The annual meeting of the St. Louis Section was held at the St. Louis Club, Saturday evening, Mar. 10, 1917. Philip N. Moore, President, and Bradley Stoughton, Secretary of the Institute, were the guests of the Section. The meeting was preceded by a dinner, at which 70 were present, and was presided over by F. W. DeWolf. Addresses were made by Mr. Moore and Mr. Stoughton. The routine reports of the officers were- presented and the Executive Committee named above was elected for the current year. The special business of the meeting was a report of progress concerning the arrangements for the Institute meeting to be held in the St. Louis Section district, Oct. 8 to 13, 1917. The general program for the meeting met with the cordial approval and cooperation of the members of the Section. "Mine tailings is one of the most important bulk industrial solid wastes, but its rate of comprehensive utilization is relatively low. Efficient separation, recovery and utilization of the valuable components is one focus of the comprehensive utilization of tailings. Beneficiation recovery of the valuable minerals is the most direct comprehensive utilization method for tailings. There are generally different kinds of nonmetallic minerals contained in the nonferrous metal mine tailings, which are secondary mineral resources waiting for further developing and recovery. Comprehensive utilization test studies on fluorite in tungsten beneficiation tailings and feldspar in molybdenum beneficiation tailings have been carried out by author and good test results are achieved. Some of the technologies developed in the test study have been applied in industrial productions, which have been working well. The economic, social and environmental benefits are remarkable. Our test studies and some production practices will be summarized and current situation and existing problems of comprehensive utilization for nonferrous metal mine tailings will also be discussed. South Africa has extensive mineral processing and extractive metallurgy capacity and infrastructure for metal production from natural resources. Decreasing ore grades, increasing labor costs, and more stringent legislation have made economic metal production from primary resources challenging. Opportunities exist for metal production from secondary resources such as mining wastes and end-of-life consumer goods. The objectives of this study were to evaluate the current status of metal production from secondary resources in South Africa and to identify potential opportunities for further development. Two main classes of secondary resources, namely mining waste and electronic waste, were considered. Primary metal producers are dominating metal production from mining wastes; several of the gold, platinum and chrome producers operate low risk and low cost tailings retreatment facilities that contribute significantly to their overall production. Further opportunities exist in, for example, the treatment of more than 450 estimated gold tailings dumps in Gauteng, as well as metal recovery from slags and furnace dust. The majority of companies involved with electronic waste recycling in South Africa focus on collecting and disassembling; only a few perform preliminary physical processing, with the recovered fractions then being sent overseas for metal recovery. Projections are that the rate of waste generation will increase significantly and that treatment will become critical to comply with more stringent environmental legislation. Projects related to process development, techno-economic evaluations and environmental impact studies for metal recovery from batteries, printed circuit boards, and fluorescent lamps are underway. South Africa is ideally positioned to further explore opportunities for synergistic relations between metal recyclers and primary metal producers. Processing of electronic waste for production of technology metals, for which limited natural resources exist in South Africa, would be a key enabler for local manufacturing industries and expansion of the value chain.

"The main objective of this study is to find a solution to design a mass flow observer system with the minimum required sensors and maximum observability for a mineral processing plant. The second objective is designing a mass flow observer configuration with high reliability to manage sensor failures. This configuration will provide a robust monitoring system that increases plant availability and process measurement fault detection. Furthermore, the monitoring system is expected to improve process efficiency. In this investigation, the procedure of designing an observer system is presented along with three models to design the sensor network. The advantages and disadvantages of each models are discussed and finally the models result for an industrial case are presented and analyzed. INTRODUCTION The concepts of observability and redundancy of mass flow are directly linked with the ability to solve and estimate the mass flow. There are hundreds of streams in a process plant flowsheet, and for technical and economic reasons it is not possible to measure all mass flows. It is thus important to know for a set of measured streams, which of the unmeasured streams can be estimated. The concept of observability deals with this issue. It is also valuable to know whether a measured mass flow of streams can be estimated even if a sensor fails for some reason. Redundancy deals with this failure question. A stream is said to be observable if it can be estimated by using the measurements and/ or mass conservation equations. Also, a stream is redundant if it is observable even when its measurement is removed. Observability and redundancy analysis can be exploited for adding new measuring instruments. It can also play a useful role in efficient decomposition and data reconciliation problem (Narasimhan and Jordache 1999). The value of an observer system cannot be justified without considering its benefits. This justification is done through evaluation of data reconciliation, gross error detection and improving process performance such as outlined below:"

The resurgence of severe lung disease among US coal miners since the mid-1990s has led to efforts to better characterize and monitor respirable dust exposures, particularly focusing on mineral constituents from rock strata surrounding the coal. A rapid analysis method for silica (quartz) mass using direct-on-filter Fourier transform infrared (FTIR) spectroscopy has been developed, which can also estimate kaolinite, a primary silicate mineral in many coal mines.

The purpose of this investigation was to find whether the moduli of elasticity obtained were the same for the following methods : ( 1 ) Deformation of a borehole in a prism subjected to uniaxial stress ; ( 2 ) deflection of a thin beam of uniform cross section uniformly loaded ; ( 3 ) sonic - pulse velocity measurements , and ( 4 ) strain measurements on a prism under uniaxial stress . The rock tested was chosen for its good elastic behavior and relatively good homogeneity and elastic isotropism . The same rock was used for all methods . Results indicate that for given environmental and stress conditions the moduli obtained by each of the four methods check one another within the limits of experimental error and that the differences introduced which are characteristic for each method are smaller than physical variations within the rock tested .

•Mineral Development Corp. of Salt Lake City, Utah purchased the Somerset and Oliver coal mines from the Kaiser Steel Corp. The mines are located at Somerset, Colo., about 75 miles east of Grand Junction, Colo. Somerset Town, with housing for 600 persons was included in the transaction. The mines employ 115 miners and have a combined capacity of 1750 tons per day. The Minerals Development Corp. is headed by Claude P. Heiner and is controlled by Godfrey L. Cabot, Inc. of New York and Boston. The Cabot Company is a major producer of carbon black. • The Dept. of Interior has announced that the name of the Defense Minerals Administration will be changed to Defense Minerals Exploration Administration. The new name of this defense agency more nearly describes its duties, since the mineral programming, procurement and claimant functions of the former DMA have been transferred to the Defense Minerals Procurement Agency. C. O. Mittendorf, formerly acting administrator of DMA, is serving as acting administrator of the new DMEA.

THE definite trend to stricter specifications with respect to hydraulic concrete has become increasingly manifest in the last six years or so; but it remained for the vast reclamation projects of the Bureau of Recla-mation of the Department of the Interior of the last few years to focus attention on this trend, and to demonstrate how thousands of tons of concrete-making aggregates can be produced continuously and auto-matically with a control of fineness comparable with that obtained with small samples in well equipped private and governmental laboratories. Pioneer work in this direction was done, to be sure, by private com-panies, notably the Kaiser Paving Co. of San Francisco, prior to the present vast public works program. Then in 1931 came the first great, aggregates-preparation plant of the Six Companies, Inc. to supply construction materials for Boulder Dam' in Nevada, and now, in 1936, the aggregates plant of the Mason-Walsh-Atkinson-Kier Co., general con-tractors on the Grand Coulee dam in Washington. At Boulder dam and to an even greater degree at Grand Coulee dam, sand production is recognized as probably the most important single element affecting the physical characteristics of the concrete. For in the construction of dams accurate grading of the fine aggregate has consider-able bearing on the attainment of a uniform and homogeneous concrete of a high degree of workability and placeability and, at the same time, combining high density and low cement content. Low cement content is of value not only from the standpoint of economy but also because the use of an unnecessarily rich concrete causes certain undesirable characteristics to develop. This paper will relate how at Grand Coulee dam methods that are more advanced than ever before are producing four sizes of gravel and a sand having a fineness modulus of 2.5-3.0. The design capacity is 1000 tons an hour. The Bureau of Mines is engaged in research on ground probing radars for detection of geologic hazards in advance of mining. Penetration distances and interpretation models depend on the dielectric properties and wave propagation characteristics for coal measure stratified media. Relative dielectric constants and dissipation factors were measured under ambient conditions for Pittsburgh Seam coal measure rock over the frequency range of 20 to 100 MHz by the susceptance-variation method. The rock types measured were representative sedimentary rock located above the Pittsburgh Coal Seam. Extreme values for the computed attenu-ation distance ranged from 1.7 m at 100 MHz for siltstone to 230 m at 20 MHz for a particular limestone.

"Demonstration studies were carried on the use of fly ash as soil modifier and supplier of micronutrients to improve the agricultural productivity based on the process optimised at lab scale at Advanced Materials & Processes Research Institute, Bhopal. The field trials were conducted in Uttar Pradesh (North India) Orissa (South Eastern India) and Madhya Pradesh (Central India) under different soil and crop conditions. 100-650 tonnes of fly ash per hectare were applied depending upon the soil and fly ash characteristics. Both short and long term studies on impact of fly ash on soil and food quality were conducted. With the fly ash application, the edible yield of tomato, cabbage, potato, wheat, pea, onion, paddy, sunflower, maize etc., were increased from 12 - 46% as compared to the control soil where no fly ash was used. The crop response to various elements mainly heavy metals grown in soil and fly ash applied soil was found comparable to that of control, which are within the permissible limits and meet the food quality standards. The results of impact of fly ash on biotic and abiotic properties of soil, along with the quantity and quality of agricultural produces generated under pilot scale demonstrations in three different parts of India are discussed in this paper. The outcome of this work could act as guiding force for confidence building and to maximise the use of fly ash, generated from thermal power plants worldwide as one of the major mineral waste for agriculture purposes.IntroductionThe advantages of application of fly ash in terms of improvement of soil properties and crop yields have been published by various researchers in India and abroad. Attention is also given about the possible negative and beneficial impact of pond ash in agriculture due to presence of heavy elements, radioactive nuclides and plant nutrients in fly ash. It is evident from the analysis of Indian fly ash that the presence of heavy elements and radionuclides levels are comparable with normal soil. The positive impact that has been reported is with regard to germination, yield and crop growth. The significant impacts are: long term effect of heavy and toxic elements content of fly ash on soil and up take of these elements by plant. Pilot scale demonstration studies have been completed with varying soil crop-combination under different agro-climatic conditions showed considerable improvement in the productivity of cereals, oil seeds and vegetables."

A comprehensive production research program, now in progress at the Petroleum Experiment Station of the Bureau of Mines at Bartlesville, Okla., includes studies of the displacement of petroleum from sand by detergent solutions. An earlier report (12)2/ presented the results of an extensive research program to determine the value of detergents as floodwater additives. This report presents later results of the detergent-testing program (13, 17). Although water-flooding methods and controls are constantly being improved to increase the production of oil from secondary-recovery operations, considerable crude oil commonly remains.in place after a water flood has been terminated. Therefore, the possibility of improving the efficiency of a waterflood by the use of detergents is of increasing interest. The effects of many substances on the efficiency of water flooding have been investigated in laboratory studies (5, 11, 13, 17, 19, 24). Of the various sub-stances tested, only surface-active agents were consistently effective in removing oil from sand. Results of laboratory studies presented in earlier reports (9, 11, 12, 13) show that many detergent solutions effectively displace petroleum from sand surfaces under varying conditions encountered in centrifuging, manual and mechanical agitation, ultrasonic vibration, and imbibition.

The heats of formation of oxalic acid and sodium, potassium oxalates, and lithium oxalates were related by solution calorimetry to the heat of formation of (COOH)2.2H20, a value believed to be reliable as reported in the literature. The following heats of formation were determined: (COOH)2(a), -198.1±0.1; (COOH)2(ß), -197.8±0.1; UAW,, -328.7±0.4; Na2C204 -316.2±0.1; K2C204, -321.9±0.2; and K2C204-H20, -393.5±0.2 kcal/mole. The heat of the crystalline transformation (COOH)2(a) ? (COOH)2(ß) was determined to be 0.30±0.02 kcal/mole at 298.15° K.

THE ADVENT of mining at great depth has brought to the fore the question of stresses around mine openings. The many-pronged attack on this problem is certified by the accelerated appearance, in the mining literature, of articles on various topics related to this subject (1). Whereas it may be agreed that we, of the mining profession, have fallen woefully behind in research and the development of an understanding of this important facet of the general problem of mining, it must also be accepted that the analysis of the stresses in a mine structure is usually more complex than is the case in the majority of structures encountered and dealt with in civil engineering. Whereas homogeneity and isotropy are readily acceptable for most metals, such properties are but crudely approximated in rocks. Whereas the external loads on a structure in civil engineering may be readily determined, those on a mining structure are subject to ?conjecture. Whereas the limits of the structure may readily be defined in civil engineering, the boundaries of the mining structure are, in most cases, indeterminate, and subject to intelligent guesswork, at best.

The impact of seismic loading on open pit slope stability in Australia is often only considered where the slopes are located adjacent to tailings facilities or other major infrastructure. The debate regarding application of seismic loading in open pit design in Australia is usually founded on limited reporting on significant damage of open pit operations during earthquakes, the common perception that earthquakes do not occur in Australia or that they are unlikely to occur during the mine life of the mine. It is frequently overlooked that pit slopes that have withstood strong earthquakes in highly active seismic regions are often designed under strict seismic guidelines. This paper discusses the factors that impact earthquake performance of open mine slopes. These factors include topography, slope geometry, rock material and mass properties, water management and intrinsic pit design. Further, the paper presents insights into the characteristics of earthquake activity in Australia such as magnitude distribution, earthquake depths, areas prone of earthquake activity and general seismic hazard that are relevant to pit design. Guidelines are provided on the conditions and circumstances under which earthquake design in open pit mining should be considered. In addition, this paper provides recommendation on the applicable methods for assessment of the impacts of earthquake loading on pit slope stability.

O aço inoxidável ferrítico 410D (UNS S41003) é um aço relativamente novo e ainda em desenvolvimento no mercado Brasileiro. Ele tem sido posicionado como um candidato a substituir aços baixo carbono comuns e aços patináveis em algumas aplicações onde existam exigências no que diz respeito à resistência do material à oxidação e à corrosão. Entretanto, ainda existem algumas lacunas de conhecimento a respeito do seu comportamento mecânico que permitam avaliar a viabilidade de sua aplicação em condições agressivas de trabalho, como por exemplo em temperaturas relativamente elevadas. Partes estruturais de caldeiras, tubulações para condução de vapores e gases quentes, entre outros, são exemplos em potencial para aplicação do aço 410D. Nesse contexto, o presente trabalho avaliou o comportamento do referido aço quando submetido a ensaios de tração a quente nas temperaturas de 300°C e 600°, comparando-se os resultados obtidos com o seu desempenho à temperatura ambiente. Concluiu-se que o aço inoxidável 410D é susceptível ao fenômeno de envelhecimento dinâmico na temperatura de 300°C, tendo sua capacidade de deformação plástica significativamente diminuída. A 600°C observou-se uma diminuição de 45% no seu limite de escoamento e um aumento de 7% no alongamento total em relação à temperatura ambiente.

Float-and-sink analysis is widely used in the coal industry to obtain washability data, yielding important information about beneficiation potential and performance. This method is associated with health and environmental problems, and research into alternative densimetric methods is important. The RhoVol is a new technology developed by De Beers Group Technology South Africa (DebTech) for the image-based generation of densimetric data from ores. The analysis is done on a per-particle basis, within a size range of +3 mm –8 mm. In this paper we compare the established methods used for the float-and-sink analysis of coal with a new method using RhoVol. The aim of the study was to determine the validity of the information obtained from the RhoVol analyser by performing comparative densimetric analysis on three different coal samples. The results showed that the RhoVol method was more rapid, safe, and precise, but tended to consistently underestimate the density of the coal sample, probably due to varying coal porosity.

New Device Eliminates Blasting in Coal A non-explosive device developed by duPont utilizes the high pressure of a gas generated inside a steel tube which is inserted in a hole drilled in a coal seam to break down the face of coal. Chemical reaction is started by an electric current which produces heat to initiate the action. The same heat destroys the starter wire as soon as electric current is no longer needed. The tube containing the chemical is closed at the outer end by a plug with electrical connections, and at the other with a disk that is ruptured by the compressed gases formed. When the gas has been liberated in sufficient quantities to create a desired pressure the disk breaks and the released gas breaks down the coal face. The new device is called a Chemechol.

Devido ao crescimento acelerado da construção civil e ao alto consumo de produtos metálicos nessa área, cada vez mais procuram-se, nesses materiais, propriedades que se adequem às diversas necessidades do mercado. O conhecimento microestrutural desses materiais, bem como a manipulação da microestrutura pela utilização dos tratamentos térmicos, é de extrema importância para garantir a segurança no desenvolvimento de novas construções. Para analisar e entender as mudanças que os tratamentos térmicos podem oferecer, utilizou-se como material de pesquisa, vergalhões da classe CA-50, visto que esse é o mais comum no mercado nacional atual, e realizouse o estudo de suas propriedades e de sua microestrutura em três estados distintos: como recebido, temperado em água e recozido ao forno. As propriedades e características dos três estados foram comparadas e analisadas por meio de microscopia óptica, microscopia eletrônica de varredura, ensaios de tração e microdureza, objetivando-se compreender a relação entre as alterações microestruturais promovidas pelo processo de tratamento térmico e as propriedades mecânicas resultantes. A análise por microscopia óptica foi utilizada com o objetivo de se determinar constituintes e fases presentes nos diferentes estados. A análise por microscopia eletrônica teve como ênfase o estudo da fratura após o ensaio de tração. Os resultados encontrados ficaram em concordância com os esperados, em termos de propriedades e microestrutura.
