of a conjurer producing rabbits from a hat, offers the following for the confusion of the public:- (1) "Waste effort, want of capital, waste of coal resources which result from unrestricted development"; the fact being that the waste is due to the failure of the Department of the Interior to exercise the powers which are inherent in the form of lease.

Mine tailings, the byproduct of mining and mineral processing, are increasingly mass produced as a result of increased demand for metals and minerals as well as the advancement in technology that allows for the exploitation of lower-grade ores. Lower grades can increase the volume of tailings that may contain new gangue minerals that should be evaluated for the presence of critical minerals and other valuable metals. The practice of reprocessing, while relatively new, is crucial to reducing environmental damages, obtaining valuable critical minerals from waste, and contributing to more sustainable repurposing and disposal methods. With the increase in tailings dam failures in recent years, there is a large motivating factor in remining and removing the potential hazard to benefit the safety of potentially impacted communities. In analyzing the perspectives of various domestic and international studies, this literature review will determine the feasibility of reprocessing and reutilizing mine tailings waste for a more sustainable future while exploring current practices that have benefitted ecosystems and communities.

Rearmament superimposed on buying sprees by the public, caused a general shortage of metals in 1911. and the rare metals were no exception; they also shared with the more common metals the uncertainty of future demand. In general, the apparent undersupply of metals is a favorable condition for the realization of sleeping possibilities of the rare metals, especially if the supply can he made sufficient to take care of the possible new demand. Many changes in metal usage in 1941 were forced because of shortages. When such changes are in the direction of the economic trend there is a speeding up in the tempo of the inevitable change, but when the forced changes are against the economic trend they are likely to be shortlived. In any event, the latter is not a solid foundation on which to build a future business.

Extensive exploration has resulted in delineation of a massive sulfide district on the north flank of the east-central Alaska range. The district covers approximately 400 square miles and contains numerous stratiform; transported and some replacement type sulfide deposits ranging in size from less than 1 million tons to 20 million tons. Five types of ores were sampled for the study. Mineralogical analysis revealed that the minerals are too fine grained for conventional grinding and beneficiation. Hydrometallurgical studies were con-ducted using ferric chloride as a lixiviant. Ore microscopic studies as well as electron microprobe analyses of minerals in the raw samples and leach residues explained the low recoveries for certain elements as well as sources of impurities that need to be eliminated from the process streams.

Newmont has installed advanced control and online optimization on the dry grinding circuit and both roasters on its Carlin Trend refractory ore treatment plant. Subsequently, Newmont has developed a master plan for institutionalizing advanced control and optimization on all its processing units. Newmont is committed to a program of applying advanced control and optimization from crushing of ore to pouring of gold. This paper describes Newmont's experience with implementing advanced control and optimization and the benefits received. In addition, identification of advanced control and optimization opportunities and their economic justification is discussed.

Each year more than 400 coal miners are injured (fatally and nonfatally) by rock falling from between or around roof supports. Many of these injuries can be prevented by the installation of roof screen. However, many coal mines are reluctant to use roof screen because of the added cost. The goal of this study was to determine the potential savings in workers' compensation (W C) premiums that can be achieved due to a reduction in rock fall injuries after roof screening. The WC rate-setting methods utilized by Illinois and Kentucky were investigated in this study. Using data obtained from the Mine Safety and Health Administration, national and state WC bodies and individual insurance companies (e.g., average cost per injury, loss cost rate, number of injuries per year, number of injuries preventable each year with roof screening), baseline mines (representing two mine sizes: 67 and 150 employees) were constructed with realistic ranges for estimates of injuries and WC premium costs. Using each state's actual WC rate-setting formulas, a sensitivity analysis was conducted to determine the total savings in WC costs after a three-year period. Annual savings in WC premiums ranged from $41,000 to $326,000 for the 67-person mine, and $96,000 to $843,000 for the 150-person mine. An economic analysis of the cost of a roof screening program at a 67-person mine was also conducted. The annual cost of a roof screening program here was estimated at $240,000. At this mine, the reduction in WC premiums alone could pay for the entire screening program.

PRODUCTION of nickel in Cuba, a new source of this metal, has been started by the Nicaro Nickel Co., subsidiary of the Freeport Sulphur Co. Construction of the Nicaro plant in Oriente Province, Cuba, and of a refinery at Wilmington, Del., has been "substantially completed," according to Langbourne M. Williams, Jr., president. The initial rate of output is less than capacity operation, which will be reached when "the customary problems incident to the commencement of full- scale production are eliminated." The plant in Cuba for the treatment of the extensive nickeliferous ores of that region, and the refinery, were built by Nicaro for the account of the Defense Plant Corp. construction has been under way for eighteen months. Measurement of thermal properties like thermal conductivity, thermal resistivity, heat capacity and thermal diffusivity for materials, it plays a crucial role in a wide range of various civil and electrical engineering projects, and many field applications like building’s basement, power generation, underneath soil heating, wastes from nuclear as well as thermal plants, and buried cables. Thermal conductivity of soil depends upon various geotechnical parameters such as type of soil, moisture content, particle size distribution, density, and compaction characteristics. Earlier studies, the measurement of thermal conductivity of soil by incorporating the heat source methods. Thereby expensive and time taken to conduct in laboratory as well as field measurements. The thermal conductivity is determined by fabricated probe and used in this work. Fabricated probe was calibrated with glycerin. The thermal conductivity of the soil increases as the water content and density increase because these factors are majorly influencing and water has a higher thermal conductivity than soil minerals, and grain to grain contact increases as density increases. therefore, Thermal conductivity is higher in coarser soils than in finer soils. Construction workers may be exposed to hazardous dust containing silica when working in enclosed cabs during construction activities. The National Institute for Occupational Safety and Health (NIOSH) found that equipment operator exposure could be reduced by retrofitting air pressurization and filtration systems on existing cabs, using sweeping compounds on soiled floors, and implementing a dust control program.

Laboratory tests were conducted to determine the technical feasibility of separating anthracite particles from a water-anthracite slurry by atomizing the water and removing the resulting mist in an air current. Products containing 21 percent or less moisture were obtained from slurries made with minus 60-mesh anthracite. Typical recoveries ranged between 67 and 79 percent of the feed when the slurries were atomized in air currents with velocities below 70 ft/min.

Co-disposal of partly-dewatered mixed-plant rejects (MPR) from coal processing into spoil dumps is gaining favour amongst Australian coalmine operators in preference to conventional tailings disposal methods which require a tailings dam. Owing to their often low permeabilities and high degrees of saturation, MPR materials may be prone to the development of excess pore pressures when covered by spoil during routine dump advancement. The likelihood of dump failure will increase if these pore pressure regimes and the associated delay of shear strength development are not accounted for during waste dump design. To date however, little is known about these pore pressure regimes due to the complexities associated with their in situ measurement.This paper describes the in situ measurement of pore pressures in a cell of MPR placed within a coalmine spoil dump. Four vibrating wire piezometers (VWPs) were placed within a cell that was then filled with MPR and allowed to consolidate under self-weight before advancing an adjacent tiphead across the cell. The VWPs recorded the transient pore pressures during MPR placement and dump construction, and their interpretations are described within the context of laboratory measured parameters. ALTHOUGH it is universally accepted that free oxygen is A necessary in a cyanide solution for the dissolution of gold and silver-in accordance with Elsner's equation that 2Au + 4KCN + 0 + H20 = 2KAu (CN), + 2KOH- little has been written and insufficient attention paid to the drop in extraction due apparently to loss of dissolved oxygen in mill solutions. Aeration or oxygenation of cyanide solutions has been more or less successfully accomplished by various types of agitators such as the Dorr (with or without air lifts), Pachuca tanks and more recently "Turbo-mixers" and Denver "Super- agitators"; also by the introduction of chemical oxidizing agents such as Solozone (Na,O,) . At the Wright-Hargreaves and other mines in the Kirkland Lake camp, the introduction of this reagent at the rate of about 1.25 oz. per ton of ore applied to the feed of the ball mills has certainly been beneficial.

Within the Pofadder district of Namaqualand, South Africa, economically exploited deposits of bedded barite and zinc-lead-silver-copper sulfides occur in close proximity within highly metamorphosed mid-Proterozoic pre-tectonic para¬gneisses of the Namaqualand Metamorphic Complex (NMC) (figure i). The paragneisses belong to the Bushmanland Group (SACS, 1980) that comprises a relatively straight-forward regional sequence of basal leucogneisses, intermediate mica-sillimanite schists and glassy quartzites, and a mixed upper zone of banded iron formations (BIF), minor marbles, quartz muscovite schists and localised uppermost quartz-pebble conglomerates and amygdaloidal mafic gneisses (Joubert, 1974) (figure ii). The base metal and barite mineralisation occurs in close association with BIFs, generally above the glassy quartzites, although in some cases possibly below them. In the regional context, the Bushmanland Group paragneisses are, to the north, intercalated with and ultimately replaced by meta-volcanic sequences of talc-alkaline affinity (Reid, 1977) belonging to the Orange River Group (SACS, 1980). The metavolcanics are generally of acidic to intermediate composition and show evidence of subaerial formation from 'high altitude shield volcanism' with many acidic ashflow and welded tuff bands, mesocratic and lesser melanocratic lavas and some fanglomerates (Ritter, 1980). To the south and east, the schist/quartzite associations are initially intercalated with and eventually replaced by cordierite gneiss/metacarbonate/biotite gneiss associations of shallow marine affinity (Moore, 1980a). The Bushmanland Group paragneisses appear to represent sedimentary material in the extreme distal portions of a talc-alkaline volcanic environment adjacent to a shallow platform sea.

(communication to the Secretary *):—At the meetings of English technical societies it not infrequently happens that, during the discussion of a paper, someone will arise to say that although he highly appreciated the material presented, nevertheless he believed it would have been better if some other phase of the question had been more highly emphasized. Assuming that this form of discussion is permissible in the Institute, I should like to reiterate the point made by Prof. A. J. Moses that conclusive proof of the identity of the minerals in question is an essential feature of the study of ores in this way. This is also expressed by Paul Krusch in his recent valuable paper on the sulphide ores (in which he arrives at conclusions diametrically opposed to those of Mr. Graton), as follows: "The diagnostic properties of the various ore minerals are known to but a limited circle of investigators." Many earlier investigators began the study of ores beneath the microscope by reflected light, but discontinued their work, in most cases, because they were unwilling to undertake the great amount of preliminary work necessary to securely establish a basis for their inferences. It is evident that Messrs. Graton and Murdoch realize that the promised later paper on diagnostic characters will be the more important of the two, but the point should be emphasized to forestall a flood of literature from other investigators who may gain the impression that the brief survey of polished specimens is a vade mecum to incontrovertible conclusions as to any given ore deposit.

Copper mining and smelting has been carried out in Japan for over 13 centuries and in fact stretching back into antiquity. In 1889, the first electrolytic copper refinery in Japan based on Elkington’s principles was started by Furukawa Mining at Honjyo in downtown Tokyo based on the multiple or parallel system. Within two decades, a number of other copper refineries had begun operation. Interestingly, but perhaps not surprising given Japan’s long history of copper production, this first refinery in Japan commenced just ten years after the first refinery in the USA (1879), and not long after the first plants in Europe. By 1935, as a result of growth in copper demand, there were six domestic copper electro-refineries in Japan with an installed capacity of 97,800 tonnes/a, while actual production was 71,200 tonnes/a. Since about 1932, the majority of these plants were based on the more common parallel or multiple system. In 1946, just after World War II, domestic production capacity had dropped considerably to 29,000 tonnes/a, however with reconstruction, capacity and production expanded rapidly, with production reaching 81,000 tonnes/a in 1955, 187,000 tonnes/a in 1960 and 307,000 tonnes/a in 1965. The introduction of the first refinery and the early ones that followed and subsequent developments are discussed in this paper. The major technical achievements during the high growth period from 1945 to 1963 included: the use of fire- refined anodes; the introduction of newly-developed rectifiers; the introduction of lead-lined or vinyl-lined concrete cells; improvements in the electrolyte heating system; application of improved anti-corrosion materials and the introduction of heat-insulating surface coverings. In 2018, Japan’s refined copper production totaled 1,595,000 tonnes of copper, with Japan ranking third in the world after China and Chile. There are now eight copper refineries in Japan which provide Japan’s production of refined copper. These plants are listed in Table 1 (Wood Mackenzie, 2019), also showing the production trend since 2013; in general, production over this period has been relatively steady. The Toyo plant is now the 7th largest copper refinery in the world after several large plants as rated by capacity in China, Russia and India (ICSG, 2019).

A determinação do consumo energético e o dimensionamento da etapa de moagem tem sido objeto de estudo de diversos pesquisadores desde o século XIX, iniciandose com Rittinger e Kick. Mais recentemente, outras técnicas, envolvendo modelagem matemática do processo têm sido aplicadas com sucesso. O material em estudo é um minério de ferro itabirítico da região de Morro do Pilar. Foram estudadas as etapas de moagem primária e remoagem. Diferentes metodologias foram utilizadas para determinação do consumo específico de energia na moagem primária, além da determinação dos parâmetros de quebra e seleção para diferentes colares de corpos moedores e otimização do circuito pré-dimensionado. Os resultados indicaram um consumo específico de energia pequeno para o minério em questão. Além disso, o teste de WI de Bond, com escalpe inicial na malha de controle, apresentou valores mais próximos do valor simulado.

Mining-induced seismicity is one of the adverse side effects of mining with the use of explosives at great depths. Disturbance of the primary stress state by the development of the network of excavations combined with the continuous generation of dynamic loads by the detonation of explosives in mining faces has a negative impact on the level of safety of crew and machines. To ensure the stability of excavations it is necessary to identify in detail the nature of the seismic hazard by means of continuous seismic measurements. Unfortunately, the technologies used so far are characterized by high costs of installation and further maintenance, which clearly limits the possibility of using a large number of stations in a small area. A breakthrough in this matter may be the technology of microelectromechanical systems, which is several times cheaper than standard solutions used in mining seismology. This technology, with the appropriate configuration of devices, can be successfully used to monitor dynamic phenomena generated by mining activities. As part of this study, the assumptions and configurations of a prototype 42-channel accelerometer network using MEMS technology have been presented. The network was installed in the Lubin underground copper mine in Poland in a seismically active area, where multi-face destress blasting are conducted regularly. As a result, 14 tri-axial accelerometers were installed in the immediate vicinity of the active mining front at a distance of about 1,000–4,000 ft (300–1,200 meters) from the closest faces. Highfrequency recordings are collected based on algorithms that trigger the system when the Peak Particle Acceleration set value is exceeded or on the basis of a manual external triggering device connected to the blasting machine. During the measurement period, several high-energy seismic tremors and several dozen of waveforms generated by blasting were recorded. The obtained results are the basis for assessing the effectiveness of the destressing measures and for the analysis of geomechanical risk based on periodic analysis of the velocity of seismic wave propagation

Sulfate-impacted mine waters are under regulatory scrutiny to reduce total dissolved solids (TDS). There are several options to reduce TDS. One option is transforming the soluble sulfate into insoluble ettringite. The Water Company LLC (TWC) patented a process for sulfate removal through ettringite formation by reacting directly with metallic aluminum. Freeport-McMoRan (FMI) and TWC have collaborated to design, build and operate a 10-gallon-per-minute (gpm) ettringite pilot plant to establish reagent consumption, plant availability and full-scale design criteria. Using metallic aluminum as the primary aluminum source for ettringite precipitation eliminates the addition of other ions, resulting in significant demineralization. The pilot plant achieved greater than 98% water recovery, greater than 90% reagent efficiencies and maintained reactor sulfate levels below 250ppm. The SAVMIN process, piloted in South Africa, is one method to produce ettringite. In this process, aluminum hydroxide is the aluminum source. The Cost Effective Sulfate Removal (CESR) process is similar to SAVMIN, but uses a proprietary aluminum source instead of aluminum hydroxide. Outotec and Veolia also have their own versions of the process using their specialized process equipment. TWC patented a version of ettringite precipitation using metallic aluminum as the aluminum source for ettringite formation. The benefit of using aluminum metal is that no additional ions are added to the process. At high pH, the raw aluminum corrodes in water causing hydrogen gas generation as the water is chemically reduced. This reaction is shown below:

Normal dodecyl mercaptan was evaluated as a collector for flotation of sulfide minerals and precious metals. The reagent is from the class of normal mercaptoalkanes (n-alkyl thiols), and is commercially available in the form of a mixture of n-dodecyl mercaptan and a dispersant, under the trade name Pennfloat(TM)3. Reported are results of bench-scale flotation experiments on many commercially treated base metal and precious metal sulfide ores. Dosages, points of addition, and flotation pH were among the uariables studied. Most notable results were increased copper, molybdenum, and precious metals recoveries. Dosages of dodecyl mercaptan on some ores were considerably lower than required for conventional collectors.
