Mining companies have sharpened their refocus on their tailings management strategies in recent years. Mining companies with tailings storage facilities that use the upstream construction method have been challenged to track the evolution of industry standards, assess risks, revise design, and communicate design revisions with regulators. While many aspects of best practices and industry standards have evolved in recent years as an attribute of continual improvement, the controlling standard in the design of many upstream dams is understanding the foundational strengths of hydraulically deposited tailings. Following best practices and industry standards, Hibbing Taconite Company managed by Cleveland-Cliffs, began the re-evaluation of foundation strengths underlying a system of upstream dams at the company’s iron ore mine tailings storage facility in northern Minnesota. Initial steps in the re-evaluation require reanalysis of design parameters and recommendations by the Engineer of Record to the Owner, which was followed by a series of meetings with the Technical Review Board to determine an initial path forward. Once a path forward and preliminary design parameters were determined, the Owner engaged with the State Dam Safety Engineer to discuss and seek approval of the plan. With continuous regulatory engagement throughout the process, further refinement of the design parameters for the hydraulically-placed tailings foundations underlying upstream dams began with field and lab geotechnical investigations. Following a review of risk assessments and trigger actions response plans, Hibbing Taconite revised its tailings storage facility operating plans and budget for the coming years. Based on the findings of the re-evaluation, reanalysis, and refinement of parameters, a paradigm shift was realized with the hydraulically placed tailings foundation strengths underlying the upstream system of dams. This paper explores the path that the Hibbing Taconite Company followed to understand the paradigm shift and construct downstream improvements. The plan involved tailings re-characterization, dam design revisions, operating plan reconciliation, budget revisions, wetland permitting, dam safety permit amendments, storm water prevention plans, borrow materials studies, new concrete decant structures and the pursuit to recognize and be consistent with industry standards.

O presente trabalho avalia a classificação energética de impacto Charpy e Izod da matriz de epóxi compósitos DGEBA / TETA, reforçado com até 30% em volume de fibras de malva contínuas e alinhadas (Urena Lobata, L). Os testes de impacto foram realizados em amostras padronizadas em matriz de epoxi obtidas por aplicação de pressão em molde com cura a temperatura ambiente por 24 horas. Os resultados mostraram aumento significativo da energia de impacto com a fracção de fibras incorporadas de malva. A superfície de fratura foi analisada por microscopia eletrônica de varredura, SEM. O desempenho das amostras incorporados com 30% de fibras, sofreu apenas ruptura parcial devido a dificuldades impostas ao quebrar-se as fibras, e, consequentemente, a natureza dos quais fendas tendem a propagar na interface entre a matriz de fibra / resina epóxi, o que ajuda a absorver a energia do impacto.

"While oxalic acid precipitation practices are commonly applied on purified rare earth elements (REEs) pregnant leaching solutions (PLS), few efforts have been reported using oxalic acid (OXA) to recover REEs directly from untreated PLS. High oxalic acid demand is the most significant issue in all these direct oxalic precipitation (DOP) practices. Preliminary research on DOP of REE from a dilute PLS originating from an acid bake followed by water leaching was conducted. At 75°C, the oxalic acid demand was between 12 and 18 times the stoichiometric requirement for complete REE precipitation. Conducting DOP at 25°C had superior REE recovery but the product purity and filterability declined. Between 75°C and 100°C, REE recovery increased with increasing temperature. When sodium hydroxide was used to adjust the pH during DOP, in the range of 0.5 to 1.5, higher pH benefited REE recovery. Using ammonium hydroxide in place of sodium hydroxide, the REE recovery was reduced by close to 5%. Sodium chloride addition to the PLS was also investigated and the results showed that at both 75°C and 25°C, the REE recovery was enhanced substantially. At 25°C, when the oxalic acid addition was controlled at 4.7 times the stoichiometric requirement, the overall REE recovery reached 95% with the addition of 240 g/L NaCl. Other reagents such as KCl, NH4Cl also showed significant enhanced REE recovery at the same oxalic acid addition. The addition of sodium sulphate appeared to largely enhance the precipitation of LREE but inhibited the formation of HREE oxalate. All results indicate the formation of rare earth double salts may play an important role in REE DOP sulphate media.INTRODUCTIONThe conventional routes for recovering rare earth elements (REEs) from a sulphuric acid pregnant leaching solution (PLS) involves an initial purification step for removal of iron, aluminium for example by precipitation through neutralization, followed by precipitation of REEs as hydroxide, oxalate or carbonate salts, or by bulk solvent extraction for REE recovery (Xia, 2013). Another route was used by Bayan Obo in their historical flowsheet, where the PLS was first subjected to double sulphate precipitation, then the remaining REEs, mostly heavy rare earth elements (HREE), were recovered by oxalate precipitation (Li, 2011)."

Working for accident prevention and safety is about the finest social training any person can have. It does not make a Person a financial Wizard or an executive genius, but it does make for the highest type of citizenship.While humanitarian reasons alone should be sufficient to maze accident prevention work an important factor in every mining organization, there are other reasons as well, since it has been proved conclusively that there can be no efficiency and economy without safety, as somebody pays when safety is lacking. Every safety device pays dividends; every safety application evaded is an assessment and a loss. Dangerous conditions are the most expensive and extravagant conditions in or about a coal mine. The economic gains are of considerable interest to all coal mining companies and this is brought about as before stated--through decreased compensation rates, the reduction of labor turnover, etc."

Background Investigators collaborated to develop a new training module that would address the hazards of working around highwalls. Such a module would be applicable to surface mines and road construction sites, both of which require personnel to work under and on top of steep and often unstable slopes.

This report describes the sinking of No. 3 shaft at the Westvaco mine. It is one of a series of publications of the Bureau of Mines on mining methods and practices in the United States. The Westvaco mine is in Sweetwater County, Wyo., approximately 23 miles northwest of the town of Green River (fig. I), There are no permanent habitations in the vicinity of the mine, and employees live in Green River or Rock Springs, Wyo., 14 miles us t of Green River. The mine plant is on a windswept, treeless plain, from which low buttes and flat-topped ridges rise. The altitude at the collar of No. 3 shaft is 6,351 feet. The climate is arid, with temperatures as low as 40° below zero in the winter. Blacks Fork, a tributary of the Green River and a perennial stream, flows near the mine.

Cable bolt supports are being recognized as an effective ground control system in under-ground coal mines in North America, and their use has increased considerably during the past few years. The U.S. Bureau of Mines personnel are conducting both laboratory and field tests to evaluate the performance of these supports under a variety of conditions and to establish realistic design guidelines. This paper describes efforts to evaluate the capability of cable bolts to resist the high shear forces often present in longwall operations. Shear tests were conducted on pairs of 0.025 m3 (0.88 cu. ft) concrete blocks having joint surfaces ranging from rough to smooth. Tests were conducted on blocks both with and without reinforcement with 15.2 mm (0.6 in.) diameter steel cables. During each shear test, the loads and displacements along the normal and shear axes, as well as loads on the cable, were monitored. Cableloads were determined using strain gauges attached to the outside surfaces of the barrel-and-wedge anchors used for pretensioning the cables. Test results show that a cable bolt placed across a joint more than doubled shear resistance of shear blocks having both smooth and rough joints.

THE benefits derived from stabilization of industry that might possibly be attained through some scheme of centralized economic planning have been much discussed of recent months, and opinions on the subject range from those who believe that some agency like the War Industries Board would be practicable to create and wholly beneficial in effects, to those who are equally convinced that none of the suggestions so far advanced are at all practicable, or likely to be productive of more of good than of evil. The discussion has been on the general topic, but-many of those who have written or spoken on it have introduced economic problems of the pinera1 industry; for example, Newton D. Baker, who referred to the coal industry in his address on economic planning at the Williamstown Institute of Politics on July 31, and then went on to say, "Industrial progress is made by the development of new things, but new things upset the equilibrium of any plan. Who could have planned the industrial effects of the development of the railroads, or the economic changes which you have seen attend the development of the internal combustion engine. Obviously, unless we are prepared to put world economics in a strait-jacket and, like the encyclopedists, write its full history on the theory that further progress is impossible, no such plan could be made for nations which are forging ahead as is entirely rational for nations which are still catching up."

The Annual General Meeting of the Branch was held in the Witbank Golf Club on Thursday, 28th August, 1969 at 5.00 p.m. Mr C. G. Sowry (Chairman) was in the Chair. The Chairman declared the meeting open and extended a welcome to all visitors including Mr R. C. J. Goode, President of the Institute. MINUTES OF PREVIOUS GENERAL MEETING The Minutes of the General Meeting held on the 26th June, 1969, were read and adopted. CHAIRMAN'S REPORT The Chairman presented a report outlining the activities of the Branch during the past year. Membership of the local Branch had increased from 80 to 99 during the year. DECLARATIONOF OFFICEBEARERS The Chairman announced that owing to his transfer out of the Witbank area, he was unable to accept the nomination as Chairman for a further year of office. The outgoing committee had elected Mr J. Meintjes Chairman and Mr A. Bain Vice-Chairman for the ensuing year. Mr J. Meintjes then took the chair. Mr J. Meintjes thanked Mr C. G. Sowry for his successful steering of the Branch during its period of inauguration. ELECTION OF COMMITTEE MEMBERS The Chairman then read the Scrutineers' Report and declared the following eight members elected as Committee Members for the 1969-1970 year: Messrs I. Botha, A. W. "In recent years, the recycling magnesium metallurgy has developed new types of alloys, some of which exhibiting special electrochemical characteristics. Their application has found a fertile field in the energy conversion technologies. The paper introduces some technologic data on the recycling of aeronautical parts and scrap materials generated from the disassembling of magnesium alloy components, attempting to also solve the recycling of magnesium painted parts. The approach is meant to establish a superior quality method for recycling discarded parts or the excess of re-melting material in order to reduce environmental impact and costs. Magnesium-base alloys used as anodic materials are characterized by a high uniformity of the structural properties as well as by superior electrochemical performances, as compared to the ""classically"" used materials: Zn, Pb, etc. In nonconventional applications of magnesium alloys used as sacrificial anodes working in seawater, special alloying elements contribute to improving anodic processes. The influence of these alloying elements on magnesium sacrificial anodes was studied. It was found that the use of recycled materials in anode manufacture could reduce the Mg alloy cost by as much as up to 75% of the cost for virgin material, including the costs for the entire sequence of collection and transportation from a molding factory to a refinery, re-melting and composition adjustment.1. IntroductionMagnesium alloys are valuable materials because they exhibit low density, good forming and machining qualities, particular electrochemical properties and have a high recycling potential. There exists a false idea about the high costs of the use of magnesium alloys, partly justified by the lack of secondary materials suppliers and the insufficient knowhow in the diverse user industries to provide for an efficient substitution of conventional magnesium alloys for multipurpose applications. These circumstances have lately spurred the magnesium industry to develop new alloys and coatings and to improve processing techniques [1]. As a result, magnesium supply has greatly expanded and so have the research and development efforts to achieve complete recycling of Mg alloys.In consumer markets, magnesium is frequently selected because it helps reduce enery consumption. For example, an equal volume part made of magnesium is 23% the weight of a steel part and 64% the weight of an aluminium part."

"IntroductionDuring 1994, Barrick Gold Corporation, or American Barrick at that period, acquired Lac Minerals Ltd. properties. One of them was the Bousquet Complex. The Bousquet Complex is divided into three distinct sites: one mine (Bousquet 2), one mill (Est-Malartic Division) and one analytical chemistry laboratory (Les Terrains auriferes).The Bousquet 2 orebody was discovered in 1986. An extensive drilling program was initiated during 1987. Its purpose was to define the orebody extent. At the end of 1997, gold production from Bousquet 2 mine reached 1 290 000 oz of gold from a cumulative tonnage processed of 4 175 000 M t.From 1980 to 1990, the Est-Malartic mill was used for the treatment of ore from the following mines: Bousquet 1, Doyon, Francoeur (Richmont mines), Buckshot and 1-20 stope. At present, the mill receives ore from the Bousquet 2 mine.HistoryThe Est-Malartic mill is located close to the town of Malartic in northwestern Quebec. The mill has been in production since the mid-1930s processing mainly clean, free mill gold ore. Active mining from the Est-Malartic mine ceased in 1979 and the mill was switched to custom processing of ore from La Mine Doyon located some 45 km to the west. This custom processing arrangement continued until 1987 when the expanded mill at Doyon became available to process all of the Doyon production. In 1987, Lac Minerals commenced development of a second mine at the Bousquet site located 40 km west of Malartic. This mine, Bousquet 2, is the down dip extension of the La Ronde mine developed by Agnico Eagle. During pre-feasibility evaluations, it was determined that it would be economically more attractive to modify the existing Est-Malartic mill than building a new facility on site. The Est-Malartic mill modifications for processing the high-copper/gold ore from the Bousquet 2 mine began in late 1989 and new circuits were commissioned in mid-1990. Modifications included the addition of both gravity and flotation concentration circuits to recover coarse, free gold and the copper. The existing leaching circuit continued to operate on the copper flotation tailings with some minor modifications to the solution handling systems. A S02/Air cyanide destruction circuit was also added at that time."

AS with Phil Kraft, referred to on this page last month, travel has always held a great fascination for Raymond Frank Baker and for that reason he determined to become a geologist. He had heard that geologists travel and that was what he wanted to do. Now as chief geologist for The Texas Co. his early wish has been fulfilled-he spends almost one third of his time journeying' from one oil field to another. Mr. Baker was born in New Haven, Conn., on Jan. 11, 1892, and went through the public schools in New Britain. A stalwart New Englander, he attended Yale and in 1912 received a degree in civil engineering. For a year following this he worked as a civil engineer for the New York Central Railroad, but his early urge to travel widely could not be satisfied here. So in 1913 he re-entered Yale and until 1916 studied mining and economic geology. He had a little taste of field work, which later became so enjoyable to him, in the summer of 1915 when he worked with the U. S. Geological Survey as a geologic aid. Aluminum has been found to be soluble in a titanium to about 26 pct, and to raise the temperature range of transformation from a to 8. Two intermediate phoses exist in the system, a new face-centered tetragonal phase, designated as 7, which occurs between 34 and 46 pct Al, and TiAI Metallographic and X-ray diffraction data were used to determine the diagram. ALUMINUM is one of the useful alloying additions for titanium-base alloys. It is an important constituent in two commercial alloys released in 1950, one containing 4 pct A1 and 4 pct Mn, and the other containing 3 pct A1 and 5 pct Cr as the metallic alloy content. It is probable that, in the future, other titanium alloys containing aluminum will be released. In the course of alloy development work, some of the features of the constitution of titanium-rich Ti-A1 alloys have been developed. These are described in the present paper. The only available information on the Ti-A1 system concerns the aluminum-rich end of the diagram. In summarizing the early work, Hansen' indicated that there is little solubility of titanium in aluminum, and that a two-phase region exists up to the intermediate compound, TiA1a (37.2 wt pct Ti), which has a congruent melting point at 1355°C. Fink' has reported that a peritectic reaction occurs at 665°C between the melt and TiA1³ to form the terminal solid solution of titanium in aluminum. The solubility of titanium in aluminum has been established at 0.24 pct at 510°C and is estimated to be between 1 and 1.5 pct at the peritectic temperature. No information has been published on the diagram above TiAl,, other than a statement- hat aluminum raises the a to ß transformation temperature of titanium. Materials and Preparation of Alloys Iodide-type titanium and high-purity aluminum were used in this investigation. Typical analyses of these materials are given in Table 1. Alloys were prepared by arc melting on a water-cooled copper hearth, using the techniques described previously for contamination-free melting.' Weight losses during melting were very low, ranging from 0 to 0.02 g in a 10 to 15 g charge, indicating that little or no loss of aluminum occurred during melting. This permitted the use of nominal compositions for these alloys. Alloy ingots containing from 0 to 7.5 pct A1 were rolled in air at 850°C to 0.040 in. sheet. Alloys containing from 7.5 to 16 pct A1 could only be rolled about 25 pct reduction at temperatures up to and including 1200°C. Alloys containing above 16 pct A1

The Ekati process plant flowsheet features the common steps in diamond recovery plant design. Primary treatment and concentration is by crushing, scrubbing, high-pressure grinding rolls and heavy medium separation (Fig. 1). Secondary concentration is by an attrition mill; wet, high-intensity magnetic separation and X-ray sorting (Fig. 2). All of these are performed on site, although final sorting of the diamonds into commercial categories will be carried out elsewhere. The initial throughput rate is 9 kt/d (9,900 stpd), increasing to 18 kt/d (20,000 stpd) during the first 10 years of operation. A range of ore characteristics will be encountered that will effect the plant operating conditions during the life of the mine. The adopted design envelope is based on these expected variations. The design is based on the use of large-scale equipment, incorporating the latest and most efficient technology available. Where proven technology exists, no attempt was made to reinvent the wheel. However, where recently developed technology offers a significant advantage, this has been incorporated into the design. The Ekati run-of-mine (ROM) and coarse ore handling facilities are unheated, to take advantage of the better handling characteristics of the frozen ore in winter. The stockpile reclaim features an MMD mineral sizer (a toothed roll crusher) to minimize the problems of handling thawed, sticky kimberlite in the summer and break frozen lumps in the winter. All processing downstream from primary crushing and the coarse ore stockpile is carried out in a temperature-controlled environment in the main process plant building. Personnel involvement in the process is mini¬mized by using a Modicon Quantum series PLC with human-machine-interfaces (HMI) running Wonder-ware software on dedicated personal computers.

Interferometric Synthetic Aperture Radar (InSAR) has played an integral role in many large scale tunneling projects globally. Until recently, it has been regarded as a complementary monitoring tool. On the Los Angeles Metro Purple Line Phase 1, InSAR was proposed as a primary means to replace weekly and bi-weekly surface monitoring requirements on surrounding critical infrastructure. This paper will summarize the statistical analysis approach engaged in order to compare and contrast a year of historical InSAR data to known geodetic survey data, in order to utilize InSAR as an operational monitoring tool on this project.

THIS paper is an endeavour to analyse the ideal and practical functions of government technical mining services, and their relationship to the National Domain, as well as to one another. its spirit is not critical, even though at times it may appear to besoin fact. It is a serious effort to divert a trend in public thought which delights in calling itself practical whereas it is really merely short-sighted. The author refers particularly to the idea that governmental research is a luxury which should be curtailed in the interests of economy, and turned over to private enterprise or the provinces. In order that we obtain the proper perspective of the question, it is advisable to indulge in a little history. In the year 1842, the Geological Survey of Canada was formed under the guidance of William (later Sir William) Edmund Logan. The literature on the founding and history of the Geological Survey of Canada is extensive, and therefore it is unnecessary to go into detail here regarding it. It might be mentioned, however, that the Geological Survey of Canada is only seven years younger than the Geological Survey of Great Britain (founded in 1835), and is only exceeded in age on the American continent by the State Geological Surveys of New York, Pennsylvania, Massachusetts, and Michigan, which were founded between 1833 and 1836. In 1877, the Geological Survey became a permanent government institution as a branch of the Department of the Interior. It should be noted, however, that the Director of the Survey ranked as a Deputy Minister and reported direct to the Minister. This continued until 1907. In 1886, the Mineral Resources and Statistics Division of the Geological Survey was formed. Some years later, the Canadian Institute of Mining and Metallurgy (then the Canadian Mining Institute), backed by the mining press, began to agitate for the establishment of a Dominion Department of Mines, and in 1907 such a department was founded by the Geology and Mines Act of that year, with a separate Cabinet portfolio for the position of Minister of Mines.

A facetious title was purposely given this talk, so that a formal paper would not be expected. TWO or three days ago, while discussing with Mr. Dickinson some of the details of the dust explosion demonstrations we are planning for this coming Saturday, I remarked that we would like to have as many people as possible see some samples of 20 and 200 mesh dust, so they would more fully understand just what was causing the explosions. Mr. Dickinson requested that I bring samples and screens and in this informal manner, give you all a ".close-up" of coal dust which is considered in Explosion Hazard reports. While sampling mines, for road, rib, and roof dust, in connection with safety service and hazard reports which the Bureau of Mines Engineers make at the request of coal operators, I have often been assisted by under- ground mine officials or other men of many years experience and on almost every occasion, while we were carefully brushing the very fine dust from timbers or coal surfaces, they would make some remark such as: "never had noticed this kind of dust, didn't know it was here", or "well, that's the first time I really understood what all 'this dust talk was about." Such experience makes me believe that the much published terms, 20 mesh and 200 mesh are just numbers to the great majority of both miners and operators. We are now going to have lesson one in the primer of coal dust explosions and I want to say, in all sincerity that a complete course in the hazards of mining is deserving of a place in the curriculum of the best mining schools of this country. Sample No. 1 is fine coal and dust and is a fair sample of what can be found every where in rooms and entries of a mine, as it is too small to be gathered up with a shovel and is left in the ordinary mining at the faces and is spilled along the entries in haulage. In this you will see some quarter inch coal, much eighth and sixteenth inch coal, in fact those are the sizes I find many people have in mind when they are asked about the dust made in mining. Although the sizes mentioned are the ones which seem to almost entirely make up this sample, such is not the case, for from 10 to 20% of such a sample will usually pass this 20 mesh screen and in Sample No. 2 we have 20 mesh dust. Result of many tests, supports .the statement of the coal mining division of the Bureau, that it is quite probable that coal over 20 mesh does not take part in any but the most violent of explosions and that all dust under 20 mesh may take part in any explosion. The largest particles in this sample will not be over .03 inches in their largest dimension and a pound of dust to a foot of average heading is very easily found in most every mine I have visited and usually a great deal more can be readily gathered up. It was .found early that the finer the dust the more dangerous it was for a given coal. So for the early explosion tests conducted by the Bureau a commercial pulverizer was used and it turned out a 20 mesh dust of which about 75% would pass 200 mesh. Some men question whether the ordinary mining methods made such a dust and so doubted the explosibility of the dust in their own mines. The question was well taken, and hundreds of dust samples were taken by the field men of the Bureau to determine the kind of dust being made in all methods of mining and all classes of coal. The result of such sampling showed some coals. resisted breakage more than others and that actual mine road dust, through 20 mesh, would show from 10 to 20% through 200 mesh, and for actual rib and roof dust through 20 mesh, they would get from 20 to 40% of 200 mesh dust. As indoor positioning provides particular challenges due to the unavailability of GPS signals, various systems such as ultrawideband (UWB), radio frequency identification (RFID), ultrasound, and wireless local area network (WLAN) have been proposed in recent years. Some of these technologies are currently being marketed and some are still being developed. UWB technology allows for higher precision while also reducing power consumption. Hence, the underground automation and localization systems can use this technology for more accuracy and robustness. This article discusses new robust UWB modules used for underground positioning and collision avoidance with regard to human safety in underground mining operations.
