Monazite has had a Cinderella-like history. Although nearly go per cent pure rare-earth compound (rare-earth phosphate) it was sought at first not for the rare earths but for the sake of a minor constituent—thorium. The thorium, essential for the Welsbach gaslight mantle, was present in only small quantities and the principal constituents, the rare earths, were largely discarded. Gradually, however, the rare earths have developed uses of their own and today have left the thorium far behind in value. Occurrence Monazite was first produced commercially about 1886, in North Carolina, where it was collected in small sluices by farmers who found it in stream beds on their land. The deposits were later exploited on a larger scale, but were mostly abandoned in a few years, when monazite from Brazil came upon the market in far larger quantities. Domestic production ceased entirely in 1906. The Brazilian source is still active, together with Indian, Dutch East Indies, and Australian deposits. Several other localities in the United States have yielded monazite, but none of these has produced commercially as yet. Monazite occurs originally in pegmatite~ and gneisses, through which, unfortunately, it is scattered in highly dispersed form. All commercially useful deposits consist of transported monazite sands liberated by erosion and concentrated by the action of water, which has sluiced away lighter materials and concentrated the heavy (D = 5.0 to 5.2) grains of monazite, together with ilmenite, zircon, garnet, and other dense minerals. The Carolina deposits were in stream beds; most of the other deposits mentioned are on or near the seashore, where the action of the waves has served to concentrate the monazite. In most cases today, the sands are worked to obtain the ilmenite and zircon, as well as monazite. The minerals are separated by means of sluices, dry tables, and magnetic separators, and each is finally obtained nearly pure. No crushing or grinding is necessary. The concentrates are shipped in fiber bags. Local communities are undertaking an increased role in mine project decision making processes, associated with growing pressure and expectations from regulators, financiers and the general public. This is particularly evident in international projects within developing economies. Environmental and social issues are often complex. Solutions demand difficult choices and trade-offs between sustainable development dimensions: economic growth, social equity and environmental integrity. Proactive stakeholder engagement can play a critical role in assisting decision-makers in determining the operational reality of sustainable development by jointly exploring project trade-offs between proponents and affected stakeholders. Good stakeholder engagement has other potential benefits, ranging from reduced financial risk due to regulator delays, legal disputes or negative publicity to increasing market share through good public image. Approaches to consultation and disclosure have changed from short-term regulatory based focuses, to longer-term, strategic tools for relationship building, proactive risk management and new business identification. Approaches to consultation form a significant opportunity to contribute to overall social sustainability. This paper discusses, based on authorsÆ experience, the broader concept of stakeholder engagement and its contribution to social sustainability of the mining industry. The focus is on key considerations for an effective stakeholder engagement. Three case studies outline how broad based, proactive stakeholder engagement can contribute to improved operation and overall sustainability. The case studies include: a greenfields project in Ghana; a long-term mine in Australia; and an open-pit mine in Vietnam.

The US Mine Safety and Health Administration (MSHA) conducted compliance assistance diesel particulate matter (DPM) sampling throughout the underground metal and non-metal mining industry. Based on that sampling, MSHA identified mines that were having difficulty meeting the DPM limit. To provide further assistance, MSHA then visited approximately 60 of the mines that were experiencing difficulty complying with the DPM standard. As part of these visits, DPM exposures were measured and control technologies for DPM were observed and assessed. Controls consisted of ventilation, clean engines, environmental cabs, alternative fuels, diesel particulate filters (DPF) and work practices. The focus of the follow-up compliance assistance visits was to assess control effectiveness and to make recommendations to mines experiencing difficulty in meeting the DPM standard. At each mine visited, the ventilation controls were evaluated, engine emissions were determined for equipment in use, environmental cabs were examined, and operational practices were noted. Additionally, control technologies, including alternative fuels and DPF were evaluated in several mines. A comparison was made of mine and section airflow to equipment particulate indices. Based on engine emissions, horsepower and operating time, the contribution of individual engine emissions to total emissions was made. Environmental cab integrity, positive pressure and air filtration systems were checked and operational practices relating to DPM exposure were assessed. This paper summarises the preference and magnitudes of controls that were typically used or needed for successful control of DPM. Additionally, results of the assessments of alternative fuels (including bio-diesel and water emulsion fuels) and DPF are presented.

INTRODUCTION The U.S. Bureau of Mines, Spokane Mining Research Center, has been conducting and documenting rock mechanics research in the Coeur d’Alene mining district for the past ten years (1, 2, 3, 4, 14, 15). A current project combines the information gathered from rock mechanics instrumentation, geologic structure, and analytic techniques to improve shaft and support design for the deep mines of the district (3). This project required knowledge of the anticipated loads and the physical properties of the rock mass to provide accurate input data for computer design models. Several techniques have been utilized to determine the physical parameters including the USGS (U.S. Geological Survey) solid inclusion probe, the CSIR (Council for Scientific and Industrial Research) biaxial and triaxial strain cells, and the CSM (Colorado School of Mines) dilatometer. This paper describes the determination of the in situ modulus of deformation in three mines over a period of three years and the evaluation of these results as they applied to this project. The need for in-situ rock mass properties such as the modulus of deformation has stimulated research and development of a large number of instrumentation techniques. One area of continuing interest involves various methods of radial borehole dilation. This concept was pursued by Menard (9) with an apparatus known as the pressure meter, which is used frequently in soil mechanics. Other developments in rock mechanics include the CPC (cylindrical pressure cell) by Panek (11) and the dilatometer by Rocha et.al. (13) in Portugal. The CSM dilatometer, which also utilizes this technique, was chosen for this project because it required a small amount of background study, was inexpensive, and could easily be combined with other experiments being planned for the test locations. Although no previous field applications to hard rock (compressive strengths greater than 20,000 psi) has been documented, the instrument was selected since good results have been achieved in granite, oil shale, and several coal measure rocks (11, 12).

In the minerals industry today, the ?low hanging fruit? that once existed to debottleneck production and improve recovery, while meeting market needs for quality in mineral processing operations, are more and more difficult to find. Systematic methods for establishing plant mass flow, recovery, operational efficiency and control strategy in context with customer specifications provides the necessary insight and confidence for plant operators to prioritize improvement projects in order to maximize return on investment (ROI) for the site. The evaluation of aggregate and industrial mineral processing plants requires the following steps when projecting cost saving opportunities: collecting background data, conducting a base-line evaluation, analyzing specific unit-operation performance, defining investment options, prioritizing the selected improvement opportunities and the implementing process changes. The following paper describes the approach and challenges of developing an improvement plan for a dry and wet mineral processing operation.

The Pittsburgh Safety and Health Technology Center (PSHTC) of the Mine Safety and Health Administration (MSHA) provides engineering and scientific support to the inspectorate personnel of MSHA. One of the Center's myriad roles is to assist in the investigation of mining accidents, especially those involving fatalities. Center personnel utilize forensics to help uncover the causes of accidents and to make technical recommendations on the prevention of future similar mishaps. To exemplify a typical forensic investigation, this paper documents the methodology used in determining the reasons for a boat sinking, which resulted in a double fatality on a mine company pond.

FUEL-OIL was first substituted for coal at these works in September, 1888. It was first applied in the converting-department to the battery of boilers, consisting of 14 tubular boilers, 16 feet in length by 5 feet in diameter. To operate these boilers with coal for 24 hours required 14 strikers, 3 ash-wheelers, 6 men unloading coal, and 2 water-tenders, making a total of 25 men. With fuel-oil the same boilers require for the same period 2 water-tenders and 4 men to attend to the burners, making a total of 6 men. This gives a saving of 19 men, which, at an average of $2 per day each, amounts to $38 per day. Comparing the consumption of oil with that of coal, we find that for the week ending January 5, 1889, with an ingot output of 6403 tons, 2731 barrels of fuel-oil were used as against a necessary consumption of coal for the same work of 848 tons, showing 3.22 barrels of fuel-oil to be equivalent to one ton of Indiana block-coal. Figuring oil at 60 cents per barrel, and coal at $2.15 per ton, we have as the cost of oil $1.93, as against $2.15 for its equivalent in coal. In December, 1888, the rail-mill battery of 26 boilers, of the same dimensions as those in the converting-department, was equipped for fuel-oil. For the week ending January 5, 1889, with a rail out-put of 5208 tons, 5987 barrels of oil were consumed, as against a necessary consumption of coal, to do the same work, of 1805 tons, showing 3.31 barrels of fuel-oil to be equivalent to one ton of Indiana block-coal, which at the costs named above would show $1.98 worth of fuel-oil to he equal to $2.15 worth of coal. The labor required to operate the rail-mill boilers for 24 hours, with coal as fuel,is: 26 stokers, 4 water-tenders, 6 ash-wheelers, 12 men unloading coal; total, 48 men. With oil as fuel, the same work requires 4 water-tenders and 6 men to attend to the burners; total, 10 men; a saving over coal of 38 men in 24 hours, which, at an average price of $2 per day, would be $76 per day. The microwave power absorption characteristics of iron oxides, including Fe2O3, Fe3O4 and Fe0.925O, have been studied by determining dielectric loss and magnetic loss distributions in 0.05-m-thick oxide slabs irradiated with 1.2-kW, 2.45-GHz microwaves. The results reveal that the dielectric loss is the main factor contributing to microwave absorption in Fe2O3 and Fe0.925O, while the magnetic loss dominates the power absorption in Fe3O4 below its Curie point. Uneven power distributions are observed in the slabs and this phenomenon becomes even worse at high temperatures at which the permittivity increases significantly. "This paper outlines how specification driven design has made Toronto Area transit infrastructure projects more expensive than similar private projects, and provides a case study of the results of an excavation at Launch Shaft 1 (LS1) for the Eglinton Crosstown Light Rail Transit project in Toronto, Ontario. The paper will describe the impact specification driven design parameters can have on design economy, constructability, and schedule and will suggest an alternative approach utilizing the Observational Method. As a result of the initial specification based design, Isherwood was retained by both the General Contractor and the Specialty Excavation Shoring Contractor to provide value engineering leveraging the Observational Method to improve constructability and construction schedule. By using well known, accepted design methods coupled with local experience in lieu of the specified design pressures and parameters, the redesigned bracing scheme reduced construction cost and schedule. This excavation case history can be a lesson learned for future transit projects.The City of Toronto has been developing its transportation network since the mid 1800’s. “Canada’s First Subway” along Yonge Street opened in March 1954 (TTC 1954), with a few additions to the subway network through to the 1980’s. The following two decades marked a long period of slow development due to recessions, budget cuts, and politics along with several cancelled projects. To fill the gap left by years of underfunding, several new transit projects are now under construction in the city as a part of Metrolinx’s $50B, 25 year, “The Big Move” initiative (Metrolinx 2013). The work on these types of infrastructure projects is highlighting a different and developing challenge within the tendering and design specification structure we will call Prescriptive Specification Design (PSD).PSD is a method used within contract specifications to control design risk on a project by applying conservative design methods, factors of safety, or other parameters to make a “fool proof” design. It is akin to requesting a colouring by numbers approach from a painter. There are inherent risks of using this method of tendering a project including increased project costs, longer construction schedules, and decrease of overall project economy. In PSD, the Owner “owns” all of the design risk on a project, including any additional costs due to changed site conditions. However, the Contractor commonly “owns” the risk of any deviations from the design specification they pursue, therefore making any improvements to the design, cost, or schedule less desirable from the Contractor’s point of view. The impact of this type of strict specified approach to design has been seen in transit infrastructure projects in the Toronto area. Figure 1 outlines the range of specified AEPD design pressures as a function of excavation height (H) specified for use in Toronto underground transit projects since the 1970’s to present day. A clear trend can be seen with respect to increased design pressures specified. The ranges shown for each project are intended to account for the potential differences in soil conditions for the highly overconsolidated glaciated soils in the Toronto area. The graph also highlights the typical range, in blue, for the industry practice in Toronto for comparison."

Br far the greater number of the members of this Institute are men who are engaged in the strenuous work of the technical part of their profession, and find little time for the abstract scientific work which is less distinctly practical and pecuniarily emunerative. There is, however, a small but increasingly numerous class whose members devote themselves to broad geological problems which underlie the systematic development, and whose work, theoretically, ought to precede and form a basis of that of their more practical brethren. These are the so-called mining or economic geologists, who are, for the most part, connected with State or National geological surveys. From the character of their work, the life of these men necessarily follows rather different line's than that of most of their colleagues, and is not generally familiar to them. It seems admissible, therefore, that to the life of a prominent member of this class, who died during the past year, having literally sacrified his life to his work, a more extended notice should be given than the relatively small number of his contributions to the Transactions might seem to justify. George Romans Eldridge, son of Ellery and Sarah (Mathews) Eldridge, was born on Cape Cod at Yarmouth, Mass., Christmas day, 1854. His boyhood education in the public school at Yarmouth was followed by a six years' course in the Public Latin School at Boston, from which lie entered Harvard Uni¬versity in 1872, being graduated with the highest rank in his class in the natural sciences in 1876. During his college course he spent the summers of 1875-6 at Cumberland Gap, Ky., as volunteer aid to Prof. N. S. Shaler, who was then in charge of the State Geological Survey of Ken¬tucky. "Geometallurgy is an important addition to any evaluation project or mining operation. As a discipline, it seeks to maximise the net present value (NPV) of an orebody while minimising technical and operational risk. It also aims to promote sustainable development and initiatives by ensuring that all stages of extraction are performed in an optimal manner from a technical, environmental and social perspective. To achieve these goals, development of innovative technologies and approaches along the entire commodity value chain are being established (Glass, 2016). Geometallurgy has been shown to increase operational stakeholder collaboration, creating an environment for knowledge sharing and improved data acquisition and interrogation, with the end result being the integration of such data into mine planning and scheduling. The movements of the major continental cratons and the distribution of the principal tectonostratigraphic terranes are reviewed in the Circum-Pacific region during Phanerozoic time. It is concluded that major periods of orogeny and consolidation of accreted terranes in the Circum-Pacific region is best correlated with periods of advance of cratonic blocks over the Pacific Ocean basin combined with relative convergent to transpressive motions between the cratons and the Pacific Ocean plates. Continental collisions and collision of terranes with continental margins has not been a significant geodynamic process in Circum-Pacific tectonic evolution. The permanency of the Pacific Ocean basin throughout 500 MA is remarkable. It appears no continental block or large continental fragment has ever entered or crossed the Pacific Ocean basin since early Paleozoic time. This area where no continent has entered for 500 MA is almost coincident with the present Pacific Ocean basin and seems associated with the 25 to 100 meter geoid high which dominates the present-day figure of the Earth.

FRED J. MILLER was born in Ohio, in 1857. He had a common and high school education, supplemented by personal study and special instruction. After serving a 4-year apprenticeship and working in various capacities in machine shops, he became a contributor to mechanical journals and finally a member of the editorial staff of The American Machinist, where he remained for twenty years, the last ten years as editor-in-chief of the magazine, and vice-president of the publishing company. On retiring from journalism, he was for nine years general manager of a group of typewriter factories, and was then commissioned Major of Ordnance in the U. S. Army, being stationed during most of his service at Rock Island Arsenal, where he organized the Civilian Service Division of the Arsenal. He is now a member of the Technical Advisory Committee of the War Claims Board at Washington. Major Miller became a member of the American Society of Mechanical Engineers in 1890, and has always taken an active interest in its affairs, having served on a number of important committees, and as a member of Council from 1904 to 1907, inclusive. He was elected President in December, 1919.

"Chrysotile asbestos can be dyed with certain dyestuffs to form stable coloured products whose hemolytic and cytotoxicity are greatly reduced. Examples of these dyes are Thiazol Yellow G (a monazo dye) and Trypan Blue (a diazo dye). Other dye stuffs, for example, basic dyes with triphenyl methane structure, Brilliant Yellow (a diazo dye), and Methylene Blue (a thiazine dye) colour asbestos but do not reduce its toxicity. Similarly alizarin, 8-hydroxyquinoline, and representative members of the phthalein group Bromocresol Purple and Phenolphthalein.IntroductionThere is, at present, a controversy regarding the dangers of asbestos fibres, and attempts are being made to render it less toxic. One of these attempts consisted of treating chrysotile asbestos with gaseous phosphorus oxychloride, POCI], at ambient temperature and in absence of moisture. The product had to be heated at 300°C to 500°C to expel exess entrained reagent to get a material containing 0.5070 to 5% phosphate groups and known as Chrysophosphate (Lalancette and Dunnigan, 1982). This product showed decreased toxicity as measured by its hemolytic effect on red blood cells (fable 1). In another approach, Flowers (1983) showed that when chrysotile asbestos was thoroughly mixed with a solution of ferric ammonium sulphate and the slurry was then filtered and dried, the product showed a marked decrease in cytotoxicity.In the present investigation the problem of toxicity was considered from a different point-of-view. Chrysotile asbestos is a hydrated magnesium silicate that can be represented by the structural model shown in Figure 1 from which it can be seen that magnesium hydroxide groups, Mg(OH)2, form a part of the silicate structure. Certain organic reagents that are known to react with magnesium ion in solution to form chelates were reacted with asbestos to find out whether a chelate was also formed on the fibres, and if so , what will be the hemolytic action and cytotoxicity of the product."

The history of the mining region of Custer county has been somewhat peculiar. Although, in the broader features of geological structure, it bears a strong resemblance to its newer and now more famous neighbor, 40 miles to the northward, the Cripple Creek mining district, it has been noted for failures rather than for successful mining ventures. Yet it has a number of mines that have proved themselves to be remarkably rich, and many others that have well-defined veins and very rich ore, though they never have been worked to any great depth. A few of the deposits seemed to the early miner so anomalous in form and manner of occurrence that they were popularly described as " contrary to all geological laws." The region has had several " booms," succeeded by more than usually violent reactions, the latter having proved more permanent than the former. It was, for a long time, the favorite resort of patent-process mongers, and the ground is now strewn with relics of various unsuccessful reduction-plants. Mismanagement, ignorance and disagreements among mine-owners seem to have been quite as responsible for the want of success in the region as the quality of the ores or the form of the deposits. In the early eighties, when the booms had not entirely died out, a division, then under my charge, of the U. S. Geological Survey, undertook an examination of the region for the purpose of making a study of its ore-deposits. The areal survey was carried to completion by Mr. Whitman Cross, but the study of the mines could never be completed for the reason that most of them were closed, for one reason or another, before we had time to visit them.
