STAUNTON The third meeting of this winter season tool: place in a private dining room of the Sierra Madre Club in Los Angeles on Feb. 1, 1916, at 6:30 p.m., 22 members and guests being present. In the absence of the Chairman, S. W. Mudd, the Vice-Chairman, C. Colcock Jones, presided. After an enjoyable dinner the meeting was called to order, and the first paper by Ralph Arnold on Conservation of Oil and Gas in the Americas was read by the Secretary. W. F. Staunton then read an important paper on The Influence of California Oil on the Mining Industry of the West. In this he touched upon the uses of oil as a fuel for generating power, especially in connection with the Diesel engine. This paper was discussed it some length by J. F. Mitchell-Roberts, R. B. Moran, F. H. Asbury and L. D. Godshall. The Chair then introduced Robert B. Moran of the California State Mining Bureau, Deputy Supervisor of Gas and Oil, for the' Los Angeles . District, who addressed the meeting on the work of his department. The meeting concluded with A. B. Carpenter's reading of a paper on The California Gasoline Industry by W. R.. The Puget Sound Section met at the Arctic Club, Oct. 28, 1916, for the annual meeting. Those present were: Chairman Glenville A. Collins, Vice-Chairman H. L. Manley, Sec.-Treas. Amos Slater, Chester F. Lee, R. P. Tarr, G. E. Rockefeller, Simon Ash, Geo. W. Evans, Joseph Daniels, I. F. Laucks, F. C. Greene, Darsie C. Bard, Marcel Daly, Milnor Roberts, F. A. Hill, Percy E. Wright, and as guest, Mr. Coates of British Columbia. After dinner had been served, Chairman Collins called the meeting to order. The reading of the minutes of the last meeting were suspended upon request of the Secretary. The Secretary read the report from the Committee on the Associated Engineering Societies of Seattle. Upon motion, duly seconded, the report was adopted and placed on file. Mr. Lee, Chairman of the Committee. on the Mining Men's Convention to be held this coming winter, gave his report orally, and upon motion the committee was continued. The report of the Secretary-Treasurer was read, received, and placed on file.

"One of the major issues that the Rare Earth Elements Mining Industry has to deal with is the legislation vacuum that exists in many countries around the world. Among these, are countries which have long history and tradition in mining. In many cases the lack of direct legislation for REE mine management as well as for other potentially polluting industries can be a barrier to sustainable development. Moreover, the case of lax legislation in China has led to environmental pollution problems and extended smuggling of rare earth elements. This paper looks into the current regulatory status on the mining of REEs, identifies the loopholes and suggests some elements for a new global legislation framework for sustainable development in the REE mining industry. The setting of this regulatory framework will be in line with the present and future challenges of the rare earths market as well as with the policy strategies that are defined internationally. The aim of such a legislative framework will be to strengthen the global rare earth elements supply chain, appease social concerns and ensure the preservation and conservation of the environment. INTRODUCTION The general public received their first introduction to rare earth elements (REEs) in 2010, when the previously inconspicuous commodities became the subjects of front-page headlines. It was when China created a furore in global high-tech markets after imposing an embargo on Japan following a minor marine dispute (Barakos et al. 2015b). Soon enough the Chinese embargo was extended on REE export restrictions all over the world and thus aroused concerns to many countries over potential supply disruptions. The world had suddenly realized that these wonder materials underpin products that they care about. Governmental and industry executives, policymakers and material scientists voiced concerns and conducted numerous reports stating the situation and the risks of a supply crisis. The price spike of 2011 intensified the crisis and the public turmoil, yet the drama did not last for long as the prices declined significantly in 2012. Nevertheless, the world was nonplussed by the fact that China has the total control of the market with more or less the 90% of the global production. More potential entrants became interested, thus initiating an exploration boom during the recent years that has resulted in a significant increase in known global REE reserves that could have potentials for exploitation."

Rock mass response in blasting is an important element to determine the performance of a blast along with its other outcomes. The near-field monitoring for rock mass response analysis is vital for determining the behaviour of a blast; however, due to costly and cumbersome methods involved in such measurements the subject has received scant attention so far and the publications on this account are perfunctory in nature. This paper presents a non-destructive method to monitor the blast-induced pressure in the rock mass at a distance from a blasthole. The methodology of monitoring and a few examples of actual field monitoring are detailed in this paper. The responses of the rock in the near-field of a blasthole under dynamic loading have been documented to predict fragmentation and throw. The proposed method has also been used in limited cases earlier by the author to predict flyrock using a semi-empirical method and trajectory equation. The pros and cons of the method are discussed while throwing light on the actual response and the prediction of fragmentation and throw of blasted rock.CITATION:Raina, A K and Murthy, V M S R, 2015. A guide to the development and use of an APL computer program for the analysis of load-flow problems is presented. The program is designed to provide an interactive method of load-flow study to improve underground coal mine electrical system design and safety. The theoretical basis for load-flow analysis is discussed, along with per-unit calculations which facilitate computation. Specific input/output, execution and network modification procedures are presented for using the APL program. In addition, typical results are given for examples taken from power system analysis literature.

Bentonites and fuller's earths from seven localities in N.S.W. have been analysed with respect to occurrence, mineralogy and physical properties and areas for future prospecting have been indicated.INTRODUCTIONThe rapid expansion of Australian industry in the postwar years has been accompanied by an ever increasing demand for fuller's earth and bentonite, but in New South Wales at least the demand has been met principally by imports. However, some local and generally inferior active earths have been won to blend with imported materials to reduce costs. The important discovery of the widespread distribution of bentonite clays in the Northern Coal Measures, made recently by Grim (Booker, 1956), has givenimpetus to the further search for material comparable in quality to the imported active earths.Bentonite may be defined as a highly plastic clay, generally possessing swelling properties, composed essentially of montmorillonite and derived from the alteration of volcanic ash. Fuller's earth refers to any clay which, with or without chemical treatment, is capable of decolourizing mineral or vegetable oils and is, therefore of economic value. Montmorillonite is the active component of most fuller's earths, though palygorskite-, halloysite- and even kaolinite-rich clays have been used.Previous literature related to the New South Wales deposits has been confined to general descriptions and little technical data beyond an occasional chemical analysIs have been available. That fatalities from mine explosions can be very much reduced from the experience of past years if not wholly eliminated was fairly well demonstrated during the fiscal year ended June 30 , 1934 , there being only 28 deaths in the United States from explosions during this period . This is by far the lowest number of fatalities from explosions in the history of coal mining in the United States insofar as records are available . Although the frequency of occurrence of explosions has not decreased greatly during the past 6 years , there has been a marked decrease in severity , indicating that our coal -mining people are taking more effective precautions to prevent the spread of explosions . Pennsylvania is a good example of what may be done in reducing both the frequency and the severity of explosions ; by the adoption of up- to - date safety measures , Pennsylvania bituminous mines now have the enviable record of only one major explosion disaster in more than 5 years , and the one major explosion which did occur cost but 7 lives although 277 persons were exposed ; their lives were saved because rock- dusting prevented the spread of the flame and violence . Many of our other mining States are making definite progress in working mines without disastrous explosions and fires ; some of these , like Alabama , West Virginia , Indiana , Wyoming, and others now operating with few , if any , explosions , have had anything but a favorable record in the past .

Barrick Gold Corporation (Barrick) has undertaken innovative methods of evaluating and improving the performance of grinding mills in several of its operations around the world. The results have been positive with some of the mines showing more than 20% net energy improvement leading to more than 43,000 tonnes per year reduction in CO2 emissions in four of the operations reviewed.

"Severe drilling conditions and difficult mud problems are briefly out-lined as the major cost items in all production operations. The chief problems discussed are abnormal pressures, high temperature, trouble-some shales, and low rates of penetration. These problems have been eliminated or greatly reduced in many areas by• the proper application of recently developed drilling mud products and techniques. These severe problems and their solutions are discussed generally: the application of high-density weighting materials to overcome abnormal pressures; surfactant muds with sodium polyacrylate as a solution for deep and high-temperature drilling; shale control muds and new dispersants for severe shale problems; and low-solids emulsions and •extreme-pressure lubricants for greatly improved rates of penetration."

The Morning Star Gold Mine has operated over a 101-year period, producing gold from narrow quartz veins and sulfide stockworks hosted mainly within a dioritic-gabbroic dyke. The deposit has been developed over a vertical depth of 980 m with drilling extending the vertical depth to greater than 1200 m. Currently there is a total Inferred Resource of 4.6 million tonnes at a grade of 6 g/t for 910 000 ounces of contained gold resources, which comprises an underground project and a surface project. Significant variation exists between the grade of drill core intersections and that observed in face sampling and subsequent production reconciliation (250 - 650 per cent). Studies were carried out on ten major production reefs, where the grades of drill intercepts were compared with face samples collected during development and mining. The implications of this study have been used as justification to assign production or stope/development grades where applicable to resources that are direct extensions of the historical development headings. Grade assignment and its impact on sensitivity for gold resources are detailed and show a 40 per cent variation in the gold resource, depending upon whether a production or calculated stope grade is used in grade assignment for the major reef deposits. Recent diamond drilling has intersected approximately 40 new gold bearing quartz reefs and sulfide zones that contain all the key mineralogical and structural indicators, and traditional large variations in gold grades similar to the historical major production zones. The implications of grade factoring and grade assignment are the greatest challenges confronting the resource estimation team in defining grade for these new zones. Grade assignment is seen as a method of balancing known historical production observations with the irregular grade distribution inferred from drill core assay results. Ongoing mine development and bulk sampling works are planned to validate the grade assignment process. The first stage of this process is the trial mining of the newly discovered Maxwell Reef (MR). The stope drawpoints were completed in August 2008 and the MRS1 stope is scheduled for completion in September. The stope reconciliation results will be presented at the October 2008 conference.

The thirty-ninth meeting of the Boston Section was held at the Engi- neers? Club on Monday evening, Dec. 4, 1916. Thirty-three members and guests sat down to dinner; There were present as section guests; Dr. L. D. Ricketts, and Prof. Bradley Stoughton, President and Secretary of the parent society, and each was called upon to speak. Mr. Stoughton spoke of the growth of the Institute during the past year and described the very numerous and important activities, of which the junction of the American Society of Civil Engineers with the other three societies is perhaps the most important. Dr. Ricketts, the advertised speaker of the evening, spoke on Recent Progress in Mining and Metallurgy of Copper Ores. In discussing the improvements in mining, he traced the mining methods from square- set mining to the modified Ohio System now so successfully used at Inspiration: In metallurgy, he described the growth of reverberatory-smelting ant1 allied problems such as the utilization of the waste heat for generating steam. Surface and near surface particulate gold occurs sporadically over an area of some60 km2 between Vunda and Navilawa on the west coast of Viti Levu, Fiji.Background grades of 0.01 ppm can be found in the zone of weathering from 3 to ZQm but, at Vunda, attain significance within certain "localities" ranging from 1000 m2 to 35000 m2 in area. Intense and deep weathering renders geological interpretation difficult but the higher grades seem to relate to equally weathered dykes and apophyses which intrude the tuffaceous country rock.Both country rock (5.4 m.y.) and intru-sives (4.8 m.y.) are of shoshonitic composi-tion and all rocks are consanguineous. At Navilawa, on the eastern end of the zone, basic monzonite crops out as a sizeable stock carrying low grade porphyry-type copper and gold. Between Navilawa and Vunda intrusives are as large apophyses and dyke swarms, and at Vunda, on the western end, only the upper ends of dykes and small apophyses are exposed carry-ing various sulphides, magnetite and rutilein hair line fractures. Froth flotation is a selective separation process and rarely used for beneficiation of limestone in the world as compared to other minerals and also mostly known conventional methods of up gradation of ROM including wobbling, selective mining, sorting, preblending etc. Limestone is mainly used in the manufacture of cement, steel and chemical industries. High grade limestone deposits are depleting day by day and the requirement of the industries have to be met by beneficiating the low grade limestone deposits in the world. And because of marginal quality of limestone, it cannot be directly used in cement industry. At ACC Madukkarai cement works, Coimbatore, Tamilnadu, full fledged mineral beneficiation process is adopted to enhance the quality of low grade lime stone from 38-42 % CaO to 45-47 % CaO and silica reduced from 19-22 % to 11-13 % by use of oleic acid (commercial grade and vegetable origin) 0.38 kg/ton of limestone and caustic soda 0.05 kg/ton of limestone. A partir do segundo semestre de 2013, iniciou-se um período de maior dispêndio energético para o controle da resistência à compressão da pelota AFXX. A este problema somou-se o desafio de atingir elevados patamares de produção e chegar à produção nominal da usina. Desta forma, foi necessário fazer a partir de um complexo diagnóstico de todas as etapas do processo para encontrar a causa do problema e determinar a melhor forma de contorná-lo. Observou-se uma elevada geração de superfície específica granular somada à dificuldade de obter granulometria (-325#) na moagem, além da elevação da umidade do filter cake. Além disso, observou-se uma considerável elevação do PPC (perda por calcinação) no período, o que explica as constatações anteriores. Os objetivos do trabalho são avaliar os efeitos do aumento do PPC no pellet feed na produção da pelota AFXX e buscar explicação para a queda da resistência à compressão.

Progress made in a second and final metallurgical investigation made by the Bureau of Mines of near-surface Hawaiian bauxitic deposits from Kauai, Maui, and Hawaii Islands, and on a deeper deposit from Kauai, is reported. Previously reported Al2O3 extractions were increased by modifying conventional processes to fit the ore being tested. Increases in Al2O3 extraction were: Kauai, from 82.8 to 95.4 percent; Maui, 85.5 to 94.1 percent; and Hawaii, from 79.5 to 86.4 percent. Use of a "caustic-reduction sinter, leaching, and magnetic separation process" for Al2O3 extraction also produced an iron concentrate of commercial grade, except for titanium content. No successful method was developed for the recovery of a satisfactory titanium concentrate.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world’s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards decarbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain, or Germany are only forerunners of this development—their centuries of coal production have been finished. The concept of sustainable development (SD) is fundamentally based on a model of progress where ecological, economic, and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as how can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry’s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia, and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later.

The Bureau of Mines is studying possible modifications in conventional ore-processing methods that will confine and permit controlled disposal of radioactive liquid wastes. Stream and ground water pollution from radio-active nuclides, principally radium 226 and thorium 230, in liquid wastes from uranium mills can be minimized by reusing the waste solution within the mill. Such reuse of waste solution in an acid leach-resin-in-pulp flowsheet was investigated in the laboratory. The process consists of acid leaching for dissolution of the uranium, sand-slime separation and countercurrent decantation washing for recovery of a pregnant slime slurry, and the use of ion-exchange resin for recovery of uranium from the slurry. Reuse of clarified barren effluent for washing in the simulated mill circuit was carried through 55 cycles. Dissolution of uranium from the ore averaged 97.5 percent. Washing efficiency of 99.9 percent was attained when using 4.35 volume tons4 of combined barren effluent and makeup water per ton of ore. Absorption of uranium from the pregnant slime slurry by an ion-exchange resin averaged over 99.9 percent.

"The selection of materials and pre-cautionary measures for handling natural gas and condensate containing aqueous hydrogen sulphide are presented. Based on the results of a pilot production test and laboratory studies, together with several years . of operating experience, it was found that the behaviour of materials in sour gas environments can be predicted sufficiently accurately for engineering purposes.The selection of proper materials is essential for preventing sulphide-stress cracking. Where high strength materials are not required, low car-bon steel is used. Components requiring high tensile strength and hardness characteristics should be made from K-monel or properly heat-treated carbon-manganese-molybden-um and AISI 4140 steels. Welded connections are a potential source of sulphide-stress cracking. Consequently high quality welding and strict inspection are suggested as the most economical precautionary measures available.A maintenance program based,. where possible, on visual inspection of equipment and/or test spools located at strategic points should be used to follow weight loss and putting corrosion in sour gas environments. If severe weight loss or pitting corrosion is encountered, inhibitors have been found to be an effective deter-rent."

X-ray fluorescence analytical techniques are fairly well established in the mining and metallurgical industries. In recent years, instruments utilizing radioactive isotopes have been developed which, owing to their more compact size, greater reliability and independence of substantial power supplies, are often preferred to X-ray tube installations. Analyses can now readily be carried out in the field, on the factory floor and in otherwise difficult locations. This paper describes many examples of radioisotope X-ray fluorescence for the analysis of metallic minerals, finished metals and alloys and also for the continuous measurement of metallic coatings, such as tin and zinc, on steel. Radiation scatter techniques are also described for certain analyses and for thickness and density measurements.
